    Kurzfassung: Welche Auswirkungen haben interne Migrationskontrollen auf Migrantinnen und Migranten ohne regulären Aufenthaltsstatus - auf Sans Papiers? Dieser Frage geht das Buch mit einem Vergleich zwischen den Vereinigten Staaten und Deutschland nach. Anhand von Expertengesprächen und vierzig qualitativen Interviews mit Sans Papiers werden polizeiliche Kontrollen und Kontrollen in den Bereichen Arbeitsmarkt, Gesundheitsversorgung, Wohnen sowie Schule und Kinderbetreuung eingehend untersucht. Das Buch diskutiert, ob globale ökonomische, politische und soziale Prozesse die Fähigkeit von Nationalstaaten einschränken, Migration zu kontrollieren. Es wird gezeigt, dass sich die Migrationspolitik der OECDStaaten in den vergangenen Jahren zwar auf der Ebene der Leitlinien und Gesetze angeglichen hat. Bei der Implementation von Kontrollen bestehen aber nationale Unterschiede fort. Die Interviews belegen, dass Sans Papiers in den USA weiterhin vielfältige Möglichkeiten zur gesellschaftlichen Partizipation haben. Im Gegenzug zeigt das Beispiel Deutschland, dass angesichts der weitgehenden Exklusion von Sans Papiers keine Rede von einem Kontrollverlust sein kann.
    Kurzfassung: What are the effects of internal migration controls on migrants without a regular residence permit – on “sans papiers”? The book gives an answer to this question with a comparative study of the United States and Germany. Based on expert interviews and in-depth interviews with forty sans papiers, police controls as well as controls in areas such as labor market, health care, housing, schooling and childcare are carefully analysed. The book discusses whether global economic, political or social processes have restricted the ability of advanced capitalist countries to control migration. It argues that migration policy in the OECD countries has become more similar, but this convergence only takes place at the level of policy goals and legal norms. At the level of implementation, national differences persist. The interviews show that sans papiers in the U.S. continue to have many possibilities to participate in society. In contrast, the comprehensive exclusion of sans papiers in Germany confi rms that there is no general “loss of control”

    Kurzfassung: »Gute Wissenschaftler«, so wird gemeinhin angenommen, entstehen allein durch ihre individuelle Leistung. Diese auf einer empirischen Untersuchung basierende Studie setzt dagegen die These, dass Leistung nicht unabhängig von der Anerkennung der im wissenschaftlichen Feld etablierten Akteure als funktionales, »objektives« Prinzip existiert, sondern innerhalb sozialer Prozesse individuell zugeschrieben und hergestellt wird. Vor diesem Hintergrund wird auch die Frage beleuchtet, wie es dazu kommt, dass wesentlich mehr männliche als weibliche Aspiranten die akademische Karriere fortsetzen. Der Blick richtet sich dabei weder auf »subjektive Laufbahnen« noch auf »objektive Strukturen«. Untersucht wird vielmehr die alltägliche Praxis des wissenschaftlichen Feldes, die sich im praktischen Sinn, der illusio der Akteure, widerspiegelt. Damit schließt die Studie an Pierre Bourdieus Untersuchungen des wissenschaftlichen Feldes an und ergänzt diese um neue Gesichtspunkte

    Kurzfassung: Following the decolonization movements that swept the globe after World War II, between four and six million people were 'returned' to Europe from the colonies. From an exporter of people, Europe turned to a site of immigration for the first time in the twentieth century. Until now, these migrations have been overlooked as scholars have highlighted instead the parallel migrations of former 'colonized' peoples. Europe's Invisible Migrants corrects this bias. This multidisciplinary volume presents essays by prominent sociologists, historians, and anthropologists on their research with these 'invisible' migrant communities. Their work highlights the experiences of colonists returning to France, Portugal and the Netherlands, the intersection of race, citizenship, and colonial ideologies, and the ways these migrations reflect the return of the 'colonial' to Europe. This volume offers fresh insights into immigration, racism and ethnic conflict in post-colonial Europe by presenting colonial repatriates as another 'immigrant' population.

    Kurzfassung: The question of inclusive education is one which many societies are attempting to address. It is a fundamentally serious and complex issue raising challenges that cover conceptual, organizational, pedagogical, curricular and socio-economic concerns and questions. In this edited collection of papers the reader is confronted with these challenges through, on the one hand, a critical informative analysis of some of the key existing ideas and, on the other, a series of alternative insights and questions requiring further exploration and debate. Adding to the overall qu- ity of the book is the much needed cross-cultural dimension in terms of insights, knowledge, understanding and difficult questions. This is an important book in which new research and interpretations are reported on and discussed. Overall, the papers provide a serious critique of such factors as: the limitations of existing definitions of inclusive education; the narrowness of the focus within which inclusive issues are too often presented; the negative impacts of marketisation, performativity and the standards agenda on the realisation of inclusive values and practice and the constraints of significant socio-economic inequalities and disadvantages within and between communities and schools. These raise serious questions concerning the extent to which schools can make a positive difference in the lives of many pupils.

    Kurzfassung: The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. Together the papers (which we have allowed to overlap to some extent, so that each one can be read independently) represent a genuinely international collaborative effort to understand the intentions and the effects of EU education and training policy, and we hope that they will contribute to further discussion of the important issues that those with an interest in European co-operation and development will wish to pursue.

    Kurzfassung: My book deals for the first time comprehensively with the techniques (and methodologies) of socio-cultural research in pre-modern societies. Contrary to prevailing opinion, it holds that some form of empirical research in these domains must have been present in all human groups, and every type of society, otherwise they would not have been able to adapt to other groups and to their own Internal changes. I distinguish between three basic research techniques: (1) travel, (2) the survey, and (3) the collection and interpretation of material objects.. Chapters I-III follow the development of these techniques from primitive societies via the early civilizations (exemplified by the Ancient near East, Egypt, Israel and the Greco-Roman world) and the Middle Ages to Early Modern Western Society. The mainstay of the book is the period from late humanism to the "scientific revolution" (circa 1570-1660),when all the techniques were refined and two of them (travel and collecting) were methodized. In that period also the age-old barriers against the accumulation of the research results and thus the development of socio-cultural sciences, namely secrecy and topicality, began to break down. I hold that all this contributed decisively to the hegemony of the west over all other World civilizations. Chapters IV-VIII deal with some special problems of the following period from the "scientific revolution" to the onset of Modernity (circa 1660-1800). They are closely interconnected and add some significant and lively details to the generalizations of chapters I-III.
    Kurzfassung: Mein Buch behandelt zum erstenmal zusammenfassend die Techniken (und Methodologien) der Sozial- und Kulturforschung vormoderner gesellschaften. Im Unterschied zur vorherrschenden meinung geht es davon aus, dass es irgendeine Form empirischer Forschung auf diesen gebieten in allen menschlichen Gruppen und Gesellschaftsformen gegeben haben muss, da diese sich ansonsten nicht an andere gruppen sowie an die eigenen inneren Wandlungen hätten anpassen können. Ich unterscheide drei grundlegende Forschungstechniken: (1 ) das Reisen, (2) die Umfrage und (3) das Sammeln und Interpretieren konkreter Objekte. Kapitel I-III folgen der Entwicklung dieser Techniken von den archaischen Gesellschaften über die frühen Hochkulturen (exemplifiziert durch den Alten Orient, Ägypten, Israel und die griechisch-römische Welt) und das Mittelalter bis zum Europa der Frühen Neuzeit. Das Zentrum des Buches bildet die Periode vom Späthumanismus bis wir "wissenschaftlichen revolution" (ca. 1570-1660), als alle drei Techniken verfeinert und zwei von ihnen, das Reisen und das Sammeln, zu formalen Kunstlehren wurden. In dieser Periode begannen auch die traditionellen Hemmnisse der Akkumulation der Resultate empirischer Sozial- und Kulturforschung und damit der Herausbildung der Sozial- und Kulturwissenschaften, nämlich die Geheimhaltung und der Aktualismus, nachzugeben. Dies hat meiner Ansicht nach wesentlich zur Vorherrschaft des Westens über die anderen Weltkulturen beigetragen. Kapitel IV-VIII behandeln Einzelprobleme der darauffolgenden Periode von der "wissenschaftlichen Revolution" bis zur Epochenschwelle der Moderne (ca. 1660-1800). Sie hängen untereinander eng zusammen und fügen den Allgemeinaussagen der Kapitel I-III signifikante und lebensnahe Details hinzu.

    Kurzfassung: Test-based accountability systems that attach high stakes to standardized test results in the form of rewards and sanctions have raised a number of issues for those responsible for educational assessment and accountability. Do these high-stakes tests measure student achievement accurately? How can policymakers and educators attach the right consequences to the results of these tests? What kinds of educational tradeoffs do these testing policies introduce? This book was written in response to school policymaking's growing emphasis on high-stakes testing. It addresses several key areas, including how the tests are used within these systems, how to evaluate the technical quality and trustworthiness of the tests, how test-based accountability affects the practices of teachers and schools, and what effect political considerations have on the policy debate. The authors also provide some recommendations for developing more-effective test-based accountability systems

    Kurzfassung: Die Medien repräsentieren den älteren türkischen Migranten oft als traditionalistischen "Islam-Macho", der die Integration seiner Frau und seiner Töchter in die Gastgesellschaft bremst oder aktiv behindert. Diese weit verbreitete Stereotype beruht überwiegend auf "Bildern aus zweiter Hand". Im Unterschied dazu rückt die Publikation von Margret Spohn die türkischen Männer der ersten Migrantengeneration explizit in den Mittelpunkt der Analysen, wo sie als "Experten ihrer eigenen Geschichte" ausführlich selbst zu Wort kommen. Das feine Geflecht der hier erzählten und sensibel interpretierten Lebensgeschichten gibt Raum für die Reflexionen der Befragten über ihr Verhältnis zu den eigenen Eltern, zur Ehefrau, zu den Kindern und zu ihrem Leben in "zwei Heimaten". Damit liefert die Arbeit einen Schlüssel zu einem besseren Verständnis der Männer dieser Migrantengeneration, die vor fast einem halben Jahrhundert das Wagnis auf sich genommen haben, sich und ihren Familien in einem fremden Land eine Zukunft aufzubauen

    Kurzfassung: Begegnungen mit dem Fremden sind uns vertraut, auch wenn wir den Anderen dabei häufig als unvertraut wahrnehmen. Doch es sind weniger die fremden, als vielmehr die eigenen Wirklichkeitsvorstellungen und Umgangspraktiken, die den »Einen« zum »Anderen« machen. Die Autorin analysiert diese Praktiken der Fremdsetzung, die sich von der alltäglichen Etikettierung und Stigmatisierung bis hin zu wissenschaftlichen Praktiken des »Othering« erstrecken: Rekonstruiert werden sowohl Simmels »Händler«, Parks »Mulatte«, Schütz' »Emigrant«, Meads »signifikanter/verallgemeinerter Andere« als auch ethnografische Praktiken der »Ver-Anderung« des Fremden. Dabei wird der Blick immer wieder von den vertrauten Bildern des Fremden hin zu ihren subtilen Herstellungsprozessen und Resonanzen gelenkt, was es möglich macht, von den Konstruktionen des Fremden auf die Konstruktionen des Eigenen zurückzuschließen.

Ausgehend von biographischen Erzählungen junger Frauen der zweiten Immigrantengeneration, deren Eltern aus verschiedenen islamischen Ländern stammen, zeichnet die Studie von Sigrid Nökel diesen Prozess mit seinen Dynamiken und Mechanismen auf. Auf dieser Basis analysiert sie, wie im Austausch mit einer dominierenden nicht-islamischen Kultur und in der Distanz zu einer traditionellen islamischen Kultur individuelle Prozesse der Konstituierung eines universalistisch orientierten islamischen Selbstes verlaufen.

    Kurzfassung: Fabricating Europe has within it a core idea, a crucial but imprecise idea, that of a European educational space, which transnational governance, networks and cultural and economic projects are creating now. Yet, the perceptible creation of this contemporary space of European policy making and networking has not been a subject of study. It appears offstage in studies of national systems in which national and professional identity; political organization; policy formation and public/private markets are all viewed as contained within the borders of the state. Fabricating Europe is concerned with the new possibilities to be discerned and imagined in the European public and institutional spaces and discourses in education and the lack of impetus within the broad area of educational studies to meet the task of creating analyses and responses.

    Kurzfassung: Currently developed countries pay much more attention to harmfully addictive substances than developing countries. However, the experience of developed countries is very relevant to the developing world since substance abuse is likely to impose a continually increasing burden of disease in this region in the near future. This book extends the frontiers of research on the economics of substance use and abuse in a variety of extremely significant ways. It focuses on the determinants and consequences of the consumption of cigarettes, alcohol, betel quid, and illicit drugs in the United States, Great Britain and Taiwan. The authors use a variety of empirical techniques to examine the roles of price, advertising, risk perception, time preference and forward-looking behaviour in consumption decisions and the effects of these decisions on labour market outcomes, unintended pregnancies and criminal violence. Economic Analysis of Substance Use and Abuse will be required reading for scholars of economic development and health economics

Social capital, or resources accessed through such connections and relations, is critical (along with human capital, or what a person or organization actually possesses) to individuals, social groups, organizations, and communities in obtaining their objectives. This book places social capital in the family of capital theories (the classical and neo-capital theories), articulates its elements and propositions, presents research programs, findings, and agenda, and theorizes its significance in various moments of interactions between individual actions and social structure (for example, the primordial groups, social exchanges, organizations, institutional transformations and cybernetworks). Nan Lin eloquently introduces a groundbreaking theory that forcefully argues and shows why it is 'who you know', as well as 'what you know' that makes a difference in life and society

    Kurzfassung: The years 1989/1990 saw the fall of the Iron Curtain. Following forty years of significant restrictions, legal and non-bureaucratic travel from East-Central and Eastern European countries was once again possible and travelling and returning to those countries became just as easy. Immediately following the end of the East-West conflict, people from East-Central and Eastern European countries took advantage of their new freedom of travel. Many sought to emigrate to Western countries. However, when faced with such immigration, the euphoria which met the end of the political divisions in the West evaporated quickly. Several polls and surveys, projections and prognoses served to unsettle people more than the reality of immigration. This gave rise to a sometimes blind and specious – yet nevertheless politically effective – fear of a new mass migration of peoples. Now, more than ten years after the fall of the Iron Curtain, the actual scale and development of the East-West migration in Europe be clearly evaluated. This book attempts to do just that, including a comprehensive overview and eleven country-specific chapters. Each chapter includes a historical review, an account of the most important changes since 1989/1990 and a forecast of future migration developments. 1989/90 fiel der Eiserne Vorhang. Nach mehr als 40 Jahren erheblicher Einschränkungen wurde die legale und unbürokratische Anreise aus den Staaten Ostmittel- und Osteuropas wieder möglich. Genauso leicht wurde die Ein- und Rückreise dorthin. Unmittelbar nach Ende des Ost-West-Konflikts begannen die Bürger Ostmittel- und Osteuropas, von dieser neuen Reisefreiheit Gebrauch zu machen. Etliche versuchten, in ein westliches Land auszuwandern. Angesichts solcher Zuwanderung verflog die Euphorie über das Ende der politischen Spaltung Europas im Westen relativ rasch. Mehr noch als die tatsächliche Migration beunruhigten aber diverse Umfragen, Hochrechnungen und Prognosen die öffentliche Meinung. Es entstand eine teilweise unreflektierte und vordergründige, aber politisch höchst wirksame Angst vor einer neuen Völkerwanderung in Europa. Mehr als zehn Jahre nach dem Fall des Eisernen Vorhangs können nun tatsächliche Größe und Entwicklung der Ost-West-Wanderung in Europa klar abgeschätzt werden. Damit befasst sich dieses Buch.     Kurzfassung: Why do students have different achievement levels across states? Is math achievement improving across states? Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as "unreformable

    Kurzfassung: There is broad political support for lifelong learning because it is so vital to sustained economic progress and social cohesion in the "new economy". But its implementation is potentially costly and depends on making the learning process more cost-effective and on securing financial and in-kind resources from the private sector. What can be done to keep lifelong learning from becoming prohibitively expensive, and to ensure that there are strong and transparent incentives to invest in it ? This book looks at recent experience of selected OECD countries as they have articulated their goals and strategies for lifelong learning. It examines policies and practices that influence the rates of return to lifelong learning, and mechanisms that are being put in place to channel financial resources to lifelong learning. It identifies resource issues that need to be addressed if lifelong learning is to be an affordable and workable guide to public policy.

    Kurzfassung: Literacy in the Information Age, the final report from the International Adult Literacy Survey, presents evidence on the nature and magnitude of the literacy gaps faced by OECD countries. It offers new insights into the factors that influence the development of adult skills in various settings - at home, at work and across the 20 countries for which comparable household assessment results are included. Findings point to large differences in the average level and population distribution of literacy skills both within and between countries. Low literacy skills are evident among all adult groups in significant - albeit varying - proportions. Literacy proficiency varies considerably according to home background factors and educational attainment in most of the countries surveyed. However, the relationship between literacy skills and educational attainment is complex. Many adults have managed to attain high levels of literacy proficiency despite a low level of education; conversely, some have low literacy skills despite a high level of education. These differences matter both economically and socially: literacy affects, inter alia, labour quality and flexibility, employment, training opportunities, income from work and wider participation in civic society. Improving the literacy skills of the population remains a large challenge for policy makers. The results suggest that high-quality foundation learning in schools is important but insufficient as a sole means to that end. Policies directed at the workplace and family settings are also needed. The employers’ role in promoting and rewarding literacy skills is particularly important for skills development.
