    Abstract: This Element shows the basis for pragmatics/(im)politeness to become intergroup-oriented to be able to consider interactions in which social identities are salient or are essentially collective in nature, such as Cancel Culture (CC). CC is a form of ostracism involving the collective withdrawal of support and concomitant group exclusion of individuals perceived as having behaved in ways construed as immoral and thus displaying disdain for group normativity. To analyze this type of collective phenomenon, a three-layered model that tackles CC manifestations at the macro, meso, and micro levels is used. At the meso/micro levels, problematize extant conceptualizations of CC -mostly focused on the macro level and describe it as a Big C Conversation, whose meso-level practices need to be understood as genre-ecology, and where identity reduction, im/politeness, and moral emotions synergies are key to understand group entitativity and agency.

    Abstract: The making of fashionable women's dress in Georgian England necessitated an inordinate amount of manual labour. From the mantuamakers and seamstresses who wrought lengths of silk and linen into garments, to the artists and engravers who disseminated and immortalised the resulting outfits in print and on paper, Georgian garments were the products of many busy hands. This Element centres the sartorial hand as a point of connection across the trades which generated fashionable dress in the eighteenth century. Crucially, it engages with recreation methodologies to explore how the agency and skill of the stitching hand can inform understandings of craft, industry, gender, and labour in the eighteenth century. The labour of stitching, along with printmaking, drawing, and painting, composed a comprehensive culture of making and manual labour which, together, constructed eighteenth-century cultures of fashionable dress.

    Abstract: Scholars have long recognized that interpersonal networks play a role in mobilizing social movements. Yet, many questions remain. This Element addresses these questions by theorizing about three dimensions of ties: emotionally strong or weak, movement insider or outsider, and ingroup or cross-cleavage. The survey data on the 2020 Black Lives Matter protests show that weak and cross-cleavage ties among outsiders enabled the movement to evolve from a small provocation into a massive national mobilization. In particular, the authors find that Black people mobilized one another through social media and spurred their non-Black friends to protest by sharing their personal encounters with racism. These results depart from the established literature regarding the civil rights movement that emphasizes strong, movement-internal, and racially homogenous ties. The networks that mobilize appear to have changed in the social media era. This title is also available as Open Access on Cambridge Core.

    Abstract: The Islamic Welfare State explains the relationship between government legitimacy, everyday security, and lived Islam in Pakistan-a major Muslim-majority country.     Abstract: Between the seventeenth and eighteenth centuries, more than fifteen million people were uprooted from West Africa and enslaved in the Trans-Saharan and Transatlantic slave systems The state of Gajaage, located on the West African hinterland, offered a doorway to the Atlantic Ocean and played a central role in the wide-scale trade system that connected the histories of Africa, the Americas, and Europe. Focussing on the Soninke of Gajaaga, Makhroufi Ousmane Traoré demonstrates how their resistance to the slave trades led to the formation of a united community bound by an awareness of identity. This original study expands our understanding of the various modes of resistance West Africans employed to stem the encroaching tide of Arab imperializing efforts, European mercantile capitalism, and the Atlantic slave trade, whilst also highlighting how ethnic and religious identities were constructed and mobilized in the region.

    Abstract: This Element explores the sentiment and keyword features in both authorship profiling and authorship attribution in social media texts in the Chinese cultural context. The key findings can be summarised as follows: firstly, sentiment scores and keyword features are distinctive in delineating authors' gender and age. Specifically, female and younger authors tend to be less optimistic and use more personal pronouns and graduations than male and older authors, respectively. Secondly, these distinctive profiling features are also distinctive and significant in authorship attribution. Thirdly, our mindset, shaped by our inherent hormonal influences and external social experiences, plays a critical role in authorship. Theoretically, the findings expand authorship features into underexplored domains and substantiate the theory of mindset. Practically, the findings offer some broad quantitative benchmarks for authorship profiling cases in the Chinese cultural context, and perhaps other contexts where authorship profiling analyses have been used.     Abstract: In the immediate aftermath of the French abolition of slavery in 1848, many previously enslaved children suddenly became wards of the colonial state. The colonial administration in Senegal created an institution called tutelle, a form of guardianship or wardship, that aimed both to prevent the loss of labor from liberated minors and to safeguard the children's welfare. Drawing from extensive archival research, Bernard Moitt uncovers the stories of these liberated children who were entrusted to Africans, Europeans, institutions like orphanages, Catholic orders and the military, and, often, their former owners. While the literature on servitude in French West Africa has primarily focused on the period before 1848, Moitt demonstrates that tutelle allowed slavery to persist under another name, with children continuing to be subject to the same widespread labor exploitation and abuse. Using a range of rich case studies, this book offers new insights into the emancipation of enslaved people in Senegal, the tenacity of servility, and children's agency.

    Abstract: This Element offers a new theoretical model of acculturation within the general framework of cultural psychology. It is divided into four sections. First, cross-cultural and cultural orientations are contrasted. The psychology of economic migration (EARN), separate from the psychology of acculturation (LEARN), is the theme of the next section. Berry's model of acculturation preferences is discussed in section three. It serves as a contrasting reference point for the tripartite model of bicultural competencies, developed in the final section. The three interconnected components are symbols, language, and values/practices characterize both enculturation and acculturation. As a second culture learning process, acculturation is not restricted to immigration. It may take a vicarious (remote) shape in the home country. It also includes data analysis on aspects of LG financing outside the IGFTRP system, but with implications to its delivery. These aspects include LG Own Source Revenues (OSR), Other Government Transfers (OGT) and External Finance that are captured by LG budgets and reports (available on the MoFPED website)

With the start of military hostilities in 2014 also came an onslaught of propaganda, to both convince and confuse audiences worldwide about the war's historical and ideological underpinnings. Based on extensive research drawing on tens of thousands of news articles and hundreds of pages of legal documents and internal correspondence, this book offers the first comprehensive analysis of the role of propaganda, ideology, and identity in the Russian-Ukrainian war. It argues that, despite Russia's efforts to set up a media machine at home and abroad with eight years of propaganda legitimising Russia's presence in eastern Ukraine, Russia failed to vocalise a convincing alternative to Ukrainian nationhood. Instead, Russian propaganda backfired: Ukraine is now more united than ever before.

It explains how the formal organizational efforts of social movement emissaries and favorable and corresponding global models of state and civic participation have enabled the globalization of nonviolence. The Element discusses a historical perspective of this process to illuminate how understanding nonviolence as a contentious performance can explain the repertoire's successes and failures across contexts and over time. The Element underscores the dynamics of contention among global repertoires and suggests future research more closely examines the challenges posed by institutionalization.

    Abstract: This paper reviews the main findings from 110 studies produced between 1990 and 2023, focusing on the impact of migration on various child groups affected through the migration path, including left-behind, immigrant (including voluntary and forced), and native children. The findings reveal that migration's influence on children's outcomes is complex and context- dependent, and it is dramatically influenced by household demographics and public policies. Key findings include the following: (i) left-behind children benefit from remittances but experience dramatic declines in their cognitive and non-cognitive development due to parental absence; (ii) immigrant children generally fare better than those in their origin countries but still underperform compared to native children in host countries; and (iii) the impacts of migration on native children is largely dependent on the adjustment of public service supply to the increased demand for public services. In cases where education services expand to meet rising demand, the effect on native children can be minimal or even positive. The paper emphasizes the need for more experimental or quasi-experimental research examining the effectiveness of programs supporting migrant and minor host children and calls for longitudinal data collection for better understanding the challenges and needs of migrant children, particularly in developing countries

These estimates require care when interpreted as they typically reflect the short-term direct impact of past events and abstract from potential adaptation. The paper discusses emerging work trying to address this, analyzing the responses by firms, farms, households, and workers. Together, the existing evidence points toward six potential areas of government response. Potential labor policies include green jobs, green skills, labor-oriented adaptation, flexible work regulation, labor market integration, and social protection.     Abstract: When it comes to mental health, do social protection programs matter more in times of crisis Using panel data from the Philippines around the onset of the COVID-19 pandemic, this study compares depression rates among beneficiaries of an existing conditional cash transfer program to those of non-beneficiaries of similar socioeconomic status. Depression rates were almost identical for the two groups in late 2019, but significantly lower for conditional cash transfer beneficiaries by July 2020, after the initiation of strict quarantine measures and a large emergency cash transfer program. One interpretation of the increased importance of the conditional cash transfer program during the pandemic is that these transfers have larger protective effects in times of vulnerability. Another possible reason is that the existing infrastructure of the program, by allowing for more timely distribution of the emergency cash, enhanced the effectiveness of the government's pandemic response for conditional cash transfer beneficiaries.     Abstract: The COVID-19 pandemic resulted in significant disruption in schooling worldwide. This paper uses global test score data to estimate learning losses. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students. Educational losses may translate into significant national income losses over time

    Abstract: Despite substantial progress in closing the gender gap, women's labor force participation in the Middle East and North Africa remains one of the lowest globally, at a mere 18 percent. This paper investigates the effect of the introduction of unilateral divorce laws on women's labor outcomes, using data from the Demographic and Health Survey program that spans decades and a quasi-experimental difference-in-differences design in three countries: Morocco, the Arab Republic of Egypt, and Jordan. The results highlight that no-fault divorce legislation was associated with a modest increase in mothers' labor outcomes, measured by current employment, a few years after the reform. These findings are likely induced by a power shift and anticipatory effects that drive women into the labor force. However, when a longer time window is considered, 10 or more years after the reform, the study documents a negative effect of the reform on women's labor outcomes in Morocco, and a positive effect in the Arab Republic of Egypt and Jordan. These differences can be attributed to a set of countervailing effects, including social norms, labor market dynamics, and evolution of the legislation, that make the derived utility from marriage, in some cases, more attractive than that derived from employment, and vice versa. These findings partially confirm results from previous research on the relationship between no-fault divorce and women's agency and empowerment in the Middle East and North Africa region, but, at the same time, contrast with prominent perspectives on legislation that aims at reducing gender-based discrimination. Instead, they show that there might be undesired effects of legislation and provide a policy relevant discussion on that basis

    Abstract: This report is undertaken as a part of the Human Capital Project (HCP), a globalinitiative of the World Bank Group that aims to increase governments' awarenessof the importance of investing in people (World Bank date of publication not identifiedb). One of the maincomponents of the HCP is a cross-country metric--the Human Capital Index (HCI). The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

    Abstract: Investments in early years of education and childhood development are among the most cost-effective and beneficial a country can make to tackle learning poverty, promote healthy child development, and enhance shared prosperity. Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia's ECED system, the GoI has committed to improving its quality since the early 2000s. As a key mechanism to raise the quality of ECED services, the GoI actively encourages PAUD centers to become accredited. An analysis of factors that influence whether and how PAUD centers participate in the accreditation system is helpful to inform continuous quality improvement of Indonesia's ECED services. The World Bank is providing the Ministry of Education, Culture, Research, and Technology (MoECRT) technical assistance and advice to improve Indonesia's ECED system. Supported by the Learning for Human Capital Development Programmatic Advisory Services and Analytics (PASA), this study was conducted to inform further improvements to Indonesia's ECED accreditation system. This report presents the findings from the abovementioned ECED accreditation system assessment and is organized in four main sections after an introduction. Section I describes the study's background and the country context, with emphasis on the ECED system and its quality assurance mechanisms. Section II details the methodology used. Section III presents a summary of the survey results. Section IV discusses the implications of the findings and outlines recommendations to inform accreditation policies and programs

    Abstract: Climate change - and efforts to mitigate and adapt to it - will affect global flows of trade and Indonesia's ability to transition to a more environmentally sustainable economy on its path to become a high-income economy is, therefore, interlinked with trade policy. Environmental policy stringency (EPS) is increasing around the globe - a crucial challenge lies in harmonizing these with sustained economic growth, yet both goals can be reached. Although trade flows facilitate emissions, they are also a critical part of the solution, including through trade in environmental goods (EGs) and plastic substitutes - with important economic spillovers. This report provides a detailed analysis of the role of trade and trade policy on EGs and plastic substitutes in Indonesia's green transition. Chapter one describes the need for, and urgency of, this transition, by looking at the carbon intensity of Indonesia's trade, the impacts of environmental policies of Indonesia and key trading partners, and the roles of EGs. Chapter two examines where Indonesia stands on the level of trade in EGs and plastic substitutes and the competitiveness of EGs trade. Chapter three explores trade agreements and tariffs and simulates potential impacts of tariff reforms - including through multilateral actions. Chapter four examines what non-tariff measures (NTMs) apply on the products including inputs of firms exporting EGs and assesses which NTMs may be costly. Finally, chapter five concludes with policy recommendations

    Abstract: Governments often use simplified business tax systems, such as presumptive tax regimes, to register and tax small and microenterprises. Despite concerns about how such regimes could disproportionately affect female-owned and low-revenue entrepreneurs, there is a lack of empirical analysis examining the tax burden. The presumptive tax in Ethiopia has a complex assessment system, where the tax liabilities are determined according to the activity type and turnover (99 activities and 19 turnover bands), and some activities do not have a tax-free threshold. This paper uses two rounds of data in the Ethiopian Socioeconomic Surveys and the tax code to analyze the equity and gender implications of the presumptive tax on small and microenterprises by imputing the effective tax rates. There are three key findings. First, the effective tax rates are higher for businesses in the lowest quartile at 4.3 percent of turnover compared to 1.5 percent for businesses in the highest quartile, using the most recent survey, resulting in a regressive system. Second, male-owned businesses tend to operate in sectors without a tax-free threshold and are more likely than female-owned businesses to face higher tax rates. Third, the effective tax rates are high for businesses in food and beverage services, which is female-dominated, and for transit services, which is male-dominated, due to the lack of a tax-free threshold for these sectors. The study finds that an alternative presumptive tax system with a single tax rate on turnover and an exemption for all low-revenue businesses would be simpler for tax assessment and more progressive

    Abstract: The existing literature on development and economic diversification finds an inverted-U function between these two variables, whereby economies diversify as they grow up to a point, after which they start specializing. This paper contributes to this literature by investigating the stages of diversification over the course of development during the past 57 years. The paper emphasizes the trajectories of resource-rich and resource-poor countries, an issue that has not been covered by the extant literature. In addition, the paper studies the stages of diversification across three dimensions, namely employment, value-added, and exports. Additionally, it examines the relationship for services. Non-parametric estimations suggest a U-shaped curve between measures of economic concentration and per capita income levels, which is in line with existing evidence. However, these patterns are mainly driven by between-country rather than within-country variation, a finding that had been ignored in the existing literature. Diversification patterns also differ across resource-rich and resource-poor countries: Employment and value added in resource-rich countries are on average more concentrated at low levels of development while in resource poor countries, they are more concentrated at high levels of development. In contrast, at all levels of development, exports are more concentrated in resource-rich countries

    Abstract: To what extent do attitudes and perceived norms around household roles hinder the emergence of more gender-equal distributions of labor in Morocco Moroccan women undertake a disproportionate share of unpaid household and care labor and participate in the labor force at low rates. Yet everyday practices are shifting, and normative expectations may be as well. From an online survey of predominantly urban, employed Moroccans, this paper finds that respondents aspire for men to be equal contributors in care tasks. Yet, unpaid labor burdens remain highly unequal, respondents disfavor men taking primary responsibility for cooking or cleaning, and women's share of household labor correlates with perceptions of what men prefer more than with individuals' actual preferences. Results from a conjoint survey experiment measuring preferences around employment and the household division of labor confirm respondents' interest in more egalitarian relations in principle, but also suggest that strong preferences for a male breadwinner family model will continue to drive an unequal distribution of labor at home

    Abstract: This paper estimates a synthetic difference-in-differences specification on the roll-out of a program providing free bus transit for women in several Indian states, to examine the impact on women's time allocation and labor supply. Household expenditures on buses fall and women save time on travel. However, there is substantial heterogeneity. Skilled employed women increase labor supply and reduce time on household chores. Low-skilled married women increase time on household activities and reduce labor supply. Unemployed women increase job search with no effect on employment. The findings show that gender roles within households undermine the effect of gender-specific travel subsidies on female labor supply

    Abstract: This paper offers an updated and comprehensive review of recent studies on the impact of climate change, particularly global warming, on poverty and inequality, paying special attention to data sources as well as empirical methods. While studies consistently find negative impacts of higher temperature on poverty across different geographical regions, with higher vulnerability especially in poorer Sub-Saharan Africa, there is inconclusive evidence on climate change impacts on inequality. Further analysis of a recently constructed global database at the subnational unit level derived from official national household income and consumption surveys shows that temperature change has larger impacts in the short term and more impacts on chronic poverty than transient poverty. The results are robust to different model specifications and measures of chronic poverty and are more pronounced for poorer countries. The findings offer relevant inputs into current efforts to fight climate change

    Abstract: When reform of gender discriminatory law fails, individual action can offer a second-best solution. As most Muslim-majority countries, Tunisia applies Islamic inheritance law, systematically favoring sons over daughters. By making gifts to their daughter, parents can privately attenuate gender discrimination in inheritance. This study investigates to what extent gifting can represent an alternative to legal reform and for whom. Within a randomized experiment, this study tests whether providing information on public support for inheritance law reform and/or the possibility to make a gift to one's daughter has a causal impact on individual attitudes towards women's right to inheritance. The overall evidence on the effectiveness of the proposed informational treatments to encourage gifting is mixed. However, approval of gifting daughters is high--especially among the wealthy. Men are more likely to gift than women. By contrast, demand for legal reform is significantly higher among women and individuals with low educational attainment. The findings thus suggest that gifting indeed represents an alternative to legal reform; but mostly for a relatively well-off subset of the population, leaving the agency to the traditionally male head of the family

    Abstract: Air pollution is a major threat to health, and the dangers are particularly acute in low- and middle-income countries. However, little is known about how the burden of pollution is spread across the wealth distribution in these countries. This paper uses new data providing high-resolution wealth estimates for more than 100 low- and middle-income countries, combined with equally high-resolution estimates of air pollution, to estimate how wealth is correlated with ambient air pollution around the world. The findings show that on average air pollution is positively correlated with wealth, but the relationship is highly heterogeneous across countries. The fact that air pollution and wealth are both disproportionately high in urban areas, where economic activity is largely concentrated, appears to drive this relationship. When the analysis is limited to anthropogenic sources of pollution, the relationship becomes less heterogeneous and more systematically positive. The paper also examines the relationship between pollution exposure and wealth within large cities around the world. Again, the findings show substantial heterogeneity across cities. The paper explores several hypotheses for this heterogeneity but does not find a single explanation. Economic concentration within cities appears to explain some of the relationship. Cities with more concentrated economic opportunity tend to have more positive correlations between pollution and wealth

    Abstract: Affirmative action is a promising solution to the crucial challenge of bridging the gap in women's access to higher education in low- and middle-income countries (LMICs). This paper uses public universities' matriculation data from 2013-2018 and difference-in-differences estimators to examine the causal impact of a gender quota on women's educational opportunities in Afghanistan. The quota increased the proportion of women in the treated concentration group by nine percentage points and the share of women from low socio-economic status by three percentage points. The expansion was associated with a 0.04-unit decline in the average score ratio of female-to-male applicants, driven by a reduction in the score threshold needed for women's admission. The effects were condensed in competitive concentrations, where the overall share of women and women with low SES increased by 17 and four percentage points, respectively. The findings suggest that affirmative action is a viable option for addressing the gender gap in fragile settings

    Abstract: Reaching net-zero emissions by 2050 requires unprecedented scaling up in the global deployment of critical decarbonization technologies, such as solar photovoltaics, wind turbines, and electric vehicles. This challenge is currently rife with both risks and rewards: while securing an adequate supply of these technologies has become an urgent policy priority for many countries, their high-growth global value chains also offer lucrative benefits for those able to meet the burgeoning global demand. Although recent policy responses have sought to nearshore production to reduce risks and capitalize on rewards, this paper instead lays out an evidence-based strategy to help diversify the global value chains of decarbonization technologies across countries with latent production capabilities and resource endowments. To that end, it constructs a new dataset of traded products, components, and materials associated with decarbonization technologies; develops new indexes capturing countries' current export strengths and future diversification potential in these global value chains; and highlights products with supply risks due to high market concentration levels and those with development rewards in terms of their potential for growth, knowledge spillovers, and technological upgrading. Taken together, the evidence supports the idea that there is plenty of opportunity to diversify these value chains across a larger number of countries to avoid the risks associated with reliance on only a few countries

    Abstract: Analysing who benefits from different taxes and spending is important to understand how fiscal policy is affecting poverty and inequality in Jordan. This study traces how the Jordanian fiscal system affects different households, while paying income tax and GST and benefiting from social assistance, and services, such as, cash transfers, electricity and water subsidies, education and health. The study finds that Jordan's current fiscal system is modestly progressive, but more could be achieved. Inequality, as measured by the Gini Index, falls 5.8 points between household market incomes and post-fiscal incomes (after paying income and consumption taxes as well as receiving government transfers and subsidized services). When considering only monetary taxes and benefits (that is, excluding non-cash education and health services), inequality falls by only 2.6 points and poverty would be almost the same as the official poverty rate. Nonetheless, the recent expansion of social assistance programs is making Jordan's fiscal policies more equalizing and there is scope for other reforms which would both close the fiscal gap while further reducing poverty and inequality

    Abstract: Do fiscal rules help suppress sovereign spreads during periods of global financial stress Yes! This paper examines whether fiscal rules contribute to mitigating sovereign spreads in emerging markets and developing economies during periods of heightened financial and economic volatility worldwide. It finds that the presence of fiscal rules is statistically significantly associated with lower sovereign spreads during the COVID-19 crisis -- about 350 basis points lower on average. Interestingly, this correlation persists even when nations deviate from these rules, indicating an expectation of post-crisis compliance. The study shows that deviations from fiscal rules are typically short-lived, with fiscal balance rules reinstated within 3.5 years. Robustness checks, including controls for institutional quality, fiscal rule strength, and global and regional factors confirm these results. Overall, the findings suggest that fiscal rules can help emerging markets and developing economies signal fiscal responsibility during episodes of global financial stress, reducing borrowing costs relative to countries without fiscal rules

    Abstract: This paper examines the relationship between trade and job quality, using productivity and wage rate data for export and non-export activities in a sample of 60 countries across all income levels and 45 sectors spanning the whole economy over 1995-2019. First, the analysis finds that workers involved in export activities are more productive and better paid than those in non-export activities. While the productivity premium for export activities is confirmed in low- and middle-income countries, there is no wage rate premium. Second, this study finds a positive relationship between exports and labor productivity at the country-sector level, which can be attributed to productivity gains within export activities as well as spillovers to non-export activities. Countries' specialization in global value chains and sectors also matters for the relationship between exports and job quality, with manufacturing, agriculture, and business services showing stronger associations. The link between exports and the wage rate is smaller than for productivity. Finally, productivity and wage rate growth decompositions suggest that growth within rather than between activities was the driving force. Within export activities, productivity and wage increases were dominated by within-sector growth, although labor movement toward more productive sectors also matters in low- and middle-income countries

    Abstract: Fiscal policies affect households and individuals in a variety of ways. Even though these effects are likely to be different for men and women, conventional tools of fiscal incidence analysis are typically unable to capture these gender differences. Using a particular type of incidence analysis known in the literature as the Commitment to Equity framework, this paper proposes a methodology to overcome this challenge. A particular novelty the paper introduces is the explicit incorporation of social reproduction into the fiscal incidence analysis framework, enabling the implicit valuation of unpaid work that is typically undertaken by women on activities such as cooking, cleaning, and caring for children and the elderly. Applying this methodology to the cases of Jordan and Armenia -- two countries with very different approaches to fiscal policy and cultural norms around the economic and social roles of men and women -- the paper also highlights some of the insights that this engendered perspective could add to standard fiscal incidence analysis

    Abstract: Papua New Guinea has abundant resources in the form of oil and mineral wealth. But a complex set of factors, including systemic gender inequality, underinvestment in non-extractive sectors, and fragility compounded by vulnerability to disasters caused by natural hazards act as barriers to sustainable and inclusive growth of the country. This Country Program Evaluation (CPE) report assesses the relevance and effectiveness of World Bank Group support to Papua New Guinea between fiscal year FY08 and FY23. It assesses the Bank Group's development effectiveness in addressing the above three core themes, namely: (i) lack of investment in Papua New Guinea's non-extractive sectors and their poor performance, (ii) the economic exclusion of women and gender-based violence (GBV) issues associated with it, and (iii) unmitigated risks of disaster from natural hazards, and violence, and conflict. The report answers three specific questions. The first explores the extent to which the Bank Group adapted its engagement in line with key constraints, including in relation to development partners, changes in country context, and lessons from experience. The second focuses on the results of Bank Group support and explanatory factors for results under each them, answered by applying a gender lens where relevant. The third question explores the extent to which the Bank Group successfully identified and addressed conflict, violence, and disaster from natural hazards risks. The report offers key lessons to inform the World Bank Group's future engagement with the country: (i) Data gaps need to be addressed to inform sound policy making and effective programming in Papua New Guinea. (ii) Declining governance quality and increasing bilateral aid will require the World Bank to reassess how it supports key policy reforms to achieve development impact, including through using DPOs. (iii) The Bank Group could elevate its impact on gender equality and GBV by shifting from a project-centric approach to a strategic country engagement approach. (iv) The negative effects that compound and interrelated risks pose to achieving development aims need to be addressed more comprehensively

    Abstract: Global poverty is increasingly becoming concentrated in conflict-affected settings. Therefore, assessing the welfare of those people displaced by conflict is of growing policy importance. Collecting and analyzing data on displaced people is challenging because sampling them is difficult, standard welfare metrics may not reflect their experiences, and they are highly heterogeneous. Assessing the welfare effects of displacement also hinges on constructing counterfactuals that show how internally displaced persons would have fared had they stayed in place. Displaced people typically come from a nonrandom subset of communities affected by conflict or other shocks, so comparing them with the rest of the population may be misleading. This paper addresses this issue using data from the Central African Republic, which recorded detailed information on displacement histories to isolate the communities from which those living in internally displaced person camps originated. Using these "catchment areas" for internally displaced person camps as a counterfactual suggests that although displaced households have lower monetary consumption and higher monetary poverty than the overall population, they may be no worse off on many key metrics than those left behind in the communities originally affected by conflict. Moreover, those left behind enjoy none of the benefits of being in camps, such as additional access to water and sanitation services. These results underline the importance of tailoring policies and data collection to consider those in communities originally affected by conflict, just as practitioners are doing for displaced populations

    Abstract: The complex relationship between climate shocks, migration, and adaptation hampers a rigorous understanding of the heterogeneous mobility outcomes of farm households exposed to climate risk. To unpack this heterogeneity, the analysis combines longitudinal multi-topic household survey data from Nigeria with a causal machine learning approach, tailored to a conceptual framework bridging economic migration theory and the poverty traps literature. The results show that pre-shock asset levels, in situ adaptive capacity, and cumulative shock exposure drive not just the magnitude but also the sign of the impact of agriculture-relevant weather anomalies on the mobility outcomes of farming households. While local adaptation acts as a substitute for migration, the roles played by wealth constraints and repeated shock exposure suggest the presence of climate-induced immobility traps

    Abstract: This study uses a cluster-randomized controlled trial to investigate the effects of a large-scale women and girls empowerment program on sexual and reproductive health and empowerment outcomes in Cote d'Ivoire. The study assesses and compares the impact of diverse strategies aimed at equipping girls with life skills and sexual and reproductive health knowledge, provided through well-established safe spaces, in isolation or in combination with livelihood support interventions, or with initiatives designed to engage boys and men and community and religious leaders. The findings show that one year after the end of the interventions, safe spaces alone have a moderate impact on girls' empowerment, while safe spaces combined with husbands' and future husbands' clubs are the most impactful. Combining safe spaces with livelihood support interventions leads to improvements in adolescent girls' employment outcomes, as expected. Finally, the findings show that engaging leaders in the context of safe spaces interventions yields mixed results on girls' empowerment

    Abstract: This paper examines the distributional effects of fiscal policy in Grenada. Using data from the 2017-18 Living Conditions and Household Budgets Survey and following the Commitment to Equity analysis framework, the paper estimates the effects of fiscal policy interventions on inequality and poverty. It analyzes the distributional incidence of direct and indirect taxes, direct transfers provided by social transfers and school feeding programs, and in-kind transfers generated by public services in health and education. The results show that Grenada has a tax system that is neutral on the value-added tax side and progressive on the personal income tax side. Furthermore, direct transfers make a modest contribution to poverty reduction and are almost neutral in their distributive impact. The results contribute to the understanding of who bears the burden of taxation and benefits from transfers and of how Grenada's fiscal system can improve its redistributive effect

    Abstract: Various challenges are thought to render female-headed households (FHHs) vulnerable to poverty in the Arab region. Yet, previous studies have had mixed results and the absence of household panel survey data hinders analysis of poverty dynamics. This paper addresses these challenges by proposing a novel typology of FHHs and analyzes synthetic panels constructed from 20 rounds of repeated cross-sectional surveys spanning the past two decades from the Arab Republic of Egypt, Iraq, Jordan, Mauritania, the West Bank and Gaza, and Tunisia. The paper finds that the definition of FHHs matters for measuring poverty levels and dynamics. Most types of FHHs are less poor than non--FHHs on average, but FHHs with a major share of female adults are generally poorer. FHHs are more likely to escape poverty than households on average, but FHHs without children are the most likely to do so. While more children are generally associated with more poverty for FHHs, there is heterogeneity across countries in addition to heterogeneity across measures of FHHs. The findings provide useful inputs for social protection and employment programs aiming at reducing gender inequalities and poverty in the Arab region

    Abstract: This report documents the progress that Pakistan has made so far in improving its systems for delivering social protection to its people. The government has increasingly relied on data and technology to increase the efficiency and effectiveness of the program. BISP UCT (Kafaalat),the country's largest social assistance program in terms of both budget allocation and number of beneficiaries has been responsible for the most innovative developments in the delivery of benefits. Its delivery systems have evolved significantly overtime expanding in scope from simply delivering the UCT to becoming a system that other programs can leverage to identify beneficiaries and deliver benefits. It has flexibility to be scaled up, both horizontally and vertically, in times of shock. This did not happen overnight: the government has consistently invested time and resources over the past decade and a half to improve how it functions. By documenting that journey, using the Social Protection Delivery Chain Framework developed by the World Bank in the "Sourcebook on the Foundations of Social Protection Delivery Systems," (Lindert and others 2020), this report can be a resource for domestic and international stakeholders

    Abstract: Women, Business and the Law 2024 is the 10th in a series of annual studies measuring the enabling conditions that affect women's economic opportunity in 190 economies. To present a more complete picture of the global environment that enables women's socioeconomic participation, this year Women, Business and the Law introduces two new indicators--Safety and Childcare--and presents findings on the implementation gap between laws (de jure) and how they function in practice (de facto). This study presents three indexes: (1) legal frameworks, (2) supportive frameworks (policies, institutions, services, data, budget, and access to justice), and (3) expert opinions on women's rights in practice in the areas measured. The study's 10 indicators--Safety, Mobility, Workplace, Pay, Marriage, Parenthood, Childcare, Entrepreneurship, Assets, and Pension--are structured around the different stages of a woman's working life. Findings from this new research can inform policy discussions to ensure women's full and equal participation in the economy. The indicators build evidence of the critical relationship between legal gender equality and women's employment and entrepreneurship.
