    Abstract: Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for increasing workforce skills. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s “Highland of Talent Strategy” to new “career ladders” which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

    Abstract: What does PISA actually assess? This book presents all the publicly available questions from the PISA surveys. Some of these questions were used in the PISA 2000, 2003 and 2006 surveys and others were used in developing and trying out the assessment. After a brief introduction to the PISA assessment, the book presents three chapters, including PISA questions for the reading, mathematics and science tests, respectively. Each chapter presents an overview of what exactly the questions assess. The second section of each chapter presents questions which were used in the PISA 2000, 2003 and 2006 surveys, that is, the actual PISA tests for which results were published. The third section presents questions used in trying out the assessment. Although these questions were not used in the PISA 2000, 2003 and 2006 surveys, they are nevertheless illustrative of the kind of question PISA uses. The final section shows all the answers, along with brief comments on each question.

    Abstract: This report explores the educational performance and attitudes of males and females during childhood and adolescence. It opens with a general summary of gender differences measured outside of the PISA assessment programme and then considers the knowledge gained about gender-related issues from PISA 2000, PISA 2003 and PISA 2006 when reading, mathematics and science respectively were the major domains of assessment. Among the key findings: in reading in PISA 2000, females significantly outscored males in all countries; in mathematics in PISA 2003, males outscored females somewhat; in the combined science scale in PISA 2006, there was no overall significant difference observed between males and females. However, when examining the various science competencies, knowledge components and attitudes to science, there were some marked differences.

    Abstract: Despite many examples of good practice, large weaknesses exist in many countries’ national career guidance services, according to extensive research conducted by the OECD, and by the Centre for the Development of Vocational Training and the European Training Foundation on behalf of the European Commission. Access is limited, particularly for adults. In addition, services often focus upon immediate decisions, and fail to develop career management skills. Training for those who provide services is frequently inappropriate, failing to reflect the full range of client needs or to take account of modern, more flexible delivery methods such as ICT. Services are poorly co-ordinated between different ministries, and between governments and other stakeholders. The evidence base is too weak to provide policy makers with useful data on outcomes, costs and benefits. These gaps stand in the way of governments’ attempts to implement lifelong learning, active employability and social equity policies. This joint publication by the OECD and the European Commission (staff working paper) gives policy makers practical tools to tackle these problems. In simple, non-technical language, the publication addresses a broad range of policy issues that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership. This publication is essential reading for all policy makers, especially those in education and labour, who are responsible for planning, managing and delivering career guidance services.

    Abstract: The rapidly growing demand for highly skilled workers has led to a global competition for talent. While basic competencies are important for the absorption of new technologies, high-level skills are critical for the creation of new knowledge, technologies and innovation. The OECD’s Programme for International Student Assessment (PISA) has taken an innovative approach to examining educational excellence, by directly assessing students’ knowledge, skills and attitudes and exploring how these relate to the characteristics of individual students, schools and education systems. Based on PISA survey results, this report examines who the highest performing students are, what the characteristics of the schools they attend are, to what extent they engage in science related activities outside of school, what their motivations and attitudes towards science are, and what their career intentions are.

    Abstract: This publication is the first report from the International Teaching and Learning Survey (TALIS). It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.

    Abstract: Questions surrounding the local and regional impact of higher education institutions (HEIs) have been around for a long time. In the United Kingdom there was pioneering work on the economic impact of Cambridge on its region (Segal Quince and Partners, 1985) and other studies in the 1980s, but the issues have become more focused in recent years around two poles of interest: the contribution that universities can make to the knowledge economy and the critical role that regions play in determining national economic success. This has prompted a major OECD/IMHE study, the findings of which have been published in a report entitled Higher Education and Regions: Globally Competitive, Locally Engaged (OECD, 2007). The report was followed by a conference, under the same title, held in Valencia, Spain, from 19 to 21 September 2007, which brought together many of the participants in the original research programme.     Abstract: Cela fait quelques années déjà que l’on s’efforce de mesurer l’impact local et régional des établissements d’enseignement supérieur (EES). La première étude dans ce domaine, menée au Royaume-Uni, portait sur l’impact économique de l’Université de Cambridge sur sa région (Segal Quince & Partners, 1985). D’autres travaux similaires ont suivi dans les années 80. Plus récemment, les analyses se sont toutefois concentrées davantage sur deux principaux volets : la contribution potentielle des universités à l’économie de la connaissance, et le rôle crucial des régions dans la réussite économique d’un pays. Die Internationale Schulleistungsstudie der OECD (PISA) sucht durch ihre Erhebungen der Kenntnisse und Fähigkeiten 15-jähriger Schülerinnen und Schüler in wichtigen Grundbildungsbereichen einige Antworten auf diese Fragen zu liefern. Die PISA-Erhebungen werden alle drei Jahre in den OECD-Mitgliedstaaten und einer Gruppe von Partnerländern und volkswirtschaften durchgeführt, die insgesamt nahezu 90% der Weltwirtschaft auf sich vereinen. PISA 2006: Naturwissenschaftliche Kompetenzen für die Welt von morgen stellt die Ergebnisse der jüngsten PISA-Erhebung vor, in deren Mittelpunkt die naturwissenschaftliche Grundbildung stand und die auch die Kenntnisse in Mathematik und Lesekompetenz evaluierte. Die Resultate werden in zwei Bänden dargestellt: Der erste bietet eine Analyse der Ergebnisse, der zweite Band (nur in Englisch und Französisch verfügbar) enthält die dieser Analyse zu Grunde liegenden Daten. Dieser Bericht liefert das umfassendste internationale Bild des heutigen Lernens im Bereich der Naturwissenschaften, wobei PISA 2006 nicht nur den Leistungsstand der Schülerinnen und Schüler erhob, sondern auch ihr Interesse an Naturwissenschaften und ihr Wissen um die Chancen, die der Besitz naturwissenschaftlicher Kompetenzen eröffnen kann, sowie das Lernumfeld untersuchte, das die Schulen im Bereich Naturwissenschaften zur Verfügung stellen. PISA ordnet die Leistungen der Schülerinnen und Schüler, der Schulen und der Länder in den Kontext ihres jeweiligen sozioökonomischen Hintergrunds ein und ermittelt wichtige bildungspolitische Maßnahmen und Praktiken, die mit Lernerfolg assoziiert sind. Indem gezeigt wird, dass einige Länder erfolgreich eine qualitativ hochwertige Bildung und eine ausgewogene Verteilung der Lernergebnisse miteinander verbinden können, gibt PISA ehrgeizige Ziele für andere Länder vor. Im Anschluss an die Erhebungen PISA 2000 und PISA 2003 vervollständigt PISA 2006 den ersten Erhebungszyklus in den drei Grundbildungsbereichen. PISA leitet gegenwärtig einen zweiten Zyklus von Erhebungen ein, der 2009 mit der Lesekompetenz als Schwerpunktbereich beginnen und 2012 (mathematische Grundbildung) sowie 2015 (naturwissenschaftliche Grundbildung) fortgesetzt wird. Die Internationale Schulleistungsstudie der OECD (PISA) PISA ist ein Kooperationsprojekt der 30 OECD-Mitgliedsländer sowie von etwa 30 Partnerländern und volkswirtschaften, in das wissenschaftliche Fachkenntnisse aus allen Teilnehmerländern und volkswirtschaften einfließen und bei dem übergreifende Entscheidungen auf der Basis gemeinsamer politischer Interessen von den Regierungen der Teilnehmerstaaten gemeinschaftlich getroffen werden. Zu seinen einzigartigen Merkmalen zählen: Grundbildungskonzept: PISA definiert jeden Erhebungsbereich (Naturwissenschaften, Lesekompetenz und Mathematik) nicht in erster Linie nach der Beherrschung der schulischen Curricula, sondern vielmehr nach den Kenntnissen und Fähigkeiten, die für eine aktive Teilhabe an der Gesellschaft benötigt werden. Langzeitverpflichtung: PISA ermöglicht es den Ländern, in regelmäßigen Abständen und auf der Basis eines vorhersehbaren Zeitplans ihre Fortschritte auf dem Weg zur Erreichung der grundlegenden Lernziele zu messen. Untersuchte Altersgruppe: Mit der Beurteilung der Leistungen 15-Jähriger, d.h. junger Menschen gegen Ende ihrer Pflichtschulzeit, liefert PISA wichtige Indikatoren für die globale Leistungsfähigkeit von Schulsystemen. Relevanz für das lebenslange Lernen: PISA beschränkt sich nicht auf die Beurteilung von Kenntnissen und Fähigkeiten der Schülerinnen und Schüler, sondern befragt diese auch nach ihrer Lernmotivation, ihrer Selbsteinschätzung und ihren Lernstrategien sowie ihren Zielen in Bezug auf künftige Studien und Berufsaussichten.

The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers.     Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

    Abstract: Demographic changes increasingly shape social policies as most OECD populations are ageing and include more migrants and “minorities”. Japan and Korea have already started to see their enrolments in tertiary education decline, but other countries like Turkey and Mexico can still expect a boom. Drawing on trend data and projections, this book takes an in-depth look at these important questions from both a qualitative and quantitative standpoint. Issues covered include the impact of demographic changes on student enrolment, educational attainment, academic staff and policy choices. Particular attention is given to how access policies determine the demographics of tertiary education, notably by examining access to higher education for disabled and migrant students. This book summarises and discusses key findings from the learning sciences, shedding light on the cognitive and social processes that can be used to redesign classrooms to make them highly effective learning environments.     Abstract: Many adults in OECD countries have low language, literacy and numeracy (LLN) skills. The consequences of these low foundation skills span the economic, health and social well-being of individuals, families and communities. Investment in this sector of adult education is therefore crucial. This study looks specifically inside the programmes for adult LLN learners, with a focus on formative assessment. Drawing upon evidence gathered in country reports, exemplary case studies and international literature reviews, it examines the impact and implementation of different teaching, learning and assessment practices for adult LLN learners; the way innovative programmes address the very diverse needs and goals of this population; and the policies that support or hinder effective practice. This book provides a strong foundation for understanding the fundamental issues at stake in the adult LLN education, and can guide future policy, practice and research. A companion report which studies formative assessment in lower secondary schools was published in 2005 under the title Formative Assessment: Improving Learning in Secondary Classrooms.

Estonia is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Estonia's tertiary education system; an account of trends and developments in tertiary education in Estonia; an analysis of the strengths and challenges in tertiary education in Estonia; and recommendations for future policy development. This review of tertiary education in Estonia forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: This publication explores a range of helpful policy measures and institutional reforms. Drawing from an extensive review of 14 regions across 12 countries as well as OECD territorial reviews, it considers the regional engagement of higher education regarding teaching, research and service to the community. It offers answers to the following questions: What is higher education’s regional engagement all about? What are its drivers and barriers? What does regional engagement mean for the governance and management of higher education institutions, for regions and for nations? And how does regional engagement fit in with the pursuit of world class academic excellence?

    Abstract: On s’accorde de plus en plus à reconnaître que les systèmes de certification ont un rôle crucial à jouer pour améliorer la qualité de la formation tout au long de la vie et en augmenter la fréquence. Après avoir passé en revue les politiques et pratiques en vigueur dans quinze pays, les auteurs présentent neuf stratégies destinées à promouvoir la formation tout au long de la vie. Toutes ces stratégies nationales sont liées d’une manière ou d’une autre aux systèmes de certification. Les auteurs identifient ensuite vingt mécanismes, ou liens concrets, entre les objectifs des systèmes nationaux de certification et ceux de la formation tout au long de la vie. Au travers de ces mécanismes, cet ouvrage cherche à fournir aux gouvernements et aux décideurs des outils qui puissent les aider à reconsidérer leurs politiques et programmes en matière de formation tout au long de la vie. Les résultats suggèrent que certains mécanismes jouent un rôle particulièrement important dans la promotion de la formation tout au long de la vie. On citera notamment ceux liés au transfert de crédits, à la reconnaissance des acquis antérieurs, aux cadres de certification et à l’implication des acteurs concernés.
