    Kurzfassung: In diesem Open-Access-Buch wird erstmals mithilfe einer qualitativen Studie in den fünf größten japanischen Communitys Deutschlands - Düsseldorf, München, Berlin, Frankfurt am Main, Hamburg - das Migrations- und Eingliederungsverhalten dauerhaft ansässiger Japanerinnen und Japaner in Deutschland untersucht. Die Zahlen belegen, dass es sich bei den japanischen Migrantinnen und Migranten um eine kleine Gruppe handelt. Dennoch übt sie einen prägenden Einfluss auf die Wirtschaft und die Infrastruktur in den jeweiligen Städten aus, worauf auch die Tätigkeiten verschiedener Vereine sowie eine öffentliche Präsenz dieser Gruppe in der Presse, in Broschüren und im Internet hinweisen. Vor dem Hintergrund der Globalisierung wird es immer dringender, Migration zwischen wohlhabenden Ländern sowie die Eingliederung der von dort kommenden Personen zu betrachten. Vanessa Tkotzyk zeigt anhand der permanent ansässigen Japanerinnen und Japaner, dass nicht mehr nur Expatriates und ihre Familien nach Deutschland auswandern, sondern auch solche außerhalb des Firmenkontextes und dass japanische Migrantinnen und Migranten hochinteressante Merkmale für die Migrations- und Integrationsforschung aufweisen. Dies kann eine nähere Betrachtung der Entwicklung von Integrationskonzepten ermöglichen, die eine größere Diversität von Migrantinnen und Migranten berücksichtigen. Die Autorin Vanessa Tkotzyk arbeitet als wissenschaftliche Mitarbeiterin am Interdisziplinären Zentrum für Ostasienstudien der Goethe-Universität Frankfurt. .

    Kurzfassung: Lehren und Lernen, verstanden als komplexe Vermittlung und Verarbeitung von Inhalten, finden immer in räumlichen Kontexten statt, die hinderlich oder förderlich sein können.     Kurzfassung: Sowohl junge Alevit:innen als auch junge Sunnit:innen sind in Deutschland aufgrund eines vorwiegend negativen Images des Islams herausgefordert, sich bezüglich ihrer muslimischen oder vermeintlich muslimischen Identität zu positionieren. Gleichzeitig sehen sich die beiden Gruppen in der Diaspora religionsrechtlich mit verschiedenen Bedingungen konfrontiert. Die alevitische Gemeinde Deutschlands (kurz AABF) hat durch ihren Status als Körperschaft des öffentlichen Rechts und der Durchführung des alevitischen Religionsunterrichts in der Mehrzahl der Bundesländer religionsrechtlich in Deutschland eine bessere Ausgangsposition erreichen können als die Türkisch-Islamische Union der Anstalt für Religion e.V. (kurz DİTİB). In dem Buch werden Gemeinsamkeiten und Unterschiede der sich diesen Gruppen zugehörig fühlenden jungen Adoleszenten in Bezug auf ihre religiöse Identitätsbildung untersucht.     Kurzfassung: Die Open-Access-Publikation präsentiert umfangreiche empirische Analysen zu Halte- und Bleibeorientierung Geflüchteter und richtet den Blick dabei besonders auf die Situation der ländlichen Regionen Deutschlands. Migrations- und Integrationsforschung in Deutschland war bislang überwiegend auf Großstädte ausgerichtet. Durch den vermehrten Zuzug geflüchteter Menschen seit 2014 sehen sich jedoch auch Kleinstädte und Dörfer in ländlichen Regionen verstärkt mit Aufgaben der Aufnahme und Integration von Geflüchteten konfrontiert. Ziel dieses Buches ist es, empirisch fundiert zu beantworten, unter welchen Voraussetzungen und wie humanitäres Engagement und ländliche Entwicklung erfolgreich verbunden werden können und wie dies von Politik und Zivilgesellschaft positiv beeinflusst werden kann. Die Herausgeber*innen Dr. Peter Mehl ist stellvertretender Leiter des Thünen-Instituts für Lebensverhältnisse in ländlichen Räumen im Bundesforschungsinstitut für Ländliche Räume, Wald und Fischerei in Braunschweig. Dr. Johanna Fick ist Wissenschaftliche Mitarbeiterin am Thünen-Institut für Lebensverhältnisse in ländlichen Räumen im Bundesforschungsinstitut für Ländliche Räume, Wald und Fischerei in Braunschweig.     Kurzfassung: Unter Schlagworten wie "Armutszuwanderung aus Südosteuropa" entwickelte sich verstärkt seit 2013 ein politischer Abwehrdiskurs in Bezug auf die EU-Binnenmigration aus Rumänien und Bulgarien in deutsche Großstädte. In diesem Buch gehen die Autoren anhand einer Einzelfallstudie der Frage nach, wie dieser Diskurs die kommunale Praxis in einer westdeutschen Großstadt strukturierte. Durch umfangreiche empirische Erhebungen konnten sie einen Prozess des institutionellen Antiziganismus rekonstruieren, in dessen Zuge die Diskriminierung von sogenannten "Armutszuwanderern" – ein verwaltungssprachliches Substitut für das Stigma "Roma" – sukzessive ausgeweitet wurde. Dieser Prozess besteht aus wechselseitig sich verstärkenden Grenzziehungs- und Ausschlusspraktiken, die aus Geschichte und Gegenwart des Antiziganismus bestens bekannt sind und an die Tradition kommunaler Gefahrenabwehr anknüpfen. Die Autoren Tobias Neuburger ist Soziologe und wissenschaftlicher Mitarbeiter am Zentrum für Antisemitismusforschung an der TU Berlin. Christian Hinrichs ist Soziologe und wissenschaftlicher Mitarbeiter am Institut für Soziologie an der Georg-August-Universität Göttingen.

    Kurzfassung: Dieses Buch beschäftigt sich mit Migranten als multikulturelle Individuen, die durch die Sozialisierung in verschiedenen Ländern ein erweitertes kulturelles Repertoire aufweisen. Dieses Repertoire stellt Potenziale im Arbeitskontext, die von Organisationen selten erkannt und deshalb auch nicht in strategische Ressourcen umgewandelt werden können. Anhand von vier qualitativen Fallstudien der Luft- und Raumfahrt und Unternehmensberatung in Deutschland zeigt das Buch, dass multikulturelle Individuen organisationale Routinen aufbrechen und in interkulturellen Aushandlungen mit Teamkollegen kreativ Veränderung und Innovation herbeiführen. Dabei beeinflusst der organisationale Kontext die Veränderungsspielräume und -funktionen. So wird ein theoretischer Beitrag zu Kompetenzen multikultureller Individuen geleistet, sowie ein praktischer Beitrag für die Personal- und Organisationsentwicklung, ebenso wie ein methodischer Beitrag durch die Reflexion des induktiv-abduktiven Forschungsprozesses und die Erkenntnisse zur Verbindung von Grounded Theory und Fallstudien. Die Autorin Sina Grosskopf ist wissenschaftliche Mitarbeiterin am Lehrstuhl für Interkulturelle Kommunikation an der Universität Passau. Ihre Forschungsschwerpunkte sind das Interkulturelle Management, Migranten als bi- oder multikulturelle Individuen und deren (kreative) Ressourcen für Organisationen.     Kurzfassung: This book offers a socio-spatial analysis of a refugee camp in southwestern Uganda. Based on qualitative research with a multi-method approach the author shows how refugees are central actors in the operation and becoming of a camp. Not only do they crucially contribute to its social, micro-economic, and material realization but they also incrementally rearrange the camp space by acts of constant adaptation in order to make it work for its inhabitants. By means of social interaction, infrastructuring, translation, movement and material improvisation they navigate daily life in the semi-constricted and highly precarious space of the refugee protection regime and carve out its social and material landscape. Thus, this study challenges static understandings of camps and restricted conditions and puts forward theoretical implications for the rethinking and reassessment of agency in such contexts by calling for closer attention to ordinary practices. About the author Hannah Schmidt is a member of the Institute for Migration Research and Intercultural Studies (IMIS) at the University Osnabrück. Her research is on encampment and refugee regimes in the Global South, as well as social practices, agency and spatial production in the context of humanitarianism.

    Kurzfassung: The work of teachers matters in many different ways. Not only do they provide students with the knowledge and skills needed to thrive in the labour market, but they also help develop the social-emotional skills that are vital for students’ personal development and for their active citizenship. But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

    Kurzfassung: Current population trends and the COVID-19 pandemic reinforce the need for efficient public service provision while guaranteeing good access to all. Population decline and ageing in rural regions affect the provision of services through lower economies of scale and scope, professional shortages and longer distances. Reliable estimates of the costs and access arising from demographic and geographical differences can help adapt the provision of services to different territorial realities. This report provides internationally comparable fine-grained present and future estimates of the cost and physical access to education (primary and secondary) and health services (cardiology, maternity and obstetrics) in European countries. The report finds that demographic change in the next decades will likely further strain the trade-off between costs and access, especially in remote rural areas. Adapting to changes in demand following lower fertility rates and ageing implies that services will need to become more widely available, while others will have to concentrate more. This report aims to support evidence-based policy decisions to ensure service provision allows for both cost efficiency and a sufficient level of access in all territories.

PIAAC is now in its second cycle and continues a series of international assessments of adult skills that began in the mid-1990s with the International Adult Literacy Survey (IALS). The Assessment Frameworks for Cycle 2 of PIAAC provide an essential background for understanding the skills assessed by the PIAAC assessment and for interpreting the results of the study. The Assessment Frameworks define and describe the skills assessed in the study – literacy, numeracy and problem solving – and outline the key features of the assessment of these skills. In addition, the relationship between Cycle 2 of PIAAC and previous assessments of these skills among the adult population is explained and an overview is provided of the changes that have occurred in the conceptualisation of these skills in the different international assessments of adult skills implemented over the last two decades.

OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities and help them build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy Framework, which allows for an exploration of what countries can do better to: 1) develop relevant skills over the life course; 2) use skills effectively in work and in society; and 3) strengthen the governance of the skills system. This report, OECD Skills Strategy Lithuania: Assessment and Recommendations, identifies opportunities and makes recommendations for Lithuania to better equip young people with skills for work and life, raise adults’ and enterprises’ participation in learning, use people’s skills more effectively in workplaces, and strengthen the governance of skills policies.

    Kurzfassung: Germany has a strong skill development system. The country’s 15‑year‑old students performed above the OECD average in the last (2018) edition of the Programme for International Student Assessment (PISA), continuing a trend of significant improvement since PISA’s first edition in 2000. Its adult population also has above‑average literacy and numeracy skills, according to the OECD Survey of Adult Skills (PIAAC). A strong and well-respected vocational education and training system is seen as one of the success factors behind these achievements. However, participation in learning beyond initial education lags behind other high-performing OECD countries and varies considerably across different groups of the population. This is problematic in a rapidly changing labour market, where participation in continuing education and training is a precondition for individuals, enterprises and economies to harness the benefits of these changes. This report assesses the current state of the German continuing education and training (CET) system. It examines how effectively and efficiently the system prepares people and enterprises for the changes occurring in the world of work, and identifies what changes are necessary to make the CET system more future ready. The report makes recommendations for the further development of the CET system based on international good practice.

    Kurzfassung: The introduction of standardised tests in Flemish schools aims to generate regular, reliable data for educators and policy makers. At an early stage of development, this report uses a research-based framework to engage stakeholders in thinking about the opportunities standardised tests could bring for their work. It builds on feedback from key stakeholders regarding their perceptions, hopes and concerns about the introduction of standardised tests. Feedback was gathered during a series of structured discussions and a stakeholder reflection seminar. The report identifies ways to strengthen the opportunity, capability and motivation of decision makers at all levels of the education system to use evidence effectively for their respective practice – including teaching and quality assurance. The report identifies lessons learnt to support the further development of standardised tests. The publication is part of OECD work on strategic education governance, which supports countries in identifying the best ways to achieve national objectives in a context of multi‑level governance structures and complex environments. The work identifies and promotes effective governance processes in the domains of accountability, capacity, knowledge governance, stakeholder involvement, strategic thinking and adopting a whole‑of‑system perspective. This publication will be of interest to policy makers, education leaders, the education research community and all those interested in education governance.

This interactive process is known as “process quality”, and leads to a key question - which policies set the best conditions for children to experience high-quality interactions in early childhood education and care (ECEC) settings? This report discusses five main policy levers and their effect on process quality, focusing particularly on curriculum and pedagogy, and workforce development. It presents indicators covering 26 countries and jurisdictions, 56 different curriculum frameworks, and more than 120 different types of ECEC settings.

    Kurzfassung: For the first time, the OECD Future of Education and Skills 2030 project conducted comprehensive curriculum analyses through the co-creation of new knowledge with a wide range of stakeholders including policy makers, academic experts, school leaders, teachers, NGOs, other social partners and, most importantly, students. This report is one of six presenting the first-ever comparative analyses on curriculum, summarising existing literature, listing challenges and strategies countries reported, and suggesting lessons learned from unintended consequences countries experienced with their curriculum reforms. Major trends in curriculum innovations towards a "21st century curriculum" have emerged as four types: digital curriculum, personalised curriculum, cross-curricular competencies and content-based curriculum, and flexible curriculum. While these innovations hold the promise to enhance student learning and well-being, and to make learning more relevant for their social and future life, countries and schools also face the complex realities of equity gaps among students. This report takes a pragmatic look at equality, equity and inclusion in curriculum. It examines how curriculum can be adapted to meet specific needs of diverse learners, particularly vulnerable students. It also features a range of strategies which countries use to design curriculum, so that no student will be left behind.

    Kurzfassung: Over the last few years, social and emotional skills have been rising on the education policy agenda and in the public debate. Policy makers and education practitioners are seeking ways to complement the focus on academic learning, with attention to social and emotional skill development. Social and emotional skills are a subset of an individual’s abilities, attributes and characteristics important for individual success and social functioning. Together, they encompass a comprehensive set of skills essential for students to be able to succeed at school, at work and fully participate in society as active citizens. The benefits of developing children's social-emotional skills go beyond cognitive development and academic outcomes; they are also important drivers of mental health and labour market prospects. The ability of citizens to adapt, be resourceful, respect and work well with others, and to take personal and collective responsibility is increasingly becoming the hallmark of a well-functioning society. The OECD's Survey of Social and Emotional Skills (SSES) is one of the first international efforts to collect data from students, parents and teachers on the social and emotional skills of students at ages 10 and 15. This report presents the first results from this survey. It describes students' social and emotional skills and how they relate to individual, family, and school characteristics. It also examines broader policy and socio-economic contexts related to these skills, and sheds light on ways to help education leaders and policy makers monitor and foster students’ social and emotional skills.

    Kurzfassung: One of a series of studies on vocational education and training, this review assesses vocational education and training (VET) in Thailand and provides policy recommendations. VET has the potential to provide relevant education and training opportunities to young people and adults in Thailand, especially as the demand for technical skills is high. This can be achieved by building on the strengths of the system, including a strong postsecondary vocational system and a small but dynamic dual system. However, it remains an unattractive option for many students in Thailand, because of a poor image among students and parents, quality issues, a hard-to-navigate system and limited progression pathways. Additional efforts are therefore needed to align the mix of provision with the needs of the Thai labour market. This review provides recommendations on how to improve access to programmes, reduce inequalities in access to high-quality institutions and programmes, make better use of skills intelligence to inform education and training policies, and engage employers in the design and delivery of vocational education and training, including work-based learning.

The report charts the course of well-being – from jobs and incomes through to social connections, health, work-life balance, safety and more – using data collected during the first 12-15 months of the pandemic. It also takes stock of what has happened to human, economic, social and natural capital that, beyond their effects on people’s lives today, shape living conditions for years to come. It shows how COVID-19 has had far-reaching consequences for how we live, work and connect with one another, and how experiences of the pandemic varied widely, depending on whether and where people work, their gender, age, race and ethnicity, education and income levels. The report also examines the role that well-being evidence can play in supporting governments’ pandemic recovery efforts. It argues that a well-being lens can prompt policy-makers to refocus on the outcomes that matter the most to people, to redesign policy content from a more multidimensional perspective, to realign policy practice across government silos, and to reconnect people with the public institutions that serve them.

    Kurzfassung: The international landscape of vocational education and training (VET) is hugely diverse – and more diverse than most other sectors of education systems. There is wide variation across countries in how vocational programmes are organised and delivered, the ages and stages of education at which individuals pursue VET and how VET is funded. This diversity creates an opportunity to exploit cross-country variation to identify the features of VET systems associated with better educational, labour market and social outcomes for graduates. At the same time, country comparisons need good data, but comparative data on VET have major gaps. This report identifies existing and new indicators of VET systems that are suitable for international comparisons, based on current data availability and quality. The report does not directly fill those data gaps, but establishes the dimensions of the gaps and sets out how one might go about filling them, while giving some proposals for future indicator development.

    Kurzfassung: Finland’s skill development system is one of the most successful in the OECD. The country’s 15-year old students have been amongst the top performers of all the countries participating in the Programme for International Student Assessment (PISA) since its first edition in 2000. Its adult population has some of the highest levels of literacy and numeracy in the OECD, according to the OECD Survey of Adult Skills (PIAAC), surpassed only by Japan. To maintain these remarkable performances, the skill development system needs to adapt to a rapidly changing labour market. Globalisation, technological change and population ageing are affecting the types of jobs that are and will be available in Finland and how they are carried out. Today, the vast majority of new jobs created require high levels of skills, while meta-cognitive and digital skills are becoming more important in working life. Skill shortages in the Finnish labour market are increasingly apparent and there are growing concerns about the supply of higher-level skills, given demographic change and stagnating educational attainment levels. Finland’s skill development system must get future-ready. This report analyses the status quo of the Finnish continuous learning system for adults, highlights its key challenges and makes actionable policy recommendations.

    Kurzfassung: Countries need to urgently scale-up and upgrade their adult learning systems to help people adapt to the future world of work. Today, only two in five adults across the EU and OECD participate in education and training in any given year, according to the OECD Survey of Adults Skills. Participation is even lower among disadvantaged adults, such as those with low skill levels or in jobs at high risk of automation. For adult learning systems to be future-ready, governments must increase their efforts to engage more adults in continuous learning throughout their lives. While much has been written about the need for progress, it is less clear how adult learning participation can be increased in practice. Many good ideas struggle to translate into real change on the ground, as they get stuck in the reality of policy implementation. This report aims to understand the factors that make adult learning reforms succeed. It identifies lessons from six countries that have significantly increased participation over the past decades: Austria, Estonia, Italy, Hungary, the Netherlands and Singapore. To shed light on how these countries achieved this objective, this study looks at the details of reform design, implementation and evaluation.

    Kurzfassung: The experience of children under age 3 with early childhood education and care (ECEC) is crucial for their learning, development and well-being and for parents’ return to work. Despite increasing recognition of the importance of ECEC for the youngest children, little is known about this sector. The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the ECEC workforce. It asks staff and leaders about themselves and their settings, including the practices they use with children and their views on the sector. This thematic report focusses on ECEC for children under age 3, an option of the Survey in which four countries (Denmark, Germany, Israel and Norway) participated. The report answers many questions that are important for parents, actors in the field, and policy makers.

It builds on an online survey among over 6500 decision makers, drawing on responses from executives in the Austrian Federal Ministry for Education, Science and Research; regional education directorates; school supervision and school leaders. The report identifies what it takes to strengthen the opportunity, capability and motivation of decision makers at all levels of the education system to use evidence effectively for their respective practice – including teaching and quality assurance. It assesses respective strengths and weaknesses in current processes and in opportunities available to decision makers. The report develops possible next steps to inform further discussions. The publication is part of OECD work on strategic education governance, which supports countries in identifying the best ways to achieve national objectives in a context of multi-level governance structures and complex environments. The work identifies and promotes effective governance processes in the domains of accountability, capacity, knowledge governance, stakeholder involvement, strategic thinking and adopting a whole-of-system perspective. This publication will be of interest to policy makers, education leaders, the education research community and all those interested in education governance.

    Kurzfassung: In order to pave the path to future success, Latvia has developed its Education Development Guidelines 2021-2027, which identifies key policy initiatives that are critical for skills development. The Guidelines outline how Latvia will equip its citizens with skills to flourish in work and in society. Evidence on the strengths and weaknesses of Latvia’s education and skills systems has informed the prioritisation of relevant policies in the Guidelines. A wide range of Latvian actors across ministries, levels of government, education and training providers, employers, trade unions, the non-profit sector and learners have been involved in the development of the Guidelines, demonstrating their commitment to work together to implement these initiatives. Looking to the future, more can be done to position Latvia to successfully implement the policy priorities and reach the targets encompassed by the Guidelines. As the COVID-19 crisis has reminded us, the future is uncertain and therefore all plans must be designed to be responsive and adaptable to overcome future challenges and seize future opportunities. Building on the OECD Skills Strategy Assessment and Recommendations phase, the Implementation Guidance phase has supported Latvia in the development of the Education Development Guidelines 2021‑2027 by providing guidance on selecting policy actions, improving Latvia’s indicator system, and selecting performance indicators.

    Kurzfassung: One of a series of studies on vocational education and training, this review assesses the vocational education and training (VET) in Estonia and provides policy recommendations. Estonia does very well in terms of student achievement on PISA, and the results from the Survey of Adult Skills (PIAAC) are also excellent. Unemployment levels are low. But despite recent reforms, VET remains relatively low status compared to general education, dropout rates are too high for comfort, and apprenticeships, despite recent efforts, fail to attract many young people. Suggested approaches to improve VET in Estonia include the expansion of work-based learning within all VET programmes and measures to increase the number of apprentices. Tackling dropout should be done by a set of complementary measures, including support in basic skills for those students lagging behind. Building pathways between VET and general education options can help improve the status of VET. More and better career guidance, especially before the key grade 9 transition point, is also needed.

    Kurzfassung: Measuring innovation in education and understanding how it works is essential to improve the quality of the education sector. Monitoring systematically how pedagogical practices evolve would considerably increase the international education knowledge base. We need to examine whether, and how, practices are changing within classrooms and educational organisations and how students use learning resources. We should know much more about how teachers change their professional development practices, how schools change their ways to relate to parents, and, more generally, to what extent change and innovation are linked to better educational outcomes. This would help policy makers to better target interventions and resources, and get quick feedback on whether reforms do change educational practices as expected. This would enable us to better understand the role of innovation in education. This new edition of Measuring Innovation in Education examines what has (or has not) changed for students over the past decade in OECD education systems. It reviews no fewer than 150 educational practices. The report casts light on systemic innovation in primary and secondary education, with a focus on pedagogical innovation. Has the use of technology spread? Have assessments become more important in pedagogical practices? Are students given more agency in their learning? Are they still asked to memorise facts and procedures? Do teachers increasingly engage students in peer learning activities? These are some of the questions this book seeks to answer. This report also presents some preliminary findings about the links between innovation and educational performance. This book will offer precious insights to policy makers, the education community and all those who seek to understand how educational practices are evolving.

    Kurzfassung: Half a million higher education graduates enter the labour market every year in Mexico. While their labour market outcomes are considerably better on average than those of upper secondary education graduates, some higher education graduates face periods of inactivity and unemployment. Many graduates who find work end up being over-qualified or working in the informal sector. This report finds that the Mexican higher education system needs to be better aligned with the labour market to help students develop the skills employers seek. Students need better support to succeed in their higher education studies and develop labour market relevant skills, which will help facilitate their achievement of good outcomes in the workforce. This calls for a comprehensive whole-of-government approach and the involvement of all higher education stakeholders. The report proposes a set of policy recommendations to address these issues and help Mexican higher education graduates achieve better outcomes in the labour market. The report was developed as part of the OECD Enhancing Higher Education System Performance project and is a companion to the OECD report, The Future of Mexican Higher Education: Promoting Quality and Equity, which focuses on broader issues in higher education, including governance, funding, quality and equity, as well as two key sectors of higher education: teacher education colleges and professional and technical institutions.

OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities, and build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy framework, which allows for an exploration of what countries can do better to i) develop relevant skills over the life course, ii) use skills effectively in work and in society, and iii) strengthen the governance of the skills system. This report OECD Skills Strategy Latvia: Assessment and Recommendations identifies opportunities and makes recommendations to strengthen the skills outcomes of students, foster a culture of lifelong learning, reduce skills imbalances in the labour market, and strengthen the governance of the skills system.

    Kurzfassung: Local vocational education and training programmes serve as a valuable educational pathway to improve the transition from school to work. Within the VET system, quality apprenticeship programmes can provide employers with a skilled workforce that is more agile in a rapidly evolving global economy while also supporting new employment opportunities for disadvantaged groups. This report focuses on how to better engage employers in apprenticeship and other work-based skills development programmes aligned with growing sectors of the local economy. A key part of this report was the implementation of an employer-based survey, which gathered information from over 300 Australian employers about their skills needs and barriers to apprenticeship participation. The report also provides information on four case studies, including Sydney Metro and STEMship in New South Wales, Collective Education in Tasmania, and the Dream, Believe, Achieve programme in Queensland. The case studies demonstrate how local organisations are building stronger business-education partnerships.

    Kurzfassung: This report discusses policies and practices that shape quality and equity in early childhood education and care. It examines how the work environment, including the educational background of staff, and the policies that shape teaching approaches affect the quality of the education provided to our youngest learners. The book concludes with an overview of current thinking about how young children use, and are affected by, information and communication technologies (ICT). Linking the way children interact with ICT inside of school to the way they already use it outside of school could be the key to unlocking technology’s potential for learning. Children learn at a faster rate during the first five years of their life than at any other time, developing cognitive, and social and emotional skills that are fundamental to their future achievements and well-being throughout childhood and as adults. Despite compelling evidence that high quality early childhood education and care programmes can make a crucial difference to children’s progress through school and success in adult life, large differences in access to and the quality of these programmes persist within and across countries.

    Kurzfassung: Creativity and critical thinking are key skills for complex, globalised and increasingly digitalised economies and societies. While teachers and education policy makers consider creativity and critical thinking as important learning goals, it is still unclear to many what it means to develop these skills in a school setting. To make it more visible and tangible to practitioners, the OECD worked with networks of schools and teachers in 11 countries to develop and trial a set of pedagogical resources that exemplify what it means to teach, learn and make progress in creativity and critical thinking in primary and secondary education. Through a portfolio of rubrics and examples of lesson plans, teachers in the field gave feedback, implemented the proposed teaching strategies and documented their work. Instruments to monitor the effectiveness of the intervention in a validation study were also developed and tested, supplementing the insights on the effects of the intervention in the field provided by the team co-ordinators. What are the key elements of creativity and critical thinking? What pedagogical strategies and approaches can teachers adopt to foster them? How can school leaders support teachers' professional learning? To what extent did teachers participating in the project change their teaching methods? How can we know whether it works and for whom? These are some of the questions addressed in this book, which reports on the outputs and lessons of this international project.

    Kurzfassung: How can assessment and evaluation policies work together more effectively to improve student outcomes in primary and secondary schools? The country reports in this series provide, from an international perspective, an independent analysis of major issues facing evaluation and assessment policy to identify improvements that can be made to enhance the quality, equity and efficiency of school education. Turkey’s education system stands out internationally as a success story. In recent decades, participation has been vastly expanded, becoming universal at lower levels of schooling and outperforming other middle-income countries in upper secondary education. However, the education system is also marked by disparities, with only around half of 15-year olds acquiring the essential competencies they need for life and work. This review, developed in co operation with UNICEF, suggests how student assessment can be used more effectively to better support all students to do well. It provides recommendations for enhancing teachers’ classroom assessments, assessing a broader range of skills through national examinations and using the new national assessment to support improvements in learning and teachers’ assessment practice.

    Kurzfassung: One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners’ involvement in VET by creating a framework for systematic social partners’ involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

This includes the design of entry requirements, career structures, salary schedules and working time arrangements to attract, retain and motivate high-quality staff; the effective and equitable matching of staff with schools through fair and transparent staff funding and recruitment; and informed investments in professional learning, from initial preparation to continuing development. Throughout its analysis, the report looks at implementation challenges and considers under which conditions human resource policy reforms are most likely to have the desired effects on schools and their staff. This report is the third in a series of thematic comparative reports bringing together findings from the OECD School Resources Review.

    Kurzfassung: Das Buch stellt die Entwicklung und den Einsatz eines Rasch-skalierten Testinstruments im Bereich des Funktionalen Denkens für die Einführungsphase der gymnasialen Oberstufe vor. Ausgehend von einer breiten theoretischen Fundierung erforscht Marcel Klinger die Fähigkeiten der Schülerinnen und Schüler im Bereich von Funktionenlehre und früher Analysis. Es zeigt sich, dass Lernende unterschiedliche Inhaltsgebiete nicht in wünschenswertem Maß miteinander vernetzen, aber auch, dass signifikante geschlechtsspezifische Ungleichheiten hinsichtlich der Testleistung zugunsten der männlichen Probanden bestehen.
