    Abstract: This book explores the trajectories and structures of Latin American welfare states using a typology developed through conceptual and historical analyses of social protection systems in Latin America. It argues that social protection can be accomplished by different actors in distinct societies, be that the State, civil society, the market, or families. This work defines four types of welfare worlds based on who administers and allocates resources: the socio-corporatist, the statist, the commodified, and the familial. Author Ilan Bizberg delves on the historical trajectories of ten Latin American countries, each with a unique analysis of the corresponding social protection system: Uruguay, Argentina, Brazil, Costa Rica, Chile, Mexico, Colombia, Bolivia, Peru, and Ecuador The book begins with a meaningful discussion on the welfare state as a necessity of modern capitalist societies. Then, it counters the consequences of the disembeddedness of the economy from society and the way the social protection system protects the society against this rupture. Chapters focus on the health system, pensions, and assistance programs of these countries, with diverse case studies that include analyzing the performance of the health systems during the pandemic. The book closes with a discussion on gender and the situations women face and encounter under and within different social-protection regimes. Ilan Bizberg is Professor and Researcher at El Colegio de México, Associate Member of the International Graduate College “Temporalities of the Future” of the Freie Universität Berlin, and Associate Member of the CEIM of the Université de Quebec in Montreal. In 2020, he was awarded the Humboldt Foundation Research Prize. He is the author of several books, including Diversity of Capitalisms in Latin America (Palgrave Macmillan, 2019).

    Abstract: This book focuses on two main aspects: legal convergence and crises. Despite the abundance of literature on legal convergence over the years, the question of whether legal systems are converging or diverging remains unanswered. This book provides a valuable contribution to questions concerning comparative law, legal convergence, and legal transplants by examining them through the lens of crises. Crises challenge countries’ legal systems and prompt institutional responses to tackle perceived shortcomings in the law. The crises witnessed by the world over the last two decades have highlighted two seemingly contradictory tendencies: (i) increased cooperation and a natural phenomenon of legal convergence as states find common solutions to common problems; (ii) a preference for state-centric solutions, which prioritise domestic interests; rejection of supranational standards and harmonisation efforts; and protection of domestic sovereignty. This book aims to determine whether, in times of crisis, foreign laws, rules, and concepts can transcend countries’ domestic legal systems, or whether states’ responses to crises lead to legal divergence and disintegration. Unlike traditional studies on convergence, this edited volume takes an international and cross-thematic approach, with chapters focusing on how legislation in selected jurisdictions has responded to crises. Therefore, the book’s originality lies in its truly global nature, with chapters and authors surveying jurisdictions in Africa, North and South America, Asia, Europe and Oceania. The breadth of legal areas covered, with a mix of private and public law, also add to its uniqueness. From Russia to Germany and from bankruptcy law to environmental law, the book examines whether, as a result of crises, policy and legal responses have adopted, copied, or implemented features, policies, principles and/or rules from other legal systems (convergence), or have departed from existing legal norms, adopting policies and rules that differ from those of other countries (divergence).

    Abstract: This book seeks to expand some of the existing, often western and Global North facing, scholarship in the area of Disability and Media Studies to include African perspectives. Featuring predominantly Africa-based contributors, it studies an array of topics on disability and media in Africa, including issues of social media, media ethics, including marginalised voices in the media, and disability representation in the media. Tafadzwa Rugoho PhD is currently at Vrije Universiteit Amsterdam. He was a lecturer at Great Zimbabwe University in the Department of Development Studies. Tafadzwa holds an MA in Policy Studies, an MSc in Development, an MSc in Strategic Management and a BSc in Sociology. He has authored more than 25 book chapters as well as a number of journal papers on disability issues. Tafadzwa has presented several papers at local and international research conferences in this area over the past five years. Tafadzwa is also a guest lecturer at the University of Pretoria, where he teaches Sexuality and social media.     Abstract: This open access volume provides an in-depth analysis of philosophical discussions concerning the common good and its relation to self-interest in the history of Western philosophy. The thirteen chapters explore both renowned and lesser-known thinkers from the Middle Ages to the eighteenth century, covering also the relevant ancient background. By bridging the gap between the medieval and early modern periods, they provide fresh insights into how moral and political philosophers understood the concepts of the common good and self-interest, along with their ethical and political implications. The concept of the common good occupies a central role in philosophical reflections on the public and private dimensions of moral and social life in contemporary debates. By exploring the rich and diverse ways in which the relationship between the common good and self-interest has been understood, this volume has the potential to contribute to our ongoing efforts to critically discern the possibilities and limitations of these concepts in the present.     Abstract: This edited collection represents a first-of-its-kind exploration of English-related discourses in the Caribbean. Drawing from Critical Discourse and stylistic analyses, the book's wide-ranging chapters examine language as it is produced within the complex demographic milieu of the region. It addresses a critical lack of linguistic scholarship on discourse types from the Caribbean, since the major academic focus in the post-independence era has been on descriptive and interventionist work in Creole Linguistics. This volume seeks to add new dimensions to language in practice with its focus on the development of discourse types within the region, public policy, discourses surrounding the galvanising figure of the Caribbean Prime Minister, literary discourses, and gender and media representations. As a site of great variation, linguistic and otherwise, the Caribbean provides unique insight into the interplay of the socio-political and language in contemporary societies in the Global South. Based on work presented at the University of Trinidad and Tobago’s “Stylistics, Critical Discourse Analysis and Language Use in the Caribbean” 2021 conference, the book draws together papers from established Caribbeanists seeking to bridge the existing theoretical and analytical gap between the more macro, socio-political aspects of studies in the social sciences, and the more micro features of linguistic analysis. With its breadth of coverage and analysis, this volume has implications for work being done at all levels of university scholarship in the social sciences, media discourses, decolonisation practices, and language and society in postcolonial and multi-ethnic contexts worldwide. Ryan Durgasingh is a Research Fellow at Ruhr University, Bochum, and PhD candidate at the University of Münster, Germany, where his work focuses on morphosyntactic variation in Caribbean Englishes. His research interests include stylistics, Critical Discourse Studies, variationist sociolinguistics, and corpus-based approaches to linguistic analysis. Nicha Selvon-Ramkissoon is an Assistant Professor at the Centre for Education Programmes, University of Trinidad and Tobago. Her main areas of interest are in Language Arts Curriculum Development, Second Dialect/Language Pedagogy, Critical Discourse Studies, and Translanguaging pedagogy for migrant communities.

    Abstract: The Irish Repertory Theatre: Celebrating Thirty-Five Years Off-Broadway is the first book-length history of the multi-award winning Off-Broadway Irish Repertory Theatre Company, from its beginning in 1988 to its thirty-fifth season in 2023. The book considers how the Irish Rep’s plays and musicals reflect the Irish diaspora, the relationship between Ireland and America, and what it means to be Irish and Irish American, both historically, and in the twenty-first century, including how the Irish Rep is showcasing more diverse voices and experiences, from women, the LGBTQIA+ community, and Irish and Irish American people of color. Maria Szasz holds degrees from the University of British Columbia, Emerson College, and the University of New Mexico. Her publications include Brian Friel and America (2013), and “Lyra McKee (1990-2019): ‘How Uncomfortable Conversations Can Save Lives,’” in The Rose and Irish Identity (2021). Szasz is a second generation UNM faculty member who teaches Theatre History in the UNM Honors College. She lives in Albuquerque, New Mexico, with her husband and their garden.

What should be the relationship between the church and the state? M.Y. Ciftci answers these questions by studying the most important event in the recent history of the Catholic Church: The Second Vatican Council (1962-65). The book provides a new interpretation of the Council’s teaching on church-state relations to better appreciate its flaws and need for reform. By paying attention to the (often overlooked) importance given by the Council to the lay apostolate, it reveals how the Council did not reform, as is often thought, but retained a flawed conception of the laity’s role in politics. It then proposes a new framework for understanding church-state relations using the ressourcement method of returning to scripture and tradition, and by a critical dialogue with Oliver O’Donovan and various Protestant biblical scholars of the Powers in the New Testament. Ciftci shows how fruitful an self-consciously ecumenical approach can be for political theology. As most ressourcement theologians have overlooked political issues, and since ecumenical theology rarely touches on issues of church-state relations, this work makes an original contribution to the ressourcement project and to ecumenism.     Abstract: This textbook is a second edition of the successful, Mathematical Logic: On Numbers, Sets, Structures, and Symmetry. It retains the original two parts found in the first edition, while presenting new material in the form of an added third part to the textbook. The textbook offers a slow introduction to mathematical logic, and several basic concepts of model theory, such as first-order definability, types, symmetries, and elementary extensions. Part I, Logic Sets, and Numbers, shows how mathematical logic is used to develop the number structures of classical mathematics. All necessary concepts are introduced exactly as they would be in a course in mathematical logic; but are accompanied by more extensive introductory remarks and examples to motivate formal developments. The second part, Relations, Structures, Geometry, introduces several basic concepts of model theory, such as first-order definability, types, symmetries, and elementary extensions, and shows how they are used to study and classify mathematical structures. The added Part III to the book is closer to what one finds in standard introductory mathematical textbooks. Definitions, theorems, and proofs that are introduced are still preceded by remarks that motivate the material, but the exposition is more formal, and includes more advanced topics. The focus is on the notion of countable categoricity, which analyzed in detail using examples from the first two parts of the book. This textbook is suitable for graduate students in mathematical logic and set theory and will also be of interest to mathematicians who know the technical aspects of the subject, but are not familiar with its history and philosophical background. .

Previous historical research has shown that sets of colonial, trade, merchant and family networks, tightly interwoven through a dense web of capital, were crucial for paper production and trade in early modern Europe. This book situates the Dutch paper industry within these overlapping contexts and their shifting dynamics over time, and historicizes the challenges and obstacles it had to overcome through four phases of capitalism: the rise of Dutch capitalism (1580–1815), Dutch monarchic liberalism (1815–1914), Fordism (1914–1980), and post-Fordism (1980 until now). Each chapter covers not only technological advancements in the industry, but its development alongside further determining dimensions, such as state-industry relations (industry policies), labour-capital relations (unions) and competition and cooperation, overall painting a picture of how the industry adapted to and endured changes in national and global networks surrounding the industry. This book will be of broad interest to scholars of economic and business history, as well as industrial history, political economy, and management studies. Martha Emilie Ehrich is a postdoctoral researcher at the Film University Babelsberg Konrad Wolf in Germany, researching gender equity policies in the film industry.     Abstract: This collection responds to widespread, complex, and current environmental challenges by presenting eleven original essays on a new elemental-embodied approach in environmental humanities. This approach has a special focus on elemental and indigenous philosophies as well as localized experiences of terrestrial forces: from earthquakes and eruptions to pandemics and natural disasters. Representing a shift in modern Western scientific and disembodied thinking of nature, this edited book approaches the question of relationality and intertwining of human and natural being by utilizing the elemental-embodied methodologies within philosophy of embodiment and nature. Supported by research in cognitive sciences, the contributors represent the experiential and affective turn within research into human cognition. As embodied, the human being is embedded and interacting with all there is. The aim of this edited volume is to indicate new paths toward regaining our access to natural being within us and thus toward reconnecting with the natural environment and the things and beings around us in a new, environmentally enhanced way. It appeals to researchers and students working in many fields, predominantly in philosophy, as well as religious and environmental studies.

    Abstract: This open access book offers a comprehensive analysis of social protection in Latin America, its origins, institutions, and outcomes. The chapters are organised in three groups. The earlier chapters discuss in turn appropriate methods, an analytical framework, and core institutions. The book advocates a causal inference approach to the study of the institutions that have dominated social protection in the region: occupational insurance, individual retirement savings, and social assistance. The middle chapters study social protection’s main stratification effects, focussing on stratification effects on employment, protection, and worker incorporation. The later chapters then assess social protection outcomes and identify country groupings including their evolution over time. The book, and its approach and findings, contributes to the advancement of a theory of social protection amongst late industrialisers.     Abstract: This volume explores the ethical and philosophical paradigms presented by most of the influential Matriarchs of the Circle of African Women Theologians. It critically evaluates the effectiveness of their ethical and philosophical theories, models, and frameworks in pursuing justice and liberation for women in Africa and globally. The authors address critical questions: How have African women theologians reimagined existing ethical paradigms? What original ethical and philosophical ideas have they generated? How have their ethical frameworks influenced the theologies and interpretations they have developed? What purposes do their ethical and philosophical paradigms serve? How do these renderings intersect with various social categories, including gender, race, class, sexuality, capitalism, and colonialism? What liberating frameworks do they propose? The volume further explores the dialogue between distinct African contexts and universal experiences and values.     Abstract: This open access book explores the disciplinary and recent interdisciplinary sites, relations, and productions of ethnomusicology and queerness, arguing that both are founded upon a destructive masculinity—indissolubly linked to coloniality and epistemic hegemony—and marked by a monologic, ethnocentric silencing of embodied, same-sex desire. Ethnomusicology’s fetishization of masculinizing fieldwork; queerness’s functioning as Anglocentric master category; and both spheres’ devaluation of sensuality and experience, concomitant with an adherence to provincial, Western conceptions of knowledge production, are seen as precluding the possibility of an equitable, dialogic pluriversality. Ultimately reimagining the fates of both in relation to negative emotions and intractable affect, and enlisting the sonic as theoretical-material intervention, the disciplines are envisioned as vanquished, replaced by explorations of sound, sex/uality, and experiential somaticity occurring in a protean, postdisciplinary space of material/epistemic equity. This uncompromising and long-overdue critique will be of interest to researchers and students from numerous disciplinary and theoretical backgrounds, including music, sound, gender, queer, and postcolonial/decolonial studies. This book is the first to offer a comprehensive, global overview of civil liability regimes for all levels of vehicle automation in jurisdictions that represent some of the most important markets for the automotive industry.     Abstract: As computational power, the volume of available data, IT systems’ autonomy, and the human-like capabilities of machines increase, robots and AI systems have substantial and growing implications for the law and raise a host of challenges to current legal doctrines. The main question to be answered is whether the foundations and general principles of private law and criminal law offer a functional and adaptive legal framework for the “autonomous systems” phenomena. The main purpose of this book is to identify and explore possible trajectories for the development of civil and criminal liability; for our understanding of the attribution link to autonomous systems; and, in particular, for the punishment of unlawful conduct in connection with their operation. AI decision-making processes – including judicial sentencing – also warrant close attention in this regard. Since AI is moving faster than the process of regulatory recalibration, this book provides valuable insights on its redesign and on the harmonization, at the European level, of the current regulatory frameworks, in order to keep pace with technological changes. Providing a broader and more comprehensive picture of the legal challenges posed by autonomous systems, this book covers a wide range of topics, including the regulation of autonomous vehicles, data protection and governance, personality rights, intellectual property, corporate governance, and contract conclusion and termination issues arising from automated decisions, blockchain technology and AI applications, particularly in the banking and finance sectors.     Abstract: This handbook explores the rich and as yet understudied field of women’s writing during the nation-building years that characterized the global politics of the long nineteenth century. In the wake of the American and French Revolutions, the waning of the Spanish Empire, subsequent Latin American uprisings, and the Italian Risorgimento, nineteenth-century women writers cracked wide open the myths of gender, race, and class that had sustained the ancien régime. This volume shows that the transnational networks of women writing about politics, sexuality, economics, and the forging of the modern nation were much broader and more inclusive at a global level than has previously been understood. The handbook uniquely foregrounds French, Italian, Latin American, and Spanish women writers, focusing on the transnational nature of their relationships and cultural production within a growing body of research that casts an ever-wider net in the effort to document women’s voices. Claire Emilie Martin is Professor Emerita of Spanish at California State University, Long Beach, USA. She holds a doctorate from Yale University in Spanish American Literature. Her research focuses on nineteenth-century cultural and literary studies with a special emphasis on gender issues, domesticity, education, politics, and travel. She has published numerous articles and edited and co-edited several volumes on nineteenth-century Latin American women writers. Clorinda Donato is Professor of French and Italian at California State University, Long Beach, USA, and director of the Clorinda Donato Center for Global Romance Languages and Translation Studies. She is an eighteenth- and nineteenth-century scholar of French and Italian literature. Her most recent publication is Translation and Transfer of Knowledge in Encyclopedic Compilations, 1680–1830 co-edited with Hans-Jürgen Lüsebrink (2021). .

    Abstract: “You must go on. I can’t go on. I’ll go on.” These are some of the most quoted lines written by Samuel Beckett, which speak to the impulse of persevering in times of crisis and impossibility. Yet few readers of Beckett agree about what this paradoxical formula could mean, let alone what mode of engagement it would seem to indicate, be it committed, autonomous, or something else entirely. This volume of essays explores what that mode of engagement could be, all the while elucidating the ethical and political stakes of the “ongoing” in both Beckett’s life and work. Across multiple disciplines in the humanities, the authors delve into questions of political subjectivity and representation, the ethics of powerlessness and refusal, the aesthetics of syncopation and destitution, multimedia experiments between genre, as well as Beckett’s wider impact on transnational itineraries of modernism and philosophy up to the contemporary. Michael Krimper teaches in the French and English departments at New York University, USA, where he received his PhD in Comparative Literature. His forthcoming book, Out of Work: The Refusal of Literature from Melville to Blanchot, examines the crystallization of an antiwork aesthetics and politics in late modernist writing and theory. He is also the editor of a recent special issue for the Journal of Beckett Studies that published Beckett’s lost translations on the Marquis de Sade. His articles, reviews, and translations have appeared in New Literary History, diacritics, SubStance, parallax, October, the Journal of Italian Philosophy, and the Los Angeles Review of Books, among other venues.     Abstract: This book uses a comparative research design to analyze the reporting on the Jewish minority and the Muslim minority in German newspapers from 2010-2019, asking whether minorities are truly treated as equals in the reporting of the mainstream German media. After providing historical and socio-political context for both groups as minority populations in Germany, the authors make use of qualitative and quantitative methods to examine sentiment and determine whether the media demonstrates a unifying or a well-differentiated portrayal of the two groups. The findings show that reporting on these groups is not as unbiased as many in Germany believe. Drawing on frameworks including the needs-based model of reconciliation, the revised integrated threat theory, and the model of acculturation strategies, the book then discusses the implications for both journalistic reporting and broader social policies in support of a constructive encounter of dominant and non-dominant groups in a diverse society. This book will be of interest to scholars and students in the field of migration, integration and intergroup relations, as well as those in communication, media studies, and discourse analysis.     Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

    Abstract: This book examines several epistemological regimes in studies of numerical data over the last four centuries. It distinguishes these regimes and mobilises questions present in the philosophy of science, sociology and historical works throughout the 20th century. Attention is given to the skills of scholars and their methods, their assumptions, and the socio-historical conditions that made calculations and their interpretations possible. In doing so, questions posed as early as Émile Durkheim’s and Ernst Cassirer’s ones are revisited and the concept of symbolic form is put to the test in this particular survey, conducted over long period of time. Although distinct from a methodological and epistemological point of view, today these regimes may be found together in the toolbox of statisticians and those who comment on their conclusions. As such, the book is addressed to social scientists and historians and all those who are interested in numerical productions. This book is a translation of an original French edition. The translation was done with the help of artificial intelligence (machine translation by the service DeepL.com). A subsequent human revision was done primarily in terms of content, so that the book will read stylistically differently from a conventional translation.

Si les formes d’emploi atypiques et la transformation numérique ont ouvert le champ des possibles, elles ont aussi, comme les grands chocs économiques récents, exposé de nombreuses personnes à une fluctuation de leurs revenus, un phénomène désigné sous le nom « d’instabilité des revenus ». Dans la mesure où la situation professionnelle et personnelle des individus peut changer à plusieurs reprises au cours d’une même année, ce rapport s’appuie sur de nouvelles techniques pour déterminer les personnes les plus exposées à l’instabilité des revenus dans les pays européens de l’OCDE, et étudie les retombées de cette instabilité sur la vie quotidienne, la mobilité sociale et les inégalités. L’instabilité des revenus peut être difficile à gérer pour les personnes qui ne disposent pas des ressources financières nécessaires pour lisser leurs revenus. Dans ce rapport, les personnes qui sont à la fois exposées à l’instabilité des revenus et vulnérables dans ce contexte sont considérées en situation d’insécurité économique. L’insécurité économique touche principalement les personnes qui ont des liens ténus avec le marché du travail et celles qui ne sont pas en situation de profiter des avantages tirés de la transformation numérique. Les personnes exposées au risque d’insécurité économique sont plus susceptibles que les autres d’être inquiètes quant à la possibilité de perdre leur emploi et, comme en attestent d’autres recherches, de connaître des problèmes de santé, de souffrir d’insécurité alimentaire et d’obtenir de mauvais résultats en termes de développement dans l’enfance, autant de freins potentiels à la mobilité sociale. Enfin, le rapport passe en revue une panoplie de mesures conçues pour améliorer la réactivité des systèmes de protection sociale, de sorte à mieux soutenir les personnes aux revenus très instables ; il étudie en outre différentes pistes d’action pour aider les plus exposés au risque d’insécurité économique à se constituer des réserves financières.

    Abstract: This reference work collates academic discourses and practices around family, gender, and violence in social work. A huge body of discourse is available that categorizes and labels acts of violence, and correspondingly practices that pin blame/responsibility for the violence. These have led to evolution of intervention strategies to resolve or address the violence. Some explanations foreground systemic causes; others look at person-centric causes. The two views bring forth the fundamental ontological divide of structuralism and individualism. The question for social workers to debate is what to factor in while working with families experiencing violence and conflict. What amongst the person, the agency, or the structure needs to be addressed to understand the experience of families in conflict and violence? Are these positions supplementary, complementary, or to be understood reflexively? With the inclusion of new families, the parochial understanding of families has long been dislodged and given way to newer, radical, and contextual understanding of families. Similarly, different people, agencies, and states understand violence and conflict differently. Gender, too, has moved from the binaries of male and female to the LGBTQ orientations. The book positions the ontological premise on which the epistemological practise is located. Simply put, the person-centric ontology on families and violence epistemologically finds understanding in agency-based approaches in individual agency, whereas the structure-based approaches find the experience of families and violence in society, state, and the world order. The contributors locate their work around identification, definition, an intervention or empirical study, policy analysis, historical evolution of concepts, and ontological and paradigmatic debates to position their individual chapters. Families and Gendered Violence andConflict: Pan-Continent Reach provides a paradigmatic prism for practice for social workers who are equipped to interpret context differently. The differing and competing paradigmatic lenses cannot be mediated, resolved, or addressed, but they definitely can be understood and debated to provide a 360-degree lens on the issues of families in violence in the gendered context.     Abstract: This book focuses on modes of cultural belonging in Québec. It looks at recent literary memoir, autobiographical fiction, and documentary testimony. Through four in-depth case studies of cultural creators, one Indigenous and three non-Indigenous, Dervila Cooke discusses multicultural and ethnically diverse society in Québec, examining current tensions, challenges, and opportunities. Works studied range from Abla Farhoud’s first novel in 1998 to Anita Aloisio’s 2022 documentary film Calliari QC. Topics include the desire for freedom to self-ascribe and enact cultural identity, self-reinvention through fiction, expressions of Indigeneity in Naomi Fontaine, the term “Québécois”, especially after Bill 21, and the thorny question of integration of immigrants, discussed in relation to Akos Verboczy’s Rhapsodie québécoise. As with the companion volume on France, societal factors are discussed, here relating to the cultural renaissance of Indigenous writing, Farhoud’s Libano-Québécois context, and language laws in Québec, including the foundational Bill 101 and the more recent Bill 96. Vanouse’s work explores questions at the heart of such evocative metaphor and hyperbole: how does DNA link us together, how does it differentiate us and how are the grand metaphors, which grant DNA complete centrality, misconstruing the complexity of life. Furthermore, how do technologies of genetic typing and identification fit within a broader cultural and political history of difference making, particularly the construction of race. Melding critical theory, artist’s manifesto, participatory observation and histories of the sciences, this book offers insight into both an artistic practice and the bio-techno-sciences it interrogates. Paul Vanouse is an artist, SUNY Distinguished Professor and founding director of the Coalesce Center for Biological Art at the University at Buffalo, USA. A pioneer of bio-media art, his artwork employs molecular biology techniques to challenge entrenched notions of individual, racial, and national identity, and the cultural authority of DNA. His projects have been exhibited in 30 countries and widely across the US. Venues have included Albright-Knox Art Gallery (Buffalo), New Museum (New York), Andy Warhol Museum (Pittsburgh), Walker Art Center (Minneapolis), Henry Art Gallery (Seattle), Museo Nacional de Bellas Artes (Buenos Aires), Louvre (Paris), Haus Der Kulturen Der Welt and Schering Stiftung (Berlin), ZKM (Karlsruhe), and TePapa Museum (Wellington). His recent, multi-sensory, bio-media artwork, "Labor", received a Golden Nica at Prix Ars Electronica.

    Abstract: This book engages with current debates around refugeedom by examining cultural production that represents and interrogates the construction of refugees and the refugee experience on the borders of contemporary Europe. The refugee subject is produced by discursive regimes and border practices inherited from colonial projects that construct the diametrically opposed concepts of citizen and refugee, and their attendant administrative sub-categories. In the early twenty-first century these categories have been strengthened by the politicisation of forced migration and the hardening of ‘Fortress Europe’. While the predominant response to the increasing numbers of refugees seeking asylum in Europe has been to harden the borders (regime), on the one hand, or to stress the common humanity of those displaced (refuge), on the other, this volume argues that both approaches result in refugees becoming objectified, othered, and abstracted as vectors of exile. It explores what recent cultural production can achieve in engaging with and representing issues of dispossession, detention and resettlement, and probes the limits of artistic potential to mediate the refugee experience. It examines transnational approaches to cultural production that both occupy and exceed the borders of Europe, with a focus on borderscapes, spaces of detention, and (neo-)colonialism. Bringing together original contributions from an international range of scholars, it analyses contemporary textual and visual representations of forced migration to argue that other forms of solidarity and hospitality towards refugees in Europe and beyond must be possible. Dr Fiona Barclay is Senior Lecturer in French Studies at the University of Stirling, UK. She has published widely on memories of colonial and postcolonial migration, including Writing Postcolonial France: Haunting, Literature, and the Maghreb (Lanham, MD: Lexington Books, 2011), and France's Colonial Legacies: Memory, Identity and Narrative (Cardiff: University of Wales Press, 2013). Dr Beatrice Ivey is a Learning Designer at the University of Leeds, UK. As a researcher in French and Francophone Studies her work explores the transcultural memory of French colonialism across literatures from France and North Africa.

    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.
