    Abstract: This book is the first study to provide a comprehensive picture of the reality and structure of dollarization in Cambodia, which has been achieving rapid economic and financial development since the end of 1998, when full piece reigned over the kingdom. It uses the micro-level data collected through nationwide surveys conducted jointly by the National Bank of Cambodia and JICA Ogata Sadako Research Institute in 2014 and 2017. By applying econometric analysis to collected data, the book analyses in detail the structures and mechanisms of dollarization in households, companies, and financial institutions. It also provides detailed information on the historical development of Cambodian dollarization, international comparisons with various cases of dollarization in countries around the world, and the impact of NBC's issuance of CBDC (particularly Bakong) on the use of local and foeign currencies. The Cambodian case shows that financial development of low- and middle-income countries is promoted mutually by dollarization and that policies to separate the two are necessary to curb dollarization. This book will be of interest to students, researchers and policy-makers concerned with dollarization and economics in Southeast Asia

Europe faces significant challenges in the coming decades: geopolitical, demographic, technological, increased competition, climate-related, and health issues due to an aging population, to mention a few. Given these challenges, technological progress and new ways of handling complex issues will be key to continued prosperity and growth. To accomplish a growth process driven by innovation and entrepreneurship, the institutional environment must take into account a multitude of different policy areas that interact to either strengthen or weaken an economy's innovative potential. Innovation is not only about R&D and higher education but is also intimately related to entrepreneurship. Similarly, entrepreneurship is not only about low start-up costs and favorable tax rates. Hence, a consistent and coordinated policy environment conducive to innovation and entrepreneurship is required to translate innovation into high-growth firms and macro-level growth. This book presents the basic cornerstones required to provide a policy regime that can nurture such dynamics. The authors draw extensively on empirical analysis of the development of the Swedish economy, which has been transformed from a so-called "sclerosis" state in the 1980s until the early 1990s to an economy characterized by successful entrepreneurship and innovation. This transformation resulted from a reform agenda that has been gradually rolled out, beginning in the mid-1980s. The authors argue that the Swedish experience provides useful lessons for other nations as well

To close these gaps, public investment will need to increase and become more effective, while additional private resources need to be mobilised.     Abstract: This book, set out over four-volumes, provides a comprehensive history of economic thought in the 20th century. It was the period of the pre-eminence of the Neoclassical Keynesian Synthesis—the theoretical core of the period’s dominant school of thought. This work provides a significant and original contribution to the history of economic thought and gives insight to the thinking of some of the major international figures in economics.     Abstract: This book develops an empirically informed normative theory of need-based justice, summarizing core findings of the DFG research group FOR2104 “Need-based Justice and Distributive Procedures”. In eleven chapters scholars from the fields of economics, political science, philosophy, psychology, and sociology cover the identification and rationale of needs, the recognition and legitimacy of needs, the dynamics and stability of procedures of distributions according to needs, and the consequences and sustainability of need-based distributions. These four areas are studied from the perspective of two mechanisms of need objectification, the social objectification by the discursive generation of mutual understanding (transparency) and the factual objectification by the transfer of decisions to uninvolved experts (expertise). The volume addresses academics in the fields of justice research, ethics, political theory, social choice and welfare, framing, individual and group decision making, inequality and redistribution, as well as advanced students in the contributing disciplines.

    Abstract: This chapter is to demonstrate the challenges related to free time of seniors (especially EU residents) in the 21st century. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

    Abstract: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

    Abstract: This book offers new transdisciplinary perspectives on luxury, exploring the topical phenomenon of digitally retouched (censored) and blockchain-secured (sensored) luxury watches and outlining implications that emerge for the field of luxury studies and managerial practice. Based on a cross-disciplinary approach, the book integrates theoretical and empirical perspectives to advance the readers’ understanding of luxury. With a particular focus on the Swiss luxury watch context, the book thereby draws on qualitative, quantitative, and archival data to shed new light on recent luxury trends, integrating literature on aesthetics of labour, conspicuous consumption, Gestalt theory, ethical theory, functional theories of attitudes, and surveillance studies.     Abstract: This book examines the dissemination, adaptation, and application of classical economic ideas within the Hispanic world through the life of José Joaquín de Mora. Particular attention is given to the influence of Mora in Argentina, Chile, Peru, and Bolivia and how he helped shape their economic development models and political environments.     Abstract: This book demonstrates the relevance of the historical perspective with respect to national and international payment systems.     Abstract: The chapter presents the results of undertaken primary research, which delves into the relationship between economic and psychological factors in the realm of digital finance. The research examines the behavior and preferences of market participants and their relationship with financial literacy.     Abstract: This book puts Indian garment workers and their organisations at the centre of the analysis. Taking the Bangalore export-garment cluster as a case study, the book explores the conditions that enable but also constrain the capacities of garment workers’ unions to build collective power vis-à-vis employers and thereby improve their conditions.     Abstract: This book aims at providing an empirical understanding of the main drivers affecting investors’ preferences in financing new ventures through equity crowdfunding (ECF) and determining fundraising campaign success. ECF is increasing in prominence as a route for new ventures in obtaining external financial resources. To raise capital, entrepreneurs are required to convey quality signals of their proposals with real-time information and knowledge sharing. This book advances knowledge in entrepreneurial finance by investigating the factors that affect individuals’ decisions to participate in ECF. The authors adopt a data mining approach to extract publicly available information from a multitude of crowdfunding platforms across different countries, producing a unique dataset. The book uses an innovative hybrid analysis to generate knowledge patterns creating data-driven models on one hand, and on the other test research hypotheses adopting statistical models to investigate empirical evidence in line, or in contrast, with the extant literature. The book also integrates organizational theories to examine the extent to which ECF platform managers follow a strategy of isomorphism in their choice of information disclosure. The final part of the book discusses how signals are interpreted by investors, how these affect financing preferences, and ultimately the successful completion of a fundraising campaign.     Abstract: By offering a critical assessment of the evolution of standard game theory, this book argues for a shift in the ontology and methodology of game theory for appraising games, one based on understanding the players’ strategic reasoning process. Analyzing the history of economic thought, the book highlights the methodological issues faced by standard game theory in its treatment of strategic reasoning and the consequence it has on the status of players' beliefs. It also highlights how the two original contributions of T. C. Schelling and M. Bacharach can be applied to these issues. Furthermore, the book assesses the intersubjective dimension in games by applying the cognitive sciences and by integrating simulation theory into game theory. Consequently, this book offers an interdisciplinary approach for reassessing the nature of the intersubjectivity involved in strategic reasoning. It shows that the analysis of games should involve the study and identification of the reasoning process that leads the players to a specific outcome, i.e., to a specific solution. A game should not be understood (as is done in standard game theory) as a mathematical representation of an individual choice at equilibrium. This requires investigating the players’ capacity for coordination. Understanding the process of coordination allows us to understand strategic reasoning and ultimately to provide new answers to the indeterminacy problem, one of the central hurdles in game theory, and one that underscores its normative difficulties.

    Abstract: As the world emerges from the COVID-19 pandemic, this book explores current migration and integration challenges. Against the background of long-term migration trends, it asks whether the pandemic has changed the patterns observed, transformed the circumstances international migrants face at destination or whether the opportunities and challenges for integration have been altered. Twenty-four researchers have contributed to this volume with research attention on how COVID-19 has affected transnationalism and identity, labour market employment, and impacted the discrimination of migrants in a variety of ways. Loyalties and tensions created by the need to include also hesitant migrant groups in vaccination programmes are explored. The role of cosmopolitanism and welfare chauvinism in narratives on inward migrations flows, the stance of trade unions on migration, the complexities of implementing return policies, and the challenges faced by unaccompanied refugee youth from Afghanistan are also discussed. The book aims to provide a background to the future of migration, both in relation to the labour market and to society. It will be relevant to multi-stakeholders, students, and scholars interested in migration and integration as well as in the economic and social impact of Covid-19. Lin Lerpold is an Associate Professor at the Stockholm School of Economics. She is also director of the SIR Center for Sustainability Research and vice director of the Sustainable Finance Lab. She was the founding director of the Mistra Center for Sustainable Markets and her research focuses on various aspects of social sustainability. Örjan Sjöberg is a Professor of Economic Geography at the Stockholm School of Economics, where he is also affiliated with the SIR Center for Sustainability Research.     Abstract: This report analyses the trends in Finnish productivity growth over the 2000s and 2010s. It describes its key features, makes comparisons to a benchmark of 16 OECD countries, and studies the causes of its sudden and prolonged slowdown which began at the end of the 2000s. The analysis focuses on the role of two contemporaneous demand shocks that hit the Finnish economy: the Nokia crisis and the Great Trade Collapse of 2009. Matching detailed firm-based information on structural characteristics of productivity growth with global input-output tables and National Accounts data, the report highlights how the prolonged drop in demand from the domestic computer and electronics sector may have induced a persistent drag on Finnish productivity growth. The report concludes with policy implications to strengthen Finnish resilience to idiosyncratic shocks to key sectors or large firms, while supporting long-term productivity growth and competitiveness.

    Abstract: Widespread supply disruptions in the wake of the COVID-19 pandemic and the Russian Federation’s large-scale aggression against Ukraine have raised concerns among policy makers that globalised value chains expose domestic production to shocks from abroad. This paper uses new indicators of global value chain dependencies and exogenous pandemic shocks to econometrically estimate the effects of supply disruptions abroad on domestic output. The results suggest that the adverse effects of supply disruptions are particularly large when concentration of supplying countries and supplying firms is high. Counterfactual simulations of the econometric model suggest that diversification of suppliers would have sizeable benefits in terms of shielding domestic production against country-specific supply shocks, with partial onshoring of production having only small additional benefits. Technological innovation that reduces foreign dependencies, such as the substitution of renewable energies for fossil fuels, can have similar benefits as diversification.

In February 2022, global trade was approaching pre-Covid levels in absolute terms, but with a different product and geographical composition resulting in a continued sense of tension in the trading system. Russia’s war of aggression against Ukraine has added a new dimension of challenges as it has led to deliberate radical interruptions of trade linkages between Russia, Ukraine and many industrialised economies, with significant repercussions on prices of key commodities in the energy and agricultural sectors.

    Abstract: The Czech economy is very carbon-intensive and has among the highest greenhouse gas emissions per unit of GDP in the OECD. Getting on the path towards net zero will require rapid emission reductions over the coming decades. Coal still makes up close to one third of the energy supply and the government has pledged to phase it out by 2033, which will require a swift expansion in the use of renewable energy sources as well as increased energy efficiency. This can be achieved by adopting a comprehensive policy package that includes widely applied carbon pricing, incentives to raise energy efficiency, spending on renewable energy and cutting red tape hindering green investments. Compensating policies and adjustment support will be essential to mitigate the socio-economic impacts of climate policies and to increase public support. Active labour market policies including higher spending on re-training for the unemployed is key to facilitate the green transition.

    Abstract: The current energy crisis calls for energy saving measures to accompany long-term technical and structural solutions. However, a range of barriers makes it hard for consumers to change their energy consumption. Changing behaviour is the result not only of responses to prices but also of expectations, habits, and biases. Policy makers should factor in these behavioural aspects when designing energy saving measures. The choice of message that policymakers send to consumers, how and when the information is provided to households and through which channels can make a difference in changing consumption behaviours. Moreover, it is crucial that the right incentives and policies are in place to ensure that behavioural changes can effectively take place. The effectiveness of energy saving measures should also be monitored to gauge evolutions in behaviours and identify solutions to behavioural barriers.

    Abstract: The System of Environmental Economic Accounting Central Framework (SEEA CF) was adopted in 2012. In one decade, it has expanded to 92 countries, including most OECD countries. However, there is still work to be done by national statistics producers to increase the use of SEEA statistics. This paper focuses on the SEEA stocks and flows accounts, providing examples of where they are already used to support public policy making in high-priority areas such as climate change, environmental sustainability, the circular economy, and management of ecosystems and freshwater, as well as feeding into indicators, dashboards and other frameworks. Although these examples show that SEEA statistics are already informing public policy making in many countries, there are still important “influence gaps”. The second part of this paper discusses why these gaps exist and what can be done about them.

    Abstract: This paper assesses to what extent markets with sophisticated investors and large firms price transition risks due to climate policies. The analysis exploits longitudinal data on firms’ economic and environmental performances - as measured by emission intensity, patenting activity in mitigation technologies, and ESG scores – and syndicated loan data. It provides three main results. First, firms with good environmental performance (in terms of emission intensity or patenting activity in mitigation technologies) benefit from a significantly lower cost of debt as climate-change mitigation policies become more stringent. Second, ESG scores and their environmental pillar are not sufficiently informative to assess and price domestic climate policy risks. Third, more stringent mitigation policies encourage investment in green firms by reducing the cost of debt: an increase of about EUR 10/t CO2 in carbon taxes raises investment by about 12% for firms with high patenting activity in mitigation technologies while it decreases investment by about 11% for firms with high emission intensity. The paper discusses policies to improve the available information on firms’ environmental performance metrics so as to enable investors who are smaller and less sophisticated than those participating in the syndicated-loan market to assess firms’ climate transition risks and to allocate capital in line with emission reduction targets.

    Abstract: This paper provides an overview of the evolving nature of digital trade and digital trade policies. It shows that digital trade has been growing faster than “non-digital” trade. By 2018, 24% of global trade (USD 5.1 trillion) could be considered digital trade. In parallel, countries have embraced digital trade provisions in trade agreements and new digital economy agreements have emerged. The empirical analysis shows that growing digital connectivity delivers a double dividend, increasing both domestic and international trade. It also shows that digital trade chapters have the potential to double the effect of trade agreements, while reductions in domestic barriers affecting digital trade have a strong export-enhancing effect, particularly in digitally-deliverable services. Overall, the results suggest that digital connectivity and digital trade policies play a significant and growing role in reducing trade costs and increasing trade across countries at all levels of development. The paper calls for wider participation and ambition in discussions at the WTO.

Elle se concentre ensuite sur les stratégies académiques que le ministère de l'éducation peut mettre en œuvre à court et à moyen terme pour aider les élèves à récupérer les opportunités d'apprentissage perdues, notamment en adaptant les stratégies d'instruction et les pédagogies aux besoins individuels, en adaptant le temps d'instruction, en assurant la flexibilité des programmes et en permettant des parcours d'apprentissage fluides au sein du système scolaire.     Abstract: The shipping industry is essential for international trade, but it is also an important source of CO2 emissions. To make progress towards climate targets, countries need to monitor CO2 emissions from vessels owned by their ship operator companies. However, most shipping activity takes place outside national borders, making it more difficult to monitor than activity taking place within countries. The OECD's experimental database on OECD.stat provides a new source of data for CO2 emissions from global shipping, which is available monthly in near real time. This data will help national statistics producers to compile their Air Emission Accounts (AEAs) for the System of Environmental Economic Accounting (SEEA). This Working Paper presents some initial results from the new data source and describes how they were produced. The method is based on granular and timely ship-level data provided by the United Nations Global Platform, and it uses a bottom-up estimation approach to produce results broken down by country and type of ship.

    Abstract: The Dutch labour market is strong but very tight. The unprecedently fast recovery from the pandemic, fast-changing skill demand, low hours worked, and the segmentation of the labour market contribute to labour shortages, weighing on growth potential and jeopardising the green and digital transitions. To tackle shortages, lifting labour supply is a necessary complement to raising productivity, as labour-saving innovation alone is unlikely to significantly reduce overall labour demand. Lowering the effective tax rate on moving from part-time to full-time employment and streamlining income-dependent benefits while improving access to childcare would both increase labour input and reduce gender inequalities in career prospects, incomes, and social protection. Narrowing regulatory gaps between regular and non-standard forms of employment further would alleviate shortages by facilitating transitions between occupations. Better integrating people with a migrant background and easing medium-skill labour migration in specific occupations would help to fill vacancies, especially those related to the lowcarbon transition. Scaling up the individualised training scheme while ensuring quality and providing stronger incentives for co-financing by employers would boost the supply of skills and promote growth in expanding industries. Rewarding teachers in schools where shortages are significant and facilitating mobility between vocational and academic tracks would improve equality in education and better prepare the future workforce.

Mejoras en la gobernanza y el estado de derecho son pilares esenciales para lograr un crecimiento sostenible a largo plazo y la cohesión social. Expandir el acceso a una educación de calidad, reducir las contribuciones sociales, especialmente para los trabajadores de bajos ingresos, y proporcionar un nivel básico de protección social universal para todos los trabajadores, formales e informales por igual, ayudaría a reducir la amplia informalidad y las desigualdades.     Abstract: This study provides an in-depth examination of the fiscal and governance decentralisation of long-term care (LTC) across OECD countries, offering projections of future fiscal burdens of LTC spending across levels of government. With rapid population ageing and a decrease in the supply of informal care, LTC spending has increased significantly. The paper introduces a novel methodology to estimate LTC expenditures across different government levels, including central and subnational governments. By analysing country cases, it explores the responsibilities assigned to each government level and the implications for service delivery and intergovernmental coordination. The study also discusses the overall anticipated increase of LTC expenditure to 2.3% of GDP by 2040, identifying the most impacted countries. This research contributes to our understanding of LTC systems, highlights the challenges of increasing LTC costs and provides insights for optimising governance and fiscal expenditure.
