    Abstract: There is increasing evidence that conditional cash transfer programs can have large impacts on school enrollment, including in very poor countries. However, little is known about which features of program design - including the amount of the cash that is transferred, how frequently conditions are monitored, whether non-complying households are penalized, and the identity or gender of the cash recipients - account for the observed outcomes. This paper analyzes the impact of one feature of program design - namely, the magnitude of the transfer. The analysis uses data from a program in Cambodia that deliberately altered the transfer amounts received by otherwise comparable households. The findings show clear evidence of diminishing marginal returns to transfer size despite the fact that even the larger transfers represented on average only 3 percent of the consumption of the median recipient households. If applicable to other settings, these results have important implications for other programs that transfer cash with the explicit aim of increasing school enrollment levels in developing countries

    Abstract: This paper compares how results using various methods to construct asset indices match results using per capita expenditures. The analysis shows that inferences about inequalities in education, health care use, fertility, child mortality, as well as labor market outcomes are quite robust to the specific economic status measure used. The measures-most significantly per capita expenditures versus the class of asset indices-do not, however, yield identical household rankings. Two factors stand out in predicting the degree of congruence in rankings between per capita expenditures and an asset index. First is the extent to which per capita expenditures can be explained by observed household and community characteristics. In settings with small transitory shocks to expenditure, or with little measurement error in expenditure, the rankings yielded by the alternative approaches are most similar. Second is the extent to which expenditures are dominated by individually consumed goods such as food. Asset indices are typically derived from indicators of goods which are effectively public at the household level, while expenditures are often dominated by food, an almost exclusively private good. In settings where private goods such as food are the main component of expenditures, asset indices and per capita consumption yield the least similar results, although adjusting for economies of scale in household expenditures reconciles the results somewhat

    Abstract: January 2000 - Wealth gaps in educational outcomes are large in many developing countries. And gender gaps, though absent in many societies, are large in some, particularly in South Asia and North, Western, and Central Africa. In some countries with a female disadvantage, household wealth interacts with gender to create an especially large gender gap among the poor. Using internationally comparable household data sets (Demographic and Health Surveys), Filmer investigates how gender and wealth interact to generate within-country inequalities in educational enrollment and attainment. He carries out multivariate analysis to assess the partial relationship between educational outcomes and gender, wealth, household characteristics (including level of education of adults in the household), and community characteristics (including the presence of schools in the community). He finds that: · Women are at a great educational disadvantage in countries in South Asia and North, Western, and Central Africa. · Gender gaps are large in a subset of countries, but wealth gaps are large in almost all of the countries studied. Moreover, in some countries where there is a heavy female disadvantage in enrollment (Egypt, India, Morocco, Niger, and Pakistan), wealth interacts with gender to exacerbate the gap in educational outcomes. In India, for example, where there is a 2.5 percentage point difference between male and female enrollment for children from the richest households, the difference is 34 percentage points for children from the poorest households. · The education level of adults in the household has a significant impact on the enrollment of children in all the countries studied, even after controlling for wealth. The effect of the education level of adult females is larger than that of the education level of adult males in some, but not all, of the countries studied. · The presence of a primary and a secondary school in the community has a significant relationship with enrollment in some countries only (notably in Western and Central Africa). The relationship appears not to systematically differ by children's gender.     Abstract: This paper uses machine learning methods to identify key predictors of teacher effectiveness, proxied by student learning gains linked to a teacher over an academic year. Conditional inference forests and the least absolute shrinkage and selection operator are applied to matched student-teacher data for math and Kiswahili from grades 2 and 3 in 392 schools across Tanzania. These two machine learning methods produce consistent results and outperform standard ordinary least squares in out-of-sample prediction by 14-24 percent. As in previous research, commonly used teacher covariates like teacher gender, Education, experience, and so forth are not good predictors of teacher effectiveness. Instead, teacher practice (what teachers do, measured through classroom observations and student surveys) and teacher beliefs (measured through teacher surveys) emerge as much more important. Overall, teacher covariates are stronger predictors of teacher effectiveness in math than in Kiswahili. Teacher beliefs that they can help disadvantaged and struggling students learn (for math) and they have good relationships within schools (for Kiswahili), teacher practice of providing written feedback and reviewing key concepts at the end of class (for math), and spending extra time with struggling students (for Kiswahili) are highly predictive of teacher effectiveness. As is teacher preparation on how to teach foundational topics (for both Math and Kiswahili). These results demonstrate the need to pay more systematic attention to teacher preparation, practice, and beliefs in teacher research and policy

    Abstract: Sub-Saharan Africa's natural resource-rich countries have poor human development. Children in these countries are more likely to die before their first birthday, more likely to be stunted, and less likely to attend school than children in other countries with similar income. Despite the current price downturn, extractives will remain an important part of Sub-Saharan Africa's growth story-using resource rents wisely remains a long term challenge. Governments must choose how to allocate resource rents between spending, investing in human or physical capital, or investing in global financial assets. The return to investing in physical and human capital will be high in countries where the capital stock is low. Moreover, higher levels of human capital make investments in physical capital more productive, which suggests that the optimal portfolio will involve investing in both. Human capital should be prioritized in many of Sub-Saharan Africa's resource-rich countries because of the low starting point. Investing effectively in human capital is hard because it involves delivering services, which means coordinating a large number of actors and activities. Three dimensions of governance are key: institutions, incentives and information. Decentralization and leveraging the private sector are entry points to reforming institutional structures. Revenues from natural resources can fund financial incentives to strengthen performance or demand. Producing information, making it available, and increasing social accountability helps citizens understand their rights and hold governments and providers accountable. Improving the quality of education and health services is central to improving human capital. Two additional areas are promising. First, early child development-mother and newborn health, and early child nutrition, care, and education-improves outcomes in childhood and later on. Second, cash transfers-either conditional or unconditional-reduce poverty, increase household investments in child education, nutrition, and health, and increase the investment in productive assets which foster further income generation

    Abstract: Cash transfer programs may generate significant general equilibrium effects that can detract from the anti-poverty goals of the program. Data from a randomized evaluation of a Philippine cash transfer program targeted to poor households show that a 9 percent increase in village income significantly raised the prices of perishable protein-rich foods while leaving other food prices unaffected. The price changes are largest in areas with the highest program saturation, where the shock to village income is on the order of 15 percent and persists more than 2.5 years after program introduction. Although significantly improving nutrition related outcomes among beneficiary children, the cash transfer worsened those same indicators among non-beneficiary children. The stunting rate of young non-beneficiary children increased by eleven percentage points, with even greater increases in the most saturated areas. Another potentially related spillover arises in local health markets: formal health care utilization by mothers and children also declined among non-beneficiary households. Failing to consider such local general equilibrium effects can overstate the net benefit of targeted cash transfers. In areas where individual targeting of social programs covers the majority of households, offering the program on a universal basis should avoid such negative impacts at little additional cost
