    Abstract: What is important for citizens to know and be able to do? The OECD Programme for International Student Assessment (PISA) seeks to answer that question through the most comprehensive and rigorous international assessment of student knowledge and skills. The PISA 2015 Assessment and Analytical Framework presents the conceptual foundations of the sixth cycle of the triennial assessment. This revised edition includes the framework for collaborative problem solving, which was evaluated for the first time, in an optional assessment, in PISA 2015. As in previous cycles, the 2015 assessment covers science, reading and mathematics, with the major focus in this cycle on scientific literacy. Financial literacy is an optional assessment, as it was in 2012. A questionnaire about students’ background is distributed to all participating students. Students may also choose to complete additional questionnaires: one about their future studies/career, a second about their familiarity with information and communication technologies. School principals complete a questionnaire about the learning environment in their schools, and parents of students who sit the PISA test can choose to complete a questionnaire about the home environment. Seventy-one countries and economies, including all 35 OECD countries, participated in the PISA 2015 assessment.

    Abstract: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC.     Abstract: This paper uses data from PISA and the OECD Survey of Adult Skills (PIAAC) to examine the evolution of socio-economic and gender disparities in literacy and numeracy proficiency between the ages of 15 and 27 in the sample of countries that took part in both studies. Socio-economic disparities are exacerbated between the age of 15 and 27 and the socio-economic gap in proficiency widens, particularly among low-achievers. Gender disparities in literacy at age 15 are marked across the performance spectrum but are particularly wide among low-performers. However, by age 24 there is no difference in the literacy proficiency of males and females. The gender gap in numeracy at age 15 is quantitatively small when compared with the gap in literacy, although it is more pronounced among high achievers. The paper canvasses possible explanations for the trends observed and discusses implications for policy and practice, including the extent to which the lack of an established link between PISA and PIAAC limits the analytical value of the two studies.

    Abstract: Of the OECD countries that participate in the Programme for International Student Assessment (PISA), Turkey has one of the lowest levels of performance and the highest rates of improvement in PISA scores between 2003 and 2012. New evidence presented in this paper suggests that existing accounts have underestimated both progress and inequity in Turkey because they did not take into account the large proportion of 15-16 year-olds that are ineligible for the PISA sampling frame, either because they are no longer in school or because they are severely delayed. Using Turkey’s Demographic and Health Survey (DHS) data for 2003, 2008 and 2013 we show that the proportion of 15-16 year-olds that were eligible for the PISA sample in Turkey has nearly doubled from 45% in PISA 2003, to 80% in PISA 2012. By combining DHS data on access/attainment and PISA survey data on learning outcomes we show that: (1) the improvement in the percentage of 15-16 year-olds reaching Level 2 in PISA (functional literacy and functional numeracy) is up to twice as large as that reflected in official PISA reports, (2) the gap in functional literacy rates between rich and poor youth in 2012 is 2.3 times as large as was previously thought, and (3) contrary to earlier research the gap between rich and poor has not declined between 2003 and 2012. The paper emphasises the importance of accounting for sample eligibility and representivity when making inter-country and inter-temporal comparisons using international assessment data, particularly for developing countries with expanding education systems.

It aims to provide a comprehensive overview of various attributes of personality from the perspective of their potential importance for the Survey of Adult Skills (PIAAC), taking into account their analytical potential and policy relevance. The paper also outlines and evaluates the most important measurement instruments for each personality characteristic, with a focus on short self-report scales as the most appropriate form for inclusion in large-scale international surveys. Finally, it presents some considerations related to the evaluation and promotion of personality characteristics and introduces the substantive and measurement criteria that could be used to select the personality attributes, and related measurement scales, to include in large-scale surveys.

    Abstract: For the first time, the 2015 round of PISA collected data on students’ exposure to bullying. These data show that bullying is widespread. On average across OECD countries, around 11% of students reported that they are frequently (at least a few times per month) made fun of, 8% reported that they are frequently the object of nasty rumours in school, and 7% reported that they are frequently left out of things. Being bullied can negatively affect academic achievement because it influences students’ capacity to focus on academic tasks. Schools where the incidence of bullying is high by international standards (more than 10% of students are frequently bullied) score 47 points lower in science, on average, than schools where bullying is less frequent (schools where less than 5% of students are frequently bullied). These relationships suggest that bullying can both stem from and may exacerbate students’ disengagement with school and underperformance.

Working with others is a skill that might not be natural to everyone, but it can be developed with time and practice. Every three years, PISA measures students’ ability to apply their knowledge in three core subjects – science, reading and mathematics – to familiar settings. These competencies, however, are not sufficient to thrive in life. Hence, PISA 2015 – for the first time ever in any international assessment – measures students’ ability to solve problems collaboratively in 52 education systems around the world.

    Abstract: The striking cross-national variation in socio-economic disparities in skills gaps among 15-year-olds, and the evolution of these gaps between the ages of 15 and 27, raises the question of what policies and institutional arrangements may explain such variability. Extensive policy analysis and research has been devoted to the features of education systems which are most strongly associated with such socio-economic gradients (or the lack of them) in literacy and numeracy. However, much less is known about which factors contribute to narrowing or widening socio-economic gaps after the end of compulsory schooling. Results on the widening gap at the bottom end of the performance distribution identify a target group for policy interventions – socio-economically disadvantaged students who are low-achievers at the age of 15. These results also help to formulate hypotheses as to why gaps widen in many countries after schools are no longer able to exert their equalising effect, since this is the group which is less likely to enjoy opportunities for further skill development through education and training.

    Abstract: Although girls and boys perform similarly in the PISA science assessment at age 15, girls are less likely than boys to envision a career in science and engineering, even in countries where they outperform them. Current gender disparities in the labour market will not be addressed by the inflow of new graduates: in all OECD and partner countries, women significantly outnumber men in education while men largely outnumber women in engineering, manufacturing and construction in both fields of study and the labour market. Male-dominated fields of study such as engineering, manufacturing and construction have high employment rates but also the greatest difference between the employment rates of men and women.

The study explores, moreover, the challenges facing the skills system and what can be done to enhance basic skills through education, training or other workplace measures. One of a series of studies on low basic skills, the review presents new analyses of PIAAC data and concludes with a series of policy recommendations. These include: increasing participation of women in STEM fields, addressing underperformance of post-secondary VET students and preventing drop-out, improving pre-apprenticeships, enhancing mathematics provision within secondary education and tackling poor access to childcare facilities for young mothers.

Education systems need to perform well in two dimensions: excellence and equity. Many high performers do well on both, demonstrating that they are not mutually exclusive. To do so requires specific measures to overcome factors that can hinder student performance, such as socio-economic background, immigrant status and gender.

    Abstract: Skill requirements in the labour market have significantly changed over the past two decades. The restructuring of the economy is making the labour market increasingly knowledge-based. The education system has reacted to this structural change, but as the pace has been relatively slow, many graduates remain without adequate skills and insufficiently prepared to apply knowledge in unfamiliar settings. Moreover, strong selectivity early in the education system reinforces student’s socio‑economic background, leading to an excess of low skilled workers with poor labour market prospects. This contributes to persistently low employment rates and low productivity gains, slowing down the income convergence process. The education system needs to improve learning outcomes by better aligning student qualifications with labour market needs. Improving overall educational outcomes would also make the education system more equitable and inclusive. Bolstering the supply of skills requires lifelong learning and improving the access to labour market to those who have left the education system without proper skills. In return, this will also increase “on‑the‑job” training, which is a key driver of acquiring competences after graduation. In addition, mobilising untapped skill resources, particular educated younger women, would raise employment, which is needed to confront the labour market problem arising from population ageing.

    Abstract: Declining student numbers; growing fiscal pressures; and intensified international competition for prestige, research talent and funding, have increasingly made collaborations, alliances, and mergers among higher education institutions a priority for institutions themselves, and for the governments that support them. Collaborations, alliances and mergers among higher education institutions may seek to enhance academic performance, to achieve economic efficiencies, or to better align the network and performance of institutions to public needs. Institutional collaboration occurs less frequently and successfully in the design and delivery of instruction than in other domains, owing largely to the traditionally autonomous and solitary role of faculty in this area. Collaboration is much more common in research, engagement, and back-end administration and other supports, with research collaboration often offering the greatest performance gains, and administrative collaboration the greatest potential efficiencies. Targeted grants are the most common tool governments use to encourage institutional collaboration and consolidation, while more flexible quality assurance standards and the greater alignment of policy frameworks more generally can also make it much easier for institutions to collaborate. Evidence about the outcomes of collaborations, alliances, and mergers is limited, but indicates that these initiatives can strengthen institutional performance, produce efficiencies, improve resilience and enhance alignment to national priorities, although not for all institutions in all circumstances. Policymakers who succeed in promoting effective collaboration appear to strategically stimulate institutional initiative, support effective planning and implementation, secure stakeholder buy-in, concentrate resources, and achieve policy alignment.

    Abstract: This study investigates the role of countries’ skills endowment for comparative advantage. It tests the theoretical model of Ohnsorge and Trefler (2007) who argue that it is the bundling of various skills at the worker level and their joint distribution that matter for trade specialisation. This departs from the literature assuming that workers are endowed with only one type of skills, generally measured by educational attainment. The model’s predictions are tested using information on cognitive skills from the Survey of Adult Skills (PIAAC) and Trade in Value Added (TiVA) data. Results show that workers' skills bundles and their distribution have larger effects on specialisation than countries’ endowment of capital per employee, or the relative endowment of workers possessing different levels of education. Furthermore, this study tests the model of Bombardini et al. (2012) and finds evidence that the within-country dispersion of skills significantly affects specialisation patterns.

Women are also less likely to be entrepreneurs, and are underrepresented in private and public leadership positions. The 2013 and 2015 OECD Gender Recommendations provide guidance on how to advance gender equality in education, employment, entrepreneurship and public life; this book discusses recent developments in these areas in one overview chapter and 24 short chapters which each include key findings and policy recommendations. Topics include violence against women, gender budgeting, the unequal sharing of unpaid work, labour market outcomes and migration. The book presents a range of indicators illustrating gender gaps. It also discusses recent policy initiatives, such as pay transparency measures to reduce gender wage gaps and policy reform aimed at fathers taking parental leave. Overall, progress has been slow and there is a strong need for further policy action to close gender gaps in education, employment, entrepreneurship and public life.

The Innovative Teaching for Effective Learning Teacher Knowledge Survey (ITEL TKS) set out to answer this question in a pilot study that ran in five countries: Estonia, Greece, Hungary, Israel and the Slovak Republic. Using convenience samples, the pilot assessed the pedagogical knowledge base of teachers, teacher candidates and teacher educators. Pedagogical knowledge was broken down into the domains of assessment, instructional processes and learning processes. The link between teachers’ knowledge and characteristics of teacher education systems, opportunities to learn and motivational characteristics was also examined. The ITEL TKS pilot demonstrated the feasibility of researching teachers’ pedagogical knowledge profiles across countries, and validated an innovative instrument for assessing general pedagogical knowledge in an internationally comparative way. It also allowed for reflection on potential adaptations to strengthen the design of future work. The results serve as a template for a larger-scale study to explore teacher knowledge and competences in nationally representative samples.

    Abstract: High-performing countries use various mechanisms to select the best candidates to the teaching profession. In Finland, Hong-Kong (China), Macao (China) and Chinese Taipei, students who wish to enter teacher-training programmes must pass a competitive entry examination. In Japan, teaching graduates must pass a competitive examination to start teaching and in Singapore, they must complete a probation period. These requirements, however, are also found among some low-performing countries suggesting that early selection, while important, is not enough to ensure a highly qualified teaching force. Across OECD countries, the proportion of fully certified teachers has a positive, albeit modest association with student performance in PISA. In countries that performed above the OECD average in science, at least 80% of the students are in schools that invite specialists to conduct teacher training or organise in-service workshops for teachers or where teachers cooperate with each other. This is higher, on average, than what is observed among other countries.

    Abstract: Schools are not only places where students acquire academic skills; they are also social environments where children can develop the social and emotional competencies that they need to thrive. Yet despite the global interest in students’ well-being, there is no consensus on which policies or curriculum changes are needed to improve adolescents’ quality of life at school. The data from PISA 2015 show that students differ greatly, both between and within countries, in how satisfied they are with their life, in their motivation to achieve, in how anxious they feel about their schoolwork, in their participation in physical activities, in their expectations for the future, in their experiences of being bullied by their peers, and in their perceptions of being treated unfairly by their teachers. Many of these differences are related to students’ feelings about the disciplinary climate in the classroom and about the support their teachers give them. PISA 2015 data show that schoolwork-related anxiety is common among adolescents. Often, this anxiety is students’ reaction to, and interpretation of, the mistakes they make – or are afraid to make. Students whose motivation to do well at school mostly originates from fear of disappointing others or the desire to do better than their peers are more likely to report anxiety at school. It is important that schools identify those students who suffer from severe anxiety and teach these students methods to learn from mistakes and manage their stress.

    Abstract: Using PIAAC (Programme for the International Assessment of Adult Competencies) data for 21 countries, we study interrelationships between formal qualifications, cognitive skills, and labour market outcomes, focusing on comparisons between less and intermediate-educated adults (i.e. between adults with a degree below the upper secondary and at the upper secondary level). Less-educated adults tend to have lower cognitive skills than intermediate-educated adults, yet both groups are internally heterogeneous. In country-specific individual-level regressions, cognitive skills partly explain the lower occupational status of less-educated adults, but cross-national variation in their disadvantage remains substantial after accounting for skills. Country-level regressions show that the remaining disadvantage increases with the aggregate skills gap and with the internal homogeneity of the two educational groups. We further show that the association between skills and occupational attainment is weaker among the less educated than among the intermediate group. These findings are consistent with the idea that employers statistically discriminate on the basis of formal qualifications.

    Abstract: While an apprenticeship is potentially very beneficial to students, employers and economies, many countries face difficulties in encouraging companies to provide apprenticeship places, and individuals to enter apprenticeship programmes. To encourage companies to provide apprenticeships, the government, and sometimes social partners, promote apprenticeships through a wide range of incentives, including financial incentives, such as subsidies and tax breaks, and non-financial incentives, such as adjustments in apprenticeship design to make it more attractive to employers. While financial incentives are common, their effect is often modest and depends on the amount of financial support and allocation criteria. Schemes that target specific sectors and are supported by social partners tend to be more successful. However, non-financial measures, which are often less costly than financial incentives, can also be helpful in increasing the provision of apprenticeships and merit further consideration.

The OECD Skills Strategy Diagnostic Report: Mexico sets out eight skills challenges for Mexico. These challenges were identified through two interactive workshops with stakeholders, bilateral meetings, internal discussions with experts at the OECD, and analysis of documents and data produced by the OECD and other organisations. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

Filling these gaps is important for designing early years’ policies that are coherent, equitable and sustainable. This report takes stock of and compares the situation across 30 OECD and partner countries, drawing on in-depth country reports and a questionnaire on transition policies and practices. It focuses on the organisation and governance of transitions; and the policies and strategies to ensure professional, pedagogical and developmental continuity between early childhood education and care settings and schools. The report describes the main policy challenges highlighted by participating countries, along with a wealth of practical strategies for tackling them. The publication concludes with six “cross-cutting” pointers to guide future policy development.

These include: preferential access to school and pre-school education through favours and bribes; misappropriation of parental contributions to schools; undue recognition of learning achievement in schools; paid supplementary tutoring by classroom teachers; textbook procurement fraud; and, in higher education, corrupt access, academic dishonesty, and unwarranted recognition of academic work. The report identifies how policy shortcomings create incentives for misconduct and provide opportunities for educators and students to act on these incentives.It presents recommendations to address these weaknesses and strengthen public trust in a merit-based education system. These two forces in combination have undermined the educational opportunities and outcomes of successive generations of Indigenous children and young people, at times with catastrophic effect. The six Canadian provinces and territories that participated in this study, along with New Zealand and Queensland (Australia), are actively seeking to better meet the educational needs and aspirations of Indigenous students and their families. The report seeks to identify promising strategies, policies, programmes and practices that support improved learning outcomes for Indigenous students and to build an empirical evidence base on Indigenous students in education. The study investigates four areas in Indigenous education: well-being, participation, engagement and achievement in education. These outcomes are inter-connected and mutually reinforcing, and each is essential for the success of every student.

An introduction delves into the reasons behind the need to update the concept of education policy implementation, which is defined as a purposeful and multidirectional change process aiming to put a specific policy into practice and which affects an education system on several levels. The paper then analyses the determinants that hinder or facilitate the process and groups them under four dimensions which support effective implementation: smart policy design, inclusive stakeholder engagement, conducive context and a coherent implementation strategy. Based on these dimensions, the paper proposes a generic framework and a complementary set of questions and principles for action that can guide policy makers to design, analyse and carry out their education policy implementation processes.

    Abstract: Globally, enrolment in secondary education has expanded dramatically over the past decades. This expansion is also reflected in PISA data, particularly for low- and middle-income countries. Between 2003 and 2015, Indonesia added more than 1.1 million students, Turkey and Brazil more than 400 000 students, and Mexico more than 300 000 students, to the total population of 15-year-olds eligible to participate in PISA. This welcome expansion in education opportunities makes it more difficult to interpret how mean scores in PISA have changed over time. Indeed, increases in coverage can lead to an underestimation of the real improvements that education systems have achieved. Household surveys often show that children from poor households, ethnic minorities or rural areas face a greater risk of not attending or completing lower secondary education. Typically, as populations that had previously been excluded gain access to higher levels of schooling, a larger proportion of low-performing students will be included in PISA samples.

This month’s PISA in Focus provides an overview of the assessment’s results and shows that collaborative problem-solving performance is positively related to performance in the core PISA subjects (science, reading and mathematics). The results also show, among other findings, that girls perform significantly better than boys in collaborative problem solving in every country and economy that participated in the assessment.

Households and other private entities bear a greater share of the cost than in other levels of education, particularly for ancillary services such as meals, school health services and transport. Public expenditure on educational institutions, transfers and subsidies to the private sector, and the way funds are allocated, can help increase participation in early childhood education. Increased spending on early childhood education does not always translate into higher enrolment, as funds may be used to improve the quality of learning, through raising teachers’ salaries, investing more in school facilities or prioritising a smaller number of teachers per student.
