    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

This report shows what reaching climate neutrality by 2040 means for Hamburg businesses and identifies key actions they need to undertake. It provides insights where the Hamburg economy and its businesses stand on the way to climate neutrality and on their needs to advance, drawing on a business survey. The study also shares insights from action plans of selected comparison cities. It points to cross-sector as well as to sector-specific challenges and opportunities for Hamburg businesses. This includes making better use of low-cost renewables, addressing energy efficiency in buildings as well as challenges and opportunities in activities in and around the port and in industry. It highlights Hamburg's potential as a hydrogen hub as well as the need to adopt circular economy practices. It illustrates that a regional and business perspective are necessary to achieve climate neutrality in prosperity, requiring individual and collective business action.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

The analysis shows differences in representativeness across countries and on the three dimensions considered. In general, regional representativeness is considerably better than both occupational and sectoral representativeness.

Building on a global survey of 80+ cities, regions and basins, this report highlights the costs and benefits of the blue economy at subnational level, shedding light on the link between the blue economy and water security. This analysis provides an overview of the multi-level governance of the blue economy and related gaps. It calls on cities and regions to develop resilient, inclusive, sustainable and circular (RISC-proof) blue economies by establishing the right governance conditions related to policy making, policy coherence and policy implementation. The report concludes with a RISC Assessment Framework that offers a self-evaluation tool for subnational governments.

    Abstract: This paper conducts an in-depth mapping of global value chain (GVC) vulnerabilities, using granular product-level trade data to identify vulnerable products with limited suppliers and substitutability. The study reveals that, in OECD countries, approximately 8% of foreign-sourced intermediate products are vulnerable, with about 50 products identified as highly vulnerable, particularly in the pharmaceutical, mining, and manufacturing sectors. The paper also introduces a quantitative framework for simulating supply shock transmission from upstream suppliers to downstream industries over the short and medium term. This framework leverages unique data that combine Inter-Country Input-Output with detailed product-level trade data from Comtrade. Through simulation exercises, the paper highlights the role of supplier concentration and geography in shock transmissions, as well as the effectiveness of policies in mitigating these impacts. This novel cross-country assessment of GVC disruptions provides new insights on how to manage supply chains in a global economy subject to multiple risks.

    Abstract: Demographic change brings complex challenges to the economic, social, and environmental systems of cities, with its asymmetric, overlapping, and compounded impacts across people and places. This paper analyses the main demographic trends and challenges in cities across OECD countries, with a focus on G7 cities. It disentangles trends and challenges across three distinct, yet interrelated, dynamics: i) ageing population and decreasing household size in cities (for instance, the number of older adults in cities increased by 2.4% per year in G7 countries between 2008 and 2018), ii) city population growth or decline (for instance, 20% of cities across OECD countries experienced population decline between 2001 and 2021), and iii) spatial segregation within cities (for instance, commuting zones of metropolitan areas are ageing faster than inner cities). Based on the evidence-based analyses, the paper provides policy insights to address the impacts of demographic change and to build more inclusive, sustainable, and resilient cities and urban systems, with city-specific examples. Preliminary findings from the paper served as input to the G7 Ministerial Meeting on Sustainable Urban Development (7-9 July 2023, Takamatsu, Japan) under the G7 Japanese Presidency.

At the same time, large demographic and socio-economic disparities across Croatian regions persist. Such reforms culminated in the adoption of the National Development Strategy 2030, which includes balanced regional development among its main long-term objectives. They have also led to the creation of regional development agencies, and the design of development plans at the county and local levels. This report assesses the extent to which Croatia’s multi-level governance system is supporting its regional development objectives. In particular, it provides an overview of the country’s regional development performance on several demographic, economic and well-being indicators. From there, it considers how the regional development reforms adopted since 2014 affect the ability of national and subnational governments to design, implement, fund, monitor and evaluate place-based regional development plans. Finally, this report provides practical recommendations to help national and subnational policy makers develop and implement strategic frameworks to meet their territorial development objectives and deliver tangible results to communities across the country.

Pour accompagner la construction des politiques, face à ces défis, le Club du Sahel et de l’Afrique de l’Ouest (CSAO) de l’OCDE a développé un outil spatial et interactif d’aide à la décision en 2019, l’indicateur des dynamiques spatiales des conflits (SCDi). Celui-ci facilite le suivi des violences politiques à l’échelon infranational, en combinant différentes dimensions quantitatives des conflits pour cartographier la situation des lieux étudiés. Dernièrement, deux nouvelles dimensions sont apparues pour mieux repérer les dynamiques locales des conflits. Tout d’abord, les zones qui entrent dans un conflit ou en sortent, sont désormais identifiées permettant de mieux cerner l’expansion ou la contraction des conflits, au sein des frontières nationales et au-delà. Ensuite, il est possible d’évaluer si la situation d’un lieu donné s’aggrave ou s’améliore par rapport à celle antérieure. Le SCDi se décline sur la nouvelle plateforme CARTA (Cartographier les transformations territoriales en Afrique) du CSAO.

Drawing on prior OECD work and legal instruments, this framework equips governments, other innovation actors and societies to anticipate and get ahead of governance challenges, and build longer-term capacities to shape innovation more effectively. Its “anticipatory technology governance” approach consists of five interdependent elements and associated governance tools: (1) embeding values throughout the innovation process; (2) enhancing foresight and technology assessment; (3) engaging stakeholders and society; (4) building regulation that is agile and adaptive; and (5) reinforcing international cooperation in science and norm-making. The emerging technology context determines how each of these elements is applied.

    Abstract: The COVID-19 pandemic caused an unprecedented global economic downturn, affecting productivity, business dynamics, and digital technology adoption. Using a comprehensive commercial database from Spiceworks Ziff Davis, this study analyses the firm-level drivers of digitalisation during the pandemic across 20 European countries. The findings show that a considerable share of firms introduced new digital technologies during the COVID-19 crisis. Notably, firms that were larger, more digitalised, and more productive before the pandemic were more likely to introduce new digital technologies in 2020 and 2021. Additionally, firms with pre-existing complementary technologies had a higher likelihood of adopting digital applications that gained momentum during the pandemic (such as digital commerce, collaborative software, cloud, and analytics). These patterns may increase polarisation among the best-performing firms and the rest of the business population. Public policy can play a key role in fostering an inclusive digital transformation in the post-pandemic era.

    Abstract: Several states in West Africa have experienced significant episodes of political violence since the early 2010s. These have included civil wars, religiously motivated terrorism, separatist insurgencies, military coups and communal strife, each of which have local, national and transnational dimensions. Intended to help guide responses to the region’s political challenges, the Sahel and West Africa Club (SWAC/OECD) created an interactive, spatial tool for policy makers in 2019, the Spatial Conflict Dynamics indicator (SCDi). The SCDi monitors political violence at subnational scales. It combines different quantitative dimensions of conflict into a mappable tool that describes the circumstances in each location. The latest enhancement to the SCDi brings two new features to aid the identification of local conflict trends. First, the tool now identifies regions that are newly entering into or exiting from conflict. This allows a more detailed picture of how the geography of conflict is spreading or contracting within and across national borders. Second, the tool now characterises the current conditions in a location as either worsening or improving, based on past conditions at the same location. The SCDi is implemented in SWAC’s new Mapping Territorial Transformations in Africa (MAPTA) platform.

The objective of this note is to update the pioneer work on conflict networks conducted by the OECD Sahel and West Africa Club (SWAC) in the region by using a formal approach to networks known as dynamic social network analysis. Leveraging a dataset of 3 800 actors and 60 000 violent events from the Armed Conflict Location & Event Data Project (ACLED) from 1997-2023, the note monitors how the co-operative and rivalrous ties between violent actors have changed over time, both at the regional and local levels. The growing number of belligerents, increasing density of rivalrous relationships and growing polarisation of the conflict networks observed in this note are extremely worrying for the future of the region. Not only do they make peaceful efforts more difficult than ever, but they also contribute to increasing the number of potential victims among the civilian population.

    Abstract: This paper examines the interactions between the 2020-23 Sahelian coups and the trajectories of jihadism and insecurity, covering three countries: Burkina Faso, Mali and Niger. First, it examines pre-coup trends in violence. Second, the paper finds that coup-makers’ policy choices have accelerated the worsening of violence beyond the pre-coup baseline trend, especially when coup-makers authorise new actors to commit violence, although trends in violence remain somewhat erratic and are even more complex at the sub-national level. Third, it offers an ambivalent finding on the impact of the withdrawal of the French Operation Barkhane following Mali’s second coup in 2021. Finally, the paper discusses the apparent strategies of the region’s two main jihadist groups, which have largely continued their pre-coup strategies, but have also responded to new conflict actors and pursued certain opportunities for increased territorial influence.

    Abstract: What are the structural barriers to women's empowerment and inclusive development in Southeast Asia? Building on data from the fifth edition of the SIGI, the SIGI 2024 Regional Report for Southeast Asia: Time to Care provides new evidence-based analysis on the progress and setbacks in eliminating the root causes of gender inequality in 11 countries of the region. It underscores how multiple personal status laws perpetuate gender-based legal discrimination. The analysis also shows that social norms governing gender roles and responsibilities worsened between 2014 and 2022, particularly affecting women’s educational and economic rights. The report explores a critical policy area for the region, the care economy. Stressing the gendered, informal, and unpaid dimensions of care, it draws on social, demographic, educational and economic evidence to forecast a growing demand for care services in Southeast Asian countries. The report advocates for the strategic development of formal care systems as a unique opportunity to accelerate women's economic empowerment, build inclusive societies and strengthen the region's resilience to external shocks – including those induced by climate change. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures. This paper is the first case study applying the policy framework presented in the OECD report Decarbonising Buildings in Cities and Regions published in March 2022. The present case study provides a deep dive into the Netherlands’ experience to demonstrate the potential of cities and regions to advance the decarbonisation of buildings.

    Abstract: Public procurement accounts for around 12% of global GDP and 63% of expenditures are managed by subnational governments across OECD countries. In Italy, municipalities can impose penalties on contractors for breaches of contract, for example delays in delivery, often leading to contractors suing the municipality in local courts, which can in turn further delay delivery. As such the efficiency of the local judiciary can have a strong bearing on the final delivery of public works. This study assesses the causal effect of those efficiencies on the ultimate delay in the execution of local public contracts. The results show that inefficient courts lead to further delays in the execution of public works that are already long overdue. However, inefficient courts also appear to deter companies to pursue litigation in cases where delays were much lower. Overall, the impact on long-overdue contracts prevails and the aggregate effect is negative: the total delay in the execution of local public contracts in the 25% least efficient courts is more than twice as large as in the 25% most efficient courts.

    Abstract: This work leverages globally consistent data on parks from Google Maps, in combination with the computational power of Google Maps Directions API to quantify accessibility to parks across nearly 500 metropolitan areas in six countries: Estonia, France, Greece, Mexico, Sweden, and the United States. We combined high resolution population data from Worldpop with parks data and navigation estimates to measure: (1) Fraction of the population with access to parks within a 10-minute walk; and (2) the median walking time to the closest park. We find large differences in access to parks between countries, as well as large variability across cities and their respective commuting zones. To demonstrate how this framework can support cross country comparisons and efforts to track progress towards SDG11, we assessed access to parks by income group in selected countries, finding that the median walking time to a park is shorter for residents of low income neighbourhoods both in French and American metropolitan areas.

    Abstract: Industrial policy has resurfaced prominently in academic and policy discussions in the wake of major shocks and long-term trends. However, quantifying industrial strategies across countries remains difficult. The ‘Quantifying Industrial Strategies’ (QuIS) project measures industrial policy expenditures by gathering and harmonising publicly available data, based on a new methodology. This report summarises the composition of industrial strategies in the first nine participating countries in terms of expenditures, priorities, and policy instruments for the period 2019-21. The report finds that industrial policies are sizeable, with 1.5% of GDP in grants and tax expenditures, and with an important heterogeneity across countries in terms of strategic priorities; industrial strategies mainly rely on sectoral instruments, representing on average 29% of grants and tax expenditures; and green instruments are important and rose significantly in six out of nine countries between 2019 and 2021.

It also shows other ways subnational governments are commonly involved in such policies. Finally, it considers some of the benefits and drawbacks of more decentralised approaches to ALMPs and offers some general principles for managing these trade-offs across different types of governance systems.

    Abstract: The rise of remote working in connection with the COVID-19 pandemic may have reshaped people's preferences on residential locations, thus generating a new geography of housing demand. So far, the literature has mainly focused on what has become known as the "doughnut effect", the hollowing out of large metropolitan centres towards their respective suburban areas ("commuting zones"). However, changes in residential preferences might have affected urban and rural living in more nuanced ways. This paper shows that changes in relative house prices – a proxy for short-term changes in demand for home ownership ("housing demand") – have gone beyond the metropolitan boundaries, consistent with the idea of longer but less frequent home to work commuting. Interestingly, we are not seeing a re-emerging preference for rural life as such but, rather, a desire to move to places that combine the benefits of rural and urban life. In the areas outside the main metropolitan centres but within the commuting zones, housing demand has increased the most in low density, more affordable, settlements (rural). In contrast, beyond the boundaries of large metropolitan areas, where most space tends to be rural, housing demand has increased the most in high-density settlements (cities).

However, leading firms – those who posted the most AI jobs – exhibited a higher demand for AI professionals combining technical expertise with leadership, innovation, and problem-solving skills, underscoring the importance of these competencies in the AI field.

Les données pour l'année 2022 révèlent toutefois une dégradation de certains indicateurs du financement des PME, en raison d'un fort niveau d'inflation et de la hausse des taux d'intérêt, aggravés par la guerre menée par la Russie contre l'Ukraine. Ces facteurs pèsent sur l'accessibilité et le coût du financement des PME par l'emprunt, laissant présager un ralentissement des financements. De la même manière, le financement par apport de capitaux propres a enregistré un net recul en 2022. Dans ce contexte, les pouvoirs publics devraient continuer de promouvoir la diversification des instruments et des sources de financement des PME et leur permettre ainsi de renforcer leur résilience et d'engager des investissements essentiels, notamment dans les transitions numérique et verte.

While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Abstract: Fiscal equalisation and regional development policies have often been perceived as separate policy fields. As a result, little is known about their potential interactions and implications for economic growth and welfare. This working paper reviews the two policies, explores the potential for enhanced synergies between the two, and proposes a theoretical framework linking them. The latter, which has not been empirically tested yet, posits that if regional development policies are correctly designed and implemented, their success should result in a drop of income disparities. Coupled with good governance practices and a framework that clearly allocates responsibilities among levels of government, more equal jurisdictions would find it easier to provide similar levels of services with comparable tax rates across the country. Therefore, whilst correctly designed and implemented fiscal equalisation policies remain a tool to patch gaps that may occur due to the shifting variety of revenue potential and spending needs of subnational entities, the need and the size of fiscal equalisation transfers could be significantly reduced if regional development policies in place are effective. This working paper concludes with a discussion on the benefits and challenges of enhancing synergies between the two policies, opening the door for future in-depth research.

    Abstract: This paper examines the contribution of international migrants to regional differences in labour productivity in Australia. The study relies on individual-level administrative wage data from 2011 to 2018. It finds that a region with a 10% larger migrant share has, on average, a 1.3% larger regional wage difference, which indicates a positive link between migration and labour productivity. The presence of migrants benefits native workers with different skill levels residing in all types of regions. The positive effects of migrants are even more pronounced for higher-skilled migrants. Concretely, a region with a 10% larger share of higher-skilled migrants has, on average, a 1% higher regional productivity difference. However, these additional benefits mainly accrue to more productive regions and those with higher migrant shares than the median region.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

It shows that migrants in Australia are more likely to live in metropolitan regions and have much higher average education relative to native-born than in other OECD countries. Yet, despite their higher level of education, migrants have lower employment rates, mainly arising from a low labour market participation of foreign-born women. It also documents that regions with a higher share of migrants also have higher native employment rates and higher levels of labour productivity.

    Abstract: Widespread supply disruptions in the wake of the COVID-19 pandemic and the Russian Federation’s large-scale aggression against Ukraine have raised concerns among policy makers that globalised value chains expose domestic production to shocks from abroad. This paper uses new indicators of global value chain dependencies and exogenous pandemic shocks to econometrically estimate the effects of supply disruptions abroad on domestic output. The results suggest that the adverse effects of supply disruptions are particularly large when concentration of supplying countries and supplying firms is high. Counterfactual simulations of the econometric model suggest that diversification of suppliers would have sizeable benefits in terms of shielding domestic production against country-specific supply shocks, with partial onshoring of production having only small additional benefits. Technological innovation that reduces foreign dependencies, such as the substitution of renewable energies for fossil fuels, can have similar benefits as diversification.

    Abstract: Policy makers are increasingly grappling with the stability implications of global value chains (GVCs), as widespread supply shortages following the COVID-19 pandemic and the Russian Federation’s large-scale aggression against Ukraine have disrupted the economic recovery and contributed to high inflation. This paper provides a tool to assess vulnerabilities in GVCs by drawing a detailed map of dependencies based on new indicators constructed from the OECD Inter-Country Input-Output tables. The key findings are as follows. First, GVC dependencies increase with both the size of foreign exposures and the length of foreign value chains. Second, in some industries, such as the automotive and ICT industries, vulnerabilities from high GVC dependence are amplified by high geographic concentration of suppliers or buyers. Third, the People’s Republic of China is the most critical choke point in GVCs across a broad range of industries, both as a dominant supplier and as a dominant buyer.

    Abstract: Less than two years after the start of the COVID-19 pandemic, Russia’s illegal, unprovoked and unjustifiable war of aggression against Ukraine has triggered the biggest military confrontation in Europe since World War II. Many OECD countries have reacted to Russia’s aggression by providing military and humanitarian aid to Ukraine and by imposing economic sanctions on Russia, which has accentuated supply chain disruptions, especially in the energy sector. A combination of these supply shocks with a demand shock caused by expansionary fiscal and monetary policies to tackle the pandemic has created inflationary pressures on a scale not seen in decades. Central banks around the world are acting to fulfil their price stability mandates by increasing interest rates and by engaging in quantitative tightening (primarily the selling of government bonds to reduce central bank balance sheets), all of which put pressure on borrowing costs at a time when governments are engaging in expansionary fiscal policy to alleviate the impact of inflation. The objective of this policy note is to examine the main consequences of this challenging environment for the fiscal stance of different levels of governments. These include the weakening outlook for government revenues in times of high expenditure pressures from a more rapid energy transition as well as high borrowing costs.

    Abstract: This report analyses subsidies provided to steel producers by examining firm-level data from the Organisation for Economic Co-operation and Development (OECD) and conducting desk research. It reveals that subsidy trends persist even in the face of existing overcapacity. Between 2008 and 2020, steel companies in partner economies obtained an average of 10.7 times more subsidies per crude steel production capacity unit than their counterparts in OECD countries. These subsidies took the form of cash grants, cash awards, and cost reimbursements. The report also finds that the national context significantly influences a jurisdiction's inclination to support its steel sector and the transparency of such subsidies. Some jurisdictions have prioritised the growth of their domestic steel industry by establishing firm goals for crude steel production, export, or concentration. Meanwhile, others have engaged in international collaboration to address global challenges related to the decarbonisation of the steel industry.

    Abstract: Agricultural and rural policies can benefit from potential synergies when designed correctly. Broadly speaking, agricultural policies target farms and food production, while rural policies focus on ensuring the development of a territory and the well-being of the rural population. Despite these differences, both policies are often applied within the same territory and share a growing interest in improving environmental sustainability and adapting to climate change, as well as improving inclusiveness, food security and nutrition, and increasing productivity and innovation. This paper calls for a constructive dialogue on policies and processes to enhance the synergies and coherence in policy advice, and helping to resolve possible trade-offs between agricultural and rural policies. There are many opportunities to build on potential synergies, including on the role of agriculture in structural change in rural areas, on diversifying farm and rural economies, and on ensuring environmental sustainability.

    Abstract: German federal states and municipalities have engaged in decentralised development co-operation (DDC) since the 1950s. Germany provides over half of total official development assistance (ODA) in the world that is channelled as DDC. However, most of this support remains within German borders. To incentivise further international partnerships, the federal government has established dedicated programmes and financial support schemes for states and municipalities. This report presents key data on the DDC landscape in Germany and offers guidance on how to strengthen its role in enabling peer-to-peer learning and improve collaboration between German states and municipalities. It also showcases how to further raise awareness about the mutual benefits of DDC partnerships, including through better ODA data reporting and a harmonised approach to monitoring and evaluating its results across levels of government.
