    Abstract: Les coûts du transport maritime ont un effet significatif sur les échanges de biens agricoles. Ces coûts représentent une proportion élevée de la valeur des produits agricoles importés, 10% en moyenne, ce qui est un niveau similaire à celui des barrières douanières agricoles. Cette étude montre que le doublement du coût d’expédition est associé à une diminution de 42% en moyenne des échanges pour l’ensemble des biens agricoles. La tentation de se procurer les biens importés dans les pays à faibles coûts de transport est donc forte. Les échanges de certains produits sont particulièrement affectés par les évolutions des coûts de transport maritime, en particulier les céréales et les oléagineux qui sont expédiés en vrac. Le temps de transit a également un effet marqué sur le commerce : un jour supplémentaire passé en mer par rapport à un voyage d’une durée moyenne de 20 jours implique une diminution des échanges de 4,5% entre deux pays partenaires. Les coûts de transport et l’efficience pour amener les produits agricoles vers le marché de destination sont ainsi des facteurs explicatifs importants des flux commerciaux.

    Abstract: This up-to-date and informative book provides a comprehensive treatment of the costs of trading across borders and of trade facilitation policies. While traditional tariff and non-tariff barriers to trade have been reduced, international trade continues to involve higher costs in money and time than domestic trade. These include not only transport costs, that are determined by distance and commodity characteristics, but also at-the-border and behind-the-border costs which can be reduced by appropriate policies. Research on trade costs has flourished since the turn of the century, and this book by Patricia Sourdin and Richard Pomfret, takes stock of our increased knowledge of the nature and magnitude of trade costs, analysing why they are high and how they can be reduced to increase the gains from trade.

    Abstract: While it is widely accepted that there are adjustment costs associated with the reallocation of resources in response to freer trade, in most models these costs are assumed to be very small. However, more recent evidence is casting doubt on this assumption. This paper develops a unique dataset based on harmonised labour force surveys for six economies, facilitating the comparison of short term labour market impacts from trade across countries. Data are reported at the individual worker level, allowing a comparison of impacts at both the industry and occupation levels. While the results of this empirical analysis at the industry level are very much in line with established research, the results at the occupation level are more varied. Overall, and as expected, impacts are generally larger for occupations than at the industry level. These results are consistent with modern trade theory which posits that an expanding export sector rewards mostly high skilled workers and that some workers may find it more difficult to switch occupations than to switch industries. Outcomes can also be explained in the context of labour market frictions and highlight the important role of labour market policy – as well as trade policy – in structural adjustment. Our results are consistent with sticky sector-specific human capital and information asymmetries, especially with respect to opportunities in different regions within the same country. A wide range of policies can be employed to address these labour market frictions to improve worker mobility and reduce adjustment costs. Further efforts to specify appropriate policies to accompany trade openness is warranted; doing so would go a long way towards improving employment outcomes and generating more inclusive growth.
