    Abstract: The Slovak Republic imports virtually all of its natural gas and crude oil from a single supplier, the Russian Federation. Energy security is therefore an overarching concern and priority in the Slovak Republic'fs energy policy agenda. The government is taking steps to diversify supplies and build on lessons learned from the gas supply disruption in 2009. Enhancing regional co-operation, particularly in the development of gas and electricity interconnections, is an essential step towards meeting the dual policy objectives of enhancing energy security and market competition. The Slovak Republic has moved forward with coupling its electricity market with the Czech Republic's, and supports the construction of a North-South pipeline connection that would link planned LNG terminals in Croatia and Poland, including an interconnector to Hungary. Despite a sharp decline in greenhouse gas (GHG) emissions since 1990, the Slovak Republic remains a GHG-intensive economy by OECD standards, with energy-related CO2 emissions accounting for over 70% of total GHG emissions. The country must continue to implement policies that ease the transition to a low-carbon economy. Nuclear power and renewable energy can play crucial roles in the Slovak Republic'fs efforts to decarbonise its electricity production. Significant efforts can also be made to improve energy efficiency, especially in the transport and building sectors. District heating is a notable area with huge potential for reducing national GHG emissions. This review analyses the energy-policy challenges currently facing the Slovak Republic, and provides sectoral studies and recommendations for further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

    Abstract: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

    Abstract: The book presents a major meta-analysis of 'value of a statistical life' (VSL) estimates derived from surveys where people around the world have been asked about their willingness to pay for small reduction in mortality risks. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magintude of the risk reduction people have been asked to value were found to be the factors having the strongest impact on VSL, but a number of other policy-relevant factors are also important. Based on the meta-analysis, and a broad review of the literature, the book also presents clear advice on how VSL values best can be used in assessments of environmental, health and transport policies, such as in cost-benefit analyses. Using explicit VSL estimates to quantify the benefits to society of fatality risk reductions can play an important role in the development of more cost-effective public policies.

    Abstract: This report discusses the most relevant issues concerning school choice schemes, and how they intertwine with equity considerations, through a literature review and analysis of the effects different types of school choice programmes have on equity. In the last 25 years, more than two-thirds of OECD countries have increased school choice opportunities for parents. The empirical evidence reviewed here reveals that providing full parental school choice results in further student segregation between schools, by ability, socio-economic and ethnic background, and in greater inequities across education systems. The report identifies certain characteristics of programmes that can prevent schools from hand-picking their students - crowding out disadvantaged and low performing students. As school choice is here to stay, countries should explore choice designs that balance parents’ freedom to choose with equity considerations: this report develops two particular schemes: controlled choice programmes – also called flexible enrolment schemes – and weighted funding formula.

    Abstract: Researchers are embarking on increasingly diverse careers where collaboration, networking and interdisciplinarity are becoming more important. Transferable skills (e.g. communication skills and problem-solving abilities) can help researchers operate more effectively in different work environments. While researchers acquire some of these skills in the course of studies and work, attention is turning to the role of formal training. This study analyses countries' government and institutional level policies on formal training in transferable skills for researchers, from doctoral students through to experienced research managers. It draws on results from a cross-country policy quesionnaire on transferable skills training strategies and programmes, including formal training and workplace-based options, as well as discussions at a policy-oriented workshop with OECD delegates and experts. The study represents a first step to analysing transferable skills for researchers in OECD countries. The study points to the significant role of individual institutions in setting strategies and providing transferable skills training programmes. While the scope for governments to improve on current arrangements is difficult to assess, the study suggests policy makers could boost policy monitoring and evaluation, facilitate dialogue between academia and industry, encourage workplace-based training options, and leverage collaborative research to support transferable skills training for researchers at all levels.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. Yet poverty persists worldwide, depriving billions of people of basic necessities and the prospects of creating a better life. How are we responding to this challenge? This book explores the multi-faceted world of aid and development co-operation – a range of global, and sometimes contested, efforts aimed at reducing the impact of poverty. It traces the history of these efforts, explains where they come from and where they are going, and asks whether they are achieving as much as they could. It also examines some of the ways in which development efforts can be made more effective in achieving lasting benefits through good governance and the creation of a deeper partnership between developed and developing countries.     Abstract: Each year about 1.3 million people are killed and another 50 million people are injured on roads worldwide. These road crashes cost countries between 1 and 3 percent of their GDP. Many of these crashes can be prevented by effective countermeasures. This report helps identify the most effective safety countermeasures. Policy makers need to justify expenditure on road safety in terms of effectiveness, competing for the scarce resources available. The risk of making poor decisions and the cost of making better decisions can be reduced by the use of reliable studies on how effective safety measures are, based on Crash Modification Functions (CMFs). This report shows that there is a prospect for significant advances and major cost savings through the transfer of results internationally, allowing for more rapid adoption and dissemination of new life-saving safety measures. The report serves as a guide to how research results can be shared internationally. It provides checklist for systematic review of road safety studies and a framework for standardising methodology. The report targets the road safety research community but will also find an audience among policy makers at all levels of government. The report highlights the value of Crash Modification Functions and the importance of ensuring practicioners use the best CMFs available.

    Abstract: This report presents a detailed analysis of the Dominican Republic’s financial system and offers a series recommendations to develop the country’s capital markets. The country has recently made big advances in the development of its capital markets, achieving high solvency in the banking sector, improving the institutional framework for the management of public debt and experiencing steady growth in the value of both the private bond market and the assets of pension funds. However, the level of financing directed to the economy is still small, given the country’s level of development, and there are important structural challenges that need to be addressed. Both the Central Bank and the Finance Ministry issue public debt, each with different purposes, and there appears to be little coordination between the two organs in terms of rate of returns and maturity of the issued bonds. The primary market of private bonds suffers from a long and complicated issuing process that stems from coordination and communication problems among the different regulators. The bond secondary market lacks key aspects of market infrastructure. Finally, institutional investors invest mostly on public debt instruments and bonds issued by finance sector firms.

    Abstract: The IEA's 2012 review of Ireland's energy policies and programmes finds that Ireland has suffered a significant economic downturn, but remains committed to its ambitious energy targets to bring the country towards a low-carbon economy. Ireland’s location at the edge of the Atlantic Ocean ensures one of the best wind and ocean resources in Europe, and Ireland has set the ambitious target of producing 40% of its electricity from renewable sources by 2020. Ireland is highly dependent on imported oil and gas. While the push to develop renewable energies is commendable, this will result in an increased reliance on natural gas, as gas-fired power plants will be required to provide flexibility in electricity supply when wind power is unavailable. With two-thirds of Ireland’s electricity already coming from gas-fired generation, this poses concerns with regard to gas security, particularly as 93% of its gas supplies come from a single transit point in Scotland. In order to meet Ireland’s ambitious renewable targets and improve the island’s level of energy security, the country must successfully develop a range of gas and electricity infrastructure projects and market solutions while continuing to integrate its energy markets with regional neighbours. Ireland also has a pro-active energy efficiency policy, including a detailed National Energy Efficiency Action Plan outlining 90 measures and actions to be implemented in order to achieve the target of 20% energy savings in 2020.This review analyses the energy-policy challenges currently facing Ireland, and provides sectoral studies and recommendations for the further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

    Abstract: The solar heating and cooling (SHC) roadmap outlines a pathway for solar energy to supply almost one sixth (18 EJ) of the world’s total energy use for both heating and cooling by 2050. This would save some 800 megatonnes of carbon dioxide (CO2) emissions per year; more than the total CO2 emissions in Germany in 2009. While solar heating and cooling today makes a modest contribution to world energy demand, the roadmap envisages that if concerted action is taken by governments and industry, solar energy could annually produce more than 16% of total final energy use for low temperature heat and nearly 17% for cooling. Given that global energy demand for heat represents almost half of the world’s final energy use – more than the combined global demand for electricity and transport – solar heat can make a significant contribution in both tackling climate change and strengthening energy security.

During the conduct of the assay, the egg production is measured quantitatively daily in each test vessel. At termination of the 21-day exposure period, two biomarker endpoints are measured in males and females separately, as indicators of endocrine activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Gonads of both sexes are also preserved and histopathology may be evaluated to assess the reproductive fitness of the test animals and to add to the weight of evidence of other endpoints.

Modernisation of Ukraine’s energy-supply sectors has only begun and will require investment on a huge scale, complemented by a fundamental reform of the business environment. A strong dependency on oil and gas imports and often-inefficient energy production, transportation and supply sectors means that reducing energy demand must be a greater priority. The potential for energy efficiency gains in the residential, district heating and industrial sectors is large. Endowed with large conventional energy reserves, alongside sizeable renewable potential, Ukraine can build the capacity to significantly increase its resource production. Releasing this potential will require deep regulatory reform and full implementation of international treaty provisions. Effective competition, alongside a progressive move towards market prices, will also help Ukraine attract investment to develop the sector. A draft energy strategy, which sets out a series of supply-side measures, was published in 2012. Broadening and implementing a comprehensive energy strategy, one that takes greater account of demand-side policies, could significantly improve progress in the medium term. This review analyses the large energy-policy challenges facing Ukraine and provides recommendations for further policy improvements. It is intended to help guide policy makers in the country towards a more secure and sustainable energy future.

The two reference test methods that provide the basis for this PBTG are: the Stably Transfected TA (STTA) assay using the (h) ERá-HeLa-9903 cell line, derived from a human cervical tumor, and the BG1Luc ER TA assay using the BG1Luc-4E2 cell line, derived from a human ovarian adenocarcinoma. The cell lines used in these assays express ER and have been stably transfected with an ER responsive luciferase reporter gene. The assays are used to identify chemicals that activate the ER following ligand binding, after which the receptor-ligand complex binds to specific DNA response elements and transactivates the reporter gene, resulting in increased cellular expression of a marker enzyme (e.g. luciferase in luciferase based systems). The enzyme then transforms the substrate to a bioluminescent product that can be quantitatively measured with a luminometer.These test methods are being proposed for screening and prioritisation purposes, but also provide mechanistic information that can be used in a weight of evidence approach.

    Abstract: This report addresses the increasingly important interactions of variable renewables and dispatchable energy technologies, such as nuclear power, in terms of their effects on electricity systems. These effects add costs to the production of electricity, which are not usually transparent. The report recommends that decision-makers should take into account such system costs and internalise them according to a “generator pays” principle, which is currently not the case. Analysing data from six OECD/NEA countries, the study finds that including the system costs of variable renewables at the level of the electricity grid increases the total costs of electricity supply by up to one-third, depending on technology, country and penetration levels. In addition, it concludes that, unless the current market subsidies for renewables are altered, dispatchable technologies will increasingly not be replaced as they reach their end of life and consequently security of supply will suffer. This implies that significant changes in management and cost allocation will be needed to generate the flexibility required for an economically viable coexistence of nuclear energy and renewables in increasingly decarbonised electricity systems.

Since then, a growing number of countries at all levels of development have legislation or regulations prescribing the application of Strategic Environmental Assessment (SEA)  and many more are introducing it as part of their policy tools. This is creating unique opportunities for better policy making and planning by incorporating environmental considerations into high-level decision-making and opening new mechanisms to build consensus on development priorities within governments themselves and between governments and societies. Many development co-operation agencies and their partners are already making good progress in applying SEA. This publication presents the nine most interesting case studies of SEA in progress, selected from a total 100. These nine cases highlight that SEA can:• Safeguard environmental assets for sustainable poverty reduction and development;• Build public engagement in decision making;• Prevent costly mistakes by alerting decision-makers to potentially unsustainable development options at an early stage in the decision-making process;• Speed up implementation of projects and programmes;• Facilitate co-operation around shared environmental resources and contribute to conflict prevention.

    Abstract: The costs of mental ill-health for the individuals concerned, employers and society at large are enormous. Mental illness is responsible for a very significant loss of potential labour supply, high rates of unemployment, and a high incidence of sickness absence and reduced productivity at work. In particular, mental illness causes too many young people to leave the labour market, or never really enter it, through early moves onto disability benefit. Today, between one-third and one-half of all new disability benefit claims are for reasons of mental ill-health, and among young adults that proportion goes up to over 70%. Indeed, mental ill-health is becoming a key issue for the well-functioning of OECD’s labour markets and social policies and requires a stronger focus on policies addressing mental health and work issues. Despite the very high costs to the individuals and the economy, there is only little awareness about the connection between mental health and work, and the drivers behind the labour market outcomes and the level of inactivity of people with mental ill-health. Understanding these drivers is critical for the development of more effective policies. This report aims to identify the knowledge gaps and begin to narrow them by reviewing evidence on the main challenges and barriers to better integrating people with mental illness in the world of work.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. The country also enjoys extensive wind, solar and geothermal resources as well as large biomass and ocean energy potential. The energy sector is a significant contributor to the Australian economy. Exports have more than tripled over the past decade and surging economic and social expansion in relatively nearby emerging economies such as China and India has driven significant demand for Australian energy and mineral resources. This boom is widely forecast to continue in the coming decades. Late in 2011, the Australian government released a draft energy white paper, which sets out a comprehensive strategic policy framework to guide the development of the energy sector. Also in 2011, the Australian government announced a climate change plan including a wide-ranging package of clean-energy proposals and the introduction of a carbon price mechanism accompanied by significant levels of financial support for innovation in clean-energy technologies. The scale of Australia’s energy policy ambitions is enormous and very costly even for a resource-rich nation. Significant investments will be needed for the clean-energy transition and building the infrastructure necessary to expand the domestic resource base. This review analyses the energy-policy challenges facing Australia and provides critiques and recommendations for further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

Corruption hinders prosperity, causes long-term damage to societies, and diminishes the efficiency of investment in their human potential. Driven by the insight that corruption in education can undermine even the best of intentions, the Republic of Serbia requested the OECD to assess the integrity of its education system – to collect evidence on shortcomings and strengths, to provide a forecast of corruption incidence, and to identify solutions for closing the gaps. This first of its kind integrity report seeks to give pragmatic answers to these queries and support authorities and stakeholders in taking informed decisions on how to strengthen integrity and prevent corruption in the sector. It uses a novel methodology for assessing the integrity of education systems (INTES) to identify the underlying causes of malpractice, and point out areas in need of attention. The report gives a brief overview of education in Serbia and provides a note on the overall integrity climate in the country (Chapter 1). It moves on to identify issues that affect the capacity of the system to ensure fair access (Chapter 2) and deliver satisfactory quality (Chapter 3), to manage resources and staff diligently and professionally (Chapter 4) and to prevent and detect malpractice and corruption (Chapter 5). Chapter 6 contains the recommendations and suggestions for follow-up.

    Abstract: The United Kingdom is preparing for a deep decarbonisation of its energy system. The country has decided to halve its greenhouse gas emissions from 1990 to 2027 and to cut them by a total of 80% by 2050. For this to happen, significant private-sector investment in new energy infrastructure is needed. As it seeks concrete solutions to the low-carbon investment challenge, the United Kingdom is leading by example. The UK’s proposed Electricity Market Reform is a pioneering effort that will be closely observed by other countries. Ideally, this complex and ambitious reform would in the long run lead to a more liberalised marketplace in which low-carbon power generation technologies compete to deliver innovative and least-cost outcomes. Security of supply remains a key focus of energy policy. Fossil fuel production in the United Kingdom has peaked, and a fifth of the country’s ageing power generating capacity will have to be closed this decade. However, oil and gas imports are well diversified, and the government intends to promote various technologies to generate low-carbon electricity – renewable and nuclear energy and carbon capture and storage. More efficient energy use is essential to both decarbonisation and energy security. The Green Deal programme, which the UK plans to launch later this year, aims to improve energy efficiency in buildings and public spaces. The programme has the potential to help energy consumers overcome economic challenges, but for it to succeed, the general public must be sufficiently aware of its benefits.

    Abstract: This report gives an update on fiscal consolidation strategies across OECD member countries since last year. Chapter 1 describes the scope and composition of country plans, compares them with calculated fiscal need, and provides information on the timing and details. Chapter 2 contains notes on each of the countries which present the current fiscal position and announced fiscal paths, the consolidation plans, and detailed expenditure and revenue measures. Chapter 3 discusses the financial situation and consolidation needs of sub-national governments, and the policies that are being carried out at both levels of government to reach the consolidation objectives.

    Abstract: This Test Guideline lists methods for determining the density of liquids and solids, giving only a succinct description of them. The density of a substance is the quotient of its mass and its volume and is expressed in SI units as kg/m3 at a specified temperature. Several methods are for liquid substance only: hydrometer, immersed body method (both are buoyancy methods) and oscillating densitometer. These methods are applicable to liquids with a dynamic viscosity below 5 Pa.s for hydrometer and oscillating densitometer and below 20 Pa.s for immersed body method. The method for solids only is the air comparison pycnometer, and pour and tap. The methods for both liquids and solids are the hydrostatic balance (a buoyancy method) and the pycnometer. The dynamic viscosity of liquids to be investigated should not exceed 5 Pa.s for the hydrostatic balance, and should not be above 500 Pa.s for the pycnometer.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: For the most part, the findings are clear: while many donors and partner country governments have made significant progress towards the targets that they set themselves for 2010, few of them have been met. Partner country authorities appear to have gone further in implementing their commitments under the Paris Declaration than donors, though efforts – and progress – also vary significantly across countries and donor organisations. As the international community takes stock of what has been achieved on the occasion of the Fourth High Level Forum on Aid Effectiveness in Busan, Korea (29 November to 1 December 2011), this report sets out evidence of progress and challenges in making aid more effective. This evidence should help forge a consensus beyond Busan that aid – and its effectiveness –represents only one element of a broader landscape of development finance and joint efforts to make aid more effective can and should inform a broader development effectiveness agenda.
