    Abstract: Good health and quality education are essential for economic growth and poverty reduction. Unfortunately, the quality of the education and health services provided in low-income countries is often low. Improving access and quality of education and health are key policy goals for Uganda. This paper builds on the Service Delivery Indicator study by further exploring issues related to the quality of service delivery in Uganda. The paper analyzes the quality of service from a poverty perspective, to contribute to the ongoing policy debate on the quality of service delivery in Uganda, especially in the education and health sectors. Combining data from the Service Delivery Indicator and the Uganda National Household Survey surveys, the paper shows a strong correlation between welfare and quality of service. The quality of service is lowest for those living in poor areas. This has implications for pupils' learning outcomes. Pupils in poor areas perform poorly on a standardized test covering English, numeracy, and nonverbal reasoning. Increased access to education was not accompanied by improvement in learning outcomes. Results from econometric analysis suggest that improvements in school facilities, improvements in the quality of teaching, and the knowledge base of teachers could bring substantial gains in student performance, particularly in poor communities. Despite the low quality they face, if the poor are more satisfied with the service, this has implications for demand for social accountability, as the poor often are not exposed to or ignore the standard of service to which they should refer

    Abstract: This World Bank Study provides a basic diagnostic of residential piped water coverage and affordability in Uganda and its relationship with poverty using a series of nationally representative household surveys for the period 2002-13. The study fi rst analyzes trends in piped water coverage using both administrative and survey data. Demand-side and supply-side factors reducing the take-up of piped water service by households in areas where the service is available are estimated. The study also documents the extent to which piped water coverage enables households to shift time use away from domestic tasks toward market work, and the benefi cial effect that this may have on poverty. The targeting performance to the poor of water subsidies is estimated and results obtained for Uganda are compared with estimates for other countries. Finally, the study analyzes issues related to affordability-including the impact of the tariff increase of 2012 on household consumption, poverty, and piped water affordability-as well as the cost for households to connect to the piped water network

    Abstract: This World Bank Study provides a basic diagnostic of access to safe water and sanitation in Uganda and their relationship with poverty. The analysis relies on a series of nationally representative household surveys for the period 2002-13, as well as on qualitative data collection. The study first relies on household surveys to analyze trends in access to safe water and some of the constraints faced by households for access. The issue of the cost of water for households without a connection to the piped water network is discussed. This includes a discussion of public stand pipes. Next, qualitative data are presented on the obstacles faced by households in accessing safe water. The next two chapters are devoted to sanitation. The focus is again first on analyzing household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to improve access to safe water and sanitation for the poor as well as options going forward

    Abstract: "Concerns have been raised about the impact of rising food prices worldwide on the poor. To assess the (short term) impact of rising food prices in any particular country it is necessary to look at both the impact on food producers (who benefit from an increase in prices) and food consumers (who loose out when the price increases), with a focus on poor producers and consumers. In Ghana, the impact of a change in the price of rice is not ambiguous because a large share of the rice consumed is imported, so that the negative impact for consumers is much larger than the positive impact for producers. For maize by contrast, the impact is ambiguous since much of the consumption is locally produced. Using a recent and comprehensive household survey, this paper provides an assessment of the potential impact of higher food prices on the poor in Ghana using both simple statistical analysis and non-parametric methods. The paper finds that rising food prices for rice, maize, and other cereals would together lead to an increase in poverty, but that by contrast to a number of other countries, this increase, while not negligible, may not be as large as feared.     Abstract: "When assessing the impact of changes in food prices on poverty, it is important to consider food producers (who may benefit from an increase in prices) as well as consumers (who loose out when the price increases), with a focus on poor consumers and producers. In the case of rice in Liberia however, the impact of a change in price is not ambiguous because a large share of the rice consumed is imported, while the rice locally produced is used mostly for auto-consumption. An increase in the price of rice will result in higher poverty in the country as a whole (even if some local producers will gain from this increase), while a reduction in price will reduce poverty. Furthermore, because rice represents a large share of food consumption, any change in its price is likely to have a large impact on poverty. Using data from the 2007 CWIQ survey, the paper finds that an increase or decrease of 20 percent in the price of rice could lead to an increase or decrease of three to four percentage points in the share of the population in poverty.     Abstract: The proportion of Ugandan households living in poverty reduced by more than half between 1993 and 2013. Using household survey data, this paper analyzes nonmonetary dimensions of poverty in Uganda for levels and trends, to explore whether the observed reduction in monetary-based poverty are reflected in the nonmonetary indicators of poverty. The results show that Uganda's progress in reducing poverty is strongly reflected in several nonmonetary indicators of poverty. The analysis finds that the trends in many nonmonetary indicators are consistent with the trend of monetary-based measure of poverty. The paper also examines whether progress has been as fast as would be expected, given Uganda's impressive performance in reducing poverty. Overall, the evidence indicates that progress on nonmonetary poverty was consistent with expectations, and faster than what would be expected, for some indicators, based on other countries' experiences. This finding is similar to Uganda's progress on reducing monetary poverty, which is also at the expected level based on experience in other countries

    Abstract: Child workers constitute a significant share of the Myanmar labor force, which has translated into an unprotected child labor market. Given the prevalence of issues surrounding school enrollment and dropout rates, this paper investigates the relationship between child work and education. Using data from the 2015 Labor Force survey, it studies what factors explain child work and how this can in turn affect schooling outcomes. The study differentiates between children's household chores and wage work. To understand if these two types of activities affect schooling differently, the paper explores if and how work intensity (number of hours worked) plays a role. The findings show that child work has a negative correlation with school enrollment and attendance, to differing degrees depending on the type of work and work intensity, regardless of gender. Overall, wage work is negatively correlated with enrollment and attendance disproportionately more than household chores. Work intensity seems to play a smaller role, but it still matters when looking at girls' participation in household chores. Working long hours does not seem to have a link with the likelihood of being enrolled and attending school, although it could affect learning outcomes as it reduces the amount of time dedicated to homework and study. However, the data source being some years old, the analysis may not fully reflect the most recent economic and social developments and conditions in Myanmar

    Abstract: Empirical studies send mixed messages as to the magnitude of social stigma associated with the take-up of social transfers and the impact of stigma on take-up. These mixed signals may be related to the fact that stigma and program participation are likely to be jointly determined. If there is a high (low) degree of participation in a program, stigma is likely to be lower (higher) due at least in part to that high (low) degree of participation. This is because the more eligible persons participate, the less one can single out specific individuals for stigma because they use the program. This note suggests this theoretically with a simple model showing that we may have in an idealized setting two equilibria: one with stigma and zero participation in a social program, and one with perfect participation and no stigma
