    Abstract: In complex natural resource systems, modifications or disruptions tend to affect many and diverse components of the ecological system, settlements and groups of people. This book uses the Lagoon of Venice-- a unique natural resource, wildlife habitat, centre of cultural heritage and recreational site-- as an example of one such system that has been heavily affected by human activities, including the harvesting of natural resources and industrial production. The contributors explore the Lagoon's potential for regeneration, examining public policies currently under consideration. The aim of these policies is to restore island coastlines and marshes, fish stocks, habitat and environmental quality, defend morphology and landscape through the strict control of fishing practices, and to protect the islands from high tides

    Abstract: Is the value of reducing environmental risk greater for children than for adults? If so, what does this mean for policy makers? This report, the final output of the Valuation of Environment-Related Health Impacts (VERHI) project, presents new research findings on these key environmental policy questions. The authors estimate a "VSL" (Value of a Statistical Life) for children and adults based on new methodological approaches for valuing children’s health. The survey work is distinguished by its international dimension (surveys were conducted in the Czech Republic, Italy and the United Kingdom) and by the extensive development efforts undertaken. The result: Two new survey instruments based on different methodological approaches; new estimates of the VSL for adults and children; analysis of the effects of context and other factors on risk preferences; presentation of novel ways to communicate risk, including a variety of visual aids; and insights that identify interesting paths for further study.

Les auteurs présentent des estimations de la VVS (valeur d’une vie statistique) des enfants et des adultes qui sont produites sur la base de nouvelles approches méthodologiques de l’évaluation de la santé des enfants. Ces travaux se distinguent par la dimension internationale des enquêtes (réalisées en Italie, en République tchèque et au Royaume-Uni) et par un travail approfondi de mise au point. Les résultats du projet sont multiples : deux nouveaux instruments d’enquête reposant sur des approches méthodologiques différentes ; de nouvelles estimations de la VVS des adultes et des enfants ; une analyse des effets du contexte et d’autres facteurs sur les préférences en matière de risques ; des moyens originaux de présenter les risques, dont divers supports visuels ; et des enseignements qui permettent de dégager des pistes intéressantes en vue de nouvelles études.

    Abstract: This study uses a contingent valuation approach to value the willingness-to-pay (WTP) for improved service experienced by households in Nepal following the end of the country's load-shedding crisis of 2008-2016. Using a detailed survey of grid-connected Nepali households, the authors calculate the WTP per outage-day avoided and the residential value of lost (VoLL) and analyze their key drivers. Households are willing to pay, on average, 123.32 NR (USD 1.11) per month, or 65 percent of the actual average monthly bill for improved quality of power supply. The preferred estimates of the VoLL are in the range of 5 to 15 NR/kWh (Ø4.7-Ø14/kWh). These estimates are below the marginal cost of avoided load shedding, and virtually the same as valuations at the beginning of the load-shedding crisis

    Abstract: During the 2020-2022 period, the COVID Pandemic affected, directly or indirectly, every economic sector globally. While the effects on some sectors, such as travel and tourism, were highly visible, those on other sectors, such as utility services, require investigation. Whether COVID-19 affected total electricity generation and the electricity supply mix is an empirical question, which this study attempts to answer using panel data of daily electricity generation between January 2018 and September 2021 from 26 countries. The study finds that a 1-unit increase in the stringency measure of COVID-19 is linked with a 463 MWh decrease in the total daily electricity generation. The study does not find a significant change in the electricity generation mix due to COVID-19 responses, although there is some evidence of some substitution of wind with solar and coal with natural gas

    Abstract: "The authors interviewed commuters in Delhi, India, asking them to report their willingness to pay (WTP) to reduce their risk of dying in road traffic accidents in each of three scenarios that mirror the circumstances under which the majority of the road fatalities in Delhi occur. The WTP responses are internally valid, in the sense that WTP increases with the size of the risk reduction, income, and exposure to road traffic risks, as measured by length of commute and whether the respondent drives a two-wheeler. As a result, the "value of a statistical life" (VSL) is individuated-that is, it varies across groups of beneficiaries. For the most likely beneficiaries of road safety programs-the most highly exposed individuals-the VSL is about 150,000 PPP

    Abstract: In April 2015, the Government of Ukraine abruptly raised the tariffs of natural gas to residential customers, which were previously well below the cost of acquiring gas and delivering it to households. The tariff increase-700 percent-caused considerable distress to the population and led the government to scale up its existing energy assistance program, the housing and utilities subsidy program. This paper examines the welfare effect of the program and potential redesigns of the program. Using several waves of Ukraine's Household Budget Survey, the analysis finds that electricity, gas, and fuels account for a considerable share of household income. After the tariff hike, the average household that did not receive the housing and utilities subsidy spends 11 percent of its income on electricity, gas, and fuels, implying that it meets the definition of "fuel poor". The average share for households that do receive the subsidy is 6-8 percent. The housing and utilities subsidy cuts the rate of fuel poverty in half. It also brings considerable consumer surplus gains of 6-7 percent of income. This comes at a high price tag for the government, as the budget for the housing and utilities subsidy is 1-2.5 percent of gross domestic product. Considerable savings would be achieved with only a small loss of consumer surplus if the housing and utilities subsidy was cut in half. Linking the subsidy solely to income would also attain considerable savings, but at a high loss of welfare. The housing and utilities subsidy could also be paired with social tariffs, or an energy efficiency subsidy, with major savings for the government

    Abstract: This paper presents a review of existing approaches to estimate the costs of inaction, as well as the benefits of policy action, for air pollution. It focuses primarily on health impacts from air pollution. The paper presents the “impact pathway approach”, which includes various steps in the analysis of the costs of air pollution. These include quantifying emissions, calculating the concentrations of the pollutants, applying epidemiologic studies to calculate the physical health effects and applying valuation methods to calculate the economic costs of the health impacts. The report also reviews applications of the impact pathway approach to applied economic studies that aim at calculating the macroeconomic costs of air pollution. It proposes possible approaches for including the feedbacks from the health impacts of air pollution in an applied economic framework. While ideally this requires serious modifications of the modelling frameworks and an improvement of the available empirical results, some impacts, such as changes in health expenditures and labour productivity, can easily been incorporated, following the literature on the economic costs of the health impacts of climate change.
