Abstract: Since 2011 an annual Roundtable on Labor Migration in Asia has been organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development (OECD), and, since 2013, the International Labour Organization. The fourth edition of the event, held in January 2014 and titled “Building Human Capital across Borders,” focused on the critical role of human capital both in bolstering migrants’ employment opportunities in foreign countries and in helping them to reintegrate, with new skills and work experiences, after returning. This report, an outcome of the roundtable, captures key trends in migration in Asia and highlights the challenges of building, and benefi ting from, human capital through the migration process.

Abstract: Education and media services both provide services that embody local cultures, in which there is extensive public sector participation and significant domestic regulation. At the same time, they are dramatically affected by the information and communication technology revolution. The production of information content now involves huge costs in terms of research and development or artistic talent, while the cost of making such products available to other consumers is very low. This in turn challenges the effectiveness of domestic regulation and raises fundamental questions about its purpose, calling for an increased scope for international trade and investment, and the development of supply chains. This book provides readers with a comprehensive and consistent treatment of policy in the higher education and media services sector across a range of Asian economies little studied in the existing literature. It gives an overview of global trends in each area, followed by detailed, country-specific studies. Through comparative work, it identifies common elements across these sectors and highlights critical implications for trade policy.

Abstract: Skills represent a key driver of development and growth in the Philippines. Educational attainment of the Filipino population has steadily increased in recent decades, but while the country is regionally successful within Southeast Asia, it has yet to reach the standards of more developed countries. This OECD report looks at the implementation of employment and skills development programmes in a sample of cities in the Philippines: Taguig City, Cebu City, and Davao City. Local governments in the Philippines have an active role in the management of employment and skills programmes through Public Employment Service Offices (PESOs). These offices are responsible for the implementation of a number of nationally regulated policies and programmes. All three cities are making a number of investments to better link people to jobs, develop a skilled workforce and attract new investment.
