    Abstract: The formal private sector in the Middle East and North Africa (MENA) economies needs to play a critical role for the overall economic transformation of the region. Creating a conducive environment for private sector development depends on a sound understanding of the performance of private firms, as well as the problems they face. The European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and the World Bank (WB), have collaborated on a joint report - "What's Holding Back the Private Sector in MENA? Lessons from the Enterprise Survey". The report addresses four issues that are at the heart of private sector development in the MENA region: the general business environment; firm finance and financial constraints; employment in the private sector; and competitiveness, with a focus on trade, innovation and management practices. It provides an in depth analysis of these issues and discusses the policy responses that are needed. The report is based on the results of the MENA Enterprise Survey which was designed and financed jointly by the EBRD, the EIB and the WB, to gain a better understanding of factors affecting firms' behavior, firm dynamics and growth prospects. The survey covers some 6,000 firms in eight economies in the region and is a unique and rich source of information, now at the disposal of economists, the business community and policy makers

    Abstract: Robust SME sectors are critical to the prosperity of the six Western Balkan economies and Turkey, accounting for over 70% of those employed in the business sector and generating 65% of value added in these seven economies. Yet their potential remains untapped, as SMEs across the region grapple with numerous challenges that hamper their growth and productivity. They are still under-represented in international trade, and their contributions to value-added remain comparatively low as they have difficulties in moving or expanding into high value-added activities. This report provides a comprehensive overview of the implementation of the ten principles of the Small Business Act for Europe (SBA) in the seven EU pre-accession economies over the period 2016-18. It monitors progress against similar assessments performed over the past decade and identifies the outstanding challenges affecting SMEs. It also provides targeted recommendations to remove barriers to SME development and unleashing their potential for driving inclusive economic growth.

    Abstract: The SME Policy Index is a benchmarking tool designed for emerging economies to assess SME policy frameworks and monitor progress in policy implementation over time. The Index has been developed by the OECD in partnership with the European Commission (EC), the European Bank for Reconstruction and Development (EBRD), and the European Training Foundation (ETF) in 2006 for the Western Balkans. The South East European Centre for Entrepreneurial Learning (SEECEL) joined as an additional partner in 2014. The SME Policy Index has since 2006 been applied in four regions and nine assessment rounds overall. The SME Policy Index: Western Balkans and Turkey 2016 presents the results of the fourth assessment of the Small Business Act for Europe in the Western Balkans and, since 2012, Turkey. The assessment framework is structured around the ten principles of the Small Business Act for Europe (SBA). It provides a wide-range of pro-enterprise measures to guide the design and implementation of SME policies based on good practices promoted by the EU and the OECD. The Index identifies strengths and weaknesses in policy design, implementation and monitoring. It allows for comparison across countries and measures convergence towards good practices and relevant policy standards. It aims to support governments in setting targets for SME policy development and to identify strategic priorities to further improve the business environment. It also helps to engage governments in policy dialogue and exchange good practices within the region and with OECD and EU members.

It also identifies remaining challenges affecting SMEs in the Eastern Partnership (EaP) countries and provides recommendations to address them based on EU and international good practice examples. The 2020 edition also features a novelty: An assessment of three new dimensions going beyond core SME policy (competition, contract enforcement and business integrity) looking at key structural reform priorities that are critical to establishing a level playing field for enterprises of all sizes and ownership types.

    Abstract: The 2005 Gleneagles G8 summit in July 2005 stimulated a concerted effort of the Multilateral Development Banks (MDBs) to broaden and accelerate programs on access to energy and climate change mitigation and adaptation through the Clean Energy Investment Framework (CEIF). At the Gleneagles summit, it was agreed that a report on the implementation of the CEIF would be prepared for the 2008 G8 (Group of Eight: Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States) summit hosted by Japan. This joint report of the MDBs to the G8 summit in Hokkaido is intended to provide information on the outcomes and lessons learned under the CEIF, describe the collective MDB objectives for addressing the energy access and climate change challenges, and outline how the MDBs plan to build on the CEIF experience to date to more fully achieve these objectives. The report builds upon the 'the MDBs and the climate change agenda' report that was presented at the December 2007 Bali climate change conference. This report describes actions taken by each MDB to develop climate change strategies and programs of actions tailored to their particular client needs, based on resources and funding mechanisms currently available. Under the CEIF, the MDBs have strengthened collaboration on analytical work and programming and committed to expand this collaboration to optimize the impact of their collective actions. In addition to reporting on the status of the CEIF, this report outlines the collective ambition of the MDBs with respect to assisting the developing countries in meeting the climate change challenge, summarizes their evolving strategies designed to meet these objectives and the mechanisms through which they intend to achieve the necessary collaboration to optimize the collective impact of their climate change interventions

    Abstract: This report provides the results of the assessment of the Public Procurement system of the Republic of Kazakhstan using the Methodology for Assessing Procurement Systems (MAPS)1 and its various steps, including the validation process. Kazakhstan has a dual public procurement system, in which there are separate systems for a) the government procurement conducted by the general public administration and b) procurement conducted by Sovereign Wealth Fund Samruk-Kazyna, which accounts for the majority of public procurement spending. This MAPS assessment covers both. Due to the nature of the system, this MAPS assessment has to integrated parts and assessments of a) the government procurement system and b) of Samruk-Kazyna's procurement system. This assessment report identifies key findings, lays out the strengths of the analyzed procurement systems and the remaining challenges, and provides a series of recommendations to address those challenges and allow for future improvement
