    Abstract: This book examines the conceptual contributions of constituent representatives in Spain during the nineteenth and twentieth centuries. The Spanish Parliament has been the stage for the political modernisation of the country. At the same time, constitutional debates have created opportunities to design institutions and settle legal mechanisms to enforce rights and distribute state resources.     Abstract: This book examines the dissemination, adaptation, and application of classical economic ideas within the Hispanic world through the life of José Joaquín de Mora. Focusing on the decades surrounding the creation of the Latin American republics, it highlights how ideas from the classical political economy, including liberalism and free trade, were pioneered in the work of Mora and disseminated across the Spanish speaking world. Particular attention is given to the influence of Mora in Argentina, Chile, Peru, and Bolivia and how he helped shape their economic development models and political environments. This book examines the essential role José Joaquín de Mora played in the ideological and political modernisation of Latin America.     Abstract: This book demonstrates the relevance of the historical perspective with respect to national and international payment systems. Its analysis of national and international payments develops along a dialectical path that starts with the work of the Classics (thesis), undergoes a radical turn with the advent of the neoclassical school (antithesis), and reaches the modern theory of emissions passing through Keynes’s contribution (synthesis). That the history of economic thought occupies a legitimate place in the field of historical studies is beyond dispute. What may be less well understood is that it can serve purposes beyond those of the academic community of historians. This book critically investigates the contributions of the greatest economists of the past to provide insights into the pathologies of today’s systems of national and international payments and into the reforms that are needed to correct them. It will be relevant to students and researchers interested in economic policy and the history of economic thought. Andrea Carrera is an Assistant Professor of Applied Economics at Complutense University of Madrid and an Affiliated Researcher at the Complutense Institute for International Studies (ICEI). He has also been serving as a Marie Skłodowska-Curie exchange researcher in Asia and South America. His current research interests are in monetary economics and economic catch-up. Alvaro Cencini is Professor Emeritus of Monetary Economics at the Università della Svizzera italiana, Switzerland. He holds a D.phil degree from the University of Fribourg and a Ph.D. degree from the London School of Economics.     Abstract: This open access volume provides an in-depth analysis of philosophical discussions concerning the common good and its relation to self-interest in the history of Western philosophy. The thirteen chapters explore both renowned and lesser-known thinkers from the Middle Ages to the eighteenth century, covering also the relevant ancient background. By bridging the gap between the medieval and early modern periods, they provide fresh insights into how moral and political philosophers understood the concepts of the common good and self-interest, along with their ethical and political implications. The concept of the common good occupies a central role in philosophical reflections on the public and private dimensions of moral and social life in contemporary debates.     Abstract: This is an open access book. Europe faces significant challenges in the coming decades: geopolitical, demographic, technological, increased competition, climate-related, and health issues due to an aging population, to mention a few. Given these challenges, technological progress and new ways of handling complex issues will be key to continued prosperity and growth. To accomplish a growth process driven by innovation and entrepreneurship, the institutional environment must take into account a multitude of different policy areas that interact to either strengthen or weaken an economy's innovative potential. Innovation is not only about R&D and higher education but is also intimately related to entrepreneurship. Similarly, entrepreneurship is not only about low start-up costs and favorable tax rates. Hence, a consistent and coordinated policy environment conducive to innovation and entrepreneurship is required to translate innovation into high-growth firms and macro-level growth. This book presents the basic cornerstones required to provide a policy regime that can nurture such dynamics. The authors draw extensively on empirical analysis of the development of the Swedish economy, which has been transformed from a so-called "sclerosis" state in the 1980s until the early 1990s to an economy characterized by successful entrepreneurship and innovation. This transformation resulted from a reform agenda that has been gradually rolled out, beginning in the mid-1980s. The authors argue that the Swedish experience provides useful lessons for other nations as well

    Abstract: Infrastructure investment has been low in Brazil over the last decades, leaving significant gaps in all infrastructure sectors. To close these gaps, public investment will need to increase and become more effective, while additional private resources need to be mobilised. Improving strategic planning and effectively translating it into budget allocations over time would increase the quality of infrastructure projects. Promoting foreign participation in public procurement would raise competition and value for public money, while strengthening the governance of SOEs would enhance the quality of infrastructure services. Minimising policy and judicial risks would help to leverage more private infrastructure financing, including at longer maturities, while ensuring an adequate risk sharing between public and private actors.

    Abstract: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: This book aims to report on a cutting-edge research project of the smart grid in Japan, resting on the three pillars of field experiments, behavioral economics, and big data. The field experiments on the smart grid were conducted in four regions in Japan—Yokohama city, Toyota city, Keihanna Science City, and Kitakyushu city—over a three-year period from 2012 to 2014 after the Great East Japan Earthquake on March 11, 2011, and the subsequent accident at the Fukushima Nuclear Power Plants. Our focus here is on demand response in the smart grid environment, which we also discuss in the context of power system reforms. The book is intended for undergraduate and graduate students, researchers, policy makers, and business leaders.

    Abstract: This open access book presents contributions to decolonize development studies. It uses the micro-level data collected through nationwide surveys conducted jointly by the National Bank of Cambodia and JICA Ogata Sadako Research Institute in 2014 and 2017. By applying econometric analysis to collected data, the book analyses in detail the structures and mechanisms of dollarization in households, companies, and financial institutions. It also provides detailed information on the historical development of Cambodian dollarization, international comparisons with various cases of dollarization in countries around the world, and the impact of NBC's issuance of CBDC (particularly Bakong) on the use of local and foeign currencies. The Cambodian case shows that financial development of low- and middle-income countries is promoted mutually by dollarization and that policies to separate the two are necessary to curb dollarization. This book will be of interest to students, researchers and policy-makers concerned with dollarization and economics in Southeast Asia

    Abstract: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

    Abstract: Based on a deliberative democracy, this book uses a hermeneutic-critical methodology to study bibliographical sources and practical issues in order to analyse the possibilities, limits and consequences of the digital transformation of democracy. Drawing on a two-way democracy, the aim of this book is intended as an aid for thinking through viable alternatives to the current state of democracy with regard to its ethical foundations and the moral knowledge implicit in or assumed by the way we perceive and understand democracy. It is intended to stimulate reflection and discussion on the basis that, by addressing what we understand as democracy, we can inevitably influence the reality known as democracy. Democracy’s evident regression in today’s world makes this all too apparent: it has become a hostage to all kinds of autocracies and technopopulisms, which are supported to a greater or lesser extent by the current algorithmic revolution.

However, traditional theories of legitimacy were usually developed for states and are not suitable for the diversity of global governance institutions that exist today. According to this concept, to regard an institution as legitimate means ascribing it the right to exercise its function in political practice. Secondly, the book discusses how the use of this concept opens up new perspectives in the debate on legitimacy criteria for global governance institutions.     Abstract: This book focuses on the formation of human social consciousness and develops a naturalist approach to social normativity. Beginning from Marx's uncompleted concept of social consciousness, the book retrospects the studies about collective intentionality in the area of philosophy of mind and social ontology. Specifically, a reinterpretation of social consciousness with respect to collective intentionality can offer us a new, naturalistic approach to the social formation and normativity. According to the naturalistic approach, we can discern the inner structure of social consciousness as a systematic pattern of Intentionality. Social consciousness involves three levels of development: subjective, objective and absolute. With this new pattern of social consciousness, the “naturalism” of the young Karl Marx can be revived. And by grasping the most essential ability of human Intentionality as the source of social formation, it also makes an interdisciplinary study of social philosophy and philosophy of mind possible. Yang Chen is an assistant professor of philosophy in the Institute of Marxist Philosophy and Chinese Modernization and the Department of Philosophy at Sun Yat-sen University in Guangzhou, China. He received his Ph.D from Goethe-University Frankfurt am Main (2022) and M.A in Philosophy from Humboldt University of Berlin (2016).

Many growing intergenerational conflicts of interest, such as climate change and fiscal sustainability, are the result of the historically new progress of increasing human power, and the resolution of those conflicts demands a new intergenerational ethic. The book offers fresh new ideas for resolving intergenerational conflicts through the exploration of an entirely new field, conceptualized in philosophy, developed in economics, and tested in experiments. In particular, this work develops the theory of intergenerational cooperation based on a new relationship of direct reciprocity between generations. From experimental results, the possibility of intergenerational cooperation through Kantian categorical imperative is shown. The book also examines the effectiveness of inviting representatives of future generations, which are called "imaginary future generations", into the deliberations for current policy decisions. The original Japanese edition of this book was awarded the 66th Nikkei Prize for Excellent Books in Economic Science. The prize was established in 1958 to contribute to the advancement of academics and knowledge in the fields of economics, management, and accounting, as well as to its general dissemination and application.

    Abstract: Universities have long been dominated by a philosophy of inquiry that may be called knowledge-inquiry. This holds that, in order to do justice to the basic humanitarian aim of helping to promote human welfare, academic inquiry must, in the first instance, seek knowledge and technological know-how. First, knowledge is to be acquired; once acquired, it can be applied to help promote human welfare. But this philosophy of knowledge-inquiry is an intellectual and humanitarian disaster. It violates three of the four most elementary rules of rational problem solving conceivable, and as a result fails to give priority to the task of helping humanity resolve those conflicts and problems of living, such as the climate and nature crises, that need to be resolved if we are to make progress to a better world – a world in which there is peace, democracy, justice, liberty, and sustainable prosperity, for all. Very few academics today are aware of this rationality scandal. We urgently need to bring about a revolution in universities around the world, wherever possible, so that academic inquiry puts all four rules of rational problem solving into practice, and becomes rationally devoted to helping humanity learn how to make progress towards a better world. Knowledge-inquiry needs to become wisdom-inquiry, rationally devoted to helping humanity create a wiser world. Nicholas Maxwell is Emeritus Reader at University College London. He has devoted much of his working life to arguing we need to bring about a revolution in academia so that it comes to seek and promote wisdom and does not just acquire and apply knowledge. He has published fifteen books on this theme.

    Abstract: This book provides a unique scientific contribution to the debate on Marx's legacy in proposing to critically articulate two “lines of discussion” which are most often kept apart. On the one hand, it reassesses the place of Marxian thought in the construction of Europe, seeking to revitalize the European political debate. On the other, it situates Marx' thought in the perspective of postcolonial and decolonial studies, with particular attention to their effort to overcome the indisputable limits of the Marxian legacy. In asking whether Marx’ thought was too European or not European enough, the book examines internationalist emancipatory politics and eurocentrism, class struggle and finance in the shaping of the European institutions, migration, identity and violence, as well as Marxian critiques of colonialism both within and beyond Europe. At a time of extreme tension, also within leftist politics, this book provides a precise and rigorous argument on what continues to make Marx's thought relevant, in grappling with social domination in the era of global capitalism, while also exploring the limits of Marxism today, both at the European level and worldwide.

    Abstract: This book illuminates the work of Werner Sombart, a key contemporary of Max Weber, showing how his writing and thinking laid the groundwork for concepts of modern capitalism. Although the notion of the ‘spirit’ of modern capitalism is most associated with Weber, it was Sombart who first used this phrase, with Weber focusing mainly on socioeconomics while Sombart continued to develop his ideas around modern capitalism.     Abstract: This book develops an empirically informed normative theory of need-based justice, summarizing core findings of the DFG research group FOR2104 “Need-based Justice and Distributive Procedures”. In eleven chapters scholars from the fields of economics, political science, philosophy, psychology, and sociology cover the identification and rationale of needs, the recognition and legitimacy of needs, the dynamics and stability of procedures of distributions according to needs, and the consequences and sustainability of need-based distributions. These four areas are studied from the perspective of two mechanisms of need objectification, the social objectification by the discursive generation of mutual understanding (transparency) and the factual objectification by the transfer of decisions to uninvolved experts (expertise). The volume addresses academics in the fields of justice research, ethics, political theory, social choice and welfare, framing, individual and group decision making, inequality and redistribution, as well as advanced students in the contributing disciplines.

    Abstract: This chapter is to demonstrate the challenges related to free time of seniors (especially EU residents) in the 21st century. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

The author uniquely explains how these elements contributed to the rapid development of science and consequently that of technology and human wellbeing and suggests legislation for ensuring transparency in the public sector. Other collective agents, such as corporations, need to also come onboard. Additionally, the book argues that climate change is not solely a problem for collective agents, but also for individuals, as they are members of collectives and groups of several kinds. Therefore, framing climate change responsibility exclusively from either the collective or the individual perspective leaves out something crucial: how we all are influenced by the collectives we belong to and how, in turn, collectives are influenced by individuals. The focus of the book is on areas of climate change responsibility that are often left out of the picture or get too little attention in climate ethics, such as carbon inequality within countries. But why should any theoretical arguments about normative issues matter when we have a real-life climate crisis on our hands? Säde Hormio argues that ethical arguments have an important role in setting climate policy: they can highlight what values are at stake and help ground normative arguments in public deliberations. Säde Hormio is an Academy Research Fellow in Practical Philosophy at the University of Helsinki. She is also affiliated with the Institute for Futures Studies in Stockholm. Her research focuses on shared and collective responsibility.

    Abstract: This volume discusses the new trends in law and regulation in Islamic finance. Islamic finance is a particular component of the global financial system and is very different from secular finance. To understand the development of Islamic finance, it is important to place it in the context of financial globalization. Islamic finance is a new force in the contemporary world financial system and is present in more than a hundred countries. The current generation of Muslim economic power is crowding into the world's financial currents with trillions in liquidity and is growing at a high rate of 10-15% per year. Islamic finance is coming into focus and is not confined to Islamic countries but is present in every larger Muslim community, which means that it cannot be isolated from the effects of financial globalization.     Abstract: All over the world, private and public institutions have been attracted to “nudges,” understood as interventions that preserve freedom of choice, but that steer people in particular directions. The most effective nudges are often “defaults,” which establish what happens if people do nothing. For example, automatic enrollment in savings plans is a default nudge, as is automatic enrollment in green energy. Default rules are in widespread use, but we have very little information about how people experience them, whether they see themselves as manipulated by them, and whether they approve of them in practice. In this book, Patrik Michaelsen and Cass R. Sunstein offer a wealth of new evidence about people’s experiences and perceptions with respect to default rules. They argue that this evidence can help us to answer important questions about the effectiveness and ethics of nudging. The evidence offers a generally positive picture of how default nudges are perceived and experienced. The central conclusion is simple: empirical findings strongly support the conclusion that, taken as such, default nudges are both ethical and effective. These findings, and the accompanying discussion, have significant implications for policymakers in many nations, and also for the private sector. Patrik Michaelsen is a Researcher at the University of Gothenburg, Sweden. He holds a Ph. D. in Psychology from the Department of Psychology, University of Gothenburg. Cass R. Sunstein is the Robert Walmsley University Professor at Harvard University, USA. From 2009 to 2012, he was Administrator of the White House Office of Information and Regulatory Affairs, and since that time, he has held several positions in the U.S Government. From 2020 to 2022, he was the Chair of the Technical Advisory Group on Behavioral Insights and Sciences for Health at the World Health Organization. He is the founder and director of the Program on Behavioral Economics and Public Policy at Harvard Law School. Sunstein has written numerous books, including Human Agency and Behavioral Economics: Nudging Fast and Slow (Palgrave, 2017); Why Nudge?: The Politics of Libertarian Paternalism (2014); and Nudge: Improving Decisions About Health, Wealth, and Happiness (with Richard H. Thaler, 2008).

    Abstract: This book is intended as a major interdisciplinary contribution to the study of Nietzsche’s thought in particular, and the political right more generally. Historically the assessment of Nietzsche’s politics has ranged from denouncing him as a forerunner to Nazism to claiming he effectively did not have articulated political convictions. During the latter half of the 20th century he surprisingly became a major theoretical influence on a variety of post-structuralist radical critics, who saw in his perspectivism and genealogy of power useful tools to critique existent structures of domination. This collection of essays reframes the debate by looking at Nietzsche’s constructive political project defending aristocratic values from the levelling influence of the herd and its liberal, socialist, and democratic spokesmen. The essays will also explore how this defense of aristocratic values continues to have an influence on the political right, inspiring moderates like Jordan Peterson and far right authors and activists like Aleksandr Dugin and Steve Bannon. Matthew McManus completed his Ph.D. in Socio-Legal Studies at York University, Ontario, in 2017 under the supervision of Dr. Lesley Jacobs. After completing his postdoctoral research and working on the Committee for International Justice and Accountability, Matthew assumed a Professorship teaching politics, international relations and law at Tec de Monterrey in the State of Mexico. Matthew McManus teaches at the University of Calgary and is the author of The Rise of Post-Modern Conservatism amongst other books.

How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are (not) democratic, effective, fair, peaceful, and sustainable? This volume addresses these key questions with reference to the theme of 'polycentrism', i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from the perspectives of a broad spectrum of academic disciplines and theoretical approaches, offering comprehensive coverage of exciting new thinking about how today's world is (mis)ruled. The book identifies four paradigms of knowledge about polycentric governing - organizational, legal, relational, and structural - and pursues conversations across the divides that normally keep these approaches within separate research communities. These exceptional inter-paradigm exchanges focus particularly on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, various combinations of the different theories generate promising novel avenues of thought about polycentrism. The book will allow readers to develop and refine their own understandings of governing today and hence to become more empowered political subjects.

    Abstract: There is a foundational crisis in financial theory and professional investment practice: There is little, if any, credible evidence that active investment strategies and traditional institutional quantitative technologies are able to provide superior risk-adjusted, cost-adjusted return over investment relevant horizons. Economic and financial theory has been in error for more than fifty years and is the fundamental cause of the persistent ineffectiveness of professional asset management. Contemporary sociological and economic theory, agent-based modeling, and an appreciation of the social context for preference theory provides a rational and intuitive framework for understanding financial markets and economic behavior. The author narrates his long-term experience in the use and limitations of traditional tools of quantitative asset management as an institutional asset manager in practice and as a quantitative analyst and strategist on Wall Street. Monte Carlo simulation methods, modern statistical tools, and U.S. patented innovations are introduced to redefine portfolio optimality and procedures for enhanced professional asset management. A new social context for expected utility theory leads to a novel understanding of modern equity markets as a financial intermediary for purchasing power constant time-shift investing uniquely appropriate for meeting investor long-term investment objectives. This book addresses the limitations and indicated resolutions for more useful financial theory and more reliable asset management technology. In the process, it traces the major historical developments of theory and institutional asset management practice and their limitations over the course of the 20th century to the present, including Markowitz and the birth of modern finance, CAPM theory and emergence of institutional quantitative asset management, CAPM and VM theory limitations and ineffective iconic tools and strategies, and innovations in statistical methodologies and financial market theory. Richard Michaud, PhD, is President, Founder, and Chief Executive Officer of New Frontier Advisors. He earned a PhD in Mathematics and Statistics from Boston University, USA and has taught investment management at Columbia University, USA. His research and consulting has focused on asset allocation, investment strategies, global investment management, optimization, stock valuation, and trading costs. He is the author of Efficient Asset Management (with Robert Michaud), Investment Styles, Market Anomalies, and Global Stock Selection, and over 60 published journal articles, manuscripts, and white papers. He is co-holder of four U.S. patents in portfolio optimization and asset management, a Graham and Dodd Scroll winner for his work on optimization, a former editorial board member of the Financial Analysts Journal, associate editor of the Journal of Investment Management, and former director of the “Q” Group. Dr. Michaud's research was recently profiled in WatersTechnology 2019: "Rebel Math."     Abstract: This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team’s inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continues to show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa

    Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin. Paul Schmidt is the Secretary General of the Austrian Society for European Politics, which promotes and supports the analysis of and communication on European affairs. Prior to that he has worked at the Oesterreichische Nationalbank, both in Vienna and at its office in Brussels at the Permanent Representation of Austria to the European Union.

    Abstract: How poor migrants shape city politics during urbanizationAs the Global South rapidly urbanizes, millions of people have migrated from the countryside to urban slums, which now house one billion people worldwide. The transformative potential of urbanization hinges on whether and how poor migrants are integrated into city politics. Popular and scholarly accounts paint migrant slums as exhausted by dispossession, subdued by local dons, bought off by wily politicians, or polarized by ethnic appeals. Migrants and Machine Politics shows how slum residents in India routinely defy such portrayals, actively constructing and wielding political machine networks to demand important, albeit imperfect, representation and responsiveness within the country’s expanding cities.Drawing on years of pioneering fieldwork in India’s slums, including ethnographic observation, interviews, surveys, and experiments, Adam Michael Auerbach and Tariq Thachil reveal how migrants harness forces of political competition—as residents, voters, community leaders, and party workers—to sow unexpected seeds of accountability within city politics. This multifaceted agency provokes new questions about how political networks form during urbanization. In answering these questions, this book overturns longstanding assumptions about how political machines exploit the urban poor to stifle competition, foster ethnic favoritism, and entrench vote buying.By documenting how poor migrants actively shape urban politics in counterintuitive ways, Migrants and Machine Politics sheds new light on the political consequences of urbanization across India and the Global South
