Cette étude évalue les controverses persistantes à ce sujet et dans quelle mesure les donneurs sont parvenus à contenir la tendance, constatée au cours des années 1980 et 1990, à durcir la conditionnalité de l’aide. Le rapport vérifie si l'aide se répartit effectivement selon les critères de gouvernance et de développement invoqués par la communauté des donneurs. Il montre à quel point la crise financière compromet de plus en plus le respect des procédures habituelles de la conditionnalité. À la lumière du caractère inapplicable des procédures existantes, il propose des stratégies visant à réduire le nombre des critères de conditionnalité et à renforcer l'appropriation des politiques d'aide par les pays bénéficiaires.

Les échanges de certains produits sont particulièrement affectés par les évolutions des coûts de transport maritime, en particulier les céréales et les oléagineux qui sont expédiés en vrac. Le temps de transit a également un effet marqué sur le commerce : un jour supplémentaire passé en mer par rapport à un voyage d’une durée moyenne de 20 jours implique une diminution des échanges de 4,5% entre deux pays partenaires. Les coûts de transport et l’efficience pour amener les produits agricoles vers le marché de destination sont ainsi des facteurs explicatifs importants des flux commerciaux.

L’activité de l’enzyme luciférase est mesurée par un luminomètre. Une substance d’essai est considérée comme répondant positivement si la réponse maximale induite est égale ou excède 10 % de la réponse du témoin positif (1 Nm 17bêta-estradiol) dans au moins deux parmi deux, ou deux parmi trois expérimentations.     Abstract: This Test Guideline describes an in vivo screening assay for certain endocrine active substances where sexually mature male and spawning female fish are held together and exposed to a chemical during a limited part of their life-cycle (21 days). This assay covers the screening of oestrogenic and androgenic activity, and aromatase inhibition. The assay was validated on the fathead minnow (Pimephales promelas), the Japanese medaka (Oryzias latipes) and the zebrafish (Danio rerio); however zebrafish does not allow the detection of androgenic activity. At termination of the 21-day exposure period, depending on the species used, one or two biomarker endpoint(s) are measured in males and females as indicators of oestrogenic, aromatase inhibition or androgenic activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Vitellogenin is measured in fathead minnow, Japanese medaka and zebrafish, whereas secondary sex characteristics are measured in fathead minnow and Japanese medaka only.

Partant du constat que le système qui donne corps au fédéralisme budgétaire est source de déséquilibres entre l’administration fédérale et les échelons infra-fédéraux (déséquilibre vertical) de même qu’entre les différentes entités fédérées (déséquilibre horizontal), les auteurs esquissent des orientations pour l’améliorer. Faute de réformes, le déséquilibre vertical ne fera que s’accentuer dans la mesure où la charge budgétaire imposée par le vieillissement de la population grèvera principalement le budget fédéral. Aussi la réforme devra-telle viser à renforcer la capacité budgétaire de l’administration fédérale en améliorant ses sources de recettes et en faisant basculer la charge représentée par certaines dépenses obligatoires sur les entités fédérées. Le déséquilibre entre régions résulte du manque de cohérence entre fiscalité et dépenses. Les recettes partagées provenant de l’impôt sur le revenu des personnes physiques sont attribuées à la région de résidence tandis que la région du lieu de travail n’en bénéficie pas, ce qui pénalise particulièrement la région de Bruxelles-Capitale en termes de recettes. Cette anomalie pourrait être corrigée en attribuant à la région du lieu de travail une proportion plus élevée des recettes partagées de l’impôt sur le revenu des personnes physiques. Par ailleurs, il conviendrait de réorganiser le système des subventions de péréquation afin d’inciter les régions bénéficiaires à développer leurs propres sources de recettes fiscales. La performance du système budgétaire pourrait être encore améliorée si l’on réussissait à accroître l’efficience des dépenses dans les domaines d’intérêt national qui sont du ressort des entités fédérées ou dans lesquels on observe un chevauchement de compétences, qu’il s’agisse des politiques de l’emploi, de la R-D, de la formation, de l’éducation, de l’énergie et de l’environnement.

    Abstract: La plupart des pays de l’OCDE s’attendent à des pénuries croissantes de travailleurs qualifiés dans les prochaines deux décennies, et l’immigration pourrait bien être une des réponses à ce phénomène. Ces dernières années, ils ont mis en place des politiques pour faciliter le recrutement de ces travailleurs et l’on peut s’attendre à ce qu’ils poursuivent leurs efforts dans ce sens. Ce document donne un aperçu des questions portant sur la gestion des travailleurs immigrés hautement qualifiés. Généralement, un migrant hautement qualifié est sensé avoir au moins une éducation de niveau supérieur, mais d’autres définitions sont possibles, notamment sur la base de la profession exercée. Le niveau de salaire est aussi une référence pratique utilisée par certains pays pour considérer que les migrants hautement qualifiés sont les personnes qui reçoivent une rémunération au-dessus d’un certain seuil. Il y a deux principaux moyens pour recruter des travailleurs hautement qualifiés résidant à l’étranger. Le premier est à l’initiative de la demande des employeurs. L’autre est fondé sur l’offre et consiste à inviter les candidats à postuler, et leur admission dépend de certains critères sélectifs comme l’âge, le niveau d’instruction, la maîtrise de la langue et la profession exercée. Il s’agit d’un système à points au-delà d’un certain niveau de points obtenus, les candidats ont le droit de s’installer dans le pays d’accueil. Les systèmes fondés sur l’offre ont montré leurs limites au cours des décennies récentes, les pays d’accueil éprouvant des difficultés de recruter de manière à garantir une insertion réussie sur le marché du travail. Les employeurs semblent attribuer moins de valeur aux qualifications et à l’expérience professionnelle acquises dans un pays hors de la zone OCDE. Ainsi, les immigrés arrivant sans emploi préalable, éprouvent de sérieuses difficultés à trouver l’emploi correspondant à leur qualification et leur expérience. En conséquence, on note une tendance générale à transférer à l’employeur tout ou partie de la responsabilité du processus de sélection des candidats à l’immigration. De cette façon, toutes les questions de qualification et d’expérience sont abordées dans le cadre des négociations d’embauche entre les employeurs et les personnes à recruter avant l’immigration. Une deuxième option est de favoriser les candidats à la migration ayant obtenu leurs qualifications dans un pays de l’OCDE et encore plus s’il s’agit du pays d’accueil lui-même. La plupart des pays de l’OCDE ont en fait adopté des mesures pour permettre aux étudiants étrangers ayant achevé leurs études, de rester dans le pays pour rechercher un emploi en relation avec leur niveau et leur domaine d’étude. Dans certains pays, dont la langue nationale est peu parlée au-delà de leurs frontières, le recrutement direct reste problématique, sauf si la langue de travail est internationale, comme l’anglais. Pour de tels pays, le recrutement direct peut encore être possible, si une langue internationale est largement parlée dans les lieux de travail. Autrement, la migration impulsée par devrait être envisagée avec des investissements linguistiques importants demandés aux nouveaux arrivés. Une politique active de recrutement signifie bien davantage que la simple possibilité d’accorder des permis à des employeurs ou à des candidats à l’immigration, sur la base de la reconnaissance de leur niveau de connaissance. Si les migrants hautement qualifiés peuvent être attirés, quels que soient les obstacles à surmonter, par des pays où les salaires sont élevés et dont les langues nationales sont largement parlées, les pays ayant une langue peu parlée en dehors du territoire national et offrant des salaires moins élevés ne pourront se contenter uniquement de la levée des barrières administratives. Dans la plupart des pays, les effets de l’évolution démographique commencent tout juste à se faire sentir. Mais, à l’horizon 2010, plus de la moitié des pays de l’OCDE auront des cohortes entrantes de main d’œuvre moins nombreuses que les cohortes sortantes. L’objectif à moyen terme pour les pays de l’OCDE est d’avoir des mouvements dont l’ampleur et la nature permettront de répondre aux besoins du marché du travail. Il serait prématuré de prétendre que toutes les politiques requises sont d’ores et déjà en place.

    Abstract: La réduction des émissions liées à la déforestation et à la dégradation des forêts (REDD) dans les pays en développement est un nouveau mécanisme financier proposé pour le régime climatique post-2012 sous l'égide de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC). L’obtention d’un accord sur un futur mécanisme de REDD constituerait un progrès majeur et sans précédent vers la création d’un dispositif international visant à internaliser les services écosystémiques forestiers liés au carbone, et pourrait sensiblement contribuer à relever le défi du changement climatique global. Les forêts jouent également un rôle essentiel pour assurer la biodiversité, et pour fournir d’autres services écosystémiques non liés au carbone. Le plan d’action de Bali reconnaît que l’action en faveur de la REDD « peut avoir des retombées positives et servir les buts et objectifs d’autres conventions et accords internationaux pertinents ». Un exemple notable est celui de la Convention sur la diversité biologique. Le présent rapport examine les moyens de renforcer les avantages connexes pouvant être tirés de la REDD sur le plan de la biodiversité, tant au niveau de la conception qu’à celui de la mise en oeuvre. Il analyse les répercussions potentielles sur la biodiversité des différents dispositifs de REDD envisageables qui ont été avancés dans les négociations internationales sur le changement climatique et poursuit en examinant comment compléter la REDD en créant des incitations supplémentaires spécifiquement axées sur la biodiversité, de manière à cibler directement les avantages liés à celle-ci. Les principaux aspects de la conception d’un mécanisme de REDD sur lesquels il reste à trouver un accord, et qui sont susceptibles d’avoir des répercussions sur la biodiversité, sont notamment la portée du mécanisme, son financement, les niveaux de base ou de référence, la permanence, etc. Par exemple, une approche du financement de la REDD s’appuyant sur le marché (plutôt que sur un système de fonds) permettra vraisemblablement d’obtenir des ressources financières beaucoup plus importantes (en mobilisant directement le secteur privé), d’où un plus grand volume d’activités de REDD, une superficie accrue des zones forestières conservées, et par conséquent des avantages connexes plus importants en termes de biodiversité. Dans l’ensemble, un mécanisme de REDD bien conçu sera susceptible de procurer des avantages connexes substantiels sur le plan de la biodiversité, dans la mesure où le ralentissement de la déforestation et de la dégradation contribue nécessairement à freiner la destruction des habitats et par conséquent la perte de biodiversité. Toutefois, certains des aspects de la conception d’un mécanisme international de REDD peuvent présenter des risques potentiels pour la biodiversité, par exemple les activités de boisement et de reboisement qui aboutissent à des mono-plantations, aussi peut-il être nécessaire de prévoir des mesures de sauvegarde appropriées.

Il permet d’évaluer la capacité d’un produit chimique à induire des activités biologiques analogues à celles induites par des agonistes et des antagonistes d’androgène ou des inhibiteurs de 5α-réductase. L’essai actuel est fondé sur les variations de poids de cinq tissus dépendant des androgènes chez le rat mâle péri-pubertaire castré: la prostate ventrale, la vésicule séminale (plus les fluides et les glandes coagulantes), le muscle élévateur de l’anus et bulbo-caverneux, la paire de glandes de Cowper et le gland. Pour tester les androgènes ou les anti-androgènes, deux - respectivement trois - groupes de doses de la substance d’essai, plus un témoin positif et un témoin de véhicule (négatif) sont normalement suffisants. La substance d’essai est administrée par gavage ou injection sous-cutanée, chaque jour, pendant 10 jours consécutifs. Pour tester les anti-androgènes, la substance d’essai est administrée avec un agoniste d’androgène de référence. Chaque groupe traité ou témoin comprend au moins six animaux. Les animaux sont autopsiés environ 24 heures après la dernière administration de la substance d’essai. Les tissus sont excisés et les poids frais sont déterminés. Une augmentation (pour les androgènes) ou une diminution (pour les anti-androgènes) du poids de deux des cinq tissues, statistiquement significative, indique une réponse positive dans cet essai.

    Abstract: The objective of a long-term carcinogenicity study is to observe test animals for a major portion of their life span for the development of neoplastic lesions during or after exposure to various doses of a test substance by an appropriate route of administration. This Test Guideline is intended primarily for use with rats and mice, and for oral administration. Both sexes should be used. Each dose group and concurrent control group should contain at least 50 animals of each sex. At least three dose levels and a concurrent control should be used. The duration of the study will normally be 24 months for rodents. For specific strains of mice, duration of 18 months may be more appropriate. Termination of the study should be considered when the number of survivors in the lower dose groups or the control group falls below 25 per cent. The results of these studies include: measurements (weighing, food consumption), and, at least, daily and detailed observations, as well as gross necropsy and histopathology.

    Abstract: The paper starts with a description of higher education in the United Kingdom and of reforms over the last 50 years. By reference to specified output measures, the performance of UK universities is judged to be good. The factors affecting this performance are postulated by comparing policies and approaches in the United Kingdom with those elsewhere (in particular in continental Europe). Three factors – the level of autonomy, the amount of competition, and the level of funding, combined with the universities’ direct control over funding – are identified as important factors. The level of autonomy for UK universities is long-standing. So too is the level of competition for recruiting the best students – although the reform in 1991 to bring universities and polytechnics into a single sector has increased that competition. Competition for research has increased through the reform initiated by the University Grants Committee in the mid 1980s to introduce the Research Assessment Exercise for non-specific funds. Recent reforms have provided both additional funding and, through tuition fees for UK students, greater influence for universities over the level of funding. Le système de l'enseignement supérieur au Royaume-Uni a fait l’objet de nombreuses réformes depuis cinquante ans. Evaluées à la lumière d’indicateurs spécifiques, les universités britanniques présentent de bons résultats. Les facteurs de cette performance sont postulés par comparaison des politiques et des approches adoptées au Royaume-Uni et à l’étranger (en particulier dans le reste de l'Europe). Associés au contrôle direct des universités sur le financement, le degré d'autonomie, le niveau de concurrence et le niveau de financement apparaissent ainsi comme trois facteurs de performances importants. Bien qu’elle ait été renforcée par la réforme de 1991 regroupant les universités et les instituts de technologie en un secteur unique, la concurrence pour le recrutement des meilleurs étudiants existe depuis longtemps, tout comme le degré d'autonomie important dont jouissent les universités britanniques. La concurrence a également gagné le milieu de la recherche où, suite à une réforme initiée par le University Grants Committee au milieu des années 1980, l’attribution de fonds non spécifiques est déterminée par le Research Assessment Exercise (exercice d’évaluation de la recherche). De récentes réformes ont permis d’accorder des financements supplémentaires et, par le biais des frais d’inscription imposés aux étudiants britanniques, de développer l’influence des universités par rapport au niveau de financement.

    Abstract: The Isolated Chicken Eye (ICE) test method is an in vitro test method that can be used to classify substances as “ocular corrosives and severe irritants”. The ICE method uses eyes collected from chickens obtained from slaughterhouses where they are killed for human consumption, thus eliminating the need for laboratory animals. The eye is enucleated and mounted in an eye holder with the cornea positioned horizontally. The test substance and negative/positive controls are applied to the cornea. Toxic effects to the cornea are measured by a qualitative assessment of opacity, a qualitative assessment of damage to epithelium based on fluorescein retention, a quantitative measurement of increased thickness (swelling), and a qualitative evaluation of macroscopic morphological damage to the surface. The endpoints are evaluated separately to generate an ICE class for each endpoint, which are then combined to generate an Irritancy Classification for each test substance.

    Abstract: The International Energy Agency's 2009 review of Portugal's energy policies and programmes. This edition finds that Portugal has made considerable efforts to strengthen its energy policy since the last IEA in-depth review in 2004. A large number of IEA recommendations have been successfully implemented, including greater diversification of the energy mix and increased energy policy co-ordination. A new National Energy Strategy, published in October 2005, identified three principal means for meeting Portugal’s policy goals: the promotion of renewable energy, increased energy efficiency and competition in energy markets. Over a short period of time, Portugal has become a leader in terms of renewable energy development. Well-designed incentive mechanisms and the adoption of ambitious targets ensure hydro, wind and other technologies will continue to grow. The National Action Plan for Energy Efficiency was enacted in 2008, and Portugal aims to implement energy efficiency measures equivalent to 9.8% of total final energy consumption by 2015. This plan complements a well developed and co-ordinated climate change policy. Further steps have been taken towards the liberalisation of energy markets, including the innovative creation of a single operator for the transport of natural gas and electricity, natural gas storage and operation of the Sines LNG terminal. Still, a number of challenges remain. Energy markets are not as competitive as policy makers may have wished, and energy research and development policy coordination needs to be strengthened. This review provides sectoral critiques of existing policy and recommendations for further improvements. It is intended to serve as an indispensable guide for Portuguese policy makers as they travel along the path to a more sustainable energy future.

    Abstract: This review analyses the energy challenges facing Spain and provides critiques and recommendations for further policy improvements. It finds that since the last IEA in-depth review in 2005, Spain has made significant progress in improving its energy policy. In Europe, the country is now leading in gas diversification and LNG development. Together with Portugal, it has set up the common Iberian electricity market, MIBEL, and has strong ambitions in developing it further. It has also become prominent in developing wind and solar energy technology, and succeeded in integrating large amounts of intermittent power in the electricity grid. Along with other IEA member countries, Spain has set ambitious climate and energy security targets. Achieving these will require a transition to a low-carbon economy. Spain will need to increase its efforts to reduce CO2 emissions, particularly in the transport but also the critical power sector. As fossil fuels still provide more than half of electricity,Spain will need to keep open all the options - including nuclear, renewables, and the technology of carbon capture and storage - for making its power sector less carbon-intensive. The country should also increase its efforts to limit peak electricity demand through energy efficiency. Spain has substantially de-regulated its electricity and gas tariffs, and developed a financial plan to end the large deficit that had built up under the previous tariff regime. Prices for many small electricity users, however, are still regulated and low enough to potentially distort the market. In addition, the still remaining subsidies for domestic coal production should be eliminated and replaced by direct social policy measures.

    Abstract: Brazil, like other natural resource-exporting countries, has benefited from a sharp increase in commodity prices over the last few years. To investigate the possible impact of terms-of-trade gains on the real economy, this paper estimates normalised quadratic input demand and output supply functions for the Brazilian economy during 1997-2008. Technological change is modelled in a flexible manner through the inclusion of quadratic splines in the profit function. The paper contributes to the literature by using nonlinear seemingly unrelated regression techniques to estimate the input demand and output supply functions and by disaggregating exports and imports into capital, consumption and intermediate goods. Improvements in the terms of trade due to rising export prices and/or falling import prices are associated with hikes in export volumes on the back of rising import demand and some labour shedding in the sectors using imported capital goods. The direct impact of terms-of-trade changes on domestic consumption and investment is comparatively modest, possibly due to the fact that the Brazilian economy remains relatively closed to trade.

    Abstract: House prices have risen strongly in past years, helped by rising incomes and declining interest rates. At the same time, construction of new dwellings has remained fairly muted and has only recently shown signs of picking up. A characteristic feature of the Slovak housing market, and a consequence of the privatization programme initiated in the early 1990s, is the virtual absence of a private rental market. As euro membership will most likely go along with easier financial conditions and also entails limited availability of national policy tools, current housing policies will have to be adjusted. The challenges are to avoid overheating of the housing market in the medium term, in part by making supply more reactive to demand, and to phase out the hurdles that are currently impeding the private rental market, which would facilitate labour mobility. This Working Paper relates to the 2009 OECD Economic Survey of the Slovak Republic.

    Abstract: This paper uses the WITCH model, a computable general equilibrium model with endogenous technological change, to explore the impact of various climate policies on energy technology choices and the costs of stabilising greenhouse gas concentrations. Current and future expected carbon prices appear to have powerful effects on R&D spending and clean technology diffusion. Their impact on stabilisation costs depends on the nature of R&D: R&D targeted at incremental energy efficiency improvements has only limited effects, but R&D focused on the emergence of major new low-carbon technologies could lower costs drastically if successful – especially in the non-electricity sector, where such low-carbon options are scarce today. With emissions coming from multiple sources, keeping a wide range of options available matters more for stabilisation costs than improving specific technologies. Due to international knowledge spillovers, stabilisation costs could be further reduced through a complementary, global R&D policy. However, a strong price signal is always required.

    Abstract: The aim of this report is to assist policy makers in providing an overview of how broadband physical coverage and availability can be measured. It first summarises what data are available from official and non-official sources. The approach taken by the report is to consider coverage and availability related to different types of technologies. These include Digital Subscriber Line (DSL or xDSL), cable networks (i.e. cable modem), Fibre to the Premises (i.e. FTTH/B for homes and businesses), 3G (including WCDMA and CDMA-2000), satellite and WiMAX technologies. This is because every technology capable of providing high speed Internet access involves specific issues when measuring coverage and availability. Accordingly, categorisation by technology is the most consistent way to approach this task. For every broadband technology, the available indicators will be presented, and this report discusses to what extent they are comparable. This report does not address metrics on the actual take-up of broadband services or penetration rates which are based on different measures and for which cross-country data are much more consistent. The report is aimed at providing information on the advantages and pitfalls of existing indicators used to measure broadband coverage. There is not necessarily a single indicator which should be used when assessing broadband coverage since this depends on what measures policy makers require: for example measuring the digital divide which may exist in a country, measuring the availability of broadband access for business, measuring broadband availability for residential customers, etc. There is no attempt in the paper to draw a conclusion as to the ideal indicator which should be used. However, it is important that OECD countries try to ensure a better consistency in the use of indicators to measure availability of broadband. The paper, in certain tables, lists all OECD countries even though they may be using different indicators to measure broadband coverage. The purpose in doing so is to show which indicators countries use and not to try and equate indicators that are by nature different.

    Abstract: Japan’s health-care system has provided universal access to care and contributed to the outstanding health status of the Japanese. Public spending has been kept below the OECD average through high co-payment rates and reductions in medical fees. However, with continued upward pressure on expenditure, in part due to rapid population ageing, reforms are needed to limit spending increases through greater efficiency, while improving quality. It is essential to shift long-term care out of hospitals, reform the pricing mechanism away from pay-for-visit, increase the use of generic drugs, encourage healthy ageing and promote restructuring in the hospital sector. Quality should be improved by increasing the availability of effective new drugs and medical devices. In funding spending increases, it is important to limit the share borne by employees to avoid negative effects on the labour market. Japan may need to allow more mixed billing to enhance access to some advanced medical treatments.

    Abstract: This paper examines the effect of economic crises on structural unemployment using an Autoregressive Distributed Lags model and accounting for the role of institutional settings. Analysing an unbalanced panel of 30 OECD economies from 1970 to 2008, we found that downturns have, on average, a significant positive impact on the level of structural unemployment rate. The maximum impact varies with the severity of the downturn. Institutions (such as Employment Protection Legislation, average replacement ratio and product market regulation) influence both the extent of the initial shock and the adjustment pattern in the aftermath of a downturn.

    Abstract: Do some forms of student (and school) assessment hinder the introduction of innovative educational practices and the development of innovation skills in education systems? This report focuses on the impact of high-stake summative assessment on innovation and argues that it is possible to reconcile high-stakes assessments and examinations through innovative approaches to testing. While necessary, assessment based on high-stake examinations often acts as an incentive to teach or study “to the test”. It may thus limit risk-taking by teachers, students and parents, for instance. The problem may be amplified if a system of accountability and incentives uses the results of these examinations and tests to assess teachers and schools. What should be done to ensure that the systems used to assess education systems do not stifle the risk-taking inherent to innovation – and that they foster innovation skills in students? This study proposes three main ways of combining assessment and innovation: 1) developing a wide range of performance measurements for both students and schools; 2) rethinking the alignment of standards and assessment; 3) measuring the impact of assessments on teaching and learning. One way of influencing teaching and learning might be to modify high-stake testing. Systems will adapt to this, and both teaching and learning will focus on acquiring the right skills. Rather than testing the content of learning, standards could relate to cognitive skills such as problem-solving, communicating and reasoning – with test/examination developers adapting those skills to subjects such as mathematics, science or literary analysis. Similarly, more use might be made of innovative assessment methods based on information and communication technologies, inasmuch as these may feature simulation or interactivity, for instance, at a reasonable cost. Focusing the assessment on cognitive processes rather than content would leave more scope for teachers to put in place innovative teaching/learning strategies. This does, however, assume a high standard of professionalism in teachers and an adequate system of continuing training and knowledge management. As a single type of assessment cannot fully capture student learning, one effective strategy might also be to multiply the number of measurements and thus relieve the pressure on students and teachers to perform well in a single, high-visibility, high-stake test. At the same time, this larger number of measurements could provide the necessary input for systems based on accountability, diagnosis and assessment of the effectiveness of innovative practice. Finally, assessing the technical standard of tests and examinations is an integral part of their development, but it is less common to address the impact they have on teaching/learning or the validity of how their results are used. Since assessment is an integral part of the education process, it is just as important to assess tests and examinations as it is other educational practices in order to achieve improvements and innovation in educational assessment, but also in educational practice.

    Abstract: Ghana’s agricultural sector has two faces. On the one hand, Ghana continues to face food security problems due to stagnating productivity in the food crop sector and undeveloped internal food markets. On the other hand, horticultural exports have been increasing and recent investments in cocoa and pineapple processing can been seen as signs of an emerging modern agricultural sector. The horticultural sector currently receives a lot of attention from donors and the Ghanaian government. The examination of several large donor projects in this sector reveals that donors are increasingly taking a value chain approach and trying to link smallholder farmers to exporters via outgrower schemes. Donors are also making an effort to connect their projects with other ongoing interventions. However, donor approaches vary according to donor preferences, and multi-donor programmes would probably be a better solution. While the current focus of donors and the Ghanaian government in the horticultural sector is welcome, it bears the risk of leaving the north of Ghana, where food crop production and poverty are concentrated, further behind. Food crops should receive more attention not only to resolve Ghana’s food security problem but also to take advantage of growing demand from Ghana’s middle-income class, which provides the opportunity for developing a local food industry.

    Abstract: This paper uses household survey (Sakernas) data from the 1996 and 2004 to estimate the determinants of earnings in Indonesia. The Indonesian labour market is segmented, with a majority of workers engaged in informal-sector occupations, and earnings data are available only for formal-sector workers (salaried employees). This posed problems for the estimation of earnings equations, because selection into different labour market statuses is likely to be non-random. In order to describe selection into different labour market statuses we use the most general version of the method proposed by Dubin and McFadden (1984), which Bourguignon, Fournier and Gurgand (2007) proved to be preferable to other available multinomial selection methods. We also deal with reverse causality between education attainment and earnings by estimating the selection equations using an instrumental variable technique. Our findings cast doubt on the use of a binomial selection rule and suggest that workers with higher levels of educational attainment are most likely to find a job in the formal sector, and that the informal sector is perceived by those workers who cannot obtain a job in the formal sector as an alternative to inactivity.     Abstract: Finding a good forecasting model in a data-rich environment is a complex problem which challenges forecasters and statistical methods. In such an environment, automated modelling strategies are necessary for an efficient use of the information in the data. In contrast to frequently applied methods used for large data sets we propose a model selection approach for dynamic single equation regressions that are used to make forecasts. This paper proposes a new approach for quantitative forecasting that is able to deal with both an increasing number of variables that are potentially important for forecasting, as well as an increasing number of observations simultaneously. Another characteristic of the proposed approach is that evaluation of the goodness of forecast models is based on different criteria. As we are interested in finding forecast models with high-quality criteria we define the search for a forecast model as a multi-criteria optimization problem. We define the quality criteria in our goal function by in-sample measures and out-of-sample measures, as well as by a balance between them, and apply a genetic algorithm to solve this complex, global and discrete multi-criteria optimization problem. The efficiency of the approach is illustrated by forecasting German industrial production based on a data set containing key economic indicators and leading indicators. It is shown that, for short forecast horizons, the proposed approach provides forecasts with a high accuracy.

    Abstract: Labour productivity growth in the service sector has been low relative to manufacturing. This is explained in part by weak competition in services resulting from strict product market regulation and the low level of import penetration and inflows of foreign direct investment (FDI). Increasing productivity growth in the service sector, which accounts for 67% of employment and 58% of value added in Korea, is essential to sustain high potential growth. The priority is to strengthen competition by eliminating domestic entry barriers, accelerating regulatory reform, upgrading competition policy and reducing barriers to trade and inflows of FDI. Another challenge is to enhance the performance and accelerate the restructuring of small and medium-sized enterprises, which account for over 90% of service-sector employment. Furthermore, it is essential to boost productivity in service industries with high growth potential, such as telecommunications and financial and business.

    Abstract: This case study analyses the effect of trade and investment liberalisation on Korea’s information and communication technology (ICT) sector and finds that trade and investment have played a crucial role in innovation in this sector. In the initial stages of development, imported capital goods and components, joint ventures, licensing and Original Equipment Manufacturer (OEM) contracts were important sources of technology and exports were key to obtain the necessary economies of scale for innovation. Free trade and investment policies in the 1990s and stronger protection of intellectual property rights have led to an increase in R&D and innovation, which in turn has led to the transformation of Korea into a knowledge-based economy.     Abstract: Crude oil prices have trended up since the end of the 1990s, peaking at a historic high in mid-2008 that was followed by a steep price correction with a subsequent rebound. This paper considers major forces behind the evolution of the oil price, using a simple model of supply and demand elasticities as a benchmark, highlights implications for inflation and economic activity and draws some conclusions for macroeconomic policy. The analysis suggests that the run-up in crude oil prices since 2003 was due to both vigorous oil demand growth by emerging markets and, from the middle of the decade onward, a weaker than expected oil supply response to rising prices. Prices are unlikely to fall back to levels seen in the first years of the decade either over the short or medium term.

Lorsque le Traité sur la zone exempte d’armes nucléaires en Afrique (Traité de Pelindaba) entrera en vigueur (probablement cette année), plus de la moitié de la surface de la terre et 119 pays seront protégés par de telles zones.

    Abstract: Government debt issuance procedures and policies differ across OECD jurisdictions, in particular in terms of technical standards for selling techniques, primary dealer systems and other primary market arrangements. However, the increased integration of global financial markets (including the jump in the integration of European government debt markets since the introduction of the Euro) has been an important catalyst in the standardisation of the structure and types of instruments as well as the convergence of general procedures and policies for the issuance government debt. In many countries, the ongoing credit and economic crises have prompted a review of existing issuance procedures and policies. This article provide (a) a survey of the general characteristics of government debt issuance procedures and related primary dealer (PD) arrangements in the OECD area; and (b) an evaluation of the challenges and changes generated by the impact of the turmoil in global financial markets on issuance procedures and policies.

    Abstract: Climate change is expected to have significant implications for the world economy and, more broadly, for many areas of human activity. The purpose of this review is twofold. First, it is to summarise current estimates of the impacts of climate change and to explain how these estimates are built in order to identify the main sources of uncertainty and approximation affecting them. Second, the paper discusses how this uncertainty should influence policymaker?s decisions. A main conclusion of the review is that there are large uncertainties, which are not fully reflected in existing estimates of global impacts of climate change in monetary units. Nonetheless, despite these uncertainties, policy action may be justified, provided that policies are cost-effective, even if the marginal cost of GHG emissions mitigation exceeds the marginal damage of one additional ton of carbon. This is because two features of the impacts of climate change tilt the balance in favour of action: their irreversibility, and the risk that they are extreme.

    Abstract: In the past decade, accountability has become a major concern in most parts of the world. Governments, parliaments and the public are increasingly asking universities to justify the use of public resources and account more thoroughly for their teaching and research results. Is this a favourable development for tertiary education? Or is there too much accountability, at the risk of stifling initiative among university leaders? This article analyses the main dimensions of the growing accountability agenda, examines some of the negative and positive consequences of this evolution, and proposes a few guiding principles for achieving a balanced approach to accountability in tertiary education. It observes that the universal push for increased accountability has made the role of university leaders much more demanding, transforming the competencies expected of them and the ensuing capacity building needs of university management teams. It concludes by observing that accountability is meaningful only to the extent that tertiary education institutions are actually empowered to operate in an autonomous and responsible way.     Abstract: The Paris Declaration on Aid Effectiveness calls upon donor and partner countries to enhance the effectiveness and efficiency of country systems in a way that guarantees ownership and sustainable results. Within this context, the current paper provides a synthesis of major elements and approaches of institutional assessment that may be applied to environmental management. It suggests that while a large number of diagnostic tools are in use, their level of elaboration is not sufficient for systemic sector-specific capacity assessments that would match partners’ and donors’ needs. In order to facilitate the improvement of these tools, the paper provides an inventory of core functions for environmental management. This inventory may be used by those involved in capacity assessments to consider more amply specifics of the environmental sector. Each function will need to be associated with benchmarks reflecting the multifaceted nature of institutional capacity. The evolving approaches to environmental management, as well as changes in the international and country context, impose the need to regularly update both the list of functions and complementary benchmarks.

    Abstract: This paper uses several recent advances in time-varying spectral methods to analyse the growth cycles of the core of the euro area in terms of frequency content and phasing of cycles. There are two main findings. First that coherence and phasing between the three core members of the euro area (France, Germany and Italy) continue to differ, and that for France they increased in the 1990s but not noticeably since the launch of the euro. Second that similarities vary considerably according to the length of cycle. They are high for low frequencies but lower at traditional business cycle frequencies. Simply looking at business cycles loses much of the detail of the extent of co-movement in different frequency cycles within the euro area.

    Abstract: Impressive progress has been made in raising participation in early childhood education as well as tertiary educational attainment over the past 30 years. However, the inflow of poorly educated youth into the labour market is unusually heavy for a high-income country, largely on account of high drop-out rates in lower secondary education which, in turn, reflect one of the highest grade repetition rates in the OECD. The supply of workers with intermediate vocational skills is surprisingly low, despite the high return, in terms of labour market outcomes that these skills offer, even if they have recently deteriorated. There is room to raise learning outcomes up to the end of compulsory school, as measured by the Programme for International Student Assessment (PISA), although, owing to a compressed distribution of such outcomes, the share of poorly performing pupils is not unusually large. While significant reforms have been undertaken to address these problems, more measures are needed to reduce grade repetition and raise education outcomes, by improving accountability of schools and school staff, as well as by raising school autonomy further than has already occurred. Vocational training needs to become more attractive. In tertiary education, few Spanish universities have attained a high level of international standing, and scope remains to improve the contribution tertiary attainment can make to gains in economic welfare, notably by reforming funding arrangements.

    Abstract: This report analyses the impact of failures and weaknesses in corporate governance on the financial crisis, including risk management systems and executive salaries. It concludes that the financial crisis can be to an important extent attributed to failures and weaknesses in corporate governance arrangements which did not serve their purpose to safeguard against excessive risk taking in a number of financial services companies. Accounting standards and regulatory requirements have also proved insufficient in some areas. Last but not least, remuneration systems have in a number of cases not been closely related to the strategy and risk appetite of the company and its longer term interests. The article also suggests that the importance of qualified board oversight and robust risk management is not limited to financial institutions. The remuneration of boards and senior management also remains a highly controversial issue in many OECD countries. The current turmoil suggests a need for the OECD to re-examine the adequacy of its corporate governance principles in these key areas.

    Abstract: Policy makers in many countries are giving more attention to ‘financial literacy’ or ‘financial capability’, and there are many financial education programmes. The need to evaluate the effectiveness of these programmes is likely to increase. But little evaluation is currently taking place, and the evaluations made so far show mixed and inconclusive results. It is not clear whether this is a consequence of poor evaluation methods or poor programme design, or, that financial education works patchily. But it does mean that a positive impact from financial education has not been unambiguously proven; nor has a clear picture emerged of what works best and why. Evaluation of financial education is inherently difficult, and the impact of any one programme can probably never be fully isolated. Nevertheless, this paper suggests that evaluating the effectiveness of financial education can and should be improved. It begins to develop an approach to do so, including a Financial Education Evaluation (FEE) Framework which can be tailored for any programme in any country. This paper also suggests guidelines for governments and other public authorities to lead the way towards better evaluation of the benefits, costs and value for money of financial education.

    Abstract: This article treats some ideas and issues that are part of ongoing reflection at the OECD. They were first raised in a major research article for the Reserve Bank of Australia conference in July 2008, and benefited from policy discussion in and around that conference. One fundamental cause of the crisis was a change in the business model of banking, mixing credit with equity culture. When this model was combined with complex interactions from incentives emanating from macro policies, changes in regulations, taxation, and corporate governance, the current crisis became the inevitable result. The paper points to the need for far-reaching reform for a more sustainable situation in the future.

    Abstract: Medium-term approaches to budgeting are now common in OECD countries and are being adopted increasingly by developing countries. This reflects a realisation that the annual approach to budget making actually undermines budgetary performance, contributing to fiscal instability and, perhaps even more fundamentally, to resource misallocation and the inefficient and ineffective use of resources. The purpose of this study has been to analyse how multi-year budgetary processes work in practice in both high income OECD countries and in aid-receiving countries, with a view to identifying the opportunities for, and limits to, financing environmental management. It also provides suggestions to the donor community on how to make better use of multi-year budgeting when providing general support to the budgets of developing countries in order to ensure that environment is included in this process. In this context, the report may be of interest to various audiences. On the one hand, representatives of the ministries of environment and other relevant government agencies with responsibilities for environmental and natural resource management who struggle to prepare medium-term budgets may find this analysis useful. On the other hand, the report is targeted at experts from the ministries of finance and economy who are charged with assessing environmental programmes and taking decisions for their financing. The third target group are those donors who even if they are moving to direct budget support, may still be concerned that the environment sector is adequately funded.

    Abstract: This paper briefly reviews the historical development of the university system in Chile, and describes the current structure of funding, supply and demand for tertiary education, research and university services. Both public and private universities in Chile have expanded and restructured, access to tertiary education has improved, and universities have contributed to the country’s national innovation system. However, steep challenges related to structure and performance in education and research remain, if universities are to meet the growing economy’s demands for productivity and competitiveness. This paper outlines the principal areas which need improving: market access; quality of services; R&D and innovation spending; fiscal support; institution building and strategy co-ordination. Les universités chiliennes en transition vers un régime politique gouverné par le marché Cet article propose une brève présentation du développement historique de l’université au Chili et décrit la structure actuelle du financement, de l’offre et des besoins de l’éducation supérieure, de la recherche et des services universitaires. Les universités publiques et privées se sont développées et restructurées, l’accès à l’enseignement supérieur s’est amélioré et les universités ont contribué au système d’innovation national du pays. Toutefois, pour répondre aux demandes de productivité et de concurrence d’une économie en pleine croissance, les universités devront faire face à plusieurs défis de taille, notamment en ce qui concerne la structure et les performances dans les systèmes de l’éducation et de la recherche. Cet article expose brièvement les principaux points à améliorer : l’accès au marché, la qualité des services, les dépenses liées à la recherche, au développement et à l’innovation, le soutien budgétaire, la mise en place des institutions et la coordination stratégique.

    Abstract: This paper focuses on Swiss GDP revisions and the uncertainty they generate from the point of view of monetary policy. After a description of the revisions features, we use GDP vintages to compute real-time output gaps using a production function approach. Then, with a nominal feedback rule, we assess the impact of GDP – and hence output gap – on revisions monetary policy. The main results are threefold. First, Swiss GDP revisions – similarly to those of other small economies – are large, and estimates converge slowly to their final value. Second, GDP mismeasurements clearly exacerbate the difficulty in estimating output gaps. Third, the impact of revisions on monetary policy varies over time. Via its effect on output gaps, ceteris paribus, the inaccuracy of GDP estimates risks introducing a procyclical bias in monetary policy decisions.

    Abstract: In the wake of a dramatic financial crisis and with the first waves of baby boomers approaching retirement we hardly need to think about how best to arrive at the pension funds' payout phase. This paper argues that there is an urgent need to raise retirement saving, to reduce defined contribution plan members' exposure to investment risks and to provide the financial industry with cheap and safe payout instruments. These challenges are also likely to call for a more active government role.
