    Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

    Abstract: During COVID-19 lockdowns it became visible that migrants are often important in sectors that are crucial for the functioning of everyday life. Informed by this experience, this note provides an assessment of the role of foreign-born workers in essential services (referred to as migrant key workers) at regional level for 31 European countries. It examines the share of migrant key workers in regional labour markets, their importance in jobs with different skill requirements, and differences between EU and non-EU migrants. Migrants play a crucial role in health care, where 23% of doctors and 14% of nurses are foreign-born. In cities such as London or Brussels, around half of all doctors and nurses are migrants. Overall, capital regions have the highest share of migrant key workers (20%). Similarly, cities rely more on migrant key workers than other areas, especially in low-skilled occupations where migrants make up 25% of workers.

This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies. Quality of care is a political priority and an important contributor to population health.     Abstract: The first years of life lay the foundations for a child’s future development and learning. Many countries have increased their financial support for provision of early childhood education and care (ECEC) over the past years. More recently, the focus of debate has been shifting from expanding access to affordable ECEC to enhancing its quality. A growing body of research suggests that the magnitude of the benefits for children will depend on the level of quality of early childhood services, with especially strong evidence in the case of disadvantaged children. In light of budgetary constraints, policy makers require the latest knowledge base of the quality dimensions that are most important for ensuring children's development and early learning. However, current research is often narrow in focus or limited to programme-level or national-level conclusions. This book expands the knowledge base on this topic. It draws lessons from a cross-national literature review and meta-analysis of the relationship between early childhood education and care structure (e.g. child-staff ratios, staff training and qualifications), process quality (i.e. the quality of staff-child interactions and developmental activities), and links to child development and learning. This report concludes with key insights, as well as avenues for further research. It was co-funded by the European Union.

    Abstract: Migration flows are profoundly changing the composition of classrooms. Results from the OECD Programme for International Student Assessment (PISA) reveal that in 2015, almost one in four 15-year-old students in OECD countries reported that they were either foreign-born or had at least one foreign-born parent. Between 2003 and 2015, the share of students who had either migrated or who had a parent who had migrated across international borders grew by six percentage points, on average across OECD countries. The Resilience of Students with an Immigrant Background: Factors that Shape Well-being reveals some of the difficulties students with an immigrant background encounter and where they receive the support they need. The report provides an in-depth analysis of the risk and protective factors that can undermine or promote the resilience of immigrant students. It explores the role that education systems, schools and teachers can play in helping these students integrate into their communities, overcome adversity, and build their academic, social, emotional and motivational resilience.

    Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: Land links between Europe and Asia can offer a viable alternative to sea transport. However, the provision of efficient land links between Europe and Asia requires appropriate policy decisions on issues such as the development of adequate infrastructure and the removal of regulatory or institutional barriers that prevent the development of efficient transport services. This publication features the recommendations approved by the Ministers and the “Report on Trends in Europe-Asia Trade and Consequences for Transport." It also includes the plan of action approved by Ministers to facilitate intermodal transport between Europe and Asia and the conclusions of a previous seminar in Kiev on “Intermodal Transport between Europe and Asia: Opportunities and Challenges”.

    Abstract: Land links between Europe and Asia can offer a viable alternative to sea transport. They substantially improve the accessibility of the countries they pass through and can absorb a substantial portion of the growth in intercontinental traffic, particularly container traffic, that has been forecast. However, the provision of efficient land links between Europe and Asia requires appropriate policy decisions on issues such as the development of adequate infrastructure and the removal of regulatory or institutional barriers that prevent the development of efficient transport services.

    Abstract: Les liaisons terrestres entre l’Europe et l’Asie peuvent constituer dans un certain nombre de cas une alternative valable à la voie maritime. Cependant la mise en place de liaisons terrestres efficaces entre l’Europe et l’Asie nécessite des décisions politiques appropriées. Celles-ci portent notamment sur la mise à disposition d’infrastructures de transport adéquates et la levée des obstacles réglementaires ou institutionnels qui empêchent le développement de services efficients de transport. Cette publication contient le document approuvé par les Ministres ainsi qu’un rapport qui a servi de support au débat ministériel de Moscou et qui fait le point sur l’évolution des échanges Europe-Asie et leurs conséquences sur les transports. Dans cette publication sont également reproduits le texte du plan d’action approuvé par ces mêmes Ministres afin de faciliter le transport intermodal entre l’Europe et l’Asie ainsi que les conclusions d’un séminaire organisé précédemment à Kiev sur « L’intermodalité Europe-Asie : pertinence et potentiels».

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

Sur terre, la route reste dominante, mais face à la congestion des infrastructures, le rail et la voie d’eau peuvent jouer un rôle. Dans quelles conditions ces deux derniers modes peuvent-ils prendre une part plus importante dans les transports terrestres ? Il faut savoir que faute d'un réseau spécifiquement dédié au fret, le rail ne peut pas vraiment être compétitif tandis que la navigation fluviale ne pourra jouer un rôle significatif que si elle parvient à diminuer ses coûts de transbordement. Une plus grande concurrence au sein de ces deux modes de transport ne pourrait-elle engendrer des gains de productivité et de qualité de service ? La Table Ronde a permis d'aborder l’ensemble des questions relatives à la compétitivité des modes de transport terrestre en dégageant des lignes directrices pour l’action des pouvoirs publics en matière de desserte des ports maritimes.

    Abstract: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. Three complementary issues are addressed to help make pragmatic recommendations:- What are the effects of scrapping schemes on the car market and the national economy?- What are the effects of these programmes on the environment?- And can scrappage schemes be useful in former socialist countries?

    Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Der Film gibt Einblicke in den Arbeitsalltag des Senn und seiner Gehilfen auf der Alpe Ornach oberhalb von Bolsterlang im Allgäu im Jahre 1975. Neben den mit der Viehhaltung verbundenen Tätigkeiten bestehen ihre Hauptaufgaben im Buttern und Käsen. Der mit der Alpbewirtschaftung verbundene Aspekt des Landschaftsschutzes wird ausführlich erläutert. Vergleichende Aufnahmen aus dem Jahre 1996 zeigen, was sich in den vergangenen zwanzig Jahren in der Region und auf der Alpe geändert hat. Der Tourismus hat erheblich zugenommen und bei der Alparbeit, früher reine Männersache, hilft mittlerweile die Frau des Senn mit. Europaweit vereinheitlichte Regelungen für die Landwirtschaft aber - insbesondere in Bezug auf die Milchhygiene - machen die Arbeit auf der Alpe zunehmend unrentabler, so daß die Zukunft der Almwirtschaft im Allgäu in Frage gestellt ist.
    Abstract: The film provides insights into the working day routine of the Alpine dairyman and his helpers on the Ornach Alp (Alpine pasture) above Bolsterland in the Allgäu in 1975. Besides the activities connected with animal husbandry, making butter and cheese are their main tasks. The aspect of landscape protection that is linked to alpine dairy farming is discussed in detail. Comparative pictures from 1996 show what has changed in the region and on the Alp in the last 20 years. Tourism has substantially increased, and the Alpine dairyman's wife now helps in the alpine farm work, which was strictly men's business in the past. Throughout Europe, the standardised regulations for agriculture - but in particular those treating milk hygiene - are making the work on the Alp increasingly less profitable. Thus, the future of Alpine farming in the Allgäu is jeopardised.

    Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

Im Zentrum steht das Töpferhandwerk des Josef Teimel, das heute durch den florierenden Tourismus guten Absatz findet. Bei Veranstaltungen wie dem Kirchweihfest oder beim winterlichen Schweineschlachten wird der Zusammenhalt der Dorfgemeinde unmittelbar augenfällig.

    Abstract: In einem vielschichtigen Panorama zeichnet der Film das Bild des deutschen Dorfes Ófalu in Südungarn, dessen 428 Einwohner bis heute die herkömmliche Lebensart bewahrt haben. Besuche im Kindergarten und bei einer Familie dokumentieren die lebendige Zweisprachigkeit, ebenso Äußerungen von Dorfbewohnern, die über die Handwerkstradition, aber auch von Verschleppungsschicksalen der Nachkriegszeit berichten. Karfreitags- und Auferstehungsprozession zeigen die Volksfrömmigkeit, eine Hochzeitsfeier und ein Wirtshausbesuch das Dorfleben mit deutschen Liedern, Musik und Tanz. Die Frage nach der Zukunft findet neben einer vorsichtigen Tourismusorientierung ihre Antwort aus dem Munde eines Bewohners: "Wenn sie bleiben und zusammenhalten...".

Kindergarten, a bilingual family, comments on hand crafts and also the post war period. Good Friday and resurrection traditions showing puritanism, a marriage. Visit to local pub with German songs, dance and music. The future, apart from possibilities of tourism, is seen as "we stick together and see.....".

    Abstract: In dem Überschwemmungsgebiet der Theiß - auf einer Länge von ungefähr 100 Kilometern - in der großen ungarischen Tiefebene lebten in den vergangenen Jahrzehnten mehrere Roma-Gemeinschaften auch davon, daß sie aus den Bäumen des Waldes Holztröge, Werkzeuge, ja sogar Einbäume schnitzten. In dem Gebiet von Poroszló fällen sie Pappeln und stellen aus ihnen Tröge her, in Tiszafüred Holzlöffel. Sie arbeiten mit Zimmermannswerkzeugen. In ihren Arbeiten vermischen sich die Kunstgriffe des Holzhandwerks von professionellen Handwerkern und von Bastlern.
    Abstract: In the flood area of the Theiss - at a length of about 100 kilometres - in the Great Plain of Hungary several Rroma groups, in the past decades, earned their living also by making throughs, tools, even dugouts, from tree trunks. In the region Poroszló they cut down poplars in the forest and hollow out troughs, at Tiszafüred they carve ladles. They use carpenter's tools. Their techniques are a mixture of professional and amateur methods.

    Abstract: Drei Männer der Handwerkerfamilie Pantelakis aus Pyrgos demonstrieren an einer Hauswand die Technik der Kratzputzmalerei (Xista). Weiße Kalkfarbe wird auf den noch feuchten Putz aufgetragen und gleichmäßig verstrichen. Bevor Farbe und Putz trocknen, wird mit Hilfe von Gabeln und Nägeln durch die Kalkschicht hindurch die Oberfläche des Putzes an vorgezeichneten Stellen abgekratzt. Zurück bleibt eine schwarzweiß ornamentierte Fläche.
    Abstract: Three men from Pyrgos, members of the Pantelakis craftsmen family, demonstrate the technique of sgraffito (Xista) on the wall of a house. Whitewash is spread on the moist plaster and brushed evenly over the surface. Before whitewash and plaster dry, the plaster surface, with forks and nails, is scratched through the whitewash in marked places. The result is a black and white ornament on the wall.

    Abstract: An den Vorabenden des Nikolaustages geht eine Gruppe bestehend aus dem hl. Nikolaus, einer zweiten Nikolausfigur, einer Figur mit Tierkopfmaske (dem Klausenbigger) und einer Figur in Fellgewand (dem Rubelz) von Haus zu Haus. Der hl. Nikolaus sagt einen Spruch auf, der Nikolausbegleiter beschenkt die Kinder und der Rubelz droht ihnen. Der Klausenbigger hat keine aktive Funktion.
    Abstract: On the eve of St. Nicholas day (December 6th) a group of mummed young men goes from house to house. The group consists of St. Nicholas, a second Nicholas figure, a figure with an animal mask (the Klausenbigger, which lent the custom its name), and a figure with fur clothing, the so-called Rubelz. In the individual houses parents and children await together the group's visit. Saint Nicholas utters a rhymed saying and then checks to see if the children have learned their prayers and songs. St. Nicholas' companion gives the children sweets, apples, and nuts and leave a switch behind. The Rubelz threatens to tie disobedient children onto his chain. During the visit the Klausenbigger has no active function. In the end, the four masked figures visit a restaurant.

    Abstract: The film is a comprehensive documentation of the so-called "blood riders" ceremonial procession which is held on the first friday of the Crist's Ascension. The film explains the meaning of the ceremony and describes all details: the preparation, the assembly of the horsemen, the procession around the fields when the holy-blood relic is carried along, prayer for favourable wheather and finally the return to the cathedral.

Das Auffinden einer mit Stroh ausgestopften Schafhaut leitet eine zeremonielle Brauchhandlung ein: Trauerzugparodie, Verbrennen der Schafhaut, Tanz.
    Abstract: The sheaves spread out are treshed with flails. The threshers are working in teams of five persons arranged in two lines close to each other. The discovery of a stuffed sheepskin is the beginning of a ceremonial threshing custom. After nightfall the sheepskin is burnt in the open air.

    Abstract: Am Vorabend des 13. Dezember kleiden sich zwei Frauen und ein Mädchen als Luzien an (2 schwarze und 1 weiße Luzia) und betreten eine Wohnstube, in der Kinder auf einer Eckbank sitzen. Die Luzien sagen einen Spruch auf und drohen den Kindern. Ihre Requisiten sind: Sichel und Wetzstein sowie ein Gefäß mit einem Holzlöffel.
    Abstract: In the area of Cham (Upper Palatinate) a bogy appears at the eve of Dec. 13th, the day of Saint Lucia, which is called "Luzia" or "Luzl". About the year 1930 this custom was still practised in the whole of north-east Bavaria especially by the farm workers. "Luzia" threatens to rip up the children's stomachs with her sickle and to fill them with bricks. Today this figure is widely rejected because of its negative effects on the children's minds.

    Abstract: Die "Historische Gesellschaft Lazarus Strohmanus Jülich" (Generalversammlung und Vorbereitung am Fastnachtssonntag) führt im Rahmen eines öffentlichen Schaubrauches alljährlich am Fastnachtsdienstag das Aufwerfen einer Strohfigur vor: Umzug durch die Stadt, Aufwerfen, Einzug in die Wirtschaften, Ausstellung des Lazarus vor dem Rathaus und Schlüsselübergabe. Am Schluß wird die entkleidete Strohfigur in die Ruhr geworfen.
    Abstract: Every year on Shrove Tuesday the "Historische Gesellschaft Lazarus Strohmanus Jülich" (Historic Society Lazarus Strohmanus Jülich) performs in public the custom of throwing up a straw figure. The film presents in chronological order the general meeting of the performers and supporters of this custom (with "national song", commemoration of the dead, conferring of medals and swearing), the preparations for the performance (studying of the reprimanding verses, making of the brooms), and the principal phases of the performance: procession across the town, throwing up of the straw figure, entry into the inns, exhibition of the "Lazarus" in front of the town hall, and delivery of the keys of the town. Finally the undressed straw figure is thrown into Rur.

    Abstract: Auf der offenen Feuerstelle in einer Almhütte wird in einer Pfanne Plente aus Butter, Salz, Wasser und Maismehl unter ständigem Rühren zubereitet. Auf dem heißen Brei werden Butter und Käse verteilt. Nach einem Gebet beginnt das gemeinsame Mahl, indem jeder mit seinem Löffel in die Pfanne (die auf einem hölzernen Pfannenhalter auf den Tisch kommt) nach Plente und in eine gemeinsame Schüssel nach Milch greift.
    Abstract: One of the ordinary dishes in the Gsies valley is a maize-pap called plente. Plente is cooked in a pan set on the fireplace in the centre of the Alpine dairy-farm. Butter is melted and salt and water are added. Then maize-flour is mixed in the water, stirred and boiled into a pap. To achieve a better detaching of the crust of the pap, the edge of the pan is repeatedly smeared with run butter. Finally pats of butter and cheese are distributed on the hot pap. The pan is set in a wooden pan-holder and put on the table with bowls of milk. After praying everybody begins to eat, dipping his spoon into the pan of plente and into the bowl of milk.

    Abstract: Am Morgen des zweiten Sonntags im Mai reiten die Teilnehmer, die eine Reliquie des hl. Gangolf mit sich führen, in feierlicher Prozession zur Gangolfskapelle. Dort erfolgt durch Geistliche die Weihe der Gangolfsquelle und der Pferde. Gegen Krankheiten reiben sich die Menschen mit Wasser ein oder trinken es.
    Abstract: At Neudenau on the Jagst, on St. Gangolf's day in May, horses are decorated and ridden in a solemn procession at St. Gangolf's chapel outside the town. A relic of St. Gangolf is carried too in the procession. At the chapel clergymen bless the source of St. Gangolf, then the slowly passing horses. In illness the water of the source is also used by men: they rub their body with it and drink it.

    Abstract: The film shows sequences of the commemorative festivities in Desa, the last part of a Rumanian national custom carried out in three parts. At Easter it begins with the offering of the sarindar and in September the second part, a water ceremony, takes place. The commemorative festivities end on the 24th and 25th October with a banquet and a mask procession.

    Abstract: Am Tage des hl. Leonhard (6. Nov.) ziehen Wagen, Reiter und kleine Gruppen zu Fuß von Murnau nach der Leonhardskirche Froschhausen, wo eine Feldmesse abgehalten wird. Danach versammeln sich die Teilnehmer vor der Gastwirtschaft; hier treten auch die Goaßlschnalzer mit ihren langen Peitschen in Aktion.
    Abstract: Since 1927 the St. Leonard's pilgrimage in Murnau has taken place, and it is arranged after the known pilgrimage of Bad Tölz. On the day of St. Leonard (6th November) people on carriages, on horses and others walking in small groups are moving from Murnau to the nerby church St. Leonard in Froschhausen where a camp-service is celebrated on a meadow near the church. After the mass the participants meet in front of the only inn of the village and there perform the so-called Goaßlschnalzer (men with long whips).

    Abstract: Zweitägige Fußwallfahrt am Pfingstsamstag und -sonntag von Holzkirchen bis zum Bogenberg (etwa 70 km). Mitgeführt wird eine 13 m lange "Kerze", ein mit roten Wachssträngen umwickelter Fichtenstamm.
    Abstract: The pilgrimage to the Bogenberg is an impressive survival of the baroque peregrinatio. The film shows the whole procession from Holzkirchen near Vilshofen, along the Danube to the Bogenberg north-east of Straubing (70 km). On this pilgrimage a 13 m long "candle" is carried along with from the town of Bogen to the church of pilgrimage on top of the Bogenberg. This candle is the trunk of a pine-tree covered with stripes of red wax. The film lays a special emphasis on the documentation of the length of this pilgrimage.

    Abstract: Romaria is a religious festivity celebrated in honour of a saint or of a divine intercessor. Characteristic of romarias is a certain religious attitude, which finds expression in the connection of sacred and profane acts. Most of the romarias are held in summer; that of S. Bartolomew do Mar takes place on August 24th. The substance of this romaria is the offering of chickens in the church as well as the "holy dipping" into the sea. Today both concern but children and pass for a remedy for fear.

    Abstract: Vor Sonnenaufgang gehen die Frauen auf den Friedhof, wo sie ihre Toten individuell beklagen sowie die Gräber umkreisen und beweihräuchern. Der zweite Besuch im Friedhof erfolgt nach dem Gottesdienst etwa um 11 Uhr. Auf die Gräber werden Blumen, brennende Kerzen und die Totengaben gestellt. Die Zeremonie der kollektiven Totenklage beginnt, wenn die Kirchenglocken ertönen.
    Abstract: The film shows the death laments in the cementery in the village Priseaca (Olt district). The first part shows the laments of the women before sunrise. The second part shows the lamentations in the morning after the church service. Some lamenting women are shown in several parts of the cementery as well as the more passive participation of some men also present at the morning lamentations.

    Abstract: The film shows four Saxon folk dances (Ländler, country waltz; Spinnradel, spinning wheel; Tätscher, patting dance; Walzer, waltz) from the parish Großau on the Zibin, performed by eight young couples in the yard of the old parish school. The musical accompaniment is given by the parish orchester with accordion, flügel horn, bass flügel horn, clarinet and prercussion instruments.

    Abstract: The film records the singing of a Haiduk song from Cîmpu lui Neag, an old shepherd settlement on the Western Jiu. The singer, Saveta Matei, is a woman farmer, 64 years old and has lived in the village since her marriage. The song recorded belongs to the traditional repertoire of the village and is homophone, like all lyrical songs of Roumania. Its melody structure is strophic. The heroic tone and a certain longing are characteristic of this songs.

    Abstract: Das "Begraben" der Fahne erfolgt auf demselben Hügel wie das Aufrichten. Die hochgestellte Fahnenstange wird losgelassen, die Männer laufen auseinander. Beim Aufschlag der Stange kehren sie um und begrüßen sich gegenseitig, als hätten sie sich lange nicht mehr gesehen. Der Brauch endet mit dem Tanz der Kaluscharen.
    Abstract: The film shows the kalushar group coming from the village and climbing up a hill to conclude the traditional Whitsun rites. The cloth and the herbs are taken down from the "flag", distributed among the kalushars, the flag pole is hoisted up, and at a sign from the mutul it is let go. At that moment the men spring apart and run away in various directions. As soon as the pole hits the ground they turn round and greet each other as though they had not seen each other for a long time. The film ends with the subsequent dancing.

    Abstract: The film shows the dances Zaluta (little chain ring) and Hora mare (large circle) from the village Vestem (Sibiu district). The Zaluta is danced in a semi-circle, the dancers holding each other by the shoulders. The movement is carried out to the right or to the left. The tempo is quicker. The Hora mare is danced in a circle. The dancers hold each others hands. The movement is to right or left on command. The tempo is moderate. The dances follow the rhythm of the melody. A clarinetist accompanies the dance.

    Abstract: Maibäume werden vor allem in Oberbayern errichtet, meist weiß-blau (den bayerischen Landesfarben) bemalt und mit Figurengruppen, Handwerkerzeichen usw. geschmückt. Der Film zeigt, wie der Maibaum in Oderding bei Weilheim mit einem Pferdefuhrwerk zur Gastwirtschaft des Ortes gefahren und dort von einer Gruppe jüngerer Männer aufgestellt wird. Der Film dokumentiert nicht nur den Vorgang des Aufstellens, sondern versucht auch Begleiterscheinungen (spielende Kinder, Blaskapelle usw.) zu zeigen, um die Atmosphäre, in der dieser Brauch abläuft, zu skizzieren. Während Maibäume in den Nachbargemeinden seit vielen Jahren errichtet werden, wurde der erste Maibaum in Oderding im Jahre 1965 aufgestellt.
    Abstract: It is mainly in Upper-Bavaria that maypoles are erected. They are mostly painted in white and blue (the regional colours of Bavaria) and decorated with figures and the signs of the various guilds etc. The film shows how the maypole is transported by a horse-pulled trailer to the local inn of Oderding near Weilheim and there erected by a group of young men. Particularly included are the accompanying activities such as playing children, brassband etc. to demonstrate the peculiar atmosphere. While maypoles have been erected in the surrounding communities for many years, the first maypole in Oderding was seen in 1965.
