Abstract: "This paper analyzes the relationship between whether a young person has a disability, the poverty status of their household, and their school participation using 11 household surveys from nine developing countries. Between 1 and 2 percent of the population is identified as having a disability. Youth with disabilities sometimes live in poorer households, but the extent of this concentration is typically neither large nor statistically significant. However, youth with disabilities are almost always substantially less likely to start school, and in some countries have lower transition rates resulting in lower schooling attainment. The order of magnitude of the school participation disability deficit is often larger than those associated with other characteristics such as gender, rural residence, or economic status differentials. Abstract: "This paper selectively synthesizes much of the research on Latin American and Caribbean labor markets in recent years. Several themes emerge that are particularly relevant to ongoing policy dialogues. First, labor legislation matters, but markets may be less segmented than previously thought. The impetus to voluntary informality, which appears to be a substantial fraction of the sector, implies that the design of social safety nets and labor legislation needs to take a more integrated view of the labor market, taking into account the cost-benefit analysis workers and firms make about whether to interact with formal institutions. Second, the impact of labor market institutions on productivity growth has probably been underemphasized. Draconian firing restrictions increase litigation and uncertainty surrounding worker separations, reduce turnover and job creation, and poorly protect workers. But theory and anecdotal evidence also suggest that they, and other related state or union induced rigidities, may have an even greater disincentive effect on technological adoption, which accounts for half of economic growth. Finally, institutions can affect poverty and equity, although the effects seem generally small and channels are not always clear. Overall, the present constellation of labor regulations serves workers and firms poorly and both could benefit from substantial reform. "--World Bank web site

Abstract: "The authors assess the implications of multilateral trade reforms for poverty in China. They do so by combining results from a global modeling exercise with a national CGE model that features disaggregated households in both the rural and urban sectors. They examine two trade reform scenarios: one involving global trade liberalization, and one involving possible Doha Development Agenda reforms. Using the World Bank's

Abstract: "Since the early 1980s the Philippines has undertaken substantial trade reform. The current Doha Round of World Trade Organization (WTO) negotiations is now likely to bring further reform and shocks to world import prices and export demand. The impact of all these developments on the poor is not very clear and is the subject of intense debate. The authors use a detailed economywide computable general equilibrium (CGE) model to run a series of policy experiments. They find that poverty increases slightly with the implementation of the prospective Doha scenario. These effects are focused primarily among rural households in the wake of falling world prices and demand for the Philippines' agricultural exports. The authors find that the impacts of full liberalization-involving free world trade and complete domestic liberalization-depend strongly on the mechanism the government adopts to offset forgone tariff revenue. If an indirect tax is used, the incidence of poverty falls marginally, but the depth (poverty gap) and severity (squared poverty gap) increase substantially. If, instead, an income tax is used, all measures of poverty increase. In both cases, full liberalization favors urban households, as exports, which are primarily nonagricultural, expand. In separate simulations, the authors discover that free world trade is poverty reducing and favors rural households, whereas domestic liberalization is poverty increasing and favors urban households. Under free world trade, rural households benefit from increasing world agricultural demand. The anti-rural bias of domestic liberalization stems from the fact that import prices fall more for agricultural goods than for industrial goods, as initial import-weighted average tariff rates are higher for the former. In conclusion, the current Doha agreement appears likely to slightly increase poverty, especially in rural areas and among the unemployed, self-employed, and rural low-educated. The Philippines is found to have an interest in pushing for more ambitious world trade liberalization, as free world trade holds out promise for reducing poverty. "--World Bank web site

Abstract: "Indonesia experienced rapid growth and the expansion of the formal financial sector during the last quarter of the 20th century. Although this tendency was reversed by the shock of the financial crisis that spread throughout Asia in 1997 and 1998, macroeconomic stability has since then been restored, and poverty has been reduced to pre-crisis levels. Poverty reduction remains nevertheless a critical challenge for Indonesia with over 110 million people (53 percent of the population) living on less than

Abstract: "This paper reports on the findings from a major international research project investigating the poverty impacts of a potential Doha Development Agenda (DDA). It combines in a novel way the results from several strands of research. Intensive analysis of the DDA Framework Agreement pays particularly close attention to potential reforms in agriculture. The scenarios are built up using newly available tariff line data and their implications for world markets are established using a global modeling framework. These world trade impacts, in turn, form the basis for 12 country case studies of the national poverty impacts of these DDA scenarios. The focus countries include Bangladesh, Brazil (two studies), Cameroon, China (two studies), Indonesia, Mexico, Mozambique, the Philippines, Russia, and Zambia. The diversity of approaches taken in these studies allows the paper to reflect local conditions and priorities and illustrates many important facets of the trade and poverty link. It does, however, limit the ability to draw broader conclusions. Thus an additional study provides a 15-country cross-section analysis, and a global analysis provides estimates for the world as a whole. "--World Bank web site

    Keywords: Households ; Income ; Poverty ; Households ; Income ; Poverty
Abstract: "Theories of poverty traps stand in sharp contrast to the view that anybody can make it through hard work and thrift. However, empirical detection of poverty traps is complicated by the lack of long panels, measurement error, and attrition. This paper shows how dynamic pseudo-panel methods can overcome these difficulties, allowing estimation of non-linear income dynamics and testing for the presence of poverty traps. The paper explicitly allows for individual heterogeneity in income dynamics to account for the possibility that particular groups of individuals may face traps, even if the average individual does not. These methods are used to examine the evidence for a poverty trap in labor earnings, income, and expenditure in Mexico and are compared to panel data estimates from a short rotating panel. The results do find evidence of nonlinearities in household income dynamics and demonstrate large bias in the panel data estimates. Nevertheless, even after allowing for heterogeneity and accounting for measurement error, the paper finds no evidence of the existence of a poverty trap for any group in the sample. Keywords: Poverty ; Poverty ; Azerbaijan Economic conditions ; Regional disparities ; Azerbaijan Economic conditions ; Regional disparities
Abstract: ""Poverty maps"-that is, graphic representations of spatially disaggregated estimates of welfare-are being increasingly used to geographically target scarce resources. But the development of detailed poverty maps in many low resource settings is hampered because of data constraints. Data on income or consumption are often unavailable and, where they are, direct survey estimates for small areas are likely to yield unacceptably large standard errors due to limited sample sizes. Census data offer the required level of coverage but do not generally contain the appropriate information. This has led to the development of a range of alternative methods aimed either at combining survey data with unit record data from the census to produce estimates of income or expenditure for small areas or at developing alternative welfare rankings, such as asset indices, using existing census data. This paper develops a set of poverty maps for Azerbaijan that can be used by different users. Two alternative approaches to the measurement and mapping of welfare are adopted. First, a map is derived using imputed household consumption. This involves combining information from the 2002 Household Budget Survey (HBS) with 1999 census data. Second, an alternative map is constructed using an asset index based on data from the 1999 census to produce estimates of welfare at the rayon level. This provides a unique opportunity to compare the welfare rankings obtained at the regional level under the two alternative approaches. In order to visually present the spatially disgaggregated estimates of welfare in Azerbaijan, this paper has also produced a digital census map of Azerbaijan. This involved matching the census enumeration areas to a digital settlement map of Azerbaijan. Therefore, it is now possible for the State Statistical Committee of Azerbaijan to display graphically the results of the 1999 census of Azerbaijan along with other data. "--World Bank web site

Abstract: "The concept of equalization labour is a measure of the degree of community, solidarity, reciprocity, redistribution, and equalization of the society under consideration. It is determined by a number of methods presented in this study, which also emphasizes the rationality, meanings, properties, and ways of practical implementation of this optimum distribution. This result is compared with the various distributive principles found in practice and in political, philosophical, and economic thinking, with the conclusion that most have their proper specific scope of application. The analytical presentation of the social ethics of economics is particularly enlightening."--Jacket

Abstract: "Using recently completed "poverty maps" for Cambodia, Ecuador, and Madagascar, the authors simulate the impact on poverty of transferring an exogenously given budget to geographically defined subgroups of the population according to their relative poverty status. They find large gains from targeting smaller administrative units, such as districts or villages. But these gains are still far from the poverty reduction that would be possible had the planners had access to information on household level income or consumption. The results suggest that a useful way forward might be to combine fine geographic targeting using a poverty map with within-community targeting mechanisms. Abstract: "Although Tanzania experienced relatively rapid growth in per capita GDP in the 1995-2001 period, household budget survey (HBS) data show only a modest and statistically insignificant decline in poverty between 1992 and 2001. To assess the likely trajectory of poverty rates over the course of the period, changes in poverty are simulated using unit-record HBS data and national accounts growth rates under varying assumptions for growth rates and inequality changes. To this end the projection approach of Datt and Walker (2002) is used along with an extension that is better suited to taking into account distributional changes observed between the two household surveys. The simulations suggest that following increases in poverty during the economic slowdown of the early 1990s, recent growth in Tanzania has brought a decline in poverty, particularly in urban areas. Unless recent growth is sustained, the country will not meet its 2015 Millennium Development Goal (MDG). Poverty reduction is on track in urban areas, but reaching the MDG target for bringing down poverty in rural areas, where most Tanzanians live, requires sustaining high growth in rural output per capita. This paper--a product of the Poverty Reduction and Economic Management 2 Team, Africa Technical Families--is part of a larger effort in the Tanzania country team to investigate the relation between economic growth and poverty reduction"--World Bank web site

Abstract: "Paci, Sasin, and Verbeek attempt to analyze the linkages between macroeconomic policies and economic growth variables, their movement over time, and their impact on poverty in the case of Poland. Poland, a middle-income country, is of particular interest because its data sources allow for a relatively detailed analysis of such developments, and the macroeconomic environment and the economic growth variables show a relatively sizable degree of variance. In addition, Poland has struggled in the past few years to reduce poverty while still experiencing positive economic growth. The authors show that in Poland, poverty-reducing growth depends heavily on the ability of the economy to generate jobs. During the early years of transition, net job growth was positive, while after the Russian crisis of 1998, productivity gains were accomplished mostly through labor shedding, henceforth, increasing poverty in Poland. In addition, the authors identify how fiscal and social protection policies affect income distribution and poverty in Poland. This paper--a product of the Poverty Reduction and Economic Management Sector Unit, Europe and Central Asia Region--is part of a larger effort in the region to analyze the links between post-transition economic growth and poverty reduction"--World Bank web site

Abstract: "Loayza and Soto present policy and outcome-based ways of measuring the progress of market-oriented reforms in both traditional areas of first-generation reform and the areas of institutional reform that have been emphasized lately. These policy areas are the domestic financial system, international financial markets, international trade, the labor market, the tax system, public infrastructure and public firms, the legal and regulatory framework, and governance. For each of them, the authors first discuss the general principles underlying market-oriented reform. Second, they present various indicators of the policy stance in the area in question. And third, they present various outcome indicators of the policy stance. This paper is a product of Investment Climate Team, Development Research Group is part of a larger effort in the group to understand the process of economic reform"--World Bank web site

Parallel Title: Bourguignon, François Estimating individual vulnerability to poverty with pseudo-panel data
Keywords: Poverty ; Wages ; Poverty ; Wages
Abstract: "Bourguignon, Goh, and Kim present an original method to study individual earning dynamics using repeated cross-sectional data. Because panel data of individuals are seldom available in developing countries, it is difficult to study individual earning dynamics and related issues such as the propensity of earners to fall into poverty or vulnerability to poverty because of changes in earnings. The authors show that under the assumption that individual earning dynamics obey some basic properties and follow a simple stochastic process, the main parameters of this process can be recovered from repeated cross-sectional data. The knowledge of these parameters then permits simulation of the earning dynamics of an individual, and estimate other measures of interest, such as an individual's vulnerability to poverty. The results show that model parameters recovered from pseudo panels approximate reasonably well those estimated directly from a true panel. Moreover, implications of the model, in this case pseudo-panel measures of vulnerability to poverty, reflect closely those based on actual panel data. This paper--a product of the Office of the Vice President and Chief Economist, Development Economics--is part of a larger effort in the vice presidency to improve measurement of vulnerability to poverty"--World Bank web site

Keywords: World Trade Organization ; World Trade Organization ; Free trade ; Investments, Foreign ; Free trade ; Investments, Foreign
Abstract: "Jensen, Rutherford, and Tarr use a computable general equilibrium model of the Russian economy to assess the impact of accession to the World Trade Organization (WTO), which encompasses improved market access, tariff reduction, and reduction of barriers against multinational service providers. They assume that foreign direct investment in business services is necessary for multinationals to compete well with Russian business service providers, but cross-border service provision is also present. The model incorporates productivity effects in both goods and services markets endogenously through a Dixit-Stiglitz framework. As a result, the estimated gains from WTO accession are much larger than would be obtained from a typical model with perfect competition. The ad valorem equivalent of barriers to foreign direct investment have been estimated based on detailed questionnaires completed by specialized research institutes in Russia. The authors estimate that Russia will gain about 7.2 percent of the value of Russian consumption in the medium run from WTO accession and up to 24 percent in the long run. They estimate that the largest gains to Russia will derive from liberalization of barriers against multinational service providers. Piecemeal and systematic sensitivity analysis shows that their results are robust. This paper--a product of the Trade Team, Development Research Group--is part of a larger effort in the group to assess the impact of liberalization of barriers against foreign direct investment in services sectors"--World Bank web site

Abstract: "This is one of 10 studies for the Copenhagen Consensus Project that sought to evaluate the most feasible opportunities to improve welfare globally and alleviate poverty in developing countries. Anderson argues that phasing out distortionary government subsidies and barriers to international trade will yield an extraordinarily high benefit-cost ratio. A survey is provided of recent estimates using global economywide simulation models of the benefits of doing that by way of the current Doha round of multilateral trade negotiations. Even if adjustment costs are several times as large as suggested by available estimates, the benefit-cost ratio from seizing this opportunity exceeds 20. That is much higher than the rewards from regional or bilateral trade agreements or from providing preferential access for least-developed countries' exports to high-income countries. Such reform would simultaneously contribute to alleviating several of the other key challenges reflected in the United Nation's Millennium Development Goals. This paper a product of the Trade Team, Development Research Group is part of a larger effort in the group to better understand the likely consequences of further trade liberalization for global economic welfare and its distributional effects, particularly for the poor in developing countries"--World Bank web site

Keywords: Income ; Poverty ; Income ; Poverty
Abstract: "Adams uses a large, nationally representative household survey to analyze the impact of internal remittances (from Guatemala) and international remittances (from the United States) on poverty in Guatemala. With only one exception, he finds that both internal and international remittances reduce the level, depth, and severity of poverty in Guatemala. However, he finds that remittances have a greater impact on reducing the severity as opposed to the level of poverty in Guatemala. For example, the squared poverty gap which measures the severity of poverty falls by 21.1 percent when internal remittances are included in household income, and by 19.8 percent when international remittances are included in such income. This is true because households in the lowest decile group receive a very large share of their total household income (expenditure) from remittances. Households in the bottom decile group receive between 50 and 60 percent of their total income (expenditure) from remittances. When these "poorest of the poor" households receive remittances, their income status changes dramatically and this in turn has a large effect on any poverty measure like the squared poverty gap that considers the number, distance, and distribution of poor households beneath the poverty line. This paper--a product of the Trade Team, Development Research Group--is part of a larger effort in the group to understand the impact of international migration and remittances on poverty and development"--World Bank web site

Keywords: Free trade ; Industrial productivity ; International economic relations ; Free trade ; Industrial productivity ; International economic relations
Abstract: "Based on static analysis, a number of studies argue that forming a regional trade agreement is more likely to raise welfare if member countries are "natural trading partners," while other studies claim that the opposite is true. Schiff and Wang look at the argument from a dynamic viewpoint by examining the impact of North-South trade on technology diffusion and total factor productivity (TFP) in the South. Specifically, it examines the impact on TFP in the Republic of Korea, Mexico, and Poland of trade with Japan, Canada plus the United States (North America) and the European Union. Using industry-level data, they find that (1) technology diffusion and productivity gains tend to be regional: Korea benefits mainly from trade with Japan, Mexico with the United States, and Poland with the European Union; and (2) though these results suggest that the dynamic version of the "natural trading partners" hypothesis holds for all three countries, careful analysis shows that it holds for Korea and Mexico but not necessarily for Poland. This paper--a product of the Trade Team, Development Research Group--is part of a larger effort in the group to examine the dynamic effects of North-South regional trade blocs"--World Bank web site

Keywords: Free trade ; Free trade
Abstract: "Ravallion and Lokshin use Morocco's national survey of living standards to measure the short-term welfare impacts of prior estimates of the price changes attributed to various trade policy reforms for cereals - the country's main foodstaple. They find small impacts on mean consumption and inequality in the aggregate. There are both gainers and losers and (contrary to past claims) the rural poor are worse off on average after trade policy reforms. The authors decompose the aggregate impact on inequality into a vertical component (between people at different pre-reform welfare levels) and a horizontal component (between people at the same pre-reform welfare level). There is a large horizontal component which dominates the vertical impact of full de-protection. The diverse impacts reflect a degree of observable heterogeneity in consumption behavior and income sources, with implications for social protection policies. This paper -a product of the Poverty Team, Development Research Group - is part of a larger effort in the group to assess the distributional impact of economywide policy reforms"--World Bank web site

Abstract: "While providing the most reliable method of evaluating social programs, randomized experiments in industrial and developing countries alike are accompanied by political risks and ethical issues that jeopardize the chances of adopting them. Buddelmeyer and Skoufias use a unique data set from rural Mexico collected for the purpose of evaluating the impact of the PROGRESA poverty alleviation program to examine the performance of a quasi-experimental estimator, the regression discontinuity design (RDD). Using as a benchmark the impact estimates based on the experimental nature of the sample, the authors examine how estimates differ when the RDD is used as the estimator for evaluating program impact on two key indicators--child school attendance and child work. Overall the performance of the RDD was remarkably good. The RDD estimates of program impact agreed with the experimental estimates in 10 out of the 12 possible cases. The two cases in which the RDD failed to reveal any significant program impact on school attendance of boys and girls were in the first year of the program (round 3). RDD estimates comparable to the experimental estimates were obtained when the authors used as a comparison group children from noneligible households in the control localities. This paper--a product of the Poverty and Gender Unit, Latin America and the Caribbean Region--is part of a larger effort in the region to develop and apply rigorous methods in the evaluation of poverty alleviation programs"--World Bank web site

Keywords: Economic assistance, Domestic ; Poverty ; Urban economics ; Economic assistance, Domestic ; Poverty ; Urban economics
Abstract: "In recent years an extensive body of literature has emerged on the definition, measurement, and analysis of poverty. Much of this literature focuses on analyzing poverty at the national level, or spatial disaggregation by general categories of urban or rural areas, with adjustments made for regional price differentials. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. Baker and Schuler summarize the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. Specific conclusions regarding design and analysis, data, timing, cost, and implementation issues are discussed. This paper-a product of the Urban Unit, Transport and Urban Development Department-is part of a larger effort in the department to promote strategies for reducing urban poverty"--World Bank web site
