    Abstract: This publication is the first report from the International Teaching and Learning Survey (TALIS). It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.

    Abstract: The rapidly growing demand for highly skilled workers has led to a global competition for talent. While basic competencies are important for the absorption of new technologies, high-level skills are critical for the creation of new knowledge, technologies and innovation. The OECD’s Programme for International Student Assessment (PISA) has taken an innovative approach to examining educational excellence, by directly assessing students’ knowledge, skills and attitudes and exploring how these relate to the characteristics of individual students, schools and education systems. Based on PISA survey results, this report examines who the highest performing students are, what the characteristics of the schools they attend are, to what extent they engage in science related activities outside of school, what their motivations and attitudes towards science are, and what their career intentions are.

    Abstract: Serious Games provides a thorough exploration of the claim that playing games can provide learning that is deep, sustained and transferable to the real world. "Serious games" is defined herein as any form of interactive computer-based game software for one or multiple players to be used on any platform and that has been developed to provide more than entertainment to players. With this volume, the editors address the gap in exisiting scholarship on gaming, providing an academic overview on the mechanisms and effects of serious games.     Abstract: Creativity has become part of the language of regeneration experts, urban planners and government policy makers attempting to revive the economic and cultural life of cities in the 21st century. Concepts such as the creative class, the creative industries and bohemian cultural clusters have come to dominate thinking about how creativity can contribute to urban renewal. Spaces of Vernacular Creativity offers a critical perspective on the instrumental use of arts and creative practices for the purposes of urban regeneration or civic boosterism. Several important contributions are brought into one volume to examine the geography of locally embedded forms of arts and creative practice. There has been an explosion of interest in both academic and policy circles in the notion of creativity, and its role in economic development and urban regeneration. This book argues for a rethinking of what constitutes creativity, foregrounding non-economic values and practices, and the often marginal and everyday spaces in which creativity takes shape. Drawing on a range of geographic contexts including the U.S., Europe, Canada and Australia, the book explores a diverse array of creative practices ranging from art, music, and design to community gardening and anticapitalist resistance.     Abstract: Immigrant Stories portrays the contexts and academic trajectories of development of three unique immigrant groups: Cambodian, Dominican and Portuguese. The children of immigrant families - or second generation youth - are the fastest growing population of school children in the US. However, very little is known about these children's academic and psychological development during middle childhood. We examine the previously under-explored intricacies of children's emerging cultural attitudes and identities, academic engagement, and academic achievement. These processes are studied alongside a myriad of factors in the family and school environment that combine to shape children's academic psychological functioning during this important period. Through a three-year longitudinal study, including interviews with teachers, parents and children, this book presents a fascinating look at the community, school, and family contexts of child development among second-generation children. Both pre-immigration and post-immigration characteristics are explored as critical factors for understanding children of immigrants' development. In the current climate of US immigration policy debate, we offer research findings that may inform educators and administrators about the sources of community strengths and challenges facing our newest immigrant generations.

    Abstract: Reisen zu indigenen Kulturen sind wegen deren angeblichen Verletzlichkeit verpönt. Diese Berechtigung dieser Ansicht wird am Beispiel von Tourismus zu Tuareg-Nomaden in der Region Agadez, Zentralsahara, überprüft. Dazu wurden die historischen, politischen, ökonomischen und kulturellen Rahmenbedingungen und Entwicklungsprozesse der Region sowie auch jene des Bergdorfes Timia in den Aïr-Bergen untersucht. Besonderes Augenmerk galt den Strukturen der regionalen Tourismusentwicklung, wozu regionale Agenturbetreiber, Sahara-Touristen sowie Angehörige der betroffenen Landbevölkerung interviewt wurden. Weiters wurden die Kataloge von europäischen Reiseveranstaltern analysiert. Schließlich wurde auch eine Trekking-Reise mittels teilnehmender Beobachtung evaluiert, wobei keine wesentlichen soziokulturellen und ökologischen Belastungen nachweisbar waren. Als Evaluationsmaßstab wurde das System einer kybernetischen Ethik entwickelt, die sich als personelle Ausprägung der "nachhaltigen Entwicklung" versteht. Ein weiterer Schwerpunkt war die ideologiekritische Analyse des Tuareg-Mythos."Tuareg-Tourismus" wird überwiegend von urbanisierten Tuareg-Nomaden und einstigen Tuareg-Rebellen betrieben. Charakteristisch sind das weitgehend ungelenkte Tourismuswachstum, intensives Konkurrenzverhalten der Reiseveranstalter und geringe interkulturelle Qualifikation des Personals. Die Region leidet unter Arbeitslosigkeit und Dürren, weshalb die ökonomische Rolle des Tourismus signifikant ist. Jedoch trägt diese Einkommenschance auch zu inneren Konflikten bei. Insofern weist Tourismus sowohl stabilisierende als auch destabilisierende Tendenzen auf. Die Belastungen des gesamten Tourismusaufkommens, maximal 4.000 Personen pro Jahr, halten sich aufgrund des großen Reisegebiets in Grenzen.     Abstract: Einkommensalternative sowie als Mittel zur Requirierung von Entwicklungsprojekten betrachtet wird. Dieser Sichtweise wurde abschließend vor dem Hinterrund der Transzendentalpragmatik und des Kulturalismus auf deren Legitimationskraft analysiert. Im Ergebnis konnte die spezifische Form des Tuareg-Tourismus als vertretbar nachgewiesen werden, weil in seiner gegenwärtigen Form die stabilisierenden Effekte dominieren.     Abstract: Where does the nation-state end and globalization begin? In Territory, Authority, Rights, one of the world's leading authorities on globalization shows how the national state made today's global era possible. Saskia Sassen argues that even while globalization is best understood as "denationalization," it continues to be shaped, channeled, and enabled by institutions and networks originally developed with nations in mind, such as the rule of law and respect for private authority. The difference is that these capabilities have become part of new organizing logics: actors other than nation-states deploy them for new purposes.     Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

    Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.

    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER).     Abstract: In today’s globalising world, the regional specialisations built up over decades are transforming rapidly. Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches.     Abstract: This review of education policies in Turkey takes place at a critical point in the nation’s history.     Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: This edition of the Development Centre's annual report on policy coherence focuses on migration. The book examines the costs and benefits of migration for developing countries and how these flows can be better organised to yield greater benefits for all parties concerned -- migrant-sending countries, migrant-receiving countries, and the migrants themselves. It takes stock of what we know about the effects of migration on development, and distills from that knowledge a set of policy recommendations for sending and receiving countries alike. It draws on a large number of country and regional case studies co-ordinated by the OECD Development Centre to illustrate the mechanisms that link migration and development: labour-market effects, brain drain, remittances, diaspora networks and return migration.

    Abstract: No More Failures challenges the assumption that there will always be failures and dropouts, those who can’t or won’t make it in school. In fact, initiatives in many countries demonstrate that it is possible to successfully tackle school failure and dropout rates – and to reduce the huge social cost of adults without basic skills. This book offers a valuable comparative perspective on how different countries have handled equity in education. Among the issues it explores are tracking, streaming and academic selection; school choice; secondary education structures and second chance programmes; grade repetition; links between school and home; early childhood education; resource allocation; targets for equity; and the special needs of migrants and minorities. The book identifies three key areas for delivering equity in education (the design of education systems, classroom practices and resourcing) and proposes ten concrete policy measures, backed by evidence, on how to reduce school failure and dropout rates.

In Authentic New Orleans, Kevin Fox Gotham explains how New Orleans became a tourist town, a spectacular locale known as much for its excesses as for its quirky Southern charm. Gotham begins in the aftermath of Hurricane Katrina amid the whirlwind of speculation about the rebuilding of the city and the dread of outsiders wiping New Orleans clean of the grit that made it great. He continues with the origins of Carnival and the Mardi Gras celebration in the nineteenth century, showing how, through careful planning and promotion, the city constructed itself as a major tourist attraction. By examining various image-building campaigns and promotional strategies to disseminate a palatable image of New Orleans on a national scale Gotham ultimately establishes New Orleans as one of the originators of the mass tourism industry-which linked leisure to travel, promoted international expositions, and developed the concept of pleasure travel. Gotham shows how New Orleans was able to become one of the most popular tourist attractions in the United States, especially through the transformation of Mardi Gras into a national, even international, event. All the while Gotham is concerned with showing the difference between tourism from above and tourism from below-that is, how New Orleans' distinctiveness is both maximized, some might say exploited, to serve the global economy of tourism as well as how local groups and individuals use tourism to preserve and anchor longstanding communal traditions.

    Abstract: Drawing on data from the OECD’s Programme for International Students Assessment (PISA), this report examines the performance of students with immigrant backgrounds and compares it to that of their native counterparts. As well as providing information on countries’ approaches to the integration of immigrants, it looks at other factors that could influence immigrant students’ performance – such as their attitudes to school, their motivation and learning strategies as well as their social background and the language spoken at home – giving valuable implications for educational policy.

    Abstract: Assessing Scientific, Reading and Mathematical Literacy: A Framework for PISA 2006 presents the conceptual framework underlying the PISA 2006 survey. It includes a re-developed and expanded framework for scientific literacy, an innovative component on the assessment of students’ attitudes to science and the frameworks for the assessment of reading and mathematics. Within each domain, the framework defines the content that students need to acquire, the processes that need to be performed, and the contexts in which knowledge and skills are applied. The domains and their aspects are also illustrated with sample tasks.

    Abstract: In West Africa, approximately 16 million people depend directly or indirectly on cotton cultivation. But subsidies in the developed world have suppressed cotton prices and have made it difficult for West African producers to compete. Compounding the problem, WTO negotiations on the problem have been suspended. This publication contends that the dialogue between developed and developing countries on this topic must continue. It sets out the regional stakes linked to the economic and social importance of cotton in West Africa. It retraces the consultation process on the West African cotton crisis with the aim of finding a negotiated solution acceptable to all parties. Also discussed are the challenges and the measures that need to be taken over the medium and long term in order to prevent this sub-sector’s sudden collapse.

    Abstract: This publication reveals a number of interesting examples of innovative programmes using ICT that can increase access to learning out-of-school youths and adults. The papers show that ICT can be one way -- but by no means the only way -- to improve pathways to learning. It can do this by tailoring learning to the needs and preferred learning styles of the disadvantaged, and it can make learning more interesting by providing immediate feedback. A third message is that just as adult learning itself has been the under-funded and under-appreciated Cinderella of the formal learning spectrum, so the application of ICT within adult learning has tended to lag behind much of the rest of the education system. The present volume provides some cautionary remarks on the recent past and opens up some significant opportunities for the future.
