    Abstract: In einer vom Christentum geprägten Kultur geht es (...) darum, die ihr zugrundeliegenden religiösen Figuren zu entschlüsseln. Dazu will die vorliegende Arbeit einen Beitrag leisten. Es geht darum, eine Figur zu untersuchen, die das "Funktionieren" der altrussischen Kultur begründete, und die gemeinhin "das neoplatonische Urbild-Abbild-Denken" genannt wird. Implizit wird hier davon ausgegangen, daß im 10. und 11. eine Beeinflussung der slavischen Kultur durch das byzantinische Christentum orthodoxer Prägung stattgefunden hat, deren genaue Art und Weise nicht eruiert werden soll. Der Untersuchung des Urbild-Abbild-Denkens in der byzantinischen Kultur und seiner Bindung an die Ikonenverehrung ist deshalb ein erster Teil dieser Arbeit gewidmet, der Untersuchung des altrussischen Urbild-Abbild-Denkens der nächste und größte Teil.     Abstract: Annotation The discipline of architecture depends on the transmission in space and time of accumulated experiences, concepts, rules, and models. From the invention of the alphabet to the development of ASCII code for electronic communication, the process of recording and transmitting this body of knowledge has reflected the dominant information technologies of each period. In this book Mario Carpo discusses the communications media used by Western architects, from classical antiquity to modern classicism, showing how each medium related to specific forms of architectural thinking. Carpo highlights the significance of the invention of movable type and mechanically reproduced images. He argues that Renaissance architectural theory, particularly the system of the five architectural orders, was consciously developed in response to the formats and potential of the new printed media. Carpo contrasts architecture in the age of printing with what preceded it: Vitruvian theory and the manuscript format, oral transmission in the Middle Ages, and the fifteenth-century transition from script to print. He also suggests that the basic principles of "typographic" architecture thrived in the Western world as long as print remained our main information technology. The shift from printed to digital representations, he points out, will again alter the course of architecture

    Abstract: In American Foundations , Mark Dowie argues that organized philanthropy is on the verge of an evolutionary shift that will transform America's nearly 50,000 foundations from covert arbiters of knowledge and culture to overt mediators of public policy and aggressive creators of new orthodoxy. He questions the wisdom of placing so much power at the disposal of nondemocratic institutions. As American wealth expands, old foundations such as Ford, Carnegie, Rockefeller, Pew, and MacArthur have grown exponentially, while newer trusts such as Mott, Johnson, Packard, Kellogg, Hughes, Annenberg, Hewlett, Duke, and Gates have surpassed them. Foundation assets now total close to $400 billion. Though this is a tiny sum compared to corporate and government treasuries, and foundation grants still total less than 10 percent of contributions made by individuals, foundations have power and influence far beyond their wealth. Their influence derives from the conditional nature of their grant making, their power from its leverage. Unlike previous historians of philanthropy who have focused primarily on the grant maker, Dowie examines foundations from the public's perspective. He focuses on eight key areas in which foundations operate: education, science, health, environment, food, energy, art, and human services. He also looks at their imagination, or lack thereof, and at the strained relationship between American foundations and American democracy. Dowie believes that foundations deserve to exist and that they can assume an increasingly vital role in American society, but only if they transform themselves from private to essentially public institutions. The reforms he proposes to make foundations more responsive to pressing social problems and more accountable to the public will almost certainly start an important national debate

    Abstract: This paper focuses on the unique and vital capabilities of the US Air Force's KC-135 tanker fleet. It analyzes historic and current tanker usage, tanker operational employment, and the capability of today's tanker fleet, with emphasis on force structure and force management. In light of decreasing budgets, aging airframes, increase downtime for maintenance, and an explosion in the operations tempo, this paper proposes a four-pronged methodology addressing tanker vision, organization, training and employment, as the correction needed to get the KC-135 weapon system back on centerline. This will allow the tanker to effectively aid the Air Force in successfully deterring conflict and, if needed, quickly win the nation's future wars

    Abstract: An estimated 5 million U.S. children have asthma. Too many of these children are unnecessarily impaired. Much of the money spent on asthma is for high-cost health care services to treat acute periods of illness. Many asthma attacks could be avoided--and much suffering prevented and many medical costs saved--if more children received good-quality, ongoing asthma care and if the 11 policy recommendations presented in this report were implemented in a coordinated fashion. A national call to action, the policy recommendations span public and private interests and compel integration of public health activities across local, state, and federal levels. This report summarizes the findings of an effort funded by the Robert Wood Johnson Foundation as part of the Pediatric Asthma Initiative, whose purpose is to address current gaps in national childhood asthma care. It is the first national initiative that simultaneously addresses treatment, policy, and financing issues for children with asthma at the patient, provider, and institutional levels. The purpose of RAND's effort was to 1) identify a range of policy actions in both the public and private sectors that could improve childhood asthma outcomes nationwide; 2) select a subset of policies to create a blueprint for national policy in this area; 3) outline alternatives to implement these policies that build on prior efforts. The effort developed a comprehensive policy framework that maps the identified strategies to one overall policy objective: to promote the development and maintenance of "asthma-friendly" communities--communities in which children with asthma are swiftly diagnosed, receive appropriate and ongoing treatment, and are not exposed to environmental factors that exacerbate their condition. This report is intended as a working guide for coordinating the activities of both public and private organizations at the federal, state, and local community levels

    Abstract: In recent years, a host of long-term trends -- including an increase in the number of working parents, a rise in violent incidents involving children, and a move toward academic accountability -- have led the American public to pay increasing heed to how and where their children spend their time after school. In response to these growing concerns, the past decade has seen a steady increase in the number of programs devoted to after-school care. Yet this proliferation of after-school programs has brought with it a concomitant need for sound program evaluation. Accordingly, this report summarizes RAND's effort to gauge the effectiveness of Stone Soup Child Care Programs, a nonprofit organization that administers school-based after-school care to children throughout California. In pursuit of its goal, RAND undertook three tasks: a thorough review of the literature, carried out to identify relevant "best practices"; the development and implementation of a data collection tool designed to measure Stone Soup's adherence to such practices; and a thoroughgoing analysis of the data compiled. After collecting extensive data from Stone Soup's central office and site supervisors, RAND concluded that, on average, Stone Soup does a competent job of adhering to good practices. At the same time, however, RAND's synthesis of the literature revealed a paucity of reliable studies on what practices constitute the provision of quality care. More research must therefore be conducted to better identify sound management practices in the critical arena of after-school care. The tool is included in the report to be useful for practitioners or funding organizations interested in evaluating how well after-school care programs are adhering to currently recognized practices

    Abstract: This paper is concerned with a number of conceptual and practical issues associated with the use of vouchers to distribute public services. Section 1 proposes a definition of vouchers and considers the position which voucher distribution occupies in the spectrum of possible mechanisms for the production and distribution of public services; this leads into a discussion of the objectives which voucher distribution might promote. Section 2 classifies the contexts in which vouchers might be applied and types of voucher systems. This permits a preliminary mapping of combinations of policy objectives and characteristics of the public service in question onto alternative forms of voucher distribution. Section 3 provides an illustrative review of the use of vouchers in the distribution of public services. Many of the examples discussed are in the field of education, where discussion of or use of vouchers is most developed, but experience of other public services is included where it is available. Section 4 contains conclusions.

    Abstract: Most OECD Member countries have sought to renew their systems and structures of public management in the last 10-15 years. Some started earlier than others and the emphasis will vary among Member countries according to their historic traditions and institutions. There is no single best model of public management, but what stands out most clearly is the extent to which countries have pursued and are pursuing broadly common approaches to public management reform. This is most probably because countries have been responding to essentially similar pressures to reform.

    Abstract: La dette publique du Canada exprimée en proportion du PIB, qui était inférieure à la moyenne des pays Membres de l’OCDE au début des années 80, a augmenté par la suite, culminant à 97.6 % en 1995. Seules l’Italie, à l’intérieur du G- 7, et la Grèce ainsi que la Belgique, dans la communauté de l’OCDE, avaient une dette plus élevée en proportion de leur PIB. Au plan de la gestion budgétaire, le point tournant est survenu en 1994. On a compris alors que la situation financière était en voie de se muer en crise, et que des mesures rigoureuses s’imposaient. Aujourd’hui, le Canada enregistre un excédent budgétaire et rembourse sa dette. Le présent rapport retrace le fil de ces événements.

    Abstract: Canada’s level of indebtedness, as a percentage of GDP, increased from a level lower than the average for OECD Member countries in the early 1980s to a high of 97.6% in 1995. This was a level of debt exceeded only by Italy among G7 nations and Belgium and Greece among the wider OECD community. Fiscal management reached a breaking point in 1994. It was recognised that the fiscal situation had reached crisis proportions and strong corrective measures were needed. Today, Canada is enjoying a budget surplus and is repaying debt. This paper surveys these developments.

    Abstract: La plupart des pays Membres de l’OCDE se sont efforcés au cours des 10-15 dernières années de renouveler leurs systèmes et leurs structures de gestion publique. Certains ont pris le départ plus tôt que d’autres, et les points forts ont varié selon les traditions historiques et les institutions des pays. Il n’existe pas de modèle idéal de gestion publique, mais il apparaît très clairement que les pays concernés ont suivi et continuent de suivre des approches plus ou moins communes en matière de réforme de la gestion publique. Cela tient probablement au fait que les pressions en faveur de la réforme qui s’exercent sur eux ont été plus ou moins similaires.

    Abstract: Alors qu’elle bénéficiait des plus forts excédents budgétaires de tous les pays Membres de l’OCDE à la fin des années 80, la Suède a enregistré ensuite les déficits budgétaires les plus élevés de tous les pays Membres de l’OCDE. Ces énormes déficits se sont accompagnés d’une hausse massive de la dette publique. En cinq ans à peine, le niveau de la dette brute s’est accru de moitié. Cependant, vers la fin des années 90, l’équilibre budgétaire a été rétabli et maintenant elle bénéficie de nouveau d’excédents importants.

    Abstract: From enjoying the largest budget surpluses of any OECD Member country in the late 1980s, Sweden went into having the largest budget deficits of any OECD Member country in the early 1990s, which were accompanied by a massive increase in government debt. In a span of just five years, the level of debt had nearly doubled. However, by the late 1990s, the budget had been brought back to balance and Sweden is now enjoying significant surpluses again.

    Abstract: In (First Person)2, Day and Eodice offer one of the few book-length studies of co-authoring in academic fields since Lunsford and Ede published theirs over a decade ago. The central research here involves in-depth interviews with ten successful academic collaborators from a range of disciplines and settings. The interviews explore the narratives of these informants' experience-what brought them to collaborate, what cognitive and logistical processes were involved as they worked together, what is the status of collaborated work in their field, and so on-and situate these informants within the broader discussion of collaboration theory and research as it has been articulated over the last ten years. As the study develops, Day and Eodice become most interested in the affective domain of co-authorship, and they find the most promising explorations of that domain in the work of feminist theorists in composition. Against a background of feminist theory, the reflections of these informants and authors not only provide a window into the processes of current scholarship in writing, but also come to stand as a critique of traditional practice in English departments. Throughout the book, the two co-authors interrupt themselves with reflections of their own, on the rejection long ago of their proposal to co-author a dissertation, on their presuppositions about their research, on their developing commitment to the framework of feminist theory to account for their findings, and on their own processes and challenges in writing this book. The result is a well-centered volume that is disciplined and restrained in its presentation of research, but which is layered and multivocal in presentation, and which ends with some provocative conclusions

    Abstract: In the Vietnam War and the Persian Gulf conflict, special operations forces (SOF) conducted reconnaissance operations to locate hidden targets when political and other considerations prevented the deployment of conventional ground units and air power alone was unable to locate and eliminate elusive objectives. In Vietnam, SOF teams crossed the border into Laos to search for truck parks, storage depots, and other assets along the Ho Chi Minh Trail that were obscured by jungle canopy and camouflage. In western Iraq, British and American SOF patrolled vast areas searching for mobile Scud launchers. In both cases, the nature of the terrain combined with adversary countermeasures made it extremely difficult for ground teams to achieve their objectives. There are a number of implications for future operations. Although new technology, such as mini- and micro-unmanned aerial vehicles, may make it easier to teams to reconnoiter wide areas, using SOF in this fashion is unlikely to achieve U.S. objectives. Concerns about casualties and prisoners of war are likely to limit the use of SOF to the most vital national interests. However, unattended ground sensors could play an enhanced role in future operations. Although most will be delivered by air, some will require hand emplacement in difficult enemy terrain, a mission well suited to SOF. SOF in a battle damage assessment role could help ensure that critical targets have been destroyed. Finally, SOF might disable, destroy, or recover nuclear, biological, or chemical weapons

    Abstract: In this volume James P. Young seeks to revive interest in the thought of Henry Adams by extracting core ideas from his writings concerning both American political development and the course of world history and then showing their relevance to the contemporary longing for a democratic revival. In this revisionist study, Young denies that Adams was a reactionary critic of democracy and instead contends that he was an idealistic advocate of representative government. Young focuses on Adams's belief that capitalist industrial development during the Gilded Age had debased American ideals and then turns to a careful study of Adams's famous contrast of the unity of medieval society with the fragmentation of modern technological society. Though fully aware of Adams's concerns about technology, Young rejects the idea that Adams was bitterly opposed to twentieth century developments in that field. He shows that though a liberal democrat with inclinations toward reform, Adams is much too sophisticated to be captured by any simple label

    Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants

La section 2 présente une classification des contextes où les chèques-service pourraient être mis en oeuvre et des systèmes de chèques-service. Elle permet de procéder à un premier croisement entre d’une part des combinaisons d’objectifs publics et de caractéristiques d’un service collectif déterminé, et d’autre part diverses formes de distribution de chèques-service. La section 3 présente à titre d’illustration un tableau de l’utilisation des chèques-service dans la fourniture de services collectifs. Un grand nombre d’exemples commentés ressortent du domaine de l’éducation, domaine où les chèques-service ont été particulièrement débattus ou mis en oeuvre, mais on a fait référence, lorsqu’ils existaient, à d’autres cas de services collectifs. Ajoutons que je m’appuie à titre principal sur les expériences du Royaume-Uni et des États-Unis, puisqu’elles ont été particulièrement bien analysées dans les documents dont je disposais. Les conclusions figurent dans la section 4.

    Abstract: The formal procedures of public expenditure management vary widely within the European Union. They depend especially on the relative status of institutions. In most member states, operations are delegated to spending ministries or other spending units which have considerable freedom (within tough overall budget constraints) to decide how they meet their objectives; but there are wide variations in the degree of delegation and the incentives for efficiency. Public enterprises, similarly, are seen in some countries as an arm of the public sector and in others as essentially commercial bodies. Some member states have federal structures. Nearly all have complex procedures for funding local municipalities or counties. They differ in their relationships between government and Parliament. They also differ in technical procedures such as budgetary timescales, and methods of accounting for expenditure.

    Abstract: The traditional role of the central budget office is incompatible with the management reforms enfolding in various OECD Member countries. These reforms are grounded on the principle that managers must be permitted to run their operations without undue outside interference. The logic of reform is that only when managers are free to use money and other organisational resources within agreed budgets can they be responsible for the organisation’s successes or failures. In countries where a culture of reform has taken hold, there is consensus that halfway measures do not suffice, that managers either are free to act or are not. It is not a matter of relaxing one or another restriction, but of reshaping the operations of public institutions and the behaviour of those who work in them. The budget process is one of the main arenas in which the machinery of government is undergoing fundamental transformation.

    Abstract: Privatisierung ist ein Zeichen tiefreichender Wandlungsprozesse im Verhältnis von Staat und Gesellschaft sowie in den Bereichen des öffentlichen und des Privatrechts. Verbreitet ist die Hoffnung, der unter seinen Kompetenz- und Finanzlasten schwerfällig gewordene Staatskoloß könne wieder 'schlank' werden, wenn er sich zugunsten gesellschaftlicher Kräfte aus Tätigkeitsbereichen zurückziehe. Wichtige Privatisierungsimpulse gehen nach wie vor von den Wettbewerbsbestimmungen des Europäischen Gemeinschaftsrechts aus. Auf kommunaler Ebene ist die 'Organisationsprivatisierung' verbreitet. Mit der Novellierung der Kommunalverfassungen versuchen die Landesgesetzgeber, dem Trend zur kommunalen Eigengesellschaft Einhalt zu gebieten, verletzen jedoch mitunter die Vorgaben des Gesellschaftsrechts. Jörn Axel Kämmerer weist nach, daß sich der Staat im Zuge des Privatisierungsprozesses keineswegs ganz zurückzieht. Vielmehr nimmt der Staat seine grundlegenden verfassungsrechtlichen Aufgaben auch in der 'Privatisierungsfolgenphase' weiterhin wahr – wenn auch nicht mehr durch eigene Leistungen, sondern als Garant und Regulator. Dabei wächst der Spielraum für 'private Grundrechtseingriffe', und die Grundrechte selbst wandeln sich zu Schutzpflichten. Zugleich bringt 'Organisationsprivatisierung', die Begründung privatrechtlich organisierter Wirtschaftsunternehmen der öffentlichen Hand ohne öffentlich-rechtliche Befugnisse, die Grenzen zwischen Staat und Gesellschaft zum Verschwimmen. Letztlich hat der Staat eine Gratwanderung vor sich, bei der er weiterhin als ausgleichende Instanz für eine komplexe, zur Selbstregulierung unfähige, aber in den transnationalen Bereich ausgreifende Gesellschaft agieren können muß, ohne in ihr aufzugehen.

    Abstract: This book is the final report of the ICMI study on the Teaching and Learning of Mathematics at University Level. As such it is one of a number of such studies that ICMI has commissioned. The other Study Volumes cover assessment in mathematics education, gender equity, research in mathematics education, the teaching of geometry, and history in mathematics education. All ofthese Study Volumes represent a statement of the state of the art in their respective areas. We hope that this is also the case for the current Study Volume. The current study on university level mathematics was commissioned for essentially four reasons. First, universities world-wide are accepting a much larger and more diverse group of students than has been the case. Consequently, universities have begun to adopt a role more like that of the school system and less like the elite institutions of the past. As a result the educational and pedagogical issues facing universities have changed. Second, although university student numbers have increased significantly, there has not been a corresponding increase in the number of mathematics majors. Hence mathematics departments have to be more aware of their students’ needs in order to retain the students they have and to attract future students. As part of this awareness, departments of mathematics have to take the teaching and learning of mathematics more seriously than perhaps they have in the past.

    Abstract: Education has traditionally studied the world by bringing it into the classroom. This can result in situated learning that appears to students to have no relevance outside the classroom. Students acquire inert, decontextualized knowledge that they cannot apply to real problems. The obvious solution to this shortcoming is to reverse the situation and bring the classroom to the phenomena: to learn in a rich, real-world context. The problem with the real world is that it is complex and filled with interactions that are hard to sort out.     Abstract: This is an engrossing book. It is also an unusual book: it is written by a scientist who is quite willing to talk about the softer side of life, about things such as love and respect and responsibility, and to try and position them in the context of his science. He is also willing to talk about religion, the manner in which it relates to science and science to it, and to attempt reconciliation of both. He sets himself a tough task, to tread the narrow path between the maudlin and the severely sober. In this, he is eminently successful. He is successful not because he aims at any grand synthesis, but because he has chosen the more modest path of simply laying out the cards on the table. This work is also unusual for another reason. The majority of books that attempt to explain science to a lay public, that try to describe its workings, its raison d'être, its hidden contents, its societal impact, its implications for our future, etc. , are written by theorists. This is hardly surprising. The theoretician, after all, is expected to think deeply, to be the great unifier, to be concernedwith meaning. Very few books about science are written by scientists, ones who spend their time in a working experimental laboratory. This is such a book. And because it is, it is also a very different book.

    Abstract: Formative Assessment and Science Education documents the findings of a research project which investigated the ways in which teachers and students used formative assessment to improve the teaching and learning of science in some New Zealand classrooms. The research documented in this book used the definition of formative assessment as `the process used by teachers and students to recognise and respond to students' learning, in order to enhance that learning, during the learning'. The book contains one detailed case study from the research, as well as cameos of instances of formative assessment. The book also contains two summaries of the research findings - a model developed to describe the process of formative assessment used by the teachers and students involved in the research, and a summary of the characteristics of formative assessment. The findings are also theorised with respect to sociocultural and discursive views of learning. This research will be of interest to graduate students and researchers, as well as teacher educators, curriculum developers, and assessment specialists.

    Abstract: Recent changes in the world effected by the transformations of information technology, globalisation, and the move towards a knowledge economy over the last thirty years have been as radical and fundamental as the changes resulting from the invention of the wheel and the printing press. We are now living in a new age in which the demands are so complex, so multifarious and so rapidly changing that the only way in which we shall be able to survive them is by committing to a process of individual, communal, and global learning throughout the lifespan of all of us. A number of international bodies and agencies have taken cognisance of these transformations and the demands they impose upon societies and communities of the twenty-first century and have developed and articulated policies intended to enable all citizens of the world in the twenty-first century to face these challenges. It is now a declared policy of many governments and international agencies that the only vehicle for such preparation is `education, education, education', and that preparing for the knowledge economy and the learning society of the future has to be a lifelong undertaking, an investment in the future that is not restricted merely to the domain of economic advancement but also to those of social inclusion and personal growth. Realising this, policy-makers across the international arena are grappling with the need to move from systems that emphasise education and training to the radically more unworked construct of lifelong learning. In this volume the editors and authors analyse, criticise, and rework the ideas, principles, and theories underpinning policies and programs of lifelong learning, re-interpreting them in the light of examples of `best practice' found in a range of educating institutions around the world.     Abstract: This volume includes articles based on papers presented at the Second International Conference of the European Science Education Research Association (E.S.E.R.A.) held in Kiel, August 31 to September 4, 1999. About 300 colleagues, virtually from around the world - with a particular European focus - participated. Some 200 papers were presented. Three pages synopses of these papers were published in Proceedings of the conference (edited by Michael Komorek, Helga Behrendt, Helmut Dahncke, Reinders Duit, Wolfgang Gräber and Angela Kross). They are available from the IPN homepage: http://www.ipn.uni-kiel.de. The participants were asked to submit contributions to the present volume. It contains the invited plenary lectures and a selection of the submitted contributions based on reviews by an international board and the editors. The volume mirrors main lines of research in science education in Europe and around the world. The invited lectures provide overviews of the growth of science education research from the past to the present, including views of future developments. Major emphasis of empirical research still seems to be students' conceptions and conceptual change. About half of the contributions fall into that category. In addition, most of the remaining contributions deal with various cognitive issues of teaching and learning science. It was surprising for us that the number of studies on affective issues and gender differences was much smaller than expected.

    Abstract: Learning is a critical worldwide problem for humans, essential to create a peaceful and happy world. We have serious problems in learning in both wealthy and poor areas. New approaches to learning are needed, as the current system may not rise to the new challenges. This book proposes a new strategy for learning, worldwide and for all ages of students. Computer-based distance learning would be the major delivery mechanism, with very large numbers of students. The very frequent interactions between the student and the computer would be like that with a skilled human teacher. These interactions would take place in the student's native language, in both directions. A typical interaction would be a question to a student, and a free-form student response. Both voice and keyboard student input would be possible. The learning programs would work with each student until mastery is achieved, adapting to the needs of each. Students would be active learners. The book begins with the problems and goals of learning. It considers possible forms of distance learning, looking at the variables involved, current examples of distance learning, and possible future forms including examples from science fiction. It then investigates student interactions, considering both frequency of interactions and the quality of each interaction. Programs developed in the Educational Technology Center at the University of California, Irvine, illustrate the critical idea of tutorial learning with computers. Production of tutorial learning material and costs for a student hour of learning is discussed. The book ends with suggestions for future progress. Current hardware and software is fully adequate for the tasks described. Development of all required learning units is a major activity. After this development, both better quality of learning and lower costs are very likely. Further experimental work is essential to understand the possibilities

    Abstract: Widespread dissatisfaction with our nation's public education system has led to proposals for a variety of reforms to improve educational outcomes. One highly controversial proposal would provide financial grants, or "vouchers," for use at any public or private school. Another, more politically popular proposal would establish "charter" schools, funded by public money and approved by a public agency but operating outside the traditional system of public-school governance. Both vouchers and charters promote educational choice, market accountability, and schools that are autonomously operated by non-government organizations. This book seeks to identify and articulate the full range of empirical questions that must be answered to fully assess the wisdom of policies that promote either of these alternatives. Eschewing the polemics that characterize both sides of the debate on school choice, the authors provide a comprehensive assessment of what is known about the effects of vouchers and charters in terms of five important outcomes: academic achievement, family choice, equitable access, racial/ethnic integration, and civic socialization. The book discusses the important empirical questions that are as yet unresolved and considers the prospects for answering them in the future. Finally, it explores the details of the design of voucher and charter policies, concluding with recommendations for policymakers who are considering their enactment

Les progrès des technologies de l’information, qui facilitent l’appariement des offres et des demandes d’emplois, les méthodes de gestion modernes et le contexte économique positif de ces dernières années ont stimulé l’introduction de démarches innovantes et ouvert aux services publics de l’emploi de nouvelles pistes pour faciliter le retour des chômeurs à l’emploi. Cet ouvrage présente les actes d’une conférence sur « Les politiques du marché du travail et le service public de l’emploi » organisée conjointement par l’OCDE et le ministère tchèque du Travail et des Affaires sociales. Cette conférence a été l’occasion d’aborder, entre autres, les thèmes suivants : le travail de terrain des services de l’emploi, les guichets uniques et la gestion décentralisée ; le service à la clientèle (demandeurs d’emploi et employeurs) ; le recours accru aux technologies de l’information ; les conditions d’attribution des indemnités de chômage ; la garantie d’emploi pour les chômeurs de longue durée et autres types d’intervention au cours de la période de chômage ; l’amélioration de la transparence des services publics de l’emploi grâce aux audits externes, aux indicateurs de performance, à des mécanismes de financement adaptés et à la mise en concurrence des services de placement. Les interventions présentées reflètent le point de vue d’acteurs clés -- responsables politiques, hauts fonctionnaires des ministères du Travail et des services de l’emploi, gestionnaires de terrain et universitaires de renom -- sur toutes ces questions importantes.

    Abstract: Dans un monde en rapide évolution, le progrès des nations, des sociétés et des individus est probablement plus que jamais lié à leur capacité d'adaptation au changement, ainsi qu'à leur capacité d'acquisition et de partage des connaissances. Cet ouvrage précise les concepts de capital humain et de capital social, et évalue leur incidence sur la croissance économique et le bien-être. Le concept de capital social est encore assez peu documenté car il est apparu très récemment dans le domaine des sciences économiques et sociales. Aussi cette étude se fonde-t-elle sur un certain nombre d'analyses empiriques qui suggèrent l'existence de liens potentiellement importants entre le capital humain et le capital social. Il semble bien que le capital humain et le capital social puissent contribuer de manière déterminante à tout un éventail de résultats positifs, de l'amélioration des revenus au bien-être personnel, en passant par la cohésion sociale. Rien n'indique que les investissements en capital humain ou en capital social soient systématiquement insuffisants. Pourtant, on se préoccupe de plus en plus de la répartition et de la qualité de chacune de ces formes de capital et des conséquences qui pourraient en découler pour le bien-être des générations futures. Certes, les pouvoirs publics n'ont guère la possibilité de modifier la qualité, le niveau et la répartition du capital humain et du capital social à court terme. Mais à long terme, il est un certain nombre de domaines dans lesquels les acteurs publics, privés et bénévoles peuvent contribuer à améliorer le capital humain comme le capital social.

    Abstract: La paperasserie vue par les entreprises permet, pour la première fois, de comparer systématiquement des données émanant de 11 pays de l’OCDE. Ces données montrent comment les petites et moyennes entreprises perçoivent le coût de l’administration et de la réglementation nationales. La réglementation et les formalités administratives, ce qu'on appelle la "paperasserie", sont d’importants outils dont se servent les autorités publiques pour conduire leur action dans de nombreux domaines, notamment la sécurité, la santé et la protection de l’environnement. Toutefois, si elles sont mal conçues ou mal appliquées, inefficaces ou dépassées, elles peuvent entraver l’innovation, l’accès au marché, l’investissement, et créer des obstacles inutiles aux échanges et à l’efficacité économique. Une réglementation et des formalités administratives de piètre qualité ont un coût pour les économies nationales : la capacité de croissance de ces dernières, leur compétitivité, leur capacité d’adaptation et leur aptitude à créer des emplois peuvent en pâtir. Ce rapport s'appuie sur les résultats d’une enquête menée auprès de 8 000 entreprises, il fait le point sur la qualité, la mise en œuvre et le poids de la réglementation et des formalités administratives dans les domaines de l’emploi, de l’environnement et de la fiscalité. Les résultats sont inquiétants. Un exemple : la « paperasserie » absorbe 4 % du chiffre d’affaires annuel des entreprises (ce sont les plus petites qui sont le plus durement frappées) et ce coût augmente dans la plupart des pays.

    Abstract: Entre 1980 et 1997, le volume de résidus urbains par habitant a augmenté de 22 % tandis qu’il devenait de plus en plus difficile de trouver des sites pour implanter des installations d’élimination des déchets. Si, au cours des dernières décennies, d’importants progrès ont été accomplis en matière de réduction du volume de pollution de l’eau et de l’air produit par habitant, la production de déchets continue d’augmenter. Face à cet accroissement, de nombreux gouvernements ont passé en revue les différents moyens d’action dont ils disposent. Ils en ont conclu qu’imputer au producteur la responsabilité de contribuer ou de pourvoir à l’élimination de ses déchets pouvait permettre d'atténuer certaines des contraintes que ces derniers exercent sur l’environnement (après consommation du produit qu’ils accompagnent). La « responsabilité élargie des producteurs » (REP) est une stratégie en vertu de laquelle les producteurs acceptent d’assumer une responsabilité importante - d’ordre financier et/ou matériel - en ce qui concerne le traitement des déchets d’emballage. La prise en charge de cette responsabilité pourrait inciter à prévenir la production de déchets à la source, promouvoir la conception de produits dans le souci du respect de l’environnement, et contribuer à atteindre les objectifs publics de recyclage et de gestion des matériaux. Au sein de l’OCDE, la tendance est à l’élargissement de la REP à de nouveaux produits, groupes de produits et flux de déchets tels que les appareillages électriques et électroniques. Ce manuel d’orientation constitue un moyen d’informer les gouvernements des avantages et des coûts potentiels liés à la REP.

    Abstract: In 2000 commentators everywhere were hailing the boom in some western economies as the dawn of a new economy. In 2001, with a slowdown biting in the US economy, dot.coms folding and information and communications technology firms feeling the pinch globally, the headline writers have swung the other way, saying that it was all a myth. Was it? The New Economy: Beyond the Hype looks past the elation and gloom to help policymakers think and act with the facts. It explores the causes of the discrepancy in economic performance in the OECD area. It shows that while technology has had a pervasive and profound effect on economies and societies, it alone was not the reason for fast growth. What counts more is how that technology is put to work. The book argues forcefully that whatever the outlook for the business cycle, we are now faced with a new economic environment. It urges policymakers to adopt a comprehensive growth strategy combining five policy areas that can engage ICT, human capital, innovation and entrepreneurship in the growth process alongside policies to mobilise labour and increase investment for the long term. Naturally, good fundamentals -- macroeconomic stability, openness and competition, as well as sound economic and social institutions, and proper social protection -- are a prerequisite for success.

    Abstract: Améliorer l’éducation et l’accueil des très jeunes enfants, tant en termes de qualité que d'accès, telle est désormais l'une des principales priorités des pouvoirs publics dans les pays de l’OCDE. On considère de plus en plus que c’est au cours de la petite enfance que se déroule la première phase du processus de formation tout au long de la vie. Les pays définissent leur politique dans ce domaine en s’appuyant sur des stratégies diverses dont la nature est fortement déterminée par le contexte, les valeurs et les convictions propres à chacun d’eux. En particulier, l’action visant les très jeunes enfants et les modalités de leur prise en charge sont étroitement liées aux conceptions culturelles et sociales relatives aux enfants eux-mêmes, mais aussi au rôle de la famille et des pouvoirs publics, ou encore à la finalité de l’éducation préscolaire et de l’accueil de ces enfants. Et ces conceptions diffèrent d'un pays à l'autre comme à l’intérieur d’un même pays. Toutefois, les pays sont confrontés à un grand nombre de difficultés et de problèmes analogues. Elaboré selon une optique plus vaste et plus globale que celle des précédentes études, cet ouvrage présente une analyse comparative des principaux faits nouveaux et des grands problèmes qui se posent dans 12 pays de l’OCDE.
