    Abstract: This paper seeks to identify the way in which opportunities for corruption arise in the context of procurement. In looking at the government as a buyer, it considers the position of the procurement officer acting as agent on behalf of the elected government. Whilst the paper does not ignore the significant impact of corruption at the political level (either for the personal gain of politicians or for the benefit of political parties, for example), it concentrates on the opportunities this agency relationship offers to the procurement officer to deviate from his duty to act in the public interest. The paper investigates the divergence between the agent’s personal interest and that of the government and of the public and narrows down the opportunity for such deviations to the existence of informational asymmetries.

    Abstract: This Emission Scenario Document (ESD) addresses active substances for insecticides, acaricides and products to control other arthropods (in the EU, “product type 18”), used in animal housing and manure storage systems. Biocidal products marketed as insecticides are used in many different applications. They may be used in buildings, outdoors, in sewer systems and for veterinary purposes in animal housings Van Dokkum et al., 1998). The emission scenarios of insecticides for manure storage systems and for stables are connected closely to those of veterinary hygiene biocidal products (the EU “product type 3”). For this product type and for veterinary medicinal products, several reports have been published already (Montfoort et al., 1996; Montforts, 1999; Van der Linden, 2000). In specific cases, there may be borderline cases with food and feeding area disinfectants (the EU “product type 4”), veterinary medicinal products (the EU “product type 3”) or wood preservatives (the EU “product type 8”). This can occur if a biocide is used for more than one purpose. This is, for example, the case when a biocide is often used as an insecticide in animal housings, as a preservative in feed (disinfectant) and as a medicinal product against external parasites for chickens.

    Abstract: The centralised wage agreements have helped to contain inflation. There is evidence that wage increases were more moderate when a central agreement was concluded than in periods when no central agreement was reached. Nevertheless, there is also evidence that centralised wage setting has had some drawbacks in terms of reducing employment among low-skilled and younger workers because of high minimum wage floors. In the current wage setting system there are components that allow for greater relative wage flexibility. These should be used more extensively. The role of the government in future agreements should be to encourage greater relative wage flexibility within the current bargaining framework.     Abstract: This paper looks at ways of ensuring Czech regions and municipalities are fully motivated to make efficiency improvements in public service provision and so help achieve countrywide fiscal sustainability. The very large number of small municipalities in the Czech Republic means that scale economies are difficult to exploit and the policy options for overcoming this problem are discussed. In the financing system there are issues of transparency and the balance between autonomy for the regions and municipalities and central-government power to direct resources. In terms of accountability, questions of oversight and transparency arise in the public-procurement system and benchmarking in cost and output in public services is not yet widely used.     Abstract: Women have contributed a great deal to Ireland's economic growth, including by joining the labour force in large numbers. The rise in female participation since 1990 has been amongst the strongest in the OECD, but from a low base. Female participation rates remain below the OECD average for all except the under-thirties. Cultural attitudes and low educational attainment among older women are factors, but policy settings play a role as well. Support to families is not targeted at working parents, implying that the return to work is low for many mothers. Working parents of school-age children also face difficulties in reconciling employment and work because out-of-school care is insufficiently developed. The tax system should be further improved to support second earners, most of whom are women, so as to strengthen their incentive to enter the labour market and reduce the bias in favour of the home production of services such as childcare. This paper reviews these issues and offers recommendations to continue to create a more favourable environment for women who want to enter the labour market.

    Abstract: This paper assesses the importance of taxation on foreign direct investment contributing to the literature in two ways. First, it relates bilateral FDI among OECD countries over the 1990s to a new set of estimates of corporate tax wedges that include many relevant aspects of FDI taxation. Second, it controls for a large set of additional policy and non-policy factors that may affect the attractiveness of a country for foreign investors. Furthermore, the empirical approach is novel in that it focuses on a semi-parametric estimation methodology that accounts for a number of unobserved effects possibly impinging on the choice of investment location by multinational enterprises. Consistent with previous findings, the estimation results suggest that corporate taxation has a non-negligible impact on FDI location choices. However, the results suggest that focusing only on taxation in home and host countries and omitting other policies (such as border policies and labour and product market settings) may lead to a serious overestimation of tax elasticities and their relevance for policy.

    Abstract: There have been concerns that employment-enhancing reforms along the lines of the 1994 OECD Jobs Strategy could inadvertently lead to increased income inequality and poverty. This paper focuses on the impact of institutions and redistributive policies on inequality and poverty with the view of assessing whether a trade-off between better labour market performance and equity has taken place in OECD countries, notably in the 1990s. During this period, reductions of unemployment have been associated with rising wage dispersion for workers in most OECD countries. Nevertheless, no clear general trend appears for total disposable income inequality and relative poverty among the total population. These developments suggest that gains from higher employment have in general offset the impact of rising wage dispersion. A preliminary econometric analysis for the period 1978- 2000 fails to detect any robust relationship between labour market institutions/policies and inequality as measured by the Gini coefficient.     Abstract: This paper investigates the effect of product market regulations on the international diffusion of productivity shocks. The empirical results indicate that restrictive product market regulations slow the process of adjustment through which best practice production techniques diffuse across borders and new technologies are incorporated into the production process. This suggest that remaining cross-country differences in product market regulation can partially explain the recent observed divergence of productivity in OECD countries, given the emergence of new general-purpose technologies over the 1990s. The paper also investigates two channels through which product market regulations might affect the international diffusion of productivity shocks, namely the adoption of information and communications technology and the location decisions of multi-national enterprises. In both cases the effect of anticompetitive product market regulation is found to be negative and significant.

    Abstract: The nine countries represented in the 2004 post-seminar resource book are at the forefront of the African budget reform experience. This introductory article draws on these case studies to view the milestones achieved and some of the lessons learnt, both on the content of reforms and on how they could be sequenced and managed. It also draws on the proceedings of the three-day seminar on budget reform in Africa held in December 2004 that not only offer a wider experience base, but also provide a summary of the more significant lessons learnt from the combined experience. These lessons are the core of this article: they are presented as ten key budget reform principles which emerged from the seminar discussions, and are highlighted with examples from the case studies and further discussion of key seminar concepts.

    Abstract: As part of a larger effort to fund public universities, variable fees at the graduate and undergraduate levels are a topic of discussion in the United States and increasingly throughout the European Union. This essay describes the relatively new shift to have students pay for a significant portion of their university education, emerging fee structures, and discusses the possible policy implications of variable fee structures. We argue that emerging cost-sharing fee policy in the United States and in England is being pursued incrementally, without an adequate conceptual model for long-term funding of universities and their possible impact on students and academic programs.

    Abstract: On 28 April 2005, the OECD Council approved the Recommendation on Guidelines for Insurers’ Governance. Guidelines were first endorsed by the OECD Insurance and Private Pensions Committee in collaboration and wide consultation with the 30 member countries’ governmental experts in the insurance sector as well as the insurance and reinsurance industry. These guidelines were also deemed fully compatible and consistent with the OECD Revised Principles on Corporate Governance by its Steering Group in October 2004.

    Abstract: Selon l’OCDE, la valeur des échanges annuels mondiaux dans l’enseignement supérieur a été estimée en 1999 à 30 milliards USD. L’Australie joue un rôle majeur dans l’enseignement international : elle est, derrière les États-Unis et le Royaume-Uni, le troisième pays anglophone d’étudiants internationaux. Ces derniers temps, le gouvernement australien s’est très activement employé à établir un accord de libre-échange avec ses principaux partenaires. Dans cet article, nous examinerons l’évolution des accords bilatéraux et multilatéraux et leurs implications pour l’enseignement supérieur. Nous examinerons en outre le rôle joué par les négociations de l’Organisation mondiale du commerce (OMC) en vue de la conclusion de l’Accord général sur le commerce des services. Cet article se situera dans la perspective d’un établissement particulièrement actif dans le recrutement d’étudiants étrangers et dans les prestations vers l’étranger de programmes et de services.

    Abstract: The International Commission on Radiological Protection was first established in 1928, as the International X-ray and Radium Protection Committee, linked to the International Congresses of Radiology. In 1950 it was restructured and renamed. Although its parent organisation remains the International Society of Radiology (ISR, the professional society of radiologist physicians), it has greatly broadened its interests to take account of the increasing uses of ionising radiation outside the medical area and practices involving the generation of radiation and radioactive materials. The Commission is a non-profit-making organisation, financed mainly by voluntary contributions from national and international bodies with an interest in radiological protection. Some additional funds accrue from royalties on the Commission’s publications. Members’ institutions also provide support by making in-kind contributions.

Cette étude approfondie examine les tendances marquantes et les évolutions les plus notables entourant la fiscalité des revenus du capital et des revenus salariaux. Elle analyse en détail les principaux moteurs de la réforme, les arbitrages auxquels elle a donné lieu au niveau des objectifs stratégiques, des principes directeurs, des finalités et des grands axes de la réforme fiscale, et tente de déterminer pourquoi la refonte de l’IRPP a occupé un rang aussi élevé dans la hiérarchie des priorités. Les principaux régimes d’imposition (impôt global, dual et à taux unique) des revenus du capital et des revenus salariaux des personnes physiques adoptés isolément ou conjointement par les pays de l’OCDE, sont étudiés et évalués en profondeur. Chacun d’entre eux est analysé en référence aux principes fondamentaux auxquels doit obéir une politique fiscale saine : simplicité, efficience, équité, discipline fiscale et préservation des recettes fiscales, et leurs mérites et inconvénients respectifs sont passés en revue.

La concentration entraînant un pourcentage donné d'inhibition du taux de croissance (ou du rendement) est déterminée en fonction des taux de croissance spécifiques moyens (ou du rendement) relevés dans une série de solutions expérimentales et exprimée sous la forme CxEt (ou CxEr). Un autre effet mesuré est le rendement. En outre, la concentration minimale avec effet observé (CMEO) et la concentration sans effet observé (CSEO) peuvent être déterminées par un calcul statistique.

    Abstract: Reflecting several recent policy developments that have brought risk management to the forefront of policy discussions, this paper looks at government intervention to reduce price and yield risk from farming and how it interacts with market instruments. The starting point is to compare existing policy measures from the point of view of their impact on production and their ability to reduce risk. In the context of “decoupling”, two related questions are posed: What is the production response to each policy? What is the relative effectiveness of different policies in reducing farming risk? When dealing with the objective of farm risk reduction, both questions are inter-related because risk reduction induces production responses from risk adverse farmers.

    Abstract: This Test Guideline is designed to assess effects on seedling emergence and early growth of higher plants following exposure to the test substance applied to the soil surface or into the soil. Seeds are placed in contact with soil treated with the test substance and evaluated for effects following usually 14 to 21 days after 50 % emergence of the seedlings in the control group. Endpoints measured are visual assessment of seedling emergence, biomass measurements, shoot height, and the visible detrimental effects on different parts of the plant. The test can be conducted in order to determine the dose-response curve, or at a single concentration/rate as a limit test, according to the aim of the study. An appropriate statistical analysis is used to obtain effective concentration ECx or effective application rate ERx for the most sensitive parameter(s) of interest. Also, the no observed effect concentration (NOEC) and lowest observed effect concentration (LOEC) can be calculated in this test.

    Abstract: This Test Guideline describes eight methods to measure the vapour pressure. Each one can be applied in different vapour pressure ranges. The vapour pressure (in Pascal) of a substance is defined as the saturation pressure above a solid or liquid substance and is determined at various temperatures (in Kelvin). The methods used are: the dynamic method (Cottrell’s method), the static method, the isoteniscope Method, the effusion method: vapour pressure balance, the effusion method: Knudsen cell, the effusion method: isothermal thermogravimetry, the gas saturation method and the spinning rotor method. The vapour pressure from any of the preceding methods should be determined for at least two temperatures. Three or more are preferred in the range 0 to 50°C, in order to check the linearity of the vapour pressure curve. In case of Effusion methods and Gas saturation method, 120 to 150 °C is recommended for the measuring temperature range instead of 0 to 50°C.

The process in China and India had negative effects because local governments remained under-funded and health was not seen as their priority. Contrary to this, decentralisation in Indonesia and the Philippines produced better health outcomes because they reformed healthcare funding. This is key to successful pro-poor decentralisation.

    Abstract: House prices have been moving up strongly in real terms since the mid-1990s in the majority of OECD countries, with the ongoing upswing the longest of its kind in the OECD area since the 1970s. If interest rates were to rise significantly, real house prices may be at risk of nearing a peak. The historical record suggests that the subsequent drops in prices in real terms might be large and that the process could be protracted. To quantify the probability that a peak is nearing in the current situation a probit model was estimated for the period 1970-2005 on a restricted set of what are generally agreed to be the main explanatory variables. Aside from interest rates, these include measures of overheating, such as the gap between real house prices and their long-run trend and the rate of change in real house prices in the recent past. The main finding is that an increase in interest rates by about 1 to 2 percentage points would result in probabilities of a peak nearing of 50% or more in the United States, France, Denmark, Ireland, New Zealand, Spain and Sweden.

    Abstract: This paper assesses how and in what circumstances, fiscal consolidations are affected by monetary conditions, using data covering 24 OECD countries over the past 25 years, Focusing on fiscal consolidation “episodes”, it is found that these tend to occur when large budget deficits threaten sustainability and usually when other macroeconomic indicators -- inflation, the exchange rate and unemployment -- suggest a “crisis” situation. After controlling for these factors, the paper finds strong econometric evidence that consolidation efforts are more likely to be pursued and to succeed if the monetary policy stance is eased in the initial stages of the episode, thus contributing to offsetting the contractionary impact of fiscal tightening. However, the link is far from mechanical and there are also counter-examples where monetary easing was followed by aborted consolidation efforts. Central bank independence explicitly precludes direct responses of monetary policy to fiscal actions. However, the paper also provides evidence that the indirect reaction of monetary policy and financial markets to fiscal consolidation may be influenced by the quality of fiscal adjustment, as short and long-term interest rates are more likely to fall during episodes characterised by greater reliance on current expenditure cuts. While this means that causality runs both ways, the paper provides evidence that, even after controlling for this proxy of fiscal adjustment quality, changes in monetary stance do affect the chances that a fiscal retrenchment plan will be successfully pursued.

    Abstract: This report analyses the effects of Mexico’s ambitious reforms to agricultural and fisheries policies since 1990 and makes recommendations for further reforms. The evaluation is based on criteria for good agricultural and fisheries policy as agreed to by OECD countries. Such criteria, if implemented, would support economically healthy sectors that contribute to the wider economy, respect natural resources and use inputs effectively without resorting to distorting subsidies.

    Abstract: Despite the attention that offshore outsourcing currently demands in the public media, there is little empirical evidence on its economic impact. As a consequence of rising fears of job losses associated with the phenomenon, most existing research on the subject is primarily concerned with addressing related labour market issues. The impacts on productivity, however, have received only little attention. This paper surveys the empirical literature on offshore outsourcing and its productivity effects. Due to the small number of existing studies, the survey also includes research that may serve as indirect evidence of the phenomenon’s link to productivity, such as its effect on skill upgrading. The most apparent conclusion drawn from the review is that there appears to be no clear patterns as to how offshore outsourcing affects productivity, and that much depends on both sector and firm-specific characteristics. There are some indications, however, that positive productivity effects from foreign material sourcing depends on the degree to which firms are already globally engaged, but also that such engagements generally could be close to their optimum level in developed economies. There is little existing research on offshoring of services, but it appears that its productivity enhancing effects generally are small in manufacturing plants while being of a somewhat greater magnitude for firms in the services sector.

    Abstract: This report evaluates the evidence on how migration may promote or hinder development in countries of origin, and explores possible win-win solutions for both sending and receiving countries. The analysis of recent OECD data of foreign-born nationals into Europe documents the presence of multiple migration patterns and reveals that the EU lags significantly behind the United States in attracting highly-skilled migrants who originate mostly from Africa. Reviewing the analytical and empirical evidence on the economic and social costs and benefits of migration and remittances for sending countries reveals that migration can generate substantial direct and indirect gains for sending countries via employment generation, human capital accumulation, remittances, diaspora networks and return migration. Policy coherence across various policies including migration, trade, investment and development cooperation can augment these gains. Major challenges for EU policymaking to maximise the gains from migration for both sending and receiving countries could include better management of migration and human resources, smart visa policies to facilitate circular migration and greater synergies between migration and development assistance programmes in the context of poverty reduction strategy initiatives.

    Abstract: Brazil's fiscal adjustment since the floating of the real in 1999 has been impressive, even in periods of lacklustre growth. This suggests a remarkable fiscal effort to ensure public debt sustainability. To better gauge the magnitude of this adjustment effort, this paper applies the methodology used by the OECD Secretariat to distinguish changes in the fiscal stance that are due to policy action from those that are related to the automatic stabilisers built into the tax code, the social security system and unemployment insurance. The paper's main finding is that discretionary action tends to be essentially pro-cyclical in downturns, underscoring the presence of a strong "sustainability motive" in the conduct of Brazilian fiscal policy. Spending on mandatory items, such as personnel, are pro-cyclical in upturns too, which can create a "ratcheting-up" effect on government spending over time, an issue that will have to be addressed to improve the quality of on-going fiscal adjustment. An increase in the debt-to-GDP ratio by 1 percentage point is associated with a decrease in discretionary federal spending by 0.33 percentage point during 1997-2005. This responsiveness appears to have become stronger after the floating of the real in 1999. This Working Paper relates to the 2005 OECD Economic Survey of Brazil (www.oecd.org/eco/survey/brazil).

    Abstract: The OECD Health Care Quality Indicator (HCQI) Project was started in 2001. The long-term objective of the HCQI Project is to develop a set of indicators that can be used to raise questions for further investigation concerning quality of health care across countries. It was envisioned that the indicators that were finally recommended for inclusion in the HCQI measure set would be scientifically sound, important at a clinical and policy level and feasible to collect in that data would be available and could be made comparable across countries. It was also envisioned that the indicators would not enable any judgement to be made on the overall performance of whole health systems. In essence, they should be used as the basis for investigation to understand why differences exist and what can be done to reduce those differences and improve care in all countries.

It presents the national situations during the first half of the year 2005 but does not address the regulatory control of radioactive waste from natural sources.

    Abstract: Universal service obligations are common in many of the infrastructure sectors. The obligations are often cited as a justification for limiting entry of new providers because the new providers would cherry-pick the highprofit customers who provide the basis for subsidization of another group of customers. When obligations are beneficial, there are a number of policy traps that can be encountered: Obligations are often poorly defined and not well-focused on the customers who are meant to receive help; Obligations are frequently defined narrowly in ways that disfavour new technologies and cause extensive waste; and financing for the noncommercial obligations can often be raised in more efficient ways than through cross-subsidies and can often be spent on multiple service providers rather than one preferred provider. Falling into these traps can create incentives for over-investment in certain infrastructure technology and under-investment in other technology. This paper provides guidance on the competition problems that can arise from universal service obligations and on some ways to limit these problems. This OECD Competition Committee roundtable was held in October 2003.

    Abstract: 1. This paper analyses the income situation of older women living alone and examines the role of pension entitlements from derived rights for their income security. The data shows that the share of elderly women living alone is expected to increase substantially due to population ageing and women’s longer life expectancy. Many of them are at greater risk of poverty than aged couples. Taking into account that poverty among older women living alone has been on the rise in many OECD countries, old age income security of widows and divorcees will remain a challenge for policy makers. 2. The analysis of income sources shows that survivors’ pensions and divorcees’ benefits form the largest share of the incomes of elderly women living alone. It also finds a relatively strong negative relationship between the size of the pension benefit and the poverty level of older women living alone. Thus, the structure and level of public pension schemes play an important role for income adequacy and poverty risks of this group. Most OECD pension systems offer protection for widows and divorcees through contributory or non-contributory benefits. Entitlements derived from the rights of an income-earning spouse are usually calculated as a percentage of the insured worker’s rights. Preliminary calculations show that in the OECD countries examined here, non-working widows and working widows receive an average pension level of 36 and 50%, respectively, compared to an average level for couples of nearly 60% of average earnings. 3. The high poverty rate of older women living alone suggests that survivors’ pension schemes or pension benefits for divorcees are not entirely successful in providing old-age income security for this target group. As an increasing number of women work and earn their own pension entitlements, derived pension rights may become less important. However, adequate pensions will require full-time work over the whole career. In countries where women work more part-time and experience longer career interruptions due to caring for children or elderly relatives, pensions based on own contributions may be quite low. Whether poverty prevention for this group is best addressed by benefits from derived rights or by the general old-age safety net will depend on the degree of full-time female labour force participation and the evolution of poverty of older women living alone relative that of the overall older population.
