    Abstract: In dieser Dissertation untersuche ich verschiedene Aspekte des Integrationsprozesses von Migranten und Flüchtlingen, insbesondere wie sich ihre Präsenz auf die Protestaktivitäten und Einstellungen von Einheimischen auswirkt. Die vier Kapitel bauen auf der bestehenden Literatur auf und zielen darauf ab, diese in mehreren Aspekten zu ergänzen. Das erste und das zweite Kapitel verbessern unser Verständnis der kausalen Auswirkungen der Bedingungen im Heimatland auf die Rückkehrabsichten und die Arbeitsmarktintegration von Migranten im Zielland sowie das Verständnis der Auswirkungen traumatischer Erfahrungen während der Flucht auf die Arbeitsmarktintegration von Flüchtlingen. Das dritte Kapitel befasst sich mit der soziokulturellen Integration von Familienmigranten in einem Land, das nicht ihre erste Wahl darstellt. Das vierte Kapitel untersucht die Auswirkungen der Anwesenheit von Ausländern auf die Protestaktivität einer bestimmten Gruppe von Einheimischen und wie sich diese Proteste auf die Besorgnis über Fremdenfeindlichkeit und Intoleranz auf nationaler Ebene auswirken. Die Ergebnisse der Dissertation sollen die politischen Entscheidungsträger über die potenziellen Nebenwirkungen der Migrationspolitik informieren und empirische Erkenntnisse liefern, die zur Verbesserung bestehender und zur besseren Gestaltung künftiger politischer Maßnahmen beitragen.
    Abstract: In this PhD thesis, I look at different aspects of the integration process of migrants and refugees, and how their presence affects the protest activity and attitudes of natives. The four chapters build on and aim to extend the existing literature along several dimensions. The first and second chapters improve our understanding of the causal effect of home country conditions on migrants' return intentions and labour market outcomes at destination and of the effect of traumatizing experiences along the journey on refugees' labour market integration. The third chapter explores the socio-cultural integration of family migrants in a country that was not their primary choice, while the fourth chapter examines the effect of the presence of foreigners on the protest activity of a particular group of natives and how these protests affect worries about xenophobia and intolerance at the national level. The findings in the dissertation aim to inform policymakers on the potential side-effect of migration policies and to provide empirical evidence that help improve existing policies and better design future ones.eral dimensions.

The volume builds upon five years of national organizing by Arts in a Changing America, an artist-led initiative that challenges structural racism by centering people of color who are leading innovation at the nexus of arts production, community benefit, and social change.     Abstract: Durch welche rechtlichen, sozioökonomischen und gesellschaftspolitischen Rahmenbedingungen eines Staates wird das subjektive Wohlbefinden seiner Bürgerinnen und Bürger beeinflusst? Welche Rahmenbedingungen braucht es, damit das Glück der Menschen in einem Staat gedeiht? Dies sind Fragen, die die Menschheit seit jeher beschäftigen und auf die von vielen Seiten unterschiedliche Antworten gegeben worden sind. Aber erst in den letzten Jahrzehnten hat man begonnen sich diesen Fragen empirisch zu nähern. Deutschland kommt dabei eine besondere Rolle zu, denn die Geschichte des ehemals geteilten Landes erlaubt es, die Einflüsse unterschiedlicher gesellschaftspolitischer Rahmenbedingungen auf das subjektive Wohlbefinden zu untersuchen. Vor dem Hintergrund dieser historischen Besonderheit versucht die vorliegende Dissertation, relevante sozioökonomische und gesellschaftspolitische Einflussfaktoren auf das individuelle subjektive Wohlbefinden zu identifizieren. Dabei wird der Mehrdimensionalität des Konstrukts subjektives Wohlbefinden Rechnung getragen, indem neben der allgemeinen Lebenszufriedenheit (Originalarbeit 1) auch Aspekte der bereichsspezifischen Lebenszufriedenheit (Originalarbeit 2) und des affektiven Wohlbefindens (Originalarbeit 3) untersucht werden. Zusammenfassend lassen sich die Ergebnisse der Arbeiten dahingehend interpretieren, dass das subjektive Wohlbefinden in hohem Maße von aktuellen sozioökonomischen Umweltfaktoren wie Arbeitslosigkeit, Einkommen und Vermögen beeinflusst wird. Dabei bestehen auch nach 30 Jahren Einheit Unterschiede im subjektiven Wohlbefinden zwischen Ost- und Westdeutschen, die sich jedoch zunehmend angleichen. Verantwortlich für diese Angleichungstendenz dürften vor allem die verbesserten sozioökonomischen Rahmenbedingungen in Ostdeutschland seit der Wiedervereinigung sein.

    Abstract: This study connects the idiosyncratic modernism of Wyndham Lewis, co-founder of the Vorticist art movement, with works of several artists from the British art rock tradition, among them Bryan Ferry, David Bowie, art-punk pioneers Wire and electronic pop musician John Foxx.     Abstract: Jews in Japan: Presence and Perception. Antisemitism, Philosemitism and International Relations is a study on the history of real and imagined Jews in Japan, which discusses the little known cultural, political and economic ties between Jews and Japan, and follows the evolution of Jewish stereotypes in Japan in the last century and a half. The book begins with the arrival of Jews and their image in late 19th to early 20th-century Japan, when the seeds of later stereotyped visions were sown. The discussion then focuses on wartime Japan, delving into the complex and mixed attitudes of the Japanese Empire toward Jews. In postwar Japan, the partial reception of the Holocaust intertwined with earlier antisemitic and philosemitic manifestations, resulting in instances of both hatred and admiration toward Jews. Finally, the book explores the recent reframing of Japanese-Jewish historical encounters within the context of the growing ties between Japan and Israel. This study sheds new light on the little explored relations between Jews and Japan, offering thought-provoking insights into the coexistence of antisemitism and philosemitism, the political and diplomatic uses of Jewish history, and the perpetuation of Jewish stereotypes in a land devoid of a local Jewish population.

    Abstract: "Thousands of intact ceramic bowls and plates as well as fragments made in the medieval Byzantine empire survive to this day. Decorated with figural and non-figural imagery applied in a variety of techniques and adorned with colourful paints and glazes, the vessels can tell us much about those who owned them and those who looked at them. In addition to innumerable ceramic vessels, a handful of precious metal bowls and plates survive from the period. Together, these objects make up the art of dining in medieval Byzantium. This art of dining was effervescent, at turns irreverent and deadly serious, visually stunning and fun. It is suggestive of ways in which those viewing the objects used a quotidian and biologically necessary (f)act - that of eating - to reflect on their lives and deaths, their aspirations and their realities. This book examines the ceramic and metal vessels in terms of the information offered on the foods eaten, the foods desired and their status; the spectacle of the banquet; the relationship between word and image in medieval Byzantium; the dangers of taste; the emergence of new moral and social ideals; and the use of dining as a tool in constructing and enforcing hierarchy.     Abstract: This book offers new insights and methodological tools to improve our understandings of how prestigious schools in Poland navigate the major political, social and cultural crosscurrents. The range of choice for elite schooling in Poland has expanded during its post-communist transformation. However, while elite education in countries such as the US, Australia, theUK, France, and Switzerland has been extensively studied, post-communist countries have been largely neglected. This book explores the emergence of such schools within a context influenced by a range of different and often conflicting social forces. In doing so, the study elucidates how the socio-historical processes since 1989 diversified Poland's egalitarian education system and facilitated the emergence of schools for elites. The book demonstrates that social and political changes in Poland triggered the emergence of new elites with different political and social outlooks, leading to a variety of types of elite schools that reflect and reproduce the elites' positions and idiosyncrasies. A bespoke theoretical arrangement scrutinises extant and generated data from elite schools' websites, online readers' forums, and interviews with elite school principals. The book contributes new insights into elite schools in Central and Eastern European (CEE) countries, enriching the existing body of knowledge on elites and elite schools around the world.     Abstract: Investments in early years of education and childhood development are among the most cost-effective and beneficial a country can make to tackle learning poverty, promote healthy child development, and enhance shared prosperity. Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia's ECED system, the GoI has committed to improving its quality since the early 2000s. As a key mechanism to raise the quality of ECED services, the GoI actively encourages PAUD centers to become accredited. An analysis of factors that influence whether and how PAUD centers participate in the accreditation system is helpful to inform continuous quality improvement of Indonesia's ECED services. The World Bank is providing the Ministry of Education, Culture, Research, and Technology (MoECRT) technical assistance and advice to improve Indonesia's ECED system. Supported by the Learning for Human Capital Development Programmatic Advisory Services and Analytics (PASA), this study was conducted to inform further improvements to Indonesia's ECED accreditation system. This report presents the findings from the abovementioned ECED accreditation system assessment and is organized in four main sections after an introduction. Section I describes the study's background and the country context, with emphasis on the ECED system and its quality assurance mechanisms. Section II details the methodology used. Section III presents a summary of the survey results. Section IV discusses the implications of the findings and outlines recommendations to inform accreditation policies and programs

    Abstract: The COVID-19 pandemic resulted in significant disruption in schooling worldwide. This paper uses global test score data to estimate learning losses. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students. Educational losses may translate into significant national income losses over time

    Abstract: The education sector in the Lao PDR (Laos) faces significant challenges. Access to education improved over of the past decade but substantial gaps remain, and previous progress is being undermined by the impacts of COVID-19 and ongoing economic difficulties. The quality of education was already poor before these shocks. The sector is severely underfunded due to a steep decline in public resources allocated to education. In addition, limited job prospects for graduates reduce demand for quality education. To prevent these challenges from causing a lost decade for education in Laos, urgent attention is needed in three areas. First, the government should implement comprehensive economic and fiscal reforms to increase available resources for education and facilitate private sector development to create income earning opportunities for graduates. Second, resource allocation within the sector should be improved for equity and balance. Lastly, the education sector needs to better translate available resources into the learning outcomes of children and youth by reducing inefficiencies and rigidities that constrain the key drivers of learning: teachers, school financing, teaching and learning materials, and school infrastructure. Addressing constraints in these three areas will help reverse the decline in education financing, close access gaps, and enhance service quality

    Abstract: In addition to the conventional determinants of labor market participation and the choice between wage employment and self-employment, there is a growing interest of the significance of gender role attitudes and personality traits. This study uses data from the 2022 Ghana Informal Sector Measurement Study to investigate the influence of these factors on employment outcomes in the Northern and Ashanti regions of Ghana. The findings are based on a series of analyses, including descriptive, multinomial logistic, and linear probability model regressions. The empirical results show the critical role played by both gender role attitudes and personality traits in shaping individuals' decisions on labor market participation and employment choices. Notably, personality traits emerge as significant drivers of observed employment outcomes. However, the impact of these personality traits is often mitigated or even reversed in the presence of heightened traditionalism. Furthermore, the gender-disaggregated analysis reveals that possessing at least a secondary education level is a pivotal factor in the selection of men into formal employment, whereas this criterion holds less significance for women. Conversely, once the decision to participate in the labor market has been made, having at least a secondary education becomes relevant for securing wage employment, regardless of an individual's gender

    Abstract: This report is undertaken as a part of the Human Capital Project (HCP), a globalinitiative of the World Bank Group that aims to increase governments' awarenessof the importance of investing in people (World Bank date of publication not identifiedb). One of the maincomponents of the HCP is a cross-country metric--the Human Capital Index (HCI). The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

    Abstract: Universities have long been dominated by a philosophy of inquiry that may be called knowledge-inquiry. This holds that, in order to do justice to the basic humanitarian aim of helping to promote human welfare, academic inquiry must, in the first instance, seek knowledge and technological know-how. First, knowledge is to be acquired; once acquired, it can be applied to help promote human welfare. But this philosophy of knowledge-inquiry is an intellectual and humanitarian disaster. It violates three of the four most elementary rules of rational problem solving conceivable, and as a result fails to give priority to the task of helping humanity resolve those conflicts and problems of living, such as the climate and nature crises, that need to be resolved if we are to make progress to a better world – a world in which there is peace, democracy, justice, liberty, and sustainable prosperity, for all. Very few academics today are aware of this rationality scandal. We urgently need to bring about a revolution in universities around the world, wherever possible, so that academic inquiry puts all four rules of rational problem solving into practice, and becomes rationally devoted to helping humanity learn how to make progress towards a better world. Knowledge-inquiry needs to become wisdom-inquiry, rationally devoted to helping humanity create a wiser world. Nicholas Maxwell is Emeritus Reader at University College London. He has devoted much of his working life to arguing we need to bring about a revolution in academia so that it comes to seek and promote wisdom and does not just acquire and apply knowledge. He has published fifteen books on this theme.

    Abstract: The intent of this book focuses on Australia’s First Nations truth, voice, recognition, diversity, and respect. Hope O’Chin explains that knowledge about Australian First Nations culture and learning can be seen through new conceptual lens, which she refers to as an Ontology of Dreaming Hope for Australians. The book proposes to move from ontological propositions embedded in pedagogies and methodologies that center on the relevance of Indigenous epistemes and ways of doing. O’Chin offers a conceptual framing for engaging with Indigenous peoples, and forming communities of belongingness and relationality. She offers suggestions for ways in which art and education can act as ‘healing’ and a way forward towards a more inclusive civil society. Reflexive practice, ethnographic principles, and action research is described in a way that methodologies provide an understanding of a sense of Belonging. O'Chin argues that theoretical research, art, and educational practice can add to the value of determining a strategy of Indigenous art investment within Australia, and to address how art and education can be used to validate contemporary expression of Aboriginality within contemporary Australian society. Ultimately, the book is about Indigenous strengths and what Indigenous ways of being, knowing and doing can offer, and how one might go about honouring and working in this way respectfully. Hope O’Chin is a Kabi-Kabi, Wakka-Wakka, Koa, Gugu-Yalanji elder, educator, and artist. She obtained her PhD from the University of the Sunshine Coast, Queensland, Australia. She has worked within Government and the Private Sector, and, within the Education Sector as a Teacher, Executive Administrator, Tutor, Lecturer, and Senior Lecturer.     Abstract: The "Comprehensive Assessment of the Childcare Landscape in Lebanon: A Mixed Methods Study" analyzes the supply and demand of formal childcare services for children aged 0-3. It provides a review of Lebanon's regulatory and institutional framework around childcare, maps out the current supply of services including cost and quality aspects, and deepens the understanding of households' childcare needs. Findings show that there is a mismatch between supply and demand, with a gap in provision for the youngest children and that supply is mostly private, costly, and concentrated in coastal areas. Childcare responsibilities limit women's ability to join the labor force, and affordability is a main constraint for families to access services, resulting in low demand for formal childcare. The study proposes measures for an inclusive expansion of quality and affordable childcare services in four areas: (i) an enabling environment for efficient, affordable provision of quality childcare services, (ii) a more equitable distribution of the unpaid care work burden within the household, (iii) improved State support to address households' care needs, and (iv) inclusive family-friendly workplace conditions in the private sector

    Abstract: Diese Dissertation aus der Sparte der Reflexiven Bibliometrie erforscht die Rückwirkungen der Verwendung von quantitativen Indikatoren in der Wissenschaftsevaluation auf die Wissensproduktion und Forschungsqualität in der Astronomie. Eine qualitative Analyse der strukturellen Bedingungen der akamdeischen Astronomie anhand des Rational Choice Frameworks führen zur Beobachtung eines "Evaluation Gap" zwischen dem, was Indikatoren messen und dem, was Forscher unter Forschungsqualität verstehen. Die Analyse offenbart weiters einen Balanceakt, in dem Astronomen zwischen Publikationsdruck und Forschungsintegrität Kompromisse finden. Weiterführende quantitative Untersuchungen unter Einbezug von Organisational Culture Theories und Self-Determination Theory zeigen, dass kontrollierte Formen von Motivation zu einem erhöhten Publikationsdruck und wissenschaftlichem Fehlverhalten führen, während autonome Formen von Motivation das Gegenteil bewirken. Schließlich skizziert die Arbeit Wege zur Transformation der Forschungskultur hin zu mehr Vielfalt und Partizipation, einschließlich der Einführung offener Wissensmanagement-Infrastrukturen und kontinuierlicher, reflexiver Evaluationsprozesse.
    Abstract: This dissertation from the field of Reflexive Bibliometrics, investigates the constitutive effects of utilizing quantitative metrics in research evaluation on knowledge production and research quality in astronomy. Embedded in the Rational Choice Framework to analyze the structural conditions within academic astronomy, a qualitative analysis reveals an "Evaluation Gap" between what metrics measure and researchers' perceptions of research quality. Furthermore, the analysis unveils a balancing act where astronomers navigate compromises between publication pressures and research integrity. Subsequent quantitative analyses, incorporating Organizational Culture Theories and Self-Determination Theory, demonstrate that controlled forms of motivation exacerbate publication pressure and scientific misconduct, while autonomous motivations yield contrasting effects. Lastly, the study outlines pathways towards transforming research culture towards greater diversity and participation, including the adoption of open knowledge management infrastructures and continuous, reflexive evaluation processes.

Inequality Knowledge provides the first detailed history of the numbers about the gap between rich and poor. It shows how they were produced, used, and suppressed at times, and how activists, scientists, and journalists eventually wrestled control over the figures from the state. The book traces the making and the politics of statistical knowledge about economic inequality in the United Kingdom from the post-war era to the 1990s. What kind of knowledge was available to contemporaries about socio-economic disparities in Britain and how they evolved over time? How was this knowledge produced and by whom? What did policy makers and civil servants know about the extent of poverty and inequality in British society and to what extent did they take the distributional impact of their social and fiscal policies into account? Far from just a technical matter, inequality knowledge had far-reaching implications for key debates and the wider political culture in contemporary Britain. Historicizing inequality knowledge speaks to a long tradition of historical research about social class divisions and cultural representations of economic disparities in twentieth-century Britain.

Sachstandsbericht des Intergovernmental Panel on Climate Change zeigt eine besorgniserregende Realität: Mit zunehmender globaler Erwärmung werden der Anpassung Grenzen gesetzt sein, was darauf hinweist, dass Anpassung allein nicht ausreicht, um den Auswirkungen des Klimawandels entgegenzuwirken. Länder im globalen Süden tragen paradoxerweise die Hauptlast des Klimawandels, obwohl sie am wenigsten für sein Auftreten verantwortlich sind. Es besteht die dringende Notwendigkeit, besser zu verstehen, wo und warum Anpassung stattfindet, was ihren Erfolg beeinflusst und wie die Anpassungsfähigkeit gestärkt werden kann. Die Quantifizierung der Anpassung ist aufgrund ihrer Komplexität schwierig, aber entscheidend für fundierte Entscheidungen und globale Zusammenarbeit.     Abstract: Adaptation is a multifaceted social phenomenon where climate risk is navigated and responded to within various social and environmental contexts. The 6th Assessment Report of the Intergovernmental Panel on Climate Change highlights a concerning reality: as global warming increases, there will be limits to what adaptation can accomplish, indicating that it will not always suffice to counter the escalating impacts of climate change. Countries in the Global South, often facing the greatest adaptation challenges, paradoxically, are projected to bear the major brunt of climate change despite holding the least responsibility for its occurrence. Given these prospects, there is an urgent need to better understand where and why adaptation is taking place, what drives its success in some places over others, and where efforts are vital for enhancing adaptive capacity. Furthermore, it becomes imperative to determine the upper limit of what adaptation can accomplish and which conditions are necessary to exploit its full potential, in order to fully grasp the risks posed by climate change. Quantifying adaptation is difficult due to its complex multi-level and cross-sectoral nature. Yet, it is crucial for integrating adaptation into climate impact assessments, essential for informed decision-making and global cooperation. Conventional climate impact assessments often neglect the inclusion of adaptation and adaptive capacity, or if addressed, they often adopt a highly stylized approach. This poses the risk of misrepresenting the potential for adaptation, likely overemphasizing its effectiveness while downplaying the need for climate mitigation. Projecting climate impacts without considering adaptation distorts the current reality of societal adjustments, making it essential to provide quantifiable insights into future adaptive capacity. This thesis addresses these challenges by developing three distinct indices for adaptation-relevant measures in the agricultural sector to understand the extent of their implementation and their socioeconomic determinants. These indices are projected throughout the 21st century based on various socioeconomic trajectories. My findings highlight the significance of strong governance, higher education levels, and improved financial resources as key drivers that can empower countries to maximize their adaptation potential. Throughout my analyses, a consistent pattern emerges: countries with modest socioeconomic development and limited adaptive capacity, especially in South Asia and Sub-Saharan Africa, exhibit the greatest potential for improvement. However, overcoming these challenges will span several decades, extending well beyond the latter half of this century. Enhancing adaptive capacity and integrating it into quantitative assessments is of paramount importance not only within the climate change field but also in broader developmental contexts. This thesis encompasses a variety of subjects, providing interconnected insights to enhance the comprehension of pathways to climate resilience and improved impact assessments.

    Abstract: In recounting their migration journey, references to nationality pervade the narratives of Zimbabweans in South Africa. Given the challenges many migrants confront based on their nationality, this presents a seeming paradox. This qualitative interview study, conducted with Zimbabwean migrants in two areas of Cape Town—Observatory and Dunoon—aims to elucidate the nuances of national self-descriptions in a demanding environment. Identifying as Zimbabwean serves as a sanctuary and a retreat, where alternative identifications often prove transient; embracing Zimbabweanness fosters an affirmative and positive self-perception, surpassing the limitations of other collective self-descriptions. Rather than pre-emptively characterizing a nationalist demeanour, the articulation of national self-description emerges as a strategic tool to navigate experiences of hostility and discrimination, while also asserting legitimate claims to equal opportunities. In this way, nationality takes a trajectory that diverges from conventional notions of nationality (and the ones of the nation-state or citizenship) as per Northern theory, contributing to alternative conceptualizations within the framework of the Global South. About the author Johannes Kögel studied philosophy and sociology in Munich and Cape Town. He currently works as a research associate at the University of Munich (LMU München). He has conducted social research on diverse topics such as brain-computer interfaces, xenotransplantation, and migration in South Africa. .

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: In 2023, growth in the Pacific islands (PIC-11) decelerated but remained robust at 5.5 percent--about two and a half times the long-term average. Fiji's output surpassed pre-pandemic levels in 2023 despite a notable deceleration, with growth rates halving from 20 percent in 2022 to eight percent in 2023. The PIC-11, excluding Fiji, experienced a noteworthy rebound of 2.7 percent growth in 2023, after a 0.5 percent output contraction in 2022. The trajectory of accelerated and sustainable growth in Pacific Island countries depends on a workforce that is well educated and equipped with enhanced skills and capabilities. Boosting education and skills is essential for long-term growth and poverty reduction in the Pacific Island countries. While multiple factors influence learning, once a child enters school, teachers have the largest impact. A robust body of evidence guides policymakers in improving teaching quality and ensuring that all young children acquire strong foundational skills. This report outlines a three-pronged program of action based on this evidence: attracting and recruiting effective teachers, enhancing existing teachers' capacity, and motivating greater teacher effort. Recognizing that 54 percent of teachers expected to teach in 2035 are already recruited, the report emphasizes a special focus on enhancing the capacity of existing teachers. It provides examples of rigorously evaluated interventions, such as structured pedagogy and access to pre-recorded lectures by highly rated teachers. Implementing these recommendations will aid regional countries in accelerating learning, allowing children and societies to achieve their aspirations

    Abstract: About a third of the 7.7 million Venezuelans who have left their country due to political and economic turmoil have settled in neighboring Colombia. The extent to which the Colombian schooling system can absorb the massive demand for education of Venezuelan children is key for their future trajectory of human capital accumulation, as well as that of Colombian students in receiving communities. This paper estimates the effect of Venezuelan migration on educational outcomes of children living in settlement municipalities in Colombia, distinguish between the effect of the migration shock on native and migrant students. Specifically, it estimates the effect of the migration shock on school enrollment, dropout/promotion rates and standardized test scores. The identification relies on a plausibly exogenous measure of the predicted migration shock faced by each Colombian municipality every year. The findings show that the migration shock increased the enrollment of Venezuelan students in both public and private schools and in all school grades, but also generated negative spillovers related to failing promotion rates and increasing dropout. This paper documents that these negative effects are explained by the differential enrollment capacity of schools, as well as by the deterioration of key school inputs

    Abstract: This study compares the magnitude of national level losses that the COVID-19 pandemic inflicted across three critical dimensions: loss of life, loss of income, and loss of learning. The well-being consequences of excess mortality are expressed in years of life lost, while those of income losses and school closures are expressed in additional years spent in poverty (as measured by national poverty lines), either currently or in the future. While 2020-21 witnessed a global drop in life expectancy and the largest one-year increase in global poverty in many decades, widespread school closures may cause almost twice as large an increase in future poverty. The estimates of well-being loss for the average global citizen include a loss of almost three weeks of life (19 days), an additional two and half weeks spent in poverty in 2020 and 2021 (17 days), and the possibility of an additional month of life in poverty in the future due to school closures (31 days). Well-being losses are not equitably distributed across countries. The typical high-income country suffered more total years of life lost than additional years in poverty, while the opposite holds for the typical low- or middle-income country. Aggregating total losses requires the valuation of a year of life lost vis-a-vis an additional year spent in poverty. If a year of life lost is valued at five or fewer additional years spent in poverty, low-income countries suffered greater total well-being loss than high-income countries. For a wide range of valuations, the greatest well-being losses fell on upper-middle-income countries and countries in the Latin America region. This set of countries suffered the largest mortality costs as well as large losses in learning and sharp increases in poverty

    Abstract: This Human Capital Review aims to provide analytical foundations in the support of policies that improve human capital outcomes for the following four UMI countries in Central America: Costa Rica, Guatemala, Panama, and the Dominican Republic. The objective of this report is to identify the key constraints to human capital growth and understand how education and labor market policies can foster a resilient recovery, promote inclusive growth, and contribute to poverty reduction in these countries. The review also estimates the impact of the COVID-19 pandemic on human capital outcomes using a multi-sectoral approach. The analysis compares human capital outcomes in the decade before the COVID-19 pandemic (2010-2019) against trends during the pandemic (2020-2021). Lastly, the report focuses on these four countries, which are the only UMI in Central America to take advantage of new data collected during the pandemic, which allowed to quantify some of the impacts of COVID-19 and understand some of their long-term implications for human development outcomes

    Abstract: The main objective of this study is to assess the performance of Cambodia's tertiary education system in terms of equitable access, labor market relevance, and research output, and to provide policy recommendations to the government and all stakeholders in the tertiary education sector. This will inform priority reforms and investments to strengthen the sector overall and, specifically, improve coverage, relevance, research, and governance. Building on the latest analytical work carried out in 2017 ahead of the preparation of an ongoing higher education operation supported by the World Bank, the study is an important step toward overcoming knowledge gaps about the main drivers of the results of the Cambodian tertiary education system and institutions. It will shed light on the factors explaining disparities in access, the mismatch between higher education programs and labor market needs, the capacity of higher education to train the specialists and technicians needed for the green economy, and shortcomings in the governance set up and processes that impede both public and private HEIs from operating in a flexible and efficient manner. The findings of the report will significantly add to the evidence base for identifying policy options to improve equity, relevance, and governance at both the national and institutional levels

    Abstract: The first three chapters of the PFR review the core fiscal policy and revenue mobilization issues. Chapter 1 discusses the fiscal landscape, fiscal framework, and progressivity of fiscal policy. Chapter 2 looks at the footprint of quasi-fiscal activities, which affects the overall fiscal stance and exposes certain fiscal risks. Chapter 3 discusses the stagnation in non-oil revenue and collection across taxes and outlines reform options to improve the tax regime. This PFR also covers education and social protection spending, constituting about 42 percent of generalgovernment budget spending, and is critical for Kazakhstan's social agenda and long-term development goals. Chapter 4 analyzes the efficiency of public spending on education, discusses challenges in delivering equitable access to quality education, and offers options for enhancing spending effectiveness through institutional and policy changes. Chapter 5 discusses the efficiency and effectiveness of spending on the social protection system, particularly the coverage and targeting of social assistance programs, issues in implementing active labor market programs, and challenges in delivering social insurance. Because of data constraints, this PFR excludes analysis on social benefits, pensions, and the State Social Insurance Fund. The last two chapters cover the core system of public-finance management issues on budgeting and inter-governmental fiscal relations. Chapter 6 considers options for further improving budgeting, planning, and monitoring to deliver better fiscal outcomes for inclusive and resilient growth. While Chapter 7 examines emerging subnational fiscal issues and options to simplify and improve certainty in the transfer mechanism from central to SNGs and within the SNG hierarchy

    Abstract: This book challenges commonplace assertions that the humanities are presently undergoing a severe crisis as a result of a longstanding decline. Rather than hearkening to the widespread, reactive call for a last-ditch defense of the humanities under attack from an ungracious world, this book fundamentally reverses the perspective and makes a plea for a different, affirmative approach. It contends that the humanities have incessantly arrived at critical turning points since they were first constituted in a form that remains recognizable today and assumed a leading role in knowledge organization with the establishment of the modern university around 1800. Assuming a historical perspective, the monograph takes the human sciences back to their rightful place in the family tree of sciences and gives due recognition to their continuously decisive role in the production of new knowledge and the creation of new fields of knowledge. Situating the ongoing gemmation of the humanities in a broader context, this monograph also offers an encompassing introduction to the over-all development of knowledge in the last two hundred years.
