    Abstract: This paper examines the relationship between workplace organisation and innovation in small and medium-sized enterprises (SMEs). It uses data for 30 countries, drawn from the European Company Survey, the OECD Programme for International Assessment of Adult Competencies and the Community Innovation Survey. It contrasts SMEs adopting a “learning organisation” or “discretionary learning” form of workplace organisation with SMEs adopting more hierarchical organisational forms. Learning organisation or discretionary learning SMEs are characterised by high levels of self-planning of tasks by employees, teamwork, knowledge exchange with employees and supervisors, on-the-job training, and employee performance incentives. They account for approximately one-third of SMEs across the countries examined. SMEs with this form of work organisation are more likely than other SMEs to develop new products/services and processes. At a macro level, countries with high proportions of these SMEs have higher rates of new-to-the-market innovations among SMEs and of SME innovation collaborations with other firms and organisations. The findings point to the potential role of policies favouring organisational change in SMEs as a means of stimulating SME innovation.

    Abstract: Ombudsmen in OECD countries have a tradition which dates back to the 1960s. However, the establishment of SME-dedicated ombudsmen is a more recent trend which has developed along three main models: redress model; clearing house model; and advocacy model. Countries interested in introducing an SME ombudsman are, therefore, faced with an important choice about which model is most relevant to them. For countries which already have in place an effective legal reparation system, a redress-type of SME ombudsman office may result in an institutional overlap with other government offices with similar responsibilities. The advocacy model and the clearing-house model are, on the other hand, particularly relevant to countries where SMEs have not been at the top of the policy agenda and, as a result, business regulations have not been particularly sensitive to the needs of SMEs.

    Abstract: This report summarises the findings of a case study project on growing clean-tech cluster activity in the Negev region of Israel as part of a series of reviews on Entrepreneurship, SMEs and Local Development carried out by the Local Economic and Employment Development (LEED) Committee of the Organisation for Economic Co-operation and Development (OECD). The review examines entrepreneurship, SMEs and local development in the Negev in the south of Israel, where there is strong potential for the growth of significant clean-tech industry cluster activity, involving a critical mass of firms, human capital, research organisations, support infrastructure and associated formal and informal linkages. This report looks at the ways in which such capacity can be strengthened by public policies, including investment in centres of research excellence and specialised testing facilities, creation of spaces for innovation exchange, and the introduction of a green strategy and eco-city approach. The analysis provides guidance and policy recommendations on how best to support the emergence and expansion of clean-tech cluster activity that will enhance economic development capacity in the region while contributing to national green growth objectives.
