    Abstract: This is an open access book which focuses on different aspects of education, employment, and successful integration of migrants in three countries: Norway, Sweden, and Switzerland. The chapters in this book reflect on these issues from micro, meso and macro perspectives; some are based on interviews with migrants and people who work with them, others on documents and literature about migration. There are different pathways for skilled migrants to vocations. Some start working in their previous vocations after arriving in the new environment. Some re-enter their professions but on a lower level. Some can re-train themselves in a new vocation, and some will go to further education, as studies in different chapters of this book suggest. Common for successful integration seems to be several intertwined factors: the target language competence, strong motivation and agency, supporting networks and supporting persons, as well as structural opportunities of the new environment. The book’s editorial board takes an eclectic view, hoping to start an academic debate about what ‘successful integration’ means.     Abstract: Politische Partizipation bezeichnet alle individuellen und gemeinschaftlichen Handlungen von Bürger:innen mit dem Ziel, direkt und indirekt politische Entscheidungen zu beeinflussen. Die Hinwirkung auf die Bereitschaft und die Befähigung zur politischen Partizipation ist als Ziel im Bildungswesen in demokratischen Gesellschaften verankert. Junge Menschen entwickeln diese Bereitschaft in unterschiedlichem Ausmaß. Die Frage ist, welche Kontexte hierfür verantwortlich sind. Partizipationsbereitschaft als Konstrukt ist das Bindeglied zwischen dem tatsächlichen Auftreten von Handlungen und den sozialen Prozessen, welche diese Intentionen herstellen. Zielsetzung dieser Arbeit ist es, diese systematisch zu beschreiben und so die Ausgangslage für politisch bildnerische Prozesse zu bestimmen, die auf Partizipationsbereitschaft hinwirken. Mit der International Civic and Citizenship Education Study 2016 (ICCS 2016) stehen erstmalig umfassende Ergebnisse einer repräsentativen und international vergleichenden Studie zur zivilgesellschaftlichen und politischen Bildung von Jugendlichen in Nordrhein-Westfalen zur Verfügung. Die Arbeit beschreibt auf dieser Grundlage in drei Teilstudien, wie Kontexte auf der Mikro-, Meso-, Exo- und Makroebene zur Genese der politischen Partizipationsbereitschaft beitragen. The publicly funded higher education systems in Nordic countries provide solid empirical insights into how digital transformations have gained ground before and during the COVID-19 pandemic, and chapter contributions demonstrate how international digitalisation trends (such as in the global EdTech industry) impact on the core activities of higher education institutions (HEIs). The findings underscore the importance of assessments that consider multiple sub-systems within HEIs, as well as the complex relationships between them. By unpacking Nordic dynamics in the light of global processes and developments, the approach adopted and the results generated are of relevance to a much broader, global audience of students and researchers in higher education

    Abstract: This open access book includes a series of relevant policy research articles, elaborared in the framework of the “Quality in higher education: internationalisation and databases to enhance the Romanian education system” project, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), together with the Ministry of Education. The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labour market requirements and international standards. The book focuses on areas of interest for Romanian higher education, such as systemic measures to improve access, participation and completion for (vulnerable) students, better promotion of the Romanian higher education to attract students, as well as instruments for a more efficient use of data at higher education level. Each article includes evidence-based policy proposals that could support new strategic initiatives in higher education, including new legislation. Additionally, the collection of articles tells a comprehensive story about the audacity of a higher education system which went through significant challenges to align itself with both European and international trends, as well as respond to national imperatives. Over the last three decades, since the fall of the Iron Curtain, Romanian higher education has undergone significant transformations, aiming to align itself to the latest developments and trends at European and international level. The National Law on Education no. 1/2011 has set the stage for a full implementation of the Bologna Process action lines, taking into account that Romania was already a part of the largest European intergovernmental process – currently the European Higher Education Area (EHEA) – as a founding member. However, since the adoption of this normative framework, the law suffered numerous amendments, making it challenging to observe and achieve coherence in its implementation. Furthermore, Romania is also currently redesigning the strategy for the alocation of European structural funds 2021-2027, based on two strategic documents - the new Education and Employment Operational Programme and the National Recovery and Resilience Plan which highlight the reform and investment priorities at a national level. At the same time, 2021 is a good time to analyze the level of implementation for the objectives and measures included in the National Strategy for Tertiary Education 2015-2020, the Europe 2020 Strategy, and the Bologna Process action lines in the 2010 – 2020 timeframe. Therefore, the present moment may be an important time to assess the impact of strategic documents and actions in the last decade and, possibly, to draft a new National Education Law, better adapted to current realities, starting from the recent initiative by the President of Romania – the Educated Romania strategic vision which was also politically assumed by the Romanian Government

    Abstract: This open access book evaluates research quality, quality of teaching and the relationship between the two through sound statistical methods, and in a comparative perspective with other European countries. In so doing, it covers an increasingly important topic for universities that affects university funding. It discusses whether university evaluation should be limited to a single factor or consider multiple dimensions of research, since academic careers, teaching and awarding degrees are intertwined. The chapters included in the book evaluate teaching and research, also taking the gender dimension into account, in order to understand where and when gender discrimination occurs in assessment. Divided into five sections, the book analyses the administrative data on the determinants of career completion of university students; increasing precariousness of academic careers, especially of young researchers; methods designed to assess research productivity when co-authorship and team production are becoming the standard practice; and interrelations between students' achievements and teachers' careers driven by research assessment. It brings together contributions from a large group of economists, statisticians and social scientists working under a project sponsored by ANVUR, the Italian agency for the evaluation of teaching and research of academic institutions. From an international perspective, the findings in this book are particularly interesting because despite low tuition costs, tertiary education in Italy has relatively low enrolment rates and even lower completion rates compared to those in other European and American countries. This book is of interest to researchers of the sociology of education, education policy, public administration, economics and statistics of education, and to administrators and policy makers working in the area of higher education

    Abstract: This open access book examines the implications of the COVID-19 Pandemic for education systems and argues that major education reforms will be necessary, particularly in the Global South, to address the learning loss caused by the pandemic. To inform those reforms, knowledge about the implementation reforms in the Global South is necessary, and such knowledge is seriously lacking as the existing literature on the implementation of educational change focused principally in reforms in countries in the Global North. This book contributes to address this gap by examining five major education reforms in India, Egypt, Taiwan, Vietnam, and Senegal, and by presenting two novel approaches to climate change education using a bottoms up strategy of reform. The chapters examine the implementation process drawing on a theoretical model of educational change by Reimers (published in Educating Students to Improve the World by Springer in 2020). The book concludes discussing the implementation of such reforms as an evolutionary and learning process, characterized by four dimensions: the goals of the reform, the drivers of the reform, the reform strategy, and the mindsets about educational change which undergird the implementation strategy

Dr. Frauke Stübig war bis zu ihrer Pensionierung 2008 Professorin für Schulpädagogik an der Universität Kassel.     Abstract: Louisa Prause vergleicht Proteste gegen großflächige Landaneignungen zur Erschließung von industriellen Minen und agrarindustriellen Projekten. Sie zeigt Gemeinsamkeiten und Unterschiede zwischen Konflikten um Land in diesen beiden Sektoren auf und identifiziert die zentralen Mechanismen, über die sich der Zweck der Aneignung von Land auf Proteste auswirkt, anhand zweier Fälle im Senegal.     Abstract: This open access report explores the nature and extent of students’ misconceptions and misunderstandings related to core concepts in physics and mathematics and physics across grades four, eight and 12. Twenty years of data from the IEA’s Trends in International Mathematics and Science Study (TIMSS) and TIMSS Advanced assessments are analyzed, specifically for five countries (Italy, Norway, Russian Federation, Slovenia, and the United States) who participated in all or almost all TIMSS and TIMSS Advanced assessments between 1995 and 2015. The report focuses on students’ understandings related to gravitational force in physics and linear equations in mathematics. It identifies some specific misconceptions, errors, and misunderstandings demonstrated by the TIMSS Advanced grade 12 students for these core concepts, and shows how these can be traced back to poor foundational development of these concepts in earlier grades. Patterns in misconceptions and misunderstandings are reported by grade, country, and gender. In addition, specific misconceptions and misunderstandings are tracked over time, using trend items administered in multiple assessment cycles. The study and associated methodology may enable education systems to help identify specific needs in the curriculum, improve inform instruction across grades and also raise possibilities for future TIMSS assessment design and reporting that may provide more diagnostic outcomes

    Abstract: This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice

    Abstract: Antikonfessioneller Aktivismus im Libanon wurde bisher, im Gegensatz zum Konfessionalismus, von der Forschung kaum beachtet. Karolin Sengebusch untersucht die bisher größte Protestwelle gegen den libanesischen Konfessionalismus (2010–2012) und analysiert diese mit Konzepten der sozialen Bewegungsforschung und der politischen Differenz. Die Protestwelle zeichnete sich durch bestimmte Charakteristika aus, die auch in anderen sozialen Bewegungen beobachtbar sind: Die Aktivisten organisierten sich in sehr unterschiedlichen Formen von Parteien bis zu Graswurzelorganisationen, und verwendeten vielfältige Aktionsformen von Gesetzesentwürfen bis zu Clown Walks. Die Studie setzt diese unterschiedlichen Organisations- und Aktionsformen in Bezug zu den Politikkonzepten und Zielen der Aktivisten.     Abstract: Sebastian Geßler zeigt exemplarisch am Beispiel der kanadischen Provinz Quebec, dass ein unabhängiger Staat nicht das zwangsläufige Ergebnis von Unabhängigkeitsbestrebungen ist. Dafür analysiert der Autor die Gründe für den Aufstieg und den Niedergang der Unabhängigkeitsbewegung in Quebec zwischen 1960 und 2014 und kommt zu dem Schluss, dass die Unabhängigkeitsbefürworter des Parti Québécois zu Opfern ihres eigenen Erfolges wurden. Darüber hinaus kann der Begriff der Souveränität in einer globalisierten Welt nicht mehr mit „Unabhängigkeit“ gleichgesetzt werden.     Abstract: Samir Hasanov untersucht die machtpolitischen Interessen Russlands im Südkaukasus für den Zeitraum von 1992 bis 2014. Seine Analyse verdeutlicht, dass zwischen dem Begehren Russlands, regionale Großmacht zu sein, und den imperialistischen Ansätzen seiner Vergangenheit eine Verknüpfung besteht. Der Autor beschäftigt sich dabei mit der Frage, ob das auf althergebrachte Herrschaftspraktiken gestützte Vorgehen Moskaus im Südkaukasus stabilitätsfördernder oder konfliktstimulierender Natur ist. Mittels einer Vielzahl von klassischen Theoriemodellen und durch die Analyse regionaler wie globaler Mächte legt der Autor diese Zusammenhänge nachvollziehbarer dar. Die qualitativen Interviews am Ende der Arbeit dienen dem Zweck, die Überzeugungskraft und Stichhaltigkeit der bisherigen Argumente auf den Prüfstand zu stellen.     Abstract: Aidar Makhmetov analysiert in aller Breite und Tiefe die Herrschaftstechniken, die in Kasachstan angewendet werden. Wenn Herrschaft als Sonderfall von Macht verstanden wird, dienen Herrschaftstechniken dazu, Macht zu erlangen und zu erhalten. Als theoretische Grundlage für die Untersuchung dienen hauptsächlich die Werke von Niccolo Machiavelli „Der Fürst“ und „Discorsi: Gedanken über Politik und Staatsführung“, aber auch theoretische Ausarbeitungen anderer Autoren, wie z.B. Max Weber, Juan Linz oder des modernen russischen Politologen Alexander Solowjew und anderen Autoren im Bereich Herrschaftsuntersuchung. Der Autor stellt heraus, welchen Einfluss die Anwendung von Herrschaftstechniken (als Techniken der Macht) auf das politische Geschehen in der Republik hat und welche Ziele dabei verfolgt werden. Dem heutigen Präsidenten Kasachstans, Nursultan Nasarbajew, gelingt es nach 20 Jahren noch immer an der Machtspitze zu bleiben.     Abstract: Die Studie bietet einen Überblick, ob in den rund 70 Ländern, die sich bisher zu dem Leitbild eines „offeneren Regierens“ bekannt haben, in den letzten zehn Jahren demokratische Fortschritte zu erkennen sind. Nach den Protagonisten dieses Ansatzes – wie OECD, Barack Obama und der Open Government Partnership (OGP) – soll eine größere Offenheit von Regierung und Verwaltung kein Selbstweck sein, sondern drei Ziele zu erreichen helfen: ein effektiveres Regieren, ein größeres Vertrauen der Regierten in die Regierenden und damit letztlich eine Stärkung der Demokratie. Wenn das gelingen sollte, dann wäre Open Government schon deshalb besonders interessant, weil derzeit wieder viel von einer „Krise der Demokratie“ die Rede ist. Der globale Überblick wird vertieft in fünf qualitativen Fallstudien, wie in Costa Rica, Neuseeland, Norwegen, Südafrika und Südkorea eine größere Offenheit beim Regieren und Verwalten interpretiert worden ist, und ergänzt durch eine Analyse der Motive, die Barack Obama veranlasst haben, mit der Open Government Partnership eine Plattform für Reformer aus aller Welt zu schaffen.
