    Abstract: Aristotle's neat compartmentalization notwithstanding (Poetics, ch. 9), historians and playwrights have both been laying claim to representations of the past - arguably since Antiquity, but certainly since the Renaissance. At a time when narratology challenges historiographers to differentiate their "emplotments" (White) from literary inventions, this thirteen-essay collection takes a fresh look at the production of historico-political knowledge in literature and the intricacies of reality and fiction. Written by experts who teach in Germany, Austria, Russia, and the United States, the articles provide a thorough interpretation of early modern drama (with a view to classical times and the 19th century) as an ideological platform that is as open to royal self-fashioning and soteriology as it is to travestying and subverting the means and ends of historical interpretation. The comparative analysis of metapoetic and historiosophic aspects also sheds light on drama as a transnational phenomenon, demonstrating the importance of the cultural net that links the multifaceted textual examples from France, Russia, England, Italy, and the Netherlands

    Abstract: "The Prison of Democracy uses a prison designed as a replica of the US capitol building as a prism for understanding the relationship between prisons and democracy. As an historical and archival study of the federal prison system, this book examines the history of the racial carceral state and suggests that mass incarceration is more than a moment in time--it is a theory of the state that assigns civil death to the body. In a state that has always been carceral, the logic of mass incarceration has emerged over time as part of the foundation of "democratic" governance. Because of the idea that the carceral state was weak in the years before the development of the Bureau of Prisons in 1929, this book examines the early history of the federal prison system. It begins in the gothic institutions of the states, where federal prisoners were housed for nearly a century and where civil death was signified in the text of the building. It also locates the idea of Leavenworth at the intersections of Indian Territory and Bleeding Kansas, two regional formations rooted in settler colonialism and slavery that were part of the federal carceral apparatus that preceded Leavenworth. The book also finds the idea of Leavenworth in the racialization of the penitentiary in the border states, and in the mass incarceration of political prisoners in the twentieth century.     Abstract: "Louder and Faster is a cultural study of the phenomenon of Asian American taiko, the thundering, athletic drumming tradition that originated in Japan. Immersed in the taiko scene for twenty years, Deborah Wong has witnessed cultural and demographic changes and the exponential growth and expansion of taiko particularly in Southern California.     Abstract: Globalization has not only changed our society, it has also had a profound effect on education. Many schools deal with student populations that due to migration have become increasingly multilingual. Politically, few would argue against the importance of multilingualism; rather, it is promoted to the fullest. However, in practical terms the challenges associated with teaching and educational policies have increased manifold as a result of the linguistic diversity among student bodies. Reading is certainly regarded as a key learning skill, however, the question arises as to how the students' life-world multilingualism is taken into consideration. Furthermore, being considered part of teachers' professional competence, teachers' mental processes and perceptions (beliefs) have been the focus in several different academic fields. Previous research suggests that there are significant links between teachers' beliefs and practices. This thesis explores the aforementioned aspects in greater detail, with the overall aim to gain a deeper understanding of teachers' beliefs and strategies when teaching reading in multilingual settings. Using a cross-disciplinary, qualitative research approach, the empirical inquiry is based on case studies within different, linguistically diverse settings. The case studies include classroom observations as well as teacher interviews in German, Swedish and Chilean grade 4 classrooms

    Abstract: Ezra Pound, T. S. Eliot, and Wyndham Lewis have all, to varying degrees, been the subject of studies that explore their ideology. All too often, however, these studies have not tackled the issue adequately, limiting their analytical approach to fascism or other phenomena such as anti-Semitism. Frequently, they have also sought to exculpate these writers or to normalise their political tendencies in an effort to circumnavigate the dilemma of how to address the paradox of right-wing artists who are both harbingers and opponents of the imagined trajectory of progressive modernity. This interdisciplinary study analyses the connections between literary Modernism and right-wing ideology. Moreover, it is the first academic study to explore the reception of these Modernist authors by today's far right, seeking to understand in what ways they use strategic readings of Modernist texts to legitimise right-wing ideology. By raising fundamental questions about the relationship between aesthetics and politics, this study ultimately challenges its readers to see their cultural practices as political. It wants to make visible and problematize the interdependencies of right-wing ideology and cultural production as well as reception in order to explain the (far) Right as a phenomenon deeply rooted in European history and cultural development.     Abstract: Is football still a man´s sport? For decades, Europe´s most popular sport was considered a male domain without question. This changed recently with an increasing number of women claiming their rights and spaces, and criticizing misogyny. This ethnographic study accompanies the local and international activists of a women´s rights and women´s football NGO, and explores the possibilities, challenges and constraints that arise out of the friction between football and feminism.

    Abstract: Johanna Tudeau offers with this book a sketch of the practice and ideology of building in Assyria based on textual evidence. The study focuses on the Assyrian royal inscriptions and state archives, two of the most comprehensive textual corpora available on the topic. The temporal and spatial framework is necessarily broad, from the rise to the fall of Assyria, from one end of the empire to the other. This stands in contrast with a targeted terminological approach: architectural keywords structure the chapters and these follow the stages of the building process.     Abstract: As a history teacher it is important to acquire a meaningful understanding of what constitutes history, how historical knowledge is developed, and how historical learning and teaching of young people can succeed. Since these assumptions influence history teaching, it is necessary for teachers to reconsider their epistemological concepts and approaches while training to become a history teacher. The present study analyses the effects of teacher training on Swiss-German prospective history teachers’ epistemological beliefs, as well as on their assumptions about learning and teaching by applying quantitative methods of survey analysis. The results underline the importance of courses in history and history didactics for the formation of students’ concepts. The analysis does, however, also reveals that teacher training in German-speaking Switzerland may also lead to beliefs that are not necessarily defined as goals of higher education in history. Based on survey answers, a qualitative in-depth study with experienced teachers underlines the importance of beliefs for the design of history classes. Furthermore, the use of their assumptions for teaching is also influenced by the pedagogical content knowledge and other concepts (e.g. about learners) of the teachers. On the one hand, the results illustrate the effectiveness of future history teachers’ training courses, but on the other hand, they also underpin the need to discuss the design of higher education training for history teachers

    Abstract: Just what is a right? Jakob Weissinger approaches this central problem of jurisprudence by critically examining the purpose of such normative concepts and carefully analysing the fundamental elements of normative practice like actions, decisions, the logic of norms and values as well as the plurality of normative practice. Interlinking the insights won, he outlines a stand-alone theory of rights which emphasises the empowering dimension of rights in the process of justifying (legal) rules. Not only does he question well-established theories, such as Hohfeld's famous analysis of legal conceptions, but aspires to set future debates in legal theory, especially those surrounding rights such as the long-standing dispute between interest and choice theories of rights, on new and more solid meta-theoretical ground.

    Abstract: This book deals with the question how communities across Europe during the later 3rd millennium BC adopt and transform the Bell Beaker phenomenon differently. By looking at these processes of change from the perspective of settlements and settlement material culture, an interpretation is given to the development of this phenomenon that is alternative to the currently prevailing migration models. Instead, the author uses social theories on the spread of innovations, the development and functioning of communication networks and the social technologies involved in the production of material culture in his arguments. For the first time, settlements from various regions of Europe are studied at the same level and compared using modern research methods such as aoristic frequency distributions, the Bayesian modelling of radiocarbon dates and network analyses. Temporal and spatial variability in the regional processes that lead to the adoption (and rejection!) of Bell Beaker innovations are described in detail. The regional variability in communication between settlements, and the exchange of ideas and objects and mobility of people are combined with sociological network theories on the spread and adoption of novel ideas. Regional differences in the production of pottery are reviewed by both quantitative and qualitative methods. Finally, a Bell Beaker network is described in which various processes of innovation adoption and subsequent re-invention, developing communication networks and different forms of mobility take part

    Abstract: This volume is a product of the 13th International Conference on Archaeological Prospection 2019, which was hosted by the Department of Environmental Science in the Faculty of Science at the Institute of Technology Sligo. The conference is held every two years under the banner of the International Society for Archaeological Prospection and this was the first time that the conference was held in Ireland. New Global Perspectives on Archaeological Prospection draws together over 90 papers addressing archaeological prospection techniques, methodologies and case studies from 33 countries across Africa, Asia, Australasia, Europe and North America, reflecting current and global trends in archaeological prospection. At this particular ICAP meeting, specific consideration was given to the development and use of archaeological prospection in Ireland, archaeological feedback for the prospector, applications of prospection technology in the urban environment and the use of legacy data. Papers include novel research areas such as magnetometry near the equator, drone-mounted radar, microgravity assessment of tombs, marine electrical resistivity tomography, convolutional neural networks, data processing, automated interpretive workflows and modelling as well as recent improvements in remote sensing, multispectral imaging and visualisation

    Abstract: Die europäische AVMD-Richtlinie, die auch die deutsche Medienregulierung determiniert, befindet sich seit 2016 in einem Reformprozess. Insbesondere der materielle Anwendungsbereich der Richtlinie wird dem Anspruch einer rechtssicheren Unterscheidung zwischen regulierungsbedürftigen und nicht-regulierungsbedürftigen Diensten nicht gerecht.     Abstract: "The political landscape in Europe is currently going through a phase of rapid change. New actors and movements that claim to represent 'the will of the people' are attracting considerable public attention, with dramatic consequences for election outcomes. This volume explores the new political order with a particular focus on discursive constructions of 'the people' and the category of populism across the spectrum. It shows how a unitary representation of 'the people' is a central element in a vast range of very diverse political discourses today, acting to anchor identities and project antagonisms in a multitude of settings.     Abstract: Die verfassungsgebende Gewalt wollte aus der Menschenwürde konkrete rechtliche Folgerungen ziehen und einen Menschenwürdegehalt aller Grundrechte als abwägungsfest, aber zugleich in Grenzen entwicklungsfähig der Verfassungsänderung entziehen (Art. 1 Abs. 1 i.V. mit Art. 79 Abs. 3 GG). Die Menschenwürde als Verfassungsbegriff ernst zu nehmen heißt deshalb, ihren Sinn gleichsam induktiv, von den nachfolgenden Grundrechten her, zu erschließen. Das schließt einen egalitären Mindeststandard gleicher Freiheit ein: Jedes Freiheitsgrundrecht kann in seinem Menschenwürdekern verletzt sein, wenn es auf schwerwiegend diskriminierende Weise beschränkt wird. Die Verfassung knüpft damit an die Ideen von 1776 und 1789 an und erneuert das unerfüllte Versprechen der Freiheit und Gleichheit aller Menschen in ihren unveräußerlichen Rechten.Mathias Hong widmet sich methodischen und verfassungstheoretischen Grundfragen des Menschenwürdegehalts (1. Kap.). Er analysiert eingehend die Entstehungsgeschichte von Art. 1 und Art. 79 Abs. 3 GG (2. Kap.) und die Rechtsprechung des Bundesverfassungsgerichts zur Menschenwürde (3. Kap.). Auf dieser Grundlage entwickelt er Grundzüge einer verfassungsrechtlichen Dogmatik der Menschenwürdegehalte (4. Kap.). Während die Frage nach dem behördlichen 'Ermessen' klassischerweise auf ein Problem der horizontalen Gewaltenteilung im Verfassungsstaat verweist, konzipiert Mattias Wendel das Verwaltungsermessen als ebenenübergreifende Verbundstruktur. Im modernen Mehrebenensystem werden Begründung, Ausübung, Begrenzung und Kontrolle diskretionären Verwaltungshandelns erst im Zusammenspiel von Rechtsschichten und Hoheitsträgern verschiedener Ebenen bestimmbar. Diese föderative Dimension leuchtet Mattias Wendel anhand des Migrations- und Regulierungsrechts aus. In beiden Referenzgebieten stellt sich die Frage nach Funktion und Legitimation behördlicher Letztentscheidungskompetenzen im Mehrebenensystem mit einer besonderen Dringlichkeit. Dies gilt für die Diskussion um die Eigenständigkeit der Verwaltung im Asyl- und Aufenthaltsrecht ebenso wie für die Debatte um das Regulierungsermessen im Telekommunikationssektor.

    Abstract: Von Staaten können Gefahren ausgehen und Völkerrechtsbrüche begangen werden, auf die andere Staaten zum Schutz ihrer selbst und ihrer Bewohner reagieren müssen. Zugleich sind die Staaten durch die Globalisierung wirtschaftlich auf das Engste vernetzt und vom grenzüberschreitenden Handel abhängig geworden. Damit sind Wirtschaftssanktionen das Mittel der Wahl, um Gefahren zu begegnen und das Völkerrecht durchzusetzen. Staatenbezogene Sanktionen treffen zuerst die Bevölkerung des Zielstaates. Das traditionelle formale Verständnis der Staatensouveränität konnte keine effektiven rechtlichen Rahmenbedingungen hervorbringen. Neuere völkerrechtliche Entwicklungen stellen das Individuum generell in den Vordergrund, materialisieren die Souveränität vor dem Hintergrund der responsibility to protect mit menschenrechtlichen Schutzpflichten und betonen die Frage der Verhältnismäßigkeit. Matthias Valta behandelt das Welthandelsrecht, das Interventionsverbot, das Recht der Gegenmaßnahmen und die Grund- und Menschenrechte, differenziert zwischen Völkerrecht, Europarecht und deutschem Recht und betrachtet exemplarisch vier Fallstudien aus dem Irak, Iran, Kuba und Russland.
    Abstract: In times of worldwide economic interdependence, economic sanctions are the instrument of choice to counter violations of international law by states, even if they affect the population first. International trade law, an increasing materialization of sovereignty and the non-intervention principle, the law of counter-measures, basic and human rights and proportionality provide the basis as well as limitations for their use.

An ihrer historischen und rechtsvergleichenden Entwicklung lässt sich außerdem untersuchen, wie auch dort, wo die Todesstrafe als solche befürwortet wird, gleichwohl abwägungsfeste Schranken des Strafens mit dem Tode begründet werden.     Abstract: Das Spannungsverhältnis zwischen Einheit und Vielfalt durchzieht und charakterisiert föderale Systeme. Holger P. Hestermeyer arbeitet dieses anhand des Gegensatzpaares Eigenständigkeit und Homogenität auf. Dabei werden die föderalen Systeme Deutschlands, der USA und der EU verglichen und der Vergleich um den historischen Kontext bereichert. Vier, die Eigenständigkeit der Gliedstaaten betonende Topoi und drei, die Verfassungsräume eines föderalen Systems homogenisierende Mechanismen werden untersucht, Verfassungsrhetorik von Verfassungsrealität getrennt und gezeigt, welches Gleichgewicht zwischen zentripetalen und zentrifugalen Kräften die Systeme gefunden haben. Dabei geht der Verfasser davon aus, dass keine »optimale« Balance zwischen den beiden Polen existiert, sondern vielmehr jede Generation für sich neu entscheiden muss, welches Maß an Homogenität und welches Maß an Eigenständigkeit der Gliedstaaten ihr angemessen erscheint.

    Abstract: Privatwirtschaftliche Initiative steht vielfach unter dem Vorbehalt vorheriger staatlicher Zulassung. Angesichts der Abhängigkeit unternehmerischer Tätigkeit vom Fortbestand der Zulassung drängt sich die Frage auf, wie die getätigten Investitionen bei Erteilung, Änderung und Aufhebung der Zulassung geschützt werden. Steffen Lampert analysiert die überaus heterogene Ausgestaltung des Investitionsschutzes in ausgewählten Bereichen des öffentlichen Wirtschaftsrechts. Auf diese Weise wird ein modularer Aufbau des Zulassungsrechts offengelegt, bei dem einzelne Regelungsinstrumente wie etwa Befristungen, Aufhebungen und nachträgliche Anordnungen nach Maßgabe der sachbereichsspezifisch verfolgten öffentlichen Interessen ausgestaltet und kombiniert werden. Damit wird eine in sich konsistente und folgerichtige Austarierung mit privaten Interessen am Schutz des investierten Kapitals ermöglicht und eine freiheitssichernde Regulierung gewährleistet.

Steffen Lampert develops a regulatory system based on the evaluation and basic structures of, in particular, public economic, constitutional, and administrative law, which allows consistent control that safeguards freedom.

    Abstract: Das Staatsorganisationsrecht organisiert den Prozess politischer Willensbildung, sagt man. Doch die Staatsorgane organisieren sich auch fortwährend selbst, bestimmen dadurch ihr Verhältnis untereinander und erzeugen auf diese Weise zugleich wirkungsmächtige Selbstbeschreibungen. Das gilt insbesondere für das Zentrum der Verfassung, das parlamentarische Regierungssystem. Florian Meinel untersucht das Verfassungsrecht dieses Regierungssystems aus der indirekten Perspektive der oft als bloße Geschäftsordnungsautonomie missverstandenen parlamentarischen Selbstorganisation. Sie ist nie nur introvertierte Selbststeuerung des parlamentarischen Lebens, sondern immer auch Zugriff auf die parlamentarisch verantwortliche Regierung. Dies führt zurück zu höchst unterschiedlichen Begründungen jener Autonomie seit dem Revolutionszeitalter, demonstriert die Langlebigkeit spätkonstitutioneller Muster im deutschen Verständnis des Parlaments und weist voraus auf die Zukunftsfrage der parlamentarischen Regierungssysteme: ihre institutionelle Anpassungsfähigkeit.
    Abstract: The autonomy of legislatures to determine their rules of procedure seems to be a long-established pattern of modern constitutional law. But the normative foundations and legal implications of this principle vary greatly between the different constitutional traditions. Florian Meinel's seminal study traces these differences back to conflicting concepts of parliamentary representation.

    Abstract: This book offers support for interdisciplinary research on the interactions of nature and society. It is based on the hypothesis that a science of coevolution is needed to explore paths to a sustainable future. Jens Jetzkowitz initially discusses why social science knowledge only rarely finds its way into sustainability discourse. One significant issue is a view of science that separates knowing and acting, and the book illustrates current problems in conceptualising interdisciplinary knowledge production. It then goes one step further and introduces a workable alternative concept, taking philosophical pragmatism as a point of departure.     Abstract: Basierend auf achtzehn Monaten ethnographischer Feldforschung in der Stadt Pathein (Myanmar) untersucht diese Arbeit wirtschaftliche Prozesse auf der Mikroebene. Besonders im Fokus stehen dabei Zusammenhänge zwischen wirtschaftlichen und moralischen Faktoren. Ausgangspunkt der Analysen ist die Perspektive von Selbstständigen, jedoch werden auch deren Verwandte, Angestellte und das weitere soziale Umfeld einbezogen. Die Ethnographie beschreibt eine Vielzahl an zusammenhängenden Themenkomplexen, darunter soziale Beziehungen in Kleinbetrieben, Kinderarbeit, Ethnizität, Verschuldung und soziale Unterstützungsmechanismen. Es wird gezeigt, dass trotz der weitreichenden Veränderungen, die das Land derzeit erfährt, Werte und Moralvorstellungen, die etwa durch den Buddhismus oder spezifische Verwandtschaftsideale geprägt sind, ihre Bedeutung beibehalten und mit neueren wirtschaftlichen Realitäten in ein Verhältnis gegenseitiger Beeinflussung treten.
    Abstract: Based on eighteen months of research in the lowland Myanmar town of Pathein, this book investigates manifold economic activities on the ground. Particular attention is paid to the self-employed and their relationships with relatives, workers, and community members. The ethnography covers a range of topics, including business formation and succession, recruitment, child labour, ethnicity, indebtedness and charity. It is demonstrated that, amidst rapidly changing socio-economic conditions, values rooted in kinship morality and Buddhism remain significant and continue to shape people’s economic reasoning and activities. These values und moral aspects stand in a dialectical relationship with changing economic realities.

    Abstract: Die vorherrschende Lehrmeinung in der deutschen Geschichtswissenschaft besagt: In Kaiserreich und Weimarer Republik war die deutsche Gesellschaft eine Gesellschaft sozialer Klassen. 1. Diese Studie zeigt, dass solch ein Bild auf der Grundlage der bisherigen Forschung nicht haltbar ist. Sie analysiert sie die theoretischen und methodischen Grundlagen dieses Gesellschaftsbildes und zeigt die wichtigsten Forschungsdesiderate auf. 2. Sie entwickelt mit der Historischen Sozialgruppen-Analyse (HSG-Analyse) eine neue Methode, mit der sich unter anderem die Validität jenes Gesellschaftsbildes überprüfen lässt. Denn die HSG-Analyse erstellt soziale Kontaktprofile von sozialen Gruppen. 3. Die Studie demonstriert die HSG-Analyse am Beispiel der sächsischen Stadt Delitzsch – die größte bislang durchgeführte Big-Data-Untersuchung zu einer Kleinstadt in Kaiserreich und Weimarer Republik. 4. Die Studie diskutiert gängige Klassifikationssysteme wie die der deutschen Sozialgeschichte oder HISCLASS.
    Abstract: Conventional wisdom in German historiography depicts the country during the Empire and the Weimar Republic as a society of social classes.1. This study shows that such an understanding is not sufficiently tenable on the grounds of existing research. It analyses the theoretical and methodological foundations of this image of society and shows the most important research desiderata. 2. It develops the Historical Social Group Analysis (HSG Analysis), a new method that can be used – among other things – to assess the factual soundness of that image of society, since it creates social contact profiles of social groups. 3. The study utilises the HSG analysis method in the context of the Saxon city of Delitzsch. This is the largest big data research to date on a small town in the Empire and the Weimar Republic. 4 The study discusses classification systems such as those of German social history or HISCLASS.

    Abstract: Die Studie vereint Theoriebestände aus Verwaltungswissenschaft und Ethnologie zu einer neuen Erkenntnisperspektive auf Prozesse des state building in fragmentierten Nachkriegsgesellschaften und entwickelt eine Verwaltungsethnographie als methodischen Zugriff.Durch die Untersuchung der Interaktionen von Bürgern, Verwaltungsangehörigen und Mitgliedern internationaler Organisationen in der Stadt Mostar werden Prozesse der Gemeinschaftsbildung, Interessenartikulation und Herausbildung von Staatsideen und -formen sichtbar, die weder dem extern gestützten Ordnungsentwurf eines multi-ethnischen, konsensdemokratischen Staatswesens, noch den Vorstellungen lokaler Führungseliten von ethno-nationalen Gemeinschaften entsprechen.Auf Basis dieser Ethnographie argumentiert die Autorin für eine Loslösung vom akademischen und angewandten Paradigma des state building und zeigt neue Wege für eine reflexive, integrative Verwaltungswissenschaft auf, die lokal-global verflochtenes Regieren und Verwalten adressiert.
    Abstract: Combining theoretical debates in sociocultural anthropology and public administration scholarship, this study advances a novel heuristic framework for understanding state-building processes in fragmented, post-conflict societies and proposes a new, ethnographically informed methodology.Focusing on interactions between citizens, civil servants and members of international organisations in the city of Mostar, the study reveals how notions of community, the articulation of interests, as well as ideas and practices of statehood emerge, which neither correspond to consociational democratic statehood, as envisioned by the international community, nor to ideas of exclusive ethno-national communities, as propagated by political leaders.Using this ethnography, the author argues for abandoning the state-building paradigm of academic description or policy prescription and identifies new avenues for a reflexive, transdisciplinary approach to studying public administration in contemporary glocal contexts.

Many black Americans turned to their digital and social media networks to circulate information, cultivate solidarity, and organize during that tumultuous moment. While Ferguson and the subsequent protests made black digital networks visible to mainstream media, these networks did not coalesce overnight. They were built and maintained over years through common, everyday use.Beyond Hashtags explores these everyday practices and their relationship to larger social issues through an in-depth analysis of a trans-platform network of black American digital and social media users and content creators. In the crucial years leading up to the emergence of the Movement for Black Lives, black Americans used digital networks not only to cope with day-to-day experiences of racism, but also as an incubator for the debates that have since exploded onto the national stage. Beyond Hashtags tells the story of an influential subsection of these networks, an assemblage of podcasting, independent media, Instagram, Vine, Facebook, and the network of Twitter users that has come to be known as “Black Twitter.” Florini looks at how black Americans use these technologies often simultaneously to create a space to reassert their racial identities, forge community, organize politically, and create alternative media representations and news sources. Beyond Hashtags demonstrates how much insight marginalized users have into technology.

Their focus is on the relationship between liquidity and default in the post-crisis context, with special emphasis on macroprudential regulation.     Abstract: This volume seeks to infer large phylogenetic networks from phonetically encoded lexical data and contribute in this way to the historical study of language varieties. The technical step that enables progress in this case is the use of causal inference algorithms. Sample sets of words from language varieties are preprocessed into automatically inferred cognate sets, and then modeled as information-theoretic variables based on an intuitive measure of cognate overlap. The directed arcs in the resulting graph structures can be interpreted as reflecting the existence and directionality of lexical flow, a unified model which subsumes inheritance and borrowing as the two main ways of transmission that shape the basic lexicon of languages.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by the United States, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Abstract: Quality improvement initiatives take many forms, from the creation of standards for health professionals, health technologies and health facilities, to audit and feedback, and from fostering a patient safety culture to public reporting and paying for quality. For policymakers who struggle to decide which initiatives to prioritise for investment, understanding the potential of different quality strategies in their unique settings is key. This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies. Quality of care is a political priority and an important contributor to population health. This book acknowledges that "quality of care" is a broadly defined concept, and that it is often unclear how quality improvement strategies fit within a health system, and what their particular contribution can be.     Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home.
