    Kurzfassung: This study uses a cluster-randomized controlled trial to investigate the effects of a large-scale women and girls empowerment program on sexual and reproductive health and empowerment outcomes in Cote d'Ivoire. The study assesses and compares the impact of diverse strategies aimed at equipping girls with life skills and sexual and reproductive health knowledge, provided through well-established safe spaces, in isolation or in combination with livelihood support interventions, or with initiatives designed to engage boys and men and community and religious leaders. The findings show that one year after the end of the interventions, safe spaces alone have a moderate impact on girls' empowerment, while safe spaces combined with husbands' and future husbands' clubs are the most impactful. Combining safe spaces with livelihood support interventions leads to improvements in adolescent girls' employment outcomes, as expected. Finally, the findings show that engaging leaders in the context of safe spaces interventions yields mixed results on girls' empowerment

    Kurzfassung: Despite substantial progress in closing the gender gap, women's labor force participation in the Middle East and North Africa remains one of the lowest globally, at a mere 18 percent. This paper investigates the effect of the introduction of unilateral divorce laws on women's labor outcomes, using data from the Demographic and Health Survey program that spans decades and a quasi-experimental difference-in-differences design in three countries: Morocco, the Arab Republic of Egypt, and Jordan. The results highlight that no-fault divorce legislation was associated with a modest increase in mothers' labor outcomes, measured by current employment, a few years after the reform. These findings are likely induced by a power shift and anticipatory effects that drive women into the labor force. However, when a longer time window is considered, 10 or more years after the reform, the study documents a negative effect of the reform on women's labor outcomes in Morocco, and a positive effect in the Arab Republic of Egypt and Jordan. These differences can be attributed to a set of countervailing effects, including social norms, labor market dynamics, and evolution of the legislation, that make the derived utility from marriage, in some cases, more attractive than that derived from employment, and vice versa. These findings partially confirm results from previous research on the relationship between no-fault divorce and women's agency and empowerment in the Middle East and North Africa region, but, at the same time, contrast with prominent perspectives on legislation that aims at reducing gender-based discrimination. Instead, they show that there might be undesired effects of legislation and provide a policy relevant discussion on that basis

    Kurzfassung: Fiscal policies affect households and individuals in a variety of ways. Even though these effects are likely to be different for men and women, conventional tools of fiscal incidence analysis are typically unable to capture these gender differences. Using a particular type of incidence analysis known in the literature as the Commitment to Equity framework, this paper proposes a methodology to overcome this challenge. A particular novelty the paper introduces is the explicit incorporation of social reproduction into the fiscal incidence analysis framework, enabling the implicit valuation of unpaid work that is typically undertaken by women on activities such as cooking, cleaning, and caring for children and the elderly. Applying this methodology to the cases of Jordan and Armenia -- two countries with very different approaches to fiscal policy and cultural norms around the economic and social roles of men and women -- the paper also highlights some of the insights that this engendered perspective could add to standard fiscal incidence analysis

    Kurzfassung: While the travelers' gender has not been a central consideration driving urban mobility planning, increasing evidence points to gender-differentiated mobility preferences and behaviors. This paper explores this topic in the context of the Buenos Aires Metropolitan Area, aiming to identify policy relevant differences between the mobility of women and men. It does so by leveraging mobile phone--based data, combined with existing household travel survey data and an original large-scale interception survey implemented in late 2021 and early 2022. The paper provides descriptive analysis of key spatial and temporal mobility patterns as well as implements statistical analysis to identify whether gender represented a key determinant of mode choice in the context of the pandemic. The analysis finds that women in the Buenos Aires Metropolitan Area travel less, tend to have shorter individual trips, and are much more likely than men to travel during off-peak hours, including due to disproportionately taking on "care mobility" responsibilities. In terms of mode choices, women represent the majority of public transport users and are more likely than men to say they would cycle. However, women's share among public transport users and their actual cycling and walking appear to be spatially correlated with, respectively, the availability of public transport services and dedicated, safe infrastructure. The travel responses to the pandemic documented in the original survey data also suggest that women are more likely than men to switch from public transport to private motorized modes as soon as their incomes allow them to unless appropriate health safety measures are put in place

    Kurzfassung: Closing the gender digital divide by ensuring equal access to and benefit of the internet may reduce economic inequalities and close the gender gap in employment by providing new economic opportunities and facilitating access to market information. This paper estimates the impact of digital inclusion, measured by the Inclusive Internet Index on the female-to-male labor force participation ratio, while controlling for other economic and social factors. Using data from the World Development Indicators, the Economist Intelligence Unit database, and the World Bank's Women, Business and the Law database for 13 countries in the Middle East and North Africa region for four years (2018 to 2021), a pooled cross section dataset is constructed. The model is estimated using generalized least squares to control for heteroskedasticity. The results show that an inclusive internet environment would reduce the gender gap in the labor force. Other key drivers include the structure of the economic growth, norms, and gender roles in the society. These results are relevant for the United Nations Sustainable Development Goals agenda, mainly goals 5 and 10

    Kurzfassung: The Gulf Cooperation Council (GCC) economies have been a bright spot in an otherwise gloomy economic landscape. Average growthin the GCC surpassed 7 percent in 2022 led by Saudi Arabia, its biggest economy, which was globally the fastest growing large economy. This growth was not just a result of buoyant hydrocarbon prices but also continued growth of non-oil sectors. The latter was the result of persistent structural reforms undertaken by several GCC countries to improve the investment environment, promote flexible labor markets, and encourage women to join the labor market. GCC countries have used the windfall revenues from oil and gas to rebuild their buffers, pay down their debt, and shore-up their sovereign wealth funds. They have also sought to protect their vulnerable populations with continued subsidies on food, fuel, and utilities. Such policies have limited the impact of inflation on the domestic economy. Finally, GCC countries have also used their financial muscle to support economically weaker countries in the region. The stellar growth of 2022 is slowing down and growth is expected to moderate to 1 percent in 2023 before picking up again to 3.6 percent in 2024. The decline in economic activity in 2023 is driven by consecutive production cut decisions by OPEC+ in an effort to stabilize global oil prices. However, non-oil GDP continues its growth trajectory reaching 3.9 percent, resulting weaker integration between oil and non-oil sectors. To maintain this track record, GCC countries will need to continue to exercise prudent macroeconomic management, stay the course with structural reforms, and increase non-oil exports. Downside risks remain and it would be amiss not to mention them. The conflict in the Middle East presents major risks to the region and the GCC outlook if it extends or expands to include other regional players. While it is too early to quantify the impact and channels of the conflict, we already witness a 4 percentsurge in global oil futures. Although China is bouncing back after emerging from tight Covid-19 lockdowns, troubles in the real estate sector could still disrupt this trajectory. Persistent high inflation in the world's major economies has not been entirely vanquishedsuggesting a high interest rate environment for a longer period. Windfall revenues are anticipated as a result of higher oil prices driven by the conflict in the Middle East. However, the extent and duration of the conflict will play a pivotal role in determining economicramifications not only on energy markets but also on regional financial and trade markets and overall economic confidence. The Special Focus section of the report discusses the power of structural reforms and social norms in advancing female labor force participation in Saudi Arabia. Saudi Arabia experienced an unprecedented surge in female labor force participation since 2016 as a result of: (i) changing regulations and the removal of legal barriers, shifting social norms, (ii) the implementation of sound structural reforms and (iii) effective government communications. Saudi Arabia's success in increasing female labor force participation from 17.4 percent in 2017 to 36 percent in 2023 offers important lessons to other countries in the region and the world

    Kurzfassung: Gender norms are often emphasized to help explain gender gaps in the labor market. This paper examines global patterns of gender attitudes and norms toward the stereotypical gender roles of the male breadwinner and female caregiver, and broad support for gender equality in opportunities, and studies their relationship with economic behavior. Using data collected via Facebook from 150,000 individuals across 111 countries the paper explores how gender beliefs and norms are related to labor supply, household production, and intrahousehold decision-making power within a country. The paper provides descriptive evidence that the more gender equitable or counter-stereotypical are beliefs and norms, the more likely women are to work, the more time men spend on household chores, and the higher the likelihood of joint decision-making among couples. The findings suggest an underestimation of the support for gender equality globally and the extent of underestimation varies by gender and region. The paper concludes with a discussion of potential entry points for policy to help address gender norms

    Kurzfassung: The aim of this report is to gather evidence that will identify priorities and actions by stakeholders towards positively influencing, up scaling and accelerating gender equality and women's empowerment in Zimbabwe. The report consolidates information on gender gaps and drivers of inequality in human endowments, economic opportunities, ownership and control of assets, and voice and agency. This includes identifying factors that deepen inequalities, and effectiveness of current policies and programming in narrowing gender disparities. The aim is to also identify promising and good practices that can potentially be replicated for greater impact, cascading to all areas in the country. The analysis guided by a conceptual framework that describes the ways households, markets, and institutions (both formal and informal), and their interactions all influence gender equality and economic development outcomes. Additionally, attention is paid to intersecting identities of women and men that affect their ability to access services and opportunities, including disability status, place of residence and other socio cultural and economic factors. The assessment draws on several data sources collected using mixed methods. Available quantitative and qualitative data sources form the basis of the assessment, including surveys, national and institutional reports and broader feminist and economic literature. Robust stakeholder consultations, including representatives from Government of Zimbabwe (GoZ), development partners, the United Nations (UN), Non- Governmental Organizations (NGOs), and communities grounded the analysis and provided insights into priority setting and forward-looking strategies

    Kurzfassung: Governments often use simplified business tax systems, such as presumptive tax regimes, to register and tax small and microenterprises. Despite concerns about how such regimes could disproportionately affect female-owned and low-revenue entrepreneurs, there is a lack of empirical analysis examining the tax burden. The presumptive tax in Ethiopia has a complex assessment system, where the tax liabilities are determined according to the activity type and turnover (99 activities and 19 turnover bands), and some activities do not have a tax-free threshold. This paper uses two rounds of data in the Ethiopian Socioeconomic Surveys and the tax code to analyze the equity and gender implications of the presumptive tax on small and microenterprises by imputing the effective tax rates. There are three key findings. First, the effective tax rates are higher for businesses in the lowest quartile at 4.3 percent of turnover compared to 1.5 percent for businesses in the highest quartile, using the most recent survey, resulting in a regressive system. Second, male-owned businesses tend to operate in sectors without a tax-free threshold and are more likely than female-owned businesses to face higher tax rates. Third, the effective tax rates are high for businesses in food and beverage services, which is female-dominated, and for transit services, which is male-dominated, due to the lack of a tax-free threshold for these sectors. The study finds that an alternative presumptive tax system with a single tax rate on turnover and an exemption for all low-revenue businesses would be simpler for tax assessment and more progressive

    Kurzfassung: This paper quantifies the gains in gross domestic product per capita from closing gender employment gaps in the Middle East and North Africa, using three neoclassical growth models. The paper starts with baseline impacts from the Gender Employment Gap Index, which suggests that in the long run, gross domestic product per capita would be around 50 percent higher in the typical economy in the region if gender employment gaps were closed (mean 54 percent, median 49 percent). However, the gains are heterogeneous, ranging from less than 10 percent in Qatar to more than 80 percent in the Republic of Yemen. The paper then explores short-term gains, when capital is fixed (or adjusts slowly), and gains in the medium-term, with sluggish implementation of reforms using the Long Term Growth Model, which roughly halves the gains (and lowers the gains by more than half in resource-rich countries). Finally, the paper incorporates the effects of changes in the skill distribution in a model incorporating capital-skill complementarities in production. Because gender employment gaps in the Middle East and North Africa tend to be larger among the unskilled, closing these gaps reduces average skill levels, moderating long-term gains by 5-10 percentage points. However, if women in the Middle East and North Africa continue the current trend toward greater educational attainment, the gains will be greater than in the baseline. All three models--the Gender Employment Gap Index, the Long Term Growth Model, and capital-skill complementarities--point to large increases in gross domestic product per capita from closing gender employment gaps

    Kurzfassung: Various challenges are thought to render female-headed households (FHHs) vulnerable to poverty in the Arab region. Yet, previous studies have had mixed results and the absence of household panel survey data hinders analysis of poverty dynamics. This paper addresses these challenges by proposing a novel typology of FHHs and analyzes synthetic panels constructed from 20 rounds of repeated cross-sectional surveys spanning the past two decades from the Arab Republic of Egypt, Iraq, Jordan, Mauritania, the West Bank and Gaza, and Tunisia. The paper finds that the definition of FHHs matters for measuring poverty levels and dynamics. Most types of FHHs are less poor than non--FHHs on average, but FHHs with a major share of female adults are generally poorer. FHHs are more likely to escape poverty than households on average, but FHHs without children are the most likely to do so. While more children are generally associated with more poverty for FHHs, there is heterogeneity across countries in addition to heterogeneity across measures of FHHs. The findings provide useful inputs for social protection and employment programs aiming at reducing gender inequalities and poverty in the Arab region

    Kurzfassung: Despite sizable government interventions to sustain the economy, in the first year of the pandemic (2021/22), approximately 1 million jobs were lost in the Islamic Republic of Iran, and labor force participation contracted by 3 percentage points. Iranian women were the most affected: two out of three jobs lost between 2019/20 and 2020/21 were previously held by women. The gendered impact of the crisis contributed to widening Iranian women's disadvantage in the labor market. Most importantly, the gains in female labor force participation that had slowly accumulated since 2011 vanished. Consistent with what is observed in other countries, women with young children were the most affected by the crisis. The combined effect of school closures and unequal intra-household allocation of care responsibilities, associated with prevailing gender norms, pushed Iranian women with children out of the labor force. Whether or not these trends will be reversed as the management of the COVID-19 pandemic is normalized and the economy recovers from the crisis remains an important policy question

    Kurzfassung: Affirmative action is a promising solution to the crucial challenge of bridging the gap in women's access to higher education in low- and middle-income countries (LMICs). This paper uses public universities' matriculation data from 2013-2018 and difference-in-differences estimators to examine the causal impact of a gender quota on women's educational opportunities in Afghanistan. The quota increased the proportion of women in the treated concentration group by nine percentage points and the share of women from low socio-economic status by three percentage points. The expansion was associated with a 0.04-unit decline in the average score ratio of female-to-male applicants, driven by a reduction in the score threshold needed for women's admission. The effects were condensed in competitive concentrations, where the overall share of women and women with low SES increased by 17 and four percentage points, respectively. The findings suggest that affirmative action is a viable option for addressing the gender gap in fragile settings

    Kurzfassung: Fiscal incidence analysis helps in understanding who contributes to and benefits from the fiscal system, and assessing the impact of fiscal policies in reducing poverty and inequality. Traditionally, the incidence of fiscal policy is assessed for households along the income distribution. In an attempt to tease out the gendered impacts of the fiscal system, this paper instead looks at how much different types of households in Jordan contribute to and benefit from current fiscal policies and the extent to which the fiscal system is helping to equalize post-market outcomes within and across groups. A household typology is constructed for Jordan based on households' demographic characteristics, which not only determine which taxes and transfers a household experiences, but also influence the participation of women in economic activity outside the household because they affect the generation and allocation of care responsibilities. The paper shows that the receipt of in-kind benefits, primarily education, is what drives which groups that receive the largest net benefits from the fiscal system. The results also show that the fiscal system in Jordan is reducing within-group inequalities, which represent over 80 percent of total inequality for both fiscal and care groups. The fiscal system has a limited impact on inequalities across groups, but they are very small

    Kurzfassung: In 2012 and in 2018, the United Nations General Assembly adopted resolutions urging the international community to intensify global efforts to eliminate female genital mutilation/cutting (FGM/C). It also called upon "States, the United Nations system, civil society and all stakeholders to continue to observe 6 February as the International Day of Zero Tolerance for FGM/C and to use the day to enhance awareness raising campaigns and to take concrete actions against female genital mutilations". FGM/C is an extreme type of violence against women and girls which impairs their development potential and impacts the societies in which they live and work, their children, their families and ultimately their countries. FGM/C also undermines the World Bank's efforts to end extreme poverty and boost shared prosperity. Women and girls affected by FGM/C may not be able to reach their full personal, productive and professional potential. FGM/C causes a large number of physical and psychological problems and complications and can even lead to death. It imposes unnecessary suffering and prolonged pain. The international community recognized that FGM/C is an important development challenge that affects more than 200 million women and girls in the world. Sustainable Development Goal 5 (SDG 5: Achieve gender equality and empower all women and girls) includes a target on eliminating all harmful practices against women, such as female genital mutilation by 2030 (target 5.3). This eighth edition describes the international and regional instruments that address FGM/C as well as the national legislations adopted to outlaw FGM/C.     Kurzfassung: This study investigates gender disparities in the tax burden in Addis Ababa, Ethiopia, using data on 2,320 taxpayers for 2011 and 2012. A quantile regression analysis is employed to control for firm characteristics such as sector, size, and age. The results show that women-owned businesses are more likely to operate in low-profit sectors and report lower sales and tax liabilities than men-owned businesses. However, women-owned businesses pay as much as men-owned businesses in taxes, suggesting that they are subject to a higher effective tax rate. This, in turn, may lead to women-owned businesses exiting the tax net at a higher rate. These findings suggest that gender disparities in tax compliance are not simply due to differences in firm characteristics but may also be due to biases in tax declaration and enforcement processes

    Kurzfassung: Women often face more hurdles than men in obtaining finance. This is especially so when credit supply is limited and financial markets are less developed. As a result, owners of firms may prefer men over women as top managers of their firms, widening the gender gap in top manager positions. This paper tests this idea using firm-level survey data for small and medium-size formal manufacturing enterprises in 47 developing countries. The results confirm a positive relationship between credit supply and the likelihood of having a woman versus a man as the top manager. This positive relationship is much stronger in industries that are more dependent on external sources of finance for technological reasons. It is also stronger in countries with poor coverage by credit bureaus and low competition between banks, which is consistent with "statistical" and "taste-based" discrimination against women borrowers. The main result is robust to several endogeneity checks, sample alterations, and alternative measures of credit supply and financial development

    Kurzfassung: To what extent do attitudes and perceived norms around household roles hinder the emergence of more gender-equal distributions of labor in Morocco Moroccan women undertake a disproportionate share of unpaid household and care labor and participate in the labor force at low rates. Yet everyday practices are shifting, and normative expectations may be as well. From an online survey of predominantly urban, employed Moroccans, this paper finds that respondents aspire for men to be equal contributors in care tasks. Yet, unpaid labor burdens remain highly unequal, respondents disfavor men taking primary responsibility for cooking or cleaning, and women's share of household labor correlates with perceptions of what men prefer more than with individuals' actual preferences. Results from a conjoint survey experiment measuring preferences around employment and the household division of labor confirm respondents' interest in more egalitarian relations in principle, but also suggest that strong preferences for a male breadwinner family model will continue to drive an unequal distribution of labor at home

    Kurzfassung: The main objective of this study is to assess the performance of Cambodia's tertiary education system in terms of equitable access, labor market relevance, and research output, and to provide policy recommendations to the government and all stakeholders in the tertiary education sector. This will inform priority reforms and investments to strengthen the sector overall and, specifically, improve coverage, relevance, research, and governance. Building on the latest analytical work carried out in 2017 ahead of the preparation of an ongoing higher education operation supported by the World Bank, the study is an important step toward overcoming knowledge gaps about the main drivers of the results of the Cambodian tertiary education system and institutions. It will shed light on the factors explaining disparities in access, the mismatch between higher education programs and labor market needs, the capacity of higher education to train the specialists and technicians needed for the green economy, and shortcomings in the governance set up and processes that impede both public and private HEIs from operating in a flexible and efficient manner. The findings of the report will significantly add to the evidence base for identifying policy options to improve equity, relevance, and governance at both the national and institutional levels

This paper reviews the literature on strategies to support women entrepreneurs in improving their business outcomes. It focuses on interventions designed to address four areas of constraints that influence their decisions and can impact their business performance: gaps in human capital, access to finance, access to technology and markets, and contextual factors such as legal and regulatory constraints, social norms, access to care, and gender-based violence. The review concludes that evidence of modest average treatment effects and heterogeneity in treatment effects across various interventions suggest the need for more precise targeting. The multiple constraints faced by women entrepreneurs necessitates testing different packages of interventions. Moreover, the successful implementation and adoption of proposed solutions require consideration of the contextual constraints that differentially affect women-led businesses. While the review highlights several interventions that show promise in supporting women entrepreneurs, significant gaps remain in the evidence concerning the most effective strategies

    Kurzfassung: Men die at higher rates in nearly all places and at all ages beyond age 45. Using World Health Organization excess mortality estimates by sex and age groups for 75 countries in 2020 and 62 countries in 2021, this paper analyzes how patterns of excess mortality varied by sex and age groups across countries during the COVID-19 pandemic and their association with country income level. In 2020, the pandemic amplified the gender mortality gap for the world, but with variation across countries and by country income level. In high-income countries, rates of excess mortality were much higher for men than women. In contrast, in middle-income countries, the sex ratio of excess mortality was similar to the sex ratio of expected all-cause mortality. The exacerbation of the sex ratio of excess mortality observed in 2020 in high-income countries declined in 2021, likely as a result of the faster rollout of vaccination against COVID-19

    Kurzfassung: Tanzania has managed to sustain its growth momentum despite the intensifying effects of climate change. While Tanzania's economy continues to expand, recent growth has been concentrated in sectors that employ few workers from poor households, limiting its impact on poverty. The Bank of Tanzania (BoT) has implemented an effective monetary policy designed to curb inflation and alleviate mounting short-term demand pressure on foreign exchange. While Tanzania's recovery continues to accelerate, several serious threats cloud its economic outlook. Key risks include the slow or incomplete implementation of structural reforms, the damaging effects of climate change on the agriculture and tourism sectors, and the possibility of a global recession caused by fiscal and monetary policy tightening in advanced economies and major EMDEs. To mitigate these risks, policymakers must accelerate structural reforms as part of a sustained effort to attract greater private investment and spur resilient and inclusive private-sector-led growth. Over the longer term, one of the country's key challenges will be to complete its structural economic transformation, which will require creating a more favorable business climate to support the growth of the industrial and services sectors while boosting agricultural productivity. Another key long-term growth challenge will be achieving more balanced and inclusive growth

    Kurzfassung: In addition to the conventional determinants of labor market participation and the choice between wage employment and self-employment, there is a growing interest of the significance of gender role attitudes and personality traits. This study uses data from the 2022 Ghana Informal Sector Measurement Study to investigate the influence of these factors on employment outcomes in the Northern and Ashanti regions of Ghana. The findings are based on a series of analyses, including descriptive, multinomial logistic, and linear probability model regressions. The empirical results show the critical role played by both gender role attitudes and personality traits in shaping individuals' decisions on labor market participation and employment choices. Notably, personality traits emerge as significant drivers of observed employment outcomes. However, the impact of these personality traits is often mitigated or even reversed in the presence of heightened traditionalism. Furthermore, the gender-disaggregated analysis reveals that possessing at least a secondary education level is a pivotal factor in the selection of men into formal employment, whereas this criterion holds less significance for women. Conversely, once the decision to participate in the labor market has been made, having at least a secondary education becomes relevant for securing wage employment, regardless of an individual's gender

    Kurzfassung: Papua New Guinea has abundant resources in the form of oil and mineral wealth. But a complex set of factors, including systemic gender inequality, underinvestment in non-extractive sectors, and fragility compounded by vulnerability to disasters caused by natural hazards act as barriers to sustainable and inclusive growth of the country. This Country Program Evaluation (CPE) report assesses the relevance and effectiveness of World Bank Group support to Papua New Guinea between fiscal year FY08 and FY23. It assesses the Bank Group's development effectiveness in addressing the above three core themes, namely: (i) lack of investment in Papua New Guinea's non-extractive sectors and their poor performance, (ii) the economic exclusion of women and gender-based violence (GBV) issues associated with it, and (iii) unmitigated risks of disaster from natural hazards, and violence, and conflict. The report answers three specific questions. The first explores the extent to which the Bank Group adapted its engagement in line with key constraints, including in relation to development partners, changes in country context, and lessons from experience. The second focuses on the results of Bank Group support and explanatory factors for results under each them, answered by applying a gender lens where relevant. The third question explores the extent to which the Bank Group successfully identified and addressed conflict, violence, and disaster from natural hazards risks. The report offers key lessons to inform the World Bank Group's future engagement with the country: (i) Data gaps need to be addressed to inform sound policy making and effective programming in Papua New Guinea. (ii) Declining governance quality and increasing bilateral aid will require the World Bank to reassess how it supports key policy reforms to achieve development impact, including through using DPOs. (iii) The Bank Group could elevate its impact on gender equality and GBV by shifting from a project-centric approach to a strategic country engagement approach. (iv) The negative effects that compound and interrelated risks pose to achieving development aims need to be addressed more comprehensively

Household expenditures on buses fall and women save time on travel. However, there is substantial heterogeneity. Skilled employed women increase labor supply and reduce time on household chores. Low-skilled married women increase time on household activities and reduce labor supply. Unemployed women increase job search with no effect on employment. The findings show that gender roles within households undermine the effect of gender-specific travel subsidies on female labor supply

    Kurzfassung: Adolescence is a dynamic period of biological development and social change, and also a period when adolescent girls are at risk of school dropout, early marriage, pregnancy, and gender-based violence. Adolescents have the highest unmet need for family planning in Bangladesh, and married adolescents have a significantly lower contraceptive prevalence rate than other age groups, leading to a high adolescent fertility rate. The Government of Bangladesh developed a national strategy for adolescent health 2017-2030 and a costed action plan to improve adolescent health, including sexual and reproductive health. The Strategy addresses overall health needs of adolescents, including menstrual hygiene management, prevention of violence and mental health. The Government of Bangladesh is currently implementing the 4th Health, Population and Nutrition Sector Program which includes support for a school-based adolescent health and nutrition program. Furthermore, programme implementers often work in silos and focus on single platforms, id est at the health facility, school, or community levels. Presently adolescents receive sexual and reproductive health information and services largely from private sector providers with variable quality

    Kurzfassung: Despite the efforts made to increase women's inclusion in the economy, they are still underrepresented in trade in general and in global value chains in particular. Thus, this paper aims at examining the impact of global value chains on women's trade participation as entrepreneurs and employees. It also analyzes how this effect is moderated through external (gender provisions in trade agreements) and internal (investment climate variables) factors. The analysis uses firm-level data for 154 developing economies and emerging markets with a special focus on the Middle East and North Africa region, being one of the regions with the lowest female labor force participation. The main findings show that global value chains integration increases the likelihood of being a female owner and the share of female employees, especially production ones. A less robust negative effect is found for the impact on being a female top manager. These effects are moderated by the inclusion of gender provisions in trade agreements and by the characteristics of the investment climate (especially tax policy, access to finance, and corruption). These results remain robust after controlling for the endogeneity of global value chains using an instrumental variable approach and a propensity score estimation method where the treatment is being part of a global value chains. Thus, global value chains can be perceived as a tool that boosts women's empowerment in emerging economies, especially in the Middle East and North Africa region

    Kurzfassung: This paper uses data from 2003-19 on 2.47 million test takers of a national high stakes university entrance exam in Ethiopia to study the impacts of temperature on learning outcomes. It finds that high temperatures during the school year leading up to the exam reduce test scores, controlling for temperatures when the exam is taken. The results suggest that the scores of female students are less impacted by higher temperatures compared to their male counterparts. Additionally, the analysis finds that the scores of students from schools located in hotter regions are less impacted by higher temperatures compared to their counterparts from cooler regions. The evidence suggests that the adverse effects of temperature are driven by impacts from within-classroom temperatures, rather than from indirect impacts on agriculture

This paper explores an alternative approach, using data on household enterprises and asking who participates in these activities. This research uses the latest waves of the Labor Market Panel Surveys for the Arab Republic of Egypt (2018) and Tunisia (2014). The research questions are (1) How do men's and women's employment rates change when adding enterprise-based detection questions to standard individual-level questions (2) Was the additional market employment detected with project-based approaches classified as subsistence work with individual measurement approaches (3) For which women is additional employment detected using project-based approaches The paper presents descriptive results on work based on the different approaches. It also estimates changes in state (being reclassified as working) from adding enterprise-level data. The findings show large increases in employment rates for rural women in both countries when including enterprise-based detection questions

    Kurzfassung: In Ethiopia, women are 15 percentage points less likely than men to possess a kebele ID, the primary proof of identity document used in the country. This report unveils findings from a study that aims to grasp the reasons behind this gender gap in ID ownership and offers recommendations for overcoming these barriers in Fayda, the new digital ID system launched by the Government of Ethiopia in 2021. Executed by the World Bank in partnership with Ethiopia's National ID Program (NIDP), the study first uses statistical analysis of ID4D-Findex data to illustrate the nature of the ID ownership gap and its ramifications for women. Subsequently, through desk research and original qualitative data obtained from focus group discussions and key informant interviews, the report delves into four categories of potential reasons for the gap: legal and policy barriers, social and community barriers, economic and procedural barriers, and information and knowledge barriers. In the concluding section, the report offers three key recommendations for integrating gender inclusivity into the Fayda program, drawingfrom the research findings and inputs gathered from qualitative research participants

    Kurzfassung: Turkiye's early human capital foundations have paved the way for poverty reduction and labor force participation, today facing new multi-dimensional challenges. Turkiye's investments have historically helped diversify and increase aggregate growth, propelling it to upper middle-income status. Yet relative to overall growth more recently, human capital utilization in terms of jobs has not necessarily kept pace. Over half the population remains either out of the labor force or employed in informal, relatively low-paying jobs, most of whom have been women. Economic vulnerabilities remain following the Coronavirus pandemic (COVID) and the 2023 earthquakes in southeastern Turkiye, compounded by long-term effects of global financial crises and regional conflicts since 2008. Helping vulnerable workers, largely comprising women, adapt to a changing labor market will be needed to sustain a broad, productive workforce for future broad-based growth. As Turkiye embarks on its forthcoming Twelfth Five-Year National Development Plan, a diagnostic of human capital and jobs programs and policies in terms of gender equity is timely for informing future needs. In addition, a review of Turkiye's experience will equally help provide global knowledge for other countries facing similar challenges. This note aims to assess human capital utilization in terms of inclusive jobs and gender equity in Turkiye towards broadening economic resilience following shocks

    Kurzfassung: Can alternative survey methods address the underreporting of women's and youths' labor market outcomes, and thus improve the measurement of the underlying gender- and age-based gaps This paper addresses this question using a survey experiment in El Salvador that compares two alternative survey methods--a list of activities survey module and enforced self-responses--against a traditional household survey, which consists of proxy responses without a list of activities module. The findings show that including the list of activities module yields higher work and employment rates for the average respondent compared to the standard household survey. Notably, when using the list of activities module, the reported work gap between men and women falls by 8.1 percentage points. Moreover, when using enforced self-responses, the male age gaps in employment and work rates fall by 13.9 and 12.3 percentage points, respectively. The paper provides evidence that the prevalence of peers' informal employment or social norms for domestic obligations drive these results

    Kurzfassung: Despite evidence that women's political preferences differ from those of men, women are less likely to participate in political and social discussions on Twitter and other social media. Following recent evidence that in-person social support matters for women's political participation, women are hypothesized to form similarly supportive communities online. This paper tests this hypothesis using data from Twitter. The collected data comprises 451 hashtags on a broad range of (non-mutually exclusive) topics: social, gender, racial, LGBTQ, religion, youth, education, economic, health, COVID, climate, political, security, entertainment and lifestyle, and the Middle East and Northern Africa. The empirical results indicate that women are more likely to participate when the debate(s) feature female influential voices. This finding supports the potential role of mutual support in bolstering women's participation in important debates

    Kurzfassung: The Survivor-centered Accessibility Framework Evaluation (SAFE), supported by the State and Peacebuilding Fund (SPF), comprehensively examines access barriers faced by women and girls in transit who are survivors of GBV across Central America. It focuses on the physical, social, legal, and institutional barriers they face during their displacement journey, and particularly centers on the transit experience, indistinctively of whether this transit is regular, irregular, voluntary, or forced. This report summarizes work conducted over two years and brings to light the multifarious barriers women and girls face in reporting and seeking GBV services in the region. To address these challenges, this work provides targeted interventions and policy recommendations that countries could implement to ensure effective and accessible GBV services for women and girls in transit, and to improve their safety and well-being during their journeys. SAFE provides countries with a regional public good and represents a significant step forward in understanding and addressing human mobility and GBV in Central America. For the first time, it introduces a continuous highly detailed map of migratory and forced displacement routes, offering an unprecedented level of resolution and insight which combines the best of satellite imagery with expert local knowledge. This mapping is part of an ambitious effort to systematize information, enhancing the comprehension of the complexities and dynamics of human mobility in the region. Recognizing human mobility and GBV as regional issues, SAFE underscores the need for regional solutions, involving cross-border collaboration and shared strategies. Importantly, this initiative documents the voices and views of women themselves. By incorporating their perspectives, the study sheds light on unique challenges and experiences faced by women in transit, ensuring that the solutions proposed are more inclusive and responsive to their needs.     Kurzfassung: This paper explores new firm-level data to examine the gender gap in technology adoption and the associated effect on firm performance. The data show a small difference in technology sophistication between firms managed by women and those managed by men, but there are larger differences in terms of labor productivity. Firms with female top managers are just as likely to adopt the most sophisticated technologies for general business functions that are common across all firms except for enterprise resource planning. However, firms managed by women adopt advanced technologies less frequently for sector-specific business functions. The study also finds that firms with higher technology sophistication tend to have higher productivity and the returns to the use of more sophisticated technologies are larger in businesses managed by women, which helps to narrow the productivity gap between firms managed by women and those managed by men

    Kurzfassung: It is established that entering employment improves a woman's bargaining position in the household. This paper investigates whether a woman's career advancement further improves her intra-household bargaining power. The analysis exploits quasi-random participation in a career promotion program in Bangladesh's garment industry to causally estimate the impact of women's promotion on household decision-making. The findings show that women who participate in the promotion program gain bargaining power as measured by higher expenditures on women (51%) and girls (74%), and on remittances (58%). The promotion-related income effect only partially explains these increases, suggesting that women gain more agency over household income more generally. Further, these new female managers now serve as role models to their staff. The paper finds that the direct effects spill over to women who are quasi-randomly exposed to the new female managers, who also report more say in household decisions. Complementarities between women's positions in the workplace and in the household appear important

    Kurzfassung: This study demonstrates systematic bias against women in public perceptions of the fairness of wages. In nationally representative survey experiments across more than 70,000 individual vignettes posed to 4,500 respondents in three Central Asian countries, respondents were 13 percent more likely to say wages were "too high" when the randomly assigned person described in the vignette (subject) was a woman, and 34 percent more likely to say they were "too low" when the subject was a man. The pattern of bias favoring higher wages for men is statistically significant at conventional levels in all three countries, among both male and female respondents, and in each of the eight occupations studied. The results also demonstrate the presence of significant bias in favor or older workers, specifically for white-collar occupations, and the absence of this relationship for the blue-collar occupations included in the experiment. The findings reinforce the importance of bias as a contributing factor to the gender pay gap, and the value of equal pay regulations to prevent gender discrimination in wage setting

    Kurzfassung: There is increasing recognition that deficiencies in the public transport system impact men and women differently. While transport systems have been shown to play a significant role in women's participation in the labor force globally, this topic has been little explored in the Middle East and North Africa. This paper examines the effect of the spatial accessibility, availability, and safety of public transportation on women's labor market outcomes in three capital cities in the Middle East and North Africa-Amman in Jordan, Beirut in Lebanon, and Cairo in the Arab Republic of Egypt. The analysis uses three types of data collected for each city in 2022, namely, household mobility surveys, transit network data, and built environment audits. The paper investigates how the spatial accessibility of jobs in each city, the availability of public transportation close to residential locations, and the safety of public transit stops affect the labor force participation of women and their likelihood of employment. The main findings are that: (a) accessibility, availability, and safety appear to impact women's labor force participation differentially in each city, and these impacts also vary by income level; and (b) although accessibility, availability, and safety appear to impact women's labor force participation, they have overall little impact on women's employment probability. The paper takes these two findings to imply that: (a) a one-size-fits-all-women solution is not appropriate when designing public transport systems; and (b) although public transport plays a critical role in improving women's access to employment opportunities, complementary actions are needed to translate these gains into gainful employment

    Kurzfassung: Female Genital Mutilation/Cutting (FGM/C) is a development issue and am extreme form of violence against women and girls that affects more than 200 million women in the world. FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. FGM/C is at the confluence of domestic violence, child abuse and sexual assault and a serious violation of human rights. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researchers have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the Compendium) was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C. It provides a survey of the key international and regional instruments as well as domestic legislation as they relate to the prohibition of FGM/C. The Compendium consists of topical chapters (international legal frameworks; regional legal frameworks; consensus documents and national legal frameworks) with hyperlinks to source documents, such as United Nations conventions, regional treaties, and national legislations. The Compendium is a working document intended as a reference tool for anyone interested in the topic of FGM/C (development practitioners, lawyers, community leaders, academics, researchers, students, et cetera

    Kurzfassung: Significant progress has been made in closing gender gaps in primary and secondary enrollment rates worldwide. However, girls still have lower expected years of schooling than boys in some regions, particularly in Sub-Saharan Africa, and boys have worse educational outcomes than girls in other countries, most notably in Latin America and the Caribbean. Barriers to the continuation of schooling for girls are linked to child marriage, early pregnancies, sexual harassment, and social norms around girls' education. The COVID-19 pandemic has also impacted schooling of both girls and boys. The transition to remote learning hurt girls who often have fewer technical skills and less access to the internet than boys.3 In other cases, boys had higher economic opportunities than girls and were more likely to drop out from school in response to the economic stress generated by the pandemic.4 The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in narrowing gender gaps in education.     Kurzfassung: Entrepreneurship can be a pathway to employment and economic empowerment for women. Over half of the women in developing countries are or aspire to be entrepreneurs, but most of them run subsistence oriented micro-businesses that are not seen as key drivers of innovation and growth. Among formal firms, the share of women-led businesses decreases as the size of the firm increases. Multiple factors-including lack of skills, networks, and access to finance, technology, and markets-constrain women's decision to become entrepreneurs and affect their choices concerning which sector to enter, how much to put into their firms, and which business practices and technology to adopt. Contextual factors, such as social norms, access to childcare, and risk of gender-based violence, also contribute to the gender gap in firm performance documented by the Africa GIL and the EAP GIL. The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in addressing the differential constraints restricting the growth of women-led firms. This note presents evidence on five key findings

    Kurzfassung: Land is a key productive asset for rural households. Property rights play a critical role in determining who can own and access this fundamental resource. More than 70 percent of women across 53 developing countries do not own any land. Customary norms confer disproportionately weaker land rights to women, feeding into a cycle that limits their access to credit and other economic opportunities. Empowering women through stronger land rights can play a central role in the process of economic development. However, overturning existing cultural norms and power structures in the context of traditional (patriarchal) customary land tenure systems can be challenging. There are also concerns that such policy efforts could formalize, even exacerbate, existing gender gaps in land rights. The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in increasing access to land titles for women and its effects on women's empowerment.     Kurzfassung: This paper analyzes how the intersectionality of gender, forced displacement, and collective violence shapes coping behaviors in conflict crises, paying particular attention to household composition by gender and age. Drawing on survey data from 17,951 individuals in North-east Nigeria, the analysis finds that coping behaviors at the household, adult, and child levels are interlinked and strongly shaped by compounding challenges stemming from individual gender, household forced displacement status, and local violence shocks. These challenges have significant welfare implications and create severe vulnerabilities and special needs for specific groups of households and individuals, such as rural communities affected by violence, large households with many children, female breadwinners, and displaced girls. The findings emphasize the need for and potential of concerted policy approaches that account for the intersectionality of gender, displacement, and violence in conflict settings and pay particular attention to specific types of communities, households, and individuals

    Kurzfassung: High commodity prices and the removal of COVID-19 restrictions spurred economic recovery in 2022. The government continued with fiscal consolidation to safeguard macroeconomic stability. Higher commodity prices contributed to higher inflation and stronger external balances. Economic growth is projected to slow down in 2023 due to lower global demand, supply constraints due to planned maintenance in extractive facilities and the delayed reopening of the Porgera gold mine. Further fiscal consolidation can become more challenging. As a step toward unleashing these economic benefits, the government can modernize the Employment Act and address gender-based violence (GBV) through increased enforcement of commitments and scaling-up interventions. Successful private sector initiatives that address GBV at the workplace, providing anti-harassment training and support services to those affected by GBV can be scaled-up. Similarly, interventions supporting women's employment through targeted outreach, skilling or access to networks can be sustained and expanded

    Kurzfassung: This advisory services and analytics (ASA) study focuses on the empowerment of South Sudanese girls and women. The report provides a cohesive overview of the barriers to empowering girls and women in South Sudan, as well as evidence-based programs and strategies that have been successful in the country and other similar fragile contexts. Focusing on both global and country-specific evidence, which has been informed by a desk review, the report also focuses on successful strategies and programs to understand what is being done and what works worldwide for women and girls. This ASA builds on several programs currently in place for South Sudan, providing synergies across various sectors. The findings from this ASA will be particularly impactful for an emerging operation in South Sudan that focuses on the empowerment of women. Specifically, this ASA will create synergies with the South Sudan Women's Social and Economic Empowerment Project, given that its target population is also girls and women. This report will attend to strategies to empower women from the social and economic perspective and its support to the institutional environment to facilitate this. Further, the South Sudan Women's Social and Economic Empowerment Project may benefit from the findings and recommendations from this ASA, especially from an economic perspective, as it embarks on implementation and seeks to empower women in South Sudan

    Kurzfassung: Good quality jobs are key to accelerating poverty reduction and enhancing social cohesion in Togo. Following a decade of significant progress in reducing poverty, the COVID-19 pandemic and of Russia's invasion of Ukraine are likely to have reversed some of these gains in living standards, however. The creation of more good quality jobs plays a key role in any country's poverty reduction efforts, and will be essential to recover from recent shocks and reinforce earlier gains made in Togo. International research also points to lack of economic opportunities and insufficient social services as key drivers of radicalization of young people. Security threats in the northern region of the country have been growing, with terrorist attacks in Burkina Faso close to the Togolese border increasing in number and severity since 2018, and a first attack reported on Togolese territory in November 2021 in the Savanes region. Access to good quality jobs with a stable income for young Togolese will thus also be part of the solution to the security threats

    Kurzfassung: This paper investigates the impacts of job displacement on subsequent labor market outcomes, focusing on differentiated effects by educational groups and gender. The findings show that job separations caused by plant closings result in sizable and long-lasting wage reductions, with an average decline of -7.5 percent over a nine-year period relative to workers who did not experience job losses. A stronger effect is estimated for highly educated workers than for low educated workers, with initial effects being 18.4 and 9 percent wage drops, respectively. For working hours, the effect on low educated workers is double the effect on highly educated workers, with 3.0 and 1.5 additional hours per week, respectively. Using the rotating panel of the survey, difference in differences coefficients are estimated, removing time-invariant individual heterogeneity. Compared to ordinary least squares, the difference in differences estimates reduce the magnitude of the average impacts of plant closing on wages, from -7.5 to -4.7 percent, and on working hours from 1.4 to 0.53 additional hours. These results suggest that the ordinary least squares estimates are upwardly biased due to omitted individual worker heterogeneity. The paper discusses another potential remaining source of endogeneity concerning the quality of the match between employers and workers

    Kurzfassung: This evaluation explores how and with what effect the World Bank Group has supported financial inclusion for the microenterprises, poor households, women, and other excluded groups. Financial inclusion is defined as the use of financial services by individuals and firms. It encompasses financial access-owning an account-and the use of financial services. There has been an impressive growth in account ownership globally, from 55% of adults in 2014 to 71% in 2021, although usage is more limited as some accounts are inactive. Critically, both financial access and the use of financial services remain major challenges for microenterprises, poor households, women, and other excluded groups. The objective of the evaluation is to assess whether the Bank Group has been doing the right things and whether it has been doing things right on financial inclusion. The evaluation captures lessons from the World Bank's experience supporting financial inclusion for microenterprises, poor households, women, and other excluded groups and updates a 2015 financial inclusion evaluation. The evaluation includes a retrospective look at the drive for universal financial access and examines progress and challenges in women's access to financial services. The evaluation also assesses the Bank Group's support for digital financial services as vehicles for financial inclusion. Finally, the report examines the World Bank's response to COVID-19 as it relates to financial inclusion. The evaluation proposes three recommendations: (i) The World Bank and IFC should further encourage account use by underserved groups, including women and rural poor people, and emphasize this more in their strategies and projects. (ii) The World Bank and IFC should design and implement more comprehensive approaches that address constraints in the enabling environment for DFS to reach underserved and excluded groups. (iii) To enhance learning on what works to increase the beneficial use of financial services at the MPWEG, the World Bank and IFC should collect outcome data across different underserved and excluded groups, initially on a pilot basis

    Kurzfassung: Using newly available customs data from Bangladesh, along with additional administrative and survey data, this study examines how variation in import tariffs on key agricultural inputs affects men's and women's agricultural employment and production-given a high degree of segmentation among men and women in different agricultural activities. In Bangladesh, women and men in agriculture are typically smallholders and maintain distinct occupations within the sector (women in livestock and poultry rearing, and men in crop agriculture). These areas are both heavily dependent on imported commodities (grains and oilseed for livestock and poultry feed, as well as seeds and fertilizer for crop agriculture). The paper shows that import tariff rates are much higher on feed-related inputs; imported inputs for crop agriculture, such as fertilizer, are also heavily subsidized. The paper also shows that the higher resulting prices for inputs used in feed are significantly negatively associated with employment and earnings in poultry and livestock activity, where women are heavily concentrated. Among those marketing output, earnings also tend to be substantially higher in crop agriculture than in livestock/poultry activity, underscoring the need for closely examining how import tariffs can affect more vulnerable groups. Individual producers are also heavily reliant on livestock for own-consumption activity, reducing their ability to pass on increased input costs

    Kurzfassung: The Metropolitan Areas of Cordoba, Mendoza, Salta and Neuquen-Cipolletti were the focus of this analytical work. These metropolitan areas represent urban centers of different sizes and regions of the country, as they are in the Central, Cuyo, North and Patagonia regions, respectively. They also have a heterogeneity of characteristics in terms of population, mobility patterns, infrastructure, public services, and institutional frameworks, among other aspects relevant to the analysis. In short, they synthesize many of the multiple challenges faced by Argentine cities in terms of mobility. However, the data available to most transport planners in Argentina, including these four metropolitan areas, is inadequate to understand exactly how travel patterns have changed in recent years, what their drivers are, and what persistent changes might look like in the future. A World Bank report on Buenos Aires (2022) laid the analytical framework for replicating such a study in other cities, drawing on other data sources and using alternative tools to support a more comprehensive diagnosis of urban mobility

    Kurzfassung: The Sustainable Development Goal agenda lays out an ambitious set of 231 indicators to track progress. Countries continue to fall short in terms of reporting on the indicators in general, and this is particularly the case for the subset of 50 gender-related indicators, where countries reported on average on 31 percent of these indicators in at least one year from 2016 to 2020. A closer look at this low coverage reveals four salient fundings. First, this is not just a problem of missing data; lack of reporting on existing data is detected to be a problem. For example, of the 32 gender-related indicators that are sex disaggregated, if countries that had a population estimate also had a sex-disaggregated estimate (which is almost always feasible), the Sustainable Development Goal gender coverage rate would be 43 percent instead of 31 percent. Second, better statistical systems are a major part of the solution, as statistical system strength is correlated with higher coverage. Third, poorer countries are doing no worse in reporting on gender-related Sustainable Development Goal indicators than high-income countries, despite weaker statistical systems. Lastly, sizable over (and under) performance in reporting, conditional on statistical strength, suggests that country-level advocacy and focus can yield wins in Sustainable Development Goal gender indicator coverage

    Kurzfassung: This paper contributes to an important agenda by studying how female participation in household decision making has been affected by the ongoing civil conflict in the Republic of Yemen in areas under the control of the Internationally Recognized Government. The preliminary results find an increase in women's participation in decision making since the start of the conflict. Using a difference-in-difference approach that controls for individual and household characteristics, the analysis finds that this result is driven by households living in districts with medium intensity conflict as compared to low intensity conflict. This result holds up to a series of robustness checks and is explained by changes in household composition, whereby men are more likely to leave the household in conflict affected districts, leaving women in charge of household decisions

It finds that Afghan refugees born in provinces with increased Taliban territorial control between 2017 and 2021, despite having comparable pre-migration characteristics, are less integrated into their host communities than other refugees. They also show lower educational levels and more mental health problems. However, there is no observed impact of this exposure on their income, consumption, or employment

    Kurzfassung: Although female entrepreneurship is crucial to generating sustainable and equitable growth patterns, international evidence shows that women tend to be underrepresented in entrepreneurship, and this gender gap has exhibited remarkable persistence. In this study, we first measure the gender gap in entrepreneurship in Romania by using various data sources. We observe significant gender gaps, with the average gender gap in self-employment rates being 4.2 percentage points when abstracting from observable characteristics. Even when controlling for observable characteristics, the gender gap is persistent (3.7 percentage points). Other measures, such as the share of firms with female owners and top managers, indicate that the gap could be even larger. Moreover, we observe that the entrepreneurial gender gap varies across income quintiles and between rural and urban areas. In the second step, we analyze the potential drivers of women's engaging less in entrepreneurship by following the model of the "5 M's" developed by Brush, De Bruin, and Welter (2009). We find that the following drivers play a role in the entrepreneurial gender gap in Romania: gender gaps in financial inclusion and access to assets, harmful gender norms, motherhood, lack of childcare, and eldercare. Our findings suggest the need for a nuanced approach toward female entrepreneurship that factors in the distinct challenges of different groups of women and consists of a menu of policy interventions. Policies should range from improving women's access to relevant assets, human capital, and networks to addressing harmful gender norms and sparking an entrepreneurial culture in Romania more generally. Lastly, our evidence indicates that women are more interested in "impact" entrepreneurship. As women entrepreneurs in Romania mainly operate in the primary sector, givingthem a leading role in the green transition has great potential for more sustainable and equitable growth patterns

    Kurzfassung: The World Bank's High-Frequency Phone Surveys were deployed to support the monitoring of household welfare during the COVID-19 pandemic, when most of the regular household survey data collection was suspended. This paper reviews the analytical insights gained from the High-Frequency Phone Survey data, including uneven dynamics of household welfare during the pandemic across and within countries, as well as novel applications to simulate estimates of poverty and intergenerational mobility following the pandemic. The paper further derives lessons from the data collection experience. First, phone surveys, while inexpensive and quick, require reliable sampling frames. The predominant sampling strategies-previous household survey and random digit dialing-each have pros and cons in terms of representativeness, non-response, and post-survey adjustments. Second, on questionnaire design, country customization needs to be carefully balanced against standardization when cross-country comparisons are likely to be important. Finally, baseline metrics are critical for crisis monitoring; this requires more frequent welfare monitoring and better alignment of questions in phone surveys and existing data sources. While phone surveys can be a reliable toolkit for researchers and governments, more research is needed on key questions related to the survey mode effect, and the implications of different sampling frames and questionnaire design

    Kurzfassung: This thematic note is part of a broader mixed-method study on gender inequalities in Madagascar, which intends to illustrate the key gender gaps in the country and shed light on the unique challenges that young Malagasy women face in their educational, professional, and family trajectories. Due to the persistence of financial, social, and institutional barriers, Malagasy women and girls encounter significant disadvantages across all dimensions of well-being and are unable to access opportunities in an equal manner with men and boys in the country. They are largely constrained in their ability to accumulate human capital in education and health, and to participate in economic opportunities; and they face severe limitations in agency and decision-making, particularly with respect to family formation. Women and girls also appear to be disproportionally affected by the impacts of climate change and the COVID-19 pandemic, which further widen preexisting gender gaps and amplify vulnerability to poverty, violence, and discrimination. This thematic note provides in-depth insights into the status of women and girls' economic opportunities in Madagascar and proposes several strategic lines of action to enhance women's economic empowerment. This note is accompanied by the overview of all study findings and three thematic notes that present in-depth insights in the following key dimensions: education, health, and agency

Results from difference-in-difference estimations show that the reform resulted in rising employment rates for mothers of six-year-old children. The effect is lower for mothers living in households with elderly people, but larger for those facing stronger trade-offs prior to the reform.     Kurzfassung: This paper examines the welfare impacts of the COVID-19 pandemic, using harmonized data from 343 high-frequency phone surveys conducted in 80 economies during 2020 and 2021, representing more than 2.5 billion people. The analysis focuses on the scarring effects of the initial losses of employment and income by examining their evolution over time across and within countries, as restrictions on mobility and economic activity were introduced and then gradually relaxed. The employment and welfare outcomes of some groups that were impacted to a greater degree initially-including women, informal workers, and those with less education-have been improving at a slower pace. The social protection response in lower-income economies was largely insufficient to protect households from the pandemic shock. Unmitigated welfare losses, as seen for example from the large share of households indicating income losses well into 2021, are highly correlated with food insecurity, which likely led some households to sell physical assets and deplete their savings. Without proper remediation, the uneven welfare impacts associated with COVID-19 may be amplified over the medium to long term, leading to future increases in poverty and inequality

    Kurzfassung: This paper documents the relationship between legal gender equality and the use of financial services, using individual-level data from 148 developed and developing economies. The analysis, which combines data from the Global Findex and Women, Business and the Law databases, highlights the existence of a significant and positive correlation between gender equality in the law and women's access to financial products. The results show that greater legal equality alleviates women's involuntary financial exclusion. The findings also suggest that prevailing adverse social norms can 0ify the beneficial effects of legal equality, and that better implementation of the law can facilitate a stronger relationship between legal frameworks and women's financial inclusion

When women do work, they are much more likely than men to engage in vulnerable employment with lower earnings and worse working conditions. In addition, the COVID-19 pandemic has triggered larger losses in employment for women than for men across the globe. Several factors constrain women's labor force participation and employment outcomes. On the supply side, time and mobility constraints and differences in endowments (skills, assets, and networks) limit women's labor force participation and wages. On the demand side, discrimination in hiring and retention, lack of jobs with convenient features (childcare, maternity leave, flexible schedules), and skills mismatch are key constraints. All these are combined with contextual factors, including social and cultural norms, that restrict women's labor force participation. The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in supporting women's labor market participation.     Kurzfassung: Gender productivity gaps in agriculture are large around the world, even though women comprise 40-50 percent of the agricultural labor force in developing countries. Gender differences in agricultural productivity can be as high as 66 percent and can cost countries up to USD 105 million annually. Women farmers tend to produce lower output per unit of land than men farmers because of gender-specific constraints, such as unequal access to farm labor, agricultural inputs, lower literacy, childcare responsibilities, limited involvement in cash crop production, and lower participation in farmers' groups. Women farmers are concentrated in the lower levels of agricultural value chains and are less likely to be active in commercial farming than men. Restrictive gender norms underlie occupational sex segregation in agriculture, leading women to concentrate in low-value crops. Research by the Africa GIL indicates that when women manage cash crop plots-and have access to the same inputs and resources as men-they are able to be as productive as their male counterparts. The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in narrowing gender productivity gaps and helping farmers reach their potential. The operational approach to women and girls' empowerment can guide practitioners in systematically translating the concept of empowerment into project designs. While World Bank projects are fairly effective at providing women and girls with the resources they need to reach their desired achievements, interventions that affect agency and context are much more scarce. This literature review is intended to provide a curated set of examples of interventions that aim to affect the context and agency factors impeding women's and girls' empowerment. The paper starts from the assumption that practitioners are increasingly convinced of the importance of addressing the three pillars of empowerment, but they are unfamiliar with evidence-based context and agency interventions. Information about effective initiatives is dispersed, often leaving task teams to start from zero rather than drawing on prior experience. This paper sorts through the literature and presents some of the most effective examples of agency and context interventions in developing countries

    Kurzfassung: Mobility of goods and people in rural Haiti is constrained by the sparce road network and low maintenance of existing infrastructure. These challenges are further exacerbated by frequent natural disasters, including seasonal floods and earthquakes of significant magnitudes. This study conducted household surveys, qualitative interviews with humanitarian and development organizations on the ground, and spatial and statistical analysis to understand the impact of the relative importance of various constraints to accessing schooling, health care, and livelihood opportunities in rural Haiti, especially focusing on the most marginalized population groups. The various data collected corroborate the conclusion that transport issues-travel time, flooded roads, and lack of continuously functioning public transport services, among others-are central in the local residents' ability to access services and livelihood opportunities. At the same time, for many marginalized people, such as women and people living with a disability, other significant barriers are present, in terms of lack of affordability, inappropriate design of school and health care facilities, risk of assault, discrimination, and cultural norms. Living in a community where roads where damaged by the August 2021 earthquake is associated with reduced odds of having accessed needed health care or sold any of the produced agricultural harvest in the following months and with higher odds of children having missed school. Overall, the findings point to the need for a broad set of interventions-combining infrastructure and complementary policies-to allow everyone, including the most marginalized groups, to gain full access to health, education, and livelihood opportunities

    Kurzfassung: Conflict and fragility increase the exposure of women and girls to gender-based violence (GBV) and make it more difficult for them to access social services, including sexual and reproductive health services. Fragility, conflict, and violence (FCV) also exacerbate their vulnerability to poverty and increase their unpaid work burden from their caregiving role. The increase of situations of fragility and conflict in recent years has called the World Bank Group to step up its engagement in these contexts and to adapt its approach to address gender inequalities in FCV countries. The Bank Group recognizes in many corporate and strategic documents, such as the 2020-2025 FCV strategy, that for Bank Group support to produce meaningful and lasting results toward greater gender equality in FCV countries, it needs to have five specific elements. These elements include relevance, depth, sustainability, scale, and inclusive ownership. The evaluation uses these elements to assess the Bank Group's country support for women's and girls' economic empowerment (WGEE) and GBV prevention and response. The evaluation analyzes in depth the experiences of six countries (Burkina Faso, Chad, the Democratic Republic of Congo, Lebanon, the Solomon Islands, and the Republic of Yemen) where the World Bank and the International Finance Corporation (IFC) provided support to advance WGEE and address GBV during the past 10 years. The report draws on a combination of in-depth desk review of documents, more than 200 interviews of World Bank and IFC staff, government partners, and national and international stakeholders, and field visits, focus group discussions, and face-to-face interviews inches The evaluation analyzes the factors that enable and constrain meaningful and lasting results in addressing gender inequalities in FCV contexts and offers four recommendations to inform future Bank Group support

    Kurzfassung: Good quality jobs are key to accelerating poverty reduction and strengthening social cohesion in Togo. While Togo has made significant progress in creating more good quality jobs, with robust growth performance in the past decade, several jobs-related challenges remain. Togo's labor market is characterized by high levels of informality and underemployment, low productivity, and low-quality jobs. This difficult situation is compounded by the demographic trend of large cohorts of young people entering the labor market every year. As a result of this trend, it is estimated that, beginning in 2024, Togo will need to create 200,000 new jobs every year to absorb the influx of new entrants into the labor market. As described in the companion document to this report, Togo Jobs Diagnostic, a holistic approach to creating more and better jobs should be applied looking at the macro-, demand-, and supply side constraints. Solutions should focus on creating new jobs, improving job quality and productivity, and ensuring access to employment for vulnerable segments of the population

Using household survey and administrative data, the analysis finds significant and persistent gender gaps in favor of men in terms of participation, unemployment, and income. These gaps are heterogeneous at the regional level in Colombia, and are exacerbated among women with children, particularly young children, and those with low levels of education. The COVID-19 pandemic widened these gaps, including from higher female concentration in the most affected sectors and potentially associated with the disproportionate burden of care on women. Moreover, using decomposition techniques, the paper finds that the decline observed in the hourly gender wage gap results from two offsetting effects: the explained gap, which favors women due to their endowments, primarily education level, and the unexplained gap, which favors men and may be associated with discriminatory biases. Moreover, the gender wage gap widens significantly when considering monthly income, showing variations in hours worked between men and women. Given the poorer labor market outcomes among women with children, policies toward the reduction and redistribution of care work within households could contribute to increase women's opportunities in the labor market

    Kurzfassung: In India, state and city governments are making a simultaneous push to increase revenues through property-related taxes and to offer tax incentives to female property owners. This dual policy approach creates an opportunity to study the impact of gender-based tax incentives on property ownership patterns and tax compliance. This paper investigates linkages between gender-based discounts on taxes related to property (stamp duties and property taxes), female property ownership, and revenues from taxes related to property. The methodology designed for this paper deploys researchers to collect insights through focus group discussions with male and female property owners and taxpayers and to conduct one-to-one interviews with government officials in state and urban local body revenue and land administration departments. The study's most important finding is that incentives related to property taxes and involving economically significant amounts, such as the stamp duty, encourage female property ownership. It is notable, however, that property ownership does not always translate into a greater role for females in the control and management of the property. Other factors - such as concessions in loan terms offered to females buying properties in their own names or through joint ownership, security of inheritance, and equal property ownership rights for females - can also positively contribute to encouraging female property ownership

    Kurzfassung: This Overview presents the findings from the mixed-method study on gender inequalities in Madagascar, illustrating the key gender gaps in the country and shedding light on the unique challenges that young Malagasy women face in their educational, professional, and family trajectories. Due to the persistence of financial, social, and institutional barriers, Malagasy women and girls encounter significant disadvantages across all dimensions of well-being and are unable to access opportunities in an equal manner with men and boys in the country. They are largely constrained in their ability to accumulate human capital in education and health, and to participate in economic opportunities; and they face severe limitations in agency and decision-making, particularly with respect to family formation. Women and girls also appear to be disproportionally affected by the impacts of climate change and the COVID-19 pandemic, which further widen preexisting gender gaps and amplify vulnerability to poverty, violence, and discrimination. On the basis of the research findings, the Overview presents key gender gaps in Madagascar and proposes four strategic lines of policy recommendations to (i) assist girls and young women in completing school education, (ii) improve women's and girls' access to professional health care and prevent teenage pregnancy, (iii) enhance women's economic opportunities, and (iv) improve women's and girls' voice and agency through the elimination of all forms of gender-based violence. Four thematic notes accompany this Overview and present detailed findings in the four key dimensions: education, health, economic opportunities, and agency

    Kurzfassung: Does it matter whether poverty reduction programs target the female or male spouse? A randomized controllled trial in Ethiopia is used to study the differential impacts of easing information and financial constraints on agricultural productivity and household welfare, using data from 1,214 households in two regions of Ethiopia. The program targeted the husband, the wife, or both in a married household. The results indicate that the targeted spouse determines the type and channel of impacts. Targeting both spouses increased agricultural productivity in the short run and the monetary value of small ruminants and poultry in the long run, with a marginal positive impact on nonfood expenditure. Targeting only the female spouse resulted in increased business income from businesses with female involvement. This consequently increased household use of formal savings devices. This is in line with female preferences outside agriculture and for off-farm activities, and it results in little impact on agricultural productivity, despite an increase in women's access to extension services. Targeting only the male spouse has no impact on household savings or expenditure even though it increases men's wage income. The results suggest that the sharing of knowledge about the intervention changed household decisions. This would explain the different outcomes when both spouses were targeted, rather than only one

    Kurzfassung: This study investigates how the landscape of sex work in Dar es Salaam, Tanzania, evolved in the context of the COVID-19 epidemic. Using a mixed-methods approach, the analysis triangulates data from quantitative and qualitative sources to quantify shifts in income, demand, and client frequency and describe female sex workers' perspectives on their work environment. The COVID-19 restrictions introduced in early 2020 resulted in dramatic decreases in sex work income, leading to extreme financial vulnerability, food insecurity, and challenges in meeting other basic needs such as paying rent. However, in a 2021 follow-up survey, sex workers reported the summer of 2021 as a key turning point, with the demand for sex work rebounding to closer to pre-pandemic levels. Notably, despite the average number of unique weekly clients not yet having fully rebounded, by 2021 the price per client and the total monthly sex work income had returned to pre-pandemic levels. This may potentially be explained by an increased number of repeat clients, which represented a larger proportion of all clients during the COVID-19 pandemic

    Kurzfassung: Recent research suggests that the effects of stigma, discrimination, and exclusion against lesbian, gay, bisexual, transgender, and intersex (LGBTI) people could be costing economies billions of dollars. There are numerous reasons for these costs, including adverse educational environments, employment discrimination, physical and mental health disparities, and violence. This research aims to estimate the economic cost of exclusion based on sexual orientation, gender identity and expression, and sex characteristics (SOGIESC) in the Republic of North Macedonia and to provide the country's policy makers, civil society, and development partners with new evidence on the ongoing policy dialogue on strengthening the social inclusion of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people. To estimate the cost of exclusion, this report presents two theoretical models focused on the labor market and related issues. The first model centers mainly on the accumulated loss of individual wages due to the consequences of exclusion. The second model calculates the negative effect of exclusion on accumulated fiscal revenues (due to lower income and payroll taxes) and expenditures (due to higher expenditures for unemployment benefits and active labor market programs)

    Kurzfassung: Morocco's trade liberalization policies coincided with macroeconomic growth over the past two decades. The relationship between trade liberalization and individual-level labor market outcomes, however, are not well understood. By combining three complementary approaches and modeling techniques, this paper estimates (i) the relationship between trade agreements and trade flows, (ii) the relationship between trade exposure and various local labor market outcomes, and (iii) the relationship between firm employment and exports. The results show that tariffs have fallen and trade as a share of gross domestic product has increased. Morocco's trade agreements, however, are not always associated with higher trade flows. Furthermore, trade has led to mixed results for workers. Increased trade has decreased informality but may have adversely affected female labor force participation. Trade liberalization seems to have induced a shift from female labor-intensive industries, such as apparel, to capital-intensive sectors that are predominantly male-intensive. The firm-level analysis confirms these results by showing that increases in employment from exports has occurred mainly in male, capital-intensive sectors

    Kurzfassung: This paper examines the evolution of the gender employment gap post COVID-19 in the Egyptian manufacturing sector, using a unique firm-level data set. The findings show that the COVID-19 shock led to a slight improvement in the gender employment gap, both in absolute and relative terms, driven by a larger reduction in male employment compared to that for female employment. The heterogeneity analysis shows that exporting firms and firms in industrial zones on average increased both types of employment post COVID-19. Two types of firms contributed to a worsening of the gender gap, namely firms that adopted technology and those that provided worker training prior to the pandemic, pushing male employment up while not doing the same for female employment. Additionally, the informal sector contributed to a worsening of the gender gap during the pandemic

    Kurzfassung: Despite the widespread prevalence and economic importance of tall buildings, little is known about how their patterns vary across space and time. This paper focuses on vertical real estate, aiming to quantify differences across major world regions over time (1950-2020). The paper exploits a novel database on the location, height (above 55 meters), and year of construction of nearly all the tall buildings in the world. It proposes a new methodology to estimate the extent to which some world regions build up more than others given similar economic and geographic conditions, city size distributions, and other features. The analyses reveal that many skylines may visually appear more prominent than they really are once all the tall buildings and core controls are included, which alters how regions are ranked in terms of tall building stocks. Using results by city size, centrality, height of buildings, and building function, the paper classifies world regions into different groups, finding that international tall building stocks are mostly driven by boring skylines of residential high-rises, and to a lesser extent exciting skylines of skyscrapers and supertall office towers. Finally, land use regulations and preferences, not historical preservation nor dispersed ownership, likely account for most of the observed differences

The Afghanistan gender monitoring survey (AGMS) is intended to provide a snapshot of women's own perceptions of their situation and to bring the voices of Afghan women into data collection efforts to inform the humanitarian-development response. The AGMS interviews were conducted in September and October 2022. This first round of data collection will provide an important baseline from which to assess the additional impacts of the December bans.     Kurzfassung: Many low- and middle-income countries (LMICs) have introduced public works programs that offer temporary cash-for-work opportunities to poor individuals. This paper reviews experimental evidence on the impacts of public works programs on participants over the short and medium run, providing new insights on whether they have sustained impacts. The findings show that public works mainly increase employment and earnings during the program. Short-term positive effects tend to fade in the medium run, except in a few cases in which large impacts on savings or investments in self-employment activities are also observed. Importantly, the estimated impacts on earnings are much lower than planned transfer amounts due to forgone earnings, raising questions about cost-effectiveness. There is also little evidence of public works programs improving food consumption expenditure. The review finds evidence of improvements in psychological well-being and women's empowerment in some cases, but not systematically, and with limitations in measurement. The paper concludes by outlining directions for future research

More recently, women's and girls' empowerment (WGE) has become a priority in the Africa region in the context of the region's demographic transition. There has been a proliferation of World Bank projects with development objectives that include "empowerment", yet there remains a lack of consensus around its definition and operationalization. This note lays out a pragmatic Operational Approach to enhancing women's and girls' empowerment in World Bank projects. It is not intended to provide a new definition of empowerment or to present a new framework. Instead, the objective of the note is to translate widely accepted empowerment concepts into an operational approach to WGE that Bank Task Team Leaders (TTLs) can use in their project and ASA work. The approach includes: (i) a systematic way to analyze constraints to achieving WGE in the context of lending or analytical products; (ii) a list of potential intervention areas within the three empowerment pillars that can be integrated into World Bank projects; and (iii) guidance on how to incorporate the operational approach to WGE into project design

    Kurzfassung: Financial incentives are a promising approach for HIV prevention. Some studies have shown that financial incentive interventions aimed to promote positive health and social behaviors have mixed or harmful effects on gender-based violence, and little is known about their effects among higher risk groups such as female sex workers. To address this gap, this study investigated the relationship between a lottery-based incentive and gender-based violence among female sex workers in Dar es Salaam, Tanzania. Data were analyzed from the RESPECT II trial, which enrolled 2,206 female sex workers in Dar es Salaam, Tanzania, to evaluate the effect of a lottery-based incentive on HIV and sexually transmitted infections. Participants were randomized in a one-to-one ratio to: (1) the basic test group (control), which provided baseline testing and counseling for HIV and sexually transmitted infections and bi-weekly text messages on safe sex practices; or (2) the lottery group, which included the basic test group intervention plus entry into a weekly random lottery for an award of 100,000 Tanzanian shillings conditional on negative tests for sexually transmitted infections (syphilis and trichomonas vaginalis). An intent-to-treat analysis was conducted to estimate differences in physical and sexual gender-based violence (overall), and intimate partner violence and non-partner violence between treatment arms at endline, with estimates expressed as unadjusted prevalence differences with 95 percent confidence intervals. Adjusted estimates controlled for baseline reports of violence. Multiple imputation and inverse-probability of treatment weighting were used to account for missing data. Causal, population-level impacts were estimated using g-computation. Gender-based violence, intimate partner violence, and non-partner violence declined in both treatment arms over the study period among the sample of 1,117 female sex workers retained at endline. The lottery group had a lower prevalence of gender-based violence overall, intimate partner violence, and non-partner violence compared to control at endline; however, the differences were not statistically significant. The results indicate that the lottery intervention had no effect on violence outcomes among endline participants in the RESPECT II trial. These results suggest that this economic approach does not pose additional risks of violence in the context of sex work; however, they must be interpreted with caution due to high attrition in the study sample. Additional research is warranted to examine how this incentive mechanism impacts violence for female sex workers

    Kurzfassung: This study supports the KP provincial government's efforts to facilitate women's voluntary tax compliance by understanding women's constraints and experiences in tax payment and property registration and the gender gaps in access to and use of digital technologies. It draws data from a survey, which interviewed 1,200 current taxpayers and nontaxpayers (a third of whom were women), focus group discussions with women and female tax administrators, and key informant interviews with senior directors of the KP tax administrations. It identifies specific challenges women face in property registration and tax payments, such as restricted mobility, and lack of information and unclear processes. It also reveals that women's challenges are not monolithic, but varies by education; therefore, tailored measures are important to meet the needs of different types of taxpayers. While digitization of tax services could reduce tax compliance costs for taxpayers, women with limited education may not fully benefit from digitization because they tend to lack ownership of mobile devices and to have limited use of digital banking and wallet applications. The importance of having female staff provide tax and property registration services dedicated to women, simplifying property registration processes, and using easy Urdu and Pashto are highlighted by female taxpayers. Establishing dedicated services for women by assigning female tax officials in one-stop Tax Facilitation Centers could also help women register property and pay taxes. But to retain staff, these changes require allocation of human and financial resources, review of staff roles, additional training, instituting a gender-equitable and safe workplace environment and physical infrastructure, including bathrooms and separate areas for women. Digitizing and sex-disaggregating taxpayer and service user data could help revenue authorities develop tailored programs and services that meet the needs of women and men and monitor progress. Such data would be useful in guiding tax administrations to allocate financial and human resources

    Kurzfassung: This paper analyzes fiscal incidence in El Salvador through a gender lens using the Commitment to Equity model. The study aims to identify fiscal policies that promote gender equality and facilitates evidence-based policy recommendations aimed at reducing gender disparities and promoting more inclusive fiscal policies. The analysis shows that fiscal policy is not pro-poor, as it can lead to a 3.1 percentage point increase in overall poverty using the USD 6.85 2017 purchasing power parity poverty line, disproportionately impacting particular groups. Households headed by single women with at least one child under six years old experience a poverty rate increase of 4.3 percentage points, reaching an alarming rate of 42.7 percent. An increasing gender gap in poverty rates is also observed among households where women are the sole providers. The results show that the net fiscal system can increase the incidence of poverty among this group by 4.3 percentage points. In comparison, it increases by only 2.3 percentage points among their male counterparts. A microsimulation exercise of potential fiscal reforms to improve the welfare position of these households reveals that a fiscal package eliminating indirect subsidies, social security exemptions for vulnerable groups, and conditional cash transfers to households that meet certain conditions could reverse these unfavorable outcomes
