    Abstract: Argentina is characterized by low levels of private credit and persistent labor market rigidities. Furthermore, financial development remained stagnant in Argentina even during episodes of fast economic growth, in stark contrast with the experience of sustained growth accelerations around the world. The goals of the paper are twofold. Firstly, it is concerned with quantifying the productivity losses associated with such low levels of private credit penetration and characterizing its implications for different subsets of firms in the economy. The latter is important in light of various policy interventions aimed at mitigating the impact of low access to credit based on firm-size thresholds. Secondly, it studies the dynamics of hypothetical reforms to credit markets in a context of rigid labor markets, which seems to be the adequate scenario in which structural reforms will have to be implemented, given the stickiness that labor market regulations have shown to reform efforts in the past. It finds sizable productivity losses from financial frictions, in the order of thirteen percent. At the micro level it finds that it is the youngest firms, whose average marginal return to capital is far above the riskfree rate in the economy, that are more prone to become financially constrained. Turning to reform scenarios, we investigate sudden reforms that are implemented abruptly and more plausible reform paths that gradually dismantle financial frictions. In the former, productivity and the investment rate rise sharply on impact, while it also does the rate of unemployment, going from five to almost twelve percent. In the latter, the rise of unemployment is more gradual and less sharp, peaking at seven percent. On the flipside, the investment rate declines on impact, although the contraction is short-lived

The World Bank Group has played a leading role in trade facilitation reform over the past 12 years, having identified lowering trade costs as a crucial means to promote its development agenda. Among its contributions, the Bank Group has been a leading technical partner to the WTO during the Trade Facilitation Agreement (TFA) process throughout the evaluation period. Main findings of the report include: (i) Over the evaluation period, the World Bank Group has demonstrated leadership in facilitating trade through its broad scope of work: (893 interventions of all types) in addition to Advisory and Analytic work, generally targeting countries with the greatest bottlenecks, results, in its contribution to a substantial reduction of international trade costs, and its creation of global public goods through thought leadership, convening power, and its trade facilitation indicators - which contributed to a positive dynamic in reforms. (ii) Most World Bank Group projects supporting trade facilitation reforms achieved their development objective, and all three institutions exceeded their corporate scorecard targets. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing.     Abstract: In 2018, the World Bank released World Development Report which showed that the world is facing a 'Learning Crisis'. Following up from that report, the Bank has launched the Human Capital Project to mobilize more resources, including for the improvement of learning outcomes. Subsequently, global leaders have been increasingly focused on solving this learning crisis and have renewed attention for Sustainable Development Goal 4: Quality Education. Pakistan is an early adopter of this Human Capital Project, and the new government is taking the lead to address the root causes of the learning crisis. This report aims to help the government with that agenda, by quantifying the extent of the learning crisis, and to highlight the main causes of the crisis. According the World Development Report, the 'Learning Crisis' consists of three main elements. The first is that access to schooling is still unequally distributed. While there have been huge efforts to expand schooling, there are still countries (including Pakistan) with millions of children out of school. Children living in regions with violence, children from poorer families and children with physical or mental disabilities are still often excluded. The second element is that even those who are in school are often not learning anything at all. In Malawi and Zambia, for instance, 89 percent of students could not read a single word by the end of Grade 2. In India, that figure is 85 percent. These numbers are important, as children who do not master basic literacy will probably never catch up with the curriculum. In other words, schooling is not necessarily the same as learning. The third element of the learning crisis is that the proximate causes of the learning crisis, low quality teaching, student school readiness, school leadership and school inputs, are not systematically addressed by actors in the system. One of the reasons behind this is that there is no systematic data collection on these factors

    Abstract: Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life.Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region-one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas

    Abstract: Port Development and Competition in East and Southern Africa analyzes the 15 main ports in East and Southern Africa (ESA) to assess whether their proposed capacity enhancements are justified by current and projected demand; whether the current port management approaches sufficiently address not only the maritime capacity needs but also other impediments to port efficiency; and what the expected hierarchy of ports in the region will be in the future. The analysis confirms the need to increase maritime capacity, as the overall container demand in the ports in scope is predicted to begin exceeding total current capacity by between 2025 and 2030, while gaps in terms of dry and liquid bulk handling are expected even sooner. However, in the case of many of the ports, the issue of landside access-the ports' intermodal connectivity, the ease of international border crossing, and the port-city interface-is more important than the need to improve maritime access and capacity. The analysis finds that there is a need to improve the operating efficiency in all of the ESA ports, as they are currently less than half as productive as the most efficient ports in the matched data set of similar ports across the world, in terms of efficiency in container-handling operations. Similarly, there is a need to improve and formalize stakeholder engagement in many of the ports, to introduce modern management systems, and to strengthen the institutional framework to ensure the most efficient use of the infrastructure and to be able to attract private capital and specialist terminal operators. Finally, given the ports' geographic location and proximity to main shipping routes, available draft, and the ongoing port-and-hinterland development, the book concludes that Durban and Djibouti are the most likely to emerge as the regional hubs in ESA's future hub-and-spoke system

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: Iraq needs a strategy to make rapid progress in tackling its profound jobs challenges. Iraq is facing a jobs crisis of unprecedented proportions. It could foment a resurgence in violence unless the Government of Iraq makes credible and swift progress in job creation and reconstruction. To shape a longer-term vision, Iraq can look beyond its recent history of conflict, and to its past as a diversified economy and home of an educated workforce. However, in the short-term, neither private/ public sector hiring can create jobs at the desired scale without significant new policy action. The first-best solution for large-scale private sector job creation hinges on structural reforms that must begin now, but are achievable only in the medium to longer term. This paper provides a primer on options to deliver large-scale job creation in the short term, based on investments in construction, agriculture and agribusiness, small and medium enterprises, and vocational skills. Its aim is to outline workable steps for progress in a jobs crisis in a post-conflict situation. Because these steps focus on rapid impact at scale, rather than structural reform, they are less-than-ideal or second-best. A similar logic applies to financing options. Financing needs for jobs are large, and while business climate reforms are under way, first-best private investment in jobs will remain limited. Yet, the recent oil price hike offers the Government of Iraq a uniquely timely opportunity to make an investment in jobs

Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition. While access to credit has helped ease financial constraints for households, one key concern is how the cost of credit and increased exposure to risk might affect household welfare. At the household level, low financial literacy could result in poor borrowing decisions and heighten risks. There are concerns that households may be over-borrowing and increasing their exposure to risks, as there are signs that the market is already highly saturated, given estimated absorption capacity at this level of development. This policy note assesses the impact of access to credit on household welfare in Cambodia and providesevidence on the drivers of the cost of credit in the microfinances sector. To fill the existing knowledge gaps, this policy note uses the latest available data from official sources to provide evidence on (i) the impact of microcredit on household welfare, (ii) profitability and cost of credit in the microfinance sector, and (iii) the effects of the interest rate cap in the sector. This note ultimately presents a series of policy options aimed at facilitating affordability and reducing the cost of credit, while maintaining sector profitability and minimizing risks (both for households and the financial system).     Abstract: Following a couple of decades of offshoring, the fear today is of reshoring. Using administrative data on Mexican exports by municipality, sector and destination from 2004 to 2014, this paper investigates how local labor markets in Mexico that are more exposed to automation in the U.S. through trade fared in exports and employment outcomes. The results show that an increase of one robot per thousand workers in the U.S. - about twice the increase observed between 2004-2014 - lowers growth in exports per worker from Mexico to the U.S. by 6.7 percent. Higher exposure to U.S. automation did not affect wage employment, nor manufacturing wage employment overall. Yet, the latter is the result of two counteracting forces. Exposure to U.S. automation reduced manufacturing wage employment in areas where occupations were initially more susceptible to being automated; but exposure increased manufacturing wage employment in other areas. Finally, the analysis also finds negative impacts of exposure to local automation on local labor market outcomes

Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus. Understanding and removing the constraints to the development of lagging districts; leveraging opportunities for agglomeration; linking geographical areas, peoples, and markets; fostering equality in access to better jobs; and making sure that high-quality education and basic services are available to all individuals and areas are crucial

    Abstract: The study aims to understand the constraints to women's equal participation in the roads sector inMalawi to inform the development of interventions to promote gender equality in the sector. The study adopts a career cycle approach that allows to identify and describe the barriers to career progression for women in the roads sector at each stage in the career cycle focusing on: attraction, selection, retention, and advancement. The study employs qualitative research methods consisting of focus group discussions with women and girls along the career cycle in the roads sector and key informant interviews. The study has yielded insights into the multiple and overlapping factors embedded in the socialization, learning and hiring processes that result inhigh rates of attrition of women in the engineering and roads-related technical field at different stages of the career cycle, often called the '*leaky pipeline'* in policy discussions about women in STEM. From secondary school through university and vocational schools, female students report less confidence and aspiration in engineering and vocational training in the roads sector. At the selection stage, women face gender bias in hiring and difficult work environment, representing an exodus of talent among women who could otherwise become the next generation of architects, engineers, and roads sector contractors. At the retention and advancement phase women confront a difficult work environment where women are sidelined from career advancement opportunities, face sexual harassment and have difficulty balancing work and family obligations in a sector wheremany of the opportunities are in remote locations. The roads sector in Malawi offers opportunitiesfor women: opportunities in the forms of generating substantial incomes, designing transport infrastructure to foster socio-economic development, and providing role models for the young women of the future. Increasing the gender balance in the roads sector requires a comprehensive and multi-sectoral approach and one that needs to address the underlying causes that subtly results in gender stereotypes and gendered occupational cultures and career choices.     Abstract: Ulaanbaatar's heating sector is struggling to meet accelerating demand growth. Over the past twodecades, population growth in Mongolia's capital city has increased exponentially, mainly due to rapid rural-to-urban migration, and it is expected to reach 1.9 million by 2035. With urbanization and economic growth, new buildings are being built at a rapid pace, requiring connections to the district heating (DH) network. Over the next decade, it is projected that urban heating demand will grow by an average annual rate of 5-6 percent. At the same time, the DH network-once Ulaanbaatar's principal heat supply-is deteriorating. About two-fifths of the population (some 120,000 households) are supplied from the DH network. However, the system is dilapidated, resulting from a lack of investments for needed rehabilitation and upgrading in past decades. Owing to high water losses, the quality of replenishment water has not been adequately maintained to prevent corrosion; thus, piping is typically quite old and corroded. The total length of transmission pipelines is about 130 km (dual pipe) with pipe diameters in a range of 200-1,200 mm. It is estimated that 50 percent of the transmission pipelines are in poor technical condition, urgently requiring replacement. The secondary (distribution) network, with a total trench length of about 226 km, has a variety of owners and operators and also requires major rehabilitation and replacement. Tariffs, which are set below cost-recovery levels, exacerbate the sector's financial distress and contribute to its decay. Despite recent adjustments, consumer tariffs remain lower than the cost-recovery level, requiring state subsidies for sector operators and cross-subsidies at various points along the entire heat supply chain. Tariff-related cost allocations between electricity and heat customers lead to indirect subsidies for residential DH customers. The average DH price of 0.8 US Dollars per GJ (2014 figure) is approximately 10-20 times lower than in such Eastern European cities as Vilnius or Warsaw, and even lower than in other European cities. The sector's 2013 Master Plan estimated that a 130 percent increase in the heat tariff would be needed to achieve full cost recovery. The situation has changed little in recent years

    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Abstract: This paper investigates the distributional direct welfare impact on households resulting from fuel subsidy removal. Note that this analysis focuses only on the direct distributional impact. A fuller understanding of the impact of fuel subsidies removal involves analyzing the indirect impact as well. Unfortunately, analysis of the distributional effect of fuel subsidies removal or fuel price increases is heavily constrained by the lack of appropriate data in Sudan. We do not have access to the relevant input-output table that describes the number of monetary transfers between sectors of the economy, making it impossible to simulate the indirect effect of fuel price increases on prices in other sectors. Therefore, the estimated impacts in this paper should be considered as the lower bound of the potential impact, as the overall impact will be higher when indirect impacts are factored. The paper is organized as follows. Section two examines the empirical evidence on the impact of fuel subsidy removal. Section three discusses the methodology and data used in this study. Section four presents an analysis of the welfare impact of fuel subsidies removal. Section 5, the conclusion, provides some suggestions on the way forward. The results from this work would inform policy dialogue with the Government of Sudan regarding the overall economic reforms that are being considered for stabilization of the economy

    Abstract: The Sudanese economy has faced several shocks over the years, sometimes resulting in devastating impacts on the economy and the welfare of Sudanese households. The sources of these shocks vary, ranging from weather-related shocks such as droughts and floods to the global financial crisis and commodity price hikes. In the absence of effective social protection programs, exposure of households to frequent shocks lowers their ability to escape poverty, pushing households slightly above the poverty line back into poverty and sliding poor households deeper into poverty. This paper applies this framework to examine the impact of shocks on the welfare of Sudanese households and explore coping strategies typically utilized by households to mitigate the negative effects of shocks. The paper uses the 2009 National Baseline Household Survey (NBHS) and the 2014-15 National Household Budget and Poverty Survey (NHBPS) to document the main types of shocks that Sudanese households are exposed to and describe the profile of Sudanese households likely to be vulnerable and/or resilient to shocks. To complement this analysis, the paper uses the most recent round of the data collected in 2014/15 (containing information on idiosyncratic shocks) together with data on covariate shocks such as rainfall and conflict obtained from other sources to estimate the impact of shocks on household welfare. Since the impact of shocks on household welfare is likely to be multidimensional, various indicators of household welfare such as consumption, poverty status, assets, dietary quality, and diversity are considered in the paper. Results from the analysis are used to highlight the state of social protection in Sudan and discuss the need for an expansion of the existing system

    Abstract: The Philippines' financial sector is highly vulnerable to climate risks. The country has high exposure to natural hazards (typhoons, landslides, floods, droughts, volcanic eruptions), strong dependence on a climate-sensitive agricultural sector, and vast coastlines where all major cities and the majority of the population reside. Significant systemic vulnerabilities can materialize if large natural disasters affect the capital region. In addition to physical risks, Philippine banks can also be exposed to transition impacts, that is, risks that emerge during the transition towards a more sustainable and carbon-neutral economy. Philippine supervisory authorities should build capacity to better understand and manage climate risks and foster transparency. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa.Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth-critical yet insufficient components of these objectives-to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed.     Abstract: This report aims to map poverty and inequality in Sudan and would be representative of the 18 states and 131 localities of Sudan. The poverty mapping technique is based on a small area estimation (SAE) technique developed by the World Bank to derive estimates of geographic poverty and inequality. It combines data from the 2014-15 National Household Budget and Poverty Survey (NHBPS) and the 2008 Population and Housing Census data to build spatially disaggregated poverty maps. Although household surveys usually include measures of income and wealth, they are not representative beyond the state level. Yet, allowing lower levels of disaggregation is important for policy interventions, particularly for countries like Sudan that have state governments, which manage the activities of the state while reporting to the federal government. This study uses a model of household expenditure from a survey data set to estimate household welfare at the lower levels and apply it to the census data set which does not provide information on household income or expenditure. These maps illustrate the information gains provided by SAE, show there is a substantial spatial heterogeneity within the localities, and highlight the small areas most likely to exhibit the highest risk of poverty

    Abstract: World Bank economists expect GDP growth in the Middle East and North Africa (MENA) to continueat a modest pace of 1.5 percent in 2019, slightly down from 1.6 percent in 2018. In the mediumterm, the World Bank expects real GDP in the MENA to grow at 3.4 percent and 2.7 percent in 2020and 2021, respectively. The expected upswing is partially driven by ongoing policy reforms, as wellas reconstruction efforts in some countries. However, MENA's modest recovery will be insufficientto change its historically low growth in per capita GDP. External factors are unlikely to pull the regionout of its low-growth equilibrium. In addition, many countries in the region have persistent currentaccount deficits. A recent deterioration in external balances across MENA constrained the region'sability to finance these deficits. Although the region has a low risk of experiencing sudden reversalsin capital inflows in the short run, structural reforms capable of raising aggregate labor productivityare urgently needed to gradually reduce external imbalances.     Abstract: Because malnutrition in early life significantly affects the physical and mental development of children, addressing malnutrition is fundamental to the development of Vietnam's human capital. Economic development of the nation depends on the strength, resilience, and intelligence of its workforce. Governments dedicate millions of dollars annually to health and education, recognizing that individual losses in productivity may run as high as 10 percent of lifetime earnings and that as much as 11 percent of GDP could be lost each year in Asia and Africa due to undernutrition.The ethnic minority groups living mainly in the northern midlands and in the mountainous and central highlands regions are consistently more undernourished than the Kinh majority. Despite decreases in stunting, the prevalence of stunting among ethnic minority children is still twice that in the Kinh ethnic group. There has been an overall decline in wasting of 1.7 percent between 2000 and 2011, although only the richest quintile showed a significant reduction (3.4 percent). These data, along with an overall decrease in the prevalence of wasting and stunting, indicate an increase in nutrition inequality between 2000 and 2011. Moreover, it is noteworthy that the ethnic minority groups constitute the majority of the undernourished populations in most of the 10 provinces with the highest rates of stunting among children under 5 years old.This analytical report describes the very high rates of malnutrition among ethnic minority populations in Vietnam. It assesses the determinants and causes, using a causal framework and systems analysis; reviews current commitments and policies directed at reducing disparities in malnutrition; examines implementation of nutrition-specific and nutrition-sensitive interventions, particularly those that require multisectoral coordination and collaboration; draws conclusions based on the analysis; and recommends how policies and programs can be strengthened to reduce inequities and fulfill the economic potential of all ethnic groups

It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030.Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals-universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization-while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies.Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent

    Abstract: This is the first comprehensive study in the context of EMDEs that covers, in one consistent framework, the evolution and global and domestic drivers of inflation, the role of expectations, exchange rate pass-through and policy implications. In addition, the report analyzes inflation and monetary policy related challenges in LICs. The report documents three major findings: In First, EMDE disinflation over the past four decades was to a significant degree a result of favorable external developments, pointing to the risk of rising EMDE inflation if global inflation were to increase. In particular, the decline in EMDE inflation has been supported by broad-based global disinflation amid rapid international trade and financial integration and the disruption caused by the global financial crisis. While domestic factors continue to be the main drivers of short-term movements in EMDE inflation, the role of global factors has risen by one-half between the 1970s and the 2000s. On average, global shocks, especially oil price swings and global demand shocks have accounted for more than one-quarter of domestic inflation variatio--and more in countries with stronger global linkages and greater reliance on commodity imports. In LICs, global food and energy price shocks accounted for another 12 percent of core inflation variatio--half more than in advanced economies and one-fifth more than in non-LIC EMDEs. Second, inflation expectations continue to be less well-anchored in EMDEs than in advanced economies, although a move to inflation targeting and better fiscal frameworks has helped strengthen monetary policy credibility. Lower monetary policy credibility and exchange rate flexibility have also been associated with higher pass-through of exchange rate shocks into domestic inflation in the event of global shocks, which have accounted for half of EMDE exchange rate variation. Third, in part because of poorly anchored inflation expectations, the transmission of global commodity price shocks to domestic LIC inflation (combined with unintended consequences of other government policies) can have material implications for poverty: the global food price spikes in 2010-11 tipped roughly 8 million people into poverty

Significant improvements in living standards have been achieved through national master plans.Cities are the engines of today's demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process.The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all

    Abstract: This paper explores how men and women experience their time waiting for a response to applications for international protection, in asylum seekers' reception centers in Italy and Greece. The experience of waiting in camps can be characterized as one of extended uncertainty, during which women and men live lives in a new environment, with limited physical and social interactions with local communities. Qualitative data collected in early 2017 reveals that these prolonged waits generate various vulnerabilities, some compounding those already caused by trying journeys, which include gender-specific vulnerabilities. In addition, the paper provides an overview of the aspirations men and women asylum seekers hold as they look at the future. These aspirations are informed by pre-existing gender and social norms, but their development appears to be influenced also by the time in waiting. Specifically, aspirations seem constrained for all by the high levels of uncertainty and duration of the legal process, as well as by limited information, and barriers to interactions with local communities. Thus, men and women miss out on opportunities to qualify or broaden their aspirations, as they wait. Taking into account the different challenges and opportunities men and women asylum seekers face may be helpful in devising more targeted and thus effective policies with regards to asylum seekers during this period in waiting

    Abstract: Real GDP growth slowed to 3.1 percent in January-November 2018 from 3.7 percent in the same period of 2017. This deceleration was the result of slower growth in both gold production and non-gold industry. Export performance remains weak, largely on account of a sharp slowdown in gold exports, and in spite of trade opportunities within the Eurasian Economic Union. Attracting private investment remains a challenge. Recent developments point to limited progress in addressing structural issues over the past few years. While the Kyrgyz Republic was able to avoid an external shock driven recession in 2014-15, the economy remains vulnerable to external economic shocks given its high dependence on an undiversified export base, workers' remittances, and foreign aid.The fiscal position has improved with a strong tax revenue performance and cuts to capital outlays. This has helped keeping public debt under control following a sharp increase in 2014-15. With inflation pressures low, the monetary policy stance remains relaxed. The National Bank reduced its policy rate by 25 basis points to 4.75 percent in May 2018 to support economic growth and has maintained a managed float of the exchange rate.Going forward, real GDP growth is forecast to accelerate slowly to 3.9 percent by 2020 supported by all the major sectors - industry, agriculture, construction and services. On the demand side, growth is projected to be driven by private consumption, investment and exports. The economy will continue to benefit from large remittance inflows and firming external demand. Strong remittances will support average consumption growth of around 3 percent in 2018-20. However, the current account deficit is projected to remain elevated at about 9 percent of GDP, reflecting structural constraints, the significant import content of public investment, and an indirect feed-through effect of remittances via imports. To rebuild fiscal buffers, the authorities are committed to reducing the deficit to 3 percent of GDP by 2020

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: This paper examines the patterns of growth of Poland, and its transition into high-income status over the past two decades from a macro and micro perspective. It benchmarks Polish performance with that observed in established high-income countries, and with that of others that have been trapped in middle--income levels and examines the role that integration into the EU had on growth. The analysis reveals, first, that Poland's growth process has been accompanied by a process of diversification of assets, including institutions, physical and human capital. Second, that the progressive integration into the EU bloc boosted growth and productivity because of three keyfactors: (i) increased openness to trade, investment and talent, (ii) increased domestic competition, and regulatory harmonization with EU, (iii) increased certainty in reforms, through a commitment to EU-institutions. Third, that for full convergence to high-income levels, Polish firms need to increase their innovative capacities. The paper extracts lessons applicable to other economies trapped in middle-income levels, as well as to Poland itself to consolidate growth looking forward

    Abstract: This paper examines the level of investment protection for selected countries along the Belt andRoad Initiative (BRI), based on coding the textual content of 17 investment laws and 648international investment agreements (IIAs). We find substantial heterogeneity in the levels ofprotection provided in the reviewed laws and IIAs, and consequently along the same BRI corridorsand projects. Moreover, the current lack of effective enforcement - as shown by past treatyviolations and lack of efficient domestic court systems - poses an additional layer of risk forinvestors. Substantive improvements and harmonization in standards of treatment and recoursemechanisms in these legal instruments can help reduce investment risks. Given the scale of plannedinvestments, to minimize dispute risks, BRI governments will need to ensure full understandingof their law and treaty commitments and strengthen the capacity to enforce them

    Abstract: Results-based financing (RBF) has gained popularity in the international development community because of its potential to make education spending more effective and efficient. In the education sector, RBF has been primarily applied to four levels: teachers; students and families; schools; and governments. The results overall have been mixed, with some notable successes and some disappointing experiences. This report explores when and how RBF can help achieve better impacts in education. While there is no rigorous evidence available to suggest that RBF on its own is better at producing learning outcomes relative to other development financing modalities, there is a significant amount of research that shows RBF can have positive effects by incentivizing specific stakeholders in the education system. In addition, there is operational evidence available on how RBF can be designed and implemented with country partners more effectively. It is important for practitioners and policymakers to learn from this evidence as the RBF portfolio in education grows across development agencies

    Abstract: This joint World Bank/IMF Debt Sustainability Analysis (DSA) has been prepared in the context of the 2018 Article IV consultation and first review of the three-year program supported by the IMF's Extended Credit Facility (ECF). It is based on end-2017 debt data and the latest methodology underpinning the LIC DSF, which triggered an improvement in debt indicator thresholds. External risk of debt distress in Burkina Faso remains moderate. All external debt indicators remain below the relevant indicative thresholds under the baseline scenario. In line with the Staff Report, the baseline scenario is anchored on an overall fiscal deficit of 3 percent of GDP from 2019. In a customized scenario meant to illustrate fiscal and external risks, two thresholds are breached. The overall public debt does not breach the relevant benchmark in the baseline and Burkina Faso is assessed as having a moderate risk of public debt distress, as the external debt risk rating is moderate. Burkina Faso would need to: (i) maintain a sound macro-fiscal framework; (ii) implement structural reforms to diversify its export base; and (iii) limit non-concessional borrowing to prevent a deterioration of its debt sustainability outlook

    Abstract: The Debt Sustainability Analysis (DSA) using the revised joint IMF/WB Debt Sustainability Framework for Low Income Countries (LIC-DSF) shows that Cambodia remains at low risk of external debt distress. All debt burden indicators are projected to remain under their indicative thresholds under the baseline and the shock scenarios. While the overall risk of debt distress is low, the analysis indicates that debt sustainability is vulnerable to export and growth shocks, and the materialization of contingent liabilities. Furthermore, the public and publicly guaranteed (PPG) debt-to-GDP ratio is projected to rise by more than 10 percentage points during the next decade due to projected large fiscal deficits in the medium term. These findings reinforce the importance of implementing reforms to increase the economy's resilience to external shocks and encourage export and economic diversification. Efforts to mobilize fiscal revenue, to strengthen the Public Investment Management framework (including for PPPs) and further enhance monitoring of PPP and financial sector risks, as well as introduction of a debtbased fiscal anchor, are necessary to ensure debt sustainability in the medium term

    Abstract: Zambia's agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia's agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

    Abstract: Tanzania became one of the first low-income countries to abolish fees for lower secondary education (grades 8-12) in 2015. One of the pledges of a new, reformist government, the policy built on the country's previous experience of abolishing primary fees in 2002. The new Fee-Free Basic Education Policy (FFBEP) extended the abolition of formal fees to lower secondary education, and prohibited both primary and lower secondary schools from levying informal fees, such as for inspections. The introduction of FFBEP has already enabled a large increase in the proportion of students entering primary school, and the proportion transitioning to secondary level. Over the next few years more than a million additional lower secondary places will be required to meet the increase in demand. This rapid expansion of lower secondary education is a boon for access and an important step for Tanzania to achieve its goal of attaining middle-income status by 2025. However, such a pace of expansion poses a significant fiscal challenge. Careful planning is required at this stage to develop a model of lower secondary education which can be scaled up in a sustainable way. In partnership with the government of Tanzania, the authors have developed a simulation model to estimate the fiscal impacts of various policy parameters with relevance to the implementation of FFBEP at lower secondary level. The findings presented in this note are based on the simulation tool developed for use by the government

    Abstract: There is an increasing amount of literature discussing the integration of humanitarian assistance into social protection systems or the linkage of disaster risk responses with specific social safety net programmes. The nexus maybe seen through synergies via common frameworks, platforms and systems utilized. The Philippines continues to tackle the problems of poverty and vulnerability among its 100 million population. It lies in the "Pacific Ring of Fire" and is visited regularly by typhoons, ravaged by flooding, and occasionally hit by destructive earthquakes. It also has two long running conflicts with rebel groups that have displaced thousands of its citizens in hot areas. Despite being a middle income country and owing to the recurrent nature of crises, the country has a permanent presence of humanitarian actors (UN agencies, international, and national NGOs) ready to complement government efforts during emergencies. This specific case study showcases the linking of humanitarian assistance and social protection in two instances where cash transfer for relief and recovery by humanitarian agencies, the World Food Programme (WFP) and United Nations Children's Fund (UNICEF), successfully "piggybacked" on the Pantawid Pamilya Pilipino Program (4Ps), a lead social protection programme of the Department of Social Welfare and Development (DSWD), during the aftermath of typhoon Haiyan (2013)

    Abstract: The objectives of a well-designed pension system are poverty reduction in old age and income smoothing throughout an individuals' lifetime. Over the last thirty years, changing demographic trends have caused a shift from 'pay as you go' and occupational defined benefit (DB) schemes - where the obligation for paying for retirement income is with the state and employers - to defined contribution (DC) schemes, where the obligation to save for retirement rests more with individuals. The transition to DC schemes did help establish a strong link between contributions during working life and benefits during retirement, for individuals. However, an increasing challenge has been balancing genuine needs for some pre-retirement liquidity, access to savings and providing adequate income post retirement for individuals. The need to get this balancing act right is being felt increasingly as coverage of national social security systems is expanded to include more of the non-salaried workforce which often has lower levels of income, more periods of unemployment and more irregular earnings. This note surveys recent literature and country experiences to understand if and how countries address the need for pre-retirement liquidity in both mandatory and voluntary DC schemes. The note also uses simple modelling to illustrate the impact of allowing access to pension savings on income adequacy after retirement. The report concludes with recommendations based on emerging best practice
