    Abstract: To boost their domestic saving rate, many OECD countries have introduced savings accounts that offer tax advantages, called tax-preferred savings accounts. This report describes and analyses various tax-preferred savings accounts, excluding pension-related accounts, in a cross-section of 11 OECD countries. Based on a comparison of results, the report then answers the following questions: (1) which income groups benefit the most from these accounts; (2) to what extent do these accounts generate additional savings; and (3) how much tax revenue is foregone due to these accounts.Based on the findings, the report also suggests measures on how to improve the effectiveness of tax-preferred savings accounts.

La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services.     Abstract: Mind the Gap is an unprecedented attempt to quantify the size of one of the most pervasive barriers to energy efficiency – principal-agent problems, or in common parlance, variations on the ‘landlord-tenant’ problem. In doing so, the book provides energy analysts and economists with unique insights into the amount of energy affected by principal-agent problems. Using an innovative methodology applied to eight case studies (covering commercial and residential sectors, and end-use appliances) from five different IEA countries, the analysis identifies over 3 800 PJ/year of affected energy use – that is, around 85% of the annual energy use of a country the size of Spain. The book builds on these findings to suggest a range of possible policy solutions that can reduce the impact of principal-agent problems and help policy makers mind the energy efficiency gap.

    Abstract: The Uterotrophic Bioassay is an in vivo short-term screening test. It is based on the increase in uterine weight or uterotrophic response. The Uterotrophic Bioassay relies for its sensitivity on an animal test system in which the hypothalamic-pituitary-ovarian axis is not functional. Two oestrogen sensitive states in the female rodent meet this requirement: i) immature females after weaning and prior to puberty and ii) young adult females after ovariectomy with adequate time for uterine tissues to regress. The test substance is administered daily by oral gavage or subcutaneous injection. Each treated and control group should include at least 6 animals. Graduated test substance doses are administered to a minimum of two treatment groups of experimental animals using one dose level per group and an administration period of three consecutive days for immature method and a minimum administration period of three consecutive days for ovx-adult method. The animals are necropsied approximately 24 hours after the last dose. For oestrogen agonists, the mean uterine weight of the treated animal groups relative to the vehicle group is assessed for a statistically significant increase. A statistically significant increase in the mean uterine weight of a test group indicates a positive response in this bioassay. The report should include: the daily body weights, the daily record of status of animal, the wet and blotted uterine weight, the daily food consumption.

La Declaración de París sobre la Efectividad de la Ayuda al Desarrollo, acordada y suscrita por más de 100 donantes y países en desarrollo en marzo de 2005, compromete conjuntamente a los donantes y los países socios a "desarrollar y aplicar enfoques comunes para la evaluación estratégica ambiental a nivel de sector y nación". Esta Guía explica los beneficios de usar la Evaluación Ambiental Estratégica en la cooperación para el desarrollo, y presenta los pasos clave para su aplicación, basándose en experiencias recientes. El documento identifica 12 diferentes puntos de ingreso para la aplicación práctica de la EAE en la cooperación para el desarrollo. Para cada punto de ingreso, ofrece una nota guía, una lista de control de preguntas y estudios de caso prácticos. La Guía también aborda la evaluación y el desarrollo de capacidades para los procesos de la EAE.     Abstract: The purpose of this study is to assess the role of foreign direct investment (FDI) in Croatia. The main characteristics of FDI in that country are described, along with its impacts on employment, fiscal revenues and trade. The study first looks at Croatia’s balance of payments statistics, compiled by the Croatian National Bank. Croatia has attracted a relatively significant amount of FDI, especially when FDI per capita statistics are compared with those of its neighbours. Reinvested earnings as a percentage of FDI have also increased in the past few years. However, most FDI has been concentrated in the services sector, especially financial services and retail andwholesale trade, reflecting foreign investor interest in the domestic market.     Abstract: World energy demand is surging. Oil, coal and natural gas still meet most global energy needs, creating serious implications for the environment. One result is that CO2 emissions, the principal cause of global warming, are rising. This new study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. To optimise the efficiency of their energy policy, OECD countries must consider energy security and climate change mitigation priorities jointly. The bookpresents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The “indicators” are applied to a reference scenario and CO2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom. Simultaneously resolving energy security and environmental concerns is a key challenge for policy makers today. This study helps chart the course.

    Abstract: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

    Abstract: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

    Abstract: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.

Post-apartheid South Africa has succeeded in swiftly opening its economy to international trade and capital flows, and in stabilising the economy while achieving reasonably good growth performance, mainly driven by productivity gains. However, important socio-economic problems persist, especially unemployment, poverty and the exclusion of a large fraction of the population from the formal economy. The country is now in the middle of two more specifically economic transitions: i) responding to globalisation and ii) transforming the structure of the economy away from its former heavy dependence on primary resource production and associated commodity-based industries. In this context, enhancing innovation capabilities is key to a sustained improvement of living standards based on productivity-driven growth. This review assesses the national innovation system of South Africa from this perspective, identifying areas and means for improvement with an emphasis on the role of public research organisations and policies.

    Abstract: Having adhered to the OECD Declaration on International Investment and Multinational Enterprises in July 2007, Egypt undertook a thorough review by OECD members of its international investment policies using the Policy Framework for Investment. This publication presents the results of this review. It finds that international investors responded quickly to the government’s policy reform efforts: foreign direct investment (FDI) into Egypt increased eightfold in just three years, diversifying away from the petroleum sector and bringing much-needed investment to a broad range of manufacturing and service industries. However, the review also shows that investment climate reforms take time and many challenges still lie ahead. These include ongoing efforts to phase out unnecessary sectoral restrictions on investment, maintaining the momentum for broadening the privatisation programme and encouraging entrepreneurship by promoting transparency, accountability and competition.

    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

    Abstract: Les études sur les résidus dans le bétail sont conduites afin de mesurer les concentrations de résidus dans la viande, le lait, des œufs et des sous-produits carnées comestibles après utilisation d'un produit pesticide. Les situations auxquelles de telles études s'appliquent comprennent l'application d'un pesticide à des produits agricoles bruts (PAB) et leur ingestion par le bétail, les pesticides directement appliqués sur le bétail, et les pesticides employés dans les locaux d’élevage. Les principaux objectifs de l’étude sur les résidus dans les animaux d’élevage sont : d’établir une base pour la fixation des limites maximales de résidus (LMR) et de réaliser des évaluations des risques par ingestion alimentaire pour la sécurité du consommateur. Des études alimentaires séparées sont entreprises pour un ruminant (vaches laitières en lactation) et une volaille (poules pondeuse). Les substances d'essai sont appliquées quotidiennement (pendant au moins 28 jours) de préférence sous forme de capsule. L’étude sur les résidus dans les animaux d’élevage comporte normalement 3 concentrations différentes, 1X, 3X et 10X. Trois animaux par groupe de dose (et un pour le contrôle) sont employés pour des ruminants. Pour des poules, 9-10 animaux par groupe de dose (et 3 à 4 animaux pour le contrôle par étude) sont employés. Le rapport d’étude inclut la consommation quotidienne de nourriture, le poids, la production de lait ou d'oeufs et l’analyse (après et avant le dosage), des observations détaillées (les problèmes de santé…) et les analyses de tissus.

Dans leurs conclusions, les auteurs recensent dix domaines d’action requérant l’attention des pouvoirs publics. L’ouvrage présente aussi des « profils nationaux » qui donnent une vue d’ensemble des systèmes d’EAJE en place dans les 20 pays examinés.

Les auteurs identifient ensuite vingt mécanismes, ou liens concrets, entre les objectifs des systèmes nationaux de certification et ceux de la formation tout au long de la vie. Au travers de ces mécanismes, cet ouvrage cherche à fournir aux gouvernements et aux décideurs des outils qui puissent les aider à reconsidérer leurs politiques et programmes en matière de formation tout au long de la vie. Les résultats suggèrent que certains mécanismes jouent un rôle particulièrement important dans la promotion de la formation tout au long de la vie. On citera notamment ceux liés au transfert de crédits, à la reconnaissance des acquis antérieurs, aux cadres de certification et à l’implication des acteurs concernés.

Tout d'abord, il le définit de manière détaillée et montre ainsi quelles sont les multiples façons dont une activité industrielle – à la fois dans l'industrie manufacturière et dans les services – peut être transférée à l'étranger. Le rapport décrit les divers effets que les délocalisations ont sur l'emploi, qu’ils soient positifs ou négatifs. Enfin, ce rapport novateur esquisse les conséquences que les délocalisations pourraient avoir sur la politique publique. Il propose des solutions pour en limiter les effets négatifs tout en contribuant à instaurer la confiance entre les divers partenaires sociaux qui travaillent sur cette question.

    Abstract: This report presents the results of a survey of over 800 genetic testing laboratory directors in 18 OECD countries. It provides the first detailed overview of the availability and extent of molecular genetic testing across OECD member countries. The survey allowed the OECD to compare practices in individual countries in order to inform international action in setting standards and developing guidelines for practice. Based on the survey results, the report puts forward recommendations for action for better quality assurance and proficiency of molecular genetic testing. It shows, for example, that requirements for licensing and accreditation/certification of diagnostic molecular genetic testing laboratories have not penetrated OECD countries to a high degree or with any consistency. Considerable variations exist in mechanisms of licensing, certification and accreditation, including the standards by which tests are performed, results are reported, and the qualifications for laboratory personnel.

    Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

    Abstract: Reports the results of a project examining taxation and foreign direct investment (FDI), with a focus on three areas. Recent empirical studies and models are first reviewed, with the aim of better understanding what factors explain differences in the responsiveness of FDI to taxation, in different country and industry contexts. Second, the publication reports an exchange of views on considerations that are balanced by tax policy makers in the design of rules governing the taxation of inbound and outbound FDI, including increasing pressure to provide “internationally competitive” tax treatment. Third, the publication presents findings from a new framework developed for the project to analyse the implications of tax-planning by multinationals in reducing effective tax rates on cross-border investment. The findings highlight the need to address tax-planning when attempting to measure the “true” tax burden on FDI.

    Abstract: Pour tirer parti des avantages potentiels des migrations, il est indispensable que l’immigration aille de pair avec l’intégration, ou avec des dispositifs permettant de s’assurer que les immigrés s’intègrent réellement sur les marchés du travail, dans l’économie et dans la société. Certes, la politique en matière d’immigration est souvent décidée, conçue et financée à l’échelon national, mais son impact sur les immigrés et sur la collectivité en général est plus sensible à l’échelon local où elle est en contact avec d’autres politiques. Cet ouvrage met en évidence les principes et facteurs importants pour le soutien de l’intégration au niveau local. Il examine les initiatives locales mises en œuvre dans cinq pays de l’OCDE : le Canada, l’Espagne, l’Italie, le Royaume-Uni (Londres) et la Suisse. En comparant ces initiatives, cet ouvrage permet d’apporter des réponses à un certain nombre de questions clés que se posent tous les décideurs ainsi que les parties prenantes œuvrant dans ce domaine. L’ouvrage présente aux pouvoirs publics un ensemble de recommandations d’action concrètes à mettre en œuvre aussi bien au niveau local qu’au niveau national.

    Abstract: Too many workers leave the labour market permanently due to health problems, and yet too many people with a disabling condition are denied the opportunity to work. This second report in the OECD series Sickness, Disability and Work explores the possible factors behind this paradox. It looks specifically at the cases of Australia, Luxembourg, Spain and the United Kingdom, and highlights the roles of institutions and policies. A range of reform recommendations is put forward to deal with specific challenges facing the four countries.
