    Kurzfassung: Un système de sécurité géré selon les principes démocratiques, responsable et efficient contribue à réduire le risque de conflit violent et à instaurer un climat de sécurité propice à la réduction de la pauvreté, à l’exercice des droits de l’homme et à l’avènement d’un développement durable. La prise de conscience des liens inextricables existant entre développement et sécurité fait que la sécurité est de plus en plus regardée comme une question de politique publique et une affaire de bonne gouvernance. Le présent ouvrage atteste de la poursuite des efforts déployés par le Comité d’aide au développement (CAD) pour mettre au point des outils et des instruments de prévention des conflits et d’amélioration de la sécurité et de la stabilité à long terme. Les orientations qui y sont fournies mettent en avant le rôle constructif que peut jouer la réforme intégrée du système de sécurité pour stabiliser des Etats fragiles et des pays sujets aux conflits ou théâtres d’un conflit. Par système de sécurité, on entend en l’occurrence non seulement l’armée, la police et la gendarmerie, les services de renseignement et les systèmes judiciaire et pénitentiaire, mais également les structures civiles chargées d’en assurer la supervision et le contrôle démocratique. La première partie de l’ouvrage regroupe une déclaration et un document qui ont été entérinés en 2004 par les ministres de la coopération pour le développement et les responsables des organismes d’aide des membres du CAD et par le Conseil de l’OCDE. Y sont définis les principaux concepts se rapportant à la réforme des systèmes de sécurité et proposés des moyens d’encourager une telle réforme dans les pays en développement, en tenant compte de la dynamique régionale. L’accent est mis sur le fait que la réforme des systèmes de sécurité, et le contexte dans lequel elle s’inscrit, doivent mobiliser tous les services oeuvrant dans les sphères des affaires étrangères, du développement et de la défense afin d’assurer une approche « à l’échelle de l’ensemble de l’administration » de l’aide au développement. La mise en place de programmes complets, coordonnés et intégrés doit être encouragée par les responsables à tous les niveaux. Il est essentiel que le pays partenaire adhère à la ligne d’action retenue et la fasse sienne pour qu’elle soit réellement suivie d’effets sur le terrain. Dans la deuxième partie, un consultant de haut rang se penche sur la genèse des objectifs de réforme des systèmes de sécurité et sur les défis que soulève pour les donneurs leur promotion dans les pays partenaires. En annexe sont ensuite présentées les conclusions d’experts qui ont été chargés d’étudier la situation prévalant dans quatre régions, à savoir l’Afrique, la région Asie-Pacifique, l’Europe du Sud-Est, et les Etats baltes et la CEI. Est en particulier exposé le point de vue de ces personnes sur les changements en cours dans la conception que les pays en développement de ces différentes régions ont de la sécurité, parallèlement à un compte rendu et une analyse des diverses activités de réforme actuellement mises en œuvre. Sont également examinées les adaptations et les améliorations qui pourraient devoir être apportées à la notion de réforme des systèmes de sécurité et aux objectifs à poursuivre en la matière pour les ajuster au contexte dans lequel on cherche à les promouvoir.

    Kurzfassung: Turkish domestic equity markets and inward foreign investment are poised to grow rapdily but only if corporate governance standards are high enough to protect minority shareholders. This report evaluates the extent to which the OECD Principles of Corporate Governance have been implemented in Turkey, looking at both the legal and regulatory framework as well as company practices. It finds that significant reforms to the corporate governance framework have already been introduced, and supports additional legislative reforms that are already in progress. Looking ahead, the report argues that it is time to move into the next important phase in policy reform, and makes a series of recommendations for further strengthening Turkeys corporate governance structures.

    Kurzfassung: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Kurzfassung: The development of information and communication technologies and networks, and in particular that of the Internet, has gone hand in hand with the emergence of new types of malevolent actions called cyber-crime: viruses, worms, Trojan horses, and the like. While a number of factors make a strong case for governmental action in the area of information security, there are also important limits to what governments can achieve. This review, the first in a series of risk management policy reviews being conducted by the OECD, identifies areas of good practice in Norway's policies for information security, as well as areas where improvements could be made. For areas that could benefit from improvement, it proposes opportunities for action and, when possible, suggests alternatives.

    Kurzfassung: This Test Guideline is a screening method for the evaluation of ready biodegradability of chemical. The test substance, normally at 20 mg C/L, as the sole source of carbon and energy, is incubated (during 28 days normally) in sealed bottles with aerobic condition containing a buffer-mineral salts medium, which has been inoculated with a mixed population of micro-organisms. In order to check the test procedure, a reference substance (aniline, sodium benzoate or ethylene glycol and 1-octanol) of known biodegradability should be tested in parallel. It is recommended that triplicate bottles be analysed after a sufficient number of time intervals. Also at least five test bottles (from test vessels, blank controls, and vessels with the reference substance) are analysed at the end of the test, to enable 95% confidence intervals to be calculated for the mean percentage biodegradation value. The CO2 evolution resulting from the ultimate aerobic biodegradation of the test substance is determined by measuring the Inorganic Carbon (IC) produced in the test bottles in excess of that produced in blank vessels containing inoculated medium only. The extent of biodegradation is expressed as a percentage of the theoretical maximum IC production (ThIC), based on the quantity of test substance added initially. Biodegradation 〉60% ThIC within the 10-d window in this test demonstrates that the test substance is readily biodegradable under aerobic conditions.

This conference proceedings presents reports from each country on the trends and developments in debt and credit risk since the 1997-1998 Asian financial crisis. It also includes overview papers that examine the problem in a wider context. These papers suggest that risk management practices, legal systems, liquidation and recovery, and institutional infrastructure and capacity all require additional attention.

    Kurzfassung: Transport activity continues to cause large adverse impacts on the environment, human health and the economy. But is a negative impact of transport on the environment a necessary consequence of economic growth? This book illustrates that decoupling the environmental impacts of transport from economic growth is achievable, through the efficient use of charges, fees, taxes and other economic instruments. These economic approaches can complement regulatory measures to encourage a shift towards more environmentally-friendly modes of transport, such as from road to certain forms of rail transport. Other factors which could help to decouple transport impacts from economic growth are improvements in freight transport logistics, and dematerialisation.

    Kurzfassung: This review explores the opportunities for better regulation within the Swiss institutional framework. In recent years, the rate of growth in Switzerland has been slower than the OECD average. If this continues, the country will be challenged to face the financial demands of a rapidly ageing population, and to maintain living standards. The Federal Government has started to implement a growth-oriented reform strategy, but further structural changes are required. This report discusses the need for promoting internal market competition, for adopting a country-wide strategy for regulatory quality and for improving the performance of the infrastructure sectors. It presents an overall picture, set within a macroeconomic context, of regulatory achievements and challenges including regulatory quality, competition policy, and market openness. Its special focus is on frameworks for high quality regulation in the air transport, rail, postal and telecommunications services as well as electricity reform.

    Kurzfassung: With a declining number of nuclear data evaluators in the world and an increasing demand for high-quality data, there is a risk that evaluators will concentrate on producing new nuclear data to the detriment of developing new models and methods for evaluating existing data. In this context, it is essential to identify the basic physics issues that are going to be important for future nuclear data evaluation processes. At the same time, demand for new types of data, which will be needed in emerging nuclear applications, could warrant new evaluation techniques that are presently only used in the context of fundamental research and not in nuclear data production. These proceedings present the main findings of the "Perspectives on Nuclear Data for the Next Decade" workshop, which explored innovative approaches to nuclear data evaluation with the aim of opening new perspectives, building new research programmes and investigating prospects for international collaboration.

En s’attachant tout d’abord aux questions fiscales internes, on examine quel est le régime fiscal qui n’inciterait pas fiscalement une société à accroître ou réduire l’utilisation de ces options et qui serait neutre pour le choix entre l’attribution d’options ou le versement d’un salaire. Cette démarche n’a aucun caractère prescriptif et vise à servir de référence aux responsables chargés de ces questions. On trouvera aussi un panorama de la taxation des options de souscription ou d’achat d’actions dans les pays de l’OCDE pour 2002, avec calcul du taux effectif d’imposition comparé à l’impôt sur les revenus salariaux ordinaires. L’étude porte ensuite sur les questions de fiscalité internationale. Elle traite en particulier du moment auquel les options procurent leurs avantages, de la distinction entre revenus du travail et plus-values en capital, ainsi que de la détermination des services auxquels les options se rattachent. Ce sont autant d’éléments à prendre en compte pour l’application des conventions fiscales reposant sur le Modèle de convention fiscale de l’OCDE, et les modifications corrélatives des commentaires du Modèle sont analysées dans le détail. Enfin, cette étude examine les effets sur le plan des prix de transfert dans les trois situations suivantes : lorsqu’une entreprise attribue des options aux salariés d’une filiale étrangère, lorsqu’on applique des méthodes de calcul des prix de transfert qui font intervenir les coûts de rémunération et lorsque les salariés bénéficiant d’options participent à des activités qui donnent lieu à un accord de répartition des coûts. Cette étude détaillée est indispensable pour bien comprendre tous les tenants et les aboutissants de la taxation des options de souscription ou d’achat d’actions destinées aux salariés.

La méthode d'essai utilise une membrane artificielle conçue pour répondre aux substances corrosives de manière semblable à la peau animale in situ. La méthode in vitro d'essai de barrière de membrane peut être employée avec des substances solides, liquides (les substances aqueuses avec un pH dans la gamme de 4.5 à 8.5 ne sont souvent pas qualifiées pour l'essai) et des émulsions. L'essai décrit dans cette Ligne directrice permet l'identification des substances chimiques et des mélanges corrosifs, et permet de classer en sous-catégorie des substances corrosives comme autorisé dans le GHS. Cette classification est basée sur le temps de pénétration de substance à travers la membrane. Le système d'essai se compose de deux composants, une membrane biologique macromoléculaire synthétique et un système de détection chimique (lequel détecte la substance d'essai). Un nombre approprié de répliques est préparé pour chaque substance d'essai et ses contrôles correspondants. Les temps d'application de la substance d'essai sur la barrière membranaire sont enregistrés et échelonnés. La durée écoulée (en minutes) entre l'application de la substance d'essai sur la membrane d’étanchéité et la pénétration de la membrane est employée pour prévoir la corrosivité de la substance d'essai.

    Kurzfassung: This Test Guideline is designed to assess effects on vegetative vigour of terrestrial plants following above-ground exposure by general chemicals, biocides and crop protection products. The test can be conducted in order to determine the dose-response curve, or at a single concentration/rate as a limit test (range finding test is carried out depending on the results) according to the aim of the study. Plants are grown from seed usually to the 2- to 4- true leaf stage. Test substance is then sprayed on the plant and leaf surfaces at appropriate rate(s). After the application, the plants are evaluated against untreated control plants for effects on vigour and growth at various time intervals through 21 - 28 days from treatment. This study includes measurement of biomass of surviving plants (dry or fresh shoot weight, shoot height), visible detrimental effects on different parts of the plant, visual phytotoxicity and mortality (daily during the study) Appropriate statistical analysis are used to obtain an effective concentration ECx or an effective application rate ERx for the most sensitive parameter(s) of interest. Also, the no observed effect concentration (NOEC) and lowest observed effect concentration (LOEC) can be calculated in this test.
