    Abstract: It is wrong when someone cannot exercise their rights in a court of law because they have no money to pay for a good lawyer, because they are too scared of the possible consequences, or because they simply don’t know that the law protects them. But does that mean governments have an obligation to intervene? And if so, how? This book provides the first systematic philosophical theory of equal access to justice. It begins by identifying the content of claims to equal access to justice. Then, it reviews traditional political and legal arguments on the right of access to justice, which it argues are both illuminating and insufficient. The best comparative way to approach equal access to justice, the book argues, is to think through the requirements of a moral, pre-political, duty to – at times and provisionally – pause, cool down and listen: in other words, we ought to demand that governments step in and protect access rights, because we have a moral and pre-political interest in cultivating our ability to comply with this duty. It is the recognition of this duty which best explains both law’s potential for promoting, as well as its potential for endangering, equal justice. In closing, the book tests this novel theory of equal access to justice against contemporary trends and reforms in procedural law. .

    Abstract: Contemporary macroeconomics is built upon microeconomic principles, with its most recent advance featuring dynamic stochastic general equilibrium models.     Abstract: This book, set out over four-volumes, provides a comprehensive history of economic thought in the 20th century. Special attention is given to the cultural and historical background behind the development of economic theories, the leading or the peripheral research communities and their interactions, and a critical appreciation and assessment of economic theories throughout these times. Volume III addresses economic theory in the period of the new golden age of capitalism, between the years from the end of the Second World War to the mid1970s, which saw the establishment of the new mainstream, in particular in its Harvard-MIT-Cowles version. It was the period of the pre-eminence of the Neoclassical Keynesian Synthesis—the theoretical core of the period’s dominant school of thought. This work provides a significant and original contribution to the history of economic thought and gives insight to the thinking of some of the major international figures in economics. It will appeal to students, scholars and the more informed reader wishing to further their understanding of the history of the discipline. Roberto Marchionatti is Professor Emeritus of Economics at the University of Torino, Fellow of the Accademia delle Scienze di Torino, and a Life Member of Clare Hall College, Cambridge.     Abstract: This book focuses on the role mainstream humanitarian organizations have in the functioning of the border management system on the southern European border (i.e. Italy). In particular, the author analyses the mainstream humanitarian organizations and NGOs (i.e. Red Cross, the UNHCR, Medici per I Diritti Umani – MEDU, Terre des Hommes and Oxfam) and their role within and beyond the implementation of the so-called ‘hotspot approach’ in Sicily. This work suggests that a vision of humanitarian action as just anti-political and complicit with migration control can be questioned. This book suggests that a) mainstream organizations have been able to politicize their positioning and actions vis-à-vis authorities when migration policies have been tightened; b) mainstream organizations’ political borderwork has helped to promote incremental change in the status quo rather than a radical one. Finally, this book suggests that the discourses and practices of mainstream and grassroots actors seems to be characterized by similar contradictions.     Abstract: This book explores how International Humanitarian Law (IHL) has been developed in the jurisprudence and practice of the International Criminal Court (ICC). A partial focus is given to the phenomenon of child soldiering which became symptomatic for the early practice of the ICC. The book provides readers with broad insight into the activity of the ICC. The first part contains chapters focused on the methodology of law-finding before the ICC, i.e., identification, interpretation, and application of the law. The authors address complex issues concerning the mutual relationship between treaty law (Article 8 of the ICC Statute) and customary international (humanitarian) law and explore the relevance of IHRL in the application and interpretation of Article 8 of the Rome Statute. The second part consists of chapters focused on substantive international criminal law. The authors address issues concerning contextual elements of war crimes, passive personal scope of IHL, denying judicial guarantees as a serious breach of IHL, forms of responsibility, and circumstances precluding wrongfulness. From the announcement of the public-private partnership called Sidewalk Toronto to the project’s termination, a mediatized controversy unfolded. Through an assemblage approach to this project and a case study of The Globe and Mail and the Toronto Star, it follows the actors and chronicles the Quayside project story as a conversation about the promise and perils of a future “smart” neighbourhood. In the news of Waterfront Toronto, Sidewalk Labs, other actors, events, and developments, there were multiple voices and views, interpretations and arguments, that manifested conflicting interests and values. As a locally situated actor, journalism produced a porous discourse that expressed a proposeand- public pushback movement. This work of articulating mediation conditioned the project’s alteration and dissolution within asymmetrical relations of power. In addition to a wave of opposition that inflected the project’s enactment, a time lag between project time and governmental policymaking made the controversy over this future urban space intractable. With their residual symbolic power, quality journalism contributed to dialogical urban learning. Bob Hanke, a former a faculty member in the Department of Communication & Media Studies, York University, Canada, is currently an independent scholar living in Toronto.

    Abstract: Italian Americans in Film and Other Media examines the representation of the Italian immigrant experience from D.W. Griffith’s Biograph Italian Dramas (1908-1913) to the present day. Building on the editors’ previous volume Italian Americans in Film, this collection broadens their scope to address marginalized aspects of Italian Americanness, including the work of women directors and depictions of same-sex relationships. The book consists of three parts. Part I, “The Immigrant Experience”, focuses on feature films and is divided into two sections: “Silent Films” (which analyses some of Griffith’s early films and Barker’s The Italian, 1915), and “Revising Gender Perspectives”, which includes chapters focusing on single films – such as Dmytryk’s Christ in Concrete (1949), De Michiel’s Tarantella (1995), and Bonifacio’s Amexicano (2007) – and survey essays that discuss the Italian American ‘celluloid closet’ and some of Savoca’s films. Part II, “Italian Americans in Other Media”, offers a wide range of essays informed by different approaches that investigate the immigrant experience in terms of transmediality and transnationality. The types of media examined in this section include television and graphic novels as well as puppetry, Instagram, and Internet memes. Part III contains interviews with Italian American scholars, movie directors, and performers. Together, the contributions to this collection demonstrate the vitality, mutation, and persistence of Italian Americanness in visual media.     Abstract: This book engages with current debates around refugeedom by examining cultural production that represents and interrogates the construction of refugees and the refugee experience on the borders of contemporary Europe. The refugee subject is produced by discursive regimes and border practices inherited from colonial projects that construct the diametrically opposed concepts of citizen and refugee, and their attendant administrative sub-categories. In the early twenty-first century these categories have been strengthened by the politicisation of forced migration and the hardening of ‘Fortress Europe’. While the predominant response to the increasing numbers of refugees seeking asylum in Europe has been to harden the borders (regime), on the one hand, or to stress the common humanity of those displaced (refuge), on the other, this volume argues that both approaches result in refugees becoming objectified, othered, and abstracted as vectors of exile. It explores what recent cultural production can achieve in engaging with and representing issues of dispossession, detention and resettlement, and probes the limits of artistic potential to mediate the refugee experience. It examines transnational approaches to cultural production that both occupy and exceed the borders of Europe, with a focus on borderscapes, spaces of detention, and (neo-)colonialism. Bringing together original contributions from an international range of scholars, it analyses contemporary textual and visual representations of forced migration to argue that other forms of solidarity and hospitality towards refugees in Europe and beyond must be possible. Dr Fiona Barclay is Senior Lecturer in French Studies at the University of Stirling, UK.     Abstract: “You must go on. I can’t go on. I’ll go on.” These are some of the most quoted lines written by Samuel Beckett, which speak to the impulse of persevering in times of crisis and impossibility. Yet few readers of Beckett agree about what this paradoxical formula could mean, let alone what mode of engagement it would seem to indicate, be it committed, autonomous, or something else entirely. This volume of essays explores what that mode of engagement could be, all the while elucidating the ethical and political stakes of the “ongoing” in both Beckett’s life and work. Across multiple disciplines in the humanities, the authors delve into questions of political subjectivity and representation, the ethics of powerlessness and refusal, the aesthetics of syncopation and destitution, multimedia experiments between genre, as well as Beckett’s wider impact on transnational itineraries of modernism and philosophy up to the contemporary. Michael Krimper teaches in the French and English departments at New York University, USA, where he received his PhD in Comparative Literature. His forthcoming book, Out of Work: The Refusal of Literature from Melville to Blanchot, examines the crystallization of an antiwork aesthetics and politics in late modernist writing and theory. He is also the editor of a recent special issue for the Journal of Beckett Studies that published Beckett’s lost translations on the Marquis de Sade. His articles, reviews, and translations have appeared in New Literary History, diacritics, SubStance, parallax, October, the Journal of Italian Philosophy, and the Los Angeles Review of Books, among other venues. Gabriel Quigley is a doctoral candidate in the Department of Comparative Literature at New York University, USA. Combining comparative modernisms, continental philosophy, and postcolonial theory, his work focuses on retrieving concealed paradigms of possibility and freedom.     Abstract: This handbook offers analysis of diverse genres and media of neo-Victorianism, including film and television adaptations of Victorian texts, authors’ life stories, graphic novels, and contemporary fiction set in the nineteenth century. Contextualized by Sarah E Maier and Brenda Ayres in a comprehensive introduction, the collection describes current trends in neo-Victorian scholarship of novels, film, theatre, crime, empire/postcolonialism, Gothic, materiality, religion and science, amongst others. A variety of scholars from around the world contribute to this volume by applying an assortment of theoretical approaches and interdisciplinary focus in their critique of a wide range of narratives—from early neo-Victorian texts such as A. S. Byatt’s Possession (1963) and Jean Rhys’ Wide Sargasso Sea (1966) to recent steampunk, from musical theatre to slumming, and from The Alienist to queerness—in their investigation of how this fiction reconstructs the past, informed by and reinforming the present.     Abstract: This book explores visions of home in cinema and the ways in which women inhabit the onscreen realm. Looking closely at a range of films made between 1936 and 2013, it examines how filmmakers reconfigure studio sets and real locations through the filmmaking process into mutable onscreen domains imbued with depth, metaphor, and expressivity. The book studies the films through the lens of four filmmaking processes in particular: découpage, mise-en-scène, sound and editing. Close analysis reveals how filmmakers use these cinematic ‘building blocks’ to shape onscreen worlds charged with emotion and animated by the warp and weft of psychic life. Images of home abound in the cinema, and women frequently find themselves at the core of both structures. Drawing on recent spatial and feminist enquiry, the book reviews the idea of home as a fixed and stable location and illustrates how the art of cinema is well equipped to explore home as an imaginary as well as a material realm. With its emphasis on film practice as a route into critical reflection, this book will be of interest to filmmakers, film theorists and those who simply want to understand more about how films work.     Abstract: Neo-Victorian Young Adult Narratives examines the neo-Victorian themes and motifs currently appearing in young adult fiction—specifically addressing the themes of authorship, sexuality, and criminality in the context of the Victorian age in British and American cultures.     Abstract: This book uses a comparative research design to analyze the reporting on the Jewish minority and the Muslim minority in German newspapers from 2010-2019, asking whether minorities are truly treated as equals in the reporting of the mainstream German media. After providing historical and socio-political context for both groups as minority populations in Germany, the authors make use of qualitative and quantitative methods to examine sentiment and determine whether the media demonstrates a unifying or a well-differentiated portrayal of the two groups. The findings show that reporting on these groups is not as unbiased as many in Germany believe. Drawing on frameworks including the needs-based model of reconciliation, the revised integrated threat theory, and the model of acculturation strategies, the book then discusses the implications for both journalistic reporting and broader social policies in support of a constructive encounter of dominant and non-dominant groups in a diverse society. Paolo Natale is professor of Political Sociology at the University of Milan, Italy. He is an editor for the newspaper la Repubblica and the web magazines Gli Stati Generali and Fondazione Hume, and a member of the Executive Committee of the Italian Society on Electoral Studies. Recent books: Politica a 5 stelle (Feltrinelli, 2013); L’ultimo partito (Giappichelli, 2017); Movimento 5 stelle: dall’opposizione al governo (Mimesis, 2018); Sondaggi (Laterza, 2022). James L. Newell is former professor of Politics at the University of Salford, UK, and currently adjunct professor at the University of Urbino, Italy. He is founding co-editor of the journal Contemporary Italian Politics and co-founder of the UK Political Studies Association’s Italian Politics Specialist Group.     Abstract: This handbook explores the rich and as yet understudied field of women’s writing during the nation-building years that characterized the global politics of the long nineteenth century. In the wake of the American and French Revolutions, the waning of the Spanish Empire, subsequent Latin American uprisings, and the Italian Risorgimento, nineteenth-century women writers cracked wide open the myths of gender, race, and class that had sustained the ancien régime. This volume shows that the transnational networks of women writing about politics, sexuality, economics, and the forging of the modern nation were much broader and more inclusive at a global level than has previously been understood. The handbook uniquely foregrounds French, Italian, Latin American, and Spanish women writers, focusing on the transnational nature of their relationships and cultural production within a growing body of research that casts an ever-wider net in the effort to document women’s voices. Claire Emilie Martin is Professor Emerita of Spanish at California State University, Long Beach, USA. She holds a doctorate from Yale University in Spanish American Literature. Her research focuses on nineteenth-century cultural and literary studies with a special emphasis on gender issues, domesticity, education, politics, and travel. She has published numerous articles and edited and co-edited several volumes on nineteenth-century Latin American women writers. Clorinda Donato is Professor of French and Italian at California State University, Long Beach, USA, and director of the Clorinda Donato Center for Global Romance Languages and Translation Studies. She is an eighteenth- and nineteenth-century scholar of French and Italian literature. Her most recent publication is Translation and Transfer of Knowledge in Encyclopedic Compilations, 1680–1830 co-edited with Hans-Jürgen Lüsebrink (2021). .

    Abstract: This reference work collates academic discourses and practices around family, gender, and violence in social work. A huge body of discourse is available that categorizes and labels acts of violence, and correspondingly practices that pin blame/responsibility for the violence. These have led to evolution of intervention strategies to resolve or address the violence. Some explanations foreground systemic causes; others look at person-centric causes. The two views bring forth the fundamental ontological divide of structuralism and individualism. The question for social workers to debate is what to factor in while working with families experiencing violence and conflict. What amongst the person, the agency, or the structure needs to be addressed to understand the experience of families in conflict and violence? Are these positions supplementary, complementary, or to be understood reflexively? With the inclusion of new families, the parochial understanding of families has long been dislodged and given way to newer, radical, and contextual understanding of families. Similarly, different people, agencies, and states understand violence and conflict differently. Gender, too, has moved from the binaries of male and female to the LGBTQ orientations. The book positions the ontological premise on which the epistemological practise is located. Simply put, the person-centric ontology on families and violence epistemologically finds understanding in agency-based approaches in individual agency, whereas the structure-based approaches find the experience of families and violence in society, state, and the world order. The contributors locate their work around identification, definition, an intervention or empirical study, policy analysis, historical evolution of concepts, and ontological and paradigmatic debates to position their individual chapters. Families and Gendered Violence andConflict: Pan-Continent Reach provides a paradigmatic prism for practice for social workers who are equipped to interpret context differently.     Abstract: This book examines several epistemological regimes in studies of numerical data over the last four centuries. It distinguishes these regimes and mobilises questions present in the philosophy of science, sociology and historical works throughout the 20th century. Attention is given to the skills of scholars and their methods, their assumptions, and the socio-historical conditions that made calculations and their interpretations possible. In doing so, questions posed as early as Émile Durkheim’s and Ernst Cassirer’s ones are revisited and the concept of symbolic form is put to the test in this particular survey, conducted over long period of time. Although distinct from a methodological and epistemological point of view, today these regimes may be found together in the toolbox of statisticians and those who comment on their conclusions. As such, the book is addressed to social scientists and historians and all those who are interested in numerical productions. This book is a translation of an original French edition. A subsequent human revision was done primarily in terms of content, so that the book will read stylistically differently from a conventional translation.

    Abstract: This book focuses on modes of cultural belonging in Québec. It looks at recent literary memoir, autobiographical fiction, and documentary testimony. Through four in-depth case studies of cultural creators, one Indigenous and three non-Indigenous, Dervila Cooke discusses multicultural and ethnically diverse society in Québec, examining current tensions, challenges, and opportunities. Works studied range from Abla Farhoud’s first novel in 1998 to Anita Aloisio’s 2022 documentary film Calliari QC. Topics include the desire for freedom to self-ascribe and enact cultural identity, self-reinvention through fiction, expressions of Indigeneity in Naomi Fontaine, the term “Québécois”, especially after Bill 21, and the thorny question of integration of immigrants, discussed in relation to Akos Verboczy’s Rhapsodie québécoise. As with the companion volume on France, societal factors are discussed, here relating to the cultural renaissance of Indigenous writing, Farhoud’s Libano-Québécois context, and language laws in Québec, including the foundational Bill 101 and the more recent Bill 96. Dervila Cooke teaches in the School of Applied Language and Intercultural Studies at Dublin City University, Ireland. She is the author of Present Pasts: Patrick Modiano's (Auto) Biographical Fictions (2005) and editor of New Work on Immigration and Identity in Contemporary France, Québec and Ireland (2016), and of Modiano et l’image (2012).

    Abstract: Can informal actors such as NGOs mediate peace agreements? If so, how does it work and what are the consequences for international peace mediation? This book tackles these questions and more through looking at the role of nongovernmental (NGO) mediators in promoting “inclusive peace” to negotiating parties in Myanmar’s Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The author argues that NGO mediators, traditionally seen as part of civil society or as weak mediators with little power or leverage, have become established mediation actors alongside more formal actors and are redefining the mediation field through norm promotion. However, even if NGO mediators can promote norms, the book questions whether they should promote norms in the first place, as the NCA process shows how the promotion of inclusivity contributed to a more exclusive outcome of years of peace negotiations in Myanmar. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. This is an open access book. Julia Palmiano Federer holds a PhD in Political Science from the University of Basel and a Master in International Affairs from The Graduate Institute of International and Development Studies in Geneva, Switzerland. Dr. Palmiano Federer is a Postdoctoral Fellow at the University of Ottawa and the Head of Research at the Ottawa Dialogue, an organisation that specializes in the resolution of armed conflicts around the world through Track Two diplomacy, a form of unofficial and informal dialogue between warring parties. She is also currently a Senior Fellow at the Negotiation and Conflict Resolution Collaboratory at the Harvard Kennedy School’s Center for Public Leadership.

    Abstract: The book brings to light how Latin American states have traditionally stood before the field of International Investment Law and Arbitration. It delves into their posture of resistance to critically examine how their perspective has gradually changed and how they have adapted and molded their investment agreements so as not to leave their position as players in the field of International Investment Law. Many Latin American states have appeared as defendants before international investment tribunals and some of these, like Venezuela, Bolivia or Ecuador, have denounced their international investment agreements. Deeming the law field as imbalanced, they have looked for alternatives to continue providing legal protection to foreign investors while protecting their right to regulate in the name of public interest. Some interesting investment agreements models, sometimes of a different ilk, have consequently flourished and have arrested the attention of those studying or working with international investment law. The main objective of this book is to critically discuss how Latin American states have accepted, resisted, or adapted themselves to international investment law and arbitration. Accordingly, the general connection between these states and international investment law are explained in an introduction which examines the general trends as per which Latin American states have offered a legal protection to foreign investments. The first part enters the merits of where international investment law and arbitration stand in some Latin American states whereby the experience of Brazil, Chile, Argentina, Venezuela, and Uruguay are discussed. The following parts explain the trends in international investment law and arbitration in Latin America. These trends are namely related to dispute settlement and governance, to the connection between investment law and human rights and finally to regionalization. In these parts, the experience of states like Brazil, Colombia, Peru, and Mexico are perused.

    Abstract: This book provides new and established researchers with innovative methodologies and research strategies to explore European security integration from a different perspective, challenging traditional theoretical interpretations.     Abstract: The Lao People's Democratic Republic (Laos) is facing economic challenges. The country is experiencing a growth slowdown with high levels of public debt. Growing current expenditure and debt service obligations amid sluggish tax revenue led to a widening fiscal deficit in the early 2010s, which remained high into the 2020s despite fiscal consolidation efforts. COVID-19 and deteriorating macroeconomic conditions have disrupted human capital investment and are expected to have worsened the incidence of poverty and inequality. Fiscal policy can be an instrument to address these challenges, but its role has been constrained by a precarious fiscal position. This report analyzes the distributive effects of the Lao fiscal system and potential reforms to address current economic challenges. The analysis adopts the Commitment to Equity (CEQ) methodology to assess the distributional impact of the Lao fiscal system on household welfare. The methodology disaggregates income to include or exclude fiscal interventions to analyze the impact of the fiscal system and each intervention on poverty and inequality. Fiscal interventions can be classified into three categories according to how they are imposed on households: direct interventions (direct taxes, social security contributions, and cash transfers), indirect interventions (indirect taxes and subsidies), and in-kind interventions (public health and education). The framework assesses how progressive a fiscal system and each fiscal intervention are and measures their impacts on poverty and inequality

    Abstract: This open access book presents an important discussion on the interface between sustainable soil management and climate mitigation and adaptation.     Abstract: This open access book provides an overview of urban digital platforms such as Airbnb and Deliveroo, which, along with Amazon, Google, Facebook and other IT companies, constitute by now the infrastructures for other businesses to operate on and for our social life to go on. These platforms serve as standards-based techno-economic systems that simultaneously capture cooperation through remote coordination and organize labor via algorithm management. Based on a three-years research project, this contributed volume outlines a general theory of platform capitalism that conceives these platforms not only as technical devices, but as generative engines that operate at the interface of several aspects, such as digitalization of forms of social cooperation; algorithm-based management of labor and participation; and private and vertical appropriation of profits. These elements are somehow iconic of the capitalist evolution of the last decades, and they open up a reflection on new forms of “primitive accumulation” (in particular regarding data), on the mechanisms used to capture and extract social surplus value, and on the logistic-financial dimensions of capital. Finally, in light of the transformations associated with the COVID-19 pandemic, the authors examine how platforms can evolve into hegemonic organizational structures. Assuming we are all already living in the age of the platform, this book takes a multifaceted approach—combining sociology with urban studies, and political sciences with economics—to grasp the challenges our societies face in terms of ensuring fair economic growth, adequate social protections, and labor rights.     Abstract: As computational power, the volume of available data, IT systems’ autonomy, and the human-like capabilities of machines increase, robots and AI systems have substantial and growing implications for the law and raise a host of challenges to current legal doctrines. The main question to be answered is whether the foundations and general principles of private law and criminal law offer a functional and adaptive legal framework for the “autonomous systems” phenomena. The main purpose of this book is to identify and explore possible trajectories for the development of civil and criminal liability; for our understanding of the attribution link to autonomous systems; and, in particular, for the punishment of unlawful conduct in connection with their operation. AI decision-making processes – including judicial sentencing – also warrant close attention in this regard. Since AI is moving faster than the process of regulatory recalibration, this book provides valuable insights on its redesign and on the harmonization, at the European level, of the current regulatory frameworks, in order to keep pace with technological changes. Providing a broader and more comprehensive picture of the legal challenges posed by autonomous systems, this book covers a wide range of topics, including the regulation of autonomous vehicles, data protection and governance, personality rights, intellectual property, corporate governance, and contract conclusion and termination issues arising from automated decisions, blockchain technology and AI applications, particularly in the banking and finance sectors. Whatever happened to the once-flourishing idea of rags to riches? Will new and exciting innovations only ever come from big tech companies? Can the EU establish its own flexible framework for boosting innovation, e.g. by facilitating the transformative use of technologies and data? This book seeks to answer these questions by exploring the differences in copyright culture in Europe and the United States, with its flexible fair use framework.     Abstract: The starting point of this book is the generally shared observation that in violence-torn areas of limited statehood, the civilian population is often subject to deliberate attacks. This violence often escalates to core crimes such as war crimes, crimes against humanity and even genocide. The International Criminal Court (ICC) could potentially deter such crimes. In order to do so, it largely depends on the cooperation of the states on the territory of which alleged core criminals operate. Since such states are often unwilling or unable to cooperate, the book explores whether the ICC could instead seek assistance from international forces such as UN peace support operations, UN-mandated missions, and belligerent occupants. The book covers, on the one hand, the law and practice of the UN Security Council with regard to mandating international forces to arrest and transfer alleged offenders to the ICC or to other international courts. On the other, it addresses to what extent international forces may or must hand alleged offenders over to the ICC, regardless of such mandates. More precisely, the book examines whether the duties to prosecute genocide, torture, enforced disappearance, grave breaches and other war crimes apply extraterritorially and – if so – whether international forces can discharge these duties by transferring suspects to the ICC. At the same time, the book addresses the limitations to such extraterritorial action: firstly, to what extent the prohibition of the use of force and the principle of territorial sovereignty restrict extraterritorial deprivations of liberty and transfer to the ICC. Secondly, it explores the restrictions and permissions that the law of occupation and other norms of international humanitarian law impose on such apprehensions and transfers. Finally, it discusses how international forces can uphold the right to liberty and security as well as the principle of non-refoulement when they extraterritorially apprehend ICC suspects. This also reflects the book’s relevance with regard to the more general debate on the extraterritorial application of human rights.

    Abstract: This edited volume addresses the environmental and cultural underpinnings of the kind of social conflict that spawned the origins and elaboration of ritualized human and animal sacrifice in Mesoamerica. The chapters variously document the place of cultural evolution and social complexity in the origins and elaboration of ritual human sacrifice, cannibalism, and trophy-taking across a broad spectrum of Mesoamerican cultural and social contexts that first saw the light of day before 2600 BCE, and rapidly developed and proliferated across the Mesoamerican world in the centuries to follow. They study the developments in sacrifice rituals through the centuries into the first millennium CE, when the Mexica Aztec and their allies had elevated ritual human sacrifice such that they produced a plethora of sacrificial acts, modes and manners of death, and associated deities to articulate the necro-cultures and blood-tribute of the times. The chapters further study present-day rites of Amerindian communities from throughout Mesoamerica that include paying homage to the deities of earth and sky through sacrifice and consumption of animal surrogates. The interdisciplinary effort undertaken by this international cadre of scientists, including anthropologists, bioarchaeologists, art historians, ethnohistorians, iconographers, and religious studies experts provides a particularly rich forum for launching an interrogation into the role of conflict, environment, and social complexity in the emergence and persistence of ritual violence and human sacrifice in the Mesoamerican world.

    Abstract: This book highlights the changing dynamics of Muslim identity and integration in Britain, focusing on the post-9/11 era. Historically, Muslims faced discrimination based on ethnicity rather than religion. However, contemporary discrimination against Muslims is rooted in different reasons, with events like the Rushdie affair significantly impacting multicultural relations. This study analyzes the evolving multicultural landscape in Britain, exploring the shift from predominantly assimilationist policies to a more mutual process of integration. It delves into the emergence of interfaith dialogue as well as the complexities surrounding the intersection of race, religion, gender, and identity. The research examines two key themes: the discursive positioning of Islam beyond integration and terrorism narratives, and the operationalization of identity by Muslims in various contexts. The study employs empirical methods and cultural studies theories to understand how individual and social practices intersect in this context. By doing so, it contributes to Islamic studies, socio-political studies, and cultural studies, shedding light on the discourses that shape and are shaped by Muslim lives in Britain. Elizabeth R. Macaulay is an Associate Professor of Liberal Studies, Classics, Middle Eastern Studies, and Digital Humanities at The Graduate Center, The City University of New York. Her research examines the intersection of antiquity and modernity. She is the author or editor of six books, including Antiquity in Gotham: The Ancient Architecture of New York City (2021) and Classical New York: Discovering Greece and Rome in Gotham (2018). Educated at Cornell and Oxford Universities, she has served as a general trustee of the Archaeological Institute of America.     Abstract: This open access book examines the chronic underperformance of economies with respect to inclusion, sustainability and resilience. It finds that the standard liberal economic growth and development model has evolved over the past century in a fundamentally unbalanced manner that underemphasizes the crucial role of institutions – legal norms, policy incentives and public administrative capacities – in translating market-based growth in the production of goods and services into broad and sustainable gains in social welfare at the household level. Correcting this imbalance of emphasis in economic theory and policy between markets and institutions, production and distribution, and national income and household living standards is the single most important step required to transcend 20th century trickle-down “neoliberalism” and replace it with a more human-centred model of economic progress in the 21st century. The book breaks new ground by integrating the principal institutional dimensions of the social contract into the heart of macroeconomic theory and presenting extensive corresponding reforms of domestic and international economic policy to refocus them on the median living standards, rather than primarily aggregate wealth or GDP, of nations. This is the bottom-line measure of national economic performance, and it depends on the strength of both markets of exchange and institutions in such areas as labour and social protection, financial and corporate governance, competition and rents, anti-corruption, infrastructure and basic necessities, environmental protection, education and skilling, etc. Extensive comparative data are presented demonstrating that countries at every level of economic development have ample policy space to narrow their “welfare gaps” – their underperformance on these and other key aspects of household living standards relative to the frontier of leading policy practice in peer countries.     Abstract: This open access book focuses on the ‘downstream’ element of PFM, that is how public organisations utilise public resources. It argues that improvements in PFM/IC will only flow from a recognition that what really matters is the quality of management. Management reform is an essential precondition to the successful implementation of many new techniques. Only when a managerial capacity exists willing to take advantage of the opportunities created by such technical developments, is it beneficial to pursue them. The benefits of PFM/IC flow from an improved quality of management. Despite enormous efforts, reform of public financial management and internal control (PFM/IC) in developing and transition economy countries has not been particularly successful in improving the quality of public service delivery and the use of public resources. This book outlines why this is and suggests a new approach. The analysis set out in this book is particularly relevant especially given limited national budgets and squeezed international aid budgets. These management changes include to the political/official relationships, to management structures, to budgetary and accounting arrangements and to the relationships between, particularly, the ministry of finance and other ministries. They require the delegation of operational management, developments in financial management and in accountability arrangements and a reconsideration of personnel policies, penalty and sanction arrangements. Managerial training for the civil service will be a key requirement. Reform may impact upon traditional cultural practices. These changes are all inter-related and should be coordinated. Noel Hepworth was the Chief Executive of CIPFA from 1980-1996. He is a qualified public finance accountant and was the initial Chairman of Accountancy of Europe’s Public Sector Committee and a technical adviser to IFAC’s Public Sector Accounting Standards Board for a period of years. More recently, he has worked extensively with OECD/SIGMA in many countries. Earlier in his career he worked in local government. He was an original member of the UK Audit Commission. He holds a post graduate diploma in public administration from the University of London. He has been awarded honorary doctorates by the Universities of Hull, Brighton and London City. He is a Fellow of the Center of Excellence in Finance, Slovenia and was awarded an OBE by Her Majesty the Queen in 1980.

    Abstract: This Open Access book presents an in-depth portrait of the use and impact of digital technologies by learners ages 5-18 years in their everyday lives.     Abstract: The existing literature on development and economic diversification finds an inverted-U function between these two variables, whereby economies diversify as they grow up to a point, after which they start specializing. This paper contributes to this literature by investigating the stages of diversification over the course of development during the past 57 years. The paper emphasizes the trajectories of resource-rich and resource-poor countries, an issue that has not been covered by the extant literature. In addition, the paper studies the stages of diversification across three dimensions, namely employment, value-added, and exports. Additionally, it examines the relationship for services. Non-parametric estimations suggest a U-shaped curve between measures of economic concentration and per capita income levels, which is in line with existing evidence. However, these patterns are mainly driven by between-country rather than within-country variation, a finding that had been ignored in the existing literature. Diversification patterns also differ across resource-rich and resource-poor countries: Employment and value added in resource-rich countries are on average more concentrated at low levels of development while in resource poor countries, they are more concentrated at high levels of development. In contrast, at all levels of development, exports are more concentrated in resource-rich countries

    Abstract: The World Bank's analytical work has a strong reputation, but its knowledge products are also perceived to be of varying quality and relevance, and the drivers of this heterogeneity are only partially understood. Building on previous evaluations, this paper adopts a production function approach to assess how budget resources, time to completion, technical skills, and institutional responsibilities affect the internal ratings and external visibility of different types of analytical tasks at the World Bank. To this effect, the paper first matches records from three unconnected electronic platforms -- for internal documents, budget codes, and external publications -- to assemble a comprehensive database of knowledge products and their key characteristics. With analytical documents as its unit of observation, the exercise shows that: (1) devoting more resources to analytical tasks leads to both better ratings and greater visibility; (2) both outcomes are systematically worse when a greater share of resources comes from trust funds; (3) they are also consistently worse for tasks that take longer to complete; (4) more academically oriented team leaders underperform on ratings and overperform on visibility, whereas technically solid but less stellar team leaders overperform on ratings; and (5) everything else equal, performance varies systematically with the nature of the unit in charge. The findings of the paper can be read as a cautionary note against knowledge management that is based on the counting of analytical tasks. Instead, the findings call for much stronger information systems on knowledge products, a better alignment of incentives for the units in charge, and regular evaluations in the spirit of this paper

    Abstract: This article explores the links between conflict, land and indigenous peoples in several regions of Mindano, the Philippines, notorious for their levels of poverty and conflict. The analysis takes advantage of the unprecedented concurrence of data from the most recent, 2020, census; an independent conflict data monitor for Mindanao; and administrative sources on ancestral land titling for indigenous peoples in the Philippines. While evidence elsewhere compellingly links land titling with conflict reduction, a more nuanced story emerges in the Philippines. Conflicts, including land- and resource-related conflicts, are generally less likely in districts (barangays) with higher shares of indigenous peoples. Ancestral domain areas also have a lower likelihood for general conflict but a higher likelihood for land-related conflict. Ancestral domains titling does not automatically solve land-related conflicts. When administrative delays take place (from cumbersome bureaucratic processes, insufficient resources and weak institutional capacity), titling processes may lead to sustained, rather than decreased, conflict

    Abstract: This paper investigates the similarities between the economy of 1912 Mount Lebanon on the eve of the famine of 1916 and the economy of 2004 Lebanon that set the stage for the major economic and social crisis of 2019. A simple general equilibrium simulation shows that, as long as the Lebanese economy remains reliant on foreign inflows, crises will persist, with different manifestations. Regardless of the period considered, foreign inflows increase domestic prices and induce real appreciation. Low productive capacities and insufficient job creation lead to high emigration. Emigration increases the reliance on foreign inflows, which in turn increase domestic prices and reduce competitiveness, hence triggering further emigration and further reliance on foreign inflows. Income and prices increase, but exports decline, and growth remains volatile. The interruption of the flows of capital and goods and the impossibility to migrate due to the First World War drove Lebanon into starvation in 1916. The interruption of inflows of capital in 2019 led to a major crisis and massive outmigration, as predicted through the simulations based on the structure of the Lebanese economy in 2004. The simulations effectively capture the impact of external shocks on the Lebanese economy and closely align with the actual changes in economic variables during 2005 to 2020

    Abstract: Railways play an important role in the transportation systems of many developing countries. Railways stations are a key but often neglected part of this railway service. Many countries are considering railway station redevelopment to improve their rail service. They include many developing countries In this report, the term redevelopment refers to changes to existing stations (as opposed to new development). It encompasses refurbishment, renovation, or improvement to station buildings, platforms, and operational rail infrastructure and to the land in its surrounding areas. Much of this report will focus on the redevelopment of the railway station building itself, as this is often the first level of station redevelopment considered. While station redevelopment projects provide many benefits, they are complex to deliver and require a unique set of knowledge, skills, and know-how. This is particularly true when the railway intends to deliver a project through a public-private partnership (PPP) scheme. PPPs require appropriate institutional arrangement with financial and legal expertise to structure, procure, and implement PPP transactions successfully. The objective of this report is to provide railway authorities and policy makers with guidance and knowledge to help in design and implementation of railway station redevelopment projects, leading to more viable and successful projects

    Abstract: The Paris Agreement established that global warming should be limited to "well below" 2?C and encouraged efforts to limit warming to 1.5?C. Achieving this goal presents a significant challenge, especially given the presence of (i) economic inertia and adjustment costs, which penalize a swift transition away from fossil fuels, and (ii) climate uncertainty that, for example, hinders the ability to predict the amount of emissions that can be emitted before a given temperature target is passed, which is often referred to as the remaining carbon budget. This paper presents a modeling framework that explores optimal decarbonization investment strategy when both delayed learning about the remaining carbon budget and adjustment costs are present. The findings show that delaying learning about the remaining carbon budget impacts investment in three ways: (i) the cost of policy increases, especially when adjustment costs are present; (ii) abatement investment is front-loaded relative to the certainty policy; and (iii) the sectoral allocation of investment changes to favor declining investment pathways rather than bell-shaped paths. The latter effect is especially pronounced in hard-to-abate sectors, such as heavy industry. Each of the effects can be traced back to the carbon price distribution inheriting a "heavy tail" when the remaining carbon budget is learned later in the century. The paper highlights how climate uncertainty and adjustment costs combined result in a more aggressive least-cost strategy for decarbonization investment

    Abstract: This paper examines the role of firm dynamics in aggregate total factor productivity, job flows, and wage inequality in Ecuador. Utilizing a comprehensive employer-employee dataset, the paper documents firm dynamics and job flow patterns that are consistent with the presence of market distortions. Also, the paper identifies factor misallocation as the main contributor to Ecuador's total factor productivity deceleration. Given these trends, the paper explores allocative inefficiency drivers through firm- and industry-level regressions. Firms in the top productivity quintile face distortive non-wage labor costs that are 3.7 times higher than the bottom quintile, after controlling for firm size and age. The findings also provide evidence of credit misallocation across firms. Additionally, industries with higher job mobility, credit access, and competition and lower non-wage labor costs, minimum wage incidence, and zombie firms demonstrate higher allocative efficiency. Moreover, worker-level regressions indicate that misallocation drivers explain up to 41 percent of wage inequality, with non-wage labor costs and product market frictions as distortions driving this inequality

    Abstract: This paper presents evidence of inelastic demand in the market for risky sovereign bonds and examines its interplay with government policies. The methodology combines bond-level evidence with a structural model featuring endogenous bond issuances and default risk. Empirically, the paper exploits monthly changes in the composition of a major bond index to identify flow shocks that shift the available bond supply and are unrelated to country fundamentals. The paper finds that a 1 percentage point reduction in the available supply increases bond prices by 33 basis points. Although exogenous, these shocks might influence government policies and expected bond payoffs. The paper identifies a structural demand elasticity by feeding the estimated price reactions into a sovereign debt model that isolates endogenous government responses. These responses account for a third of the estimated price reactions. By penalizing additional borrowing, inelastic demand acts as a commitment device that reduces default risk

    Abstract: Environmental degradation is the largest public health challenge of the century and is likely to be exacerbated by climate change. This study undertakes a comprehensive examination of the health implications of environmental hazards in Cambodia, simultaneously addressing extreme temperatures, precipitation patterns, and air pollution. It leverages data from the Demographic and Health Surveys and satellite-derived metrics on temperature, precipitation, and fine particulate matter. The analysis identifies a positive association between temperature and the occurrence of diarrhea and cough among children and a nonlinear relationship between precipitation and these health outcomes. Furthermore, the study demonstrates that pollution significantly impacts cough incidence. To anticipate future trends, climate simulations are employed to forecast the incidence of child diarrhea in Cambodia under different climate and development scenarios. The projections indicate that diarrhea incidence could increase to 19 percent by 2040 without significant adaptation measures that would lessen the adverse impact of weather. For instance, the acceleration in toilet ownership over the last decade reduced diarrhea incidence by at least 1.2 to 1.4 percentage points. Nevertheless, the path ahead requires proactive efforts to improve sanitation and hygiene. The forecasts suggest that, without additional strategies to counter climate change's adverse effects, only universal toilet ownership would contain the climate-driven increase in diarrhea incidence expected by 2040

    Abstract: The following analytical report summarizes the technical notes and presentations prepared by the World Bank and the Workforce Development Center under the Ministry of Labor and Social Protection of Population of Kazakhstan (MLSPP). These works aimed to support the MLSPP in the preparation of the Concept Plan of Labor Market Development for 2024-2029. The teams analyzed existing barriers and the potential for the creation of quality jobs in Kazakhstan because employment is essential for economic growth, which contributes to reducing poverty. Despite slower economic growth and some institutional challenges, Kazakhstan, nevertheless, has been successful at reducing the poverty rate. The major factor contributing to Kazakhstan's growth has been productivity, regardless of the period. A much lower contribution stems from labor market factors and employment rates. Therefore, the teams focused on how to boost firm productivity to increase the number and accessibility of better jobs, as well as how to develop skills and provide good education to the different groups of the population and prepare people for new and old jobs. Based on the material delivered by the World Bank, the WDC and other local expert groups, the MLSPP was able to draft the Concept Plan of Labor Market Development for 2024-2029, which the Government of Kazakhstan approved on November 28, 2023

    Abstract: This paper presents distributional national accounts for Honduras over 2003-2019, using survey microdata, administrative tax records, and national account aggregates. It assembles comprehensive data on formal income for high-income individuals, including information on corporate shareholders, which allows corporate profits to be assigned to their owners. The estimates suggest a high and persistent inequality in the country: the top 1 percent highest earners received approximately 30 percent of the total income over the period, placing Honduras among the most unequal countries in the world. Undistributed corporate profits are the overwhelming income source at the very top of the distribution, highlighting its importance in the measurement of income inequality.     Abstract: Imported digital goods are critical for productivity growth in low-income countries. Using detailed data on international trade flows and tariffs, this paper finds that African nations tend to import relatively low quality, low price digital goods. It also finds that digital goods in Africa are subject to relatively higher tariffs, along with other factors that contribute to their higher cost in the domestic market compared to other regions, especially in some low-income countries. The findings show that the African Continental Free Trade Area will do little to reduce this tariff burden, as most digital goods are sourced from higher income nonmembers. In contrast, unilateral tariff liberalization toward all countries would significantly increase the imports of digital goods in Africa

    Abstract: This book demonstrates the relevance of the historical perspective with respect to national and international payment systems. Its analysis of national and international payments develops along a dialectical path that starts with the work of the Classics (thesis), undergoes a radical turn with the advent of the neoclassical school (antithesis), and reaches the modern theory of emissions passing through Keynes’s contribution (synthesis). That the history of economic thought occupies a legitimate place in the field of historical studies is beyond dispute. What may be less well understood is that it can serve purposes beyond those of the academic community of historians. This book critically investigates the contributions of the greatest economists of the past to provide insights into the pathologies of today’s systems of national and international payments and into the reforms that are needed to correct them. It will be relevant to students and researchers interested in economic policy and the history of economic thought. Andrea Carrera is an Assistant Professor of Applied Economics at Complutense University of Madrid and an Affiliated Researcher at the Complutense Institute for International Studies (ICEI). He has also been serving as a Marie Skłodowska-Curie exchange researcher in Asia and South America. His current research interests are in monetary economics and economic catch-up. Alvaro Cencini is Professor Emeritus of Monetary Economics at the Università della Svizzera italiana, Switzerland. He holds a D.phil degree from the University of Fribourg and a Ph.D. degree from the London School of Economics.     Abstract: The aim of this report is to gather evidence that will identify priorities and actions by stakeholders towards positively influencing, up scaling and accelerating gender equality and women's empowerment in Zimbabwe. The report consolidates information on gender gaps and drivers of inequality in human endowments, economic opportunities, ownership and control of assets, and voice and agency. This includes identifying factors that deepen inequalities, and effectiveness of current policies and programming in narrowing gender disparities. The aim is to also identify promising and good practices that can potentially be replicated for greater impact, cascading to all areas in the country. The analysis guided by a conceptual framework that describes the ways households, markets, and institutions (both formal and informal), and their interactions all influence gender equality and economic development outcomes. Additionally, attention is paid to intersecting identities of women and men that affect their ability to access services and opportunities, including disability status, place of residence and other socio cultural and economic factors. The assessment draws on several data sources collected using mixed methods. Available quantitative and qualitative data sources form the basis of the assessment, including surveys, national and institutional reports and broader feminist and economic literature. Robust stakeholder consultations, including representatives from Government of Zimbabwe (GoZ), development partners, the United Nations (UN), Non- Governmental Organizations (NGOs), and communities grounded the analysis and provided insights into priority setting and forward-looking strategies

    Abstract: The Algeria Disaster Risk Management Diagnostic was developed as part of World Bank technical assistance to the Algerian government. The diagnostic offers a concise overview of the country's disaster risk profile, delves into the macroeconomic implications of disasters, outlines Algeria's advancements in disaster risk management (DRM), and highlights ongoing challenges within the DRM sector. This report aims to provide a comprehensive analysis of Algeria's DRM sector and identify key priority areas to enhance the country's resilience. This diagnostic was developed through a robust partnership between the World Bank and the National Delegation for Major Risks (DNRM) under the Algerian Ministry of Interior, Local Authorities and Territorial Development (MICLAT) from 2021 to 2023. It represents the culmination of an extensive review of over 500 documents, a comprehensive multi-stakeholder consultation workshop conducted in July 2021, and bilateral interviews held between March and October 2021 with the DNRM and all DRM stakeholders in Algeria. An initial version was completed in November 2021, which was further refined in 2022 and 2023 based on feedback received from Algerian counterparts through additional discussions, email correspondences, and recommendations from World Bank experts

    Abstract: This study compares the magnitude of national level losses that the COVID-19 pandemic inflicted across three critical dimensions: loss of life, loss of income, and loss of learning. The well-being consequences of excess mortality are expressed in years of life lost, while those of income losses and school closures are expressed in additional years spent in poverty (as measured by national poverty lines), either currently or in the future. While 2020-21 witnessed a global drop in life expectancy and the largest one-year increase in global poverty in many decades, widespread school closures may cause almost twice as large an increase in future poverty. The estimates of well-being loss for the average global citizen include a loss of almost three weeks of life (19 days), an additional two and half weeks spent in poverty in 2020 and 2021 (17 days), and the possibility of an additional month of life in poverty in the future due to school closures (31 days). Well-being losses are not equitably distributed across countries. The typical high-income country suffered more total years of life lost than additional years in poverty, while the opposite holds for the typical low- or middle-income country. Aggregating total losses requires the valuation of a year of life lost vis-a-vis an additional year spent in poverty. If a year of life lost is valued at five or fewer additional years spent in poverty, low-income countries suffered greater total well-being loss than high-income countries. For a wide range of valuations, the greatest well-being losses fell on upper-middle-income countries and countries in the Latin America region. This set of countries suffered the largest mortality costs as well as large losses in learning and sharp increases in poverty

    Abstract: The complex relationship between climate shocks, migration, and adaptation hampers a rigorous understanding of the heterogeneous mobility outcomes of farm households exposed to climate risk. To unpack this heterogeneity, the analysis combines longitudinal multi-topic household survey data from Nigeria with a causal machine learning approach, tailored to a conceptual framework bridging economic migration theory and the poverty traps literature. The results show that pre-shock asset levels, in situ adaptive capacity, and cumulative shock exposure drive not just the magnitude but also the sign of the impact of agriculture-relevant weather anomalies on the mobility outcomes of farming households. While local adaptation acts as a substitute for migration, the roles played by wealth constraints and repeated shock exposure suggest the presence of climate-induced immobility traps

    Abstract: This paper examines the relationship between trade and job quality, using productivity and wage rate data for export and non-export activities in a sample of 60 countries across all income levels and 45 sectors spanning the whole economy over 1995-2019. First, the analysis finds that workers involved in export activities are more productive and better paid than those in non-export activities. While the productivity premium for export activities is confirmed in low- and middle-income countries, there is no wage rate premium. Second, this study finds a positive relationship between exports and labor productivity at the country-sector level, which can be attributed to productivity gains within export activities as well as spillovers to non-export activities. Countries' specialization in global value chains and sectors also matters for the relationship between exports and job quality, with manufacturing, agriculture, and business services showing stronger associations. The link between exports and the wage rate is smaller than for productivity. Finally, productivity and wage rate growth decompositions suggest that growth within rather than between activities was the driving force. Within export activities, productivity and wage increases were dominated by within-sector growth, although labor movement toward more productive sectors also matters in low- and middle-income countries

    Abstract: Fiscal policies affect households and individuals in a variety of ways. Even though these effects are likely to be different for men and women, conventional tools of fiscal incidence analysis are typically unable to capture these gender differences. Using a particular type of incidence analysis known in the literature as the Commitment to Equity framework, this paper proposes a methodology to overcome this challenge. A particular novelty the paper introduces is the explicit incorporation of social reproduction into the fiscal incidence analysis framework, enabling the implicit valuation of unpaid work that is typically undertaken by women on activities such as cooking, cleaning, and caring for children and the elderly. Applying this methodology to the cases of Jordan and Armenia -- two countries with very different approaches to fiscal policy and cultural norms around the economic and social roles of men and women -- the paper also highlights some of the insights that this engendered perspective could add to standard fiscal incidence analysis
