    Abstract: La educación básica regular se encuentra en una encrucijada de retos y problemas que van más allá de límites y disciplinas. Este libro, titulado Carolinos en Acción, se presenta como resultado de la aplicación de una estrategia didáctica y metodológica que brinda y propone una transformación en las prácticas pedagógicas a partir de la investigación escolar como herramienta pedagógica, que busca el desarrollo de un pensamiento crítico en los estudiantes carolinos, también fortalece las competencias científicas y la formación de un ciudadano de bien. La investigación escolar tiene gran trascendencia y existen precedentes de su amplio recorrido. Sin embargo, parece ser relegado, mal interpretada o no ser considerada adecuadamente en el marco de la práctica docente en la educación básica, y se limita a trasladar la tarea a escenarios futuros del estudiante como el nivel universitario o de educación superior donde es llevada a cabo por expertos en temas específicos. Lo contrario invitaría a la desmitificación de ciertos paradigmas de la investigación escolar, en los que se brinde apoyo al estudiante como agente de generación de conocimiento, se aleje al estudiante de la formación principalmente in situ, se dinamice la formación en investigación a través de la práctica, y se permite al docente reflexionar y cuestionar la información revisada, y aprender a problematizar los elementos que están en su entorno. La IEI Glorioso San Carlos busca facilitar espacios de encuentro y debate de opiniones entre docentes y estudiantes como fuente de investigación, privilegiando la iniciativa y la creatividad del estudiante y su lugar expectante entre la enseñanza y la investigación, considerando como objetivo de la investigación el hacer y producir. Cada uno de los ensayos de este resumen aborda un tema que fue elegido libremente por cada participante quienes fueron fortalecidos en la competencia escribe diversos tipos de textos y en el uso de herramientas de investigación como: uso adecuado del Word, uso del aplicativo Mendeley, búsqueda de información (bases de datos), citas y referencias en APA7, entre otros. Para la concreción de la presente publicación se implementó el proyecto de innovación “Aprendo a investigar desde mi colegio” aprobado mediante RD N° 242-2023-DREP-UGELP-DGCNSC, dirigido principalmente a estudiantes del tercer, cuarto y quinto grado de educación secundaria, considerando la investigación en la escuela como un reto para la comunidad educativa, de cara al bicentenario y como parte del Eje 3 Investigación e Innovación del Plan Bicentenario de la Institución Educativa Integrada Glorioso Colegio Nacional de San Carlos – Puno, que será un hito en el panorama educativo de la comunidad educativa que responda a la visión de la IEI.     Abstract: Extracurricular internships are a constant component of teacher training in Germany, despite their geographically and historically diverse organisation. A discussion of their contribution to the professionalisation of prospective teachers is still lacking, as is an attempt to present the variety of possible designs. This volume addresses both gaps by first discussing from a theoretical perspective the significance of extracurricular internships in the context of continuous professional development in teacher training programmes. Based on the professional internship in North Rhine-Westphalia, exemplary insights are then given into various university internship concepts and diverse projects and collaborations, and initial empirical findings on the contribution of extracurricular practical experience are presented.     Abstract: This is an open access book which focuses on different aspects of education, employment, and successful integration of migrants in three countries: Norway, Sweden, and Switzerland. The chapters in this book reflect on these issues from micro, meso and macro perspectives; some are based on interviews with migrants and people who work with them, others on documents and literature about migration. There are different pathways for skilled migrants to vocations. Some start working in their previous vocations after arriving in the new environment. Some re-enter their professions but on a lower level. Some can re-train themselves in a new vocation, and some will go to further education, as studies in different chapters of this book suggest. Common for successful integration seems to be several intertwined factors: the target language competence, strong motivation and agency, supporting networks and supporting persons, as well as structural opportunities of the new environment. The book’s editorial board takes an eclectic view, hoping to start an academic debate about what ‘successful integration’ means. While discussions about the integration of migrants tend to focus on integration failures, there are millions of migrants, in different countries, who have successfully integrated into their new societies

    Abstract: When King’s Digital Lab was established in late 2015 it was conceived as both a craft factory (working with colleagues to produce digital outputs) and a technical experiment (a site where the intersection of technology and the humanities could be explored). Significant progress has been made on both of those fronts: dozens of projects have been enabled, operational white papers have been shared, and research outputs have explored the intellectual and philosophical aspects of the laboratory environment. It is now possible to move beyond the techniques that enabled this success and use insights from the philosophy of technology to explore long-standing concerns about the role of technology in society. In doing so, the laboratory would become an applied techno-philosophical experiment. More radically, it could rehabilitate the use of technical objects in the humanities and reject technophobia as not only unproductive but unethical. Technical (digital) objects could thus be accorded droit de cité in the field of the humanities. This perspective fits well with emerging work in the humanities that highlights the history of the field, its relationship to modelling, the indeterminacy of computer technology, and the potential for human-machine relations to be reconciled through aesthetics

    Abstract: This chapter advances a novel theoretic-methodological approach to the analysis of qualitative data. The aim is to achieve a deeper understanding of the relationship between social inequality and educational outcomes in post-colonial rural Southern contexts. It operationalises the Habitus Listening Guide (Arnot & Naveed, 2014) derived from Bourdieu’s theory of cultural reproduction and contemporary narrative theory. The chapter describes the application of four listenings using a dialogic, multi-layered, analysis of interview transcripts. It uncovers the polyphonic voices of four members of Munawar Hussain’s family, describing the impact of the rural social structure on their educational and occupational biographies. Inter-narrativity is generated through repeated listenings of the social structure, of paired father-mother and son-daughter and then of father-son and mother-daughter narratives, and a final mythic-ritual listening which makes audible when religious beliefs are called into play. These beliefs either contribute to the maintenance of poverty and social inequality, and yet inspire strategies to disrupt power structures through education as a religious duty. Each listening reveals the dialectic relationship between the hierarchal post-colonial social order and its school system, and the family’s gendered and generational educational aspirations, strategies, and outcomes

Dieser wird zu Beginn der Arbeit als Gegenstand seine ambivalenten Folgen dargestellt. Zum einen entwickelte sich ein großes Potential für Prävention, Intervention und längst überfällige Aufarbeitung. Zum anderen kommt es zu einem gesellschaftlichen Generalverdacht gegen pädagogische Fachkräfte. Vor diesem Hintergrund stellt die Arbeit die Frage: Vor welchen Herausforderungen stehen pädagogische Fachkräfte der Heimerziehung angesichts des neuen, öffentlichen Diskurses über sexuelle Gewalt gegen Schutzbefohlene? Anhand von sechs Gruppendiskussionen mit Teams, aus der Heimerziehung, wird mittels der Dokumentarischen Methode rekonstruiert, dass die Fachkräfte sich im Zuge des öffentlichen Diskurses unter Generalverdacht gestellt fühlen. Empirisch kann gezeigt werden, dass das Thema sexuelle Gewalt durch diesen und fünf weitere Anlässe für die Fachkräfte relevant wird (Ausbildung, biografische Betroffenheit, institutionelle Bedingungen, Tatverdacht/Gewalttaten und kindliche Bedürfnisse nach Versorgung und Nähe). Der subjektiv wahrgenommene Generalverdacht geht für die Fachkräfte einher mit der Angst vor Repressalien gegen die eigene Person oder Kolleg*innen. Kindliche Bedürfnisse nach Nähe werden für die Fachkräfte vor dem Hintergrund zum Risiko. Gehen sie den Bedürfnissen fachlich angemessen nach, glauben sie Gefahr zu laufen, sexueller Gewalt bezichtigt zu werden. Sie stehen vor einem professionellen Dilemma und müssen den Schutz der eigenen Person gegen die Nähebedürfnisse der Kinder und Jugendlichen abwägen. Die Folge ist distanziert(ere)s und technokratisches Handeln, welches je nach konzeptioneller Perspektive unprofessionell und im Hinblick auf die Bedürfnisse der Kinder und Jugendlichen verletzend sein kann. Um der Herausforderung zu begegnen, haben die Fachkräfte Bewältigungsstrategien entwickelt. Diese sind davon abhängig, (1) ob die Fachkräfte sich vorstellen können, dass eine*r ihrer Kolleg*innen sexuelle Gewalt verübt, (2) inwieweit sich Fachkräfte für ein Nähebedürfnis der Kinder und Jugendlichen verantwortlich fühlen (familienanalog vs. nicht familienanalog) und (3) wie sich der Umgang der Organisation mit der medialen Thematisierung darstellt. Als ein weiterer Ergebnisstrang kann in der Arbeit gezeigt werden, dass sexuelle Gewalt durch eigene Kolleg*innen nicht, bzw. nur sehr schwer vorstellbar ist. Diese „Undenkbarkeit“ ist in die Sprache der Beforschten eingeschrieben. Die Arbeit zeigt, wie dieser fehlende Wahrnehmungshorizont das Handeln der Fachkräfte beeinflusst.     Abstract: Universities have long been dominated by a philosophy of inquiry that may be called knowledge-inquiry. This holds that, in order to do justice to the basic humanitarian aim of helping to promote human welfare, academic inquiry must, in the first instance, seek knowledge and technological know-how. First, knowledge is to be acquired; once acquired, it can be applied to help promote human welfare. But this philosophy of knowledge-inquiry is an intellectual and humanitarian disaster. It violates three of the four most elementary rules of rational problem solving conceivable, and as a result fails to give priority to the task of helping humanity resolve those conflicts and problems of living, such as the climate and nature crises, that need to be resolved if we are to make progress to a better world – a world in which there is peace, democracy, justice, liberty, and sustainable prosperity, for all. Very few academics today are aware of this rationality scandal. We urgently need to bring about a revolution in universities around the world, wherever possible, so that academic inquiry puts all four rules of rational problem solving into practice, and becomes rationally devoted to helping humanity learn how to make progress towards a better world. Knowledge-inquiry needs to become wisdom-inquiry, rationally devoted to helping humanity create a wiser world. Nicholas Maxwell is Emeritus Reader at University College London. He has devoted much of his working life to arguing we need to bring about a revolution in academia so that it comes to seek and promote wisdom and does not just acquire and apply knowledge. He has published fifteen books on this theme.

    Abstract: The intent of this book focuses on Australia’s First Nations truth, voice, recognition, diversity, and respect. Hope O’Chin explains that knowledge about Australian First Nations culture and learning can be seen through new conceptual lens, which she refers to as an Ontology of Dreaming Hope for Australians. The book proposes to move from ontological propositions embedded in pedagogies and methodologies that center on the relevance of Indigenous epistemes and ways of doing. O’Chin offers a conceptual framing for engaging with Indigenous peoples, and forming communities of belongingness and relationality. She offers suggestions for ways in which art and education can act as ‘healing’ and a way forward towards a more inclusive civil society. Reflexive practice, ethnographic principles, and action research is described in a way that methodologies provide an understanding of a sense of Belonging. O'Chin argues that theoretical research, art, and educational practice can add to the value of determining a strategy of Indigenous art investment within Australia, and to address how art and education can be used to validate contemporary expression of Aboriginality within contemporary Australian society. Ultimately, the book is about Indigenous strengths and what Indigenous ways of being, knowing and doing can offer, and how one might go about honouring and working in this way respectfully. Hope O’Chin is a Kabi-Kabi, Wakka-Wakka, Koa, Gugu-Yalanji elder, educator, and artist. She obtained her PhD from the University of the Sunshine Coast, Queensland, Australia. She has worked within Government and the Private Sector, and, within the Education Sector as a Teacher, Executive Administrator, Tutor, Lecturer, and Senior Lecturer.     Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

    Abstract: The COVID-19 pandemic resulted in significant disruption in schooling worldwide. This paper uses global test score data to estimate learning losses. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students.     Abstract: The education sector in the Lao PDR (Laos) faces significant challenges. Access to education improved over of the past decade but substantial gaps remain, and previous progress is being undermined by the impacts of COVID-19 and ongoing economic difficulties. The quality of education was already poor before these shocks. The sector is severely underfunded due to a steep decline in public resources allocated to education. In addition, limited job prospects for graduates reduce demand for quality education. To prevent these challenges from causing a lost decade for education in Laos, urgent attention is needed in three areas. First, the government should implement comprehensive economic and fiscal reforms to increase available resources for education and facilitate private sector development to create income earning opportunities for graduates. Second, resource allocation within the sector should be improved for equity and balance. Lastly, the education sector needs to better translate available resources into the learning outcomes of children and youth by reducing inefficiencies and rigidities that constrain the key drivers of learning: teachers, school financing, teaching and learning materials, and school infrastructure. Addressing constraints in these three areas will help reverse the decline in education financing, close access gaps, and enhance service quality

Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia's ECED system, the GoI has committed to improving its quality since the early 2000s. As a key mechanism to raise the quality of ECED services, the GoI actively encourages PAUD centers to become accredited. An analysis of factors that influence whether and how PAUD centers participate in the accreditation system is helpful to inform continuous quality improvement of Indonesia's ECED services. The World Bank is providing the Ministry of Education, Culture, Research, and Technology (MoECRT) technical assistance and advice to improve Indonesia's ECED system. Supported by the Learning for Human Capital Development Programmatic Advisory Services and Analytics (PASA), this study was conducted to inform further improvements to Indonesia's ECED accreditation system. This report presents the findings from the abovementioned ECED accreditation system assessment and is organized in four main sections after an introduction. Section I describes the study's background and the country context, with emphasis on the ECED system and its quality assurance mechanisms. Section II details the methodology used. Section III presents a summary of the survey results. Section IV discusses the implications of the findings and outlines recommendations to inform accreditation policies and programs

    Abstract: This paper reviews the main findings from 110 studies produced between 1990 and 2023, focusing on the impact of migration on various child groups affected through the migration path, including left-behind, immigrant (including voluntary and forced), and native children. The findings reveal that migration's influence on children's outcomes is complex and context- dependent, and it is dramatically influenced by household demographics and public policies. Key findings include the following: (i) left-behind children benefit from remittances but experience dramatic declines in their cognitive and non-cognitive development due to parental absence; (ii) immigrant children generally fare better than those in their origin countries but still underperform compared to native children in host countries; and (iii) the impacts of migration on native children is largely dependent on the adjustment of public service supply to the increased demand for public services. In cases where education services expand to meet rising demand, the effect on native children can be minimal or even positive. The paper emphasizes the need for more experimental or quasi-experimental research examining the effectiveness of programs supporting migrant and minor host children and calls for longitudinal data collection for better understanding the challenges and needs of migrant children, particularly in developing countries

    Abstract: This study compares the magnitude of national level losses that the COVID-19 pandemic inflicted across three critical dimensions: loss of life, loss of income, and loss of learning. The well-being consequences of excess mortality are expressed in years of life lost, while those of income losses and school closures are expressed in additional years spent in poverty (as measured by national poverty lines), either currently or in the future. While 2020-21 witnessed a global drop in life expectancy and the largest one-year increase in global poverty in many decades, widespread school closures may cause almost twice as large an increase in future poverty. The estimates of well-being loss for the average global citizen include a loss of almost three weeks of life (19 days), an additional two and half weeks spent in poverty in 2020 and 2021 (17 days), and the possibility of an additional month of life in poverty in the future due to school closures (31 days). Well-being losses are not equitably distributed across countries. The typical high-income country suffered more total years of life lost than additional years in poverty, while the opposite holds for the typical low- or middle-income country. Aggregating total losses requires the valuation of a year of life lost vis-a-vis an additional year spent in poverty. If a year of life lost is valued at five or fewer additional years spent in poverty, low-income countries suffered greater total well-being loss than high-income countries. For a wide range of valuations, the greatest well-being losses fell on upper-middle-income countries and countries in the Latin America region. This set of countries suffered the largest mortality costs as well as large losses in learning and sharp increases in poverty

    Abstract: About a third of the 7.7 million Venezuelans who have left their country due to political and economic turmoil have settled in neighboring Colombia. The extent to which the Colombian schooling system can absorb the massive demand for education of Venezuelan children is key for their future trajectory of human capital accumulation, as well as that of Colombian students in receiving communities. This paper estimates the effect of Venezuelan migration on educational outcomes of children living in settlement municipalities in Colombia, distinguish between the effect of the migration shock on native and migrant students. Specifically, it estimates the effect of the migration shock on school enrollment, dropout/promotion rates and standardized test scores. The identification relies on a plausibly exogenous measure of the predicted migration shock faced by each Colombian municipality every year. The findings show that the migration shock increased the enrollment of Venezuelan students in both public and private schools and in all school grades, but also generated negative spillovers related to failing promotion rates and increasing dropout. This paper documents that these negative effects are explained by the differential enrollment capacity of schools, as well as by the deterioration of key school inputs

It will shed light on the factors explaining disparities in access, the mismatch between higher education programs and labor market needs, the capacity of higher education to train the specialists and technicians needed for the green economy, and shortcomings in the governance set up and processes that impede both public and private HEIs from operating in a flexible and efficient manner. Using geo-localized data on migrants in Libya and the complete record of news articles in their country of destination, this paper shows that a worsening news sentiment leads to migrants staying longer in Libya, slowing down their journeys to their final destinations. The paper validates these results by showing that the effect is concentrated in locations with internet connections. The results indicate that changes in news sentiment have a significant impact only for some groups of migrants and under specific conditions, suggesting a limited effect on overall migrant movements. Finally, the paper provides suggestive evidence that a worsening news sentiment in the preferred destination induces substitution across destination countries, yet it does not make migrants return to their country of origin

    Abstract: In 2023, growth in the Pacific islands (PIC-11) decelerated but remained robust at 5.5 percent--about two and a half times the long-term average. Fiji's output surpassed pre-pandemic levels in 2023 despite a notable deceleration, with growth rates halving from 20 percent in 2022 to eight percent in 2023. The PIC-11, excluding Fiji, experienced a noteworthy rebound of 2.7 percent growth in 2023, after a 0.5 percent output contraction in 2022. The trajectory of accelerated and sustainable growth in Pacific Island countries depends on a workforce that is well educated and equipped with enhanced skills and capabilities. Boosting education and skills is essential for long-term growth and poverty reduction in the Pacific Island countries. While multiple factors influence learning, once a child enters school, teachers have the largest impact. A robust body of evidence guides policymakers in improving teaching quality and ensuring that all young children acquire strong foundational skills. This report outlines a three-pronged program of action based on this evidence: attracting and recruiting effective teachers, enhancing existing teachers' capacity, and motivating greater teacher effort. Recognizing that 54 percent of teachers expected to teach in 2035 are already recruited, the report emphasizes a special focus on enhancing the capacity of existing teachers. It provides examples of rigorously evaluated interventions, such as structured pedagogy and access to pre-recorded lectures by highly rated teachers. Implementing these recommendations will aid regional countries in accelerating learning, allowing children and societies to achieve their aspirations

    Abstract: In addition to the conventional determinants of labor market participation and the choice between wage employment and self-employment, there is a growing interest of the significance of gender role attitudes and personality traits. This study uses data from the 2022 Ghana Informal Sector Measurement Study to investigate the influence of these factors on employment outcomes in the Northern and Ashanti regions of Ghana. The findings are based on a series of analyses, including descriptive, multinomial logistic, and linear probability model regressions. The empirical results show the critical role played by both gender role attitudes and personality traits in shaping individuals' decisions on labor market participation and employment choices. Notably, personality traits emerge as significant drivers of observed employment outcomes. However, the impact of these personality traits is often mitigated or even reversed in the presence of heightened traditionalism. Furthermore, the gender-disaggregated analysis reveals that possessing at least a secondary education level is a pivotal factor in the selection of men into formal employment, whereas this criterion holds less significance for women. Conversely, once the decision to participate in the labor market has been made, having at least a secondary education becomes relevant for securing wage employment, regardless of an individual's gender

The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

    Abstract: The "Comprehensive Assessment of the Childcare Landscape in Lebanon: A Mixed Methods Study" analyzes the supply and demand of formal childcare services for children aged 0-3. It provides a review of Lebanon's regulatory and institutional framework around childcare, maps out the current supply of services including cost and quality aspects, and deepens the understanding of households' childcare needs. Findings show that there is a mismatch between supply and demand, with a gap in provision for the youngest children and that supply is mostly private, costly, and concentrated in coastal areas. Childcare responsibilities limit women's ability to join the labor force, and affordability is a main constraint for families to access services, resulting in low demand for formal childcare. The study proposes measures for an inclusive expansion of quality and affordable childcare services in four areas: (i) an enabling environment for efficient, affordable provision of quality childcare services, (ii) a more equitable distribution of the unpaid care work burden within the household, (iii) improved State support to address households' care needs, and (iv) inclusive family-friendly workplace conditions in the private sector

    Abstract: The Evolving Geography of Productivity and Employment: Ideas for Inclusive Growth through a Territorial Lens in Latin America and the Caribbean employs a territorial lens to understand the persistently low economic growth rates in Latin America and the Caribbean (LAC). Using new data and methods, it shows that deindustrialization, distance, and divisions offer intertwined explanations for an urban productivity paradox in the LAC region: its highly dense cities should be among the world's most productive, yet they are not. LAC cities have been held back by lack of dynamism, poor connectivity, and divisions into disconnected poor and affluent neighborhoods. Deindustrialization has shifted urban employment, especially in the largest LAC cities, away from manufacturing and toward less dynamic, low-productivity nontradable activities, such as retail trade and personal and other services, that profit less from agglomeration, especially in highly congested cities. Although employment in urban tradable services has risen, the increase has not been strong enough to offset the decline in manufacturing employment. Meanwhile, intercity connectivity issues have undermined the performance of the region's network of cities by restricting market access and firms' ability to benefit from specialization in smaller cities. Within cities, poor connectivity and residential labor market segregation have limited the gains from agglomeration to neighborhoods in central business districts where formal firms operate. Informality has persisted in low-income neighborhoods, where residents face multiple deprivations. By contrast, many agricultural and mining areas have benefited from the strong demand for commodities by China and other fast-growing economies, particularly during the Golden Decade (2003-13), leading to a decline in territorial inequality in most countries in the region. The report concludes that to encourage inclusive growth, countries must more efficiently transform natural wealth into human capital, infrastructure, and institutions and improve the competitiveness of the urban economy. It then sketches out the contours of such a development strategy, identifying policy priorities at the national, regional, and local levels

The program includes many components, one of which is teacher training. The World Bank is supporting the Ministry of Education, Culture, Research, and Technology (MoECRT) in its ongoing education reform effort. As part of this support, and after comprehensive discussions and careful deliberation, it was agreed that the World Bank would conduct an evaluation study specifically for the Guru Penggerak program given its importance for improving education quality in Indonesia

In response to the increasing demand for ECE, the Philippine Development Plan (PDP) 2023-2028 aims to increase the participation rate in early learning programs of children aged 0 to 4 years from 16 percent to 63 percent by 2028. The current National System for Early Childhood Care and Development (ECCD) aims to promote the holistic development of children aged 0 to 4 years throughout the country. this report focuses specifically on center-based ECE programs for 3 to 4-year-old children to demonstrate that gaps and opportunities still remain in ECE service provision in this setting and age group. Chapter 1 discusses the early education system in the Philippines. Chapter 2 presents case studies on the implementation of ECE programs at the local government unit (LGU) level. Chapter 3 presents country case studies of Malaysia, Indonesia, and Peru from which the Philippines may derive lessons in ECE implementation. Finally, the report summarizes key findings and policy recommendations submitted for the consideration of the Philippine government

    Abstract: Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97 percent of Africa's urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa's Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa's secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants' potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities' labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa's secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike. "Much of the literature on migration to cities examines migration in a nonspatial fashion or focuses on rural-urban migration to the largest, most visible cities. Reworking the Platonic model of ascent to the ideal and descent to responsible engagement with the world, The Meaning of Height lays out concrete possible itineraries of reaching (upward to new acquisitions of personal capacity) and righting (downward from prompts for good order), showing connections between individual and social fulfillment. By focusing on our diversely demanding encounters with the interesting, the important, and the transcendent, the book strikes a counterpoint to the commonly homogenized conception of personal “happiness.” It also counters illiberal views of higher education with a Humboldtian vitality argument for a meaningfully “high” higher education geared to full development of human faculties, a level of education to which the disciplines of philosophy and religious studies make essential contributions.
