    Abstract: This country review report offers an independent analysis of major issues facing the use of school resources in Colombia from an international perspective. It provides a description of national policies, an analysis of strengths and challenges, and a proposal of possible future approaches. The analysis focuses on the funding of school education, the provision of school education and the development of the teaching profession. Rural education represents a transversal theme of the report within the context of Colombia's peace agreement and objectives to close rural-urban gaps in social and economic development. Issues covered include the level of spending, sources of funding and funding mechanisms; the organisation of the school network, including the funding of private provision; school governance, leadership and community participation; the organisation of teaching and learning, including learning standards, educational materials, student assessment, and instruction time; teacher learning in pre-service and in-service education; and teacher recruitment and career progression. The report covers all levels of compulsory education as well as transitions from early childhood education and care to school education and from school education to the labour market and tertiary education.

    Abstract: This country review report for Chile provides, from an international perspective, an independent analysis of major issues facing the use of school resources in Chile, current policy initiatives, and possible future approaches. The report serves three purposes: i) to provide insights and advice to Chilean education authorities; ii) to help other countries understand the Chilean approach to the use of school resources; and iii) to provide input for the comparative analysis of the OECD School Resources Review. The analysis in the report focusses on the following areas: i) the funding of school education (including planning, distribution, incentives and monitoring); ii) equity resourcing policies targeted at specific groups of students; iii) school organisation and the operation of schools; and iv) the teaching profession.

    Abstract: Based on a review of previous research, the paper describes the distinctive characteristics of rural areas and communities and the factors typically associated with shaping students’ learning experience in rural contexts. Data from the OECD Programme for International Student Assessment (PISA) 2015 and the Teaching and Learning International Survey (TALIS) 2013 are analysed to examine differences in learning outcomes and education expectations between rural and urban students and to assess the extent to which challenges and opportunities in the provision of rural education are commonplace across OECD member and partner countries. To our surprise, some of the perceived challenges of providing rural education, such as an inadequate infrastructure or a lack of quality teachers, are far from universal. Rural-urban gaps in academic performance generally disappear after accounting for socio-economic status and rural students are less likely to expect completing a university degree than city students, but this gap in expectations persists even when rural students have a similar socio economic status, on average across OECD countries. This highlights the importance of raising aspirations and creating opportunities for rural students. The paper concludes with ideas for policy and country experiences that governments may consider to ensure high quality learning for students in rural contexts.

While multi-grade teaching is still common in many schools, particularly in primary education, increased government spending, better transport networks and higher social expectations have given way, in many instances, to larger schools with several classrooms, teachers and grades, and a greater variety of learning opportunities.     Abstract: Many countries have considered extending their school days to improve students’ outcomes, promote equity or support parents to combine work and family lives. Given the impact of such reforms, identifying conditions for their successful implementation is an important concern. This working paper reviews the available evidence and synthesises common lessons from six European and Latin American countries that extended and reorganised their school days. Each case study describes the reform’s context and goals, design and implementation, and resource implications. The paper highlights that lengthening the school day might be an efficient strategy for some schools and systems, but not for others, depending on policy goals and alternatives. To reap any potential benefits, reforms need to consider the quality and articulation of the activities taking place and related adjustments to school resources. As the paper suggests, school-day extensions provide an opportunity to rethink schools as places not just for learning, but for holistic student development, engagement and support.

Este documento de trabajo revisa la evidencia disponible y sintetiza lecciones comunes de seis países europeos y latinoamericanos que ampliaron y reorganizaron sus días escolares. Cada estudio de caso describe el contexto y objetivos de la reforma, diseño e implementación, y la implicación en materia de recursos. El documento resalta que, dependiendo de los objetivos de las políticas y las alternativas, extender la jornada escolar puede ser una estrategia eficiente para algunas escuelas y sistemas, pero no para otras. Para aprovechar cualquier beneficio potencial, las reformas necesitan considerar la calidad y articulación de las actividades que tienen lugar y los ajustes correspondientes a los recursos escolares. Como lo sugiere el documento, extender el día escolar proporciona una oportunidad para repensar las escuelas como sitios no solo para el aprendizaje, sino para el desarrollo integral de los alumnos, su compromiso y su apoyo.
