    Abstract: Im östlichen Europa leben in den letzten Jahrzehnten historische Mythen wieder auf: »Volkskultur« oder religiöse Traditionen tragen genauso zu einer nationalen Identitätspolitik bei wie jüngere Erinnerungsorte, beispielsweise aus dem Kontext Sport oder der Populärkultur. Mit Blick auf Polen, Tschechien, Russland, Bulgarien, Ungarn, Kroatien, die Slowakei sowie die Ukraine ethnografieren die Beiträge des Bandes diese Wiederentdeckung des Nationalen aus kulturwissenschaftlicher Perspektive. Sie beleuchten die Ursachen und Spezifika dieser aktuellen Entwicklungen in den postsozialistischen Ländern und gehen den Folgen für den europäischen Einigungsprozess nach.
    Abstract: In the last decades, historical myths have been revived in Eastern Europe: "Folk culture" or religious traditions contribute just as much to politics of national identity as do memorials of modern history, such as within the context of athletics or pop culture. Focusing on Poland, the Czech Republic, Russia, Bulgaria, Hungary, Croatia, Slovakia as well as Ukraine, the contributions found in this volume ethnographically explore this re-discovery of nationalism from the perspective of cultural studies. They illuminate the causes and specifics of these current developments in post-socialist countries and examine the consequences they have on the European process of unification.

    Abstract: Abstract: Der deutliche Anstieg von Asylsuchenden in Europa und die deutliche Ausweitung des Resettlementprogrammes in Kanada führen in Deutschland und Kanada zu neuen gesellschaftlichen Herausforderungen. Evidenzbasiertes Wissen muss in beiden Kontexten neu generiert werden, um Integration von Geflüchteten erfolgreich gestalten zu können. Von 2006 bis 2015 nahm Kanada 266.000 Personen als Flüchtlinge auf. Deutschland gewährte im gleichen Zeitraum 266.000 Asylbewerbern und Asylbewerberinnen Aufenthaltstitel und nahm zwischen 2012 und 2015 mehr als 40.000 Personen innerhalb humanitärer Aufnahmeprogramme auf. 2015 wurden in Deutschland mehr als 890.000 Asylsuchende registriert. Aktuell stehen nun beide Länder vor der großen Herausforderung, nicht nur die akute Notversorgung zu garantieren, sondern diesen Bevölkerungsgruppen Zugang zu allen wesentlichen gesellschaftlichen Bereichen zu ermöglichen.     Abstract: Öffentliche Sammlungen bewahren vielfach Dinge, die heute aus ethischen Gründen als sensibel eingestuft werden. Im Fokus stehen seit einigen Jahren die NS-Raubkunst und zunehmend auch Kulturgüter, die im Rahmen der Kolonialisierung nach Europa verbracht wurden. Doch gibt es noch viele weitere Arten sensibler Dinge wie sterbliche Überreste, religiöse Artefakte, illegal gehandelte Antiken oder unter den Artenschutz fallende Naturalia. Der Band wählt eine dezidiert vergleichende Perspektive und geht der Frage nach einem angemessenen Umgang mit diesen Objekten disziplinen- und institutionenübergreifend nach. Durch den Erfahrungsaustausch von Wissenschaftlerinnen und Wissenschaftlern aus Museen und Universitäten nimmt er das Thema erstmals auch systematisch für universitäre  Sammlungen in den Blick, die aufgrund ihrer Heterogenität ein besonders breites Spektrum potentiell sensibler Objekte abdecken. Public collections often preserve things that are nowadays considered ‘sensitive’ for ethical reasons. For some years, the focus has been on Nazi looted art and is now increasingly being directed at cultural assets brought to Europe as part of colonisation. There are, however, many other types of sensitive things, such as mortal remains, religious artefacts, illegally traded antiques and wildlife products that fall under the protection of endangered species. This volume chooses to take on a decidedly comparative perspective in investigating how to appropriately deal with these objects across disciplines and institutions. For the first time, through the exchange of experience between scientists from museums and universities, it also systematically examines the topic for university collections, which, due to their heterogeneity, cover a particularly wide range of potentially sensitive objects.

    Abstract: Nach dem großen Erfolg von "Latte Macchiato. Soziologie der kleinen Dinge" legt Tilman Allert nun den Nachfolgeband "Gruß aus der Küche" vor: Luftige Feuilletons über Lipgloss, den Knieschlitz in der Jeans, dunkle Brillen und den Dutt beim Manne, über Bemerkungen wie "genau" oder "lecker", über den neuen Thermomix, die Tanzstunde, den Abschied vom Abschied oder jüdischen Humor - Tilman Allert gelingt es spielend und mit leichter Hand, aus den kleinen Dingen des Alltags deren gesellschaftliche Bedeutung prägnant zu destillieren.     Abstract: It is often assumed that cosmopolitan thinkers since the Renaissance have simply adopted and refined concepts from classical antiquity. This study argues that modern European cosmopolitanism should be perceived as a unique phenomenon, distinct from Greek and Roman forms of cosmopolitan thinking. One key feature is its dynamism, or the idea of change built into modern theories of cosmopolitanism.Covering the period from the 1530s to the 1920s, this book investigates various manifestations of cosmopolitanism, including normative individualism, the dawn of historical thinking, and the dynamic conceptions of law and rights and of the international community. It analyses the international legal theories of selected authors from Francisco de Vitoria to Austrian lawyers Heinrich Lammasch and Alfred Verdross. The author focuses in particular on the development of hospitality rights and the right to immigration, republicanism and cosmopolitanism, and cosmopolitan education

    Abstract: "This volume examines the relationship between hope, mobility, and immobility in African migration. Through case studies set within and beyond the continent, it demonstrates that hope offers a unique prism for analyzing the social imaginaries and aspirations which underpin migration in situations of uncertainty, deepening inequality, and delimited access to global circuits of legal mobility. The volume takes departure in a mobility paradox that characterizes contemporary migration. Whereas people all over the world are exposed to widening sets of meaning of the good life elsewhere, an increasing number of people in the Global South have little or no access to authorized modes of international migration. This book examines how African migrants respond to this situation. Focusing on hope, it explores migrants’ temporal and spatial horizons of expectation and possibility and how these horizons link to mobility practices. Such analysis is pertinent as precarious life conditions and increasingly restrictive regimes of mobility characterize the lives of many Africans, while migration continues to constitute important livelihood strategies and to be seen as pathways of improvement. Whereas involuntary immobility is one consequence, another is the emergence and consolidation of new destinations emerging in the Global South. The volume examines this development through empirically grounded and theoretically rich case studies in migrants’ countries of origin, zones of transit, and in new and established destinations in Europe, North America, the Middle East, Latin America and China. It thereby offers an original perspective on linkages between migration, hope, and immobility, ranging from migration aspirations to return. "

    Abstract: Sub-Saharan Africa's natural resource-rich countries have poor human development. Children in these countries are more likely to die before their first birthday, more likely to be stunted, and less likely to attend school than children in other countries with similar income. Despite the current price downturn, extractives will remain an important part of Sub-Saharan Africa's growth story-using resource rents wisely remains a long term challenge. Governments must choose how to allocate resource rents between spending, investing in human or physical capital, or investing in global financial assets. The return to investing in physical and human capital will be high in countries where the capital stock is low. Moreover, higher levels of human capital make investments in physical capital more productive, which suggests that the optimal portfolio will involve investing in both. Human capital should be prioritized in many of Sub-Saharan Africa's resource-rich countries because of the low starting point. Investing effectively in human capital is hard because it involves delivering services, which means coordinating a large number of actors and activities. Three dimensions of governance are key: institutions, incentives and information. Decentralization and leveraging the private sector are entry points to reforming institutional structures. Revenues from natural resources can fund financial incentives to strengthen performance or demand. Producing information, making it available, and increasing social accountability helps citizens understand their rights and hold governments and providers accountable. Improving the quality of education and health services is central to improving human capital. Two additional areas are promising. First, early child development-mother and newborn health, and early child nutrition, care, and education-improves outcomes in childhood and later on. Second, cash transfers-either conditional or unconditional-reduce poverty, increase household investments in child education, nutrition, and health, and increase the investment in productive assets which foster further income generation

    Abstract: Ukraine's economic progress since its independence in the early 1990s has been uneven, in part due to the slow pace of reforms, unfavorable demographic factors, and low productivity. One of the key factors limiting success is the inadequacy of the skills of Ukraine's workforce with the needs of a modern economy. While the country demonstrates a strong record of educational attainment and acquisition of foundational skills, the post-secondary education and training system fails to equip workers with the right advanced skills for labor market success. This study provides new evidence on the nature of skills valued in the labor market, reviews the institutional constraints hindering the development and use of workforce's skills, and proposes a set of policy options. This study argues that, to improve skills formation and use, Ukraine needs to renew its public policies on post-secondary education, labor-market intermediation and information, and labor regulations. Drawing on household and firm surveys, the study finds that workers need a mix of advanced cognitive skills (like problem solving and communication), socio-emotional skills (like self-management and teamwork), and technical skills (like computer programing or sale skills) to be successful in the labor market and meet employers' demand. These skills are not necessarily explicitly taught in traditional learning settings. Policy makers should therefore rethink the content of post-secondary education and training to focus on the development of skills for the labor market rather than only attendance. To do so, establishing steady links between education institutions and enterprises, by setting up occupation standards and adapting curricula to firm demand, is crucial. An essential instrument to identify the demand for skills and facilitate fruitful investments in skills formation is a labor market information system-which provides reliable information on labor market prospects across post-secondary education fields and institutions and job requirements and characteristics to students, their families, and jobseekers. Nonetheless, a better formation of skills would only be beneficial if most of the workforce can put them at use in jobs, promoted by better labor regulations

Improving opportunities for all Mexicans to develop high quality and relevant skills and supporting employers to improve their human resources management can help Mexico to raise productivity levels and, by extension, the incentives for employers to hire individuals in the formal sector. Fostering better and more equitable skills outcomes, especially for women and youth, will also provide the foundation for building a healthier, more equitable, and more cohesive society. The OECD Skills Strategy Diagnostic Report: Mexico sets out eight skills challenges for Mexico. These challenges were identified through two interactive workshops with stakeholders, bilateral meetings, internal discussions with experts at the OECD, and analysis of documents and data produced by the OECD and other organisations. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

The OECD Programme for International Student Assessment (PISA) seeks to answer that question through the most comprehensive and rigorous international assessment of student knowledge and skills. The PISA 2015 Assessment and Analytical Framework presents the conceptual foundations of the sixth cycle of the triennial assessment. This revised edition includes the framework for collaborative problem solving, which was evaluated for the first time, in an optional assessment, in PISA 2015. As in previous cycles, the 2015 assessment covers science, reading and mathematics, with the major focus in this cycle on scientific literacy. Financial literacy is an optional assessment, as it was in 2012. A questionnaire about students’ background is distributed to all participating students. Students may also choose to complete additional questionnaires: one about their future studies/career, a second about their familiarity with information and communication technologies. School principals complete a questionnaire about the learning environment in their schools, and parents of students who sit the PISA test can choose to complete a questionnaire about the home environment. Seventy-one countries and economies, including all 35 OECD countries, participated in the PISA 2015 assessment.

    Abstract: Computer scientists are working on reproducing all human skills using artificial intelligence, machine learning and robotics. Unsurprisingly then, many people worry that these advances will dramatically change work skills in the years ahead and perhaps leave many workers unemployable. This report develops a new approach to understanding these computer capabilities by using a test based on the OECD’s Survey of Adult Skills (PIAAC) to compare computers with human workers. The test assesses three skills that are widely used at work and are an important focus of education: literacy, numeracy and problem solving with computers. Most workers in OECD countries use the three skills every day. However, computers are close to reproducing these skills at the proficiency level of most adults in the workforce. Only 13% of workers now use these skills on a daily basis with a proficiency that is clearly higher than computers. The findings raise troubling questions about whether most workers will be able to acquire the skills they need as these new computer capabilities are increasingly used over the next few decades. To answer those questions, the report’s approach could be extended across the full range of work skills. We need to know how computers and people compare across all skills to develop successful policies for work and education for the future.

However, little attention has been paid so far to explore what actually matters for young people in terms of job characteristics and employment conditions. Today, in many developing and emerging countries, a key development challenge is that existing jobs do not live up to youth aspirations. This study revisits youth labour market performance and the quality of jobs in developing countries. It places youth employment preferences at the forefront and answers the following questions. What is the nature of youth careers aspirations and job-related drivers of job satisfaction? What shapes such employment preferences? How likely will young people be able to meet their job aspirations? What policy makers can do to reduce the gap between youth preferences and the reality of jobs? The study draws on the comprehensive data from school-to-work transition surveys in 32 developing and transition countries in Africa, Asia, Europe and Latin America. It suggests a number of priority areas for policy makers to enhance youth well-being, raise labour productivity, and contain the chilling effects that unmet youth aspirations can generate on society.

    Abstract: Higher education policy is the key to lifelong learning and this is particularly important as the ageing population is increasing in many countries. It is a major driver of economic competitiveness in an increasingly knowledge-driven global economy and it also brings social cohesion and well-being. Countries are increasingly aware that higher education institutions need to foster the skills required to sustain a globally competitive research base and improve knowledge dissemination to the benefit of society. Kazakhstan’s higher education system has made progress over the past ten years. However, there is scope for improvement in delivering labour-market relevant skills to Kazakhstanis, and in supporting economic growth through research and innovation. In examining the higher education system in Kazakhstan, this report builds on a 2007 joint OECD/World Bank review: Reviews of National Policies for Education: Higher Education in Kazakhstan 2007. Each chapter presents an overview of progress made in the past decade across the main areas explored in the 2007 report. These include quality and relevance, access and equity, internationalisation, research and innovation, financing and governance. The report also examines policy responses to evolving dynamics in higher education and the wider socio-economic changes.

    Abstract: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC. New PISA 2015 analyses help highlight the relationship between the number of years of ECEC and academic performance at age 15, and the effects of ECEC attendance on health and well-being, and mothers’ employability.

    Abstract: Equitable educational opportunities can help to promote long-lasting, inclusive economic growth and social cohesion. Successful education and skills policies can empower individuals to reach their full potential and enjoy the fruits of their labour, regardless of their circumstances at birth. However, as this report shows, far too many children, students and adults from socio-economically disadvantaged backgrounds fall behind. In many countries, substantial learning gaps exist between students at opposite ends of the socio-economic scale, and these differences tend to increase in the transition into adulthood. All countries have ample room for improvement to ensure better learning outcomes for all. Early childhood education has been identified as an important element in future success, and requires investment, as do family and community-based support and programmes for children from families that have not attained a high level of education and skills. In the schools, targeted support is necessary for low performers from disadvantaged backgrounds and for poorly performing schools. As for the adult population, learning should be focused on improving employability, through a combination of education and practical job training. Barriers to participation in learning need to be removed, and delivery methods need to be more innovative and flexible. Targeted support is needed for the most vulnerable members of society.

As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach. The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

    Abstract: Australia’s overall performance in the Survey of Adult Skills (PIAAC) ranges from average to very good. However, three million adults, representing one-fifth of the working age population, have low literacy and/or numeracy skills. Building Skills for All in Australia describes the characteristics of the low-skilled and discusses the consequences that low skills have on economic and social development for both individuals and Australian society. The review examines the strengths of the Australian skills system, highlighting the strong basic skills found in the migrant population, widespread proficiency in use of ICT and the positive role of workplaces in skills development. The study explores, moreover, the challenges facing the skills system and what can be done to enhance basic skills through education, training or other workplace measures. One of a series of studies on low basic skills, the review presents new analyses of PIAAC data and concludes with a series of policy recommendations. These include: increasing participation of women in STEM fields, addressing underperformance of post-secondary VET students and preventing drop-out, improving pre-apprenticeships, enhancing mathematics provision within secondary education and tackling poor access to childcare facilities for young mothers.

    Abstract: With 1.2 billion people, today’s youth population aged 15-24 represents the largest cohort ever to enter the transition to adulthood.     Abstract: This Tax Policy Study on Taxation and Skills examines how tax policy can encourage skills development in OECD countries. This study also assesses the returns to tertiary and adult education and examines how these returns are shared between governments and students. The study builds indicators that examine incentives for individuals and governments to invest in education. These indicators take into account the various financial costs of skills investments for individuals such as foregone after-tax earnings and tuition fees, as well as whether investments are financed with savings or with student loans. Costs borne by governments such as grants, scholarships, lost taxes, and skills tax expenditures are also accounted for. The indicators also incorporate the returns to skills investments for individuals and governments through higher after-tax wages and higher tax revenues respectively.

    Abstract: The transition from early childhood education to primary school is a big step for all children, and a step which more and more children are having to take. Quality transitions should be well-prepared and child-centred, managed by trained staff collaborating with one another, and guided by an appropriate and aligned curriculum. Transitions like these enhance the likelihood that the positive impacts of early learning and care will last through primary school and beyond. While transition policies have been on the agenda of many countries over the past decade, little research has been done into how OECD countries design, implement, manage and monitor transitions. Filling these gaps is important for designing early years’ policies that are coherent, equitable and sustainable. This report takes stock of and compares the situation across 30 OECD and partner countries, drawing on in-depth country reports and a questionnaire on transition policies and practices. It focuses on the organisation and governance of transitions; and the policies and strategies to ensure professional, pedagogical and developmental continuity between early childhood education and care settings and schools. The report describes the main policy challenges highlighted by participating countries, along with a wealth of practical strategies for tackling them. The publication concludes with six “cross-cutting” pointers to guide future policy development.

This requires designing funding allocation models that are aligned to a school system’s governance structures, linking budget planning procedures at different levels to shared educational goals and evaluating the use of school funding to hold decision makers accountable and ensure that resources are used effectively and equitably.
