    Abstract: This Human Capital Review (HCR) report presents an in-depth analysis of human capital indicators throughout a person's lifetime, from in utero to productive aging. By examining the various stages of human capital accumulation, the report aims to provide accurate recommendations for specific groups in Sierra Leone. Thus, the report disaggregates data whenever possible. It relies on an extensive consultative process involving various stakeholders such as Government counterparts, development partners, teachers, adolescent girls, students, private sector representatives, and local representatives. The consultation process followed a Problem-Driven Iterative Adaptation (PDIA) approach, which facilitates the identification and resolution of problems by local leadership. In addition, this report aims to inform the design and implementation of human capital reforms that will respond to specific challenges identified in the report

    Abstract: The first three chapters of the PFR review the core fiscal policy and revenue mobilization issues. Chapter 1 discusses the fiscal landscape, fiscal framework, and progressivity of fiscal policy. Chapter 2 looks at the footprint of quasi-fiscal activities, which affects the overall fiscal stance and exposes certain fiscal risks. Chapter 3 discusses the stagnation in non-oil revenue and collection across taxes and outlines reform options to improve the tax regime. This PFR also covers education and social protection spending, constituting about 42 percent of generalgovernment budget spending, and is critical for Kazakhstan's social agenda and long-term development goals. Chapter 4 analyzes the efficiency of public spending on education, discusses challenges in delivering equitable access to quality education, and offers options for enhancing spending effectiveness through institutional and policy changes. Chapter 5 discusses the efficiency and effectiveness of spending on the social protection system, particularly the coverage and targeting of social assistance programs, issues in implementing active labor market programs, and challenges in delivering social insurance. Because of data constraints, this PFR excludes analysis on social benefits, pensions, and the State Social Insurance Fund. The last two chapters cover the core system of public-finance management issues on budgeting and inter-governmental fiscal relations. Chapter 6 considers options for further improving budgeting, planning, and monitoring to deliver better fiscal outcomes for inclusive and resilient growth. While Chapter 7 examines emerging subnational fiscal issues and options to simplify and improve certainty in the transfer mechanism from central to SNGs and within the SNG hierarchy

    Abstract: About a third of the 7.7 million Venezuelans who have left their country due to political and economic turmoil have settled in neighboring Colombia. The extent to which the Colombian schooling system can absorb the massive demand for education of Venezuelan children is key for their future trajectory of human capital accumulation, as well as that of Colombian students in receiving communities. This paper estimates the effect of Venezuelan migration on educational outcomes of children living in settlement municipalities in Colombia, distinguish between the effect of the migration shock on native and migrant students. Specifically, it estimates the effect of the migration shock on school enrollment, dropout/promotion rates and standardized test scores. The identification relies on a plausibly exogenous measure of the predicted migration shock faced by each Colombian municipality every year. The findings show that the migration shock increased the enrollment of Venezuelan students in both public and private schools and in all school grades, but also generated negative spillovers related to failing promotion rates and increasing dropout. This paper documents that these negative effects are explained by the differential enrollment capacity of schools, as well as by the deterioration of key school inputs

    Abstract: The main objective of this study is to assess the performance of Cambodia's tertiary education system in terms of equitable access, labor market relevance, and research output, and to provide policy recommendations to the government and all stakeholders in the tertiary education sector. This will inform priority reforms and investments to strengthen the sector overall and, specifically, improve coverage, relevance, research, and governance. Building on the latest analytical work carried out in 2017 ahead of the preparation of an ongoing higher education operation supported by the World Bank, the study is an important step toward overcoming knowledge gaps about the main drivers of the results of the Cambodian tertiary education system and institutions. It will shed light on the factors explaining disparities in access, the mismatch between higher education programs and labor market needs, the capacity of higher education to train the specialists and technicians needed for the green economy, and shortcomings in the governance set up and processes that impede both public and private HEIs from operating in a flexible and efficient manner. The findings of the report will significantly add to the evidence base for identifying policy options to improve equity, relevance, and governance at both the national and institutional levels

    Abstract: The COVID-19 pandemic resulted in significant disruption in schooling worldwide. This paper uses global test score data to estimate learning losses. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students. Educational losses may translate into significant national income losses over time

    Abstract: Investments in early years of education and childhood development are among the most cost-effective and beneficial a country can make to tackle learning poverty, promote healthy child development, and enhance shared prosperity. Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia's ECED system, the GoI has committed to improving its quality since the early 2000s. As a key mechanism to raise the quality of ECED services, the GoI actively encourages PAUD centers to become accredited. An analysis of factors that influence whether and how PAUD centers participate in the accreditation system is helpful to inform continuous quality improvement of Indonesia's ECED services. The World Bank is providing the Ministry of Education, Culture, Research, and Technology (MoECRT) technical assistance and advice to improve Indonesia's ECED system. Supported by the Learning for Human Capital Development Programmatic Advisory Services and Analytics (PASA), this study was conducted to inform further improvements to Indonesia's ECED accreditation system. This report presents the findings from the abovementioned ECED accreditation system assessment and is organized in four main sections after an introduction. Section I describes the study's background and the country context, with emphasis on the ECED system and its quality assurance mechanisms. Section II details the methodology used. Section III presents a summary of the survey results. Section IV discusses the implications of the findings and outlines recommendations to inform accreditation policies and programs

    Abstract: The "Comprehensive Assessment of the Childcare Landscape in Lebanon: A Mixed Methods Study" analyzes the supply and demand of formal childcare services for children aged 0-3. It provides a review of Lebanon's regulatory and institutional framework around childcare, maps out the current supply of services including cost and quality aspects, and deepens the understanding of households' childcare needs. Findings show that there is a mismatch between supply and demand, with a gap in provision for the youngest children and that supply is mostly private, costly, and concentrated in coastal areas. Childcare responsibilities limit women's ability to join the labor force, and affordability is a main constraint for families to access services, resulting in low demand for formal childcare. The study proposes measures for an inclusive expansion of quality and affordable childcare services in four areas: (i) an enabling environment for efficient, affordable provision of quality childcare services, (ii) a more equitable distribution of the unpaid care work burden within the household, (iii) improved State support to address households' care needs, and (iv) inclusive family-friendly workplace conditions in the private sector

    Abstract: In addition to the conventional determinants of labor market participation and the choice between wage employment and self-employment, there is a growing interest of the significance of gender role attitudes and personality traits. This study uses data from the 2022 Ghana Informal Sector Measurement Study to investigate the influence of these factors on employment outcomes in the Northern and Ashanti regions of Ghana. The findings are based on a series of analyses, including descriptive, multinomial logistic, and linear probability model regressions. The empirical results show the critical role played by both gender role attitudes and personality traits in shaping individuals' decisions on labor market participation and employment choices. Notably, personality traits emerge as significant drivers of observed employment outcomes. However, the impact of these personality traits is often mitigated or even reversed in the presence of heightened traditionalism. Furthermore, the gender-disaggregated analysis reveals that possessing at least a secondary education level is a pivotal factor in the selection of men into formal employment, whereas this criterion holds less significance for women. Conversely, once the decision to participate in the labor market has been made, having at least a secondary education becomes relevant for securing wage employment, regardless of an individual's gender

    Abstract: This report is undertaken as a part of the Human Capital Project (HCP), a globalinitiative of the World Bank Group that aims to increase governments' awarenessof the importance of investing in people (World Bank date of publication not identifiedb). One of the maincomponents of the HCP is a cross-country metric--the Human Capital Index (HCI). The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

    Abstract: The education sector in the Lao PDR (Laos) faces significant challenges. Access to education improved over of the past decade but substantial gaps remain, and previous progress is being undermined by the impacts of COVID-19 and ongoing economic difficulties. The quality of education was already poor before these shocks. The sector is severely underfunded due to a steep decline in public resources allocated to education. In addition, limited job prospects for graduates reduce demand for quality education. To prevent these challenges from causing a lost decade for education in Laos, urgent attention is needed in three areas. First, the government should implement comprehensive economic and fiscal reforms to increase available resources for education and facilitate private sector development to create income earning opportunities for graduates. Second, resource allocation within the sector should be improved for equity and balance. Lastly, the education sector needs to better translate available resources into the learning outcomes of children and youth by reducing inefficiencies and rigidities that constrain the key drivers of learning: teachers, school financing, teaching and learning materials, and school infrastructure. Addressing constraints in these three areas will help reverse the decline in education financing, close access gaps, and enhance service quality

    Abstract: The European Commission's "NextGenerationEU" COVID-19 recovery package has underscored interest in the size of regional fiscal multipliers in Europe. While the objective of these funds is the long-term transformation toward more sustainable green growth and digitalization in EU economies, several recent papers have also focused on their short-term stimulatory effects and have estimated large short-term regional multipliers on historical EU structural and investment fund spending. This has contributed to a view that EU funds can boost growth substantially not only in the long term, but also in the short term in countries receiving large flows, particularly in Central and Eastern Europe. This paper reevaluates the evidence by estimating regional short-term multipliers using recent data on EU fund spending and a leave-one-out predicted disbursement schedule instrument. In contrast with much of the recent literature, there is little evidence of large relative GDP multipliers at either the national or subnational level in the short term. This is despite a strong response of regional investment to EU funds, which often increases euro for euro. The results suggest that expectations should be tempered on using EU structural and investment funds as a tool for short-term regional fiscal stimulus, and instead policy makers may want to focus on the long-term benefits of EU funds, in line with their original purpose

    Abstract: Disasters affect millions of people each year and cause economic losses worth many billions of dollars globally. Reporting on disaster impacts in research, policy, and news primarily relies on macro statistics based on disaster inventories. The macro statistics suggest that a relatively small share of disaster damages accrues in Africa. This paper, instead, uses detailed survey micro-data from six African countries to quantify disaster damages in one key sector: crop agriculture. The micro-data reveals much higher damages and more people affected than the macro statistics would indicate. On average, 36 percent of the agricultural plots in the sample suffer crop losses due to adverse climatic events. In the countries and time period analyzed, these losses reduced total crop production by an average of 29 percent. Importantly, many of these losses are underreported or undetected in key disaster inventories and therefore elude macro statistics. In the case of droughts and floods, the economic losses recorded in the micro-data are USD 5.1 billion higher than in the macro statistics, affecting 145 million to 170 million people, more than four times as many as the macro statistics suggest. The difference stems mostly from smaller and less severe but frequent adverse events that are not recorded in disaster inventories

    Abstract: This study compares the magnitude of national level losses that the COVID-19 pandemic inflicted across three critical dimensions: loss of life, loss of income, and loss of learning. The well-being consequences of excess mortality are expressed in years of life lost, while those of income losses and school closures are expressed in additional years spent in poverty (as measured by national poverty lines), either currently or in the future. While 2020-21 witnessed a global drop in life expectancy and the largest one-year increase in global poverty in many decades, widespread school closures may cause almost twice as large an increase in future poverty. The estimates of well-being loss for the average global citizen include a loss of almost three weeks of life (19 days), an additional two and half weeks spent in poverty in 2020 and 2021 (17 days), and the possibility of an additional month of life in poverty in the future due to school closures (31 days). Well-being losses are not equitably distributed across countries. The typical high-income country suffered more total years of life lost than additional years in poverty, while the opposite holds for the typical low- or middle-income country. Aggregating total losses requires the valuation of a year of life lost vis-a-vis an additional year spent in poverty. If a year of life lost is valued at five or fewer additional years spent in poverty, low-income countries suffered greater total well-being loss than high-income countries. For a wide range of valuations, the greatest well-being losses fell on upper-middle-income countries and countries in the Latin America region. This set of countries suffered the largest mortality costs as well as large losses in learning and sharp increases in poverty

    Abstract: In 2023, growth in the Pacific islands (PIC-11) decelerated but remained robust at 5.5 percent--about two and a half times the long-term average. Fiji's output surpassed pre-pandemic levels in 2023 despite a notable deceleration, with growth rates halving from 20 percent in 2022 to eight percent in 2023. The PIC-11, excluding Fiji, experienced a noteworthy rebound of 2.7 percent growth in 2023, after a 0.5 percent output contraction in 2022. The trajectory of accelerated and sustainable growth in Pacific Island countries depends on a workforce that is well educated and equipped with enhanced skills and capabilities. Boosting education and skills is essential for long-term growth and poverty reduction in the Pacific Island countries. While multiple factors influence learning, once a child enters school, teachers have the largest impact. A robust body of evidence guides policymakers in improving teaching quality and ensuring that all young children acquire strong foundational skills. This report outlines a three-pronged program of action based on this evidence: attracting and recruiting effective teachers, enhancing existing teachers' capacity, and motivating greater teacher effort. Recognizing that 54 percent of teachers expected to teach in 2035 are already recruited, the report emphasizes a special focus on enhancing the capacity of existing teachers. It provides examples of rigorously evaluated interventions, such as structured pedagogy and access to pre-recorded lectures by highly rated teachers. Implementing these recommendations will aid regional countries in accelerating learning, allowing children and societies to achieve their aspirations

    Abstract: High-frequency monitoring of food commodity prices is important for assessing and responding to shocks, especially in fragile contexts where timely and targeted interventions for food security are critical. However, national price surveys are typically limited in temporal and spatial granularity. It is cost prohibitive to implement traditional data collection at frequent timescales to unravel spatiotemporal price evolution across market segments and at subnational geographic levels. Recent advancements in data innovation offer promising solutions to address the paucity of commodity price data and guide market intelligence for diverse development stakeholders. The use of artificial intelligence to estimate missing price data and a parallel effort to crowdsource commodity price data are both unlocking cost-effective opportunities to generate actionable price data. Yet, little is known about how the data from these alternative methods relate to independent ground truth data. To evaluate if these data strategies can meet the long-standing demand for real-time intelligence on food affordability, this paper analyzes open-source daily crowdsourced data (104,931 datapoints) from a recently published data set in Nature Journal, relative to complementary ground truth sample. The paper subsequently compares these data to open-source monthly artificial intelligence-generated price data for identical commodities over a 36-month period in northern Nigeria, from 2019 to 2022. The results show that all the data sources share a high degree of comparability, with variation across commodity and market segments. Overall, the findings provide important support for leveraging these new and innovative data approaches to enable data-driven decision-making in near real time

This agriculture sector review addresses the economic, social, and environmental dimensions of Argentina's agrifood sector. The economic dimension is vital, due to the influence of agrifood productivity and its growth on Argentina's macroeconomy. The social, or inclusion, dimension highlights the potential to improve the livelihoods of the rural poor as well as access to affordable food for the urban poor. Finally, the environmental dimension examines the urgent need to increase the resilience of agricultural production systems and support their adaptation to climate change, as well as the agrifood sector's potential to mitigate climate change and other externalities. This summary report is based on a series of more detailed sectoral background papers and is aimed at public sector policymakers and other key stakeholders, with the goal of identifying potential reforms in public policies and programs and contributing to the development of a new shared vision for the Argentine agrifood sector

The program includes many components, one of which is teacher training. The World Bank is supporting the Ministry of Education, Culture, Research, and Technology (MoECRT) in its ongoing education reform effort. As part of this support, and after comprehensive discussions and careful deliberation, it was agreed that the World Bank would conduct an evaluation study specifically for the Guru Penggerak program given its importance for improving education quality in Indonesia

    Abstract: In Burkina Faso, agriculture is the primary source of employment for the population, but it faces challenges due to low productivity and poor water management, exacerbated by the adverse effects of climate change. Increases in grain production have been achieved through the expansion of cultivated areas, thereby putting significant pressure on natural resources. At the policy level, agriculture has been identified as a priority sector for the transformation of Burkina Faso's economic structure as outlined in the Second National Plan for Economic and Social Development (PNDES II). At the institutional and organizational level, the implementation of the program budgeting since 2017, shifting from funds-based budgeting to outcome-based budgeting, aims at enhancing the efficiency of public expenditure by focusing on outcomes. The structure of the program budgeting includes more than twenty distinct budget programs. This large number of budget programs poses challenges in terms of coordination, optimization, and capitalization of public action in favor of the agricultural sector. In this context, the World Bank undertakes this third agriculture public expenditure review to help the Government of Burkina Faso produce evidence on the structure of public expenditures. In addition to the classic analysis of the efficiency of expenditure allocation, the efficiency of budget execution, as well as coordination, monitoring and evaluation, and accountability mechanisms in the sector, the report will examine the incidence and impact of public expenditures by analyzing four specific cases: (i) input subsidies, (ii) hydro-agricultural facilities and irrigation; (iii) agricultural finance, and (iv) expenditures allocated to forestry and natural resources

Recognition of the need to expand participation in preschool education in the Philippines is increasing. In response to the increasing demand for ECE, the Philippine Development Plan (PDP) 2023-2028 aims to increase the participation rate in early learning programs of children aged 0 to 4 years from 16 percent to 63 percent by 2028. The current National System for Early Childhood Care and Development (ECCD) aims to promote the holistic development of children aged 0 to 4 years throughout the country. this report focuses specifically on center-based ECE programs for 3 to 4-year-old children to demonstrate that gaps and opportunities still remain in ECE service provision in this setting and age group. Chapter 1 discusses the early education system in the Philippines. Chapter 2 presents case studies on the implementation of ECE programs at the local government unit (LGU) level. Chapter 3 presents country case studies of Malaysia, Indonesia, and Peru from which the Philippines may derive lessons in ECE implementation. Finally, the report summarizes key findings and policy recommendations submitted for the consideration of the Philippine government

    Abstract: Comoros is at the crossroads to redefine its future and become an upper-middle income country by 2050, but this would require implementing an ambitious reform agenda that focuses on increasing productivity and private investment. The current business-as-usual policy framework has delivered low private investment and human capital, sectoral growth below potential, and no poverty eradication. Pursuing this policy framework, which would not allow Comoros to reach the GDP growth target of 7.5 percent by 2030 laid out in the national development plan, could result in GDP per capita of USD 1,890 and a poverty rate of 22.9 percent by 2050. By contrast, under a policy framework of ambitious reforms that include measures to increase inclusiveness, Comoros could reach a GDP per capita of USD 3,934 and reduce the poverty rate to below 5 percent by 2050. Supported by the continuous implementation of ambitious reforms, such a level of GDP per capita could have Comoros reach upper-middle-income status by 2050. Under this ambitious reform agenda, private investment would average 11.9 percent of GDP in 2023-2050, and total factor productivity growth would average 1.45 percentage points per year during the same period

    Abstract: Gender productivity gaps in agriculture are large around the world, even though women comprise 40-50 percent of the agricultural labor force in developing countries. Gender differences in agricultural productivity can be as high as 66 percent and can cost countries up to USD 105 million annually. Women farmers tend to produce lower output per unit of land than men farmers because of gender-specific constraints, such as unequal access to farm labor, agricultural inputs, lower literacy, childcare responsibilities, limited involvement in cash crop production, and lower participation in farmers' groups. Women farmers are concentrated in the lower levels of agricultural value chains and are less likely to be active in commercial farming than men. Restrictive gender norms underlie occupational sex segregation in agriculture, leading women to concentrate in low-value crops. Research by the Africa GIL indicates that when women manage cash crop plots-and have access to the same inputs and resources as men-they are able to be as productive as their male counterparts. The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in narrowing gender productivity gaps and helping farmers reach their potential.     Abstract: This study examines the relationship between food insecurity and trust using the 2014-17 waves of the Gallup World Poll and the Food and Agriculture Organization's Food Insecurity Experience Scale. Trust improves public institutions, social capital, public health interventions, and economic development. Vertical trust is represented as an index of trust in national institutions, while horizontal trust is represented as a measure of trust in friends and family. The findings show that food insecurity is associated with a decrease in both measures of trust. The study further document heterogeneous effects of food insecurity across economic development rankings. The results suggest a need for governments to increase food security to bolster public trust, strengthen the social contract, and enhance the effectiveness of development efforts

    Abstract: This paper presents credible and comparable evidence on intergenerational educational mobility in 53 developing countries using sibling correlation as a measure, and data from 230 waves of Demographic and Health Surveys. It is the first paper to provide estimates of sibling correlation in schooling for a large number of developing countries using high quality standardized data. Sibling correlation is an omnibus measure of mobility as it captures observed and unobserved family and neighborhood factors shared by siblings when growing up together. The estimates suggest that sibling correlation in schooling in developing countries is much higher (average 0.59) than that in developed countries (average 0.41). There is substantial spatial heterogeneity across regions, with Latin America and Caribbean having the highest (0.65) and Europe and Central Asia the lowest (0.48) estimates. Country level heterogeneity within a region is more pronounced. The evolution of sibling correlation suggests a variety of mobility experiences, with some regions registering a monotonically declining trend from the 1970s birth cohort to the 1990s birth cohort (Latin America and the Caribbean and East Asia and Pacific), while others remained trapped in stagnancy (South Asia and Sub-Saharan Africa). The only region that experienced monotonically increasing sibling correlation is the Middle East and North Africa. The recent approach of Bingley and Cappellari (2019) is used to estimate the share of sibling correlation due to intergenerational transmission. The estimates show that when the homogeneity and independence assumptions implicit in the standard model of intergenerational transmission are relaxed, the estimated share is much larger. In the sample of countries, on average 74 percent of sibling correlation can be attributed to intergenerational transmission, while there are some countries where the share is more than 80 percent (most in Sub-Saharan Africa). This suggests a dominant role for parents in determining the educational opportunities of their children. Evidence on the evolution of the intergenerational share, however, suggests a declining importance of the intergenerational transmission component in many countries, but the pattern is diverse. In some cases, the trend in the intergenerational share is opposite to the trend in sibling correlation

    Abstract: Reform of formal technical and vocational education and training (TVET) is urgently needed in most low- and middle-income countries. Demographic trends, coupled with higher rates of students completing lower levels of education, can lead to an exponential increase in the number of secondary TVET students in the next 20 years, particularly in low-income countries (LICs). However, there are significant risks attached to expanding a system that is often considered a second-tier educational track and to which challenged learners are often directed. Because of a broken link between TVET systems and labor markets in low- and middle-income countries (LICs and MICs, together: L/MICs), TVET cannot deliver on its promise. The urgency is compounded by megatrends associated with globalization, technological progress, demographic transformation, and climate change, which affect both skills demand and the distribution of economic opportunities. This report offers guidance to policymakers designing and implementing TVET reforms, emphasizing core principles and practical considerations for L/MICs. There is much to be learned from recent L/MIC reform experiences like those in Bangladesh, El Salvador, and Mongolia, about identifying effective reform strategies and the likely impact of megatrends on future demand for TVET. The report focuses on secondary and post-secondary non-tertiary formal TVET, defined as TVET obtained within the formal education system that leads to diplomas, degrees, or other formal certifications. This overview, summarizing the main messages from the report, has three parts. The first, the TVET Promise, looks at the potential of TVET systems to deliver access to equitable, quality, and relevant training and contribute to employment and productivity. The second, the TVET Challenge, articulates the main limitations in practice for L/MIC TVET systems. The third, the Way Forward to Better TVET, proposes three interrelated transformations (three E's) and six policy priorities to help TVET deliver on its promise in L/MICs

    Abstract: Where and how cities grow will influence food production and the risks to food production. This paper estimates the overlap of future urban expansion in 2040 and 2100 with current crop and livestock production under different climate scenarios. First, it finds that urban areas will expand most into areas with fruits, vegetables, and chickens, and urban areas will expand most under a scenario with significant challenges to climate change mitigation. Second, the share of food producing areas that will overlap with urban expansion will be largest in Africa, particularly under a scenario of significant challenges to climate change adaptation. Third, across all scenarios, urban expansion is likely to take place in areas with higher crop or livestock production, but even more so when there are significant challenges to both mitigation and adaptation

    Abstract: Empirical studies of the economic effects of climate change largely rely on climate anomalies for causal identification purposes. Slow and permanent changes in climate-driven geographical conditions, that is, climate change as defined by the Intergovernmental Panel on Climate Change, have been relatively less studied, especially in Africa, which remains the most vulnerable continent to climate change. This paper focuses on Lake Chad, which used to be the 11th largest lake in the world. Lake Chad, which is the size of El Salvador, Israel, or Massachusetts, slowly shrank by 90 percent for exogenous reasons between 1963 and 1990. While the water supply decreased, the land supply increased, generating a priori ambiguous effects. These effects make the increasing global disappearance of lakes a critical trend to study. For Cameroon, Chad, Nigeria, and Niger-25 percent of Sub-Saharan Africa's population- the paper constructs a novel data set tracking population patterns at a fine spatial level from the 1940s to the 2010s. Difference-in-differences show much slower growth in the proximity of the lake, but only after the lake started shrinking. These effects persist two decades after the lake stopped shrinking, implying limited adaptation. Additionally, the negative water supply effects on fishing, farming, and herding outweighed the growth of land supply and other positive effects. A quantitative spatial model used to rationalize these results and estimate aggregate welfare losses, which accounts for adaptation, shows overall losses of about 6 percent. The model also allows studying the aggregate and spatial effects of policies related to migration, land use, trade, roads, and cities

    Abstract: The share of Uganda's population that lives below the poverty line has fluctuated over the last seven years, greatly influenced by shocks that have tested the resilience of the people. The COVID-19 pandemic pushed both urban and rural residents into poverty. Inequality, which reflects the extent to which different population groups benefit from Gross Domestic Product (GDP) growth, and affects the transmission of growth into poverty reduction, remained largely unchanged over this period and may even have worsened in urban areas. The findings of this report show that previously identified patterns and drivers of Uganda's poverty changes persisted well into 2020 - shaped by low productivity and high vulnerability. Identified inequality of economic opportunities and unequal accumulation of the human capital could hold back structural change in employment. Accelerating poverty reduction in such a setting requires a two-pronged strategy. While at the macroeconomic level, policies addressing growth fundamentals are important for reducing poverty, from a microeconomic perspective, the report's analysis shows that two strategies will be crucial. The first strategy is to lift the productivity and incomes of poor households in both rural and urban areas. While tackling agricultural productivity and job creation are at the top of the agenda here, making mobile phone services more widely accessible and affordable is a potential opportunity. The second strategy is to strengthen people's resilience to shocks, particularly in rural areas. To have an impact, policies in both these areas will have to address the inequality in opportunities analyzed in the report.     Abstract: Modern inputs and mechanization are promoted across Africa to raise smallholder labor productivity and broker the structural transformation. Yet, adoption has remained low and the implications for returns to labor and labor allocation remain poorly understood. This paper explores the effects of different intensification packages on farm performance, market orientation, and food security using data from lowland rice farmers in Cote d'Ivoire. Employing a multinomial treatment effect model, the findings reveal that intensification increases land and labor productivity, especially when agro-chemicals and mechanized land preparation are combined. Returns to labor double to triple, inducing specialization and greater market orientation as well as greater food security, while productively releasing agricultural labor for other activities. Labor in agriculture becomes more waged. The gender balance remains the same. Child labor input does not decrease. The findings call for greater attention to labor productivity and confirm that agricultural intensification can pay and enhance rural transformation

    Abstract: This paper provides results from the randomized control trial project, Promoting Development and Home Reading of Supplementary Texts for Young Readers in Cambodia. One control and three treatment groups were assessed on how literacy and reading habits changed when households were provided a variety of high-quality and low-cost early reading materials along with varying degrees of encouragement toward building better reading habits. The findings show that providing books in isolation was not enough. Rather, books in conjunction with a network of reading supports was found to be an effective means to boost reading outcomes, including reading proficiency measures, frequency of reading, and attitudes toward reading. The results highlight the need for at-home reading materials in poor households as an integral step to improve early reading

    Abstract: Too many children are not learning to read in the East Asia and Pacific region's middle-income countries. In some countries in the region, such as the Lao People's Democratic Republic and the Philippines, more than 90 percent of 10-year-olds cannot read and understand an age-appropriate text. To accelerate learning in these countries, better teaching will be needed. To improve teacher quality in the next 10 years, where should countries focus their attention? On improving the teaching skills and content knowledge of their existing stock of teachers, on recruiting and better training new teachers, or on doing both? This paper contributes to this discussion by addressing two policy questions: (i) will East Asia and Pacific's middle-income countries need more or fewer teachers in the coming decade, and (ii) quantitatively, how important will the newly recruited teachers be (the flow) relative to the teaching workforce who have already been recruited (the stock)? To answer these questions, the paper uses a simple model that projects the required number of primary school teachers in each of the East Asia and Pacific region's 22 middle-income countries. The model is based on several factors, such as: (i) the size of future cohorts of children, (ii) the proportion of those cohorts who end up in school, (iii) the pupil-to-teacher ratio, and (iv) teacher attrition. Two key messages emerge with an important policy implication. First, significant heterogeneity exists across the 22 countries, with seven countries projected to need fewer teachers overall in the next 10 years relative to the teacher stock in 2020, while the rest will need to expand their teacher workforce. Second, despite this heterogeneity, in every East Asia and Pacific country, teachers who are already "in the system" are expected to constitute the majority of teachers still employed in 2030. In some countries, teachers who have already been recruited will constitute more than 70 percent of those who will be in schools in 2030. The finding has an important policy implication, namely: if countries want to improve the quality of teaching in schools, their primary focus in the next 10 years should be on improving the stock, that is, the quality of their current teacher workforce (through more and better teacher professional development)

    Abstract: Understanding the value of the externalities associated with a technology is crucial to correctly estimate the welfare benefits of public policies and investments. Suboptimal adoption rates of agricultural technologies in low-income countries partly result from farmers not fully internalizing the positive externalities of adoption. This paper designs an experiment to measure the monetary value of the externalities of an agricultural pest-control technology; it elicits a farmer's willingness-to-pay for another farmer to adopt the technology, as a measure of the externalities generated by the other farmer. The findings show that externalities are large, as mean willingness-to-pay for others is equal to two days' wage, or half the willingness-to-pay for themselves. Willingness-to-pay for another farmer depends on social proximity (as it is easier to learn about the technology from closer connections), and the distance between their two plots (as pest-control is more beneficial for plot neighbors). Targeting the technology to farmers with geographically central plots and more socially connected farmers generates greater positive externalities and more social value than targeting farmers with the highest willingness-to-pay for themselves

    Abstract: Before the COVID-19 pandemic, global learning levels were unacceptably low. In 2019, learning poverty, the share of children unable to read and understand a simple text by age 10, had reached 57 percent in low- and middle-income countries (World Bank and others 2022b). This constituted a global learning crisis. Despite significant expansion in access to schooling in most low, and middle-income countries over the past 50 years to near-universal levels for primary school, progress in improving global learning levels had stalled. This report, Learning Recovery to Acceleration: A Global Update on Country Efforts to Improve Learning and Reduce Inequalities, takes stock of what countries have done so far to recover and accelerate learning since reopening schools, and what we have learned from their experience. It follows the RAPID Framework for Learning Recovery and Acceleration, which we published with the Bill and Melinda Gates Foundation, U.K.'s Foreign, Commonwealth and Development Office (FCDO), UNESCO, UNICEF and USAID in 2022 as a menu of policy actions based on past evidence and on policies that many countries were already implementing. To a large extent, many of the policies and interventions needed to recover from the pandemic setbacks and accelerate learning are known. One lesson is clear: political and financial commitment are vital for improving learning and reducing inequality. Effective education strategies require societies' determination to make education a priority and devote the necessary human and financial resources to end the learning crisis. Policymakers, schools, and communities must work urgently to recover learning, tackle deep-rooted systemic challenges, and build resilience to future disruptions

    Abstract: This paper reports the views and perceptions of randomly selected education policy makers in the East Asia Pacific region, based on surveys of 651 senior public officials in 14 middle-income countries. The findings show that officials tend to prioritize increasing secondary school completion over improving learning quality, and they severely underestimate learning poverty and do so by a larger margin than officials in other countries. Officials were most likely to cite system capacity as the primary constraint to improving learning. The findings show that officials' support for gender equality and disability inclusion is high. Interviewed officials tend to oppose violence against students and prefer to invest in in-service teacher training or early-grade reading compared to other options, such as EdTech or inclusion for students with disabilities. This mix of alignment and misalignment between policy makers' goals and the stated goals of development partners can inform future engagement in policy dialogue, analysis, and information campaigns

    Abstract: Almost two-thirds of emerging market and developing economies rely heavily on resource sectors for economic activity, fiscal and export revenues. In these economies, economic planning requires sound baseline projections for the global prices of the commodities they rely on and a sense of the risks around such baseline projections. This paper presents a model suite to prepare well-founded forecasts for the global prices for oil and six industrial metals (aluminum, copper, lead, nickel, tin, and zinc). The model suite adapts six approaches used in the literature and tests their forecast performance. Broadly speaking, futures prices or bivariate correlations performed well at short horizons, and consensus forecasts and a large-scale macroeconometric model performed well at long horizons. The strength of Bayesian vector autoregression models lies in generating forecast scenarios. The sizable forecast error bands generated by the model suite highlight the need for policy makers to engage in careful contingency planning for higher or lower prices

    Abstract: Violent conflict between nomadic herders and settled--mostly agricultural--communities in Nigeria occurs as both groups clash over the use of land and resources, in part, due to a changing climate. This paper uses panel data from 2010 through 2019 to study the labor responses of individuals to exposure to herder-related violence during the post-planting and post-harvest seasons. Specifically, it considers a "shadow of violence" channel, where recent exposure to a violent event alters labor-related responses to a subsequent event. Results find that in the post-planting season, exposure to a herder-related violent event leads to an increase in informal work for both men and women, a decrease in agricultural work for men, and an increase in total hours worked for women among households that have previously been exposed to herder-related violence in the preceding six months. The paper also considers two other specific forms for a "shadow of violence" channel--namely, raised tensions over open-grazing bans enacted in 2016 and 2017 within three states and a drastic peak in violence in the first half of 2018-- and find similar results. Lastly, findings show how household exposure to violence can have so-called knock-on effects. Households exposed to herder-related violence in the previous post-planting season shift consumption and crop selling patterns in the post-harvest season. These findings highlight the gender-specific labor response to violence and document the role of the informal sector as a partial safety net for individuals in the presence of adverse shocks

    Abstract: Approximately 75% of children aged 2 to 4 worldwide are regularly subjected to violent discipline across the globe. This paper studies the impact of a virtually-delivered intervention on positive parenting practices in Jamaica. Short-term results indicate that the intervention improves caregiver knowledge (0.52 SD) and attitudes around violence (0.2 SD) and leads to meaningful changes in caregiver disciplining behaviors, with a 0.12 SD reduction in violence against children. Treatment children also experience fewer emotional problems (0.17 SD). Medium-term results (nine months later) show reductions in caregiver depression (0.12 SD), anxiety (0.16 SD), and parental stress (0.16 SD) for treatment caregivers. The virtual delivery has important scalable policy implications which could help decrease violence against children across the globe

The pandemic has taken a drastic human toll, and its global-scale economic and social impacts affected rural development work focused on the most poor and vulnerable populations. It has also highlighted the increasing need to invest in natural climate solutions that protect and restore critical ecosystems, support climate stability and ecosystem resilience, and help people access livelihood opportunities. This report provides an in-depth portfolio analysis of WB-implemented FIP and DGM projects during the pandemic, gathering information from documents and directly from stakeholders involved in these projects on the impacts of the pandemic during their preparation and implementation, finding trends in delays in project activities, and identifying coping mechanisms used to overcome the challenges resulting from the pandemic. For example, some projects have shifted activities requiring in-person engagement, such as training and workshops, to a virtual format. Other projects use electronic monitoring and data collection tools to follow up on activity implementation. Finally, this report provides a few general lessons for the CIF program, WB-financed operations, donors, and other external international development partners. Although the COVID-19 pandemic continues to pose a challenge, authors now hope, having already experienced it for roughly three years, to learn from the various adaptation measures implemented by the projects, for application to future shocks

    Abstract: Central Asia has made much progress in public health and animal health in the last 20 years but was as unprepared as other regions in the world to respond to the COVID-19 pandemic. The region also faces challenges from other emerging diseases, re-emerging diseases, and climate change. Since 2020, the Central Asian regional economies, as the rest of the world, have faced two shocks - the COVID-19 pandemic and the war in Ukraine. Animal diseases do not respect borders and remain a public health concern because of the possible transmission of pathogens to humans. They can spread quickly from one country to another, with impact on animal health, trade, food security, food safety and possibly creating public health emergencies. One Health is an approach that allows for addressing human, animal, and ecosystem health issues through intersectoral action, to prevent, detect, respond to, and recover from infectious diseases, with an endpoint of improving global health security and achieving gains in development. The World Bank has been actively engaged in Central Asia for over two decades and is well-placed to act as a convener able to provide regional program-design expertise and implementation support for a One Health program. The findings of this report will support the preparation of the Central Asia One Health Framework for Action by providing recommendations for activities which can be further supported through public spending, private investments, and other financial resources

    Abstract: This thematic note is part of a broader mixed-method study on gender inequalities in Madagascar, which intends to illustrate the key gender gaps in the country and shed light on the unique challenges that young Malagasy women face in their educational, professional, and family trajectories. Due to the persistence of financial, social, and institutional barriers, Malagasy women and girls encounter significant disadvantages across all dimensions of well-being and are unable to access opportunities in an equal manner with men and boys in the country. They are largely constrained in their ability to accumulate human capital in education and health, and to participate in economic opportunities; and they face severe limitations in agency and decision-making, particularly with respect to family formation. Women and girls also appear to be disproportionally affected by the impacts of climate change and the COVID-19 pandemic, which further widen preexisting gender gaps and amplify vulnerability to poverty, violence, and discrimination. This thematic note discusses in detail the status of girls' and women's education in Madagascar and proposes several strategic lines of action to assist girls and young women in completing schooling.     Abstract: This paper investigates whether providing financial education in elementary and middle school grades improves students' financial proficiency and actual behavior. It uses a cluster randomized control trial to evaluate a pilot program implemented in 101 Brazilian municipal schools in 2015. The findings show positive impacts on financial proficiency, mainly among middle school students, and suggestive evidence of improvements in short-term behavioral outcomes. However, the analysis indicates that the program did not impact students' school achievements in both the short and longer terms, which suggests that the program's effects were not strong enough to shift students' behavior decisions

    Abstract: The recent earthquakes in 11 provinces in Turkiye affected the learning of more than 5 million students. The natural disasters occurred during a global economic contraction and regional conflicts just after special circumstances caused by the COVID-19 pandemic. These challenges resulted in learning losses, emotional and psychosocial damages with expensive economic consequences that is estimated at more than 3.5 percent reduction in Gross Domestic Product (GDP) annually if not tackled carefully and in a timely manner. These challenges require policy decisions to protect the education system and the learning and skills assets given the political commitment to build back better. This report (i) quantified the challenges, (ii) evaluated the immediate steps taken since the 6th of February by the Ministry of National Education (MoNE) and proposes an emergency response system that can be deployed during future disasters and crises, and (iii) recommends a roadmap to support the education system for recovery from the earthquake emergency. The roadmap focuses on the earthquake regions and consists of (i) institutionalizing of an integrated national program targeting education and care aiming at a strong head start for 3-, 4- and 5-years old children and support to mothers and families; (ii) supporting green and resilient reconstruction to provide a learning environment for all children; (iii) establishing a learning catching up program for acceleration and support towards learning and wellbeing of vulnerable groups; (iv) securing the skills asset for improved production and economic growth with a futuristic vision towards green and technological innovations aiming at signature programs in general secondary, vocational education, professional and higher education focusing on the skilling and reskilling agendas; and finally (v) establishing a national center of excellence for education management in emergencies

    Abstract: This paper quantifies the value of fertilizer for agricultural production and trade in a developing economy where agriculture is centrally important by using an unprecedented natural experiment whereby the government of Sri Lanka imposed an abrupt and unexpected ban on the imports of all chemical fertilizers in May 2021. The analysis combines novel high-frequency firm-level trade data, detailed agricultural ground production data, crop yield estimates from state-of-the-art remote sensing techniques, and dynamic event study designs. The findings show that the fertilizer ban led to dramatic declines in agricultural production, fertilizer imports, and exports of fertilizer-dependent crops. Using a quantitative trade model, the paper finds that the ban's welfare effects were equivalent to a 1.5 percent income reduction on average, with losses disproportionately concentrated on landowners (whose income is tied to agriculture) relative to workers and on regions specialized in the cultivation of relatively fertilizer-intensive crops. The findings quantify the equilibrium value of fertilizer in agriculture, an important estimate for any fertilizer-related policy (such as fertilizer subsidies) and for the public debate on the costs and benefits of environmental regulation more generally

    Abstract: This paper studies the effects of differential exposure to COVID-19 on educational outcomes in Guatemala. The government adopted a warning index (ranging from 0 to 10) to classify municipalities by infection rates in 2020, which was then used by the Ministry of Education in 2021 to establish a "stoplight" system for in-person instruction. Using administrative panel data for all students in Guatemala, the study employs a difference-in-differences strategy that leverages municipal differences over time in the warning index to estimate the effects of the pandemic on dropout, promotion, and school switching. The results show that municipalities with a higher warning index had significantly larger dropout, lower promotion rates, and a greater share of students switching from private to public schools. These effects were more pronounced during the first year of the pandemic. The findings show differential effects by the level of instruction, with greater losses for younger children in initial and primary education. The results are robust to specification choice, multiple hypothesis adjustments, and placebo experiments, suggesting that the pandemic has had heterogeneous consequences

    Abstract: This study examines the impact of the abrupt suspension of African Growth and Opportunity Act benefits on exports from eligible African countries. The study uses a triple difference-in-differences estimation that controls for both country- and product-level export changes. The results suggest that the suspension of the African Growth and Opportunity Act has had a considerable negative impact on the level of exports to the United States. The impact appears to be bigger for countries with a high African Growth and Opportunity Act utilization rate. The suspension is associated with a 39 percent decline in exports to the United States. At the product level, the suspension hurt apparel and textile exports, leading to a decline of their exports by about 88 percent. Understanding the impact of withdrawing access to a nonreciprocal trade agreement is particularly important now, as the European Union began negotiating Economic Partnership Agreements with African countries, as a sign of a shift to reciprocity; the United States is considering a similar path of negotiating free trade agreements with individual African countries. These developments underscore the need to prepare for a post-African Growth and Opportunity Act period with more reciprocity, as trade uncertainty is becoming rampant

This paper analyzes school closures during the pandemic using a unique data base. The determinants of the duration of school closures estimates were used to instrument school closures - stringency of lockdown and vaccination - and causally estimate the impact of duration on learning. It is estimated that for every week that schools were closed, learning levels declined by almost 1 percent of a standard deviation. This means that a 20 week closure, for example, would reduce learning outcomes by 0.20 standard deviation, almost one year of schooling

    Abstract: In northern Nigeria, half of primary school-age children attend school, half of girls are married before turning 15, and one in five people can read a whole sentence. Conducted in rural, low literate communities governed by traditional norms, this paper presents the results of a cluster randomized controlled trial that tested community screenings to reshape parental aspirations and attitudes toward education, and as a reinforcing arm, the distribution of mobiles with engaging apps to teach 6-9-year-old children to read. Twelve months after the screenings, children were 42 percent less likely to be out of school, but as expected, their learning levels did not improve. In the communities that were provided the mobile reinforcer, literacy and numeracy skills increased by 0.46 and 0.63 standard deviation, respectively. The impacts of the combined intervention on school attendance and learning gains were similar for boys and girls. For non-targeted older siblings, the intervention increased learning by 0.34 and 0.47 standard deviation and reduced the likelihood of teenage pregnancy and early entrance into the labor market by 13 and 14 percent, respectively. The mechanisms behind these effects include improved parental aspirations and expectations, improved attitudes and social norms, higher self-efficacy beliefs of parents, and increased time for home learning activities. Relative to other educational investments that have been evaluated in developing countries, the combined intervention is highly effective and cost-effective

From three databases, the analysis identifies 12 studies with 32 estimated effects on yield and 23 estimated effects on income. The findings show that programs that provide subsidized fertilizer and improved seeds are associated with average increases of 18 percent in yields and 16 percent in farming household incomes. These findings suggest that agricultural subsidies can lead to increased yields and contribute to improved living standards

Analysis of teacher demographic and education characteristics-including education level or teacher certification-as well as teacher classroom-level behaviors reveals few systematic differences associated with being hired pre- or post-reform

    Abstract: This paper posits marriage market returns as a contributing factor to stagnant female labor force participation despite increasing female education. The paper examines the marriage market returns of female education by exploiting a very direct measure of returns: bride price, a significant amount of resources transferred by the groom at the time of marriage. The paper also looks at current and future husband's wages as additional sources of returns. It addresses endogeneity and identification issues by exploiting a school reform in Egypt that reduced the number of years required to complete primary education from six to five. The staggered rollout of the reform generates exogenous sources of variation in female schooling both across and within cohorts and administrative units. The analysis implements an instrumental variable estimator with fixed effects at the cohort and at the administrative unit level. The estimated return to a bride's compulsory education is about 100% for bride price, about 14% for husband's wage at the time of marriage, and about 16% for a measure of husband's permanent income. Importantly, these returns to education in the marriage market are much higher than the returns to education that Egyptian women experience in the labor market. Additional empirical evidence suggests that educational assortative mating could be an important mechanism through which the marriage market returns are taking place

    Abstract: This report zooms into what lies behind the success or failure of teacher policies: how teachers experience these policies, and how systems scale and sustain these policies. The report argues that for policies to be successful, they need to be designed and implemented with careful consideration of the barriers that could hinder teachers' take-up of the policy (individual-level barriers), and the barriers that could hinder the implementation and sustainability of policies at scale (system-level barriers). Teacher polices too often fail to yield meaningful changes in teaching and learning because both their design and implementation overlook how teachers perceive, understand, and act in response to the policy and because they miss what is needed at a system level to achieve and sustain change. To avoid this, policymakers need to go beyond what works in teacher policy to how to support teachers in different contexts to adopt what works, while making sure it is implementable at scale and can be sustained over time. This requires unpacking teacher policies to consider the barriers that might hinder success at both the individual and system levels, and then putting in place strategies to overcome these barriers. The report proposes a practical framework to uncover the black box of effective teacher policy and discusses the factors that enable their scalability and sustainability. The framework distills insights from behavioral science to identify the barriers that stand in the way of the changes targeted by the policy and to develop strategies to overcome them. The framework is used to examine questions such as: What changes are required at an individual level to achieve the specific goals of a given teacher policy What barriers constrain the adoption of these changes How can the policy be better designed and implemented to tackle these barriers Moreover, the report draws on evidence from quantitative and qualitative studies on successful and failed teacher policies to examine the factors that make teacher policy operationally and politically feasible such that it can work at scale and be sustained over time

    Abstract: Capabilities to track fast-moving economic developments re-main limited in many regions of the developing world. This complicates prioritizing policies aimed at supporting vulnerable populations. To gain insight into the evolution of fluid events in a data scarce context, this paper explores the ability of recent machine-learning advances to produce continuous data in near-real-time by imputing multiple entries in ongoing surveys. The paper attempts to track inflation in fresh produce prices at the local market level in Papua New Guinea, relying only on incomplete and intermittent survey data. This application is made challenging by high intra-month price volatility, low cross-market price correlations, and weak price trends. The modeling approach uses chained equations to produce an ensemble prediction for multiple price quotes simultaneously. The paper runs cross-validation of the prediction strategy under different designs in terms of markets, foods, and time periods covered. The results show that when the survey is well-designed, imputations can achieve accuracy that is attractive when compared to costly-and logistically often infeasible-direct measurement. The methods have wider applicability and could help to fill crucial data gaps in data scarce regions such as the Pacific Islands, especially in conjunction with specifically designed continuous surveys

    Abstract: This empirical study of the Indonesian context aims to rigorously examine availability and usage of AT for children with disabilities. It reviews key challenges and support needed in both inclusive and special schools, focusing on teachers in primary and secondary education in Ministry of Education, Culture, Research and Technology (MoECRT). Key questions included: 1) What is the availability and use of AT for students with disabilities in schools in Indonesia? 2) In what ways can teachers, schools, and local and national stakeholders work together to promote equitable and quality learning through AT for children with disabilities? To answer these questions, this study employed a mixed method to enhance the validity and quality of evidence based analysis of AT for children with disabilities in Indonesia, including a national level teacher survey with over 2,000 teachers who participated voluntarily, focus group discussions with teachers, school principals and policy makers as well as an international review of practices on AT for children with disabilities to address the lack of previous studies in Indonesia

    Abstract: This report highlights respondents' lived experiences during Yemen's conflict as experts of their own experiences. This report aims to present the voices of Yemenis who have now spent eight years living through a civil war, economic crisis, and close to famine. This report is among the few authentically capturing Yemeni voices on a range of day-to-day issues from different governorates across the country. But arguably the small sample size limits ability to generalize findings. However, generalizing findings was not the intention of the report. For each theme, 'Voices from Yemen' presents a multi-stakeholder perspective to mitigate bias towards a single stakeholder group or geographical area. Moreover, the report's findings are in line with those in quantitative reports, such as 'Surviving in the Times of War' or the 'World Bank Phone Survey' report on food security. 'Voices from Yemen' presents a comprehensive picture of suffering derived from human stories behind the statistics. The conflict has made Yemeni lives unaffordable, uncertain, vulnerable, and often unbearable. The power of people's speech and the intensity of their stories narrate their grave vulnerabilities and the sense of helplessness and suffering the conflict has caused

    Abstract: Congestion can reduce the value of a fishery, resulting in a lower total catch for the same amount of labor, fuel, and equipment expended in fishing activities. Absent the congestion externality, better information about the location and size of fish stocks enables fishers to make more efficient decisions. However, more precise information can cause fishers to converge on the same location or increase fishing at the same time. The cost of the resulting increased congestion can outweigh the direct benefit of better information. This paper identifies the circumstances where an increase in the precision of public and/or private information (about stock size or location) lowers industry profits. Using high-resolution data from Peru's anchoveta fishery, the world's largest by catch volume, the research reveals that despite considerable congestion, more precise private information would increase expected profits. On the other hand, the profit impact of more precise public information is positive but significantly smaller. This difference reflects the fact that public information increases congestion to a much greater extent, compared to private information. The policy implications are that improving private information about fish stocks-for example through firms investing in forecasting and decision-making technology-could increase industry profits. But anchoveta fishers would not necessarily benefit from more precise public information. As fishery managers control the accessibility and disclosure of information, decisions to make private information public, such as publishing near real-time catch data, could potentially lower fisher profits

    Abstract: The implementation of the fee-free basic education policy (FBEP) in Tanzania since 2015 has led to consistent growth in the education sector. However, the rapidly increasing school-age population has been creating demands for additional resources and capacity that are often not met. Persistent challenges related to institutional governance and insufficient education spending toward core teaching and learning matters further hinder service delivery and result in inadequate learning outcomes. This note draws evidence from existing studies and available data, taking a holistic approach to assess the performance of the basic education system in Mainland Tanzania in the last decade. It describes the basic service delivery indicators but also goes beyond to analyze the underlying challenges in institutional governance and basic education financing. Recognizing that basic education can deliver fundamental literacy, numeracy, as well as socioemotional skills which are crucial building blocks for continued education and training, employment, and lifelong fulfillment for all Tanzanian citizens, the policy note highlights the following areas that require attention: equitable access; learning outcomes; quantity, quality, and management of teachers; school learning environment; the curriculum and language of instruction; national examinations and learning assessments; and governance and finance

    Abstract: Does it matter whether poverty reduction programs target the female or male spouse? A randomized controllled trial in Ethiopia is used to study the differential impacts of easing information and financial constraints on agricultural productivity and household welfare, using data from 1,214 households in two regions of Ethiopia. The program targeted the husband, the wife, or both in a married household. The results indicate that the targeted spouse determines the type and channel of impacts. Targeting both spouses increased agricultural productivity in the short run and the monetary value of small ruminants and poultry in the long run, with a marginal positive impact on nonfood expenditure. Targeting only the female spouse resulted in increased business income from businesses with female involvement. This consequently increased household use of formal savings devices. This is in line with female preferences outside agriculture and for off-farm activities, and it results in little impact on agricultural productivity, despite an increase in women's access to extension services. Targeting only the male spouse has no impact on household savings or expenditure even though it increases men's wage income. The results suggest that the sharing of knowledge about the intervention changed household decisions. This would explain the different outcomes when both spouses were targeted, rather than only one

    Abstract: This paper uses the introduction of preparatory school classes targeting six-year-old children in Romania to study whether universal, compulsory, public care provision could increase female employment. Results from difference-in-difference estimations show that the reform resulted in rising employment rates for mothers of six-year-old children. The effect is lower for mothers living in households with elderly people, but larger for those facing stronger trade-offs prior to the reform.     Abstract: Hidden hunger, or micronutrient deficiencies, is a serious public health issue affecting approximately 2 billion people worldwide. Identifying areas with high prevalence of hidden hunger is crucial for targeted interventions and effective resource allocation. However, conventional methods such as nutritional assessments and dietary surveys are expensive and time-consuming, rendering them unsustainable for developing countries. This study proposes an alternative approach to estimating the prevalence of hidden hunger at the commune level in Madagascar by combining data from the household budget survey and the Demographic and Health Survey. The study employs small area estimation techniques to borrow strength from the recent census and produce precise and accurate estimates at the lowest administrative level. The findings reveal that 17.9 percent of stunted children reside in non-poor households, highlighting the ineffectiveness of using poverty levels as a targeting tool for identifying stunted children. The findings also show that 21.3 percent of non-stunted children live in impoverished households, reinforcing Sen's argument that malnutrition is not solely a product of destitution. These findings emphasize the need for tailored food security interventions designed for specific geographical areas with clustered needs rather than employing uniform nutrition policies. The study concludes by outlining policies that are appropriate for addressing various categories of hidden hunger

    Abstract: Good quality jobs are key to accelerating poverty reduction and strengthening social cohesion in Togo. While Togo has made significant progress in creating more good quality jobs, with robust growth performance in the past decade, several jobs-related challenges remain. Togo's labor market is characterized by high levels of informality and underemployment, low productivity, and low-quality jobs. This difficult situation is compounded by the demographic trend of large cohorts of young people entering the labor market every year. As a result of this trend, it is estimated that, beginning in 2024, Togo will need to create 200,000 new jobs every year to absorb the influx of new entrants into the labor market. As described in the companion document to this report, Togo Jobs Diagnostic, a holistic approach to creating more and better jobs should be applied looking at the macro-, demand-, and supply side constraints. Solutions should focus on creating new jobs, improving job quality and productivity, and ensuring access to employment for vulnerable segments of the population

Using a staggered difference-in-differences design, the estimates show that climatic shocks produced job displacement of about 6.5 percentage points for workers who were exposed to severe drought events. Overall, about 45 percent of these workers remained unemployed, generating a partial reallocation failure. The effects are significant only for severe and extreme shocks; they last for at least five years, and are more pronounced among females and the least educated workers

    Abstract: Forest fires are among the main drivers of deforestation and forest degradation in the drylands of Sub-Saharan Africa. This paper uses remote sensing data on forest fires and remaining tree cover to estimate the effectiveness of a project targeted at reducing fire incidences in twelve protected forests in arid Burkina Faso. The project consisted of two components that were implemented in the villages surrounding the target forests: a campaign aimed at raising community awareness about the detrimental effects of forest fires, and a program to support establishing and maintaining forest fire prevention infrastructures. Using the Synthetic Control Method the paper finds that the project resulted in a 35% reduction in forest fire occurrences in the period of the year when they tend to be most prevalent -in November, at the very end of the agricultural season. However, this impact is short-lived (as the reduction only occurred in the first four years of the program). The reduction in forest fires also did not result in a detectable increase in vegetation cover-because the reduction in November was not sufficiently large to be captured via remote sensing, or because the duration of the reduction was too short for the vegetation to recover. The paper then tries to uncover the underlying mechanisms to shed light on which of the project's components were effective and to also learn how the program can be improved

Empirical analysis based on exogenous measures of physical disaster intensity shows that natural disasters lead not only to output losses but also to further deterioration of countries' fiscal positions. The effects are persistent and driven by developments in emerging markets and developing economies. A dynamic stochastic general equilibrium model is used to show the propagation mechanism of an extreme event that affects agricultural productivity. The model features farmers endowed with land with time-varying productivity subject to economic and weather conditions. Simulation results illustrate the climate-fiscal nexus existence and highlight the role of structural resilience in limiting the impact of natural disasters

    Abstract: Data from 2,251 small and medium-size farms for 2021 and 2022 show that area reductions in response to the Russian invasion of Ukraine remained limited. However, worsening terms of trade reduced farm profitability, implying that 46 percent of farms had a negative cash flow and 54 percent (67 percent in the 50-120 hectare group) were credit constrained in 2022, implying that longer term effects may be more adverse. Total factor productivity varies significantly across size groups but is not significantly different between formal and informal farms in the same size group. This suggests that limited transferability of land use rights that are disproportionately used by smaller farms may be one reason for low productivity. Improving transferability of land, digital access to markets, and mortgage lending could thus trigger investment and growth in higher value products by small and medium-size farms to solidify Ukraine's comparative advantage in agriculture and improve rural living conditions in the context of reconstruction

    Abstract: Significant progress has been made in closing gender gaps in primary and secondary enrollment rates worldwide. However, girls still have lower expected years of schooling than boys in some regions, particularly in Sub-Saharan Africa, and boys have worse educational outcomes than girls in other countries, most notably in Latin America and the Caribbean. Barriers to the continuation of schooling for girls are linked to child marriage, early pregnancies, sexual harassment, and social norms around girls' education. The COVID-19 pandemic has also impacted schooling of both girls and boys. The transition to remote learning hurt girls who often have fewer technical skills and less access to the internet than boys.3 In other cases, boys had higher economic opportunities than girls and were more likely to drop out from school in response to the economic stress generated by the pandemic.4 The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in narrowing gender gaps in education.     Abstract: Entrepreneurship can be a pathway to employment and economic empowerment for women. Over half of the women in developing countries are or aspire to be entrepreneurs, but most of them run subsistence oriented micro-businesses that are not seen as key drivers of innovation and growth. Among formal firms, the share of women-led businesses decreases as the size of the firm increases. Multiple factors-including lack of skills, networks, and access to finance, technology, and markets-constrain women's decision to become entrepreneurs and affect their choices concerning which sector to enter, how much to put into their firms, and which business practices and technology to adopt. Contextual factors, such as social norms, access to childcare, and risk of gender-based violence, also contribute to the gender gap in firm performance documented by the Africa GIL and the EAP GIL. The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in addressing the differential constraints restricting the growth of women-led firms. Following a decade of significant progress in reducing poverty, the COVID-19 pandemic and of Russia's invasion of Ukraine are likely to have reversed some of these gains in living standards, however. The creation of more good quality jobs plays a key role in any country's poverty reduction efforts, and will be essential to recover from recent shocks and reinforce earlier gains made in Togo. International research also points to lack of economic opportunities and insufficient social services as key drivers of radicalization of young people. Security threats in the northern region of the country have been growing, with terrorist attacks in Burkina Faso close to the Togolese border increasing in number and severity since 2018, and a first attack reported on Togolese territory in November 2021 in the Savanes region. Access to good quality jobs with a stable income for young Togolese will thus also be part of the solution to the security threats

    Abstract: This paper uses an exogenous shock to wages from the world's largest anti-poverty program to show that higher wages can lead to increased air pollution, likely by inducing farmers to shift into a labor-saving and mechanized production process. Using a difference-in-differences approach on the staggered roll-out of India's Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), combined with data on nearly 1 million fires, the paper shows that the frequency of agricultural fires increases by 21 percent after the shock. The increase in fires is concentrated in districts that appear more likely to mechanize the harvest. MNREGA did not lead to changes in area planted or tonnage produced in fire intensive crops. The estimates show that nationally, the shock increased the rate of particulate emissions from biomass burning by 30 to 50 percent. The results suggest that absent policies to correct for environmental externalities of mechanization at all stages of development, labor market shocks may lead to inefficient levels of mechanization

    Abstract: Higher education systems in South Asia have undergone significant changes in the past two decades. Each country in the region has experienced a rapid rise in university enrollment, fueled by demographic growth and the resulting expansion of secondary education. However, in the absence of sufficient financial resources to accommodate increasing student numbers, most higher education institutions are facing daunting challenges. Unlike the recent evolution in Europe and East Asia, South Asian higher education systems and institutions have made little progress in working together so far, notwithstanding the positive results of a few noteworthy partnerships, such as the creation of the South Asian University. The ability of South Asian nations to work together in the higher education sphere will, to a significant extent, determine their capacity to support the development efforts of their respective countries in an effective and dynamic manner. Against this backdrop, the main objective of this report is to explore the potential for increased regional collaboration and integration in higher education in the South Asia region

    Abstract: In response to the COVID-19 pandemic, education systems had to redeploy inputs typically used in schools to remote education. This significantly reduced average student learning, with disadvantaged students experiencing a disproportionately large decline. Not closing these learning losses will have long-lasting effects on productivity and economic growth and dampen social mobility. In the five Eastern European countries analyzed in this paper, not acquiring sufficient learning is not a challenge that began with the pandemic. Perhaps the pandemic and the attention it is bringing to students' learning loss will create the political conditions to implement long-awaited education reforms to reduce the learning gaps and create better conditions for disadvantaged students, the core element of resilient education systems. This paper shows that using data to guide policy decisions, standardized tests as a diagnostic tool, and remediation policies should become permanent features of education systems. The pandemic pushed forward the use of technology in education. Using technology through online tutoring or Computer Assisted Learning can, when designed appropriately, improve students' academic performance, socio-emotional skills, and psychological well-being

    Abstract: Between 1993 and 2013, Mozambique became one of the fastest-growing economies in Sub-Saharan Africa boosting incomes and living standards. Political and macroeconomic stability provided the foundation for robust growth led by a rebounding agricultural sector and significant donor support. Growth, however, decelerated beginning in 2016 in the face of low commodity prices, a hidden debt crisis, and natural disasters. In FY18, Mozambique was formally classified as a fragile country. The Covid-19 pandemic further eroded growth. In light of the country's evolving context, this Country Program Evaluation (CPE) reviews the World Bank Group's engagement in Mozambique over the period FY08 into FY21. The CPE assesses the extent to which the Bank Group's support was relevant to Mozambique's main development challenges and drivers of fragility as well as how Bank Group support evolved and adapted over time. The evaluation delves into four themes that are relevant to Mozambique's pursuit of the Bank Group's Twin Goals of Poverty Reduction and Shared Prosperity: (i) low agricultural productivity; (ii) unequal access to basic services; (iii) weak institutions and governance; and (iv) vulnerability to climate change and natural disasters. The evaluation presents findings from each of the four themes covered and distills lessons from Bank Group experience in Mozambique to inform future strategies and engagements

    Abstract: By advancing knowledge on digital climate information and agriculture advisory services ('agromet services') in support of West Africa's farmers, this report has two objectives. First, it aims to identify priority actions for promoting digital agromet services under the West Africa Food System Resilience Program (FSRP) with a focus on Burkina Faso, Ghana, Mali, Niger, and Togo. Second, the report strives to provide insights on the required ingredients for creating viable agromet delivery models to all stakeholders involved in the production and dissemination of weather and climate information. These stakeholders include representatives from the Ministries of Agriculture (MOAs), National Meteorological Services (NMSs), Disaster Risk Management (DRM) specialists, interested parties from the private sector and civil society, and development practitioners. This report's findings were obtained through i) a benchmarking analysis of ten case studies examining existing delivery mechanisms of digital agromet services, and ii) semi-structured interviews with public institutions complemented by desk research. Case study results indicate that providers of agromet services should bundle different service types and diversify revenue streams to ensure that their offerings are impactful and viable. The report also finds that increasing levels of trust between the public and the private sector would facilitate the creation of innovative climate information delivery models based on public-private engagement (PPE). Other key recommendations to enhance agromet services include continuing to invest in the technical and human capacity of the region's NMSs, increasing collaboration between NMSs and agricultural extension services, and establishing clear regulatory frameworks on digitalization and open data

    Abstract: Agricultural subsidies make up a large share of public budgets, exceeding 40 percent of total agricultural production value in some countries. Subsidies are often important components of government strategies to raise agricultural productivity, support agricultural households, and promote food security. They do so by reducing production costs, promoting the use of inputs or modern farming techniques, encouraging the production of certain crops, and raising household incomes. Given the magnitude of these subsidies, their distributional implications and the externalities they impose on the environment are of significant consequence. This paper uses a new spatial analysis to explore the distributional implications of agricultural output subsidies across 16 countries/regions and the distributional and select environmental implications of input subsidies across 23 countries/regions. The findings show that, relative to the spatial distribution of income, both types of subsidy are distributionally mixed. Output subsidies are relatively progressive in 10 countries/regions and regressive in six, while input subsidies are relatively progressive in 11 countries/regions, regressive in nine, and neutral in three. The results also show that input subsidy schemes significantly increase fertilizer use, particularly in richer regions within countries, leading to soil saturation of nitrogen, an indicator of accelerated environmental degradation

    Abstract: This paper uses two years of agriculture census data to build a panel dataset that consists of all the small towns in Bhutan. This dataset is used to estimate the impact of irrigation gaps and drought on the yields of paddy, maize, and other crops. The paper compares the estimated impacts from a panel fixed effects model and a spatial first differences model. The findings show that irrigation gaps reduce paddy yields and droughts reduce maize yields. Estimates from the spatial first differences model are found to be consistent relative to those from the panel fixed effects model. The paper further finds that water constraints reduce yields of vegetable crops, and other constraints, such as labor shortages, wild animals, insects, and diseases, also reduce the yields of cereal crops

    Abstract: This paper studies the effect of a civil service reform on the skills profile of new teachers in Mexico. The reform mandated the use of rule-based recruitment over discretionary hiring. The results show that the reform led to hiring teachers with higher cognitive skills. The paper also shows that an improvement in the bottom of the skills distribution of new hires drove this change. Two channels explain these effects. First, the reform decreased the prevalence of discretionary hires, who tended to be drawn from the bottom of the skills distribution. Second, the reform improved the screening efficiency of rule-based hiring, making cognitive skills more important determinants of hiring outcomes

    Abstract: This paper investigates the impacts of job displacement on subsequent labor market outcomes, focusing on differentiated effects by educational groups and gender. The findings show that job separations caused by plant closings result in sizable and long-lasting wage reductions, with an average decline of -7.5 percent over a nine-year period relative to workers who did not experience job losses. A stronger effect is estimated for highly educated workers than for low educated workers, with initial effects being 18.4 and 9 percent wage drops, respectively. For working hours, the effect on low educated workers is double the effect on highly educated workers, with 3.0 and 1.5 additional hours per week, respectively. Using the rotating panel of the survey, difference in differences coefficients are estimated, removing time-invariant individual heterogeneity. Compared to ordinary least squares, the difference in differences estimates reduce the magnitude of the average impacts of plant closing on wages, from -7.5 to -4.7 percent, and on working hours from 1.4 to 0.53 additional hours. These results suggest that the ordinary least squares estimates are upwardly biased due to omitted individual worker heterogeneity. The paper discusses another potential remaining source of endogeneity concerning the quality of the match between employers and workers

    Abstract: What explains the surge and plunge commodity markets have undergone in the past 20 years Are speculators to be blamed Do prices reflect full information These are the main questions addressed in this paper, in the context of the corn market. This paper formulates and calibrates two quantitative models of corn prices formation. The first model is designed to explain prices in the long run (annual frequency), while the second model applies to prices in the short run (quarterly frequency). For the long-run analysis, the paper finds that deviations of theoretical prices from observed ones are very small after 1996, and before 1996 they can be explained by government intervention. For the short-run analysis, the model is designed to mimic the typical seasonality seen in agricultural markets, incorporate supply and demand shocks as well as news shocks, and allows for speculative storage decisions. The paper finds that demand and supply fundamentals can account for around 52 percent of past price changes from 1975 to 2016. The model also estimates the impact of information shocks to explain an additional 18 percent of quarterly deviations. Finally, it finds that at least 30 percent of short-run price changes seem to have explanations other than supply or demand fundamentals or information, demonstrating that when analyzing quarterly data, prices do not always closely track fundamentals
