    Abstract: Die beiden „Ölschocks" von 1973/74 und 1979/80 waren nicht nur zentrale wirtschaftliche Ereignisse, sondern übten entscheidenden Einfluss auf die zeitgenössischen Debatten um eine grundlegende Reform, wenn nicht gar Revolution, der Weltwirtschaftsordnung aus. Das vorliegende Buch untersucht die Ölkrisen erstmals nicht allein mit Blick auf die Industriestaaten der nördlichen Hemisphäre, sondern fragt gleichberechtigt nach ihren Folgen für die Staaten des Globalen Südens. Die Studie argumentiert, dass die Ölkrisen der OPEC die notwendigen Machtmittel in die Hand gaben, um die Forderung nach einer Neuen Weltwirtschaftsordnung 1974 erfolgreich auf einen Spitzenplatz der internationalen Agenda zu setzen. Gleichzeitig führte die Belastung der Ökonomien zahlreicher „Entwicklungsländer" durch die massiven Ölpreissteigerungen jedoch mittelfristig zum Auseinanderbrechen der Solidarität der Dritten Welt und damit zum faktischen Ende des Reformprogramms in den frühen 1980er Jahren. Auf der Basis von Quellen aus Archiven in Afrika, Amerika, Asien und Europa ergänzt das Buch die existierenden auf Europa zentrierten Studien zur Geschichte der Nord-Süd-Beziehungen, der Ölkrisen und der 1970er Jahre im Allgemeinen.

    Abstract: This two-volume book examines the most important global problem—the recovery of the social-economic crises due to the COVID-19 pandemic. This economic crisis has its own basis and differs from others by the lockdown of most businesses on the decision of authorities. The uncertainty of the future economic revival obliges scientists around the world to unite in search of effective solutions that will become the basis for prosperity and human wellbeing. The death of millions of people around the world, several waves of coronavirus, and a global pandemic have forced most states to seek extraordinary measures to save people and revive economic activity. Post-COVID economic revival in a globalized world has become the most important problem of our time. Die Entwicklung der internationalen Ölindustrie und des europäischen Erdölverbrauchs wird dabei in einer historischen Längsschnittanalyse als pfadabhängiger Prozess nachgezeichnet und anhand eines polit-ökonomischen Untersuchungsmodells durchleuchtet. Mit dem Verlust der Kontrollmacht durch die OPEC hat die „Ölwaffe“ als wirkungsvolles außenpolitisches Instrument ausgedient. Europas Versorgungssicherheit mit Erdöl hat in den vergangenen Jahrzehnten deutlich zugenommen. Der Autor Alexander Smith ist promovierter Wirtschaftswissenschaftler und diplomierter Politikwissenschaftler.     Abstract: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?...

    Abstract: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe's sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015-17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes?     Abstract: Recent years have seen unprecedented public scrutiny over the tax practices of Multinational Enterprise (MNE) groups. Tax policy and administration concerning international transactions, aggressive tax planning, and tax avoidance have become an issue of extensive national and international debate in developed and developing countries alike. Within this context, transfer pricing, historically a subject of limited specialist interest, has attained name recognition amongst a broader global audience that is concerned with equitable fiscal policy and sustainable development. Abusive transfer pricing practices are considered to pose major risk to the direct tax base of many countries and developing countries are particularly vulnerable because corporate tax tends to account for a larger share of their revenue. This handbook is part of the wider WBG engagement in supporting countries with Domestic Resource Mobilization (DRM) by protecting their tax base and aims to cover all relevant aspects that have to be considered when introducing or strengthening transfer pricing regimes. The handbook provides guidance on analytical steps that can be taken to understand a country's potential exposure to inappropriate transfer pricing (transfer mispricing) and outlines the main areas that require attention in the design and implementation of transfer pricing regimes. A discussion of relevant aspects of the legislative process, including the formulation of a transfer pricing policy, and the role and content of administrative guidance, is combined with the presentation of country examples on the practical application and implementation of the arm's length principle and on running an effective transfer pricing audit program. Recognizing the importance of transfer pricing regulation and administration for the business environment and investor confidence, this handbook aims to balance the general objective of protecting a country's tax base and raising additional revenue with investment climate considerations wherever appropriate

    Abstract: Institutional theory has become one of the dominant organizational approaches in recent decades. Its roots can be traced to Europe, and an important intellectual objective of this book is to examine North American theory strands and to reconnect them with European research traditions in order to explore new perspectives.     Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored. The book will appeal to a broad audience: researchers and students, policy-makers, civil servants, service providers, social workers and users' organisations

    Abstract: The European payment market has undergone rapid transformation in recent years due to changes in payment habits, new business rules and new legal frameworks and regulation. There has also been an advent of new technologies and payment solutions which has altered the European payments landscape drastically. This book provides an overview of the key issues involved in this new payments landscape. The authors discuss fundamental problems such as substitution between cash and non-cash payment instruments, payment costs, the economics of fees, and the demand for cash and deposit money. They also analyse issues such as two-sided markets, business platforms and the problem of critical mass. Other chapters focus on new phenomena in payments such as mobile payments, multi-sided platforms, electronic wallets, virtual currencies, decentralised ledgers, private digital currencies, blockchain and instant payments.     Abstract: This book analyses the emergence of a transformed Big Science in Europe and the United States, using both historical and sociological perspectives. It shows how technology-intensive natural sciences grew to a prominent position in Western societies during the post-World War II era, and how their development cohered with both technological and social developments.     Abstract: Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The book treats adaptation to climate change as an issue of climate-resilient development, rather than as a bespoke set of activities (flood defences, drought plans, and so on), combining climate and development challenges into a single strategy. It asks how the standard approaches to development need to change, and what socio-economic trends and urbanisation mean for the vulnerability of developing countries to climate risks. Combining conceptual thinking with practical policy prescriptions and experience the contributors argue that, to address these questions, climate risk has to be embedded fully into wider development strategies. This point of view is gaining in prominence in the development community; however, the contributors assert that a comprehensive analytical treatment is so far lacking.     Abstract: While recent studies have highlighted the phenomenon and risks of increased inequalities between the top and the bottom of society, little research has so far been carried out on trends relating to the median income range that generally represents the middle class. This volume examines the following questions: what are the main transformations in the world of work over the last 20 years in terms of the labour market, social dialogue and conditions of work, wages and incomes that may have affected the middle class? How has the middle class been altered by the financial and economic crisis? What are the long-term trends for the middle class in Europe? This volume also investigates the potential risks and effects of the reshuffling, or even weakening, of the middle class. On the social side, it explores the ramifications of further retrenchment of the European Social Model, which to a great extent has traditionally been funded by the middle class. On the economic side, the book investigates whether this process - especially from the perspective of consumption and human capital - is endangering the long-term sustainability of the current economic model.     Abstract: Taxing the Rich draws on unparalleled evidence from twenty countries over the last two centuries to provide the broadest and most in-depth history of progressive taxation available. Scheve and Stasavage explore the intellectual and political debates surrounding the taxation of the wealthy while also providing the most detailed examination to date of when taxes have been levied against the rich and when they haven't. Fairness in debates about taxing the rich has depended on different views of what it means to treat people as equals and whether taxing the rich advances or undermines this norm. Scheve and Stasavage argue that governments don't tax the rich just because inequality is high or rising--they do it when people believe that such taxes compensate for the state unfairly privileging the wealthy. Progressive taxation saw its heyday in the twentieth century, when compensatory arguments for taxing the rich focused on unequal sacrifice in mass warfare. Today, as technology gives rise to wars of more limited mobilization, such arguments are no longer persuasive. Taxing the Rich shows how the future of tax reform will depend on whether political and economic conditions allow for new compensatory arguments to be made. (Publisher's Web site)

    Abstract: 'One of the fundamental features of the financial system in most small island developing countries is the existence of oligopolistic banking systems. While economists have, for some time now, been working on developing models to explain the behaviour of firms in such market structures, this book is unique as it applies these tools to monetary models of the banking system. In doing so, the text highlights many of the important differences between banking systems in small states and those in larger and more developed markets. Applied researchers, policymakers, students and teachers examining the behaviour of financial systems in small states would find the text quite useful, as it provides fairly accessible theoretical models supported by relevant data and econometric analysis.' (Winston Moore, The University of the West Indies). -- Despite the financial liberalization agenda of the mid-1980s, a system of bank oligopolies has developed in both large and small, open developing economies. Mainstream monetary theory tends to assume a capital markets structure and is therefore not well suited to an analysis of these economies.     Abstract: This study provides an in-depth analysis of the Hong Kong Ship Recycling Convention as adopted in May 2009 and a thorough analysis of the overall status quo of ship recycling regulations. It investigates the lack of sufficient ratifications of the Convention from both a legal and an economic perspective. The first part of the study focuses on the history of the Convention’s entry-into-force provision and the rationale behind it. Due to the fact that this provision provides a considerable additional obstacle to the Convention’s becoming legally binding, in the second part the focus of the work shifts to unilateral action in this field. An overview of the legal environment of European ship recycling legislation is followed by an analysis and evaluation of a number of proposals by the European Commission attempting to tackle the problems of current ship recycling procedures. With a particular emphasis on (planned) European measures in this regard, the analysis’ overall message is one of cautious optimism

    Abstract: The end of the Cold War has prompted many donors of Official Development Assistance (ODA) to fundamentally realign their global aid and trade relations. Despite recent progress in untying ODA and a number of related efforts to enhance the overall efficiency of international cooperation with the poorest countries, it remains unexplained why some OECD states have liberalised their bilateral programmes to a considerable extent - whereas others have continued to use foreign aid as a means to promote domestic exports.     Abstract: A detailed exploration of the influence and utility of Thomas Malthus' model of population growth and economic changes in Europe since the nineteenth century. This important contribution to current discussions on theories of economic growth includes discussion of issues ranging from mortality and fertility to natural resources and the poverty trap, In recent years it has become apparent that the pattern of population growth is consistent with the predictions of the Malthusian model. Studies on the pre-industrial epoch in a wide range of countries show positive income elasticities of mortality and a strong positive correlation between real wages and marriage rates. Negative shocks to population, such as the Black Death, were reflected in higher real wages and faster population growth. Moreover, the prediction of the Malthusian model that differences in technology should be reflected in population density, but not in standards of living, is also borne out. However, the empirical implications of the Malthusian model are more complex than simply a tendency of real wage to revert to its long-run equilibrium level together with slow population growth. Many factors have impinged on the fertility and mortality rates. A most striking feature of the preindustrial epoch is the simultaneous effect of contradictory forces. This volume studies these forces pushing towards both growth and poverty, and evaluates the utility of the Malthusian model as a tool for understanding demographic dynamics today

    Abstract: This timely book investigates the challenges that emerge for local economies when faced with the new globalization trends that characterize today’s world economy.     Abstract: Until recently, economists studying economic development have tended to consider it a universal process, or focussed their attention on common aspects. This book originates from the growing recognition of significant sectoral differences in economic development and examines the catching-up process in five different economic sectors: pharmaceuticals, telecommunications equipment, semiconductors, software, and agro-food industries. Each of these sector studies explore the learning and catch-up processes in various developing countries, in order to identify both the common features, and those which differ significantly across sectors and nations. The authors pay particular attention to China, India, Brazil, Korea and Taiwan.
