    Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

    Abstract: During COVID-19 lockdowns it became visible that migrants are often important in sectors that are crucial for the functioning of everyday life. Informed by this experience, this note provides an assessment of the role of foreign-born workers in essential services (referred to as migrant key workers) at regional level for 31 European countries. It examines the share of migrant key workers in regional labour markets, their importance in jobs with different skill requirements, and differences between EU and non-EU migrants. Migrants play a crucial role in health care, where 23% of doctors and 14% of nurses are foreign-born. In cities such as London or Brussels, around half of all doctors and nurses are migrants. Overall, capital regions have the highest share of migrant key workers (20%). Similarly, cities rely more on migrant key workers than other areas, especially in low-skilled occupations where migrants make up 25% of workers.

For policymakers who struggle to decide which initiatives to prioritise for investment, understanding the potential of different quality strategies in their unique settings is key. This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies. Quality of care is a political priority and an important contributor to population health. This book acknowledges that "quality of care" is a broadly defined concept, and that it is often unclear how quality improvement strategies fit within a health system, and what their particular contribution can be. This volume elucidates the concepts behind multiple elements of quality in healthcare policy (including definitions of quality, its dimensions, related activities, and targets), quality measurement and governance and situates it all in the wider context of health systems research.     Abstract: The first years of life lay the foundations for a child’s future development and learning. Many countries have increased their financial support for provision of early childhood education and care (ECEC) over the past years. More recently, the focus of debate has been shifting from expanding access to affordable ECEC to enhancing its quality. A growing body of research suggests that the magnitude of the benefits for children will depend on the level of quality of early childhood services, with especially strong evidence in the case of disadvantaged children. In light of budgetary constraints, policy makers require the latest knowledge base of the quality dimensions that are most important for ensuring children's development and early learning. However, current research is often narrow in focus or limited to programme-level or national-level conclusions. This book expands the knowledge base on this topic. It draws lessons from a cross-national literature review and meta-analysis of the relationship between early childhood education and care structure (e.g. child-staff ratios, staff training and qualifications), process quality (i.e. the quality of staff-child interactions and developmental activities), and links to child development and learning. This report concludes with key insights, as well as avenues for further research. It was co-funded by the European Union.

    Abstract: Migration flows are profoundly changing the composition of classrooms. Results from the OECD Programme for International Student Assessment (PISA) reveal that in 2015, almost one in four 15-year-old students in OECD countries reported that they were either foreign-born or had at least one foreign-born parent. Between 2003 and 2015, the share of students who had either migrated or who had a parent who had migrated across international borders grew by six percentage points, on average across OECD countries. The Resilience of Students with an Immigrant Background: Factors that Shape Well-being reveals some of the difficulties students with an immigrant background encounter and where they receive the support they need. The report provides an in-depth analysis of the risk and protective factors that can undermine or promote the resilience of immigrant students. It explores the role that education systems, schools and teachers can play in helping these students integrate into their communities, overcome adversity, and build their academic, social, emotional and motivational resilience.

    Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: Land links between Europe and Asia can offer a viable alternative to sea transport. They substantially improve the accessibility of the countries they pass through and can absorb a substantial portion of the growth in intercontinental traffic, particularly container traffic, that has been forecast. However, the provision of efficient land links between Europe and Asia requires appropriate policy decisions on issues such as the development of adequate infrastructure and the removal of regulatory or institutional barriers that prevent the development of efficient transport services.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: Au cours des dernières années, le transport intercontinental a connu une véritable révolution : l’expansion considérable de la conteneurisation, le développement des mégatransporteurs, des navires porte-conteneurs toujours plus gros et la massification des flux en sont autant de signes tangibles. Ces changements se sont traduits par un abaissement considérable des coûts du transport maritime qui a rendu les pays lointains beaucoup plus accessibles. Le transport terrestre est donc souvent devenu le maillon le plus onéreux de la chaîne de transport en trafic international, d'où la pression croissante des armateurs pour contrôler ce secteur d'activité. Sur terre, la route reste dominante, mais face à la congestion des infrastructures, le rail et la voie d’eau peuvent jouer un rôle. Dans quelles conditions ces deux derniers modes peuvent-ils prendre une part plus importante dans les transports terrestres ? Il faut savoir que faute d'un réseau spécifiquement dédié au fret, le rail ne peut pas vraiment être compétitif tandis que la navigation fluviale ne pourra jouer un rôle significatif que si elle parvient à diminuer ses coûts de transbordement. Une plus grande concurrence au sein de ces deux modes de transport ne pourrait-elle engendrer des gains de productivité et de qualité de service ? La Table Ronde a permis d'aborder l’ensemble des questions relatives à la compétitivité des modes de transport terrestre en dégageant des lignes directrices pour l’action des pouvoirs publics en matière de desserte des ports maritimes.

L’objectif a été de favoriser une meilleure répartition modale des transports en Europe, mais aussi de diminuer l’impact des transports sur l’environnement, d’assurer une meilleure cohésion européenne, et de promouvoir un système de transport durable. Ainsi, les TMCD ont jusqu’à présent suscité l’intérêt des pouvoirs publics surtout en tant qu’alternative aux transports routiers, mode prédominant en Europe. Mais les TMCD peuvent-ils être conçus seulement comme une alternative aux transports routiers ? Ne constituent-ils pas un élément à part entière d’un réseau de transports intégré ? Cet ouvrage montre quel rôle les TMCD peuvent jouer dans l’optique de modes de transport complémentaires et quels défis les pouvoirs publics européens devront relever.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America.     Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Europe's railways are going through a period of radical restructuring in the drive to improve their efficiency and competitiveness. The emphasis is on fostering commercial freedom through a clearer separation of the roles of the State and of rail enterprises and through a progressive opening of access to rail infrastructure. This report examines reforms in over 30 countries from the Atlantic to the Urals, characterizing restructuring in terms of management independence, separation of infrastructure from operations and rights of access to rail infrastructure.

    Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

    Abstract: Der Film gibt Einblicke in den Arbeitsalltag des Senn und seiner Gehilfen auf der Alpe Ornach oberhalb von Bolsterlang im Allgäu im Jahre 1975. Neben den mit der Viehhaltung verbundenen Tätigkeiten bestehen ihre Hauptaufgaben im Buttern und Käsen. Der mit der Alpbewirtschaftung verbundene Aspekt des Landschaftsschutzes wird ausführlich erläutert. Vergleichende Aufnahmen aus dem Jahre 1996 zeigen, was sich in den vergangenen zwanzig Jahren in der Region und auf der Alpe geändert hat. Der Tourismus hat erheblich zugenommen und bei der Alparbeit, früher reine Männersache, hilft mittlerweile die Frau des Senn mit. Europaweit vereinheitlichte Regelungen für die Landwirtschaft aber - insbesondere in Bezug auf die Milchhygiene - machen die Arbeit auf der Alpe zunehmend unrentabler, so daß die Zukunft der Almwirtschaft im Allgäu in Frage gestellt ist.
    Abstract: The film provides insights into the working day routine of the Alpine dairyman and his helpers on the Ornach Alp (Alpine pasture) above Bolsterland in the Allgäu in 1975. Besides the activities connected with animal husbandry, making butter and cheese are their main tasks. The aspect of landscape protection that is linked to alpine dairy farming is discussed in detail. Comparative pictures from 1996 show what has changed in the region and on the Alp in the last 20 years. Tourism has substantially increased, and the Alpine dairyman's wife now helps in the alpine farm work, which was strictly men's business in the past. Throughout Europe, the standardised regulations for agriculture - but in particular those treating milk hygiene - are making the work on the Alp increasingly less profitable. Thus, the future of Alpine farming in the Allgäu is jeopardised.

    Abstract: Pollution, accidents and congestion all cause unnecessary welfare losses, and while transport services are an essential component of economic and social development, their negative side effects are drawing increasing political attention. Internalisation aims to create incentives to reduce these external costs by factoring them into markets. This report summarises the theoretical and practical dimensions to internalisation; reviews recent estimates of external costs; explores the mix of policies that might be used to promote internalisation successfully; and estimates the size of incentives required in monetary terms.

    Abstract: In einem vielschichtigen Panorama zeichnet der Film das Bild des deutschen Dorfes Ófalu in Südungarn, dessen 428 Einwohner bis heute die herkömmliche Lebensart bewahrt haben. Besuche im Kindergarten und bei einer Familie dokumentieren die lebendige Zweisprachigkeit, ebenso Äußerungen von Dorfbewohnern, die über die Handwerkstradition, aber auch von Verschleppungsschicksalen der Nachkriegszeit berichten. Karfreitags- und Auferstehungsprozession zeigen die Volksfrömmigkeit, eine Hochzeitsfeier und ein Wirtshausbesuch das Dorfleben mit deutschen Liedern, Musik und Tanz. Die Frage nach der Zukunft findet neben einer vorsichtigen Tourismusorientierung ihre Antwort aus dem Munde eines Bewohners: "Wenn sie bleiben und zusammenhalten...".
    Abstract: A panorama of the village of Ófalu in southern Hungary, whose 428 inhabitants retain traditional lifestyle. Kindergarten, a bilingual family, comments on hand crafts and also the post war period. Good Friday and resurrection traditions showing puritanism, a marriage. Visit to local pub with German songs, dance and music. The future, apart from possibilities of tourism, is seen as "we stick together and see.....".

    Abstract: In Impressionen und detaillierten Skizzen porträtiert der Film das Leben im deutschen Dorf Óbánya (dt.: Altglashütte) in Südungarn, wo sich die deutsche Muttersprache in Brauchtum, z. B. beim Osterratschen und Hahnenschlagen, aber auch in Familie und Stammtischrunde erhalten hat. Im Zentrum steht das Töpferhandwerk des Josef Teimel, das heute durch den florierenden Tourismus guten Absatz findet. Bei Veranstaltungen wie dem Kirchweihfest oder beim winterlichen Schweineschlachten wird der Zusammenhalt der Dorfgemeinde unmittelbar augenfällig.

    Abstract: Zwei Männer spielen mit jeweils zwei Bambusstöckchen auf dem Aufschlagidiophon ketuk, einem dicken Bambusrohr, das an einem Ende in der Verlängerung der Trommel mit zwei Stäbchen, die einander gegenüberliegen, und einem in Längsrichtung verlaufenden Schlitz versehen ist. Die Schlitztrommel wird auf den Reisfeldern zum Vertreiben der Vögel und zur Selbstunterhaltung gespielt.
    Abstract: Two men strike each with two bamboo sticks the idiophone ketuk, a thick bamboo cane with a longitudinal slit and two small sticks fastened at one end opposite to each other in prolongation of the drum. The slit drum is played in the rice-fields to keep birds away and for entertainment.

    Abstract: In dem Überschwemmungsgebiet der Theiß - auf einer Länge von ungefähr 100 Kilometern - in der großen ungarischen Tiefebene lebten in den vergangenen Jahrzehnten mehrere Roma-Gemeinschaften auch davon, daß sie aus den Bäumen des Waldes Holztröge, Werkzeuge, ja sogar Einbäume schnitzten. In dem Gebiet von Poroszló fällen sie Pappeln und stellen aus ihnen Tröge her, in Tiszafüred Holzlöffel. Sie arbeiten mit Zimmermannswerkzeugen. In ihren Arbeiten vermischen sich die Kunstgriffe des Holzhandwerks von professionellen Handwerkern und von Bastlern.
    Abstract: In the flood area of the Theiss - at a length of about 100 kilometres - in the Great Plain of Hungary several Rroma groups, in the past decades, earned their living also by making throughs, tools, even dugouts, from tree trunks. In the region Poroszló they cut down poplars in the forest and hollow out troughs, at Tiszafüred they carve ladles. They use carpenter's tools. Their techniques are a mixture of professional and amateur methods.

    Abstract: Die für die Filmaufnahme bestellten fünf Musiker spielen die Stücke "Das Nicken der Tauben" und "Das Klagen der Fische", die auf gesungenen Vorlagen beruhen. Die kleine, heute ausschließlich zur Unterhaltung spielende Instrumentalbesetzung besteht aus dem Xylophon kalondang und der Kernspaltflöte lobat. Auf dem Xylophon mit neun an einer Schnur hängenden Klangplatten spielen zwei Musiker.
    Abstract: Five musicians, engaged for the film, play the pieces "The Nodding of the Doves" and "The Wailing of the Fishes", based on songs. The small orchestra, today playing for entertainment only, consists of the xylophone 〈i〉kalondang〈/i〉 and the flue pipe 〈i〉lobat〈/i〉. The xylophone, made of nine bars suspended by a cord, is played by two musicians.

    Abstract: Die Zeremonie (wörtlich übersetzt: 'Reis auf den Kopf legen') wird begangen, wenn jemand wieder in die Gemeinschaft aufgenommen wird. Frau Ginting wird nach einem Krankenhausaufenthalt von Angehörigen am Dorfende empfangen. Nach Segenswünschen werden sie und ihr Ehemann mit Goldschmuck und Zeremonialtüchern geschmückt. Begleitet von Gendang-Musik werden sie zum Haus der Familie geführt. Die Guro Sibaso locken die Lebenskraft (Tendi) zur Stärkung der Frau mit weißen Tüchern an. Auf dem Tanzplatz werden Adat-Tänze getanzt. Mit einem gemeinsamen Essen wird der zeremonielle Teil des Festes abgeschlossen.
    Abstract: The ceremony (literally translated: 'to put rice on the head') is performed at a person's returning to a community. Mrs. Ginting, returning from hospital, is received by her relatives on the border of the village. Blessings are pronounced and she and her husband are decorated with gold jewellery and ceremonial cloths. Accompanied by gendang music, they are conducted to the family's house. The guru sibaso attract with white cloths the vital power (tendi) to strengthen the woman. Adat dances are performed on the dancing-ground. A common meal concludes the ceremonial part of the feast.

    Abstract: Das gespielte Blasinstrument besteht aus einem Reishalmsegment und einer Stütze aus einem Blatt der Zuckerpalme oder des Zuckerrohrs. Am oberen Ende des Halms befinden sich 8 Einschnitte in Längsrichtung. Durch leichtes Zusammenstauchen des Halmes werden diese an beiden Enden mit dem Halm verbundenen Lamellen nach außen gebogen und in der Mundhöhle zum Schwingen gebracht, wobei die Tonhöhe in begrenztem Umfang verändert werden kann.
    Abstract: The wind-instrument ole-ole consists of a segment of rice-stalk and a bell made of a sugar palm or sugar-cane leaf. At the upper end of the stalk there are eight longitudinal incisions. By sligthly compressing the stalk, these lamellas, connected at both ends to the rice-stalk, are bent outwards and set vibrating in the oral cavity, producing to a limited degree tones of different pitch.

    Abstract: In der für die Filmaufnahmen bestellten Aufführung spielt der Musiker und Bauer Berlian Kabeakan aus dem Dorf Petall bei Sukaramai auf der offenen Längsflöte sordam. Die Bambusflöte besitzt vier Grifflöcher. Das der musikalischen Selbstunterhaltung wie Unterhaltung im kleinen Kreis dienende Flötenspiel beruht zum Teil auf Gesangsvorlagen aus dem Volksliedgut der Pakpak.
    Abstract: In a performance ordered for the film the musician and farmer Berlian Kabeakan from Petall village near Sukaramai plays on the open end-blown flute 〈i〉sordam〈/i〉. The bamboo flute has four finger-holes. The music, played for self-entertainment or in a small circle, is partly based on Pakpak folk-songs.

    Abstract: Die Teilnehmer der Haarwaschzeremonie (vgl. Film E 2963) treffen im Haus ein. Mit dem ersten Tanz werden die Schutz- und Ahnengeister gebeten, am Fest teilzunehmen. Nach dem Geisteranrufungstanz wird das Festessen eingenommen. Adat-Tänze und weitere Geisteranrufungstänze folgen. Nach einem Orakel mit hartgekochtem Ei werden Unterhaltungstänze getanzt. Zum Tanz spielt eine Gendang-Musikgruppe.
    Abstract: The participants of the hair-washing-ceremony arrive in the house. The first dance is performed to invite the protective and the ancestral spirits to take part in the feast. A dance with invocation of the spirits takes place, followed by the meal. Adat dances and further dances with invocation of the spirits are performed. An oracle with a hard-boiled egg is consulted, followed by entertainment dances. The dances are accompanied by a gendang music group.

    Abstract: Der vor zwei Jahren verstorbene Mann Hermanto Juris wird anläßlich eines Totenfestes (Tiwah), das 6 Tage lang andauert, endgültig verabschiedet und in das Totenreich geleitet. Die vom Gewohnheitsrecht (Adat) verbindlich vorgeschriebene Zeremonie wird von 6 Priesterinnen (Wadian) durchgeführt. Am Fest beteiligen sich außer der Familie auch die weitere Verwandtschaft, die Freunde und Bekannte.
    Abstract: A death feast is held in Dorong village. The corpse had been buried two years before, hair and nails of the deceased, called rapu, had been placed separately on top of the coffin. This rapu is now dug up, since the family finally have the means to arrange the feast. In the course of the feast the priestesses of the village, wadiam, communicate with the soul of the deceased until now in a transitional realm. Only after the tiwah is performed does the soul leave for the country of the dead, to join the ancestors and remain there definitely. During the tiwah the rapu is kept in the house of the dead man's daughter. Ritual cock-fights, offerings of pigs and chickens accompany the tiwah. The tiwah is performed according to the adat of the Kaharingan religion.

    Abstract: Nach der Segnung der "Acht Glücksdinge" wird ein Lobpreis auf die Schutzgottheit Mahakala gesungen. Es schließt sich das Danksagungsopfer, durch welches der Gottheit Vajrabhairava für den durch die Weihe bewirkten Segen gedankt wird, an. Dann wird sie verabschiedet und in ihre Sphäre entlassen.

The offering of thanksgiving follows, through it the deity Vajrabhairava is thanked for the blessing effected by the consecration. Then she is bid farewell and released to her sphere.

    Abstract: Ein Haus in Talim wird vom Besitzer und seiner Frau abgerissen und in Gemeinschaftsarbeit wieder aufgebaut. Der Boden wird geebnet, die Hauspfosten werden von Männern in die Erde gerammt und mit Pflanzenfasern miteinander verbunden. Der Fußboden wird eingesetzt und verstärkt, das alte Dach aufgesetzt. Die Feuerstelle wird aus Lehm errichtet, die Fußbodenmatten werden eingelegt und die Wandbretter eingebunden.
    Abstract: A house in Talim is torn down by the owner and his wife and rebuilt in co-operative effort. The ground is levelled, the main posts are rammed into the earth by the men and linked to one another with plant fibres. The floor is put in and reinforced; the old roof is put back on. The hearth is erected using clay; the floor mats are laid in position, and the wall boards are fastened in place.

Sie ziehen in den Wald, wo einige Beutelmäuse (Antechinus wilhelmina) gesichtet wurden. Die Jungen erklettern die Bäume und stöbern die Tiere auf, die Männer erlegen die Tiere mit Pfeil und Bogen.

They move through the forest, where several marsupial mice (Antechinus wilhelmina) are seen. The boys climb the trees and ferret out the animals; the men kill the animals with bow and arrow.

    Abstract: Gläubige verwandeln sich mit Hilfe von vielfältigen Ritualhandlungen in die Meditationsgottheit Vajrabhairava. Durch die Identifizierung mit der Gottheit erfahren sie deren geistige Qualitäten und erhalten die Ermächtigung, Tantra-Lehren zu erteilen und Tantra-Zeremonien zu vollziehen. Dies ist die Voraussetzung für den weiteren Vollzug der Zeremonie. Diese erste Zeremonie findet im Kultraum statt.
    Abstract: The faithful transform themselves into the meditation deity Vajrabhairava with the aid of manifold ritual acts. As a result of their identification with the deity, they experience its mental qualities and receive the authorisation to instruct others in the Tantric teachings and to perform Tantric ceremonies. This is the precondition for the further performance of the ceremony. This first ceremony takes place in the cult room.

    Abstract: Im Dorf Dorong starb eine 80jährige Frau, die als Priesterin andere Frauen ausgebildet hat. Nach der Aufbahrung treffen Trauergäste ein. Frauen aus der Verwandtschaft halten Trauerwache und singen Klagelieder. Zwei Priesterinnen führen die Totenzeremonien durch. Am zweiten Tag wird die Tote in einen Einbaumsarg gelegt, der fest verschlossen wird. Am dritten Tag wird sie auf dem Friedhof beerdigt.
    Abstract: In Dorong village, near Tamiang, an eighty-year-old woman has died. She was a priestess (wadian), responsible also for the training of other women. The film presents the exposure of the corpse, the arrival of the mourners, and the ceremonies connected with this event. The ceremonies are performed by two priestesses, one having the function of a teacher. The second day the corpse is laid in the coffin, the third day the burial takes place in the cemetery.

    Abstract: Drei Männer der Handwerkerfamilie Pantelakis aus Pyrgos demonstrieren an einer Hauswand die Technik der Kratzputzmalerei (Xista). Weiße Kalkfarbe wird auf den noch feuchten Putz aufgetragen und gleichmäßig verstrichen. Bevor Farbe und Putz trocknen, wird mit Hilfe von Gabeln und Nägeln durch die Kalkschicht hindurch die Oberfläche des Putzes an vorgezeichneten Stellen abgekratzt. Zurück bleibt eine schwarzweiß ornamentierte Fläche.
    Abstract: Three men from Pyrgos, members of the Pantelakis craftsmen family, demonstrate the technique of sgraffito (Xista) on the wall of a house. Whitewash is spread on the moist plaster and brushed evenly over the surface. Before whitewash and plaster dry, the plaster surface, with forks and nails, is scratched through the whitewash in marked places. The result is a black and white ornament on the wall.

    Abstract: Seated on the platform of his house at Palangan, the 56-year-old rice-grower Umi Tupai carves a small hampatong figure in soft pelantan wood. The female figure shows the signs of pregnancy. In the hands she holds a small box containing the utensils for betel-chewing. It takes the carver three hours to achieve the figure. He is the only man in the village skilled in this art.

    Abstract: Männer und Jungen aus Mailal bauen zwei etwa 12-15 bzw. 15-18 m lange Holzbrücken über den Malingkele-Fluß, die ihr Dorf mit Imde verbinden werden. Zuerst werden die Brückenköpfe errichtet, dann die Baumstämme aufgelegt und mit Fasermaterial miteinander verbunden. Danach werden die Laufstege aufgebunden sowie die Geländer aus langen, biegsamen Stangen hergestellt. Während der Gemeinschaftsarbeit wird auch ein Erdofen errichtet.
    Abstract: Men and boys from Mailal build two approximately 12-15- and 15-18-m-long wooden bridges over the Malingkele River. These bridges will connect their village with Imde. To begin with the bridge heads are erected; then the tree trunks are put on and tied together with fibrous material. Subsequently, the catwalks tied on and the railings, which are made of long, flexible poles, are made. During this co-operative effort, a earthen oven is erected.

Diese Dämonen werden dadurch gnädig gestimmt, daß man dem Feuergott flüssige Butter, die der Abt in die Flammen gießt, und durch zwölf verschiedene Substanzen ein Opfer darbringt. Dieses Brandopfer wird vor dem Kloster im Freien vollzogen.

These demons feel merciful because an offering has been made by giving the fire god melted butter and twelve different substances, which the abbot pours into the flames. Während eines Willkommenfestes, an dem das ganze Dorf teilnimmt, werden verschiedene Tänze aufgeführt.
    Abstract: The film shows the architecture and the interior decoration of a longhouse built in 1873 (50 metres long, 14 metres wide, constructed upon 30 ironwood girders 15 metres above the ground) and the daily life of its inhabitans: rice cultivation, collecting and processing rotan, village life on the river bank, aspects of the veneration of the dead. During a welcome festival, in which the whole village takes part, different dances are performed.

    Abstract: Sheik Hajdar Murteza guides the visitor through his cloister (tekye) and offers some comments. Next he describes his own life and the history of the Tekye. Then he shows the various rooms: the internment room with the sarcophagi of Rufâ'îye Sheiks, the tombstones in the garden, and, finally, the sanctuary (semâ'-châne)and the various relics found there (weapon, staffs). As a substitute for a Zikr the Sheik, dressed in his vestments, demonstrates how the various ritual items are used in the Zikr.
