    Abstract: Vor dem Hintergrund des demografischen Wandels ist Deutschland in den nächsten Jahren immer stärker auf Zuwanderung angewiesen, um die Fachkräftebasis zu stabilisieren und die Leistungsfähigkeit der Wirtschaft zu sichern. Dabei erbringen Einwanderer bereits heute einen wichtigen Beitrag. So war nahezu jeder sechste Erwerbstätige, der im Jahr 2019 eine qualifizierte Tätigkeit ausgeübt hat, nicht auf dem Gebiet der Bundesrepublik geboren worden, und jeder zwanzigste ist erst seit dem Jahr 2007 zugewandert. Betrachtet man die akademisch qualifizierte Bevölkerung im Alter zwischen 25 und 34 Jahren, lag der Anteil der Zuwanderer insgesamt sogar bei rund einem Viertel und jener der seit dem Jahr 2007 Zugewanderten bei rund einem Fünftel. Menschen mit ausländischer Herkunft leisten hierzulande auch einen immer größeren Beitrag zu Innovationen und Unternehmertum. Dennoch ist die eingewanderte Bevölkerung noch immer überproportional häufig niedrigqualifiziert und nicht am Arbeitsmarkt aktiv oder nur in einfachen Helfertätigkeiten beschäftigt. Daher muss die Migrationspolitik weiterhin selektiv agieren und die Erwerbs- und Bildungszuwanderung von Menschen aus Drittstaaten, die über in Deutschland gesuchte Fachqualifikationen verfügen oder diese zeitnah erwerben können, gezielt fördern.
    Abstract: As a result of demographic change, Germany will become increasingly dependent on immigration to secure its pool of skilled labour and stabilise its economic performance. Immigrants are already making an important contribution in this respect. In 2019, for example, almost every sixth person in skilled employment had not been born on German soil and one in twenty had entered the country since 2007. Taking only university graduates between the ages of 25 and 34, the share of immigrants rises to approximately a quarter and of those who have moved to Germany since 2007 to around a fifth. The figures show that non-natives are also making a growing contribution to innovation and entrepreneurship in this country. Despite this, the overall immigrant population is still disproportionately low-skilled and either employed in menial positions or not active in the labour market at all. Immigration policy must therefore continue to be selective and specifically target potential employees and trainees from non-EU countries who either already possess the specialist qualifications needed in Germany or can rapidly acquire them.

This book aims to critically examine salient features in the global responses to the COVID-19 pandemic, including global governance, lockdowns, radical movements, and mRNA vaccines. The book will be a valuable resource to students, researchers, and policymakers who are working in the fields of environmental economics, global-scale public goods, and health economics. S. Niggol Seo is a natural resource economist who specializes in the study of global warming and globally shared goods, currently at the Muaebak Institute of Global Warming Studies. He received a Ph.D. degree from Yale University in 2006 with a dissertation on microbehavioural economics of climate change. He has worked on various projects with the World Bank on climate change in Africa, Latin America, and Asia and held Professor positions in the UK, Spain, and Australia from 2006 to 2015.

    Abstract: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern.     Abstract: Economic arguments favoring increased immigration restrictions suggest that immigrants undermine the culture, institutions, and productivity of destination countries. But is this actually true? Nowrasteh and Powell systematically analyze cross-country evidence of potential negative effects caused by immigration relating to economic freedom, corruption, culture, and terrorism. They analyze case studies of mass immigration to the United States, Israel, and Jordan. Their evidence does not support the idea that immigration destroys the institutions responsible for prosperity in the modern world. This nonideological volume makes a qualified case for free immigration and the accompanying prosperity.

    Abstract: A number of countries have created official definitions of sustainable finance as well as more comprehensive classification systems, referred to as sustainable finance taxonomies. This report maps sustainable finance definitions and taxonomies in five jurisdictions: the European Union, People’s Republic of China, Japan, France and the Netherlands. Taxonomies answer a need for greater certainty on the environmental sustainability of different types of investments. When appropriately designed, they can improve market clarity, bring confidence and assurance to investors, and facilitate the measurement and tracking of sustainable finance flows. The report lays out preliminary considerations for good design of taxonomies, which can support policy makers to develop and grow sustainable finance markets to help achieve environmental and sustainable development goals. It also identifies differences among the taxonomies in scope as well as commonalities. These commonalities could provide a basis for creating comparable frameworks that facilitate international investment while also reflecting differing national circumstances.

    Abstract: Where is our consumer society headed? How have the attitudes and behaviour of consumers changed? Are we witnessing a shift from mass industrial consumption towards individual digital consumption? This book documents the third annual conference of the Netzwerk Verbraucherforschung (Consumer Research Network).Profound changes in the history of consumption, such as those that occurred during the industrial revolution and those that are occurring as a result of digitalisation, can only be understood through interdisciplinary research efforts. Therefore, in addition to the traditional subjects in the field of consumer science, such as economics, law, politics and social science, this book includes the perspectives of historiography and cultural studies. It not only aims to promote the exchange of the current findings of consumer science research in academia and politics, but also to heighten knowledge transfer.

    Abstract: The main original aim of the European Union was to promote convergence towards higher economic growth and social standards. However, EU countries have sometimes experienced different trajectories, due in part to their different starting points and the fact that their convergence on particular socio-economic indicators has varied. At the same time, little evidence has so far been presented on cross-country convergence within the EU. This book aims to answer a number of important questions. To what extent have European countries converged or diverged with EU-wide economic and social indicators over the past 20 years? What have been the drivers of convergence? Why do some countries lag behind, while others experience continuous upward convergence? Why are these trajectories not always linear? Particular attention is paid to the role of institutions, actors and industrial relations - focusing on the resources and strategies of governments, employers and trade unions - in nudging EU countries onto an upward convergence path. This book provides a unique analysis of socio-economic indicators to identify convergence trends in the EU. It defines a number of clusters that help to gauge the strengths and weaknesses of national socio-economic models and the European Social Model. Cross-country case studies help to identify the possible impact of global movements (migration, foreign investment) and policies (social protection, social dialogue, employment) on cross-country convergence. This book offers a timely assessment of convergence within the EU, identifying its drivers in the world of work and in institutions and industrial relations. It presents examples of where institutions and industrial relations can change convergence outcomes and proposes a range of useful policy options.     Abstract: Inequality has drastically increased in many countries around the globe over the past three decades. The widening gap between the very rich and everyone else is often portrayed as an unexpected outcome or as the tradeoff we must accept to achieve economic growth. In this book, three International Monetary Fund economists show that this increase in inequality has in fact been a political choice-and explain what policies we should choose instead to achieve a more inclusive economy.Jonathan D. Ostry, Prakash Loungani, and Andrew Berg demonstrate that the extent of inequality depends on the policies governments choose-such as whether to let capital move unhindered across national boundaries, how much austerity to impose, and how much to deregulate markets. While these policies do often confer growth benefits, they have also been responsible for much of the increase in inequality. The book also shows that inequality leads to weaker economic performance and proposes alternative policies capable of delivering more inclusive growth. In addition to improving access to health care and quality education, they call for redistribution from the rich to the poor and present evidence showing that redistribution does not hurt growth. Accessible to scholars across disciplines as well as to students and policy makers, Confronting Inequality is a rigorous and empirically rich book that is crucial for a time when many fear a new Gilded Age

This has served to further internationalize what has been historically a relatively closed economy.     Abstract: Decarbonisation keeps climate change in check and contributes to cleaner air and water. Countries can price CO2-emissions to decarbonise their economies and steer them along a carbon-neutral growth path. Are countries using this tool to its full potential? This report measures carbon pricing of CO2-emissions from energy use in 42 OECD and G20 countries, covering 80% of world emissions. The analysis takes a comprehensive view of carbon prices, including specific taxes on energy use, carbon taxes and tradable emission permit prices. The ‘carbon pricing gap’ measures how much the 42 countries, together as well as individually, fall short of pricing emissions in line with levels needed for decarbonisation. On aggregate, the ‘carbon pricing gap’ indicates how advanced the 42 countries are with the implementation of market-based tools to decarbonise their economies. At the country level, the gap can be seen as an indicator of long-run competitiveness.

    Abstract: One-size-fits-all cluster policies have been rightly criticized in the literature. One promising approach is to focus cluster policies on the specific needs of firms depending on the stage of development (emergence, growth, sustainment or decline) their cluster is in. In this highly insightful book, these stage-specific cluster policies are analysed and evaluated. Moreover, several chapters also focus on smart specialization policies to promote regional development by taking into account the emergence and adaptation of clusters and industries. In so doing, the book contributes to a newly emerging literature on how the cluster life cycle concept can inform policies and how these policies differ from static approaches that ignore the dynamism of clusters.     Abstract: This book makes the bold attempt at proposing a new general theory of economic development founded on the fact-based perspective of economic behaviour. The main premise is that economic institutions and policies must embody 'economic discrimination' if there is to be any chance of real economic development. By economic discrimination, the author means 'treating differences differently' by selecting and supporting economic entities and behaviour that contribute positively to the economy. By presenting a general theory that goes beyond mainstream and ad hoc economic theories, Sung-Hee Jwa provides a new way to look at capitalism beyond the Marxian interpretation, explaining why some economies develop and others don't. The book identifies markets, government and corporations as the 'holy trinity of economic development', that is, the three most important institutions that must work together via economic discrimination to steer the economy towards real transformative progress. It also warns against the current trend of economic egalitarianism or 'not treating differences differently' because it destroys economic incentives and results in an array of economic problems including growth stagnation and worsening income distribution. The theory presented in this book and its implications for development management will be an invaluable resource for development economists, scholars, instructors, researchers and policymakers

    Abstract: Financial reporting is one of the foundations of good fiscal management. High-quality financial reports are essential to ensure that a governments fiscal decisions are based on the most up-to-date and accurate understanding of its financial position. Financial reports are also the mechanism through which legislatures, auditors, and the public at large hold governments accountable for their financial performance. Over the past two decades, a growing number of governments have begun moving away from pure cash accounting toward accrual accounting to improve transparency and accountability and better inform fiscal decision making. This study reviews and compares accounting and budgeting practices at the national government level in OECD countries. It also discusses both the challenges and benefits of accruals reforms. Finally, it looks at some steps countries are taking to make better use of accrual information in the future. This is a joint publication with the International Federation of Accountants and the OECD.

    Abstract: Historically, entrepreneurs have always played a central role in the development of nation states. Aside from rentier states, which depend extensively on the availability of mineral resource rents, most economically prosperous nations in the world have strong, innovative and competitive business enterprises and entrepreneurs as the bedrock of their economic development and prosperity. It was arguably because of the above historical fact that the World Bank in 1989 declared that entrepreneurs will play a central role in transforming African economies. Heute machen näher rückende ökologische Kipppunkte sowie soziale Spaltungstendenzen eine konsequente Transformation unserer Wirtschafts- und Lebensweise notwendiger denn je. Klar ist außerdem: Zukunftsfähigkeit kann national wie international nur gemeinsam in einem demokratischen Prozess entstehen.

    Abstract: This edited volume offers a multidisciplinary perspective on innovation challenges and innovative practices in the context of developing and transition countries. The contributions mostly embrace a national innovation system approach in an attempt to understand innovation processes and their implications at both macro and micro levels. The chapters in this book, taken as a whole, offer insights on a range of issues grouped around the following questions: - What are the challenges for innovation at the macro (system) and micro (firm) level according to the experiences of developing and transition countries? - What is the role of public policies in the transformation of national innovation systems? - What innovation practices allow to successfully overcome challenges to innovation? - What is the role of collaboration and learning in fostering innovation? A variety of methods are presented including historical analysis, participatory action research, case studies, document analysis and survey-based quantitative research as well as triangulation to study innovation and adaptation strategies in developing and transition countries. It also provides 10 case studies selected from developing and transition countries, to offer a detailed and comprehensive perspective on innovation and innovation practices at macro and micro levels.     Abstract: Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The book treats adaptation to climate change as an issue of climate-resilient development, rather than as a bespoke set of activities (flood defences, drought plans, and so on), combining climate and development challenges into a single strategy. It asks how the standard approaches to development need to change, and what socio-economic trends and urbanisation mean for the vulnerability of developing countries to climate risks. Combining conceptual thinking with practical policy prescriptions and experience the contributors argue that, to address these questions, climate risk has to be embedded fully into wider development strategies. This point of view is gaining in prominence in the development community; however, the contributors assert that a comprehensive analytical treatment is so far lacking.     Abstract: The world economy is near a critical crossroads, as a rising China, the greatest-ever beneficiary of US-led capitalism, dreams to replace America's supremacy as a new hegemonic power with a non-liberal world order. This third volume of the trilogy on reformulating the 'flying-geese' theory explains how capitalism has changed industrial structures across the world. It asks whether the 'flying-geese' formation will survive the changes that have produced the East Asian miracle, and - as hoped - spread to Africa. Terutomo Ozawa's reformulated 'flying-geese' theory explains structural changes as an innovation-driven, ratcheting-up process of economic growth and shows that market-driven multinational corporations are key players for a successful 'flying-geese' formation and structural transformation. The book argues that the 'ladder' of economic development must be conceived as a double-helix with inter- and intra-industry rungs, the latter embedding cross-border supply chains and adaptive innovations. A thorough exploration of the structural changes under Pax Britannica and Pax Americana - moving from 'kicking away the ladder' from emerging economies to then providing it - demonstrates that this trend engenders multinational corporations that can facilitate structural transformation, particularly in catching-up economies. Ozawa shows that China is now in the critical transitional period that requires more sophisticated institutional, socio-political setups, as well as more advanced knowledge and ethics to move from the lower to the higher rungs.     Abstract: Following rapid economic growth in recent decades, Asia and the Pacific experienced an impressive reduction in extreme poverty, but this drop was not uniform and achievements are still incomplete. Vulnerability to natural disasters, the increasing impact of climate change and economic crises should all be taken into account. There is also a need to consider the multidimensional nature of poverty and the non-uniformity of the decrease across different ethnic groups. This book explores the Asian 'poverty miracle' and argues for the development and use of an Asia-specific poverty line. This is a timely and multidimensional assessment of the much-neglected issues of, and links between, poverty, vulnerability, and ethnicity in Asia. It will be of great interest to lecturers and researchers of Asian development and economics, along with policy makers, public and private institutions, NGOs, and international aid agencies

    Abstract: The Handbook of Alternative Theories of Economic Development explores the theories and approaches which, over a prolonged period of time, have existed as viable alternatives to today's mainstream and neo-classical tenets. With a total of 40 specially commissioned chapters, written by the foremost authorities in their respective fields, this volume represents a landmark in the field of economic development. It elucidates the richness of the alternative and sometimes misunderstood ideas which, in different historical contexts, have proved to be vital to the improvement of the human condition. 2The subject matter is approached from several complementary perspectives. From a historical angle, the Handbook charts the mercantilist and cameralist theories that emerged from the Renaissance and developed further during the Enlightenment.     Abstract: Whistleblower protection is essential for safeguarding the public interest, for promoting a culture of accountability and integrity in both public and private institutions, and for encouraging the reporting of misconduct, fraud and corruption wherever it occurs. While many countries are increasingly developing legal frameworks to protect whistleblowers, more can be done to mainstream integrity and promote open organisational cultures. This report analyses whistleblower protection frameworks in OECD countries, identifies areas for reform and proposes next steps to strengthen effective and comprehensive whistleblower protection laws in both the public and private sectors.
