    Abstract: This is an open access book which focuses on different aspects of education, employment, and successful integration of migrants in three countries: Norway, Sweden, and Switzerland. The chapters in this book reflect on these issues from micro, meso and macro perspectives; some are based on interviews with migrants and people who work with them, others on documents and literature about migration. There are different pathways for skilled migrants to vocations. Some start working in their previous vocations after arriving in the new environment. Some re-enter their professions but on a lower level. Some can re-train themselves in a new vocation, and some will go to further education, as studies in different chapters of this book suggest. Common for successful integration seems to be several intertwined factors: the target language competence, strong motivation and agency, supporting networks and supporting persons, as well as structural opportunities of the new environment. The book’s editorial board takes an eclectic view, hoping to start an academic debate about what ‘successful integration’ means. The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016.     Abstract: This open access book challenges international policy ‘groupthink’ about lifelong learning. Adult learning – too long a servant of business competitiveness – should be reimagined as central to democratic society. Young adults, especially from disadvantaged backgrounds, engage more in education and training, and learn more day-to-day at work, if provision is democratically organised and based on enduring and inclusive institutional networks, and when jobs encourage and reward the acquisition of skills. Using innovative qualitative and quantitative methods, the contributors develop a critical perspective on dominant policies, investigating – across the European Union and Australia – how ‘vulnerable’ young adults experience programmes designed to improve their ‘employability’, and how ‘skills for jobs’ policies squeeze out wider – and wiser – ideas of what education and training should do. Chapters show why some provision works for those with poor educational backgrounds, why labour market and educational institutions matter so much, how adult education can empower and expand people’s agency, and the challenges of using artificial intelligence in lifelong learning policy-making. Several investigate the pivotal role of workplace learning in organisational life, and in learning during ‘emerging adulthood’. Important comparative studies of workplace learning in the metals, retail and adult education sectors show the role of management, trade unions and social movements in young adults’ learning

    Abstract: In diesem Open-Access-Buch werden mithilfe der forschungsleitenden Frage: „Wie ist Geographieunterricht angesichts des Zentralabiturs möglich?“ die Auswirkungen der Einrichtung beziehungsweise funktionalen Umdeutung des Zentralabiturs in den Bundesländern untersucht und systemtheoretisch interpretiert. In einer quantitativen Studie wird gezeigt, dass die Standardisierungsbemühungen der Bildungspolitik durch die Umsetzung in der Schulorganisation zu standardisierten Zentralabiturprüfungsaufgaben auf der Ebene der Bundesländer führen. In einer qualitativen Interviewstudie werden die Möglichkeiten von Geographielehrer_innen nachvollzogen, angesichts des Zentralabiturs zu handeln. Die Ergebnisse beleuchten das Zusammenspiel von Zentralabitur, Unterricht und unterrichtlichen Klausuren und die Rolle von Akteur_innen. Die individuellen Handlungsphänomene divergieren, dennoch können Typen identifiziert werden, die sich hinsichtlich der Intensität und der Frequenz der schulischen Gestaltung unterscheiden. Die systemtheoretische Interpretation der empirischen Ergebnisse kommt zu dem Ergebnis, dass der Unterricht – und damit das Erziehungssystem als Ganzes – durch Selbst- und Fremdbeschränkung sowie durch Konkurrenz von Vermittlung/Aneignung und Selektion gefährdet ist

    Abstract: This open access book includes a series of relevant policy research articles, elaborared in the framework of the “Quality in higher education: internationalisation and databases to enhance the Romanian education system” project, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), together with the Ministry of Education. The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labour market requirements and international standards. The book focuses on areas of interest for Romanian higher education, such as systemic measures to improve access, participation and completion for (vulnerable) students, better promotion of the Romanian higher education to attract students, as well as instruments for a more efficient use of data at higher education level. Each article includes evidence-based policy proposals that could support new strategic initiatives in higher education, including new legislation. Additionally, the collection of articles tells a comprehensive story about the audacity of a higher education system which went through significant challenges to align itself with both European and international trends, as well as respond to national imperatives. Over the last three decades, since the fall of the Iron Curtain, Romanian higher education has undergone significant transformations, aiming to align itself to the latest developments and trends at European and international level. The National Law on Education no. 1/2011 has set the stage for a full implementation of the Bologna Process action lines, taking into account that Romania was already a part of the largest European intergovernmental process – currently the European Higher Education Area (EHEA) – as a founding member. However, since the adoption of this normative framework, the law suffered numerous amendments, making it challenging to observe and achieve coherence in its implementation. Furthermore, Romania is also currently redesigning the strategy for the alocation of European structural funds 2021-2027, based on two strategic documents - the new Education and Employment Operational Programme and the National Recovery and Resilience Plan which highlight the reform and investment priorities at a national level. At the same time, 2021 is a good time to analyze the level of implementation for the objectives and measures included in the National Strategy for Tertiary Education 2015-2020, the Europe 2020 Strategy, and the Bologna Process action lines in the 2010 – 2020 timeframe. Therefore, the present moment may be an important time to assess the impact of strategic documents and actions in the last decade and, possibly, to draft a new National Education Law, better adapted to current realities, starting from the recent initiative by the President of Romania – the Educated Romania strategic vision which was also politically assumed by the Romanian Government

    Abstract: This open access report explores the nature and extent of students’ misconceptions and misunderstandings related to core concepts in physics and mathematics and physics across grades four, eight and 12. Twenty years of data from the IEA’s Trends in International Mathematics and Science Study (TIMSS) and TIMSS Advanced assessments are analyzed, specifically for five countries (Italy, Norway, Russian Federation, Slovenia, and the United States) who participated in all or almost all TIMSS and TIMSS Advanced assessments between 1995 and 2015. The report focuses on students’ understandings related to gravitational force in physics and linear equations in mathematics. It identifies some specific misconceptions, errors, and misunderstandings demonstrated by the TIMSS Advanced grade 12 students for these core concepts, and shows how these can be traced back to poor foundational development of these concepts in earlier grades. Patterns in misconceptions and misunderstandings are reported by grade, country, and gender. In addition, specific misconceptions and misunderstandings are tracked over time, using trend items administered in multiple assessment cycles. The study and associated methodology may enable education systems to help identify specific needs in the curriculum, improve inform instruction across grades and also raise possibilities for future TIMSS assessment design and reporting that may provide more diagnostic outcomes

    Abstract: This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice

    Abstract: This open access book highlights the importance of visions of alternative futures in music teacher education in a time of increasing societal complexity due to increased diversity. There are policies at every level to counter prejudice, increase opportunities, reduce inequalities, stimulate change in educational systems, and prevent and counter polarization. Foregrounding the intimate connections between music, society and education, this book suggests ways that music teacher education might be an arena for the reflexive contestation of traditions, hierarchies, practices and structures. The visions for intercultural music teacher education offered in this book arise from a variety of practical projects, intercultural collaborations, and cross-national work conducted in music teacher education. The chapters open up new horizons for understanding the tension-fields and possible discomfort that music teacher educators face when becoming change agents. They highlight the importance of collaborations, resilience and perseverance when enacting visions on the program level of higher education institutions, and the need for change in re-imagining music teacher education programs

    Abstract: Fabian Hoya überprüft am Beispiel des Leseunterrichts der Grundschule, ob das von Lehrkräften erteilte Feedback kompatibel zur Wahrnehmung von Schülerinnen und Schülern ist. Ebenso untersucht er, ob die Leseleistung von Kindern im Grundschulalter eher über das erteilte Feedback ihrer Lehrkräfte oder über das aus ihrer Sicht wahrgenommene Feedback erklärt werden kann. Der Feedbackerteilung von Lehrkräften und der Wahrnehmung von Schülerinnen und Schülern kommt eine hohe Bedeutung zu. So ist es für eine optimale Unterstützung der Lernprozesse von Schülerinnen und Schülern wichtig, dass diese das von ihren Lehrkräften erteilte Feedback entsprechend wahrnehmen und interpretieren.     Abstract: This open access book presents the assessment framework for IEA’s International Computer an Information Literacy Study (ICILS) 2018, which is designed to assess how well students are prepared for study, work and life in a digital world. The study measures international differences in students’ computer and information literacy (CIL): their ability to use computers to investigate, create, participate and communicate at home, at school, in the workplace and in the community. Participating countries also have an option for their students to complete an assessment of computational thinking (CT). The ICILS assessment framework articulates the basic structure of the study, providing a description of the field and the constructs to be measured. This book outlines the design and content of the measurement instruments, sets down the rationale for those designs, and describes how measures generated by those instruments relate to the constructs. Hypothesized relations between constructs provide the foundation for some of the analyses that follow. Above all, the framework links ICILS to other similar research, enabling the contents of this assessment framework to combine theory and practice in an explication of both the ‘what’ and the ‘how’ of ICILS

The chapters are based on workshops that were presented in the Early Career Researcher Day at the 13th International Congress on Mathematical Education (ICME-13).     Abstract: This open access book shares revealing insights into the development of mathematics education research in Germany from 1976 (ICME 3 in Karlsruhe) to 2016 (ICME 13 in Hamburg). How did mathematics education research evolve in the course of these four decades? Which ideas and people were most influential, and how did German research interact with the international community? These questions are answered by scholars from a range of fields and in ten thematic sections: (1) a short survey of the development of educational research on mathematics in German speaking countries (2) subject-matter didactics, (3) design science and design research, (4) modelling, (5) mathematics and Bildung 1810 to 1850, (6) Allgemeinbildung, Mathematical Literacy, and Competence Orientation (7) theory traditions, (8) classroom studies, (9) educational research and (10) large-scale studies. During the time span presented here, profound changes took place in German-speaking mathematics education research. Besides the traditional fields of activity like subject-matter didactics or design science, completely new areas also emerged, which are characterized by various empirical approaches and a closer connection to psychology, sociology, epistemology and general education research. Each chapter presents a respective area of mathematics education in Germany and analyzes its relevance for the development of the research community, not only with regard to research findings and methods but also in terms of interaction with the educational system. One of the central aspects in all chapters concerns the constant efforts to find common ground between mathematics and education.     Abstract: This open access book focuses on trends in educational inequality using twenty years of grade 8 student data collected from 13 education systems by the IEA’s Trends in Mathematics and Science Study (TIMSS) between 1995 and 2015. While the overall positive association between family socioeconomic status (SES) and student achievement is well documented in the literature, the magnitude of this relationship is contingent on social contexts and is expected to vary by education system. Research on how such associations differ across societies and how the strength of these relationships has changed over time is limited. This study, therefore, addresses an important research and policy question by examining changes in the inequality of educational outcomes due to SES over this 20-year period, and also examines the extent to which the performance of students from disadvantaged backgrounds has improved over time in each education system. Education systems generally aim to narrow the achievement gap between low- and high-SES students and to improve the performance of disadvantaged students. However, the lack of quantifiable and comprehensible measures makes it difficult to assess and monitor the effect of such efforts. In this study, a novel measure of SES that is consistent across all TIMSS cycles allows students to be categorized into different socioeconomic groups. This measure of SES may also contribute to future research using TIMSS trend data. Readers will gain new insight into how educational inequality has changed in the education systems studied and how such change may relate to the more complex picture of macroeconomic changes in those societies

    Abstract: This open access book presents a person-centered exploration of student profiles, using variables related to motivation to do school mathematics derived from the IEA’s Trends in International Mathematics and Science Study (TIMSS) data. Statistical cluster analysis is used to identify groups of students with similar motivational profiles, across grades and over time, for multiple participating countries. While motivational variables systematically relate to school outcomes, linear relationships can obscure the diverse makeup of student subgroups, each with varying combinations of motivation, emotions, and attitudes. In this book, a person-centered analysis of distinct and meaningful motivational profiles and their differences on sociodemographic variables and mathematics performance broadens understanding about the role that motivation characteristics play in learning and achievement in mathematics. Exploiting the richness of IEA’s TIMSS data from many countries, extracted clusters reveal consistent, as well as certain nuanced patterns that are systematically linked to sociodemographic and achievement measures. Student clusters with inconsistent motivational profiles were found in all countries; mathematics self-confidence then emerged as the variable more closely associated with average achievement. The findings demonstrate that teachers, researchers, and policymakers need to take into account differential student profiles, prioritizing techniques that target skill and competence in mathematics, in educational efforts to develop student motivation

It examines different aspects of teacher involvement in collaborative curriculum design, with specific attention to its implications for sustainable curriculum innovation and teacher learning.     Abstract: This open access book presents a systematic investigation into internationally comparable data gathered in ICILS 2013. It identifies differences in female and male students’ use of, perceptions about, and proficiency in using computer technologies. Teachers’ use of computers, and their perceptions regarding the benefits of computer use in education, are also analyzed by gender. When computer technology was first introduced in schools, there was a prevailing belief that information and communication technologies were ‘boys’ toys’; boys were assumed to have more positive attitudes toward using computer technologies. As computer technologies have become more established throughout societies, gender gaps in students’ computer and information literacy appear to be closing, although studies into gender differences remain sparse. The IEA’s International Computer and Information Literacy Study (ICILS) is designed to discover how well students are prepared for study, work, and life in the digital age. Despite popular beliefs, a critical finding of ICILS 2013 was that internationally girls tended to score more highly than boys, so why are girls still not entering technology-based careers to the same extent as boys?     Abstract: Das Lehrbuch zur „Dokumentarischen Unterrichtsforschung“ stellt einen unterrichtstheoretisch fundierten qualitativ-rekonstruktiven Forschungsansatz für die videobasierte Erforschung von Unterricht zur Verfügung.     Abstract: Im Zentrum des Bandes steht das Spannungsgefüge beruflicher Bildung.     Abstract: Christoph Fuhrmann analysiert und erprobt die Anwendung des trigonometrischen Modells, eines neuen Item-Response-Modells. In Abgrenzung zum Rasch-Modell, das bei den PISA- oder TIMMS-Auswertungen verwendet wird, leitet der Autor die mathematischen Eigenschaften des trigonometrischen Modells her und stellt auf Grundlage trigonometrischer Auswertungsstrategien inhaltliche Implikationen einer durch das Modell möglichen erweiterten Datenauswertung vor. Dabei zeigt er, dass das trigonometrische Modell – unter Beibehaltung der spezifischen Objektivität, die das Rasch-Modell auszeichnet – einen konstanten und kleineren Parameterschätzfehler aufweist. Durch die Hinzunahme von Informationen aus den Antwortmustern ist es in der Lage, Fehlkonzepte in Abhängigkeit von Fähigkeitsausprägungen zu identifizieren oder auch latente Klassen sowie Richtungsdaten zu analysieren.     Abstract: Claudia Rupp untersucht, wie Lehrkräfte an deutschen und englischen Grundschulen Rechenschaftsmaßnahmen in ihrem beruflichen Alltag wahrnehmen und was dies für das Handeln der beteiligten Akteure bedeutet. Der Kern des Rechenschaftsprozesses liegt im Bestimmen der schulischen Leistung. Die Akteure geben und nehmen Einblick, wobei sie auf Leistungen von Schülerinnen und Schülern, Lehrkräften, Eltern oder der gesamten Schule einwirken und diese bewerten. Die Autorin rekonstruiert das Zusammenspiel des professionellen Selbstverständnisses von Lehrkräften mit unterschiedlichen Rechenschaftsmaßnahmen wie etwa der Schulinspektion oder Lernstandserhebungen. Es zeigt sich, dass der Rechenschaftsprozess ein Feld sozialer Interaktion ist, welches durch wechselseitige Aufdeckung und Abschirmung gekennzeichnet ist.
