    Abstract: Artificial intelligence is becoming an increasingly important topic in the cultural sector. While museums have long focused on building digital object databases, the existing data can now become a field of application for machine learning, deep learning and foundation model approaches. This goes hand in hand with new artistic practices, curation tools, visitor analytics, chatbots, automatic translations and tailor-made text generation. With a decidedly interdisciplinary approach, the volume brings together a wide range of critical reflections, practical perspectives and concrete applications of artificial intelligence in museums and offers an overview of the current state of the debate.

Die zentrale Frage lautet: Wie kann gesellschaftliche Vielfalt künftig angemessener abgebildet werden, ohne Verbindendes weiter abzubauen? Die Beiträger_innen des Bandes loten die bestehenden Medienstrukturen kritisch aus und zeigen mögliche Alternativen auf. So könnte ein konkurrierendes Modell der Direktbeauftragung von Medienmacher_innen, finanziert aus den bestehenden Beitragseinnahmen, ARD, ZDF und Co. zum Sparen zwingen und das System in Bewegung bringen, ohne Mehrkosten zu verursachen

Von intellektueller Seite dagegen klingen die Erinnerungen an Krieg, Holocaust und Nationalsozialismus mit schwerem Pathos nach. Wie passen diese Gegensätze zusammen? Die Beiträger*innen legen anhand häufig übersehener Kulturphänomene wie den Liebesgeschichten in der Illustrierten "Constanze" oder den Gedichten der jungen Münchnerin Dagmar Nick ein spannungsreiches Bild der BRD frei. Jenseits von eindimensionalen Zuschreibungen geben sie so neue Impulse für die kulturwissenschaftliche Erforschung der deutschen Nachkriegszeit.

The agricultural innovation and knowledge system could play a key role in addressing the environmental challenges and improving the sector’s resilience. Policies for the Future of Farming and Food in Spain undertakes a thorough examination of the Spanish agro-food sector. It applies the OECD Productivity, Sustainability and Resilience (PSR) analytical framework along with the latest data from the OECD Agri-Environmental Indicators to benchmark the country’s sustainable productivity performance and to identify the main challenges facing the sector. This report proposes a new policy approach, which puts innovation at the centre of a strategy to reconcile environmental performance and productivity growth. Its policy recommendations focus on actions to improve the agricultural knowledge and innovation system and make it more responsive to the most urgent environmental pressures. This requires strengthening the institutional and regulatory framework that supports agricultural innovation and creating incentives to tackle the impediments for a more sustainable and resilient agriculture.

    Abstract: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: The Environmental Tax Policy Review of Andalusia provides a detailed review of the environmentally related tax framework in the areas of greenhouse gas emissions and air pollution, water usage and pollution, and waste and circular economy in the Autonomous Region of Andalusia, Spain. For each thematic area, the study identifies the scope for action at the regional level, assesses how Andalusia’s existing environmentally related taxes align with environmental tax policy principles and provides strategic recommendations to support Andalusia to improve environmental outcomes and enhance national and global environmental performance.

    Abstract: Early school leaving (ESL) can lead to mounting individual challenges and generate high economic costs to education systems and societies at large. Spain has made significant progress in reducing ESL in recent years; in 2022, the ESL rate was 13,9% - almost half the points of a decade earlier. However, noteworthy regional disparities remain, and Spain’s average ESL rate remains one of the highest among OECD and EU member countries. Informed by national and international research evidence and good practices, and by the expert contribution of key education stakeholders, this report identifies existing strengths and challenges to address ESL across Spain. It proposes five areas for action that each include a range of evidence-based and actionable recommendations for a coordinated approach to reducing ESL in all autonomous communities and in the autonomous cities of Ceuta and Melilla.

    Abstract: Spain has a high share of the working age population at risk of poverty or social exclusion and a high incidence of child poverty. While Spain has introduced a minimum income at the national level, social inclusion policies are the responsibility of the regions. At present, the coverage of the minimum income remains low and there are many differences in the design and implementation of social inclusion policies across regions, especially as a number of regions do not develop social inclusion strategies. There is also a lack of a multidimensional approach to social inclusion. This report develops options for new inclusion models that address current challenges and help formulate a coherent inclusion strategy. It also sets out a blueprint for developing a monitoring and evaluation framework. The recommendations aim to increase the effectiveness of minimum income policies and strengthen the co-ordination between social services, employment, health and housing.

In addition, CCS policies can also boost well-being outcomes and social cohesion through preserving and promoting local cultural heritage and encouraging cultural participation. CCS policy which capitalises on these global trends, whilst recognising the specific context of EU outermost regions, could help promote these areas and contribute to local development.

    Abstract: Spanish society values families and family life highly, but the way that families look and live has been changing drastically over the past decades. From being one of the countries with the highest fertility rates in Europe, Spain now has the lowest rate in the region and the legalisation of divorce and social acceptance of co-habitation has led to a decline in the traditional nuclear family model. At the same time, the share of mothers who are employed increased by more than 50% over the past two decades, though it remains below the OECD average. While family law has evolved quite strongly alongside these societal changes, family policy – i.e. the combination of benefits, services, tax breaks and leave arrangements that support family members in raising and providing care to minor children and other dependent persons – has undergone some changes but few major reforms. This report suggests ways to adapt Spain’s family policy to incorporate family diversity into the national policy framework, improve family well-being, reduce child poverty and make family life easier for all.

    Abstract: Around one-third of the European Union’s budget is dedicated to cohesion policy, which promotes and supports the overall harmonious development of its Member States and regions. The success of this investment relies on effective partnerships among governments, stakeholders, and citizens. Citizens have a key role to play in shaping decisions on public investment, as well as in making public authorities more transparent and accountable. From July 2020-December 2021, the European Commission and the OECD partnered to explore how five authorities across Europe could place citizens at the centre of their investment decisions. This report summarises lessons learned throughout this project and, particularly, the results of applying innovative citizen participation methods to cohesion policy more broadly.

    Abstract: Este informe presenta un análisis en profundidad del sistema español de innovación y de su estado actual en relación con la transferencia de conocimiento y la colaboración entre ciencia y empresa en España. El estudio identifica cinco áreas prioritarias de reforma e inversión a largo plazo como base para una nueva Hoja de Ruta. Estas prioridades incluyen una mayor autonomía operativa para universidades y centros públicos de investigación acompañada por rendición de cuentas centrada en resultados, así como una inversión sostenida en capacidades que permitan la conexión entre ciencia y empresa. Para poner estas reformas en marcha y mantenerlas en el tiempo, resulta necesario un nuevo pacto entre la ciencia y la sociedad española. Esta nueva relación se debería basar en el entendimiento entre todos los actores en el sistema de ciencia e innovación y la sociedad en general mediante un acuerdo que comprometa a los primeros a perseguir impactos sociales como contraparte de un apoyo más estable y predecible por parte de ésta última.

    Abstract: Before the pandemic hit, the city of Bilbao had the highest economic growth in Spain from 2000 to 2018, driven by a shift from heavy industry to a service-based economy. It also benefitted from a burgeoning tourism and culture sector, thanks to developments such as the Guggenheim Museum in 1998. Plagued with high unemployment in the late 90s, unemployment started to drop until 2008. However, such promising trends were unable to shield the city from the 2008 global financial and later COVID-19 crisis. This study assesses inequality in Bilbao and how the COVID-19 pandemic and the city’s response and recovery measures have affected its inclusive growth agenda. It also examines how Bilbao’s approach to deploying a smart city strategy and localising the SDGs contributes to the city’s overall resilience and inclusive growth objectives.

Responding to this need, this paper offers policy makers a tool to understand the organisation of public action in key sectors for integration - Employment, Education, Housing, and Health/Welfare – in a sample of 10 OECD countries: Austria, Canada, France, Germany, Ireland, Italy, New Zealand, Spain, Sweden and the Netherlands. The complexity of the division of powers among levels of government calls for coordination mechanisms between actors, whatever the level of decentralisation. Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

    Abstract: Social services in Spain are confronted with a series of challenges, including growing demand due to population ageing, changing family models, rising inequality and labour market changes. Services are fragmented and, with multiple providers, lack reliable and comprehensive data. There is also a discontinuity between primary and specialised care. The decentralised model of competences generates complexity in management and financing of services. With the current governance and financing system, there are disparities in the type and quality of social services provided across the 17 Spanish Autonomous Communities and two autonomous cities. In addition, there is a lack of portability of benefits throughout the country. This report suggests ways to improve the legal context, move towards more universal services, strengthen quality, and move towards more evidence-based policies.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

It provides an in-depth review of the first layer of protection of the elderly, first-tier pensions across countries and provideds a comprehensive selection of pension policy indicators for all OECD and G20 countries.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

Rechte und konservative Kräfte wurden bestärkt, aber auch die Solidaritätserfahrungen hallen immer noch nach. Wie steht es nun um die Kämpfe der Migration? Welche Kräfte haben sich durchgesetzt und welche Verschiebungen haben sich diskursiv und politisch ergeben? Und was bedeutet dies für emanzipatorische, pro-migrantische Perspektiven?     Abstract: Das 20. Jahrhundert als »Zeitalter der Extreme« (Eric Hobsbawm) ist in starkem Maße durch kriegerische und genozidale Auseinandersetzungen geprägt. Bei deren Untersuchung nahm die Geschichtsschreibung jahrzehntelang mehrheitlich eine androzentrische Perspektive ein und ignorierte die in den 1980er-Jahren besonders im angelsächsischen Raum einsetzende Forschung zu Geschlecht, Militär und Krieg. Die internationalen Beiträger*innen des Bandes widmen sich daher aus interdisziplinärer Perspektive der Geschlechterfrage in der Kriegsforschung. Ihre Analysen zu den Weltkriegen, zum Spanischen Bürgerkrieg sowie u.a. zu den Themen Mobilisierung, Wissenschaft und Kultur liefern einen wichtigen Beitrag zur geschlechtergeschichtlichen und -theoretischen Durchdringung der Kriegsgeschichte.

    Abstract: Questo rapporto analizza la dimensione territoriale della produttività nelle cooperative italiane, segmento che esprime una quota relativamente ampia dell’occupazione nazionale. Le cooperative assolvono a un’importante funzione anticiclica nella creazione di occupazione durante le crisi. Dopo la pandemia, potrebbero contribuire in misura significativa a un riorientamento dell’economia verso modelli maggiormente improntati all’inclusività e allo sviluppo sostenibile. In futuro, un rafforzamento dei livelli di produttività potrebbe favorire le cooperative nel perseguimento delle loro finalità di natura economica e sociale. Nell’analizzare la produttività nelle cooperative italiane, questo rapporto adotta un approccio incentrato sulla dimensione territoriale, date le loro numerose interdipendenze con le comunità locali. Le evidenze emerse mettono in luce i fattori locali maggiormente correlati alla prevalenza e alla produttività delle cooperative tra le regioni, i settori economici e nelle diverse classi dimensionali d’impresa. Un confronto con le imprese italiane non cooperative, così come con le imprese spagnole, cooperative e non, consente di osservare come i livelli di produttività varino a livello territoriale e tra diversi tipi di imprese osservati. Questo rapporto utilizza l’approccio analitico sviluppato dallo Spatial Productivity Lab dell’OCSE.

    Abstract: Andalusia is the largest mining producer in Spain, the second-largest copper producer in the EU and a leader in marble and gypsum production. The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

    Abstract: This study provides an in-depth assessment of Spain’s innovation system and the current state of knowledge transfer and collaboration. It identifies five priority areas for reform and long-term investment that should provide the basis of a new Roadmap. These include granting greater operational autonomy to universities and public research organisations in return for accountability on outcomes, putting in place a better integrated system of incentives that takes both individuals and organisations into account, and ensuring sustained investment in core capabilities to connect science and business. To put these reforms in motion and sustain them over time, a new type of covenant between science and society is needed in Spain today. This should be based on a ‘new deal’ between actors in the science and innovation system and society at large, committing to place the pursuit of concrete social benefits in return for more stable and predictable support.

    Abstract: In the wake of the COVID-19 pandemic, governments face both old and new fraud risks, some at unprecedented levels, linked to spending on relief and recovery. Public grant programmes are a high-risk area, where any fraud ultimately diverts taxpayers’ money away from essential support for individuals and businesses. This report identifies how Spain’s General Comptroller of the State Administration (Intervención General de la Administración del Estado, IGAE) could better identify and control for grant fraud risks. It demonstrates how innovative machine learning techniques can support the IGAE in enhancing its assessment of fraud risks in grant data. It presents a working risk model, developed with datasets at the IGAE’s disposal, and maps datasets it could use in the future. The report also considers the preconditions for advanced analytics and risk assessments, including ways for the IGAE to improve its data governance and data management.

    Abstract: While the COVID-19 crisis has put many economic activities on hold, notably tourism, a pillar of Granada’s economy, it has also created a momentum towards more sustainable production and consumption patterns, in line with carbon neutrality goals. The pandemic also magnified the need for new urban paradigms while increasing awareness on the potential of the circular economy to transition to low carbon cities and regions, whilst also stimulating economic growth, creating jobs, and improving people’s lives and social well-being. This report summarises the findings of a two-year policy dialogue with the city of Granada in Spain, and provides recommendations and a vision to transition to a circular economy. It draws on Granada’s own experience with the transformation of a wastewater treatment plant into a bio factory in 2015, which contributed to increased water reuse and the production of new material from waste. The report argues that the city of Granada can play a role as a promoter, facilitator and enabler of the circular economy. This will require a collective and coordinated approach across all stakeholders and levels of government.

Los programas de subvenciones públicas son un área de alto riesgo, en la que cualquier fraude acaba desviando el dinero de los contribuyentes de las prestaciones indispensables para los particulares y las empresas. Este informe identifica cómo la Intervención General de la Administración del Estado (IGAE) podría identificar y controlar mejor los riesgos de fraude en las subvenciones. Demuestra cómo las técnicas innovadoras de aprendizaje automático pueden ayudar a la IGAE a mejorar su evaluación de los riesgos de fraude en los datos de las subvenciones. Presenta un modelo de riesgo de trabajo, desarrollado con conjuntos de datos a disposición de la IGAE y mapea conjuntos de datos que se podrían utilizar en el futuro. El informe también considera las condiciones previas para la analítica avanzada y las evaluaciones de riesgo, incluyendo las formas en que la IGAE puede mejorar su gobernanza y gestión de datos.

    Abstract: This report explores the spatial dimension of productivity in the co-operatives of Italy, a country where they make up a relatively large share of total national employment. Co-operatives play a countercyclical role in job creation during crises. In a post-pandemic world, they could make a major contribution to steering the economy towards inclusiveness and sustainability. Productivity growth ensures that co-operatives can achieve both economic and social goals in the future. This report applies a place-based approach to investigate the issue of productivity in co-operatives, given their many interdependencies with local communities. Novel evidence points to the local factors that are linked with the concentration and productivity of co-operatives across regions, sectors and firm size classes in Italy. A comparison with other Italian firms as well as with Spanish co-operatives and other Spanish firms serves to illustrate how productivity performance varies across space and firm types. This report constitutes an empirical test for the analytical approach developed by the OECD Spatial Productivity Lab.
