    Abstract: This book brings together theories of world society with poststructuralist and postcolonial work on modern subjectivity to understand the universalising and particularising processes of globalisation. It addresses a theoretical void in global studies by attending to the co-constituted process through which modern subjectivities and global processes emerge and interact. The editors outline a key problem in global studies, which is a lack of engagement between the local/particular/individual and the ‘universalising’ processes in which they are situated. The volume deals with this concern with contributions from historical sociologists, poststructuralist and postcolonial scholars and by focusing in the Middle East, religion in global modernity and non-human subjectivities.

    Abstract: This book offers a prospective analysis of the anticipated security consequences of climate change in relation to the North Atlantic Treaty Organization (NATO). Using climate and security literature to complement recent foresight and scenario analysis developed by NATO, the author applies the International Risk Governance Council’s (IRGC) Risk Governance Framework to identify the considerations and actions that could assist NATO in a context where climate and environmental factors more intensively shape security. Tyler Lippert explores how climate change has the potential to increase the need for humanitarian assistance and disaster response, to create tension over shared resources, to renew and enhance geo-political interest in the Arctic, and to deepen concern with respect to the Middle East and North Africa (MENA). Within this new political and environmental reality, NATO must consider how to adapt to meet new demands, prepare for new security challenges, as well as manage unforeseen consequences. Offering a corrective, this book identifies near-term actions for NATO to improve its risk governance posture, providing a basis upon which longer-range policy considerations can be developed. This analysis is only the opening salvo of what is likely to be a complicated process that spans many years, if not decades. However, in mapping the risk governance dimensions to the security and climate nexus from the perspective of NATO, Lippert provides a foundation for risk-based policy planning for NATO. The book will be of immense value to policy and decision makers: NATO leadership and its affiliated organizations as well as to academics across a broad span of subject areas, particularly environmental sociology, defense and foreign policy, and the political sciences. Tyler H. Lippert earned a Ph.D. from the RAND Graduate School in Santa Monica, California, USA where he conducted policy research and analysis for RAND Corporation. He also holds a J.D. from Northwestern University School of Law, USA. Tyler served as the Editor in Chief of the Northwestern Journal of International Law & Business, and served in a variety of roles throughout Africa, the Middle East, and Europe, and on multiple occasions with the North Atlantic Treaty Organization (NATO)

    Abstract: This monograph reclaims neo-colonialism as an analytical force for making sense of poverty and the failure of ‘development’ strategies within many African states in an era of free market globalisation. Eschewing polemics and weaving three country case studies throughout each chapter (Ghana, Uganda and Zambia), the book offers a rigorous assessment of the origins of ‘neo-colonialism’ as a Marxian concept; provides an examination of two main varieties of neo-colonial intervention in the Africa state and highlights the complicity of certain African elites in perpetuating neo-colonial relations; examines some of the policy outcomes of both varieties of neo-colonialism; and last but not least examines the broader social and environmental consequences of neo-colonialism. The book provides an original contribution to studies of African political economy, demonstrating the on-going relevance of the concept of neo-colonialism, and reclaiming it for scholarly analysis in a global era

    Abstract: This book offers a new alternative to understanding the relationship between China and Africa. Here, the author not only explores the changing nature of Ethiopia’s internal politics as a result of Chinese investment and commercial links, but also compellingly questions the existing state-centric macro or strategic investigation of China-Africa relations. By thoroughly reviewing and deploying the ‘second image reversed’ approach and the relational concept of state power analytical approaches, Ziso challenges the Western-centric Weberian conceptualization of state. This volume presents an eclectic approach to interpret the state transformation in Ethiopia in light of Chinese capital, arguing for a “state in society” framework which does not treat the state as a unitary black box.     Abstract: This book provides a critical account of the main controversies involving Norman Geras, one of the key modern political thinkers. It moves from his youthful Trotskyism on to his book on Rosa Luxemburg, then his classic account of Marx and human nature, and his highly regarded discussion of Marx and justice. Following this, Geras tried to elaborate a Marxist theory of justice, which involved taking on-board aspects of liberalism. Next he attacked the post modernism of Laclau and Mouffe and criticised Rorty’s pragmatism, and then elaborated a contract of mutual indifference from a detailed study of the Holocaust. Lastly he wrote a book on human rights and humanitarian intervention, defending the 2003 invasion of Iraq. Cowling varies from exposition and admiration, to ideas about how Geras’s work should be interpreted, to criticism of his Trotskyism and of his support for the invasion of Iraq. The book will appeal to readers interested in Norman Geras and Marxism in particular, and social and political theory in general

    Abstract: This book explores the ways in which democratizing Muslim countries treat their ethnic minorities’ requests of inclusiveness and autonomy. The author examines the results of two important cases-the securitization of Kurds in Turkey and the “autonomization” (a new concept coined by the study) of Acehnese in Indonesia-through multiple hypotheses: the elites’ power interest, the international factors, the institutions and history of the state, and the ontological security of the country.     Abstract: This book focuses on the methodology of research on historical memory and contributes to theoretical discussions concerning the use of historical memory as a variable to explain political action and social movement. The chapters of the book conceptualize the relationship between historical memory and national identity formation, perceptions, and policy-making. The author particularly analyses how contested memory and the related social discourse can lead to nationalism and international conflict. Based on theories and research from multiple fields of studies, this book proposes a series of analytic frameworks for the purpose of conceptualizing the functions of historical memory. These analytic frameworks can help categorize, measure, and subsequently demonstrate the effects of historical memory. This book also discusses how to use public opinion polls, textbooks, important texts and documents, monuments and memory sites for conducting research to examine the functions of historical memory. Zheng Wang is the Director of the Center for Peace and Conflict Studies and Professor in the School of Diplomacy and International Relations at Seton Hall University, USA. He is also a Carnegie Fellow at New America and a Global Fellow at the Woodrow Wilson International Center for Scholars. Wang is the author of Never Forget National Humiliation: Historic Memory in Chinese Politics and Foreign Relations, which received the International Studies Association's Yale H. Ferguson Award

    Abstract: This book sheds light on how Hizbullah has transformed religious rituals and supernatural narratives in order to mobilize the Shi’a community. The author examines how Hizbullah has altered its institutional structure and reconstructed Lebanese Shi’a history in a manner similar to that of nationalist movements. Through fieldwork and research, the project finds that Hizbullah has centralized around the concept of Wilayat al-Fagih (Gaurdianship of the Islamic Jurists): in essence, the absolute authority of Iran’s Supreme Leader over the Shi’a “nation.”

    Abstract: This edited volume introduces the political, social and economic intra-Kurdish dynamics in the Middle East by comparatively analyzing the main actors, their ideas, and political interests. As an ethnic group and a nation in the making, Kurds are not homogeneous and united but rather the Kurdish Middle East is home to various competing political groups, leaderships, ideologies, and interests. Although many existing studies focus on the Kurds and their relations with the nation-states that they populate, few studies analyze the Kurdish Middle East within its own debates, conflicts and interests from a comparative perspective across Iran, Iraq, Turkey, and Syria. This book analyzes the intra-Kurdish dynamics with historically-grounded, theoretically-informed, and conceptually-relevant scholarship that prioritizes comparative politics over international relations. Emel Elif Tugdar is Assistant Professor and Chair of the Department of Politics and International Relations at the University of Kurdistan Hewler in Erbil, Kurdistan Region of Iraq. Her research agenda includes ethno-politics, human rights, politics of gender with a major focus on Middle East, specifically Turkey and Iraqi Kurdistan.Serhun Al is Assistant Professor in the Department of Political Science and International Relations at Izmir University of Economics, Turkey. His research interests include politics of identity, ethnic conflict, security studies and social movements. His recent publications have appeared in journals such as Ethnopolitics, Studies in Ethnicity and Nationalism, Nationalities Papers, Globalizations, Journal of International Relations and Development, and Journal of Balkan and Near Eastern Studies.

    Abstract: This open access volume provides evidence-based knowledge on European solidarity and citizen responses in times of crisis. Does the crisis of European integration translate into a crisis of European solidarity, and if yes, what are the manifestations at the level of individual citizens? How strongly is solidarity rooted at the individual level, both in terms of attitudes and practices? And which driving factors and mechanisms contribute to the reproduction and/or corrosion of solidarity in times of crisis? Using findings from the EU Horizon 2020 funded research project “European paths to transnational solidarity at times of crisis: Conditions, forms, role-models and policy responses” (TransSOL), the books addresses these questions and provides cross-national comparisons of eight European countries - Denmark, France, Germany, Greece, Italy, Poland, Switzerland, and the UK.     Abstract: This book contributes to the discourse on post-colonial and globalization theories, focusing on Nigeria's transition to a federal system of government. The project analyzes 10 years of civil rule in Nigeria, between 1999 and 2009, and its constitutional arrangements while also engaging in comparative studies of other socio-political developments in Sub-Saharan Africa.     Abstract: This book offers a critical account of studies of local immigration policy and a relational approach to explain its emergence, variation, and effects in a context of interdependence and globalization. The author emphasizes the horizontal interactions between local governments, and vertical interactions between local and national levels of government, as well as international interactions. Everywhere in the world, a growing number of cities are faced with challenges and opportunities brought by immigration. While some local governments have welcomed immigrants and promoted their social inclusion, others have actively prevented their arrival and settlement. Most studies emphasize the role of local conditions in the making and implementation of local immigration policy, but this book argues that broader processes - such as inter-governmental relations, economic globalization, and international institutions - are crucial. Felipe Amin Filomeno is Assistant Professor of Political Science and Global Studies at the University of Maryland, Baltimore County, USA. He holds a Ph.D. in Sociology from the Johns Hopkins University, USA. His research examines development issues affecting Latin America and is currently focused on the governance of international migration. Filomeno was awarded the Early Career Prize of the Economics & Politics Section of the Latin American Studies Association in 2015 and is author of Monsanto and Intellectual Property in South America (2014)

Between 1995 and 2015, the FCO and its partner organisations in promoting British influence abroad have introduced major changes to how, where and with whom diplomacy is conducted. This unique study links major organisational reforms to the changing political, technological and intellectual contexts of the day. Through detailed case studies over a 20-year period, this study demonstrates how and why British diplomacy evolved from a secretive institution to one understanding its purpose as a global thought leader through concepts such as public diplomacy, digital diplomacy and soft power.     Abstract: This book presents a conceptualization of social emergence in international relations as a novel angle to analyse institutional dynamics in East Asia, introducing the concept of emergence from a critical realist perspective. The author examines East Asia’s characteristic mesh work of regional institutions that affect integrative processes and regional policies, exploring how such institutions emerge and acquire their own nature and why this pattern persists over time, an unresolved and contested subject in the field of International Relations. This book suggests that regional institutions are emergent entities of the international system that arise as forms of self-organization by states to achieve certain emergent properties and powers. The author’s approach sheds light on the particular emergent properties and powers of regional institutions and identifies discourse as a key mechanism of social emergence. Besides engaging in relevant questions of the philosophy of science and its methodological implications for studying social emergence in world politics, the book also analyses the concrete case of two East Asian regional institutions: ASEAN Plus Three and the East Asia Summit. This book will engage scholars and postgraduate students of Asian Studies and International Relations.     Abstract: This book examines the formation of identity of the Nagas in northeast India in light of the colonization and proselytization by the British in their search for control over areas inhabited by the Nagas which were perfect for tea plantations. The author explores the westernization of Naga culture, its effect on the Naga Nationalist movement, and how it has led to the formation of modern Naga identity. As a unique indigenous group, the colonization of the Naga people offers fresh insights into our understanding of the processes and effects of colonization in India, as well as its long-term negative effects, particularly with regards to the preservation of traditional beliefs and customs.     Abstract: This book is the definitive analysis of the 2016 Irish general election and is the eighth book in the well-established How Ireland Voted series. The 2011 election in Ireland was characterised as an earthquake, but the aftershocks visible in the 2016 election were equally dramatic. This election saw the rout of the government that had presided over a remarkable economic recovery, and marked a new low for the strength of the traditional party system, as smaller parties and independents attracted almost half of all votes. The first chapter sets the context, and later ones investigate the extent to which the outgoing government fulfilled its 2011 pledges, and how candidates were selected.     Abstract: This book begins with an account of the evolution of improvised explosive devices using a number of micro case studies to explore how and why actors have initiated IED campaigns; how new and old technologies and expertise have been exploited and how ethical barriers to IED development and deployment have been dealt with. It proceeds to bring the evidence from the case studies together to identify themes and trends in IED development, before looking at what can realistically be done to mitigate the threat of IEDs in the new wars of the twenty first century. The book suggests that the advance and availability of a combination of technological factors, in conjunction with changes in the nature of contemporary conflicts, have led to the emergence of IEDs as the paradigmatic weapons of new wars. However their prevalence in contemporary and future conflicts is not inevitable, but rather depends on the willingness of multiple sets of actors at different levels to build a web of preventative measures to mitigate - if not eradicate - IED development and deployment.     Abstract: This book presents a study of the relationship between Cabinet-level Ministers and top civil servants in Ireland. The nature of this relationship can potentially have far-reaching effects on people’s lives as it can influence the type of public policy agreed at top levels of government. A total of sixteen interviews were carried out for the research, eight with retired Cabinet-level Ministers and eight with retired Secretaries General of Irish government departments. Anonymity, not just for the participants but also for the government departments in which they had served, was vital to the success of the research. Also vital was the fact that only retirees were interviewed as this removed the fear for participants that their careers might suffer if they spoke too frankly. The result is a collection of interviews containing frank and open views on the relationship between Ministers and their officials and on how this relationship influences public policy development. Aodhán Mac Cormaic was born in Dublin and is a graduate of the London School of Economics and Political Science, UK, and Dublin City University, Ireland. He was awarded a Doctorate in Governance by Queen’s University Belfast, Northern Ireland, in 2015. He has worked for almost 30 years in the Irish civil service, for most of that time in the Department of Arts, Heritage and the Gaeltacht. Aodhán has worked closely with numerous Government Ministers, including Éamon Ó Cuív and Síle De Valera, both grandchildren of Éamon De Valera. He also worked for a time with President of Ireland, Michael D. Higgins, during his term as Minister for Arts, Culture and the Gaeltacht

    Abstract: This book presents post-peace agreement violence as a serious, yet predictable and manageable, political phenomenon. Negotiating an end to a civil war is extremely difficult, and many signed peace agreements subsequently unravel, ushering in renewed conflict. In response, important international actors have become increasingly involved in conflict mediation, peacekeeping, and post-conflict reconstruction around the globe. Policymakers and scholars alike have identified spoilers-violent actors who often rise up and attempt to challenge or derail the peace process-as one of the greatest threats to peace. Using a mixed-method approach combining quantitative and qualitative analyses of a newly created, global dataset of spoiling, Reiter demonstrates that this type of violence occurs in predictable circumstances and only represents a threat to peace under specific conditions. The book also shows that spoiling often serves to bring agreement flaws and implementation failures to light and in turn forces actors to recommit to an accord, thereby strengthening peace in the long term

    Abstract: This book analyses how China overcame its meagre reputation in the early 1990s to become an aggressively growing military power and rising threat to the international system. The author focuses on China’s new multilateral foreign policy approach, ambitious military build-up programme and economic cooperation initiatives. Tilman Pradt obtained his PhD in political science at Freie Universität Berlin, Germany. His thesis focused on China’s new foreign policy. It argues that western Official Development Assistance (ODA) has failed to create viable and autonomous economies in beneficiary countries not (only) because of corruption, inefficiencies and cultural differences, but because it was never meant to do so.     Abstract: This study provides a conceptual framework for analysing Results-Based Approaches to improving public sector effectiveness and efficiency according to their actor constellation and shared characteristics. Though there is consensus regarding the importance of functioning public sector agencies and organizations for sustainable development, public sector reform efforts have historically only had modest success. Results-Based Approaches aim at improving public sector performance through the establishment of reward modalities on the domestic as well as international levels, and the authors of this work evaluate the potential of these approaches to provide an entry point for development cooperation.     Abstract: This book is the first full-spectrum analysis of Russian and European norms of political action, ranging from international law, ethics, and strategy, to the specific norms for the use of force. It brings together leading scholars from these various fields, examining the differences in norm understanding between Russia and Europe. In light of the 2014 occupation and annexation of Crimea by Russia, and its subsequent covert participation in the internal affairs of Ukraine, including aggressive flying and major military exercises, Russia seems to be a classical revisionist power, intent on changing the balance of power in Europe in particular.     Abstract: This book investigates the Israeli engagement with international law in relation to the Occupied Palestinian Territories (OPT) between 1967 and 2009. Grounded in a field-based study of the military International Law Department, it examines the dynamic position and impact that international law has had in the OPT.     Abstract: Taking its departure in the concept of strategic culture, this book answers the question of why European countries decide either to participate or not in international military operations. This volume examines strategic culture and its relation to justifications of decisions made by France, Germany, Greece, Italy, Poland and the United Kingdom, with regard to four different operations: Operation Enduring Freedom/ISAF in Afghanistan, Operation Iraqi Freedom in Iraq, Operation Unified Protector in Libya, and EU Navfor/Atalanta outside Somalia. In this work, the authors closely analyse the role of civil-military relations with regard to decisions about participation. What is the role of the armed forces in the political process leading up to the decision? What is their advisory capacity in shaping the mission? Employing a theoretical framework of strategic culture, including aspects of civil military relations, this innovative volume seeks to answer these questions. This text is essential reading for academics, researchers and students of international relations, foreign policy, war studies or civil-military relations. Malena Britz is Assistant Professor in Political Science at the Swedish Defence University. Her areas of research include different aspects of European security policy, Europeanisation, and Nordic co-operation.     Abstract: This book is a study of the increasing territorial variations in the development of sub-national welfare systems that have occurred as an effect of the decentralization of health care and social assistance policies in Italy, Spain and Great Britain. The author examines the political factors that underlie these variations by combining cross-regional and cross-country comparisons using mixed methods. Vampa’s main finding is that regionalist parties have played a key role in sub-national welfare building and have used social policy to strengthen their legitimacy in the political struggle against central authorities. In this context, functional political competition between Left and Right has been partly replaced by territorial competition between Centre and Periphery as the main determinant of social policy making. Additionally, mainstream left-wing parties have been torn between maintaining territorial uniformity in social protection and responding to demands for more extensive social services tailored to the needs and preferences of specific regional communities. This book will be of use to academics and policy makers interested in political economy, devolution/decentralisation, welfare, and party politics

    Abstract: Wie Themen in Medien und Politik behandelt werden ist unter gesellschafts- und demokratietheoretischen Gesichtspunkten relevant, da ein sinnvoller Diskurs zwischen Bevölkerung, Medien und Politik nur dann stattfinden kann, wenn es zumindest gewisse inhaltliche Überschneidungen gibt. Hannah Schmid-Petri vergleicht Verarbeitungs-Prozesse (Framing) für Medien und Politik auf der Grundlage system- und akteurstheoretischer Annahmen, an die Erkenntnisse aus dem Bereich der Nachrichtenwerttheorie, des Agenda-Settings und des Framings angebunden werden. Die Verarbeitung eines Issues wird verstanden als die Selektion von einzelnen inhaltlichen Aspekten, die sich zu Mustern verdichten, sowie die Auswahl von Akteuren, die sich zu einem Thema äußern. Kenntnisse über die Selektion von Issues werden dabei auf die Verarbeitung übertragen („Selektion zweiter Ordnung“) und somit Nachrichtenwerttheorie und Framing-Ansatz integriert

    Abstract: Die Vision von einer Bildungsgesellschaft, in der das durch Lernen akkumulierte Wissen die zentrale ökonomische Ressource darstellen sollte, wurde im Zuge des Crashs des entfesselten Kapitalismus endgültig ad absurdum geführt. Immer mehr Menschen, die an das Versprechen glaubten, auf Basis einer höheren Qualifizierung Wohlstand oder wenigstens einen sicheren Arbeitsplatz zu erlangen, sehen sich um die Früchte ihrer Anstrengungen betrogen. Im Endeffekt erwiesen sich die Proklamation der Informations- bzw. Wissensgesellschaft und mit ihr die Verheißung einer Wirtschaftsform, in der Investitionen in den eigenen Kompetenzzuwachs reichlich belohnt würden, als Hebel zur sukzessiven Rückeroberung der Macht sowie zur Vervielfachung des Vermögens finanzieller Eliten seit Mitte der 1970er Jahre. Das Buch untersucht den Einfluss von Politik sowie (Medien-) Soziologie auf diesen Prozess und richtet den Fokus auf seine Implikationen für das pädagogische Denken und Handeln. Abschließend erfolgt das Aufzeigen möglicher Wege, wie Bildungsverfahren unter Berücksichtigung politökonomischer Kontexte sinnvoll gestaltet werden können
