    Abstract: This book explores the premise that coding is an essential 21st century skill required for all. Learning of coding does not merely mean learn the syntax, grammar and usage of a specific computer language like Python or Ruby, but the deeper concept of computational thinking. It is possible to learn aspects of computational thinking without learning coding, but coding is essential to acquire a sound understanding and knowledge of computational thinking. The book is intended to be helpful to policy makers at the Federal and Regional level who are concerned about the need for the Russian Education system to be responsive to the demands that will be faced by children growing up today into a networked, connected world of ever-increasing digitization and online and offline collaboration. The book will also be helpful to teachers and parents and other adults who are interested in understanding more about the subject of preparing children for the 21st century from both theoretical and practical perspectives. It is also useful to explain what this book is not, even though it refers to a substantive body of rich and growing academic work on the subject, it is not intended to be an academic work that would contribute new knowledge. Most of this academic work does not appear in headlines or social media feeds of non-specialists, but quite a bit of the work is very interesting and relevant. This book has tried to translate some of this knowledge in understandable terms to policy makers and practitioners, without oversimplifying complex realities. An extensive set of references including website urls will allow the interested reader to delve deeper into any of the topics

    Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

    Abstract: Sudan's medium-term national development policy framework is embodied in the Interim Poverty Reduction Strategy Paper (IPRSP). The paper was formulated in 2012 in the context of immense political upheaval due to the separation of the North (now Sudan) and South Sudan in 2011, which resulted in substantial loss (about 75 percent) in oil revenue and Sudan's total revenue. To this end, Sudan launched a Five-Year Development Plan (2012-2016) to serve as a growth-oriented strategy with a primary focus on sustainable development and poverty reduction in the medium term. The IPRSP aims to reduce poverty through rapid, sustainable, and shared economic growth. Developing human resources is one of the four broad pillars of the IPRSP, which recognizes the role of investment in human development to build and enhance the population capabilities through education and better health. The Government of Sudan is now preparing the full PRSP that outlines a medium- to long-term plan for poverty reduction. This aligns with the Sustainable Development Goals (SDGs) and the World Bank Group's twin goals to eliminate extreme poverty (with US1.90 dollars per day as the poverty line) and boost shared prosperity by 2030. The paper proceeds as follows. Section two presents the results of selected education outcomes, linking them with poverty. Section three focuses on the link between health outcomes and poverty in Sudan. Section four provides a summary of the main findings and policy options

    Abstract: The SABER Service Delivery (SABER SD) survey instrument was developed as an initiative to uncover bottlenecks that inhibit student learning in low and middle-income countries and to better understand the quality of education service delivery in a country as well as gaps in policy implementation.     Abstract: Ukraine's economic progress since its independence in the early 1990s has been uneven, in part due to the slow pace of reforms, unfavorable demographic factors, and low productivity. One of the key factors limiting success is the inadequacy of the skills of Ukraine's workforce with the needs of a modern economy. While the country demonstrates a strong record of educational attainment and acquisition of foundational skills, the post-secondary education and training system fails to equip workers with the right advanced skills for labor market success. This study provides new evidence on the nature of skills valued in the labor market, reviews the institutional constraints hindering the development and use of workforce's skills, and proposes a set of policy options. This study argues that, to improve skills formation and use, Ukraine needs to renew its public policies on post-secondary education, labor-market intermediation and information, and labor regulations. Drawing on household and firm surveys, the study finds that workers need a mix of advanced cognitive skills (like problem solving and communication), socio-emotional skills (like self-management and teamwork), and technical skills (like computer programing or sale skills) to be successful in the labor market and meet employers' demand. These skills are not necessarily explicitly taught in traditional learning settings. Policy makers should therefore rethink the content of post-secondary education and training to focus on the development of skills for the labor market rather than only attendance. To do so, establishing steady links between education institutions and enterprises, by setting up occupation standards and adapting curricula to firm demand, is crucial. An essential instrument to identify the demand for skills and facilitate fruitful investments in skills formation is a labor market information system-which provides reliable information on labor market prospects across post-secondary education fields and institutions and job requirements and characteristics to students, their families, and jobseekers. Nonetheless, a better formation of skills would only be beneficial if most of the workforce can put them at use in jobs, promoted by better labor regulations

    Abstract: Sub-Saharan Africa's natural resource-rich countries have poor human development. Children in these countries are more likely to die before their first birthday, more likely to be stunted, and less likely to attend school than children in other countries with similar income. Despite the current price downturn, extractives will remain an important part of Sub-Saharan Africa's growth story-using resource rents wisely remains a long term challenge. Governments must choose how to allocate resource rents between spending, investing in human or physical capital, or investing in global financial assets. The return to investing in physical and human capital will be high in countries where the capital stock is low. Moreover, higher levels of human capital make investments in physical capital more productive, which suggests that the optimal portfolio will involve investing in both. Human capital should be prioritized in many of Sub-Saharan Africa's resource-rich countries because of the low starting point. Investing effectively in human capital is hard because it involves delivering services, which means coordinating a large number of actors and activities. Three dimensions of governance are key: institutions, incentives and information. Decentralization and leveraging the private sector are entry points to reforming institutional structures. Revenues from natural resources can fund financial incentives to strengthen performance or demand. Producing information, making it available, and increasing social accountability helps citizens understand their rights and hold governments and providers accountable. Improving the quality of education and health services is central to improving human capital. Two additional areas are promising. First, early child development-mother and newborn health, and early child nutrition, care, and education-improves outcomes in childhood and later on. Second, cash transfers-either conditional or unconditional-reduce poverty, increase household investments in child education, nutrition, and health, and increase the investment in productive assets which foster further income generation

    Abstract: This case study seeks to understand how the Lagos Eko Secondary Education Project (Eko Project) tailored international best practices to leverage impact through education sector reforms in Lagos State's public secondary school system. These best practices include an intensive utilization of evidence-based policy making, the granting of autonomy to a variety of stakeholders together with the expectation of accountability for results, community participation, incentives for reform, support for public-private partnerships (PPPs), and adaptive implementation. Research methods focus on the Science of Delivery case study guidelines, drawing on semi-structured interviews and focus group discussions with key stakeholders to better understand the implementation process and analyze the causal mechanisms for results achieved. The case study highlights four key contributors to the Eko Project's politically savvy, locally tailored and adaptive delivery approach: (i) it managed to build on collective leadership along the entire delivery chain, from the political leadership of the governor down to the professional leadership of classroom teachers; (ii) it bounced back from a setback in outcomes by strengthening data collection and analysis of results; (iii) it struck the right balance between external and internal implementation mechanisms to make the most of established institutions; and (iv) it aimed at macro-level impact by reaching down to individual learning achievements
