    Abstract: Vom 19. Jahrhundert als einer Mediengesellschaft zu sprechen, erscheint als ein Anachronismus. Der Begriff sucht den Bedeutungsgewinn und die Diversifizierung der Medien in der Gegenwart zu erfassen und damit nicht zuletzt heutige von früheren Gesellschaften abzugrenzen. Die Annahme, dass Medien in früheren Gesellschaften nicht ebenfalls eine zentrale und spezifische Rolle zukam, wäre jedoch irrig. So war das 19. Jahrhundert nicht nur vom Aufstieg einer Vielzahl einstmals neuer Medien geprägt, sondern auch dadurch, dass sich die Gesellschaft über öffentliche und mediale Kommunikation erst konstituierte und ausdifferenzierte. Der Band macht es sich zur Aufgabe, ineinander greifende zentrale mediale und gesellschaftliche Entwicklungen für Deutschland und für Frankreich in einer übergreifenden wie vergleichenden Perspektive vorzustellen..

    Abstract: In a bold rethinking of the Hollywood blacklist and McCarthyite America, Joseph Litvak reveals a political regime that did not end with the 1950s or even with the Cold War: a regime of compulsory sycophancy, in which the good citizen is an informer, ready to denounce anyone who will not play the part of the earnest, patriotic American. While many scholars have noted the anti-Semitism underlying the House Un-American Activities Committee's (HUAC's) anti-Communism, Litvak draws on the work of Theodor W. Adorno, Hannah Arendt, Alain Badiou, and Max Horkheimer to show how the committee conflated Jewishness with what he calls "comic cosmopolitanism," an intolerably seductive happiness, centered in Hollywood and New York, in show business and intellectual circles. He maintains that HUAC took the comic irreverence of the "uncooperative" witnesses as a crime against an American identity based on self-repudiation and the willingness to "name names"

    Abstract: Encouraging Student Interest in Science and Technology Studies examines overall trends in higher education enrolments and the evolution of S&T compared with other disciplines. The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

In addressing long-standing and newly emerging issues, the researchers examine the scientific evidence on what constitutes effective teaching in college classrooms, on the psychometric integrity of measures of teaching effectiveness, and on the use of such measures for tenure, promotion, and salary decisions. Systematically explored throughout the book is the avowed linkage between classroom teaching and motivation, learning, and performance outcomes in students. In so doing, the book deals with the nexus between knowledge production by researchers and knowledge utility for end-users made up of classroom instructors, department heads, deans, directors, and policymakers. Second, it links quality assurance solidly to issues of regulation, translation (rather than mechanical implementation ) and transformation, instead of being only focused on quality assurance as a single policy instrument. Third, it uses this broad range of research insights to criticize current practices, explaining for instance why sometimes people have difficulty in tracing any concrete effects of all initiatives taken in this area. Finally, the book offers proposals for better focusing quality assurance in the future to address institutional challenges better. The general purpose of the book then is to give an engaged, academic reflection on how quality assurance is embedded in higher education and in a dynamic way to assess its impacts and potential improvements.

    Abstract: In the past ten years, leaders in engineering industries have identified specific knowledge, skills, and attitudes required of their workforce if they want to be innovative and competitive in a global marketplace. Engineering education programs have kept pace with emerging disciplinary knowledge, research and technologies, but have been less successful in ensuring that their graduates acquire the knowledge, skills, and attitudes desired by industry. This book describes an approach to engineering education that integrates a comprehensive set of personal and interpersonal skills, and process, product, and system building skills with disciplinary knowledge. The education of engineers is set in the context of engineering practice, that is, Conceiving, Designing, Implementing, and Operating (CDIO) through the entire lifecycle of engineering processes, products, and processes. The CDIO approach and the topics in the book will be of increasing interest in the next five to ten years. At the start of the CDIO Initiative, four leading engineering programs in the United States and Sweden adopted the CDIO approach and collaborated in its development and implementation.     Abstract: Seit rund 250 Jahren gehören Modejournale zu den populärsten publizistischen Produkten. Ihre Anfänge reichen in die Zeit der Spät- und Volksaufklärung zurück. Während 'Moralische Wochenblätter ' Tugend und Herzensbildung als wichtigste Ziele weiblicher Erziehung proklamierten, schulten das Weimarer 'Journal des Luxus und der Moden' (1786-1827) und seine Nachfolger den guten Geschmack des erstarkenden Bürgertums. Buch- und Theaterrezensionen, Kunst- und Musikkritiken, aber auch Empfehlungen für Inneneinrichtung, Gartengestaltung, neue Tänze und Badereisen oder kulinarische Sensationen vervollständigten die modische Belehrung. Im 19. Jahrhundert wurde die Beschäftigung mit Mode fast ganz an die Dame abgetreten. Die Modezeitschrift, die zunächst beide Geschlechter angesprochen hatte, wurde zur Frauenzeitschrift. Im Nationalsozialismus wurde die identitätsstiftende Wirkung einer 'deutschen' Mode in linientreuen Blättern diskutiert, die Leserin erhielt Einweisung in ihre Rolle als Frau und Mutter. Nach dem Zweiten Weltkrieg dienten Modezeitschriften in erster Linie dazu, deutschen Frauen neue Orientierung zu bieten. Die Studie widmet sich vor allem den kultur- und literaturgeschichtlichen Aspekten dieses Mediums sowie den Konstruktionen weiblicher Ideale.

    Abstract: Ireland was one of the first European countries to grasp the economic importance of education. But higher education in Ireland is now at a crossroads, with significant challenges to overcome. High levels of investment are needed for a major expansion of postgraduate studies and capacity for research, development and innovation. Mechanisms should be established to achieve the right balance between different components of the tertiary education system, which includes universities, institutes of technology and colleges that provide post-secondary level instruction. Further, there is a need to meet the demands of specialisation, competition and complementarities within the system. This report addresses the full range of higher education issues, offers recommendations for action within the framework of the government’s ambitions for the sector and suggests policy approaches to developing required additional sources of funding.

    Abstract: Die Nationalbibliothek in Wien war zum Zeitpunkt des "Anschlusses" Österreichs an das Deutsche Reich im März 1938 nicht die größte wissenschaftliche Bibliothek im Lande, sondern nunmehr die drittgrößte im Deutschen Reich. Ihre Stellung bzw. Ihr Einfluss als Institution in der Bibliothekslandschaft wurde durch die Person des neuen Generaldirektors Dr. Paul Heigl noch verstärkt. Erwerbungen der Nationalbibliothek in den Jahren 1938 bis 1945 aus unterschiedlicher Provenienz und unter unterschiedlichsten Umständen sind ein Schwerpunkt der vorliegenden Geschichte, durch die sich die Person und die Tätigkeit Heigls wie ein roter Faden zieht. Es ist nämlich nicht schwierig, dessen persönliche Einflussnahme bei Enteignungen, die die Geschichte der Bibliothek in der NS-Zeit prägten, nachzuweisen.Nach ihrem Selbstbild mag die Nationalbibliothek stets "unpolitisch" gewesen sein, doch darf man nicht übersehen bzw. unterschätzen, dass sie im Zeitraum, der hier behandelt wird, drei verschiedenen Staatsformen diente. Da die Wirklichkeit von diesem Selbstbildnis so starkt abweicht, werden die bisherigen Selbstdarstellungen von Seiten der Bibliothek nicht nur Schlusswort stark in Zweifel gezogen, sondern im Laufe der Arbeit kontinuierlich hinterfragt. Die politische Instrumentalisierung der NB zeigt sich spätestens in der Zeit des Ständestaats in den 30er Jahren. Die vorliegende Arbeit räumt mit der Tabuisierung der eigenen Geschichte der Nationalbibliothek bzw. dem Verschweigen der Verstrickung in NS-Verbrechen in offiziellen Publikationen seit dem Ende des Zweiten Weltkriegs auf und schildert die aktive Rolle, die die Bibliothek bei Erwerbungen spielte. Diese Geschichte will nicht nur auf unrechtmäßige Erwerbungen fokussieren, sondern auch den Versuch unternehmen, den Alltag in der Bibliothek in der NS-Zeit einzufangen.Diese Geschichte versteht sich auch als Beitrag zur eher stiefmütterlich behandelten Geschichte des Bibliothekswesens ganz allgemein in Österreich in den Jahren 1938 bis 1945. In einer seiner vielen Funktionen war Paul Heigl nämlich bei der Auflösung von Amts- und Stiftsbibliotheken als Berater tätig, und somit wird das Schicksal dieser Büchereien erstmals ausführlich beleuchtet.     Abstract: When Austria was annexed by Hitler Germany in March 1938, the National Library in Vienna was not only the biggest scientific library in the country, it was now the third largest in the German Reich. Its status among and influence on the scholarly libraries in the Reich was considerably enhanced by one person during the Nazi period, namely the newly-appointed director-general Dr. Paul Heigl, a fervent National socialist, Acquisitions by the Library during the years 1938 to 1945 are a key focal point of this history, and Heigl played both an active and significant role in the process of book looting in the interest of the National Library.The Library may well have regarded itself in the inter-war years as being „apolitical“ – and house historians have tended to reinforce this image – but this does not stand up to closer scrutiny even during the political period of the „Corporate State“ und Dollfuss and Schuschnigg, let alone during the time of national socialist rule in Austria. The study breaks with the previos taboos and presents the essentially political role of the Library both before and after March 1938 by investigating its involvement in the crimes of the Nazi regime. But the study does not only concentrate on acquisitions made through improper means, it also attempts to capture some of the atmosphere of a major library under the NS-regime and in war-time.The examination also sees itself as a contribution to the hitherto neglected history of libraries in Austria in the Nazi period in general and of church and official libraries in particular. It might be noted that Paul Heigl was not only in charge of scholary libraries in south-eastern Europe following the German invasion of Yugoslavia in April 1941, he was also a library consultant for local Nazi officials and had considerable sway in forging library policy. Our study discusses a number of chapters in the Library ´s history during the Nazi period which have so far been absent from official histories, primarily those which implicate the Library and point to the vast and varied acquisitions. The main chapter focusses on the development and acquisitions of the Library´s many collections from 1938 o 1945, chiefly on the basis of library records and files, and attempts to describe not only the looting, but also fate of stolen books, libraries and collections immediately after World War Two and on up to the present day.     Abstract: Since 1999 European higher education has been engaged in the most radical reform seen during its 900 years of history. Out of the widely diverse national higher education systems and sub-systems a common European Higher Education Area is being created. This process, driven by the great ideas of establishing federal Europe, is full of tensions and conflicts often ignored in the official discourse. Expanding the project well beyond the borders of the European Union created the difficulty that relatively prosperous and high quality universities in the Western part find themselves side-by-side with much poorer universities of sometimes questionable quality in other parts of the continent. This has led to the rise of many controversial issues, as some of the sponsors of the Process, particularly the European Commission, see international competitiveness of European universities as its most significant goal. The Process is being perceived as following the logic of re-design of European knowledge products for the purposes of the world markets and certain elements of the production process. University communities - academic staff and students - however, sometimes feel that such an approach may not only carry the threat of compromising their vital interests but also call for the revision of the principles of academic autonomy as understood in Europe since the early 19th century. This volume brings together a group of higher education researchers across Europe and looks into the implementation of the Bologna Process in the countries often attributed a peripheral status. Although it is also obvious that if the Process has a center, it stands external to higher education systems and universities it concerns. One can possibly find it either in Brussels or across the Atlantic in the United States, internationally perceived as the main competitor to European higher education. In addition to cultural and political issues the European higher education project faces in various countries, the volume pays particular attention to the role of students as well as the changing position of the intellectuals under its impact.     Abstract: Following the burst of the dot-com bubble in 2000, scepticism about e-learning replaced over-enthusiasm. Rhetoric aside, where do we stand? Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact staffing and staff development? This book addresses these and many other questions. The study is based on a qualitative survey of practices and strategies carried out by the OECD Centre for Educational Research and Innovation (CERI) at 19 tertiary education institutions from 11 OECD member countries – Australia, Canada, France, Germany, Japan, Mexico, New Zealand, Spain, Switzerland, the United Kingdom and the United States – and 2 non-member countries – Brazil and Thailand. This qualitative survey is complemented by the findings of a quantitative survey of e-learning in tertiary education carried out in 2004 by the Observatory on Borderless Higher Education (OBHE) in some Commonwealth countries.

    Abstract: This volume offers a comprehensive discussion of implementation analysis in higher education and an extensive review of relevant recent literature. Coverage analyzes the effective and specific complexities of the implementation of higher education policies in several countries, including: Australia, Austria, Finland, Italy, Mexico, the Netherlands, Norway, Portugal, Spain, South Africa, Sweden, the United Kingdom, and the United States.
    Abstract: Starting from the now classical book by Ladislav Cerych and Paul Sabatier (1986), the editors present a critical appreciation of that initial work and a review and critical appraisal of current empirical policy research in higher education. In the second part, a set of chapters analyses the effective and specific complexities of the implementation of higher education policies in several countries, offering a wide variety of situations both in terms of duration of implementation, legal objectives, adequacy of causal theories underlying the reforms, adequacy of financial resources and degree of commitment of the main actors of the process. Some of these chapters use alternative theoretical frameworks developed since the 1986 Cerych and Sabatier theorization to interpret the empirical results, and some national cases do not fall within the scope of Cerych and Sabatier s analysis. The national case studies are: Australia (2), Austria, Finland, Italy, Mexico, The Netherlands, Norway, Portugal, Spain, South Africa, Sweden, the UK and the USA.
