    Kurzfassung: Improving education outcomes by disseminating information to parents and thereby encouraging them to become more actively engaged in school oversight is attractive, since it can be done relatively cheaply. This study evaluates the impact of alternative approaches to disseminating information about a school grants program in Indonesia on parents' knowledge about the program in general, knowledge about the implementation of the program in their child's school, and participation in school activities related to the program as well as beyond it. Not all dissemination approaches yielded impacts, and different modes of dissemination conveyed different types of information best, resulting in different impacts on behavior. Specifically, the low-intensity approaches that were tried-sending a letter from the principal home with the child, or sending a colorful pamphlet home with the child-had no impact on knowledge or participation. On the other hand, holding a facilitated meeting with a range of school stakeholders or sending targeted text messages to parents did increase knowledge and participation. Facilitated meetings mostly increased overall knowledge and fostered a feeling of transparency on the part of parents, which resulted in greater participation in formal channels for providing feedback to the school. The text messages increased knowledge about specific aspects of the program, such as the grant amount, and tended to increase participation through informal channels

    Kurzfassung: Behavioral economics recognizes that mental models-intuitive sets of ideas about how things work-can bias an individual's perceptions of himself and the world. By representing an ascriptive category of people as unworthy, a mental model can foster unjust social exclusion of, for example, a race, gender, caste, or class. Since the representation is a social construction, shouldn't society be able to control it? But how? This paper considers three interventions that have had some success in developing countries: (1) Group deliberation in Senegal challenged the traditional mental model of female genital cutting and contributed to the abandonment of the practice; (2) political reservations for women and low castes in India improved the way men perceived women, the way parents perceived their daughters, and the way women perceived themselves, but have not generally had positive effects on the low castes; and (3) reductions in the salience of identity closed performance gaps between dominant and stigmatized groups in experiments in India and China. Spoiled collective identities need to be changed or made less prominent in order to overcome social exclusion

    Kurzfassung: This paper uses the 2010/11 Income and Expenditure Survey for South Africa to analyze the progressivity of the main tax and social spending programs and quantify their impact on poverty and inequality. The paper also assesses the redistributive effectiveness of fiscal interventions given the resources used. Because it applies the Commitment to Equity methodology, the results for South Africa can be compared with other middle-income countries for which the framework has also been applied. The main results are twofold. First, the burden of taxes-namely the personal income tax, the value added tax, excises on alcohol and tobacco, and the fuel levy-falls on the richest in South Africa and social spending results in sizable increases in the incomes of the poor. In other words, for the components examined, the tax and social spending system is overall progressive. Second, for these elements, fiscal policy in South Africa achieves appreciable reductions in income inequality and poverty. Moreover, these reductions are the largest achieved in the emerging market countries that have so far been included in the Commitment to Equity project. Although fiscal policy is equalizing and poverty-reducing, the levels of inequality and poverty that remain still rank among the highest in middle-income countries. Looking ahead, as South Africa grapples with slow economic growth, a high fiscal deficit, and a rising debt burden, addressing the twin challenges of high inequality and poverty will require not only much improved quality of public services, but also higher and more inclusive economic growth

    Kurzfassung: This paper describes how Latin America and the Caribbean has been integrating financially with countries in the North and South since the 2000s. The paper shows that the region is increasingly more connected with the rest of the world, even relative to gross domestic product. The region's connections with South countries have been growing faster than with North countries, especially during the second half of the 2000s. Nevertheless, North countries continue to be the region's principal source and receiver of flows. The changes reflect significant increases in portfolio investments, syndicated loans, and mergers and acquisitions. Growth of greenfield investments has been more subdued after the initial high level. Greenfield investments in the region have been in sectors in which the source country has a comparative advantage, not where the receiver country has an advantage. Mergers and acquisitions have been in sectors in which the receiver country has a comparative advantage

    Kurzfassung: Singapore has been a powerful magnet for foreign direct investment and in recent years has also made significant investments abroad, especially in developing countries and increasingly in services. This paper analyzes the determinants of Singapore's investment using the Knowledge-Capital Model and compares the impact of skill endowments on manufacturing and service sector investments. The results suggest that inward and outward investment with respect to industrialized countries in manufacturing and services was skill-seeking. A 10 percent decline in skill differences with industrialized countries resulted in a 19 percent rise in inbound manufacturing investment stocks, but only a 7 percent rise in inbound services stocks. Inward investment from developing countries in services was also skill-seeking, but outward investment to developing countries in both sectors was labor-seeking. A 10 percent increase in skill differences with developing countries resulted in a 23 percent rise in outbound manufacturing investment stocks and a 13 percent rise in outbound services stocks. Furthermore, when the analysis distinguishes between services on the basis of skill intensity, there is a significant difference between the determinants of foreign direct investment in skill-intensive services and foreign direct investment in other services and goods. However, when services are disaggregated on the basis of "proximity" needs, there is no significant difference in the determinants of foreign direct investment in proximity services compared with foreign direct investment in non-proximity services

    Kurzfassung: Does the same question asked of the same population yield the same answer in face-to-face interviews when other parts of the questionnaire are altered? If not, what would be the implications for proxy-based poverty measurement? Relying on a randomized household survey experiment implemented in Malawi, this study finds that observationally equivalent as well as same households answer the same questions differently when interviewed with a short questionnaire versus the longer counterpart that, in a prior survey round, would have informed the prediction model for a proxy-based poverty measurement exercise. The analysis yields statistically significant differences in reporting between the short and long questionnaires across all topics and types of questions. The reporting differences result in significantly different predicted poverty rates and Gini coefficients. While the difference in predictions ranges from approximately 3 to 7 percentage points depending on the model specification, restricting the proxies to those collected prior the variation in questionnaire design, namely demographic variables from the household roster and location fixed effects, leads to same predictions in both samples. The findings emphasize the need for further methodological research, and suggest that short questionnaires designed for proxy-based poverty measurement should be piloted, prior to implementation, in parallel with the longer questionnaire from which they have evolved. The fact that at the median it took 25 minutes to complete the food and non-food consumption sections in the long questionnaire also implies that the implementation of these sections might not be as overly costly as usually assumed

    Kurzfassung: This study seeks to understand how materials scarcity and competition from alternative uses affects the potential for widespread deployment of solar electricity in the long run, in light of related technology and policy uncertainties. Simulation results of a computable partial equilibrium model predict a considerable expansion of solar electricity generation worldwide in the near decades, as generation technologies improve and production costs fall. Increasing materials scarcity becomes a significant constraint for further expansion of solar generation, which grows considerably slower in the second half of the coming century. Solar generation capacity increases with higher energy demand, squeezing consumption in industries that compete for scarce minerals. Stringent climate policies hamper growth in intermittent solar photovoltaics backed by fossil fuel powered plants, but lead to a small increase in non-intermittent concentrated solar power technology. By the end of the coming century, solar electricity remains a marginal source of global electricity supply even in the world of higher energy demand, strict carbon regulations, and generation efficiency improvements

    Kurzfassung: This paper uses a three-step Bayesian cross-entropy estimation approach in an environment of noisy and scarce data to estimate behavioral parameters for a computable general equilibrium model. The estimation also measures how labor-augmenting productivity and other structural parameters in the model may have shifted over time to contribute to the generation of historically observed changes in the economic arrangement. In this approach, the parameters in a computable general equilibrium model are treated as fixed but unobserved, represented as prior mean values with prior error mass functions. Estimation of the parameters involves using an information-theoretic Bayesian approach to exploit additional information in the form of new data from a series of social accounting matrices, which are assumed were measured with error. The estimation procedure is "efficient" in the sense that it uses all available information and makes no assumptions about unavailable information. As illustration, the methodology is applied to estimate the parameters of a computable general equilibrium model using alternative data sets for the Republic of Korea and Sub-Saharan Africa

    Kurzfassung: The 2014 Ebola Virus Disease outbreak in West Africa is the largest to date by far. Ebola Virus Disease causes disproportionate mortality among the working-age population, resulting in far more mortality for parents of young children than other health crises. This paper combines data on the age distribution of current and projected mortality from Ebola with the fertility distribution of adults in Guinea, Liberia, and Sierra Leone, to estimate the likely impact of the epidemic on the number of orphans in these three countries. Using the latest mortality estimates (from February 11, 2015), it is estimated that more than 9,600 children have lost one or both parents to Ebola Virus Disease. The absolute numbers of orphans created by the Ebola epidemic are significant, but represent a small fraction (1.4 percent) of the existing orphan burden in the affected countries. Ebola is unlikely to increase the numbers of orphans beyond extended family networks' capacities to absorb them. Nonetheless, the pressures of caring for increased numbers of orphans may result in lower quality of care. These estimates should be used to guide policy to support family networks to improve the capacity to provide high quality care to orphans

It finds that only Internet services are so: firm growth and productivity are much higher when Internet access is greater and when firms use the Internet more intensively; and Internet access benefits firms in high- and low-tech industries, firms of all sizes, and exporter and non-exporter firms. Small firms appear to benefit more from the Internet than large firms do. In contrast, fixed-line and cellular services are not robustly linked to firm performance

    Kurzfassung: Parental involvement in matchmaking may distort the choice of spouse because parents are willing to substitute love for market and household production, which are more sharable between parents and their children. This paper finds supportive evidence in a survey of Chinese couples. In both rural and urban areas, parent matchmaking is associated with less marital harmony between the couple, more submissive wives, and a stronger belief in old age support for the son. In contrast, its association with couple income differs by rural and urban regions, perhaps because of differences in earning opportunities and in the enforcement of the one-child policy. Moreover, parent matchmaking is associated with more children for the couple and lower schooling for wives only in rural areas. Thus, in places with a stronger need for old age support, parents tend to be involved in matchmaking and use it to select submissive daughters-in-law to ensure old age support. The results render support to Becker, Murphy and Spenckuch (2015), who imply that parents would meddle with children's preferences to ensure their commitment to providing old age support

    Kurzfassung: Donors increasingly fund interventions to counteract inequality in developing countries, where they fear it can foment instability and undermine nation-building efforts. To succeed, aid relies on the principle of upward accountability to donors. But federalism shifts the accountability of subnational officials downward to regional and local voters. What happens when aid agencies fund anti-inequality programs in federal countries? Does federalism undermine aid? Does aid undermine federalism? Or can the political and fiscal relations that define a federal system resolve the contradiction internally? This study explores this paradox via the Promotion of Basic Services program in Ethiopia, the largest donor-financed investment program in the world. Using an original panel database comprising the universe of Ethiopian woredas (districts), the study finds that horizontal (geographic) inequality decreased substantially. Donor-financed block grants to woredas increased the availability of primary education and health care services in the bottom 20 percent of woredas. Weaker evidence from household surveys suggests that vertical inequality across wealth groups (within woredas) also declined, implying that individuals from the poorest households benefit disproportionately from increasing access to and utilization of such services. The evidence suggests that by combining strong upward accountability over public investment with extensive citizen engagement on local issues, Ethiopia's federal system resolves the instrumental dissonance posed by aid-funded programs to combat inequality in a federation

    Kurzfassung: Using a data set covering about 277,000 firms across 79 countries over the period 2004-11, this paper examines the evolution of firms capital structure during the global financial crisis and its aftermath in 2010-11. The study finds that firm leverage and debt maturity declined in advanced economies and developing countries, even in countries that did not experience a crisis. The deleveraging and maturity reduction were particularly significant for privately held firms, including small and medium enterprises. For small and medium-size enterprises, these effects were larger in countries with less efficient legal systems, weaker information-sharing mechanisms, shallower banking systems, and more restrictions on bank entry. In contrast, there is weaker evidence of a significant decline of leverage and debt maturity among firms listed on a stock exchange, which are typically much larger than other firms and likely benefit from the "spare tire" of easier access to capital market financing

    Kurzfassung: This paper seeks to understand what drove the trends in learning outcomes in Argentina between 2000 and 2012, using data from four rounds of the Program for International Student Assessment. A year-specific education production function is estimated and its results used to decompose the changes in learning outcomes into changes in inputs, parameters, and residuals via microsimulations. Estimates of the production function show the importance of socioeconomic status, gender, school autonomy, and teacher qualifications to determine learning outcomes. Despite an important increase in the level of resources invested in public education, learning outcomes in public schools decreased vis-a-vis private schools. According to the results presented here, the increase in the number of teachers in the system, pushing the pupil-teacher ratio in Argentina to 11, had no effect on learning outcomes. The microsimulation further confirms that changes in the system's ability to transform inputs into outcomes accounted for most of the changes in test scores. Overall, the study shows the ineffectiveness of input-based education policies to improve learning outcomes in Argentina

    Kurzfassung: Twenty years after the end of the war, Bosnia and Herzegovina (BiH) has yet to achieve shared prosperity for its citizens and approach European living standards. The country has been at peace since the end of 1995, but its development model needs adjustment if it is to join the ranks of prosperous European economies. BiH has a disproportionately large public sector that dates back to Yugoslav times and has only been partly reformed since, and the constitutional arrangements under the Dayton and Washington Agreements had as their aim the cessation of war rather than the explicit goal of building a viable and efficient state. Financial inflows, particularly aid and remittances, have been fueling consumption-based economic growth. These inflows were important in post-war recovery, and propelled the country back to middle-income status. However, reaching high levels of income, creating prosperity and eliminating poverty will only happen if BiH shifts toward an economic model that builds on international integration, especially with the EU, BiH's most important trading partner and anchor of institutional reform. BiH needs to rebalance its development model in two fundamental ways in order to succeed. First, it needs to unleash the potential of the private sector while reducing the footprint of the very large public sector. Second, the economy needs to shift from an inward focus driven by local consumption and imports to the potential of international integration through investments and exports. To achieve this country needs more (and larger) companies, vibrant small and medium sized enterprises and a business environment that allows them to grow and expand output, employment, and exports

The need for a systematic assessment of land governance arises from three factors: policy importance, institutional fragmentation, and technical complexity. The land governance assessment framework (LGAF) was developed by World Bank, in partnership with Food and Agriculture Organization (FAO), IFAD, IFPRI, United Nation (UN) habitat and the African union land policy initiative to facilitate an analysis of this nature, will allow for the comparison of the state of land governance in Sierra to global good practices in key areas of responsible land governance. The results of the LGAF in Sierra Leone will feed into the ongoing voluntary guidelines on the responsible governance of tenure of land, fisheries, and forests in the context of national food security (VGGT) discussions. The World Bank generally organizes a high level policy dialogue with the government to discuss key conclusion and policy recommendations. This report starts with a presentation of the methodology used in the implementation of the LGAF in Sierra Leone. It will provide an overview of the role of land in the economy and the history and context of land and tenure governance in Sierra Leone. It then presents the results of the assessments, followed by for improving land governance. Finally, it presents the policy matrix in relation to land matters in Sierra Leone

    Kurzfassung: In Guinea, the quality of human capital is as crucial for economic success as its vast mineral resources. Improving the quality of education, ensuring the creation of a productive labor with high returns, and, above all, encouraging the creation of private enterprises through a favorable business climate are all essential to boosting productivity and skills. Today, traditional civil service opportunities available are insufficient to absorb ever-growing numbers of Guinean graduates. University enrollments have increased tenfold over the past 10 years, reaching more than 95,000 students in 2012. Graduates between the ages of 25 and 35 face an unemployment rate close to 30 percent, posing a threat to social stability. Education remains disconnected from work, and students are not distributed among academic disciplines according to any economic logic. Technical and vocational training is underdeveloped relative to the needs of industry, namely mining, construction, and agriculture in particular. Companies hire mainly through personal connections, creating a system in which, for all sectors but agriculture, the majority of employee's report obtaining their jobs through acquaintances. Even in the formal economy, firms recruit predominantly via informal networks. The lack of transport infrastructure and weak electrical power grid, coupled with a poorly developed financial system and challenging institutional environment hinder both the creation of new businesses and growth of existing businesses. Growth projections are encouraging, although not as high as expected due to the Ebola virus disease, and demand for skilled labor is now a national priority. Maximizing the outputs of these new jobs will require strengthening the linkages between higher education (including technical and vocational education and training (TVET)) and high-growth sectors. In this note, we review the current state of education and workforce skills in Guinea. With the support of the new employer-employee survey prepared under this technical assistance and household surveys covering years 2007 and 2012, the note will identify the key bottlenecks faced by firms in hiring qualified workers. The note will conclude by providing recommendations to improve workforce quality

    Kurzfassung: Panama has experienced impressive and significant economic growth, emerging as one of the better performers in Central America in recent years and one of the fastest growing economies worldwide. From 2003 to 2013, Panama has averaged an annual GDP growth rate of approximately 7 percent, surpassing the average GDP growth in Central America. It has also emerged as one of the fastest growing economies worldwide. Even during the economic crisis of 2008-2009, its economy continued to grow albeit at a lower rate. This note recommends that Panama prioritize three main aspects: a) improving the effectiveness of social public spending by further enhancing the pro-poor and pro-indigenous features of targeting mechanisms; b) reducing inefficiencies in the various sectors, for example, by improving the coordination between the Ministries of Education, Health, Social Development, and CSS to minimize duplication of efforts and resources; and c) strengthening planning, budgeting, and information tools and systems, legislation, and institutions to support implementation and track progress toward Government goals

    Kurzfassung: The food system is fundamental for human life. It provides energy, nutrition, an income source for billions of people, and is the largest user of the world's natural resources. In response, improvements in agriculture operations have to be made at both the policy and individual farmer level in order to realize gains in efficiency and productivity. The recent worldwide diffusion of new technologies, combined with big data and analytics, is providing the opportunity for developing countries to leap frog some of the intermediate development phases providing farmer's in the developing world with greater access to timely, cost effective, and personally relevant information on best practices, markets, prices, inputs, weather, and news of impending disaster. In particular, the penetration of mobile phones, and the innovative applications of geospatial and sensing technologies are providing opportunities to use big data in support of agriculture initiatives, including the ones funded by the World Bank. This solution brief defines what big data is in the context of the developing world, presents a series of case studies on how big data has already been used to date, and identifies some lessons learned and potential opportunities for the use of big data in supporting the achievement of agricultural outcomes in the developing world

    Kurzfassung: This study seeks to identify potential sources of co-financing to meet the additional costs of energy efficiency (EE) and climate mitigation benefits associated with the hydrochlorofluorocarbons (HCFC) phase-out supported by the Multilateral fund of the montreal protocol (MLF). As it stands, the policy of the multilateral fund is to support only the eligible incremental costs related to the phase-out of ozone depleting substances, and not to support the additional costs of additional EE related improvements of the equipment. Currently therefore, while the multilateral fund encourages exploring co-financing opportunities for improving energy efficiency, the fund does not directly support the uptake of the most energy efficient technology. HCFC phase-out management plans (HPMPs) approved by the MLF seek to facilitate the conversion of refrigeration - air conditioning (Ref-AC) manufacturing and foam manufacturing away from the use of HCFCs to non - ozone depleting substance (ODS) alternatives. This study explores pathways that may encourage the uptake of ozone- and climate friendly technologies through synergies between the MP, policies to promote EE, and climate finance instruments; thereby leading also to cost-effectiveness of public financing and economic efficiency where synergies exist and can be exploited. The study underscores, based on practical examples, that opportunities can be strategically engineered to encourage harmonization between the phase-out of the HCFCs and HCFC-using technologies with efforts to promote energy efficiency and reduce greenhouse gas emissions (GHG)

    Kurzfassung: The Country Partnership Framework (CPF) will succeed the Myanmar interim strategy note (FY13-14) and be the first full country strategy for Myanmar since 1984. This CPF comes at a time of great opportunity for Myanmar; over the three year period covered in this CPF, the reforms initiated in 2011 have the potential to bring Myanmar into a new era of peace and prosperity. Myanmar s history, ethnic diversity, and geography combine into a unique set of development challenges and opportunities, including (i) emergence from a long period of international isolation; (ii) widespread poverty, despite rich land, water, and mineral resource endowments; (iii) a strategic location in the fastest-growing region in the world; (iv) the role of the military and associated groups in the economy; and (v) long standing armed conflict and ethnic and religious tensions. Myanmar is on a path of fundamental transformation, seeking to address all these challenges and opportunities simultaneously. Along with unique opportunities, the CPF supported program will also face substantial risks. Political risks associated with the elections in late 2015 include a polarization among stakeholders, policy discontinuity, and a slow-down of reforms. The national peace process to resolve decades-old conflicts remains fragile. On the economic front, risks include vulnerability to volatile oil and gas prices, spending pressures, an underdeveloped financial sector, and a weak regulatory framework, while overall capacity constraints may limit the country s ability to effectively manage macro-financial shocks. The design of the WBG program will help manage and mitigate these risks, and the WBG will regularly review risks and opportunities and adapt the CPF during implementation as warranted. A performance and learning review planned for late FY16 will facilitate the adaptation of the WBG program to country developments as needed

    Kurzfassung: This work summarizes background papers prepared for the World Bank Group with significant input from government counterparts and other development partners. It takes stock of major recent developments and argues that a lot has been achieved in the last decade in terms of production of commodities for export and food consumption, with favorable impact on rural poverty reduction. It also argues that the two factors driving the recent agricultural performance, namely favorable international prices and expansion of the agricultural frontier, have reached their limits. So while trade policies are broadly on target, much can be done by focusing on the productivity of small family agriculture and improving competitiveness by reducing transaction costs (logistics) affecting small, medium, and large commercial farms. In the short to medium term, the household income of the rural poor will continue to depend largely on agriculture. Thus interventions will need to take into account the heterogeneity of smallholder agriculture while simultaneously increasing its resilience to climate risks through climate-smart agriculture

    Kurzfassung: While the LNG industry has traditionally focused primarily on development of ever increasing plant capacities, the maturity of the technology has allowed development of technologies applicable for small volumes to be competitive and potentially economically attractive. The main challenge for small scale LNG applications is therefore not technical but economic. Mini/micro LNG facilities currently mainly consist of LNG liquefaction plants supplying LNG satellite stations with annual LNG volumes up to 0.2 mtpa. As an indication, these LNG quantities correspond to the yearly LNG demand for a power plant up to approximately 100 MW. The mini-LNG chain is virtually identical to the conventional LNG chain, differing only in scale. One difference is that for small gas volumes, LNG transport is feasible using trucks (onshore) or barges (offshore) rather than large marine carriers. While the purpose of this study is not provide a tool to estimate the cost of the chain but to provide an overview of the main elements that should be taken into consideration when evaluating the potential for specific projects, it is important to give some indication of potential cost (capital and operating) of an LNG chain

    Kurzfassung: Kenya's business environment has been weakening over recent years and this has limited the private sector's ability to grow, create jobs, and contribute to economic development. Competitive domestic markets are necessary to boost Kenya's competitiveness. There are two pillars that sustain effective competition policy: (i) opening markets and removing anticompetitive regulation; and (ii) effectively enforcing competition law. The main focus of this report is the identification of regulations that could restrict competition and distort markets and business decisions, having a negative effect on Kenya's competitiveness and growth. This report contains results from a review of the regulatory framework in key areas identified using Organisation for Economic Co-operation and Development's (OECD) Product Market Regulation (PMR) indicators, the World Bank Group's framework to identify anticompetitive regulations, and interviews with stakeholders. This report is concerned only with certain regulations that affect market competition in select sectors and topical areas. The report stems from the policy dialogue with various Kenyan institutions, supported by the Kenya Investment Climate Program. This report contains three parts. Part one identifies restrictive regulations that affect the whole economy, while Part two focuses on select sectors. Part three provides policy recommendations to promote greater competition in Kenyan markets through the assessment and modification of regulations that create obstacles to competition. It also provides estimates of the potential benefits of reforming product market regulations

    Kurzfassung: This research study identified replication opportunities and white spaces across focus sectors of agriculture, healthcare, and renewable energy. These include short-term opportunities in trade, technology transfer, and strategic alliances to cater to immediate demand for products such as solar home systems and services such as healthcare for non-communicable diseases. Long-termopportunities include addressing demand that arises from changing socio-economic scenarios and improving market efficiencies, such as organic farming and domestic manufacture of solar industry components. While increasing cooperation among South Asian countries might present different trends in the future, most current replication activities are focused on India-Bangladesh replication in the sectors of agriculture and healthcare. Finally, the study also recommends a way forward for scaling the intra-South Asia replication of inclusive businesses with the involvement of stakeholders such as donors, investors, incubators, advisors, academia, and policy makers. Given the inherent challenges in replication and nascent state of inclusive business ecosystems in most countries, their early catalytic involvement is crucial. Specific action steps are proposed for each category of stakeholder, but from past evidence of what works' in building supporting ecosystems for inclusive businesses, these organizations will be most effective when they work together to draw out opportunities for replication and address the key hurdles of doing business in developing countries

    Kurzfassung: Since 2009, insecurity in the North-East of Nigeria has led to the loss of over 20,000 lives and the displacement of over two million people. Throughout the region livelihoods have been disrupted, and homes, public buildings and infrastructure destroyed. In a part of Nigeria where 80 percent of people rely on agriculture for their livelihoods, much has been lost. People have been forced from their land and livestock has been killed. In many areas, land mines and other remnants of war bring challenges for safe and voluntary return. While Borno, Adamawa and Yobe States bore the brunt of the direct impacts of the conflict, the three neighboring states of Gombe, Taraba and Bauchi have taken in scores of people who have been displaced, taxing their communities, economic resource, social services and infrastructure. Schools have been damaged, health clinics destroyed and many people have been left vulnerable by this crisis. The Government of Nigeria has made great strides in retaking and stabilizing large portions of the North-East, but the work to restore the lives of those affected is just beginning. This assessment, led by the Government of Nigeria and supported by local, national and international partners, has helped quantify the physical, social and economic impacts of the crisis in the North-East, and will inform the process of stabilization, peace building and recovery in the region. The RPBA is a necessary tool that will help us gather the resources and develop the capacities to address these challenges. The results will help reduce suffering in affected communities, restore a sense of normalcy and regain the trust of people in the region

    Kurzfassung: The Ministry of Education and Culture (MOEC) and the World Bank jointly conducted a large-scale video study to gain a better understanding of what takes place in the classroom, particularly in terms of the practices involved in the teaching of mathematics and the relationship of these practices with student learning outcomes. The study involved the production of more than 600 hours of video footage of 205 eighth grade mathematics teachers across Indonesia while these teachers were engaged in their day-to-day classroom activities. The study was conducted in two phases, in 2007 and 2011 respectively, with the produced video footage forming the basis for detailed coding and analysis. This study provided many important insights into the teaching practices of mathematics teachers, identifying both relative strengths and areas for improvement. The study focused on five key dimensions that frame classroom practices in the teaching of mathematics, these being: (i) the structure of lessons; (ii) the content of lessons; (iii) the actions of participants; (iv) instructional practices; and (v) classroom climate and resources. Key areas of teaching practice were explored in depth, including the nature and quality of teacher-student interaction; the quality and effectiveness of the language used in instruction; teachers' management of students' questions; teachers' management of student misconceptions; the time teachers spent on different tasks; and the manner in which they combined different techniques and approaches in the instruction of their students. Mathematical problems were explored in terms of the problem type, problem approach and level of complexity. The study also assessed teachers' beliefs and the level of teachers' knowledge to determine the relationship of these factors with the teaching practices they used and with student learning outcomes

    Kurzfassung: The choice made early in the post-conflict transition by the international community to directly fund WASH service delivery through non-state actors rather than through the Liberian government undermined both sector policy dialogue and the formation of robust government institutions able to lead and orchestrate service delivery by non-state actors. This paper aims to inform this new wave of support to Liberia's WASH sector by looking back at service provision in the country over the period 2003 to 2015 and reflecting on the transition from the post-war emergency response to the nascent development response. The paper first describes key trade-offs encountered by the international community in this transition, describing choices made in Liberia that held back government capacity to orchestrate a national response to service delivery. It then goes on to describe how WSP and other development partners have, since 2011, worked with the government of Liberia to build and attract investment to a country-led WASH development program. The paper presents lessons for sector practitioners operating in post-crisis transition situations, both those in developing country governments and their development partners
