    Abstract: The economy of the United Republic of Tanzania is growing fast but remains vulnerable to disasters, which are likely to worsen with climate change. Its transportation system, which mainly consist of roads, often get disrupted by floods. How could the resilience of the transportation infrastructures be improved? We formulate a new type of model, called DisruptSCT, which brings together the strength of two different approaches: network criticality analyses and input-output models. Using a variety of data, we spatially disaggregate production, consumption, and input-output relationships. Plugged into a dynamic agent-based model, these downscaled data allow us to simulate the disruption of transportation infrastructures, their direct impacts on firms, and how these impacts propagate along supply chains and lead to losses to households. These indirect losses generally affect people that are not directly hit by disasters. Their intensity nonlinearly increases with the duration of the initial disruption. Supply chains generate interdependencies that amplify disruptions for nonprimary products, such as processed food and manufacturing products. We identify bottlenecks in the network. But their criticality depends on the supply chain we are looking at. For instance, some infrastructures are critical to some agents, say international buyers, but of little use to others. Investment priorities vary with policy objectives, e.g., support health services, improve food security, promote trade competitiveness. Resilience-enhancing strategies can act on the supply side of transportation, by improving the quality of targeted infrastructure, developing alternative corridors, building capacity to accelerate post-disaster recovery. On the other hand, policies could also support coping mechanisms within supply chains, such as sourcing and inventory strategies. Our results help articulate these different policies and adapt them to specific contexts

    Abstract: This paper is part of additional efforts supported by the World Bank Global Tobacco Control Program to inform the Government of Vietnam on options for tobacco taxation by providing estimates of the impact of cigarette price increase across five income groups for the period 2020-2022 under two scenarios. Vietnam is an important country for global tobacco control, and currently has about 15 million males who smoke. to support government efforts to strengthen tobacco controlpolicies, most notably through a substantial increase in the excise tax of tobacco, weconducted an extended cost-effectiveness analysis to examine the distributional impactof a 32 percent and a 62 percent increase in cigarette prices under Scenario A and Scenario B,respectively. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

This country brief provides an overview of tobacco control legislation, use, and taxation in the country. Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: Smoking prevalence Tajikistan remains rather moderate. According to the Global Adult Tobacco Survey (GATS) conducted in 2016, smokers constitute 6.3 percent of the adult population of Tajikistan. However, 12.5 percent of study participants reported consuming smokeless tobacco (nasway). Tajikistan joined the Framework Convention on Tobacco Control (WHO FCTC) in 2013. Tobacco control legislation was adopted in 2010 and amended in 2017 in line with the FCTC guidelines. The new pictorial health warnings should cover at least 75 percent of the surface on both largest sides of the packs. The amended law bans point-of-sale advertising. However, tobacco excise rates in Tajikistan were very low, and tobacco affordability was growing. In July 2018, the cigarette excise rates were increased almost 10-fold, but cigarette prices increased in 2018 only by 19 percent as the excise is still very low in monetary terms (about 0.25 USD per pack of 20 cigarettes). Cigarette taxes and prices in Tajikistan are still lower than in neighboring countries, and cigarette smuggling out of Tajikistan exceeds cigarette smuggling into the country. Special policies aiming to discourage nasway use and related surveillance activities should be implemented in Tajikistan, while the introduction of excise or other taxes for such a home-made product can hardly produce substantial benefits. Tobacco use surveillance and monitoring should be developed in the country including publicly available information on sales of tobacco products, as well as their prices, excise revenue, and other economic indicators. Tajikistan has a great potential to increase tobacco excise rates in 2019 and in the following years, as well as to contribute to health objectives related to the reducing tobacco use.     Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: Lao People's Democratic Republic (Lao PDR) has a comparative advantage in natural capital, which has fueled economic growth averaging around 8 percent per annum since 2000. The natural resource endowment comprises half of the country's wealth. Although forest cover declined 3.6 percent between 2005 and 2015, Lao PDR still has among the highest forest cover percentage of countries in the region, and the value of timber and non-timber forest products is 10,740 US Dollars per capita. Inefficiencies, including overuse, under-budgeting, and unsustainable and unscientific management, have led to a reduction in forest cover, natural wealth, and public revenues. Lao PDR's recent policy reforms, institution-building and community engagement aim to build a new foundation to sustain the Lao forest estate and the people and sectors that depend on it, including for tourism, agriculture, energy, water, fisheries, and wood products. Lao PDR's ambitious forest sector reforms aim to achieve financially and environmentally sustainable, resilient, and inclusive economic growth, especially through credible private sector investors. This reform agenda accompanies the Government of Lao PDR's (GoL) plan to expand forest cover to 70 percent from the current 58 percent, which will help to reduce poverty, create green jobs and livelihoods, support local industry and expand participatory sustainable forest management (SFM) and forest restoration, as well as to meet Lao PDR's Nationally Determined Contribution (NDC) to climate action.     Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: The country brief provides an overview of tobacco legislation, use, and taxation in Kazakhstan. Tobacco taxation policy practiced in Kazakhstan in 2003-2013 resulted in increased tobacco excise revenues, but was not effective in terms of public health, as cigarette consumption did not decrease. Tobacco excise taxes were drastically increased in Kazakhstan from 1 January 2014; and thereafter, the tobacco affordability was substantially reduced resulting in the subsequent decline in tobacco sales and smoking prevalence in the country. Decline in consumption could have an effect on tobacco-related mortality in Kazakhstan. Mortality rates of some tobacco-related causes of death substantially declined in Kazakhstan in 2013-2015 among men and women aged 30 to 79 years: by about 20 percent for acute ischemic heart disease and stroke and by 30-40 percent for respiratory tuberculosis and chronic obstructive pulmonary disease. Kazakhstan returned to a policy of moderate tax increases in 2015-2019. The reduction in tobacco affordability in 2015 was caused not only by the excise increase but also by the tobacco industry pricing policy and a decline in real incomes. Tobacco consumption in Kazakhstan decreased in 2015, but the revenue increase was smaller than expected. A moderate excise rise in 2016- 2018 could not ensure a substantial reduction in tobacco affordability, and annual tobacco sales did not change much. The country experience shows that a policy of moderate (below 30 percent annually) excise increases cannot ensure either tobacco consumption reductions or substantial revenue increases. The planned annual cigarette excise increase for 2020-2021, however, is only 12-14 percent. In recent years, electronic cigarettes and heated tobacco appeared in the Kazakhstan market. The key consumers of such products are young adults, who follow modern trends, rather than dependent smokers looking for an effective means to quit. Heated tobacco products and liquids for electronic cigarettes will be taxed by excise from 2020, but the excise rates are very low and should be substantially increased. Kazakhstan has great potential to increase its excise rates for all kinds of tobacco products to contribute to health objectives by means of reducing tobacco consumption. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Abstract: The purpose of this analysis is to provide a snapshot of exclusion based on SOGI in Sao Tome and Principe (STP) and the opportunities for SOGI inclusion especially in the tourism sector. The main questions for the reader to consider are: Why is the World Bank involved in SOGI? How can STP benefit from SOGI inclusion? What can be done to ensure SOGI inclusion in STP? Finally, the central takeaway from this analysis is that excluding sexual and gender minorities negatively impacts economic development and poverty reduction, whereas including them is beneficial to economic development and poverty reduction. The theoretical argument is that exclusion costs money. Exclusion based on sexual orientation and gender identity often begins as early as the primary school years and continues in the workplace, as well as more broadly in the economy and in society.     Abstract: The purpose of this background note is to give an overview of the literature on output volatility and economic growth, assess output volatility and its impact in Sao Tome and Principe (STP). This note is organized in four sections, besides this introductory part. The second section reviews the literature on the impact of output volatility on economic growth. The third section discusses different measures of volatility, calculating volatility for STP across different periods, and compares them to peer countries. The last section offers some policy recommendations. Output volatility and its relationship with growth have been a hot topic in economic research literature for a long time. There is significant controversy about how economic volatility1 affects economic growth. Although the link between economic growth and volatility is theoretically ambiguous, a negative impact of economic volatility on output growth dominates the empirical literature. This negative relationship also holds with newer and better datasets, advanced econometrics methodologies, and for specific country groups. There are three mains messages in this note. The first one is that volatility affects growth as supported by the literature review and the econometric estimations carried out in this note. The second one is that STP is a volatile country, although volatility of GDP growth and inflation has declined over time and are in line with peers. On the other hand, STP still faces higher volatility on current account balances and net lending and borrowing than its peers. The third message is that, on average, a fifty percent increase in volatility translates into a 25 percent decrease in GDP per capita growth rates. Finally, policy measures aimed at diversifying exports in terms of goods and markets, reduce the reliance on external finance and fiscal rules can help cushion the volatility and reduce its impact

    Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

    Abstract: Over the last two decades, Moldova has achieved major development results: with average annual growth of 4.6 percent since 2000, poverty has decreased dramatically, and the growth has also benefitted more citizens: Inequality, as measured by the Gini Index, has declined from 36.4 in 2000 to 26.3 in 2016. Macroeconomic stability has been maintained despite the 2014 banking crisis, and monetary and the exchange rate policies have led to a declining inflation protecting the living standard of Moldova's citizens. The country has benefitted from its unique assets, such as a strategic European location and growing global integration. The authorities' focus on investment policy put the country on investors' map: commitment demonstrated in investment promotion and the level of service and attention that was given to investors led to attracting manufacturing FDI. They on the other hand helped reorient exports towards more technology-intensive products and allowed for a stronger contribution of exports to growth and employment generation. Moldova has also significantly reformed its business environment, ranking today 47th of the 190 countries measured on ease of doing business. There was also effort to improve the quality of human capital. The education system reform led to improvement of student learning outcomes in Moldova, as measured by the Program for International Students Assessment (PISA), although there are still major gaps in learning outcomes that need to be addressed. The preprimary enrollment rates increased substantially, and labor force participation rate increased to historical highs, albeit at 43 percent still comparatively low

    Abstract: The tourism sector in Rwanda is growing rapidly, largely driven by gorilla trekking and the Meetings, Conventions, Incentives and Exhibitions (MICE) segments. Despite this growth and government prioritization of tourism, there had been a gap in the regulation of the tourism sector, which was potentially affecting the attractiveness of the Rwandan market as a tourism destination and reducing the competitiveness of firms providing tourism services. to help address this gap, the World Bank Group (WBG), through the International Finance Corporation (IFC) Advisory Services, provided technical assistance in Rwanda over three years to support the creation of a new tourism regulatory agency, operationalize two new regulations, and license over 400 tourism entities under challenging time and resource constraints. In working with the Government of Rwanda and other stakeholders, IFC learned several lessons that may be useful to other practitioners who are considering: how to create and develop a regulatory regime from scratch to respond to a specific regulatory gap; how to place an emphasis on implementation beyond pure policy work; and how to be flexible and innovative to make the system as efficient as possible under time and resource constraints.     Abstract: This report summarizes the results of an Early Grade Reading Assessment (EGRA) conducted in Tuvalu from September 21 and October 27, 2016. With funding from the Global Partnership for Education, the World Bank and Education Technology for Development (Et4d) carried out the assessment in collaboration with the Tuvaluan Ministry of Education, Youth and Sports (MEYS). The overall purpose of the EGRA was to inform education policymakers of students' basic reading skills in years 1-3 of primary school and to identify factors that contribute to language development in Tuvalu. The findings are expected to assist policymakers with designing effective early grade reading interventions to improve school performance and literacy outcomes in Tuvalu. This activity is part of the Pacific Early Age and Readiness Program (PEARL), which was established to improve the school readiness and literacy outcomes of children throughout the Pacific region. The report is divided into six chapters beginning with this introductory section in chapter. Chapter two will discuss the TuEGRA survey design and implementation. Chapter three presents overall results of the reading assessment per sub-test, gender and year as well as a summary of the overall strengths and weaknesses responding to questions 1, 4 and 5. The correlation between oral reading fluency and comprehension (question 2) is discussed in chapter four. As there are no established standards for reading fluency, the report used 80 percent reading comprehension benchmark as the basis for determining fluency scores. Chapter five provides an analysis of student and teacher factors associated with improved reading outcomes, which corresponds with question 6 (6a, 6b, and 6c). Finally, the conclusions and policy recommendations to improve literacy outcomes are presented in chapter six

    Abstract: The state of Nagaland, with a population of two million, is situated in the North-East region of India. The state's topography is hilly with very poor roads and connectivity. The state has 11 districts, 52 blocks, and 1,500 villages. In 2014-15, per capita net state domestic product was estimated at USD 1,172 (INR 78,526), slightly lower than the national figure of USD 1,297 (INR 86,879). However, the socioeconomic distribution in Nagaland is more equitable than the national pattern, in 2012-13, an estimated 19 percent of the population lived below the official poverty line in the state, lower than the national average of 22 percent. Tribal communities make up almost 90 percent of Nagaland's population. The Nagaland Department of Health and Family Welfare (DoHFW) requested technical support for better understanding nutrition determinants and developing strategies that could be implemented at the community level with the support of the Nagaland Health Project. The objectives are to better understand the barriers to improved nutrition and health in Nagaland and to help the state government to develop strategies to address these issues. This involves analytical work (involving both primary and secondary data analysis) to identify gaps and bottlenecks, informing the development of contextually-appropriate and feasible strategies. Technical assistance focuses on supporting the state government in the design of strategies based on the findings of the analytical work. The development objectives of this advisory services and analytics (ASA) activity are: (i) to improve knowledge about the determinants of malnutrition in North East India; (ii) to identify gaps in maternal and child health and nutrition services for disadvantaged communities; and (iii) to support development of cross-sectoral strategies to combat malnutrition at the community level

    Abstract: This report updates the assessment of the performance of the social protection (SP) system in Russia, using the 2014-2017 rounds of the Survey on Incomes and the Participation in Social Programs (VNDN in Russian) by the State Statistic Service of the Russian Federation (Rosstat), the largest household annual monitoring survey in Russia, and the main source of official data on poverty. The 2017 VNDN Survey round has a sample (about 150,000 households) that is 3 times larger than its standard sample size and it allows for a comprehensive assessment of the SP system performance both at the national and the regional levels. The context for the update is the 2018 May Decree by the President of Russia5, which defined the new strategic goals for socio-economic development and poverty alleviation in Russia. The Decree put human development and poverty reduction at the center of the Russia's development strategy over the medium term. to achieve the May decree goals by 2024, the Government developed 12 National Projects, particularly in health, support to families and education, and allocated significant resources for their implementation. The national goals include halving poverty, increasing the quality of education and improving health status to extend longevity and economically active life. For social protection, the objectives pertain to higher efficiency and effectiveness, greater share of resources directed to families in need of assistance, better performance results and stronger alignment with human development goals. More recently, the Ministry of Labor and Social Protection launched a series of regional pilots to inform decisionmakers on good practice examples in implementing the reform in the regions. This update is intended to feed into this on-going process, enabling the World Bank team to continue to support the Government of the Russian Federation in its efforts to improve efficacy of its social assistance system.     Abstract: Pakistan is facing yet another balance of payment crisis. Authorities have taken some corrective measures and negotiated a 39-month stabilization program with the International Monetary Fund (IMF). Nonetheless, inflationary pressures increased during FY19. Current account deficit narrowed as imports declined, however, exports performance remained weak. Despite the adjustment measures fiscal pressure persist due to high debt servicing and defense expenditures. Debt level is in breach of Fiscal Responsibility and Debt Limitation Act (FRDLA). The growth is projected to decelerate further in FY20, as the government tightens fiscal and monetary policy. This report highlights the importance of tackling the structural challenges which are hampering growth and investments. The report emphasizes that the failure to address these structural challenges, in parallel to addressing the macroeconomic imbalances, just means that the next crisis is another 4 to 5 years away

    Abstract: Robust public financial management (PFM) systems are crucial to ensure the efficacy and integrity of public health spending, thereby contributing to improved service coverage and financial protection, as required for achieving universal health coverage. A weak PFM system has impeded implementation of the Bangladesh health care financing strategy 2012-2032. This paper aims to identify and document major PFM challenges in relation to the interventions outlined in this strategy document, on the grounds that relaxing these constraints will strengthen implementation. Further, the study examines PFM barriers in service delivery, such as delays in fund availability and procurement and the lack of operational funds at the facility level. The paper points to a number of obstacles, including the absence of a legal framework for implementing a social health protection scheme, no laws to retain user fees at health facilities or to change financial rules to introduce flexible cash at facilities, district health managers without delegated financial power, noncompliance with audit observations, and need for PFM capacity strengthening. Short-, medium- and long-term actions are presented to address these PFM issues. Removing these barriers will not require significant additional resources, but will offer the potential to significantly enhance value for money for Bangladesh's government health budget

    Abstract: Cassava is the principal starch in Mozambique, at 30 percent of calories. It can be stored unharvested up to 30 months, but fresh cassava lasts only 3 days once harvested. Most processing in Mozambique is artisanal, to eliminate cyanogenic glycosides in the 90 percent of production from pest resistant bitter varieties. Only 6 percent of production in 2011 was used commercially for non-food, two-thirds for feed and one-third for starch. Low levels of productivity for cassava compared to elsewhere and poor transportation are the main barriers to the development of a processing industry. Unit costs of production range from USD 0.09 to USD 0.30 U.S. cents per kg. Producers would need to achieve 15 tons/hectare to be commercially viable, compared to average yields between 5 and 9 tons/hectare in Mozambique. Actions recommended include: adoption of a "Master Plan "; time-limited subsidies for industrial High Quality Cassava Flour, ethanol, and starch; a network of service providers to operate in smallholder areas to deliver improved inputs and extension; promotion of farmers' associations for better access to service providers; research on pest control in sweet varieties; greater availability of global market intelligence; capacity-building for processing; and introduction of legal norms to prevent processors from polluting

    Abstract: With an estimated 724 million extreme poor people living in developing countries, and the world's demographics bifurcating into an older north and a younger south, there are substantial economic incentives and benefits for people to migrate.     Abstract: Supporting jobs for youth in Niger means addressing difficult questions of the right level of ambition, of reaching the necessary scale, and of trade-offs with funding for poverty reduction. Jobs policy for youth in Niger faces a difficult balancing act. It must be grounded in the reality that given the very modest starting point, economic opportunities for most Nigeriens are likely to remain limited in the medium term. At the same time, jobs policy needs to contend with the fact that young Nigeriens aspire for a different economic life than that lived by their elders. The challenge is thus to determine what kind of support is realistically feasible and can provide a good-enough perspective for young Nigeriens. Secondly, policy must ask whether the actions envisaged can make a real difference at scale, given the very big needs for better jobs. Finally, in an environment where poverty remains pervasive, it is important to acknowledge that providing jobs support specifically for youth may mean forgoing other investments that may be more efficient in reducing poverty. to make informed choices on these questions, policy makers may need to understand clearly the effectiveness of different jobs support modalities, their appropriateness in addressing Niger`s challenges, and their cost efficiency.     Abstract: Prudent economic policies, combined with the enabling conditions created by a high endowment of water, have transformed Vietnam from a low income to a middle-income country within two decades. Though growth has produced vast benefits, it has also placed unrelenting pressures on water resources, which in turn lead to economic stresses. This report assesses how secure Vietnam's water resources are and its economic implications and focuses on reducing the threats of 'too little, too much, and too dirty.' Specifically, the report focuses on increasing water productivity in irrigated agriculture, water security and services for settlements, and on how Vietnam manages water quality and pollution issues, as well as climate change adaptation, disaster risks, and risks from infrastructure gaps and vulnerabilities. Recognizing that water governance is fundamental in addressing Vietnam's water challenges, this report analyzes the current governance of the water sector to inform the development of strategies, provide an integrated view of challenges, and identify the most fundamental shifts needed to achieve national water security. Going forward, greater emphasis will have to be given to policy enforcement and to the incentives needed to assure greater compliance. The solutions suggested by this analysis are clustered around seven recommendations. This report was developed in close cooperation with the Government of Vietnam

    Abstract: Rural regions are often seen as key sources of urban water supply, creating pressure for reallocation and potential hotspots of competition for water between cities and agriculture. How effective and equitable is reallocation from rural to urban regions, and what have we learned from the global experience? This synthesis report examines the drivers, processes, politics, and outcomes of reallocation based on a review of the literature and insights from four in-depth case studies where governments have reallocated relatively large volumes of water from rural to urban regions: Melbourne, Australia; Mokopane, South Africa; Monterrey, Mexico; and Sao Paulo, Brazil. The findings suggest that water reallocation can play an important role in regional development. However, reallocation projects have also been controversial because of distributional conflicts regarding who wins and loses. The concept of benefit sharing, long applied to transboundary river basin management, offers a framework for designing effective and equitable reallocation processes, shifting the focus from dividing the water to sharing the benefits among rural and urban regions.     Abstract: This paper provides an assessment of the trade performance of Western Balkan (WB) countries with the European Union (EU) countries. The particular focus is on Bosnia and Herzegovina's (BiH) trade potential and an estimation of the effects of the Agreement on Amendment of and Accession to the Central European Free Trade Agreement (CEFTA 2006) using gravity equations. The approach taken by Bussiere and others (2005) is used as a base reference to develop the model of BiH trade flows and later on BiH trade potential. Bussiere and others (2005) estimated the potential trade of Central and Eastern European countries using a new measure of trade integration called the trade condition indicator. This indicator is calculated from country-pair specific effects after controlling for the levels of the time-invariant variables, like distance. Fixed effect vector decomposition (FEVD) procedure offers a solution to the problem of estimating time-invariant variables in panel data when at least one variable is correlated with the unobservable unit effect. FEVD is considered as a proper procedure for this application since CEFTA 2006 is considered endogenous and correlated with unobserved unit effect. Applying FEVD it was found that in each WB country imports and exports are below their potential level with the EU. The results suggest that even as BiH moves towards its potential trade levels the trade deficit will remain, albeit at a diminishing level if capacity building for stronger trade policy dialog continues and more opportunities to diversified BiH export are exploit

The analyses led to publication of three new global frameworks for designing water reforms: Policy, Institutional, and Regulatory Incentives, which looks at the broader sector enabling environment; Water Utility Turnaround Framework, which looks at utility-level reforms; and Maximizing Finance for Development, which looks at shifting the financing paradigm to reach the Sustainable Development Goals. The three frameworks-individually and as a compendium-set forth the key principles of a more holistic approach to reform that diverges from the traditional focus on infrastructure economics to a deeper understanding of the behavior of and between sector institutions and of the people within those institutions. Each country-specific reform path will gradually bring the sector to higher degrees of maturity with a strong focus on improving financial sustainability. This summary note integrates the three lines of work-utility reform, sector reform, and sector finance-for readers to understand the critical links between the three spheres. New contributions of this note are a Maturity Matrix for assessing where a country is in its reform process and where it wants to go and a Maturity Ladder that identifies typical actions to move from one stage of maturity to the next.     Abstract: Core to an effective financial consumer protection framework is an accessible and efficient recourse mechanism that allows consumers both to know and to assert their rights to have their complaints addressed and resolved in a transparent and just way within a reasonable timeframe. Complaints handling mechanisms are especially important for low-income and vulnerable financial consumers, to whom timely and effective recourse processes can have a decisive influence over their trust in their financial service provider (FSP) and in the financial sector in general. Increased trust contributes to consumers' uptake and sustained usage of financial services and, consequently, their economic livelihoods. Financial consumer complaints handling mechanisms comprise two stages: complaints that are handled by FSPs, generally referred to as internal dispute resolution (IDR); and complaints that, if not satisfactorily resolved, are handled by an alternative, out-of-court process, generally referred to as external dispute resolution (EDR). There are several international sources of principles applicable to complaints handling and resolution processes and procedures to be established by FSPs. Drawing from the World Bank's Good Practices for Financial Consumer Protection, the work of international bodies, such as the Group of Twenty (G20)/Organisation for Economic Co-operation and Development (OECD) Task Force on Financial Consumer Protection, as well as selected country experiences this Technical Note highlights considerations that aim to provide a methodological guidance for regulators and FSPs when developing and implementing IDR frameworks to ensure they are consistent with international good practices.     Abstract: Safely managed sanitation is a focus of the SDGs and central to stunting reduction and early childhood survival, both identified by the World Bank's Human Capital Index as critical for humans to develop their full potential. In 2015, 4.5 billion people lacked access to safely managed sanitation. This paper finds that hundreds of millions more people are exposed to significant health risks due to unsafely managed sanitation. This report explores the challenges of fecal sludge management (FSM) in densely populated rural areas and it presents some typical current practices, examples of financially sustainable FSM services, and global innovations in waste management with potential replicability for FSM. Its aim is to promote dialogue on how to move from the Millennium Development Goals' approach to rural sanitation-effectively, building toilets-to the Sustainable Development Goals' approach: safely managed sanitation systems. The paper concludes that the sanitation service chain spans both private and public goods, and market mechanisms are not always adequate to mitigate the safety risks. Public funding will be needed to cover the affordability gap and address safely managed sanitation, requiring a clear and long-term commitment and support from government. The case is similar to that for networked sanitation: without public support, improving the safety of existing FSM services is likely to decrease profit margins and potentially render businesses unviable

    Abstract: This working paper draws from the joint World Bank and World Meteorological Organization / Global Water Partnership Integrated Drought Management Program (IDMP) work stream on benefits of action and costs of inaction (BACI) for drought preparedness and mitigation. It suggests a methodological framework for assessment of BACI as a tool to support a shift in drought policy and programs from crisis management to a risk management approach. The framework should be systematic enough to allow for comparability across countries and contexts, with the option of being tailored to the context in which it is being used. In proposing an initial framework for BACI analysis, the authors use the ten-step methodology for developing drought strategies that was created by Wilhite and others and subsequently codified by IDMP to help organize the assessment. In this way, the authors embed the BACI assessment in the overall development of a drought risk management strategy. This document is a first approach to guide those responsible for drought management and BACI assessments to ask the right questions at the different stages. Key next steps are to experiment with this draft approach by applying it in multiple contexts to test its usability and to develop more case study examples to showcase how this process can be undertaken and how it can be advantageous to stimulate positive action

    Abstract: Morocco has steered significant resources towards large investments in economic sectors identified as strategic to growth, and for increased productivity and value addition. Despite Morocco's strikingly high investment rate, one of the highest in the world at an average of thirty-four percent of gross domestic product (GDP) annually since the mid-2000s, the returns in economic growth, job creation and productivity, have been disappointing. The Moroccan economy has performed particularly poorly in terms of job creation. A more vibrant private sector is needed to create more jobs. This CPSD identifies policy recommendations and investment opportunities that would foster job creation by the formal private sector and improve labor supply in skills that would anchor Morocco as an emerging economy, to continue its path of growth, and to move into higher value-added and innovative sectors

    Abstract: Proof of identity is vital in modern society. Individuals need identity documents to participate in many aspects of civil, political, and economic life. These include obtaining a job in the formal sector, opening a bank account, borrowing from a financial institution, and owning a property or a business in addition to traveling, voting, and gaining access to health and social welfare services. For women and girls, legal identity is a stepping stone to empowerment, agency, and freedom of movement. Hence, it is a vital enabler of Sustainable Development Goal (SDG). Achieve gender equality and empower all women and girls. However, many women and girls do not have access to legal identity. Globally, it is estimated that 1 billion people are unable to prove their identity, and millions more have forms of identification that cannot be reliably verified or authenticated (World Bank 2015). This paper explores how gender-based legal differences and nationality laws limit women's ability to obtain identification for themselves, their children, and, in the case of nationality laws, their spouses too. It brings together data and analysis produced by agencies working on legal barriers that pertain to their mandates, for example, the United Nations Children's Fund (UNICEF) on birth registration, the United Nations High Commissioner for Refugees (UNHCR) on statelessness, and the evidence produced by the World Bank Group's Women, Business and the Law and other legal sources. Its aim is to provide a comprehensive overview of the extent of gender-based legal barriers against women to ID and what is known about their impact on women, children, and excluded groups

    Abstract: The number of people affected by disasters around the world continues to rise, and countries face recurrent disasters in contexts of conflict and fragility. In 2016 more countries experienced violent conflict than at any time over the past three decades. Much of the recent violence has targeted urban areas and public spaces, and the civilian death toll due to this kind of violent conflict doubled between 2010 and 2016. Extreme poverty is rising in fragile and conflict-affected situations (FCS), and over half of the world's poor are expected to live in FCS by 2030. Culture plays an important role in building and shaping institutions, and it can do so in both positive and negative ways. Additionally, culture and forms of cultural expression can aid institutions in managing competing interests among different groups in society, including creating spaces for inter-group dialogue and opportunities for inter-group social interaction, or establishing education systems that recognize minority languages of instruction or a plurality of historical narratives. In the pages that follow, this paper will present the case for moving culturally-informed approaches from the margins to the forefront of planning and implementation of post-conflict and post-disaster responses, and offer concrete operational guidance for doing so. Section 2 builds on the case for pursuing a culturally-informed approach in FCS. Section 3 offers guidance for policymakers and operational teams on acquiring and applying a culturally-informed approach in very challenging contexts. Section 4 summarizes several real-world examples in which stakeholders have successfully operationalized a culturally-informed perspective to achieve peace-building and reconstruction objectives. Finally, Section 5 offers some concluding remarks

    Abstract: This report examines agricultural spending in Zimbabwe. This public expenditure review (PER) is the sixth in a series focusing on local government service delivery, state-owned enterprises and parastatals, education, social protection, and cross-cutting issues. The PERs are intended to support the Government of Zimbabwe in improving its fiscal management. Agriculture plays a critical role in Zimbabwe's economy. About two thirds of Zimbabweans work in agriculture and many Zimbabweans, directly or indirectly, depend on it. Public spending on agriculture needs to be understood against the backdrop of Zimbabwe's history of land reform. Between 2011 and 2015, spending on agriculture had been broadly comparable to other countries. Government introduced the new program, command agriculture, in 2016-17 in order to reverse decline in agricultural production. Sustainable agricultural spending cannot be separated from structural reforms to raise agricultural productivity and rebuilding of macroeconomic resilience. Some steps to rebuild resilience have already been undertaken in 2019, but the fiscal cost of agriculture has proven difficult to contain

    Abstract: This is the fourth benefit incidence analysis of the Philippines' conditional cash transfer program that uses standard measures to assess the implementation performance of the Pantawid Pamilyang Pilipino Program. The analysis shows that despite the program's rapid expansion since it was piloted in 2007, it maintains good targeting accuracy, progressivity, and cost efficiency in delivering assistance to the poor. However, the recent halt in program expansion and use of outdated targeting system have resulted in lower coverage levels and incidence rates among the poor. Also, the inability to adjust benefit levels with inflation has resulted in lower generosity of benefits. Still, using the latest nationwide household survey data for 2017, the analysis shows that Pantawid Pamilya helps reduce poverty incidence and income inequality by 1.3 percentage point and 0.6 percentage point, respectively. Adjustments in the benefit level and program coverage are recommended to maintain the program's relevance, adequacy of assistance, sustained impact on beneficiary welfare

    Abstract: In 2015, the World Bank embarked on a collaborative effort to understand and address the jobs challenge in Mindanao through the Mindanao Jobs Report (MJR). Good jobs - jobs that raise real income and lift people out of poverty - were needed for more than two million Mindanawons who were either unemployed or underemployed at the time of writing. In addition, large cohorts of youth would enter the labor force in the next few years and better jobs were needed for the many Mindanawons who were currently employed informally and who accounted for more than half of total employment in Mindanao. Following extensive consultations with many of Mindanao's leaders and stakeholders, the report came up with recommendations around the three areas, namely: (1) raising agricultural productivity and improving farm-to-market connectivity; (2) boosting human development; and (3) addressing drivers of conflict and fragility and building up institutions in Autonomous Region in Muslim Mindanao (ARMM) and conflict-affected areas

    Abstract: The Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) has rapidly expanded to become the largest social protection and human development program in the Philippines. Over the last decade, the evolution of the Pantawid Pamilya was not only about its size and coverage, but also related to the program design and the quality of implementation. Payment is one of key elements which improved over time; however, severe challenges that hamper their efficiency remain unaddressed. For instance, the 4Ps has not taken full advantage of the existing payment system in the Philippines yet. The Pantawid Pamilya has great potential to increase the use of electronic payments, which significantly saves time and removes paperbased documentation. Thus, this note recommends the Government of the Philippines to develop a strategic payment reform agenda, under which 4Ps should allow beneficiaries to receive payments at any transaction account of their choice. In parallel, it is key to revisit business processes and invest in the management information system to reduce manual transactions to achieve more efficient payment. Beyond efficiency, the Pantawid Pamilya program can also strategically leverage different financial modalities/service providers to promote the financial inclusion agenda for beneficiaries. While service providers currently see the Pantawid Pamilya payout as a goodwill rather than a business opportunity, there is great potential for beneficiaries to become the customers of their products and services with a mainstream account

    Abstract: The updated DSA suggests that the external risk of debt distress for Vanuatu remains moderate with limited space to absorb shocks. All external debt indicators remain below the relevant indicative thresholds under the baseline scenario, incorporating the average long-term effects of natural disasters on growth and the fiscal and current account balances. A tailored natural disaster shock, reflecting Vanuatu's vulnerability to disasters, would cause the present value (PV) of public and publicly guaranteed (PPG) external debt-to-GDP ratio to breach the threshold from 2024 onwards. The overall risk of debt distress is assessed as moderate. Although the PV of the public-debt-to-GDP ratio remains below the 55 percent benchmark under the baseline scenario, the public-debt-to-GDP ratio would breach the authorities' debt ceiling of 60 percent by 2025. Moreover, a tailored natural disaster shock would lead to a significant deterioration in debt sustainability, breaching the benchmark. The breach of the authorities' debt ceiling and of the benchmark indicates the need for rebuilding fiscal buffers and enhancing resilience against shocks, including from natural disasters. This requires both stronger revenue mobilization measures, including an introduction of the proposed income taxes, and expenditure rationalization in the medium term. When contracting new public infrastructure projects, the authorities are encouraged to seek grants or concessional loans as much as possible to contain its debt burden

    Abstract: Guinea is at moderate risk of external debt distress with some space to absorb shocks. All external debt burden indicators under the baseline scenario lie below their policy-dependent thresholds. Stress tests suggest that debt vulnerabilities will increase if adverse shocks materialize. Under the most extreme stress tests, all solvency and liquidity indicators breach their thresholds for prolonged periods. The overall risk of public debt distress is also assessed to be moderate, with the application of judgement regarding a brief and marginal breach for the PV of total public debt to GDP ratio over 2019-20, reflecting the one-off impact of the recapitalization of the central bank. Guinea's external and public debt position at end-2018 improved compared to the December 2018 DSA, owing to upward revisions of growth estimates in 2016-17, lower-than-anticipated external loan disbursements in 2018, and a stable exchange rate in 2018. A prudent external borrowing strategy aimed at maximizing the concessionally of new debt, limiting non-concessional loans to programmed amounts and strengthening debt management will be key to preserving medium-term debt sustainability

    Abstract: Nepal's risk of external debt distress remains low. Under the revised IMF/World Bank Debt Sustainability Analysis Framework for Low Income Countries (LIC-DSF), all debt and debt service ratios are projected to remain below relevant indicative threshold values. Following a prolonged decline, to 25 percent of GDP in mid-2015, the sum of external and domestic public debt rose to 30 percent of GDP in mid-2018. A further rise in total public debt is projected, to about 35 percent of GDP in the medium term and about 48 percent of GDP in the long term, owing to continuing fiscal and current account deficits, as the authorities implement fiscal federalism and aim to put the economy on a higher growth path. Stress tests suggest that debt burden indicators are vulnerable to growth/exports shocks and natural disasters. This underscores the importance of implementing sound macro-economic policies. Efforts to improve the business climate and competitiveness through high-quality public investment and structural reforms would support growth and expand foreign exchange income streams

    Abstract: An updated debt sustainability analysis (DSA) is prepared using the revised Low-income Countries Debt Sustainability Framework (LIC DSF) to assess Zambia's current debt situation. Debt burden indicators have deteriorated considerably since the October 2017 DSA mainly on account of large fiscal deficits as the authorities made use of available financing to boost infrastructure spending, weaker growth and exchange rate, and a worsened external environment (terms of trade and financial conditions). Rising debt service costs (both externally and domestically) and a large pipeline of contracted and to-be-disbursed loans place Zambia's public debt on an unsustainable path under current policies while budget expenditure arrears have risen. Zambia's debt-carrying capacity has also weakened with its FX reserves' import coverage declining from 4.7 months in 2015 to 1.7 months in May 2019. All four external debt burden indicators breach their indicative thresholds, three of them by large margins and throughout the medium-term under the baseline scenario. Total public debt is projected to increase somewhatin the near-term as, under unchanged policies, fiscal deficits remain large, before gradually declining as large debt-financed public projects are completed and forced fiscal adjustment occurs given financing constraints. As a frontier market, Zambia's high gross financing needs (peaking at 19 percent of GDP over the next three years), combined with wide EMBI spreads (1,575 basis points on June 11, 2019) and high domestic borrowing costs, expose it to significant market-financing risks. Despite the challenging fiscal situation, Zambia has remained current on all its debt obligations both domestic and external, and has not experienced a debt distress event. The authorities remain committed to prioritizing debt service payments and have identified resources to continue meeting debt obligations in the near-term. However, staff assess the risk of external and overall public debt distress for Zambia as very high at this juncture, and that a large upfront and sustained fiscal adjustment is essential to begin reducing debt vulnerabilities

    Abstract: Climate change is set to have profound effects on Vietnam's development. With nearly sixty percent of its land area and seventy percent of population at risk of multiple natural hazards, Vietnam globally is among the most vulnerable countries to both chronic and extreme events. At the same time, as Vietnam's economy grows, the country is becoming a significant emitter of greenhouse gases. While Vietnam's absolute volume of emissions is still small compared to that of larger and richer countries, emissions are growing rapidly and disproportionate to its economy size. The transport sector plays a critical role in these recent trends. This study aims to set out a vision and strategy for climate-smart transport, in order to minimize the carbon footprint of the sector while ensuring its resilience against future risks. The analytical findings and recommendations are presented in two volumes of the report. The first volume provides how Vietnam can reduce its carbon emissions by employing a mix of diverse policies and investments, under varying levels of ambition and resources.     Abstract: While significant progress has been made in international tax cooperation, the interests of developing economies require greater priority and attention. This paper considers policy options that are currently under consideration in different international fora, drawing on the WBG's work in supporting tax policy and administration reforms in developing economies. The overall direction of the reform debate is promising and could shift taxing rights towards market jurisdictions, as well as strengthen the tools available to deter profit shifting to low-taxed entities. Some of the proposals under discussion could be adopted in the near-term but need to be better tailored to developing economy needs. This paper identifies five areas for improvement. First, the proposals relating to the allocation of global non-routine profits need to be simplified and incorporate more formulaic approaches. Second, work on the allocation of taxing rights should include in its scope the option to reallocate all non-routine profit, rather than only that part reflecting user value or marketing intangibles. Third, the (income inclusion) idea of targeting lowly taxed profits is sound, but it needs to be a tool for both capital importing and exporting countries. Fourth, detailed guidance is needed on the use of withholding tax as an efficient collection mechanism for source jurisdictions and on the application of mandatory safe harbors with an arm's length let out. These tools can help ensure efficient administration in developing economies. And, fifth, effective administration requires appropriate access to information. Practical limitations to accessing relevant information for developing economies need to be removed. This should include an amendment to current standards allowing jurisdictions to impose robust domestic filing obligations for CBCR (and/or similar future additional reporting obligations)

    Abstract: The debate on if and how to connect humanitarian assistance for refugees with national social protection systems can elicit polarizing views. Hence, it is not unusual to observe country-level approaches getting somewhat 'stuck' - especially where refugees represent a sizable share of the population: from a donor perspective, the question is how can governments be persuaded to be more inclusive; from a government standpoint, it faces disproportionate political and economic risks from "being left with the bill"; and from the international humanitarian agencies viewpoint, there might be quandaries on how to reconcile commitments to neutrality and independence with those to respecting the primary responsibility of governments. These stylized views are legitimate, but their combined effect may generate competing narratives and little negotiating space among the multiple actors involved. The net result might be the endurance of a sub-optimal dual systems operating in parallel - one for refugees, one for citizens. The framework laid out in this paper attempts to facilitate the identification of workable pathways for progress among actors. Instead of framing the humanitarian-social protection links as an 'either-or' choice, the framework includes a more granular analysis of how collaborations may emerge around select programmatic 'functions', as well as the 'degrees' of possible connection between national and international support within a given function

The objective of this policy note is to inform the Russian policy-makers about options to enhance their measures for improving SME access to finance, as a part of the overall government objective to increase the contribution of SMEs to the Russian economy. The policy note's audience is a broad group of Russian stakeholders, specifically economic policy makers and financial sector regulators, as well as SME support and development institutions, the financial sector, and the private sector. The policy note aims at informing the Russian stakeholders about: (1) alternative and complementary approaches to subsidized financing of SMEs, including policies to support development of an ecosystem of financial providers and innovative products, and (2) the evolving role of the SME development institutions in creating new markets for SME finance and crowding in private sector finance. The policy note has six chapters. Chapter one is the introduction. Chapter two provides an overview on SME access to finance in Russia. Chapter three discusses the development of the non-bank SME financing ecosystem in Russia by focusing on the regulatory approaches to non-bank financial institutions and products, drawing upon relevant international experience. Chapter four reviews international approaches to key challenges and policy responses for developing non-bank finance instruments for SMEs. Chapter five looks at the role of the SME development institutions in Russia and puts their activities in the context of international best practices.     Abstract: This report aims at assisting Maldives Monetary Authority (MMA) to establish an effective oversight framework to monitor the different payment and settlement systems, payment instruments and payment service providers in the Maldives. The framework for oversight is based on the Bank for International Settlement-International Organization of Securities Commissions (BIS-IOSCO) 24 principles and analyzing the payments development in the Maldives, while emphasizing the importance of overseeing several critical aspects of payment systems which are not within the radar of the present oversight unit. The BIS-IOSCO principles that are specifically on oversight function are set out in section one. Section two discusses the background and the present payment landscape, legal status, and critically review the present oversight arrangement by MMA, its mandate and suggest areas of improvement for an improved and effective oversight function. Section three outlines the present and future challenges for payment and settlement oversight unit (PSSOU) and provides guidelines to overcome some of the challenges. Section four sets out recommendations to be adopted by PSSOU and section five articulates the most urgent tasks that should be undertaken by PSSOU and MMA to ensure an effective oversight on the national payments system (NPS) in the Maldives

    Abstract: This is an assessment of the Securities and Exchange Commission of Thailand (SEC) and, secondarily, of certain self-regulatory organizations (SRO) that participate in the regulation of the capital markets of Thailand. This assessment was conducted in February, 2019 as part of the Financial Sector Assessment Program (FSAP) conducted jointly by the International Monetary Fund (IMF) and the World Bank. The financial sector of Thailand shows strong growth and is dominated by banks, which are a major force in other components of the financial sector through separately licensed subsidiaries. The financial system's assets are equal to 259 percent of GDP (February 2018), with Thailand's 30 commercial banks (including 15 foreign branches or subsidiaries) holding 46 percent of financial sector assets and eight specialized (state-owned) financial institutions (SFIs) holding 15 percent. The three largest commercial banks account for 46 percent of banking sector assets, lower than that of its peer comparators. Banking sector growth, however, has been stagnant, growing to 156 percent of GDP (2018) from 153 percent (2012). Other segments of the financial sector have experienced higher growth in recent years. The market capitalization of the SET has grown to 104 percent of GDP (up from 67 percent of GDP in 2005, and from 37 percent of GDP in 2008). Insurance sector assets have grown from 10 percent of GDP in 2006 to over 22 percent of GDP in 2016

    Abstract: This case study describes Bangladesh's success story using the standardized approach used by the Universal Health Coverage Studies Series (UNICO Studies Series) to provide a balanced account of the key pillars that lay behind the success of pluralism in the health system of Bangladesh. The aim is to recognize the contributions of the different actors (including the Government and the informal sector, which in the past have not been sufficiently recognized) and the strengths and weaknesses of these pillars as the needs and opportunities evolve due to emerging health issues. This lack of knowledge is an impediment to policy formulation and implementation aimed at maintaining the success of Bangladesh in the health sector. The case study suggests that there were four pillars to the successful pluralism that characterized Bangladesh: (a) effective prioritization of public financing on highly cost-effective interventions, (b) effective alignment of government and DP financing based on the mechanism of the SWAp, (c) extensive use of female CHWs and innovative NGOs, and (d) a large informal private sector that functions as a retailer of an unusually large and competitive domestic pharmaceutical industry. It should be acknowledged that determinants such as significant poverty reduction, education of girls, female labor force participation, and water and sanitation interventions outside the health sector also played a significant role in achieving better health outcomes

    Abstract: The main objective of this Knowledge Guide is to provide guidance to the World Bank Group (WBG) staff, donor institutions, government officials and other practitioners on the objectives and implementation of secured transactions reforms, as well as the factors that affect the implementation. Chapter one contains a discussion of the economic rationale for modern secured transactions systems, providing a background on the utility of the reforms and their roles within the broader credit infrastructure, as well as a detailed section on various secured lending products. Chapter two charts some recent trends that impact secured transactions that may have more profound effects in the regulatory space, especially prudential regulation of financial institutions with respect to the deployment of various credit products, or initiatives that have the potential to disrupt existing processes, such as distributed ledger and blockchain technologies. Chapter three provides lessons from the implementation of the reforms, highlighting the key elements of international best practices and the challenges to their implementation on the ground. The chapter goes beyond secured transactions laws and examines their impact on other legislation, highlighting the need for proper integration within the broader legal frame-work. Chapter four addresses a number of aspects of the core building block of modern secured transactions regimes, an electronic registry for notices of security rights (collateral registry). This Chapter focuses on various design considerations and their implementation.     Abstract: The purpose of this report is to review and disseminate lessons learned from domestically financed forestry programs in China and from those programs financed by international organizations, and to recommend best practices on sustainable forest management. Projects covered by the review include those supported by the World Bank (the Bank), the German Corporation for International Cooperation (GIZ), Kreditanstalt Fur Wiederaufbeau (KfW), and those financed by the Government of China. In addition to conclusions on the most promising models for sustainable forest management (SFM), the review presents an overview of the main sources of financing for SFM and recommendations on what needs to be done to strengthen financial support for SFM. Forests play a key role in the conservation and protection of a wide range of ecosystems, including water courses, watersheds, wetlands, drylands, and deserts. They also serve important functions in conserving on-farm ecosystems, grasslands, and urban environments. Such is the importance of global forest ecosystems that they are often called the 'the lungs of the Earth,' the 'kidneys of the Earth,' or the 'immune system of the Earth.' They are also regarded as pivotal in stabilizing terrestrial ecosystems by balancing and offsetting changes in global dynamics that adversely affect terrestrial ecosystems, such as the sequestration of carbon dioxide

    Abstract: Breakthroughs in information and communication technology (ICT) increasingly offer new tools to support disaster risk management (DRM). Due to the rapid advancement of computing and communication devices, ICT's capacity to improve the DRM framework became a critical factor to strengthen resilience. As a nation with high levels of disaster risk and technological development, Japan has developed several forward-looking ICT for DRM. This report highlights the application of ICT for DRM in two specific areas: Early Warning System (EWS) and Disaster Information Management System (DIMS). The analysis of eight Japanese case studies of ICT solutions for DRM across various sectors, hazards, and levels of governance gives insight into their development, selection process and enabling environments, and provides case-specific lessons and recommendations. This report is intended as a reference tool for global DRM practitioners seeking to develop an enabling environment for applying ICT solutions toward resilience. The lessons learned from the Japanese case studies are intended to support practitioners and decision-makers in other countries to envision and explore ways to better leverage ICT to strengthen resilience. While valuable information can be extracted from the analysis, each case is contextualized within its particular social, political and environmental framework: our recommendations should be adapted to local needs and capacities

    Abstract: Malaysia's economy is continuing to see growth, but the pace of expansion has moderated. Growth slowed to 4.4 percent in Q3 2019, as subdued global conditions and heightened uncertainty continued to weigh on the economy. Investment and trade activity was softer than expected during the quarter, and indicators suggest overall business sentiment remains muted. In 2020, Malaysia's economy is projected to expand at a relatively moderate pace, amid continued uncertainty and external headwinds. The GDP growth rate is projected to reach 4.5 percent in 2020. Investment is expected to improve but remain subdued over the near term, with both the public and private sectors adopting a cautious stance towards capital spending. Similarly, the softness in export growth is likely to persist into next year, mirroring the continuing subdued global growth. Short-term policies should focus on measures to boost resilience and protect the vulnerable. Federal debt has increased, and government revenue as a share of GDP is expected to decline further next year. In the context of a more uncertain economic environment, it is vital for Malaysia to preserve fiscal space to enable it to mitigate the impact of any negative shocks to the economy. Increased progressivity in the personal income tax framework and an expansion of current tax measures could enable the government to both increase revenues and improve redistribution. Malaysia's weakening trade and investment activity, amid challenging external conditions, underscores the need to improve private sector confidence and strengthen investment competitiveness. With sluggish global demand and increased protectionist tendencies among the majoreconomies, a sustained commitment to deepening regional integration and addressing trade barriers is vital to preserve a vibrant trading environment and build investors' confidence. It is also important to strengthen Malaysia's competitiveness in attracting quality investments and to maximize the gains from tax expenditures with better targeting of investments towards economic upgrading, high-value job creation and inclusive growth

    Abstract: Amid challenging global economic conditions and a substantial deterioration of its terms-of-trade, Indonesia's economic growth decelerated to 5.0 percent in the third quarter of 2019, from 5.1 percent in Q2. Domestic drivers of growth slowed. Fixed investment growth weakened further in Q3 given the significant decline in commodity prices, and as political uncertainty lingered prior to the announcement of the new cabinet. Total consumption also slowed, with Government consumption decelerating markedly. This weakness in domestic demand was mirrored by a large contraction of import volumes, which together with flat exports meant that net exports made a large contribution to growth

    Abstract: With Malawi's economic growth recovering and single digit inflation, the Government has a keyopportunity to rein in fiscal deficits and reduce domestic debt. If it can better control domestic debt levels, the Government could increasingly move towards creating the conditions for the privatesector to increase investment, which can drive growth and job creation. To support this, the Government needs to develop a track record of achieving sustainable fiscal deficits in order to contain and reverse the escalating domestic debt burden, to contain interest rates and avoidcrowding out private sector investment, and to increase public investment. Malawi's economy is projected to grow by 4.4 percent in 2019, up from 3.5 percent in 2018. Agricultural activity rebounded in 2019 due to favorable weather conditions, which offset the negative effects from Tropical Cyclone Idai in parts of the southern region of the country. Crop production was generally strong, particularly in the case of maize, with production increasing by 25.7 percent. This supported overall economic growth, despite a decline in tobacco production. However, the ongoing political impasse, with widescale demonstrations that have continued since May 2019, has constrained business activity and increased uncertainty, weighing on investment. The Government missed the revised fiscal deficit target in FY2018/19. The fiscal deficit increased to 6.5 percent of GDP, higher than the revised target of 5.8 percent. The impact of election-related expenses,increased interest payments and costs associated with the disaster response pushed recurrentexpenditure beyond targeted levels by 1 percent of GDP. This was partially offset by under-execution of development expenditure, which was not enough to keep the fiscal deficit to 5.8 percent of GDP. Poor revenue performance, which was lower by 0.5 percent of GDP, compounded the problem

    Abstract: Many cities in Kosovo suffer from poor air quality, with ambient concentrations of particulate matter with a diameter of 2.5 micrometers or less (PM2.5) significantly exceeding the national and European Union (EU) standards and global air quality guidelines for PM2.5 established by the World Health Organization (WHO). The air pollution in the capital city of Prishtina rivals that of big cities like Beijing, Mumbai, and New Delhi. Especially in winter, urban areas face severe smog episodes, caused by the increased demand for heat from the residential and commercial sector, which is mainly provided by burning solid fuels. Such levels of air pollution are unsafe for Kosovo's population of 1.9 million and cause significant deleterious health impacts. This report is one in a series of three reports on air quality management (AQM) in Kosovo, Bosnia and Herzegovina, and North Macedonia. It examines the nature and magnitude of ambient air pollution (AAP) in Kosovo. It provides estimates of the health burden and the economic cost associated with the health impacts of AAP, that is, PM2.5, in Kosovo. It also analyzes of the roles of various sources of PM2.5 emissions on ambient air quality in Kosovo at a national level. The institutional and policy framework for AQM in the country is examined, including contributions of other development institutions in supporting Kosovo in addressing air pollution. Furthermore, the report presents experiences of selected countries that have applied different policy, investment, and technical interventions for air pollution, prevention, reduction, and abatement. Finally, it provides recommendations for reducing air pollution in Kosovo

    Abstract: China's economy is slowing, reflecting cyclical factors and longer-term structural trends. Notwithstanding the recent conclusion of the phase one agreement between China and the United States, short-term risks remain tilted to the downside amid a fragile global outlook and the lingering impact of trade tensions, especially on confidence. Adverse demographics, tepid productivity growth, and the legacies of excessive borrowing and environmental pollution will continue to weigh on growth over the medium term. If downside risks lead to a sharp reduction in growth, the authorities have policy space to act, but this needs to be done in a way that is consistent with reducing financial and corporate sector risks and achieving the desired rebalancing of the economy toward consumption and private investment. The key medium-term priorities are to deepen structural reforms to strengthen productivity growth and private investment, while accelerating rebalancing toward consumption, services, and green growth. This would require addressing market distortions and mainstreaming environmental sustainability into China's medium-term development strategy. Implementation of these priorities would boost China's long-term growth prospects; it would also help move toward a more comprehensive and lasting resolution of remaining deep-seated disagreements on global trade and investment, and public goods agenda

    Abstract: This document presents an incentive framework aiming to improve knowledge sharing (KS) and reusing behaviors at the World Bank. Given the nature of the Bank's work, evidence suggests that effective and efficient knowledge sharing might be the biggest predictor of success. To approach KS in a holistic and evidence-based manner, past work was built on by assessing the psychological drivers of and barriers to knowledge sharing. The authors carried out a behavioral diagnostic which confirmed the existence of five key structural barriers to knowledge sharing that had been identified in previous World Bank work. This report presents these drivers, as well as the associated incentives, and readers will learn how to transform these insights into concrete actions to help their teams share knowledge better and more often, and ultimately to use KS to achieve better outcomes for their teams, the Bank, its clients, and partners
