    Abstract: What caused the decline in wage inequality of the 2000s in Latin America? Looking to the future, will the current economic slowdown be regressive? Wage Inequality in Latin America: Understanding the Past to Prepare for the Future addresses these two questions by reviewing relevant literature and providing new evidence on what we know from the conceptual, empirical, and policy perspectives.The answer to the fi rst question can be broken down into several parts, although the bottom line is that the changes in wage inequality resulted from a combination of three forces: (a) education expansion and its eff ect on falling returns to skill (the supply-side story); (b) shifts in aggregate domestic demand; and (c) exchange rate appreciation from the commodity boom and the associated shift to the nontradable sector that changed interfi rm wage diff erences. Other forces had a non-negligible but secondary role in some countries, while they were not present in others. These include the rapid increase of the minimum wage and a rapid trend toward formalization of employment, which played a supporting role but only during the boom.Understanding the forces behind recent trends also helps to shed light on the second question. The analysis in this volume suggests that theeconomic slowdown is putting the brakes on the reduction of inequality in Latin America and will likely continue to do so-but it might not actuallyreverse the region's movement toward less wage inequality

Despite being a large city that is home to many, it has seen a substantial decline in quality of life and economic competitiveness in recent decades. Pollution levels are high, and the city is vulnerable to disasters and climate change. A highly complex political economy, institutional fragmentation, land contestation, crime and security issues and social exclusion exacerbate these issues and make city management challenging.The Karachi City Diagnostic and Transformation Strategy attempts to present detailed data on the economy, livability and key urban services of the city, by identifying and quantifying the requirements to bridge the services gap in the city. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake.The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity discussing city economy, competitiveness, business environment and poverty; (ii) city livability discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness discussing the city's long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them.The second part of the report concludes by identifying four pillars for city transformation. These include: (i) building inclusive, coordinated and accountable institutions; (ii) greening Karachi for sustainability and resilience; (iii) leveraging on the city's economic, social and environmental assets; and (iv) creating a smart city through smart policies and technology

The institutions that helped achieving a remarkable degree of equity and prosperity over the course of several decades now face considerable difficulties in coping with the challenges presented by these emerging forms of inequality. Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo.There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens' aspirations for growth and equity

    Abstract: La Republica Dominicana se destaca por ser una economia en rapido crecimiento que no le ha sido posible generar una reduccion proporcional en la pobreza. Tres razones han sido planteadas anteriormente para explicar esta paradoja: (i) un mercado laboral que no traduce el aumento de la productividad en aumentos salariales; (ii) una economia interna con debiles encadenamientos intersectoriales; (iii) y un sector publico que ni gasta lo suficiente, ni particularmente bien, para reducir la pobreza. Ademas, el pais permanece mayormente expuesto a desastres naturales y choques exogenos que, si no se mitigan adecuadamente, pueden afectar la sostenibilidad del crecimiento a largo y mediano plazos. Esta obra conjuga varios analisis empiricos que exploran tres hipotesis complementarias que podrian ayudar a entender porque la Republica Dominicana, aun hoy, sigue experimentando altas tasas de crecimiento economico con reduccion limitada de la pobreza. La primera hipotesis trata de probar si el patron de rapido crecimiento economico con la pobreza persistente que se observa en la RD lo impulsa en parte una metodologia de la pobreza que no toma en cuenta la variacion de precios que claramente afecta los patrones de consumo de los hogares de ingresos bajo y aquellos de mejor posicion economica. Si se sostiene esa hipotesis, la RD puede enfrentar una situacion en la cual se subestiman los ingresos del hogar con respecto a los hogares en el extremo inferior de la distribucion. La segunda hipotesis intenta validar si el patron de especializacion en la RD podria ser tal que no favorece la mano de obra no calificada. Si se sostiene esa hipotesis, entonces el rendimiento del capital probablemente es mucho mayor que el rendimiento de la mano de obra lo que podria ser un indicio de que la RD ha tenido una ventaja comparativa en productos que son de uso intensivo de capital. La tercera hipotesis investiga si la pobreza y la desigualdad salarial en la RD se ven afectadas no solo por la inmigracion, sino tambien por la emigracion. El aporte del volumen, por tanto, descansa precisamente en ofrecer una exploracion mas cuidadosa de los asuntos especificos que giran en torno a explicaciones comunes para las deficiencias de la RD en reducir la pobreza de manera mas rapida

    Abstract: South Asia is particularly vulnerable to climate change. Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate - rising temperatures and changes in precipitation patterns - on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia.The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects "hotspots", which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country.The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia

The analysis relies on a series of nationally representative household surveys for the period 2002-13, as well as on qualitative data collection. The study first relies on household surveys to analyze trends in access to safe water and some of the constraints faced by households for access. The issue of the cost of water for households without a connection to the piped water network is discussed. This includes a discussion of public stand pipes. Next, qualitative data are presented on the obstacles faced by households in accessing safe water. The next two chapters are devoted to sanitation. The focus is again first on analyzing household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to improve access to safe water and sanitation for the poor as well as options going forward

L'atteintede l'ensemble de ces cibles permettrait d'eviter au moins 3,7 millions demortalites infantiles. Chaque dollar investi dans ce paquet d'interventions genererait des rendementseconorniques de4 a 35 dollars, ce qui fait du financement de la nutrition precoce l'une desinterventions de developpement les plus rentables. Certaines des cibles - particulierement celles quisont axees sur la reduction du retard de croissance chez l'enfant et de I'anemie chez la femmeparaissentambitieuses et demanderont des efforts concertes de financement, de mise a l' echelle etd' engagement continu; toutefois, l' experience tiree de plusieurs pays indique que leur atteinte restepossible. It is expected to grow at a rate of 4.1% per year, which corresponds to an additional 1 million residents moving to cities every year. If this trend continues, the urban population could double in just 15 years. Thus, with a population of 12 million and a growth rate of 5.1% per year, Kinshasa is poised to become the most populous city in Africa by 2030.Such strong urban growth comes with two main challenges - the need to make cities livable and inclusive by meeting the high demand for social services, infrastructure, education, health, and other basic services; and the need to make cities more productive by addressing the lack of concentrated economic activity. The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's - Institutions, Infrastructures and Interventions - to help each region respond to its specific needs while reaping the benefits of economic agglomerationThe Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period.In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions.Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals

Improvements in life expectancy and the consequences of the decades-old family planning policy have led to a rapid increase in the elderly population. According to the United Nations World Population Prospects, the proportion of older people age 65 and over will increase by about one-fourth by 2030, and the elderly will account for about one quarter of the total population by 2050. Population aging will not only pose challenges for elder care but also have an impact on the economy and all aspects of society (World Bank, 2016a).The government is aware of the need to develop an efficient and sustainable approach to aged care. To this end, the General Office of the State Council issued the 12th Five-Year Plan for the Development of Aged Care Services in China and the Development Plan for a System of Social Services for the Aged (2011-2015). It is now in the process of formulating the 13th Five-Year National Plan on Aging, which will further elaborate and finalize the reform roadmap for 2016 to 2020. The Plan is expected to be finalized and launched by June 2016. The National Development and Reform Commission (NDRC) helped draft these plans and is now leading the development of policy measures for the provision of social services for the elderly. This volume has been prepared to support the translation of the broad ideas on aged care provision expressed in the 12th and 13th Five-Year Plans and other government plans into reality and to help the government tackle the challenges described above. It strives to identify a policy framework that fits the Chinese context and can be put in place gradually. Specifically, it aims to provide an up-to-date understanding of the evolving aged care landscape in China; review international experiences in long-term care provision, financing, and quality assurance and assess their relevance to China's current situation; discuss implications of current developments and trends for the future of aged care in China; and propose policy options based on available evidence and best practices

Despite what ought to be a tight nexus of public and private interest in targeted green sector investment, this report finds that there is a misalignment between mining companies' investment in climate-sensitive production processes, and policy makers' efforts to develop a cohesive green economy framework for industry to navigate. The private and public sectors regard the climate agenda and the development of local economic opportunity as separate matters. Neither industry nor government have yet to effectively leverage their climate imperatives and mandates to seize green growth opportunities. To address this misalignment, this report proposes a framework to help mining companies and governments integrate climate change and local economic opportunity activities. Going further, the report offers examples of projects and policies that support green growth: particularly climate-related activities that create scalable economic value and invest in long-lasting green infrastructure

    Abstract: WiMAX (Worldwide Interoperability for Microwave Access) is a wireless broadband access network named by industry group called the WiMAX forum formed in June 2001. It is Wireless MAN with IEEE 802.16 family standards. Loosely, WiMAX is a standardized wireless version of Ethernet that enables the last mile, intended primarily as an alternative to wire technologies (such as Cable Modems, DSL and T1/E1 links ) to provide broadband access to customer premises. Mission of the WiMAX forum is to promote and certify compatibility and interoperability of broadband wireless products. This book touches most of the above issues in form of 22 individuals’ papers containing research work in WiMAX domain in particular. WiMAX has two important standards/usage models: a fixed usage model IEEE 802.16-2004 for Fixed Wireless Broadband Access (FWBA) and a portable usage model IEEE 802.16e-2005, which is mainly concentrated on Mobile Wireless Broadband Access (MWBA). Both are released as standards and amendments are available in form of drafts. Higher data rate transmissions (100 Mbps) are achieved in IEEE 802.16-2004 WiMAX through LOS communications which incorporate a stationary transmitter and receiver but IEEE 802.16e supporting NLOS communication is much complicated and little less bit rate is achieved. 2-11 GHz licensed band is the range of frequencies with TDD and FDD supports. The book will provide a wide horizon to visualize the WiMAX technology and its developments leading towards 4G systems. It will provide a good platform to the researchers with clues to the innovative ideas in WiMAX domain.     Abstract: Since the introduction of the first industrial robot Unimate in a General Motors automobile factory in New Jersey in 1961, robots have gained stronger and stronger foothold in the industry. In the meantime, robotics research has been expanding from fix based robots to mobile robots at a stunning pace. There have been significant milestones that are worth noting in recent decades. Examples are the octopus-like Tentacle Arm developed by Marvin Minsky in 1968, the Stanford Cart crossing a chair-filled room without human assistance in 1979, and most recently, humanoid robots developed by Honda. Despite rapid technological developments and extensive research efforts in mobility, perception, navigation and control, mobile robots still fare badly in comparison with human abilities. For example, in physical interactions with subjects and objects in an operational environment, a human being can easily relies on his/her intuitively force-based servoing to accomplish contact tasks, handling and processing materials and interacting with people safely and precisely. The intuitiveness, learning ability and contextual knowledge, which are natural part of human instincts, are hard to come by for robots. The above observations simply highlight the monumental works and challenges ahead when researchers aspire to turn mobile robots to greater benefits to humankinds. This book is by no means to address all the issues associated mobile robots, but reports current states of some challenging research projects in mobile robotics ranging from land, humanoid, underwater, aerial robots, to rehabilitation

    Abstract: In the first half of 2009, Indonesia's economy has established a solid recovery from late last year. Quarterly growth has accelerated since the start of 2009, after stalling in the final quarter of 2008, although the year-on-year growth rate has continued to slow, recording 4.0 per cent in the year to Q2. This trend of a gradual recovery is projected to continue into 2011. Indonesia's recovery coincides with an improved external environment. Q2 gross domestic product (GDP) outcomes across its major export destinations were better than expected and most trading partner's exited recession by mid-year. International prices of many of Indonesia's exports have recovered much of their late 2008 falls. These developments have supported Indonesia's economy, with exports recovering faster than imports. Domestic consumption continued to contribute strongly to growth in the second quarter. In the first quarter, large amounts of spending by campaign teams for the parliamentary election lifted private consumption. Indonesia's financial markets have continued to strengthen through Q2, generally by more than markets elsewhere in the region. The rupiah has continued to appreciate against the weakening USD, although at a slowing rate, and stabilized around 10,000 per USD by early September. The stock market also performed strongly in Q2, rising over 20 per cent from late May to early September. By mid-June, yields on sovereign rupiah bonds had returned to early 2008 levels, while the spread on Indonesian government USD bonds had the global emerging market average. From late June to September, local currency bond yields have remained broadly stable, while spreads on USD bonds have fallen another percentage point. These improved market conditions have allowed the government to continue financing its budget through the bond market, accessing funds for longer terms and at lower yields

    Abstract: Developing East Asia is battling the forces of global recession. The impact of the crisis in the advanced countries was transmitted to the economies of the region with unusual speed. In the region, the initial global financial turbulence was marked by sudden reversals of capital flows in the middle-income economies, rapidly declining equity market prices, a sharp increase in the price of external private capital, a shortage of dollar liquidity, and in some cases, a depreciating currency. Now with aggregate global demand falling precipitously, region-wide declines in exports and industrial production are triggering widespread factory closures, rising unemployment, and lower real wages, with disproportionate effects on the poor and near-poor. Authorities in many countries are implementing social programs and cash transfers to assist those most in need. Where possible, policymakers have responded quickly with expansionary monetary and fiscal policies, including fiscal stimulus packages, although in most cases these measures will only mitigate, not overcome, the contraction forces operating on their economies

    Abstract: This paper provides an overview of the fiscal problems faced by five urban agglomerations in India, namely, Delhi, Hyderabad, Kolkata, Chennai, and Pune. It analyzes the fiscal health of the five urban agglomerations, quantifies their revenue capacities and expenditure needs, and draws policy recommendations on the means to reduce the gaps between revenue raising capacities and expenditure needs. The main findings suggest that, except for five small urban local bodies in Hyderabad, the others are not in a position to cover their expenditure needs by their present revenue collections. All the urban agglomerations have unutilized potential for revenue generation; however, with the exception of Hyderabad, they would fail to cover their expenditure needs even if they realized their revenue potential. Except in Chennai, larger corporations are more constrained than smaller urban local bodies. The paper recommends better utilization of "own revenue" through improved administration of property taxes, implementation of other taxes, and collection of user charges. It recommends that state governments should explore the option of allowing local bodies to piggyback a small proportion on their value-added tax collections. Another way to reduce the fiscal gap would be to earmark a portion of the sales proceeds from land and housing by state governments sold through their development agencies for improvements in urban infrastructure. The paper also recommends that the State Finance Commissions should develop appropriate norms for estimating expenditure needs, based on which transfers from the state to local governments can be decided

Given that the policy options for dealing with demand as opposed to supply-side issues are fairly different, it is important to try to measure the contributions of both types of factors in preventing better coverage of infrastructure services in the population. This paper shows how this can be done empirically using household survey data and provides results on the magnitude of both types of factors in explaining the coverage deficit of piped water and electricity services in urban areas for a large sample of African countries

    Abstract: Regulation allows microfinance institutions to evolve more fully into banks, particularly for institutions aiming to take deposits. But there are potential trade-offs. Complying with regulation and supervision can be costly. The authors examine the implications for the institutions’ profitability and their outreach to small-scale borrowers and women. The tests draw on a new database that combines high-quality financial data on 245 of the world’s largest microfinance institutions with newly-constructed data on their prudential supervision. Ordinary least squares regressions show that supervision is negatively associated with profitability. Controlling for the non-random assignment of supervision via treatment effects and instrumental variables regressions, the analysis finds that supervision is associated with substantially larger average loan sizes and less lending to women than in ordinary least squares regressions, although it is not significantly associated with profitability. The pattern is consistent with the notion that profit-oriented microfinance institutions absorb the cost of supervision by curtailing outreach to market segments that tend to be more costly per dollar lent. By contrast, microfinance institutions that rely on non-commercial sources of funding (for example, donations), and thus are less profit-oriented, do not adjust loan sizes or lend less to women when supervised, but their profitability is significantly reduced

    Abstract: The use of carbon-intense fuels by the power sector contributes significantly to the greenhouse gas emissions of most countries. For this reason, the sector is often key to initial efforts to regulate emissions. But how long does it take before new regulatory incentives result in a switch to less carbon intense fuels? This study examines fuel switching in electricity production following the introduction of the European Union’s Emissions Trading System, a cap-and-trade regulatory framework for greenhouse gas emissions. The empirical analysis examines the demand for carbon permits, carbon based fuels, and carbon-free energy for 12 European countries using monthly data on fuel use, prices, and electricity generation. A short-run restricted cost function is estimated in which carbon permits, high-carbon fuels, and low-carbon fuels are variable inputs, conditional on quasi-fixed carbon-free energy production from nuclear, hydro, and renewable energy capacity. The results indicate that prices for permits and fuels affect the composition of inputs in a statistically significant way. Even so, the analysis suggests that the industry’s fuel-switching capabilities are limited in the short run as is the scope for introducing new technologies. This is because of the dominant role that past irreversible investments play in determining power-generating capacity. Moreover, the results suggest that, because the capacity for fuel substitution is limited, the impact of carbon emission limits on electricity prices can be significant if fuel prices increase together with carbon permit prices. The estimates suggest that for every 10 percent rise in carbon and fuel prices, the marginal cost of electric power generation increases by 8 percent in the short run. The European experience points to the importance of starting early down a low-carbon path and of policies that introduce flexibility in how emission reductions are achieved

    Abstract: Using detailed data on trade and tariffs from 1992-2007, the authors examine how the ASEAN Free Trade Agreement has affected trade with nonmembers and external tariffs facing nonmembers. First, the paper examines the effect of preferential and external tariff reduction on import growth from ASEAN insiders and outsiders across HS 6-digit industries. The analysis finds no evidence that preferential liberalization has led to lower import growth from nonmembers. Second, it examines the relationship between preferential tariff reduction and MFN tariff reduction. The analysis finds that preferential liberalization tends to precede external tariff liberalization. To examine whether this tariff complementarity is a result of simultaneous decision making, the authors use the scheduled future preferential tariff reductions (agreed to in 1992) as instruments for actual preferential tariff changes after the Asia crisis. The results remain unchanged, suggesting that there is a causal relationship between preferential and MFN tariff reduction. The findings also indicate that external liberalization was relatively sharper in the products where preferences are likely to be most damaging, proving further support for a causal effect. Overall, the results imply that the ASEAN agreement has been a force for broader liberalization

    Abstract: In many countries, place specific investments in infrastructure are viewed as integral components of territorial development policies. But are these policies fighting market forces of concentration? Or are they adding net value to the national economy by tapping underexploited resources? This paper contributes to the debate on the spatial allocation of infrastructure investments by examining where these investments will generate the highest economic returns "spatial efficiency", and identifying whether there re tradeoffs when infrastructure coverage is made more equitable across regions "spatial equity". The empirical analysis focuses on Uganda and is based on estimating models of firm location choice, drawing on insights from the new economic geography literature. The main findings show that establishments in the manufacturing industry gain from being in areas that offer a diverse mix of economic activities. In addition, availability of power supply, transport links connecting districts to markets, and the supply of skilled workers attract manufacturing activities. Combining all these factors gives a distinct advantage to existing agglomerations along leading areas around Kampala and Jinja. Infrastructure investments in these areas are likely to produce the highest returns compared with investments elsewhere. Public infrastructure investments in other locations are likely to attract fewer private investors, and will pose a spatial efficiencyequity tradeoff. To better integrate lagging regions with the national economy, lessons from the WDR2009 "Reshaping Economic Geography" calling for investments in health and education in lagging areas are likely to be more beneficial

    Abstract: We are not seeing faster progress against poverty amongst the poorest developing countries. Yet this is implied by widely accepted "stylized facts" about the development process. The paper tries to explain what is missing from those stylized facts. Consistently with models of economic growth incorporating borrowing constraints, the analysis of a new data set for 100 developing countries reveals an adverse effect on consumption growth of high initial poverty incidence at a given initial mean. A high incidence of poverty also entails a lower subsequent rate of progress against poverty at any given growth rate (and poor countries tend to experience less steep increases in poverty during recessions). Thus, for many poor countries, the growth advantage of starting out with a low mean ("conditional convergence") is lost due to their high poverty rates. The size of the middle class - measured by developing-country, not Western, standards - appears to be an important channel linking current poverty to subsequent growth and poverty reduction. However, high current inequality is only a handicap if it entails a high incidence of poverty relative to mean consumption

    Abstract: This paper examines the effects of providing financial services to low-income individuals on entrepreneurial activity, employment, and income. The analysis exploits cross-time and cross-municipality variation in the opening of Banco Azteca in Mexico to measure these effects with a difference-in-difference strategy. Banco Azteca opened more than 800 branches simultaneously in 2002, focusing on low-income clients. The results show that the opening of Banco Azteca led to an increase in the number of informal business owners by 7.6 percent. Total employment also increased, by 1.4 percent, and average income went up by about 7 percent

    Abstract: Migration flows are shaped by a complex combination of self-selection and out-selection mechanisms. In this paper, the authors analyze how existing diasporas (the stock of people born in a country and living in another one) affect the size and human-capital structure of current migration flows. The analysis exploits a bilateral data set on international migration by educational attainment from 195 countries to 30 developed countries in 1990 and 2000. Based on simple micro-foundations and controlling for various determinants of migration, the analysis finds that diasporas increase migration flows, lower the average educational level and lead to higher concentration of low-skill migrants. Interestingly, diasporas explain the majority of the variability of migration flows and selection. This suggests that, without changing the generosity of family reunion programs, education-based selection rules are likely to have a moderate impact. The results are highly robust to the econometric techniques, accounting for the large proportion of zeros and endogeneity problems

    Abstract: The authors designed and tested a voluntary commitment product to help smokers quit smoking. The product (CARES) offered smokers a savings account in which they deposit funds for six months, after which they take a urine test for nicotine and cotinine. If they pass, their money is returned; otherwise, their money is forfeited to charity. Eleven percent of smokers offered CARES tookup, and smokers randomly offered CARES were 3 percentage points more likely to pass the 6-month test than the control group. More importantly, this effect persisted in surprise tests at 12 months, indicating that CARES produced lasting smoking cessation

    Abstract: Although there is broad agreement that the way that health care providers are paid affects their performance, the empirical literature on the impacts of provider payment reforms is surprisingly thin. During the 1990s and early 2000s, many European and Central Asian countries shifted from paying hospitals through historical budgets to fee-for-service or patient-based-payment methods (mostly variants of diagnosis-related groups). Using panel data on 28 countries over the period 1990-2004, the authors of this study exploit the phased shift from historical budgets to explore aggregate impacts on hospital throughput, national health spending, and mortality from causes amenable to medical care. They use a regression version of difference-in-differences and two variants that relax the difference-in-differences parallel trends assumption. The results show that fee-for-service and patient-based-payment methods both increased national health spending, including private (out-of-pocket) spending. However, they had different effects on inpatient admissions (fee-for-service increased them; patient-based-payment had no effect), and average length of stay (fee-for-service had no effect; patient-based-payment reduced it). Of the two methods, only patient-based-payment appears to have had any beneficial effect on "amenable mortality," but there were significant impacts for only a couple of causes of death, and not in all model specifications

    Abstract: A large literature studies the effects of trade policy changes on developing-country exports on household incomes, and recent contributions have increasingly addressed the effects of administered protection, such as anti-dumping duties. In 2003 the United States imposed anti-dumping tariffs on imports of catfish from Vietnam ranging from 37 to 64 percent. As a result, Vietnamese exports of catfish to the U.S. market declined sharply, thus providing a unique opportunity to study the effects of U.S. trade policy changes on Vietnamese families. Using data on Vietnamese households, the authors study the responses of catfish producers in the Mekong delta of Vietnam between 2002 and 2004. The evidence suggests that the rate of growth of income of households that depended on catfish sales was significantly affected. In addition, the anti-dumping duties triggered significant exit from catfish farming. Households adjusted by moving out of catfish aquaculture and into wage labor markets and agriculture, but not into other aquaculture activities. Finally, the evidence also suggests that households found it difficult to change their catfish production levels, and that performance in aquaculture affects other household economic activities

    Abstract: The 2007 subprime crisis in the United States has triggered a succession of financial crises around the globe, reigniting interest in the contagion phenomenon. Not all crises, however, are contagious. This paper models a new channel of contagion where the degree of anticipation of crises, through its impact on investor uncertainty, determines the occurrence of contagion. Incidences of surprise crises lead investors to doubt the accuracy of their information-gathering technology, which endogenously increases the probability of crises elsewhere. Anticipated crises, instead, have the opposite effect. Importantly, this channel is empirically shown to have an independent effect beyond other contagion channels

    Abstract: Conditional cash transfers have been adopted by a large number of countries in the past decade. Although the impacts of these programs have been studied extensively, understanding of the economic mechanisms through which cash and conditions affect household decisions remains incomplete. This paper uses evidence from a program in Cambodia, where eligibility varied substantially among siblings in the same household, to illustrate these effects. A model of schooling decisions highlights three different effects of a child-specific conditional cash transfer: an income effect, a substitution effect, and a displacement effect. The model predicts that such a conditional cash transfer will increase enrollment for eligible children - due to all three effects - but have an ambiguous effect on ineligible siblings. The ambiguity arises from the interaction of a positive income effect with a negative displacement effect. These predictions are shown to be consistent with evidence from Cambodia, where the child-specific program makes modest transfers, conditional on school enrollment for children of middle-school age. Scholarship recipients were more than 20 percentage points more likely to be enrolled in school and 10 percentage points less likely to work for pay. However, the school enrollment and work of ineligible siblings was largely unaffected by the program

Some modifications may be considered in the short term to strengthen the effectiveness and transparency of the mechanism without modifying the Marrakesh Accords. In the medium term substantially increased mitigation efforts in developing countries may require a combination of three possible financial mechanisms: the current activity-based CDM albeit improved, a second market mechanism that would seek to improve the long term emission trends of developing countries by promoting broad based emission reduction programs primarily in the private sector, and a third financial mechanism outside of the market which would be an incentive for the adoption of policy changes leading to a low carbon path, but where emission reductions would not be used as international offsets

    Abstract: Recent theoretical literature has suggested a variety of mechanisms through which poverty may deter growth and become self-perpetuating. A few papers have searched for empirical regularities consistent with those mechanisms - such as aggregate non-convexities and convergence clubs. However, a seemingly basic implication of the theoretical models, namely that countries suffering from higher levels of poverty should grow less rapidly, has remained untested. This paper attempts to fill that gap and provide a direct empirical assessment of the impact of poverty on growth. The paper’s strategy involves including poverty indicators among the explanatory variables in an otherwise standard empirical growth equation. Using a large panel dataset, the authors find that poverty has a negative impact on growth that is significant both statistically and economically. This result is robust to a variety of specification changes, including (i) different poverty lines; (ii) different poverty measures; (iii) different sets of control variables; (iv) different estimation methods; (v) adding inequality as a control variable; and (vi) allowing for nonlinear effects of inequality on growth. The paper also finds evidence that the adverse effect of poverty on growth works through investment: high poverty deters investment, which in turn lowers growth. Further, the data suggest that this mechanism only operates at low levels of financial development, consistent with the predictions of theoretical models that underscore financial market imperfections as a key ingredient of poverty traps

    Abstract: This paper analyzes the impact of banking crises on manufacturing exports exploiting the fact that sectors differ in their needs for external financing. Relying on data from 23 banking crises episodes involving both developed and developing countries during the period 1980-2000 the authors separate the impact of banking crises on export growth from that of other exogenous shocks (i.e. demand shocks). Their findings show that during a crisis the export of sectors more dependent on external finance grow significantly less than other sectors. However, this result holds only for sectors depending more heavily on banking finance as opposed to inter-firm finance. Furthermore, sectors characterized by higher degree of assets tangibility appear to be more resilient in the face of a banking crisis. The effect of the banking crises on exports is robust and additional to external demand shocks. The effect of the latter is independent and additional to that of a banking shock, and is particularly significant for sectors producing durable goods

    Abstract: The human consequences of the current global financial crisis for the developing world are presumed to be severe yet few studies have quantified such impact. The authors estimate the additional number of infant deaths in sub-Saharan Africa likely due to the crisis and discuss possible mitigation strategies. They pool birth-level data as reported in female adult retrospective birth histories from all Demographic and Health Surveys collected in sub-Saharan Africa nations. This results in a data set of 639,000 births to 264,000 women in 30 countries. The authors use regression models with flexible controls for temporal trends to assess an infant’s likelihood of death as a function of fluctuations in national income. They then apply this estimated likelihood to expected growth shortfalls as a result of the crisis. At current growth projections, their estimates suggest there will be 30,000 - 50,000 excess infant deaths in sub-Saharan Africa. Most of these additional deaths are likely to be poorer children (born to women in rural areas and lower education levels) and are overwhelmingly female. If the crisis continues to worsen the number of deaths may grow much larger, especially those to girls. Policies that protect the income of poor households and that maintain critical health services during times of economic contraction should be considered. Interventions targeted at female infants and young girls may be particularly beneficial

    Abstract: This paper estimates interfuel substitution elasticities in selected developing and industrialized economies at the national and sector levels. In doing so, it employs state-of-the-art techniques in microeconometrics, particularly the locally flexible normalized quadratic functional forms, and provides evidence consistent with neoclassical microeconomic theory. The results indicate that the interfuel substitution elasticities are consistently below unity, revealing the limited ability to substitute between major energy commodities (i.e., coal, oil, gas, and electricity). While the study finds some evidences of larger interfuel substitution potential in high-income economies as compared to that in the middle- and low-income economies in the industrial and transportation sectors, no such evidence is observed in the residential and electricity generation sectors or at the national level. The implication is that interfuel substitution depends on the structure of the economy, not the level of economic development. Moreover, a higher change in relative prices is needed to induce switching toward a lower carbon economy

    Abstract: This paper solves and estimates a stochastic model of optimal inter-temporal behavior to assess how changes in the design of the unemployment benefits and pension systems in Brazil could affect savings rates, the share of time that individuals spend outside of the formal sector, and retirement decisions. Dynamics depend on five main parameters: preferences regarding consumption and leisure, preferences regarding formal Vs. informal work, attitudes towards risks, the rate of time preference, and the distribution of an exogenous shock that affects movements in and out of the social security system (given individual decisions). The yearly household survey is used to create a pseudo panel by age-cohorts and estimate the joint distribution of model parameters based on a generalized version of the Gibbs sampler. The model does a good job in replicating the distribution of the members of a given cohort across states (in or out of the social security / active or retired). Because the parameters are related to individual preferences or exogenous shocks, the joint distribution is unlikely to change when the social insurance system changes. Thus, the model is used to explore how alternative policy interventions could affect behaviors and through this channel benefit levels and fiscal costs. The results from various simulations provide three main insights: (i) the Brazilian SI system today might generate distortions (lower savings rates and less formal employment) that increase the costs of the system and might generate regressive redistribution; (ii) there are important interactions between the unemployment benefits and pension systems, which calls for joint policy analysis when considering reforms; and (iii) current distortions could be reduced by creating an actuarial link between contributions and benefits and then combining matching contributions and anti-poverty targeted transfers to cover individuals with limited or no savings capacity

    Abstract: Satisfaction surveys offer a potentially convenient and cost-effective means for measuring the quality of services. However, concerns about subjectivity and selection bias impede greater use of satisfaction data. This paper analyzes satisfaction data about health and educational services from the 2006 second round of the Governance and Decentralization Survey in Indonesia to assess whether satisfaction data can serve as reliable indicators of quality, despite dubiously high levels of reported satisfaction. The authors use an expectation disconfirmation model that posits that a user’s satisfaction with a facility improves with the (positive) difference between the actual quality of the facility and the household’s expected standard for quality, which is influenced by its socioeconomic characteristics. The findings show that, after taking into account the expectations of households, reported satisfaction does vary significantly with objective indicators of quality. The analysis also checks for possible selection bias affecting the results by using a two-stage selection model. The model yields policy-relevant insights into the aspects of service delivery that most affect satisfaction, highlights differences across rich and poor districts, and shows that once the role of expectations has been factored in, the variation in user satisfaction can be highly informative for policymakers and researchers alike

    Abstract: HIV/AIDS is drastically changing the demographic landscape in high-prevalence countries in Africa. The prime-age adult population bears the majority of the mortality burden. These “missing” prime-age adults have implications for the socioeconomic well-being of surviving family members. This study uses a 13-year panel from Tanzania to examine the impacts of prime-age mortality on the time use and health outcomes of older adults, with a focus on long-run impacts and gender dimensions. Prime-age deaths are weakly associated with increases in working hours of older women when the deceased adult was co-resident in the household. The association is strongest when the deceased adult was living with the elderly individual at the time of death and for deaths in the distant past, suggesting that shorter-run studies may not capture the full extent of the consequences of adult mortality for survivors. Holding more assets seems to buffer older adults from having to work more after these shocks. Most health indicators are not worse for older adults when a prime-age household member died, although more distant adult deaths are associated with an increased probability of acute illness for the surviving elderly. For deaths of children who were not residing with their parents at baseline, the findings show no impact on hours worked or health outcomes

    Abstract: Over the past few decades, the foreign liabilities of the majority of countries in Sub-Saharan Africa have grown dramatically, propelling most nations into the status of Highly Indebted Poor Countries, when these liabilities reached unsustainable levels in the 1990s. At the same time, increases in capital flight from the region followed a parallel trend, leading scholars to draw on "revolving door" models to explain the apparent positive covariation of external debt and capital flight in the region. This paper investigates the causality between external debt and capital flight in a cross-section of Sub-Saharan African countries using co-integration and error-correction models. Although dual causality, which is consistent with the revolving door hypothesis, cannot be rejected for the majority of countries, empirical evidence highlights the lead of external debt over capital flight. The significance of error-correction terms points to a long-run co-integrating relationship between external debt and capital flight in a large number of countries

    Abstract: TRIST is a simple, easy to use tool to assess the adjustment implications of trade reform. It improves on existing tools. First, it is an improvement in terms of accuracy because projections are based on revenues actually collected at the tariff line level rather than simply applying statutory rates. Second, it is transparent and open; runs in Excel, with formulas and calculation steps visible to the user; and is open-source and users are free to change, extend, or improve according to their needs. Third, TRIST has greater policy relevance because it projects the impact of tariff reform on total fiscal revenue (including VAT and excise) and results are broken down to the product level so that sensitive products or sectors can be identified. And fourth, the tool is flexible and can incorporate tariff liberalization scenarios involving any group of trading partners and any schedules of products. This paper describes the TRIST tool and provides a range of examples that demonstrate the insights that the tool can provide to policy makers on the adjustment impacts of reducing tariffs

    Abstract: This paper discusses options to facilitate movement of workers between high-income and developing countries within the framework of trade agreements, focusing on the European Union’s partnership agreements with neighboring countries. Existing frameworks for cooperation offer the possibility of expanding temporary rather than longer-term or permanent movement of workers since extant trade agreements provide scope for negotiating specific market access commitments for services, including those delivered through the cross-border movement of natural persons. Even though the potential for such "embodied" trade in services will not be anywhere near what would be associated with substantial liberalization of migration regimes, furthering the services trade dimension in the European Union’s trade agreements offers significant potential Pareto gains. For the partner countries these gains from temporary movement of service providers are both direct - through greater employment in/revenue from providing services in the European Union - and indirect - by helping to increase and sustain higher growth at home

    Abstract: As the economic crisis deepens and widens, fears of a return to the protectionist spiral of the 1930s become more common. However, an important difference between the 1930s and today is the existence of the World Trade Organization and the legal limits it imposes on the protectionist responses members can pursue. The objective of this paper is threefold. First, to assess the extent to which applied tariff can legally be raised without violating tariff-bound obligations, and compare it with what is economically possible. Second, to examine what has been the protectionist response of individual countries when facing an economic crisis since the creation of the WTO. Finally, to predict how far the protectionist responses will go during the current crisis. Results suggest that the policy space left when looking at what is economically possible is indeed quite large. However, in the recent past very little of the available policy space has been used by countries suffering from an economic crisis. Our predictions for the current crisis are modest tariff hikes in the order of 8 percent
