    Abstract: This book fosters a wide-ranging and nuanced discussion of the concept of ‘enough’. Acknowledging the prominence of notions of sufficiency in debates about sustainability, it argues for a more complex, culturally and historically informed understanding of how these might be manifested across a wide array of contexts. Rather than simply adding further case studies of sufficiency in order to prove the efficacy of what might be called ‘finite planet economics’, the book holds up to the light a crucial ‘keyword’ within the sustainability discourse, tracing its origins and anatomising its current repertoire of usages. Chapters focus on the sufficiency of food, drink and clothing to track the concept of 'enough' from the Middle Ages to the 21st century. By expanding the historical and cultural scope of sufficiency, this book fills a significant gap in the current market for authors, students and the wider informed audience who want to more deeply understand the changing and developing use of this term

    Abstract: This book examines the language of public inquiries to reveal how blame is assigned, avoided, negotiated and discussed in this quasi-legal setting. In doing so, the author adds a much-needed linguistic perspective to the study of blame - previously the reserve of moral philosophers, sociologists and psychologists - at a time when public inquiries are being convened with increasing frequency. While the stated purpose of a public inquiry is rarely to apportion blame, this work reveals how blame is nevertheless woven into the fabric of the activity and how it is constructed by the language of the participants. Its chapters systematically analyse the establishment of inquiries, their questioning patterns, how blame can be avoided by witnesses, how blame is assigned or not by an inquiry’s panel and how such blame may result in public apologies. The author concludes with an engaging discussion on the value of public inquiries in civic life and suggestions for changes to the processes of public inquiries.     Abstract: The evaluation examines the development effectiveness of the World Bank Group's support for trade facilitation and identifies lessons for future engagement. The World Bank Group has played a leading role in trade facilitation reform over the past 12 years, having identified lowering trade costs as a crucial means to promote its development agenda. Among its contributions, the Bank Group has been a leading technical partner to the WTO during the Trade Facilitation Agreement (TFA) process throughout the evaluation period. Main findings of the report include: (i) Over the evaluation period, the World Bank Group has demonstrated leadership in facilitating trade through its broad scope of work: (893 interventions of all types) in addition to Advisory and Analytic work, generally targeting countries with the greatest bottlenecks, results, in its contribution to a substantial reduction of international trade costs, and its creation of global public goods through thought leadership, convening power, and its trade facilitation indicators - which contributed to a positive dynamic in reforms. (ii) Most World Bank Group projects supporting trade facilitation reforms achieved their development objective, and all three institutions exceeded their corporate scorecard targets. The World Bank's investment lending appears to be substantially more effective than its policy operations. At the trade facilitation intervention level, the overall success rate averaged 79 percent

    Abstract: This evaluation reviews how well the World Bank's operating model has enabled knowledge flow and enhanced collaboration to deliver integrated solutions. The evaluation also looks at the incentives and behaviors the model inculcates. Evidence comes from both sides of the matrix.The evaluation finds that certain aspects of the operating model have shown value, especially its enabling of global knowledge flow. This is the effect of setting up GPs that operate more globally than before and GTs that provide useful strategic directions and coherence to cross-cutting priorities. The World Bank is able to provide integrated solutions addressing clients' important development problems because of the leadership of Country Directors supported by Program Leaders.However, evidence from the early years of implementing the model indicates that its structure and processes tend to inhibit collaboration and cause inefficiency, fragmentation, and internal competition. The interface between GPs and Regions has weakened. Some GPs lack coherent and systematic approaches to managing and investing in knowledge. There are concerns with insufficient contestability in the quality assurance process for operations and ASA products. If left unaddressed, these issues pose risks to the World Bank's ability to deliver for clients.IEG acknowledges management's proactive course correction of the operating model. The evaluation finds that this could be enhanced by continuously collecting and reviewing data on organizational effectiveness.These findings have led to six recommendations: (1) Strengthen the approach to knowledge in the GPs and GTs with clear goals, roles, and mechanisms, budgets commensurate with mandates, and metrics for knowledge uptake, quality, and influence; (2) improve budgeting systems to better incentivize knowledge flow and collaboration; (3) better link the GPs and Regions to improve coordination and enhance responsiveness to clients; ( 4) ensure a stronger and more consistent use and role of the Program Leaders as a mechanism for cross-sectoral collaboration, integrated solutions, and complex client dialogue; (5) review the existing quality assurance arrangements to improve the quality of knowledge embedded in advisory and financing services; and (6) ensure there is ongoing monitoring of the operating model and more continuity in change management efforts to enhance the organization's ability to attain its knowledge flow and collaboration goals

    Abstract: Argentina is characterized by low levels of private credit and persistent labor market rigidities. Furthermore, financial development remained stagnant in Argentina even during episodes of fast economic growth, in stark contrast with the experience of sustained growth accelerations around the world. The goals of the paper are twofold. Firstly, it is concerned with quantifying the productivity losses associated with such low levels of private credit penetration and characterizing its implications for different subsets of firms in the economy. The latter is important in light of various policy interventions aimed at mitigating the impact of low access to credit based on firm-size thresholds. Secondly, it studies the dynamics of hypothetical reforms to credit markets in a context of rigid labor markets, which seems to be the adequate scenario in which structural reforms will have to be implemented, given the stickiness that labor market regulations have shown to reform efforts in the past. It finds sizable productivity losses from financial frictions, in the order of thirteen percent. At the micro level it finds that it is the youngest firms, whose average marginal return to capital is far above the riskfree rate in the economy, that are more prone to become financially constrained. Turning to reform scenarios, we investigate sudden reforms that are implemented abruptly and more plausible reform paths that gradually dismantle financial frictions. In the former, productivity and the investment rate rise sharply on impact, while it also does the rate of unemployment, going from five to almost twelve percent. In the latter, the rise of unemployment is more gradual and less sharp, peaking at seven percent. On the flipside, the investment rate declines on impact, although the contraction is short-lived

Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions

The answer is yes, according to our study, which rigorously estimates-using a new methodology-the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period.Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages-mainly for better-off groups, like more educated workers, males, and more-experienced workers-although less-skilled workers would see the largest reduction in informality.How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills)

    Abstract: Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life.Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region-one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas

    Abstract: Port Development and Competition in East and Southern Africa analyzes the 15 main ports in East and Southern Africa (ESA) to assess whether their proposed capacity enhancements are justified by current and projected demand; whether the current port management approaches sufficiently address not only the maritime capacity needs but also other impediments to port efficiency; and what the expected hierarchy of ports in the region will be in the future. The analysis confirms the need to increase maritime capacity, as the overall container demand in the ports in scope is predicted to begin exceeding total current capacity by between 2025 and 2030, while gaps in terms of dry and liquid bulk handling are expected even sooner. However, in the case of many of the ports, the issue of landside access-the ports' intermodal connectivity, the ease of international border crossing, and the port-city interface-is more important than the need to improve maritime access and capacity. The analysis finds that there is a need to improve the operating efficiency in all of the ESA ports, as they are currently less than half as productive as the most efficient ports in the matched data set of similar ports across the world, in terms of efficiency in container-handling operations. Similarly, there is a need to improve and formalize stakeholder engagement in many of the ports, to introduce modern management systems, and to strengthen the institutional framework to ensure the most efficient use of the infrastructure and to be able to attract private capital and specialist terminal operators. Finally, given the ports' geographic location and proximity to main shipping routes, available draft, and the ongoing port-and-hinterland development, the book concludes that Durban and Djibouti are the most likely to emerge as the regional hubs in ESA's future hub-and-spoke system

    Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: This paper examines the patterns of growth of Poland, and its transition into high-income status over the past two decades from a macro and micro perspective. It benchmarks Polish performance with that observed in established high-income countries, and with that of others that have been trapped in middle--income levels and examines the role that integration into the EU had on growth. The analysis reveals, first, that Poland's growth process has been accompanied by a process of diversification of assets, including institutions, physical and human capital. This urbanisation has the potential to improve economic opportunities and living conditions for all Kenyans. However, there are also several challenges associated with this shift and concentration of population. With urbanisation comes a substantial amount of new construction, much of which has occurred in cities with limited capacity to ensure the structures in which people live, work and gather are safely sited and built to withstand both chronic stresses (i.e. fire and spontaneous collapse) and disaster shocks (i.e. earthquakes and floods). Informality, low density development and urban sprawl are common characteristics across Kenya's urban areas. Approximately 61 percent of Kenya's urban population are living in informal settlements. Kenya is exposed to a wide range of hazards, particularly droughts and floods, but also landslides, earthquakes, volcanic eruptions and wildfires. Kenya is also highly vulnerable to recurrent and chronic risks. Its major cities witnessed 26 reported cases of major building collapse since 1996. Furthermore, Kenya is ranked as the 27th most prone country to fire-related deaths in the world. The city of Nairobi recorded 244 fires in 2017 in its informal settlements, claiming the lives of 32 people. In many ways, Kenya is at a crossroads in its efforts of urbanising and developing towards middle income status. Regulatory decisions made now will have a significant impact on the long-term safety, productivity and resilience of the urban built environment

    Abstract: Zambia's agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia's agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

    Abstract: West Africa's coastal areas host about one third of the region's population and generate 56 percent of its GDP. They are home for valuable wetlands, fisheries, oil and gas reserves, and high tourism potential. However, these areas are affected by severe pressures: rapid urbanization along the coast has increased the demands on land, water, and other natural resources; man-made infrastructure and sand extraction have contributed to significant coastal retreat; moreover, climate change and disaster risks are exacerbating these threats. As a result, coastal areas are undergoing alarming environmental degradation leading to deaths (due to floods, air and water pollution), losses of assets (houses, infrastructure) and damages to critical ecosystems (mangroves, marine habitat). This study estimates in monetary terms the Cost of Environmental Degradation (COED) in the coastal areas of Benin, Cote d'Ivoire, Senegal, and Togo. Specifically,it values the impacts of degradation that occur during one year, as a result of three major factors: flooding, erosion, and pollution (from water, air and waste). The final results are expressed in 2017 prices. They are reflected in absolute (USD) and in relative terms, as percentage of the countries' GDP. Overall, the COED of the four countries is estimated at about USD 3.8 billion, or 5.3 percent of the countries' GDP in 2017. Flooding and erosion are the main forms of degradation, accounting for more than 60 percent of the total cost. Moreover, coastal degradation causes over 13,000 deaths a year, primarily due to air and water pollution, and to floods

    Abstract: This policy note is an attempt to systematically analyze and document emerging trends in the evolution of students' learning outcomes in Tanzania's primary schools. The note is based on two rounds of the Service Delivery Indicators Survey in Tanzania, 2014 and 2016, and provides guidance to the Government on: (1) regional, district and school-level variations in gains in pupil achievement scores; (2) student, teacher and school level factors associated with learning outcomes; and (3) key observable factors associated with highest gains in test scores. The good news is that the Government's concerted reform efforts are showing positive results in quality of schooling: test scores in English, Math, and Kiswahili for Standard four pupils have improved significantly over time. They have improved all across Tanzania, with largest gains registered in disadvantaged targeted districts (EQUIP-T3), followed by rural areas. Low-performing regions are catching up as the impacts of several large-scale investment programs are taking root. These improvements in test scores appear to be associated with improvements in teacher effort and subject knowledge. Rising pupil-teacher-ratios pose risks to continued learning improvements, particularly as the Government is preparing for rapid expansion in enrolments in the wake of the Fee-Free Basic Education Policy. Students tested for 2016 will be entering Form 1 secondary in 2018-19. For the improvements in learning at the primary level to have maximum impact, particularly in disadvantaged regions supported by EQUIP-T, they will require immediate attention to and investments in secondary schools to take these students through the full cycle of quality basic education promised by FFBEP. Female students, overage students, and non-native Kiswahili speakers continue to lag behind in learning, posing threats to the long-term equity of the system. Careful measurement of teacher practices at secondary level can provide ways to supportteaching behavior conducive to the well-being of these children
