    Kurzfassung: In Philosophie und Sozialwissenschaften wird oft ein Zusammenhang zwischen der gegenwärtigen Gesellschaftsform und psychischen Krankheiten postuliert. Zwar ist es epidemiologisch umstritten, ob diesem als "Burnout" oder "Erschöpfungssyndrom" diskutierten Phänomen ein realer Anstieg psychischer Erkrankungen entspricht. Dennoch kommt im Begriff der Erschöpfung eine Dynamik von Beschleunigungsphänomenen zum Ausdruck, die ihm eine zeitdiagnostische Bedeutung verleiht. Der Band mit Beiträgen von u.a.     Kurzfassung: 1962 erschien Strukturwandel der Öffentlichkeit, Jürgen Habermas' erstes Buch. In sozialhistorischer und begriffsgeschichtlicher Perspektive profiliert er darin einen Begriff von Öffentlichkeit, der dieser einen Platz zwischen Zivilgesellschaft und politischem System zuweist. Der Strukturwandel reihte sich alsbald ein unter die großen Klassiker der Soziologie des 20. Jahrhunderts und hat eine breite Forschung in den Geschichts- und Sozialwissenschaften angeregt. Und auch Habermas selbst hat sich in späteren Arbeiten immer wieder mit der Rolle der Öffentlichkeit für die Bestandssicherung des demokratischen Gemeinwesens beschäftigt. Angesichts einer durch die Digitalisierung veränderten Medienstruktur und der Krise der Demokratie kehrt er nun erneut zu diesem Thema zurück. Kernstück des Buches ist ein Essay, in dem er sich ausführlich mit den neuen Medien und ihrem Plattformcharakter beschäftigt, die traditionelle Massenmedien – maßgebliche Antreiber des »alten« Strukturwandels – zunehmend in den Hintergrund drängen. Fluchtpunkt seiner Überlegungen ist die Vermutung, dass die neuen Formen der Kommunikation die Selbstwahrnehmung der politischen Öffentlichkeit als solcher beschädigen. Das wäre ein neuer Strukturwandel der Öffentlichkeit, mit gravierenden Konsequenzen für den deliberativen Prozess demokratischer Meinungs- und Willensbildung.

    Kurzfassung: Gewaltlosigkeit wird häufig als eine Praxis der Passivität verstanden, welche die ethische Einstellung sanftmütiger Einzelpersonen gegenüber existierenden Formen von Macht reflektiert. Dieses Verständnis ist falsch, wie Judith Butler in ihrem neuen Buch darlegt. Adorno einen bis heute unpublizierten Text zum autoritären Charakter, in dem es nicht vornehmlich um einen Rückblick auf die Nazi-Barbarei geht, sondern vor allem und allgemeiner um das Individuum im Kapitalismus, das in Unmündigkeit gezwungen ist, diese aber auch zu wählen scheint. Besonders intensiv erörtert er die Dialektik der Aufklärung und die Bedeutung des Antisemitismus für die Kritische Theorie – Themen, die angesichts der heutigen Krise des Politischen nichts an Aktualität eingebüßt haben. Neben den erstmals publizierten »Bemerkungen« enthält der Band zwei weitere Schlüsseltexte zum autoritären Charakter und zur öffentlichen Meinung.     Kurzfassung: Teachers are the most important resource in today’s schools. In every country, teachers’ salaries and training represent the greatest share of expenditure in education. And this investment in teachers can have significant returns: research shows that being taught by the best teachers can make a real difference in the learning and life outcomes of otherwise similar students. Teachers, in other words, are not interchangeable workers in some sort of industrial assembly line; individual teachers can change lives – and better teachers are crucial to improving the education that schools provide. Improving the effectiveness, efficiency and equity of schooling depends, in large measure, on ensuring that competent people want to work as teachers, that their teaching is of high quality and that high-quality teaching is provided to all students. This report, building on data from the Indicators of Education Systems (INES) programme, the Teaching and Learning International Survey (TALIS) and the Programme for International Student Assessment (PISA), explores three teacher-policy questions: How do the best-performing countries select, develop, evaluate and compensate teachers? How does teacher sorting across schools affect the equity of education systems? And how can countries attract and retain talented men and women to teaching?

Preparing young people to become lifelong learners with a deep knowledge of subject matter and a broad set of social skills requires a better understanding of how pedagogy influences learning. Focusing on pedagogies shifts the perception of teachers from technicians who strive to attain the education goals set by the curriculum to experts in the art and science of teaching. Seen through this lens, innovation in teaching becomes a problem-solving process rooted in teachers’ professionalism, rather than an add-on applied by only some teachers in some schools. Teachers as Designers of Learning Environments: The Importance of Innovative Pedagogies provides a snapshot of innovative pedagogies used in classrooms around the world. It sets the stage for educators and policy makers to innovate teaching by looking at what is currently taking place in schools as potential seeds for change. At the heart of all of these approaches is a sensitivity to the natural inclinations of learners towards play, creativity, collaboration and inquiry. To illustrate how teachers use these innovative practices, the publication presents examples from 27 national and international networks of schools. It is now generally acknowledged that the quality of an education system cannot exceed the quality of its teachers. This volume goes a step further to argue that a teacher cannot help students meet new educational challenges by continuing to draw on a limited and perhaps even inherited set of pedagogies. And here lies the genuine importance of innovative pedagogies.

    Kurzfassung: Der Expressionist Max Pechstein (1881–1955) gilt als Pionier der Kunst der klassischen Moderne in Deutschland.     Kurzfassung: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC. New PISA 2015 analyses help highlight the relationship between the number of years of ECEC and academic performance at age 15, and the effects of ECEC attendance on health and well-being, and mothers’ employability.

    Kurzfassung: Peter Sloterdijk knüpft mit den sechs in diesem Bund vereinten, thematisch verbundenen Essays an seine monumentale Trilogie 'Sphären' an: In ihr ging es um nicht weniger, als um eine Explikation der Entwicklung der Menschheitsgeschichte anhand dieses atmosphärisch-ökologischen Konzepts. Es erlaubt Sloterdijk, das 20. Jahrhundert in ebenso radikaler wie überrachender Weise neu zu beschreiben. Sloterdijk analysiert diese Ära als eine Zeit der Erfüllungen: Das 20. Jahrhundert ist das Jahrhundert der triumphierenden Ungeduld, die zu allem fähig ist; es ist das Jahrhundert des sofortigen Vollzugs, in dem das Standrecht der Maßnahmen sich an die Stelle von Geduld, Vertagung und Hoffnung setzt. Diese Epoche kannte nie ein Prinzip Hoffnung, sondern immer nur ein Prinzip Sofort, das sich aus zwei kooperierenden Größen zusammensetzte, dem Prinzip Ungeduld und dem Prinzip Gratis. Diesen Prinzipien werden leitende Motive: Es geht von jetzt an immer darum, zu arbeiten, um nicht mehr arbeiten zu müssen. Jede Anstrengung hat nur noch einen vorläufigen Charakter. Man ist zum letzten Mal geduldig, um endlich, nach dem großen Fund, nie mehr geduldig sein zu müssen. Der tiefste Traum Europas ist die Arbeitslosigkeit, die aus dem materiellen Wohlstand entspringt

    Kurzfassung: More than ever, students need to engage with mathematical concepts, think quantitatively and analytically, and communicate using mathematics. All these skills are central to a young person’s preparedness to tackle problems that arise at work and in life beyond the classroom. But the reality is that many students are not familiar with basic mathematics concepts and, at school, only practice routine tasks that do not improve their ability to think quantitatively and solve real-life, complex problems. How can we break this pattern? This report, based on results from PISA 2012, shows that one way forward is to ensure that all students spend more “engaged” time learning core mathematics concepts and solving challenging mathematics tasks. The opportunity to learn mathematics content – the time students spend learning mathematics topics and practising maths tasks at school – can accurately predict mathematics literacy. Differences in students’ familiarity with mathematics concepts explain a substantial share of performance disparities in PISA between socio-economically advantaged and disadvantaged students. Widening access to mathematics content can raise average levels of achievement and, at the same time, reduce inequalities in education and in society at large.

    Kurzfassung: The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

Based on results from PISA 2012, the report discusses differences in access to and use of ICT – what are collectively known as the “digital divide” – that are related to students’ socio-economic status, gender, geographic location, and the school a child attends. The report highlights the importance of bolstering students’ ability to navigate through digital texts. It also examines the relationship among computer access in schools, computer use in classrooms, and performance in the PISA assessment. As the report makes clear, all students first need to be equipped with basic literacy and numeracy skills so that they can participate fully in the hyper-connected, digitised societies of the 21st century.

    Kurzfassung: In most PISA-participating countries and economies, the average socio-economic background of students who attend privately managed schools is more advantaged than that of those who attend public schools. Yet in some countries, there is little difference in the socio-economic profiles between public and private schools. Why? An analysis of PISA results finds that while the prevalence of privately managed schools in a country is not related to socio-economic stratification within a school system, the level of public funding to privately managed schools is: the higher the proportion of public funding allocated to privately managed schools, the smaller the socio-economic divide between publicly and privately managed schools. This report also shows that those countries with narrow socio-economic stratification in their education systems not only maximise equity and social cohesion, but also perform well in the PISA survey.

    Kurzfassung: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

    Kurzfassung: While enrolment in tertiary education has increased dramatically over the past decades, many university-aged students do not enrol, nor do they expect to earn a university degree. While it is important to promote high expectations for further education, it is equally important to ensure that students’ expectations are well-aligned with their actual abilities. Grade Expectations: How Marks and Education Policies Shape Students' Ambitions reveals some of the factors that influence students’ thinking about further education. The report also suggests what teachers and education policy makers can do to ensure that more students have the skills, as well as the motivation, to succeed in higher education. In 2009, students in 21 PISA-participating countries and economies were asked about their expected educational attainment. An analysis of PISA data finds that students who expect to earn a university degree show significantly better performance in math and reading when compared to students who do not expect to earn such a university degree. However, performance is only one of the factors that determine expectations. On average across most countries and economies, girls and socio-economically advantaged students tend to hold more ambitious expectations than boys and disadvantaged students who perform just as well; and students with higher school marks are more likely to expect to earn a university degree – regardless of what those marks really measure.

    Kurzfassung: Leaders and academics can improve the quality of higher education teaching, and thereby the quality of their graduates, by reflecting on institution-wide practices. This book explores the interplay between actors within institutions, organisational structure, commitment of senior leadership, involvement of faculty and students, and evaluation instruments. Based on an OECD review of 46 quality teaching initiatives in 20 countries, the report highlights the significant impact of the institutions’ environment, trends in the quality of academia, teaching methods and learning conditions. The sample represents 29 higher education institutions, from technological and vocational institutions to business and economic schools, from small undergraduate institutions to multidisciplinary postgraduate universities. The book illustrates the following factors with examples from around the world: the aims of institutions when fostering quality teaching, their options and the guiding philosophy behind a quality approach; concrete ways to apply quality teaching initiatives, challenges to implementing them, and key actors in their dissemination; evaluation systems and the impacts of institutional support on teaching, research and quality culture; how institution-wide approaches can be combined to enhance quality teaching in a sustainable way. The book also analyses the effects of quality teaching on institutional leaders, faculty members, quality units and students.

Are some work organisations more associated with innovation than others? If so, are these organisations more widespread in some countries than in others? Are they associated with particular labour market policies, managerial practices, learning cultures or certain levels of education? What are the challenges for innovation within organisations?This volume shows that interaction within organisations - as well as individual and organisational learning and training - are important for innovation.     Kurzfassung: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Kurzfassung: Too many workers leave the labour market permanently due to health problems or disability, and too few people with reduced work capacity manage to remain in employment. This is a social and economic tragedy common to virtually all OECD countries. It also raises an apparent paradox that needs explaining: Why is it that the average health status is improving, yet large numbers of people of working age are leaving the workforce to rely on long-term sickness and disability benefits? This report, the last in the OECD series Sickness, Disability and Work: Breaking the Barriers, synthesises the project’s findings and explores the possible factors behind the paradox described above. It highlights the roles of institutions and policies and concludes that higher expectations and better incentives for the main actors – workers, employers, doctors, public agencies and service providers – are crucial. Based on a review of good and bad practices across OECD countries, this report suggests a series of major reforms are needed to promote employment of people with health problems. The report examines a number of critical policy choices between: tightening inflows and raising outflows from disability benefit, and promoting job retention and new hiring of people with health problems. It questions the need for distinguishing unemployment and disability as two distinct contingencies, emphasises the need for a better evidence base, and underlines the challenges for policy implementation.

    Kurzfassung: Drawing on a wide range of data sources, this publication constructs and analyses different indicators of child well-being across the OECD. These indicators cover six key areas: material well‑being; housing and environment; education; health and safety; risk behaviours; and quality of school life. They show that no one OECD country performs well in all areas and that every OECD country can do more to improve children’s lives. How much countries are spending on children and when is also closely considered, the first time such a comparative exercise has been undertaken across the OECD. Additional chapters offer detailed examinations of countries’ policies for children under age three, the impact of single parenthood on children and the effect of inequalities across generations. The publication concludes with broad policy recommendations for improving child well-being.

    Kurzfassung: This publication is the first report from the International Teaching and Learning Survey (TALIS). It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.

    Kurzfassung: Many adults in OECD countries have low language, literacy and numeracy (LLN) skills. The consequences of these low foundation skills span the economic, health and social well-being of individuals, families and communities. Investment in this sector of adult education is therefore crucial. This study looks specifically inside the programmes for adult LLN learners, with a focus on formative assessment. Drawing upon evidence gathered in country reports, exemplary case studies and international literature reviews, it examines the impact and implementation of different teaching, learning and assessment practices for adult LLN learners; the way innovative programmes address the very diverse needs and goals of this population; and the policies that support or hinder effective practice. This book provides a strong foundation for understanding the fundamental issues at stake in the adult LLN education, and can guide future policy, practice and research. A companion report which studies formative assessment in lower secondary schools was published in 2005 under the title Formative Assessment: Improving Learning in Secondary Classrooms.

    Kurzfassung: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Kurzfassung: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Kurzfassung: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

    Kurzfassung: Education is vital for economic success, both at the national and the individual level. But education also has significant social effects. This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement. In general, better educated people are healthier, and take more part in civic activities. Why should this be so? This publication draws on findings from 13 OECD countries (Austria, Flemish Belgium, Canada, Japan, Luxembourg, the Netherlands, New Zealand, Norway, South Korea, Sweden, Switzerland, the United Kingdom [England and Scotland] and the United States) to provide new models and insights into these important contemporary issues.

    Kurzfassung: Die Werke Frida Kahlos wurden bislang nahezu ausschließlich biographisch gedeutet. Zum ersten Mal widmet sich eine Publikation auch der Frage, ob es nicht die internationale Ausrichtung war, die bis heute den Ruhm der mexikanischen Künstlerin ausmacht. Im Jahr 1939 erschien eine unbekannte mexikanische Malerin auf der Bühne des Pariser Kunstgeschehens. Die Surrealisten nahmen sie begeistert in ihre Reihen auf. Sie waren der Meinung, Frida Kahlos Bilder seien ganz unabhängig von der europäischen Kunst ihrer Generation entstanden. Kahlo ließ alle in diesem Glauben: αIch hatte keine Ahnung, dass ich surrealistisch male±. Frida Kahlos Malerei ist ohne ihre Biographie, ohne ihre Liebe zu den mexikanischen Traditionen, ohne ihre schillernde Persönlichkeit nicht zu verstehen. Die Künstlerin offenbart in ihrem Werk ihr körperliches und seelisches Leiden ebenso wie ihre Vitalität, ihren unkonventionellen Geist und ihren aufrührerischen Humor. Dieser Band zeigt nun erstmals zahlreiche Verbindungen zur europäischen Avantgardekunst auf und stellt vor Augen, dass Frida Kahlos Werk weit mehr ist als die Essenz einer aufregenden Lebensgeschichte. Frida Kahlos ins Phantastische gesteigerter Realismus, ihre verstörende Kombination von Motiven und ihre Verwendung von Montagetechniken stehen in Beziehung zu den internationalen Kunstentwicklungen ihrer Zeit: der Pittura Metafisica, dem Dadaismus, der Neuen Sachlichkeit und dem Surrealismus.

    Kurzfassung: This publication reveals a number of interesting examples of innovative programmes using ICT that can increase access to learning out-of-school youths and adults. The papers show that ICT can be one way -- but by no means the only way -- to improve pathways to learning. It can do this by tailoring learning to the needs and preferred learning styles of the disadvantaged, and it can make learning more interesting by providing immediate feedback. A third message is that just as adult learning itself has been the under-funded and under-appreciated Cinderella of the formal learning spectrum, so the application of ICT within adult learning has tended to lag behind much of the rest of the education system. The present volume provides some cautionary remarks on the recent past and opens up some significant opportunities for the future.

    Kurzfassung: Teachers Matter provides a comprehensive, international analysis of trends and developments in the teacher workforce in 25 countries around the world; research on attracting, developing and retaining effective teachers; innovative and successful policies and practices that countries have implemented; and teacher policy options for countries to consider. While documenting many areas of concern about teachers and teaching, the report also provides positive examples of where policies are making a difference. It spotlights countries where teachers’ social standing is high, and where there are more qualified applicants than vacant posts. Even in countries where shortages have been a concern, there are recent signs of increased interest in teaching, and policy initiatives appear to be taking effect. At a time when many countries are facing an ageing teaching workforce and having trouble attracting new recruits, this book provides insights into how governments can successfully deal with these issues.
