    Abstract: A growing number of OECD countries are facing the challenge of making their public service more attractive, even as public policy management becomes increasingly complex and requires new skills. This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: With tightening public finances, land value capture (LVC) can be an attractive fiscal tool to finance ever-increasing demands for transport infrastructure. This paper begins by discussing the principles of LVC and individual LVC instruments in the context of infrastructure provision, with a focus on the opportunities and challenges for LVC implementation. It then presents unique case studies of LVC use in France, Japan, Korea and the United Kingdom, highlighting how it was used to fund the construction of major subways and railways. Based on these case studies, the paper discusses some key insights, including how to use LVC together with expropriation, enacting enabling legal frameworks, and diversifying revenue streams. It also highlights some common considerations for successful implementation, most notably for eliciting public support, promoting transit-oriented development, and establishing fair and transparent rules for LVC.

    Abstract: At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens’ panel – also overseen by the OECD – was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by France.

It argues that they can do more to make their civil society policies and practices effective. To that end, the study provides action points for further discussion with DAC members, CSOs, and others, to be developed into a guidance or a recommendation for how members can improve the effectiveness of their work with civil society, and, by extension, make environments for CSOs more enabling.

New in-depth analysis of the internationalisation of medical education shows that in some countries (e.g. Israel, Norway, Sweden and the United States) a large and growing number of foreign-trained doctors are people born in these countries who obtained their first medical degree abroad before coming back. The report includes four case studies on the internationalisation of medical education in Europe (France, Ireland, Poland and Romania) as well as a case study on the integration of foreign-trained doctors in Canada.

    Abstract: Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model – be it self-employment or online "gig work" – can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers’ situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the "artists’ insurance system" in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.

    Abstract: This report focuses on the challenges of governing infrastructure investment and public-private partnerships (PPPs) at the subnational level. Subnational governments – cities and regions – play a vital role in the infrastructure landscape. Infrastructure needs in energy, transport, water and telecommunications are substantial, estimated at USD 6.3 trillion per year between 2016 and 2030. In a tight fiscal environment, it is critical to diversify sources of financing for infrastructure investment and PPPs represent an alternative to traditional government procurement with the potential to improve value for money. However, PPPs are complex and sometimes risky arrangements that require capacity that is not always readily available in government, in particular at the subnational level. This report examines the challenges of using PPPs at the subnational level and ways to address them. It does so by focusing on three case studies: subnational PPPs in France, local Private Finance Initiative (PFI) projects in the United Kingdom, and PPPs in Virginia (United States).

    Abstract: In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

    Abstract: Economic textbooks predict that taxes and emission trading systems are the cheapest way for societies to reduce emissions of CO2. This book shows that this is also the case in the real world. It estimates the costs to society of reducing CO2 emissions in 15 countries using a broad range of policy instruments in 5 of the sectors that generate most emissions: electricity generation, road transport, pulp & paper and cement, as well as households’ domestic energy use. It finds wide variations in the costs of abating each tonne of CO2 within and among countries, as well as in the sectors examined and across different types of policy instruments. Market-based approaches like taxes and trading systems consistently reduced CO2 at a lower cost than other instruments. Capital subsidies and feed-in tariffs were among the most expensive ways of reducing emissions.

    Abstract: The reform programme called "General Review of Public Policies" (Révision Générale des Politiques Publiques, RGPP), implemented at central government level in France in 2007, is a novel approach for OECD countries by its mode of governance, directly and continuously involving the highest state officials in France. In this publication, the results of the reform programme of the RGPP are analysed in relation to the original objectives, but also in the new current, economic and budgetary context of France. Lessons are drawn in terms of budget savings, implementation of a culture of innovation and improvement of services to citizens. They will be important for all OECD countries in their efforts to improve governance and the performance of public administrations. They are also essential for local authorities, who also have to innovate in their practices in order to provide better services at a lower cost.

    Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: State legitimacy matters because it transforms power into authority and provides the basis for rule by consent, rather than by coercion. In fragile situations, a lack of legitimacy undermines constructive relations between the state and society, and thus compounds fragility. Multiple sources of legitimacy often compete and conflict, leaving the state unable to impose the ultimate rules of the game. Donors working in fragile environments have paid relatively little attention to legitimacy, instead concentrating their efforts on capacity development and institution building as a way of strengthening state effectiveness. The State’s Legitimacy in Fragile Situations urges donors to pay much more attention to legitimacy. It also invites them to broaden their understanding to encompass aspects of legitimacy that derive from people’s shared beliefs and traditions, not just from Western state models. Finally, it encourages donors to monitor the impact of their interventions so as to avoid undermining state legitimacy. The publication concludes with practical recommendations on how donors can support better relations between state and society in fragile situations.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Belgium, France, the Netherlands and Portugal), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

    Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

In an effort to partly fill this vacuum, this book summarises the results of an OECD project which collected and analysed data from over 4,000 facilities in seven OECD countries. Issues addressed include the role of 'flexible' policy instruments in encouraging clean production strategies and environmental research and development; the effectiveness of different environmental policy incentives on the introduction of environmental management systems and tools; and the relationship between environmental and commercial performance.

    Abstract: This publication examines the innovation system in pharmaceutical biotechnology in eight OECD countries - Belgium, Finland, France, Germany, Japan, the Netherlands, Norway and Spain. The report summarises the results of in-depth studies, providing a comparative analysis of participating countries' performance in science and innovation in biopharmaceuticals. It highlights specific characteristics of the national biopharmaceutical innovation systems in terms of their international openness and the specific role of demand-side factors in the innovation process. Major systemic failures affecting the functioning of the biopharmaceutical innovation systems are identified. Based on rich evidence, the report draws policy recommendations to foster innovation in biopharmaceuticals advocating an integrated policy approach.

    Abstract: In France, the proportion of persons aged 65 and over to the working-age population will double to 58% by 2050. Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers. This report is published in English with a French translation of the Executive Summary and Recommendations.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. La version anglaise du résumé et des principales recommandations a été incluse dans ce volume.     Abstract: As we move into the 21st century, the turbulent transformation of economy and society looks set to continue. Growing integration of markets, radical new technologies, the increasing knowledge intensity of human activity, all point to the emergence of an immensely complex world. But how will it be managed? And by whom? What forms of organisation and decision-making will be required at local, national and global levels to meet the challenges of the next decades? One thing seems certain: old forms of governance -- in the public sector, corporations and civil society -- are becoming increasingly ineffective. New forms of governance will be needed over the next few decades which will involve a much broader range of active players. Traditional hierarchical organisations and top-down control will give way more and more to a wider diffusion of responsibility and decision-making that builds on the talents for innovation and creativity of individuals and groups.     Abstract: Nach dem Gottesdienst am Ostersonntag wird vor der Kirche von St. Peter das Osterfeuer entzündet. Schuljungen halten auf Draht aufgezogene Baumschwämme, die das Jahr über gesammelt und getrocknet wurden, ins Feuer, bis sie glimmen. Der glimmende Schwamm wird in die Häuser getragen, wo jeweils ein abgeschnittenes Stück ins Herdfeuer gelegt wird. Die Kinder erhalten in den Häusern Geld für das Feuertragen. Erwachsene - auch der Ortsgeistliche - äußern sich zum Brauch und runden damit die Brauchdokumentation ab.
    Abstract: After mass on Easter Sunday a fire is lit in front of the church of St. Peter. Schoolboys have collected and dried tree-fungi throughout the year. Now those fungi are arranged on a wire and held into the fire until they smolder, whereupon they are carried to the village houses and used to light the kitchen fire. The owner gives a present of money. Villagers, including the priest, comment on the custom.

    Abstract: Am "Peterlestag" (22. Febr.) ziehen die Kinder von Oberentersbach von Haus zu Haus. Der Segensspruch, den sie aufsagen, ist ein Bannspruch gegen Schlangen und Ungeziefer. Zum Brauch äußern sich verschiedene Gewährsleute. Nach Bildbeispielen zum Legendenmotiv der Schlangenvertreibung durch die Heiligen der Bekehrungszeit wird der Storchentag in Haslach dargestellt. Unter Anleitung des "Storchenvaters" führen die Kinder zur Erinnerung an die Störche, die Haslach von einer Ungezieferplage befreiten, einen Heischeumzug durch.
    Abstract: On St Peters Day (Peterlestag - 22nd Feb) the children of Oberentersbach go from house to house with a chant against snakes and sundry pests. Pictures of the St Peter legend include the storks nest in Haslach. Led by a "stork father" the children's procession focusses on the stork which is supposed to have freed Haslach from snakes and other pests.

    Abstract: Palmprozessionen sind im Schwarzwald seit dem 13./14. Jh. bekannt. In Gengenbach werden für den Palmsonntag auch große, bis zu 14 m lange Palmstangen hergestellt. Eine Fichtenstange wird im oberen Teil mit Querstäben versehen, mit Immergrünzweigen (Buchsbaum, Lebensbaum, Stechpalme) und mit Perlenschnüren geschmückt. Die Perlenschnüre werden aus roten Stechpalmenbeeren (Ilex) hergestellt. In tagelanger, familiärer Gemeinschaftsarbeit werden sie auf Fäden aufgezogen. Am Morgen des Palmsonntags werden die langen Palmstangen mit Fahrrädern zur Kirche transportiert und außen an die Kirche gelehnt. Hier werden sie auch vom Priester geweiht. Nach der Weihe und dem Rücktransport werden sie am Haus aufgestellt und befestigt.
    Abstract: Palm processions have been held in the Black Forest (Schwarzwald) since the 13th - 14th century. In Gengenbach palm leaves up to 14 m length are made for Palm Sunday. A pine pole is cut so that evergreen branches can be attached, they are decorated with strings of pearls made from red Ilex berries. The palms are transported to the church on bicycles and leant up against the outside walls, where they are blessed by the priest, then returned to be attached to the maker's house.

    Abstract: Das Scheibenschlagen, das am 1. Sonntag nach Fastnacht durchgeführt wird, liegt in den Händen der schulpflichtigen oder schulentlassenen Jugend. Die Burschen stecken eine Holzscheibe auf einen Schwingstock, halten sie ins Feuer und schleudern die glühende Scheibe mit einem Spruch ins Tal. Das Scheibenschlagen an zwei verschiedenen Orten zeigt die mögliche Variationsbreite an. In einem Dorf sind die Jungen unter sich, trinken reichlich Alkohol, der Brauch gestaltet sich hier "freidynamisch". Im anderen Dorf wird die "pflegerische Gestaltung" schon durch die Uniformierung der Kleider sichtbar. Die anwesenden Mädchen tragen im Chor die Sprüche vor, während die Burschen die Scheiben schlagen. Hier deutet sich Vereinswesen an. Jugendliche Teilnehmer, aber auch ältere Personen äußern sich zum Brauchverlauf von früher und jetzt.

    Abstract: Für den Fronleichnamstag wird der Prozessionsweg in der Straßenmitte mit Blumenschmuck bedeckt. Verschiedene Gruppen beteiligen sich an der Durchführung. Blumen, Gräser und Zweige werden gesammelt und zu Bildern gestaltet. Am Morgen des Festtages werden zu den ausgelegten Bildern mit Hilfe von Schablonen weitere Blumenteppiche auf der Straße angefertigt und hinzugefügt. Während der Prozession schreitet nur der Priester mit der Monstranz über die Blumen, die anderen Teilnehmer betreten die Blumenteppiche nicht. Nach Darstellung der Zeremonie an einer Station zeigt der Film den Einzug in die Kirche und den feierlichen Abschluß.
    Abstract: On Corpus Christi the path the procession takes through the middle of the town is strewn with flowers. Various local groups are involved. Flowers, grass and branches are collected and arranged into motives. On the morning further motives are layed out using templates. Only the priest with the monstrance walks on the carpet of flowers. The film also shows the entry of the procession into the church and the culmination of the ceremony.

    Abstract: Auf ihrem Hof im Oberprechtal stellt Frau Schneider den Trachtenkopfschmuck Schäppel her. Während der Arbeit erläutert sie die Hintergründe und Zusammenhänge des Schäppeltragens. Sie erklärt die einzelnen Arbeitsphasen bei der Herstellung und die verwendeten Materialien. Zwei Enkelinnen helfen bei der Arbeit. Auf ihrem Hof im Stockwald bei St. Georgen setzt Frau Wintermantel den Schäppel sachgerecht ihrer zukünftigen Schwiegertochter Martina auf. Zuvor erläutert sie die Funktion der sogenannten Rosenhüte in der Tracht.
    Abstract: Mrs Schneider makes bridal crowns on her farm in Oberprechtal explaining the background and reasons for these traditional crowns, including each phase of work and the materials used. On her farm in Stockwald (close to St. Georgen) Mrs Wintermantel prepares the bridal crown for her future daughter-in-law Martina, and in doing so explains the function of the rose-hat.

    Abstract: Am Tag vor Mariä Himmelfahrt (15. August) werden Blumen und Kräuter gesammelt und in Form eines wagenradgroßen Biedermeierstraußes zusammengebunden, um sie am "Kräuterbüschelestag" in der Kirche während des Gottesdienstes weihen zu lassen. Nach dem Kirchgang werden vor dem Rathaus die Kräuterbüschel von einer Kommission begutachtet und prämiert. Der Brauchablauf wird von dem über 80jährigen pensionierten Stadtgärtner Otto Lohmüller geschildert. Er erklärt auch, welche Kräuter in einem Büschel enthalten sein müssen, sowie ihre Funktion in Heilkunst und Volksglauben.
    Abstract: Flowers and herbs are layed out on the day before Assumption day (15. August) in the form of a gigantic cartwheel, later to be blessed during the church service. Afterwards the various presentations are judged by the retired 90 year old town gardener, Otto Lohmüller, who explains which herbs should be represented as well as their function in healing and folklore.

    Abstract: Im Wirtshaus trifft sich allwöchentlich ein Freundeskreis alter Männer. Man erinnert sich, erzählt sich Neuigkeiten, gelegentlich auch Witze, man singt zusammen. Der Film stellt eingangs drei Stammtisch-Freunde in ihrem alltäglichen Milieu vor: einen Schreiner, einen Besenbinder (der die fachgerechte Herstellung eines Besens demonstriert), einen ehemaligen Kirchendiener. Ein gebürtiger Ostpreuße schildert seine Akkulturation im Schwarzwald. Am Stammtisch werden Erlebnisse aus Krieg, Gefangenschaft und Alltag ausgetauscht; Einstellungen zu Arbeit, Freizeit- und Feierabendgestaltung und zum Heimatbewußtsein einer Altersgruppe werden deutlich.
    Abstract: The weekly meeting of old cronies in the local pub. The common memories, recounting news, perhaps a new joke, and a song together. The everyday life of three of the friends, a joiner, a broom-maker (who demonstrates how to properly make a broom) and an ex-verger. A born East Prussian explains his integration in the Black Forest. In the pub stories are swapped from the war, POW camps, and normal life. Attitudes towards work, holiday, free time and sense of local consciousness.

    Abstract: Während einer Initiation trägt ein Mann aus Japanaut Modelliermasse auf einen Schädel auf. Von einem Baum im Wald holt er Baumsaft. Die Modelliermasse mischt er aus Erde, Baumsaft und gebranntem Kalk. Dann befestigt er am Schädel Kauri-Schneckengehäuse, Conus-Schneckenböden und Menschenhaare. Anschließend wird der Schädel mit schwarzer, gelber und roter Farbe bemalt.
    Abstract: During an initiation ceremony a man modells on a skull a mixture of clay. He taps a tree for some tree-sap. The mixture on the skull consists of earth, tree-sap, and burned chalk. Different shells like cowrie shells and conus shells and human hair fixed on the skull. Finally he paints the overmodelled skull with black, yellow and red.

    Abstract: Zwei große, neugebaute Kanus sollen in einem Singfest geweiht werden. Tags zuvor werden die Memorierstäbe für die Liederreihen vorbereitet: aufgesteckte Figuren werden fertiggeschnitzt und bemalt. Die geschmückten Kanus werden auf das Ufer und zum Männerhaus gezogen. Bei dem Fest wechseln auf einer Schlitztrommel geschlagene kultische Rhythmen mit Gesängen. Am Memorierstab wird der Fortgang der Liederreihe deutlich. Wegen eines Großfeuers, bei dem mehrere Wohnhäuser abbrennen, wird das Fest vorzeitig abgebrochen.
    Abstract: The day before the feast sticks for memorizing the name songs are prepared. The decorated canoes are pulled to the shore and up into the men's house. At the feast name songs are presented which relate to the respective clan mythology. A big fire of several houses puts an end to the feast.

    Abstract: A high fence is constructed around the men's house. A long file of adorned men dance back and forth, shouting the names of a powerful primordial crocodile in order to entice it. The sounds of the slit-gong and the water stamping tube are the crocodile's voice. The next morning the young initiates are conducted in the enclosure and scarified: Crocodile designs are made on the breast, arms, and back. Finally the initiates are presented to their mothers and sisters waiting in front of the enclosure.

Die andere Frau versorgt das Feuer in der Feuerschale, über dem Fische geräuchert werden, dreht sich eine Zigarette und raucht. Dann spielen beide Frauen auf der Maultrommel oder unterhalten sich mit dem Mann. Schließlich kriechen sie in einen altertümlichen, geflochtenen Mattenschlafsack, während der Mann weiterschnitzt.

    Abstract: The period of seclusion being over, the initiates leave the enclosure of the men's house. After a thorough washing on the river bank the whole village conducts them back to the men's house. Last instructions and exhortations are given to them by the elder men. They are no longer children but adult men and as such reintegrated in the village-community.

    Abstract: Vor westeuropäischen und nordamerikanischen Touristen, die auf Motorbooten vom Sepik zum Chambri-See angefahren sind, bieten die Dorfbewohner von Chambri den Kriegstanz dar, den ihre Väter nach erfolgreichem Kopfjagdzug veranstalteten.
    Abstract: People of Chambri have prepared a special dance for western tourists who have arrived in speedboats from the Sepik up to Chambri Lake. Men, women, and children dance and sing. Some men use a hand drum, and a bamboo-trumpet is heard.
