    Abstract: Terrorismus ist noch immer eines der bedrohlichsten Phänomene der heutigen Zeit. In diesem Buch werden mithilfe von Gerichtsakten vom Generalbundesanwalt beim Bundesgerichtshof in Karlsruhe die Radikalisierungsprozesse von 58 deutschen Jihadisten analysiert. Durch das umfassende Datenmaterial ist es möglich, die Wege dieser Personen von der Radikalisierung bis zum Anschluss an eine terroristische Organisation im Ausland (u.a. Islamischer Staat) sowie ausgeübte strafrechtlich relevante Handlungen zu rekonstruieren. Mithilfe einer Netzwerkanalyse wird das radikale Netzwerk untersucht, das aus Deutschland mit Jihadkämpfern im In- und Ausland verbunden gewesen ist. Dabei wird ein Augenmerk auf den Aufbau, die Funktionsweise und die Schlüsselpersonen des Netzwerks gelegt. Auch werden die unterschiedlichen Rollen und Unterstützungshandlungen der Netzwerkmitglieder in den Fokus genommen. Zusätzlich werden strafrechtlich relevante Radikalisierungs- und Mobilisierungsstrategien salafistisch-jihadistischer Prediger entschlüsselt, die weitaus tiefere Verbindungen zu terroristischen Organisationen im Ausland haben als bisher angenommen. Die Autorin Kristin Weber ist Kriminologin, Soziologin und wissenschaftliche Mitarbeiterin im Bereich der Radikalisierungs-, Terrorismus- und Extremismusforschung. An der Deutschen Hochschule der Polizei in Münster-Hiltrup hat sie ihre Dissertation im Rahmen des Projektes X-Sonar "Analyse extremistischer Bestrebungen in sozialen Netzwerken", welches vom Bundesministerium für Bildung und Forschung gefördert wurde, geschrieben.

    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

    Abstract: Die digitale Selbstvermessung ist eine neue Form der Selbstthematisierung an der Schnittstelle von Lebensführung, Technologie und digitalem Kapitalismus. Damit ist sie ein Barometer für die Denk- und Kontrollformen zeitgenössischer Technowissenschaftskultur. Eryk Noji untersucht die Frage, wie Selbstvermesser*innen ihre Apps und Geräte im Alltag situieren. Mit Hilfe der Selbstvermessung regulieren Nutzer*innen ihren Alltag flexibel im Sinne kybernetischer Kontrolle. Diese Kybernetisierung des Selbst knüpft die Aussicht auf individuelle Autonomie an die Technisierung von Feedback und wird von Noji in ihren Ambivalenzen diskutiert. Der Autor Eryk Noji ist wissenschaftlicher Mitarbeiter am Lehrgebiet Soziologische Gegenwartsdiagnosen an der FernUniversität in Hagen und Koordinator der interdisziplinären Forschungsgruppe Figurationen von Unsicherheit.     Abstract: In recounting their migration journey, references to nationality pervade the narratives of Zimbabweans in South Africa. Given the challenges many migrants confront based on their nationality, this presents a seeming paradox. This qualitative interview study, conducted with Zimbabwean migrants in two areas of Cape Town—Observatory and Dunoon—aims to elucidate the nuances of national self-descriptions in a demanding environment. Identifying as Zimbabwean serves as a sanctuary and a retreat, where alternative identifications often prove transient; embracing Zimbabweanness fosters an affirmative and positive self-perception, surpassing the limitations of other collective self-descriptions. Rather than pre-emptively characterizing a nationalist demeanour, the articulation of national self-description emerges as a strategic tool to navigate experiences of hostility and discrimination, while also asserting legitimate claims to equal opportunities. In this way, nationality takes a trajectory that diverges from conventional notions of nationality (and the ones of the nation-state or citizenship) as per Northern theory, contributing to alternative conceptualizations within the framework of the Global South. About the author Johannes Kögel studied philosophy and sociology in Munich and Cape Town. He currently works as a research associate at the University of Munich (LMU München). He has conducted social research on diverse topics such as brain-computer interfaces, xenotransplantation, and migration in South Africa. .

    Abstract: ‚Männlichkeit‘ gilt als lange gleichgesetzt mit dem ‚Allgemein-Menschlichen‘ und daher als Spezifikum regelrecht unsichtbar. Was macht das Nachdenken über und die Beforschung von ‚Männlichkeit‘ dann epistemologisch wie gesellschaftlich wahrscheinlich? Dieser Frage geht die vorliegende Studie aus gesellschaftstheoretischer Perspektive nach. Entlang sozialwissenschaftlicher Publikationen zu ‚Männlichkeit‘ von 1908-2022 werden gesellschaftliche Zusammenhänge rekonstruiert, die die (wissenschaftliche) Reflexivierung von ‚Männlichkeit‘ bedingen. Damit stellt die Studie eine erste systematische Untersuchung des Feldes der Männlichkeitsforschung dar. Zudem entpuppt sich das vergleichsweise kleine Forschungsfeld als reichhaltiges Labor, an dem sich über dessen Partikularität hinaus soziologische Grundfragen und methodologische Aspekte diskutieren lassen: darunter Subjekt-Gesellschaft-Verhältnisse, Epistemologie und Operationalisierung, Prozesse der Grenzziehungen und Stabilisierung wissenschaftlicher Disziplinen sowie die Bedeutung von Un-/Sichtbarkeit, Paradoxien und blinden Flecken von Beobachtungen. Die Autorin Jana Fritsche studierte Soziologie, Politikwissenschaften und Gender Studies an der Ludwig-Maximilians-Universität und wurde dort 2023 mit einer Arbeit über die Entwicklung der Männlichkeitsforschung promoviert. Seit 2023 ist sie wissenschaftliche Mitarbeiterin am Medical Education Center der Technischen Universität München. Ihre aktuellen Forschungsschwerpunkte sind Wissens- und Wissenschaftssoziologie, Subjektivierungsprozesse, Geschlechterforschung und qualitative Sozialforschung.

    Abstract: Der Begriff der Produktivität findet täglich Verwendung, um die eigene Leistung zu bewerten. Darin, so die These, zeigt sich ein problematisches Verhältnis zur eigenen Tätigkeit. Denn was bedeutet Produktivität? Die Autorin geht von dem antiken weiten Verständnis von Produktivität als generellem Wirkprinzip aus und zeigt, wie sich Vorstellungen in Bezug auf das, was als produktiv gilt, gewandelt haben. Heute dominiert das ökonomische Verständnis, das die Beziehung zwischen Input (hervorbringender Natur) und Output (hervorgebrachter Natur) quantifiziert. Produktiv ist der Mensch, wenn er viel schafft – und nicht, wenn er ‚sich hervorbringt‘. Die Autorin entwickelt einen neuen Produktivitätsbegriff, der die menschliche Fähigkeit zu produktiver Selbstwerdung ins Zentrum stellt. So entsteht auch ein neuer Blick auf (humanistisch) produktive Arbeit, der diese nicht an Effizienzmaximen, sondern der Beziehung des Subjekts zur Tätigkeit festmacht. Zugleich soll Systemproduktivität im Subjekt verwurzelt werden: Das (wirtschaftliche) System gilt nicht mehr als produktiv, wenn es kurzfristig Gewinne, sondern nur, wenn es langfristig Bedingungen für Individual(re)produktivität bereitstellt. Der Begriff der Produktivität wird so (wieder) als Vermittlungsbegriff fruchtbar gemacht. Die Autorin Hannah Schragmann arbeitet in einem Start-Up daran, positiven Impact auf die SDGs zu skalieren und forscht zugleich zu neuen Ansätzen der (Re)Produktivitätsbemessung, die ökologisch-soziale Auswirkungen internalisieren.

    Abstract: In diesem Open-Access-Buch geht es um die Frage, wie Leser*innen in Deutschland automatisiert generierte Nachrichten wahrnehmen und welche Bedeutung sie den Verfahren im Journalismus zuschreiben. Im Mittelpunkt steht die Frage, ob das Publikum dem automatisierten Journalismus vertraut und welche Einflussfaktoren bei dieser Entscheidung eine Rolle spielen. Zur empirischen Überprüfung wurden Focus Groups mit gezielt rekrutierten Leser*innen eingesetzt. Die Ergebnisse zeigen, dass es keine monokausalen Antworten auf die Frage nach dem Vertrauen der Lesenden in automatisierten Journalismus gibt. Grundsätzlich stehen sie dem Technologieeinsatz neutral und gleichzeitig neugierig sowie – vor allem mit Blick auf die Zukunft – skeptisch gegenüber. Die Teilnehmenden fordern einen transparenten Umgang der Medienorganisationen mit automatisierter Berichterstattung und wollen mehr Informationen zum Einsatz, zur Verbreitung und zur Technologie haben. Als Einflussfaktoren auf die Vertrauensbewertung wurden ausgewählte Personen- sowie Text- und Publikationsmerkmale und Eigenschaften des Untersuchungsgegenstands getestet. Hohe Relevanz haben erkennbar die Angst vor gezielter Manipulation, die individuellen Vorstellungen über Künstliche Intelligenzen sowie die Kontingenz von Texten. Die Autorin Theresa Körner hat 2023 am Institut für Kommunikationswissenschaft der Otto-Friedrich Universität Bamberg zum Thema Vertrauen der Lesenden in Automatisierten Journalismus promoviert.

    Abstract: In diesem Open-Access-Buch wird erstmals die sozialrechtsbezogene Beratung von Verbänden als Strategie im Zugang zum Recht in die Tiefe gehend analysiert und anhand von drei exemplarisch dargestellten Beratungssituationen die Herstellung eines Zugangs zum System sozialer Sicherung rekonstruiert. Die Beratung der Sozialverbände zu sozialen Problemlagen ist ein historisch gewachsenes Gefüge im Sozialstaat. Sie tragen mit ihrer Beratung dazu bei, dass Bürger:innen im Bedarfsfall Barrieren im Zugang zum System sozialer Sicherung überwinden und auf die sozialen Sicherungssysteme zugreifen können.     Abstract: Im Rahmen der „Flüchtlingskrise“ ab 2015 war vielerorts die Rede davon, dass die Polarisierung zu einer Erosion des gesellschaftlichen Zusammenhalts in Deutschland geführt habe und entsprechend gegengesteuert werden müsse. Dabei geht die diskursive Präsenz des gesellschaftlichen Zusammenhalts jedoch nicht mit begrifflicher Klarheit einher, auch nicht auf der wissenschaftlichen Ebene. Um dem Diskurs mehr Substanz zu verleihen, untersucht Frederik Schäfer in dieser Arbeit den gesellschaftlichen Zusammenhalt in Deutschland sowie den Konnex zur Migrations- und Flüchtlingsthematik, indem er den Fokus sowohl auf die politische Theorie als auch auf die Analyse qualitativer Experteninterviews richtet. Die Verknüpfung von Theorie und Empirie zeigt, dass hinsichtlich des gesellschaftlichen Zusammenhalts kollektivistische sowie individualistische Zugänge im politischen Alltag nur eine geringe Relevanz haben. Vielmehr werden gemeinsame Werte weitgehend als konstitutiv für den Zusammenhalt wahrgenommen. Konkret haben sich Engagement und Begegnung sowie Arbeit als zentrale Faktoren des Zusammenhalts herauskristallisiert.     Abstract: Journalist*innen ostdeutscher Herkunft sind in den Führungsetagen deutscher Medienhäuser klar unterrepräsentiert – sogar in den neuen Bundesländern. Obwohl es in den vergangenen Jahren Fortschritte gab, erfolgt die Berichterstattung über Ostdeutschland auch 30 Jahre nach der Wiedervereinigung oft aus einer Außenperspektive. Dieses Buch nimmt die Geschichte des ostdeutschen Mediensystems als Ursache des Status Quo in den Blick – erzählt durch biografische Gruppeninterviews mit ostdeutschen Journalist*innen. Die Ergebnisse bestätigen die anhaltende Dominanz westdeutscher Paradigmen im Journalismus, die sich bisweilen in der Benachteiligung und Diskriminierung ostdeutscher Journalist*innen offenbart. Es wird deutlich, dass historische Verflechtungen und die ostdeutsche Identität das berufliche Rollenverständnis und die Karriere bis heute prägen: Ostdeutsche Journalist*innen bewegen sich im permanenten Spannungsfeld zwischen Anpassung und Selbstbehauptung. Doch die Ergebnisse geben auch Grund zur Hoffnung: Junge ostdeutsche Journalist*innen erkämpfen sich zunehmend einen Platz in gesamtdeutschen Diskursen und fordern damit jene gesellschaftliche Anerkennung ein, die ihren Eltern und Großeltern verwehrt geblieben ist.     Abstract: Die Rezeption vielfältiger Nachrichten führt zu normativ wünschenswerten Effekten. Zuletzt haben sich die Sozialen Medien für manche als wichtigste Nachrichtenquelle etabliert. Kann das dort präsentierte Nachrichtenangebot Ansprüche an Vielfalt genauso einlösen, wie andere Zugangswege? Und welche Kriterien beeinflussen die Nachrichtenselektion von Gatekeepern in den Sozialen Medien? Bisher wurden diese Fragen nur unzureichend untersucht. Ziel dieser Arbeit ist daher die Identifikation von Artikel- und Meldungsmerkmalen, die die journalistische Verbreitung von Nachrichten in den Sozialen Medien befördern. Die Vielfalt des Nachrichtenangebots in den Sozialen Medien wird zudem ihrem Äquivalent auf journalistischen Webseiten gegenübergestellt. Dazu wird eine qualitative Expertenbefragung mit einem inhaltsanalytischen Input-Output-Vergleich journalistischer Artikel verknüpft. Die Ergebnisse attestieren dem in den Sozialen Medien journalistisch präsentierten Nachrichtenangebot eine nur geringfügig verminderte Vielfalt. Nachrichtenfaktoren üben an diesem Schleusentor hingegen nur einen geringen zusätzlichen Einfluss aus. Stattdessen sind auch bisher vernachlässigte formale Aspekte bedeutsam. Der Autor Lars-Ole Wehden ist als wissenschaftlicher Mitarbeiter am Institut für Kommunikationswissenschaft der Universität Münster tätig. Die identifizierten Machtbegriffe wurden hinsichtlich ihrer theoretischen Vorannahmen (Vordenker*innen, Konzepte, Begriffe etc.) untersucht und kritisch diskutiert. Schlussendlich wurden die verschiedenen Konzeptionen untereinander verglichen, indem sie in verschiedene Machtkategorisierungen eingeordnet wurden. Der Autor Silas Ketels Master of Arts M.A., studierte bis vor Kurzem Angewandte Kommunikationswissenschaft an der Fachhochschule Kiel und bereitet sich derzeit auf seine Promotion vor. Seine Forschungsschwerpunkte sind unter anderem digitaler Kapitalismus, digitale Öffentlichkeit und Diskursforschung.

In recent years, the Flemish government has initiated a series of reforms to strengthen the quality of education. These include the introduction of full cohort standardised student assessments in Dutch and mathematics. Students will take the assessments in Grades 4 and 6 at the primary level and in Grades 8 and 12 at the secondary level starting in 2024. This ambitious and innovative reform aims to strengthen and monitor the quality of education, with student results envisaged to inform improvement efforts at different levels of the system. As a follow up to the support provided by the OECD Strategic Education Governance Project, the Flemish Department of Education and Training asked the OECD Implementing Education Policies Project team to support the successful design and implementation of the standardised student assessment reform. This level of education, which most frequently serves students aged between 15 to 18, is generally the first time when learners have significant capacity to shape the content of their learning, for example by opting for general or vocational education, choosing their subjects and developing a specialisation. Across the OECD, education systems have developed different ways to be responsive to different student needs and interests while trying to ensure that learners develop coherent foundational skills. This paper captures the diversity of countries’ upper secondary systems by: 1) developing a common language that sets the foundation for internationally comparative analysis; 2) categorising how countries organise their programmes in upper secondary education to manage choice, coherence and specialisation; and 3) identifying benefits and strategies to mitigate the risks associated with different approaches to upper secondary programmes for students, education systems and society.

    Abstract: This report analyses the demand for positions that require skills needed to develop or work with AI systems across 14 OECD countries between 2019 and 2022. It finds that, despite rapid growth in the demand for AI skills, AI-related online vacancies comprised less than 1% of all job postings and were predominantly found in sectors such as ICT and Professional Services. Skills related to Machine Learning were the most sought after. The US-focused part of the study reveals a consistent demand for socio-emotional, foundational, and technical skills across all AI employers. However, leading firms – those who posted the most AI jobs – exhibited a higher demand for AI professionals combining technical expertise with leadership, innovation, and problem-solving skills, underscoring the importance of these competencies in the AI field.

    Abstract: Calls for increased monitoring and evaluation of education policies and practices have not, so far, included widespread and consistent assessments of the inclusiveness of education settings. Measuring inclusion in education has proven to be a challenging exercise, due not only to the complexity and different uses of the concept, but also to its holistic nature. Indeed, measuring inclusion implies analysing a variety of policy areas within education systems, while also considering the different roles of the system, the school and the classroom. This paper discusses the application of the input-process-outcome model to the measurement of inclusion in education, and key indicators that can be adopted by education systems and schools to this end. It makes considerations relevant to policy makers when designing indicators to measure inclusion, such as the extent of their application, the constraints related to data disaggregation and the relevance of intersectional approaches to inclusion.

    Abstract: Resource banks support learning in classrooms by improving the quality of teacher instruction and assessment. They are typically online platforms that include examples of curriculum-aligned assessment tasks and complementary instruction, assessment and learning materials. These can be used by teachers, students and parents to improve learning in schools. While resource banks have become an important curriculum and assessment tool in many OECD countries, information about them remains scarce. This policy perspective provides a framework to help educators plan, design and use resource banks. First, policymakers should have a thorough concept of the resource bank and carefully plan its governance and resourcing structure. Second, the definition and development of its content and the platform's underlying technology should be guided by quality, security and privacy principles that place users at the centre. Thirdly, once released, it is important to promote awareness of the resource bank to key stakeholders and maintain content and IT-support. This will ensure resource banks have a long-lasting and positive impact on educational practices.

    Abstract: Artificial Intelligence (AI) scoring for constructed-response items, using recent advancements in multilingual, deep learning techniques utilising models pre-trained with a massive multilingual text corpus, is examined using international large-scale assessment data. Historical student responses to Reading and Science literacy cognitive items developed under the PISA analytical framework are used as training data for deep learning together with multilingual data to construct an AI model. The trained AI models are then used to score and the results compared with human-scored data. The score distributions estimated based on the AI-scored data and the human-scored data are highly consistent with each other; furthermore, even item-level psychometric properties of the majority of items showed high levels of agreement, although a few items showed discrepancies. This study demonstrates a practical procedure for using a multilingual data approach, and this new AI-scoring methodology reached a practical level of quality, even in the context of an international large-scale assessment.

La présente étude évalue la "géographie de l'enseignement supérieur" au Québec à travers dix études de cas d'EES innovants et engagés dans le soutien à l'entrepreneuriat et à l'innovation dans leurs communautés. L’analyse montre aussi dans quelle mesure les EES québécois soutiennent l’entrepreneuriat, l'innovation, la mise en relation entre acteurs, ainsi que la mobilisation de ressources et d'acteurs politiques.     Abstract: El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

Sin embargo, el modelo de la posguerra no ha generado el dinamismo económico o los puestos de trabajo que el país necesita. El crecimiento económico fue moderado en los años previos a la pandemia de COVID-19, promediando 2.4%, y la productividad creció al 0.1% durante la pasada década. Para impulsar un desarrollo más sólido, inclusivo y sostenible son necesarias acciones decisivas. Basándose en un análisis multidimensional del desarrollo en El Salvador este informe plantea cuatro recomendaciones prioritarias: 1) sentar las condiciones para la transformación productiva y la modernización de la economía; 2) aumentar la cantidad, calidad y pertinencia de la educación; 3) gestionar mejor los recursos hídricos para llevar agua y saneamiento a todos de manera sostenible; y 4) modernizar el Estado para que pueda generar bienes públicos clave – desde la seguridad ciudadana a la educación o la salud – de manera eficaz, y conducir el país hacia la próxima etapa de su desarrollo.

But a good transition from earlier levels of education is the first, essential step in a successful journey through upper secondary education and into further education and/or employment. The design of transition systems can mitigate existing inequities in education, but it can also accentuate them. Transitions can also influence student well-being. They can have either a negative impact, for example through highly competitive systems that can be stressful for students and narrow their development, or a positive impact, for example by helping to construct young people’s sense of agency and ability to make informed decisions about their future. This paper looks at how countries manage students’ transition into upper secondary education and the main policy implications of each transition point and how they can influence student outcomes.

    Abstract: The international instruments of the Teaching and Learning International Survey (TALIS) require national adaptations and translation before data collection processes begin. This paper provides an assessment of the processes used in TALIS 2018, based on an analysis of the documentation available, as well as countries’ descriptions of the processes and challenges undergone during that cycle. The author starts by identifying several positive aspects, highlighting the work of the international contractor, the national centres and national project managers but also suggests areas for improvement. Finally, the paper looks at the new translatability assessment in the current cycle (TALIS 2024) and how it could be even more effective, as well as recommending a series of proposals that could support adaptation and translation processes in future cycles.

It proposes five areas for action that each include a range of evidence-based and actionable recommendations for a coordinated approach to reducing ESL in all autonomous communities and in the autonomous cities of Ceuta and Melilla.

    Abstract: Developed as one of the resources within the context of the OECD Centre for Educational Research and Innovation (CERI) project entitled “Fostering and assessing creativity and critical thinking skills in higher education”, this paper reviews existing policies and practices relating to the assessment of students’ creativity and critical thinking skills in higher education across OECD countries. Creativity and critical thinking are largely emphasised in policy orientations and qualification standards governing higher education in many countries. In contrast, these skills are sparsely integrated into the dimensions of centralised assessments administered at the level of systems. At the local level, because of the large degrees of institutional autonomy and academic freedom, there is little indication that policy orientations translate into actual transformation of assessment practices developed and implemented by faculty members. Based on this analysis, the paper provides recommendations for policy and decision makers in systems and institutions to further support the development and implementation of assessment strategies to measure and foster students’ creativity and critical thinking in higher education.

It then focuses on academic strategies the Ministry of Education can implement in the short and medium-term to help students recover lost learning opportunities, including adapting instructional strategies and pedagogies to individual needs, adapting the time of instruction, providing curricular flexibility and enabling fluid learning pathways within the school system. The brief concludes by putting forward a range of policy responses that can enhance the long-term effectiveness of learning recovery strategies in Ukraine.

Ireland's emergency solutions – the Calculated Grades System in 2020 and the Accredited Grades System in 2021 – provided recognised certification of student achievement and enabled Ireland's young people to progress to the next stage of life, into further education or employment. This policy perspective reflects on the experience for stakeholders of the solutions that were adopted in 2020 and 2021.

    Abstract: The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region's population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market. A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.
